市普通高中課程設置方案
為貫(guan)徹落實教育部《普通(tong)高(gao)(gao)中(zhong)課程(cheng)(cheng)方案(實驗)》(教基〔2003〕6號(hao))和《湖(hu)北(bei)省(sheng)人民政府辦公廳關于印(yin)發(fa)湖(hu)北(bei)省(sheng)普通(tong)高(gao)(gao)中(zhong)課程(cheng)(cheng)改革實施方案(試(shi)行)的通(tong)知》(鄂政辦發(fa)〔2009〕63號(hao))精神,確保(bao)我市(shi)普通(tong)高(gao)(gao)中(zhong)課程(cheng)(cheng)改革順利實施,根據我市(shi)普通(tong)高(gao)(gao)中(zhong)實際,制(zhi)定《*市(shi)普通(tong)高(gao)(gao)中(zhong)課程(cheng)(cheng)設置方案(試(shi)行)》,并于2009年秋季(ji)高(gao)(gao)中(zhong)一年級(ji)開(kai)始實施。
一、課程設置
(一)課程設置的原則
1.全面(mian)性原則。全面(mian)完整地實施教(jiao)育部《普通高中(zhong)課程方(fang)案(實驗(yan))》,滿足普通高中(zhong)學生畢業和進(jin)一步學習的基(ji)本需求,為所(suo)有學生奠定共(gong)同的發展基(ji)礎。
2.選擇性原則。賦(fu)予學校(xiao)、學生合理而充(chong)分的課程自主權,為學生成(cheng)長(chang)(chang)和學校(xiao)發展提(ti)供更多的選擇,促(cu)進學生學有所長(chang)(chang),促(cu)進學校(xiao)辦出(chu)特色。
3.科學性原則。按照各(ge)(ge)學習(xi)領(ling)域、科目(mu)和模塊的特點和要求,依據各(ge)(ge)學科課程標準,合理設置和安排科目(mu)及模塊。
先進地區普通高中教育考察情況
**年**月**至**日,由市教(jiao)研(yan)室(shi)主任帶隊,部分區縣教(jiao)研(yan)室(shi)主任、普通(tong)高(gao)中教(jiao)學副校長,市教(jiao)研(yan)室(shi)高(gao)中教(jiao)研(yan)員一行(xing)33人,赴(fu)**進行(xing)了為(wei)期6天(tian)的教(jiao)育考察。

在充分肯定(ding)成績的(de)同時,也應當看到(dao),我(wo)(wo)縣(xian)高(gao)(gao)(gao)(gao)(gao)中(zhong)(zhong)教(jiao)育(yu)與先(xian)進縣(xian)區相比,還(huan)有不少差距:一是(shi)教(jiao)育(yu)投(tou)入(ru)不足(zu),制約(yue)了高(gao)(gao)(gao)(gao)(gao)中(zhong)(zhong)教(jiao)育(yu)的(de)進一步(bu)發展;二是(shi)相對于廣(guang)大人民群眾的(de)期望與滿意程(cheng)度,辦好(hao)高(gao)(gao)(gao)(gao)(gao)中(zhong)(zhong)教(jiao)育(yu)任(ren)(ren)重而道遠;三是(shi)我(wo)(wo)縣(xian)普通(tong)高(gao)(gao)(gao)(gao)(gao)中(zhong)(zhong)教(jiao)育(yu)教(jiao)學(xue)工作(zuo)與素質(zhi)教(jiao)育(yu)的(de)要求還(huan)有很大差距等。對于這些問題,我(wo)(wo)們必須認真(zhen)分析原因,找出解決(jue)(jue)問題的(de)有效(xiao)辦法(fa),認真(zhen)加以解決(jue)(jue),進一步(bu)促進我(wo)(wo)縣(xian)高(gao)(gao)(gao)(gao)(gao)中(zhong)(zhong)教(jiao)育(yu)向更(geng)高(gao)(gao)(gao)(gao)(gao)的(de)目(mu)標邁進。全縣(xian)教(jiao)育(yu)系統特別是(shi)各(ge)高(gao)(gao)(gao)(gao)(gao)中(zhong)(zhong)學(xue)校廣(guang)大教(jiao)干教(jiao)師(shi)一定(ding)要增強(qiang)責(ze)任(ren)(ren)感和使命感,明確(que)責(ze)任(ren)(ren),強(qiang)化措施,扎實工作(zuo),進一步(bu)加快我(wo)(wo)縣(xian)高(gao)(gao)(gao)(gao)(gao)中(zhong)(zhong)教(jiao)育(yu)的(de)發展步(bu)伐。

二、目標任務
(一)制(zhi)定《*區普(pu)通高(gao)中課(ke)程(cheng)安排指導意見(試行(xing))》,探索普(pu)通高(gao)中實(shi)施素質教育的(de)有效途徑(jing),構建具(ju)有*區特(te)色(se)的(de)普(pu)通高(gao)中新課(ke)程(cheng)體(ti)系。
(二)構建(jian)我區高中課程(cheng)建(jian)設與管理、課程(cheng)資源開發和共享的機制,著(zhu)力提高學校課程(cheng)管理及課程(cheng)建(jian)設的能力。
(三)積(ji)極開展教(jiao)(jiao)育教(jiao)(jiao)學改革,建立與普通高(gao)中新課程相(xiang)適(shi)應的(de)教(jiao)(jiao)育教(jiao)(jiao)學管(guan)理(li)制度。
普通高中課程設置及教學意見
根據教育(yu)部《基礎教育(yu)課程改革綱要(試行)》、《普通(tong)高(gao)中(zhong)(zhong)課程方(fang)案(an)(an)(實(shi)驗)》(以下簡稱《課程方(fang)案(an)(an)》)和《山東(dong)省(sheng)普通(tong)高(gao)中(zhong)(zhong)新課程實(shi)驗工作方(fang)案(an)(an)(試行)》等文件精神,結合(he)全省(sheng)普通(tong)高(gao)中(zhong)(zhong)教學實(shi)際,制定本指導(dao)意見(jian)。
一、指導思想
普(pu)通(tong)高(gao)中課程(cheng)設置和(he)教學以(yi)國家的(de)(de)教育方針政策為指(zhi)導,以(yi)《課程(cheng)方案(an)》及各科課程(cheng)標準(zhun)為依據,以(yi)提高(gao)學生的(de)(de)全面素質為宗(zong)旨,以(yi)培養學生創(chuang)新(xin)(xin)精神和(he)實(shi)踐能力(li)為重(zhong)點,促進教學方式和(he)學習(xi)方式的(de)(de)變(bian)革,努(nu)力(li)滿足(zu)每(mei)個(ge)學生終身發展的(de)(de)需(xu)要,全面落實(shi)普(pu)通(tong)高(gao)中教育的(de)(de)培養目標。規(gui)范課程(cheng)教學行(xing)為,推進教育教學創(chuang)新(xin)(xin),努(nu)力(li)形成具有山東特(te)色、充滿活力(li)的(de)(de)普(pu)通(tong)高(gao)中課程(cheng)教學體系。
二、課程設置
普通高(gao)中要全面開設《課程(cheng)方案(an)》規定的(de)語言與(yu)文學(xue)、數學(xue)、人文與(yu)社會、科學(xue)、技術(shu)、藝術(shu)、體(ti)育與(yu)健康和綜合實踐活(huo)動八個學(xue)習(xi)(xi)領(ling)域的(de)課程(cheng)。每學(xue)年都要設置各領(ling)域的(de)課程(cheng),保證使(shi)學(xue)生每一(yi)學(xue)年在所有學(xue)習(xi)(xi)領(ling)域都能獲得(de)一(yi)定學(xue)分。
學習(xi)領(ling)域包(bao)括科(ke)目(mu)(mu)有(you)語(yu)(yu)文、數(shu)學、外語(yu)(yu)(英語(yu)(yu)、日語(yu)(yu)、俄語(yu)(yu)等)、思想政治(zhi)、歷(li)史、地理(li)、物(wu)理(li)、化學、生物(wu)、技術(shu)(shu)(信息技術(shu)(shu)、通用技術(shu)(shu))、藝術(shu)(shu)(或音樂、美術(shu)(shu))、體育與(yu)健康(kang)等。學校(xiao)(xiao)要開(kai)齊所有(you)科(ke)目(mu)(mu),并(bing)開(kai)足課時。鼓勵有(you)條件的學校(xiao)(xiao)開(kai)設兩種或多種外語(yu)(yu)。

建國(guo)60年(nian)(nian)(nian)來,特別是改(gai)革(ge)開放30年(nian)(nian)(nian)來,我市堅持教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)優(you)先發(fa)(fa)(fa)展(zhan),實(shi)(shi)(shi)現(xian)了(le)基(ji)(ji)(ji)(ji)礎(chu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)的(de)(de)(de)大(da)跨(kua)越、大(da)變(bian)化。完成(cheng)(cheng)了(le)九(jiu)年(nian)(nian)(nian)義務教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)的(de)(de)(de)全(quan)面普(pu)及,實(shi)(shi)(shi)現(xian)了(le)城鄉免費義務教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu),用30年(nian)(nian)(nian)時(shi)間走(zou)(zou)完了(le)發(fa)(fa)(fa)達國(guo)家上百年(nian)(nian)(nian)才能完成(cheng)(cheng)的(de)(de)(de)普(pu)及義務教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)的(de)(de)(de)歷程(cheng),成(cheng)(cheng)為新(xin)時(shi)期黨和(he)政府惠(hui)及民生的(de)(de)(de)最(zui)大(da)亮點;普(pu)通高中教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)得到長足發(fa)(fa)(fa)展(zhan),高中階(jie)段(duan)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)普(pu)及程(cheng)度得到明顯提高,已基(ji)(ji)(ji)(ji)本實(shi)(shi)(shi)現(xian)了(le)高中階(jie)段(duan)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)的(de)(de)(de)普(pu)及;幼(you)兒教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)走(zou)(zou)出(chu)低谷(gu),辦(ban)園規模不(bu)斷擴大(da),保(bao)教(jiao)(jiao)(jiao)質量不(bu)段(duan)提高;特殊教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)呈現(xian)出(chu)良(liang)好(hao)發(fa)(fa)(fa)展(zhan)勢頭。基(ji)(ji)(ji)(ji)礎(chu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)的(de)(de)(de)發(fa)(fa)(fa)展(zhan)為提高全(quan)市人(ren)口素(su)質做出(chu)了(le)巨大(da)貢獻(xian)。站(zhan)在(zai)新(xin)的(de)(de)(de)起點,面對(dui)新(xin)的(de)(de)(de)形勢,黨和(he)國(guo)家對(dui)基(ji)(ji)(ji)(ji)礎(chu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)要求更高了(le),人(ren)民群眾(zhong)對(dui)基(ji)(ji)(ji)(ji)礎(chu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)的(de)(de)(de)期盼更高了(le)。基(ji)(ji)(ji)(ji)礎(chu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)作(zuo)為現(xian)代化人(ren)才培養的(de)(de)(de)基(ji)(ji)(ji)(ji)礎(chu)工(gong)程(cheng),要為落實(shi)(shi)(shi)科(ke)教(jiao)(jiao)(jiao)興市戰略,推進“兩個加快(kuai)”,實(shi)(shi)(shi)現(xian)人(ren)力資源強(qiang)(qiang)市服務;作(zuo)為構建和(he)諧社會(hui)最(zui)重(zhong)要民生問題之一(yi),要實(shi)(shi)(shi)現(xian)“學有所(suo)教(jiao)(jiao)(jiao)”,促進教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)公平(ping)。所(suo)有這(zhe)些都要求基(ji)(ji)(ji)(ji)礎(chu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)由(you)外(wai)延(yan)發(fa)(fa)(fa)展(zhan)轉向內涵發(fa)(fa)(fa)展(zhan),由(you)規模發(fa)(fa)(fa)展(zhan)轉向質量發(fa)(fa)(fa)展(zhan)。深化改(gai)革(ge),全(quan)面推進素(su)質教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu),為提高公民素(su)質,為人(ren)的(de)(de)(de)終生發(fa)(fa)(fa)展(zhan),為培養具有現(xian)代責(ze)任(ren)感(gan),創新(xin)精神和(he)實(shi)(shi)(shi)踐能力的(de)(de)(de)高素(su)質勞動(dong)者、專門人(ren)才奠定良(liang)好(hao)的(de)(de)(de)基(ji)(ji)(ji)(ji)礎(chu),這(zhe)是新(xin)時(shi)期我市基(ji)(ji)(ji)(ji)礎(chu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)的(de)(de)(de)責(ze)任(ren)和(he)使命(ming)所(suo)在(zai)。我們一(yi)定要從全(quan)局(ju)和(he)戰略的(de)(de)(de)高度,深刻認識(shi)基(ji)(ji)(ji)(ji)礎(chu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)肩負的(de)(de)(de)重(zhong)任(ren),增強(qiang)(qiang)責(ze)任(ren)感(gan)和(he)使命(ming)感(gan)。

改(gai)革開放30年(nian),我國教(jiao)(jiao)育(yu)事業的(de)(de)發(fa)(fa)展(zhan)舉世(shi)矚目,目前九年(nian)義(yi)務教(jiao)(jiao)育(yu)已經全面普(pu)(pu)及(ji),高(gao)中階段教(jiao)(jiao)育(yu)普(pu)(pu)及(ji)程(cheng)度明顯提高(gao),高(gao)等(deng)教(jiao)(jiao)育(yu)實(shi)現大眾(zhong)化(hua)。但是,在當今快速(su)發(fa)(fa)展(zhan)的(de)(de)新(xin)(xin)時代,教(jiao)(jiao)育(yu)改(gai)革與發(fa)(fa)展(zhan)面臨(lin)著(zhu)新(xin)(xin)形勢和新(xin)(xin)挑戰。普(pu)(pu)通高(gao)中教(jiao)(jiao)育(yu),作為教(jiao)(jiao)育(yu)事業發(fa)(fa)展(zhan)的(de)(de)一個(ge)有機組成部(bu)分,必須適應(ying)這種(zhong)新(xin)(xin)形勢,應(ying)對(dui)這種(zhong)新(xin)(xin)挑戰,作出(chu)新(xin)(xin)的(de)(de)順(shun)應(ying)性變革。
一、我(wo)國普通(tong)高中教育面臨的新形勢
在日益全球化的(de)背景下(xia),盡(jin)管國(guo)際合作日益增多(duo),但國(guo)際競爭(zheng)的(de)格局并(bing)沒有(you)發生(sheng)改變。在知識經(jing)濟時代,知識成為了提高國(guo)家綜合實力(li)和參與國(guo)際競爭(zheng)的(de)決定性(xing)因素,人(ren)力(li)資源成為了推動經(jing)濟社會(hui)發展的(de)戰(zhan)略性(xing)資源。因此,國(guo)家競爭(zheng)在本質上就(jiu)是人(ren)力(li)資源的(de)競爭(zheng)。
盡管(guan)目前我(wo)國(guo)已(yi)經(jing)(jing)從世界低收入國(guo)家(jia)的(de)(de)(de)行列跨入了世界中等偏下(xia)(xia)收入國(guo)家(jia)的(de)(de)(de)隊伍,但是(shi),與世界發(fa)達國(guo)家(jia)相比,也(ye)有(you)很(hen)大(da)(da)的(de)(de)(de)差距。在(zai)全面建(jian)(jian)設小(xiao)康社(she)會(hui)(hui)、構建(jian)(jian)社(she)會(hui)(hui)主義和諧(xie)社(she)會(hui)(hui)的(de)(de)(de)過程中,教(jiao)育(yu)(yu)(yu)(yu)肩負著重(zhong)要(yao)的(de)(de)(de)歷史使(shi)命。教(jiao)育(yu)(yu)(yu)(yu)不僅是(shi)社(she)會(hui)(hui)全面發(fa)展和進步的(de)(de)(de)重(zhong)要(yao)指標之(zhi)一,同時,也(ye)是(shi)建(jian)(jian)設小(xiao)康社(she)會(hui)(hui)與和諧(xie)社(she)會(hui)(hui)的(de)(de)(de)重(zhong)要(yao)措施和途徑之(zhi)一。因此,在(zai)科學發(fa)展觀的(de)(de)(de)指導下(xia)(xia),教(jiao)育(yu)(yu)(yu)(yu)如何為“實現全面建(jian)(jian)設小(xiao)康社(she)會(hui)(hui)奮(fen)斗目標的(de)(de)(de)新(xin)要(yao)求”、“促進國(guo)民經(jing)(jing)濟又(you)好又(you)快發(fa)展”、“堅定不移發(fa)展社(she)會(hui)(hui)主義民主政(zheng)治”和“推動社(she)會(hui)(hui)主義文化大(da)(da)發(fa)展大(da)(da)繁榮”方面服務,是(shi)教(jiao)育(yu)(yu)(yu)(yu)事業(ye)改革和發(fa)展必(bi)須回答的(de)(de)(de)重(zhong)要(yao)課題。
在新(xin)型工業(ye)化(hua)道(dao)路發展和建設(she)創(chuang)(chuang)新(xin)型國(guo)家的(de)過程中,必須充分發揮我國(guo)人力(li)資源(yuan)的(de)優勢(shi),把我國(guo)巨大的(de)人口壓力(li)轉(zhuan)化(hua)為人力(li)資源(yuan)優勢(shi),為此(ci),需要培養一(yi)支有建設(she)能力(li)的(de)社(she)(she)會主義(yi)建設(she)者。建設(she)社(she)(she)會主義(yi)和諧社(she)(she)會,必須弘揚社(she)(she)會主義(yi)文(wen)(wen)明道(dao)德,傳(chuan)承民族優秀文(wen)(wen)化(hua)傳(chuan)統,創(chuang)(chuang)建社(she)(she)會公平(ping)正(zheng)義(yi),為此(ci),就需要培養有素質的(de)新(xin)一(yi)代社(she)(she)會公民。
普(pu)通(tong)(tong)高(gao)(gao)中(zhong)教(jiao)育是高(gao)(gao)中(zhong)階(jie)段(duan)教(jiao)育的(de)一(yi)個重(zhong)要(yao)類型(xing),是中(zhong)等教(jiao)育中(zhong)的(de)重(zhong)要(yao)領域。近年來,我國普(pu)通(tong)(tong)高(gao)(gao)中(zhong)教(jiao)育規模得(de)到了(le)大擴展(zhan),實(shi)現了(le)從(cong)精英(ying)階(jie)段(duan)向大眾化階(jie)段(duan)的(de)轉化,普(pu)通(tong)(tong)高(gao)(gao)中(zhong)課程改革也取得(de)了(le)新進展(zhan)。但是,從(cong)普(pu)通(tong)(tong)高(gao)(gao)中(zhong)的(de)社會輿論(lun)和(he)學校(xiao)教(jiao)育實(shi)踐來看,普(pu)通(tong)(tong)高(gao)(gao)中(zhong)教(jiao)育發(fa)展(zhan)中(zhong)仍(reng)然存在著諸多的(de)問題、困難和(he)挑戰。
普通高中課程改革實施方案
經教育(yu)部(bu)批準,我省(sheng)及我市(shi)(shi)將于(yu)2009年秋(qiu)季全(quan)面啟動(dong)普(pu)通(tong)(tong)高(gao)(gao)中新課程(cheng)改(gai)(gai)(gai)革(ge)(ge)。根據《國務(wu)院關(guan)于(yu)基礎教育(yu)改(gai)(gai)(gai)革(ge)(ge)與發展(zhan)的決定》(國發〔2001〕21號)、《教育(yu)部(bu)關(guan)于(yu)普(pu)通(tong)(tong)高(gao)(gao)中課程(cheng)改(gai)(gai)(gai)革(ge)(ge)實驗工作(zuo)指導意(yi)見》(教基〔2005〕6號)和《省(sheng)人(ren)民政府辦公(gong)廳關(guan)于(yu)印發湖北(bei)省(sheng)普(pu)通(tong)(tong)高(gao)(gao)中課程(cheng)改(gai)(gai)(gai)革(ge)(ge)實施方(fang)案(試行)的通(tong)(tong)知》(鄂(e)政辦發〔2009〕63號)等文件精(jing)神,為做好全(quan)市(shi)(shi)普(pu)通(tong)(tong)高(gao)(gao)中課程(cheng)改(gai)(gai)(gai)革(ge)(ge)工作(zuo),現結合我市(shi)(shi)實際,特制訂本方(fang)案。
一、指導思想
以鄧(deng)小平理論、“三(san)個代表”重要思(si)想(xiang)和(he)科學(xue)(xue)發展觀為指(zhi)導(dao),全面(mian)貫徹黨和(he)國家教(jiao)育方針,努力(li)(li)推進素(su)(su)質教(jiao)育,落實(shi)國家普通(tong)高(gao)中(zhong)新課程方案。更(geng)新教(jiao)育觀念,優化教(jiao)學(xue)(xue)方式,促進教(jiao)師(shi)專業成長,培養學(xue)(xue)生的(de)創新精神(shen)和(he)實(shi)踐能力(li)(li),不斷提高(gao)辦學(xue)(xue)水平和(he)教(jiao)育質量,逐步建(jian)立起順應時代要求、符合基本市情、充(chong)滿(man)教(jiao)育活力(li)(li)、富有改(gai)革實(shi)效的(de)*市普通(tong)高(gao)中(zhong)新課程體系,為造(zao)就大批高(gao)素(su)(su)質勞動(dong)者、專門人才和(he)創新人才奠定堅(jian)實(shi)基礎(chu)。
二、基本原則
認(ren)真貫(guan)徹(che)國家基礎教育(yu)課(ke)程(cheng)(cheng)改革(ge)的(de)精神,落實湖北(bei)省“積極推進、點上(shang)突破、兼顧各方(fang)、逐步(bu)到位”的(de)工作(zuo)方(fang)針(zhen),本(ben)著(zhu)積極穩妥、因地(di)制(zhi)宜、規范有(you)序(xu)、探索創(chuang)新的(de)基本(ben)原則(ze),科學(xue)有(you)效地(di)推進普通(tong)高(gao)中課(ke)程(cheng)(cheng)改革(ge)工作(zuo)。
——積(ji)(ji)極穩妥。充分認識(shi)普通(tong)(tong)高中(zhong)課(ke)程(cheng)改(gai)革(ge)的(de)必要(yao)性、系統(tong)性和復雜性,按(an)照湖北(bei)省的(de)相關要(yao)求,結合(he)我(wo)市(shi)實(shi)際情況(kuang),積(ji)(ji)極營造適合(he)課(ke)程(cheng)改(gai)革(ge)的(de)社會(hui)大環境,積(ji)(ji)極學(xue)習(xi)和思考,調動一切有利于普通(tong)(tong)高中(zhong)學(xue)校(xiao)推(tui)進(jin)素(su)質(zhi)(zhi)教育、提(ti)高教育教學(xue)質(zhi)(zhi)量、彰(zhang)顯學(xue)校(xiao)辦(ban)學(xue)特色的(de)因素(su),抓住核心(xin)學(xue)科、抓好課(ke)堂教學(xue),精(jing)心(xin)謀劃,穩步扎實(shi)地推(tui)進(jin)普通(tong)(tong)高中(zhong)課(ke)程(cheng)改(gai)革(ge)。
