高(gao)校(xiao)實(shi)(shi)(shi)驗(yan)(yan)(yan)室(shi)(shi)是(shi)從事實(shi)(shi)(shi)驗(yan)(yan)(yan)教學、科(ke)學研(yan)究、技(ji)術開發(fa)、合作交流、社(she)會服務等的(de)(de)(de)(de)重要(yao)基地,儀(yi)器設備(bei)檔次和狀(zhuang)態的(de)(de)(de)(de)總體水平不僅標(biao)志著學校(xiao)的(de)(de)(de)(de)教學、科(ke)研(yan)水平,還標(biao)志著學校(xiao)的(de)(de)(de)(de)管(guan)理水平。隨著科(ke)學技(ji)術的(de)(de)(de)(de)發(fa)展,高(gao)校(xiao)實(shi)(shi)(shi)驗(yan)(yan)(yan)室(shi)(shi)資(zi)金投入越來(lai)越大(da),儀(yi)器設備(bei)也更加精(jing)密,但實(shi)(shi)(shi)驗(yan)(yan)(yan)室(shi)(shi)又具有使用(yong)(yong)頻(pin)繁、人員集中、流動性大(da)等特(te)點,在管(guan)理過程(cheng)中,儀(yi)器設備(bei)閑置、不必(bi)要(yao)的(de)(de)(de)(de)損壞、維護(hu)費用(yong)(yong)增高(gao)等問題逐漸突出。上述情況說明(ming),高(gao)校(xiao)實(shi)(shi)(shi)驗(yan)(yan)(yan)室(shi)(shi)存在著管(guan)理的(de)(de)(de)(de)復雜(za)性和管(guan)理改革的(de)(de)(de)(de)必(bi)要(yao)性。實(shi)(shi)(shi)驗(yan)(yan)(yan)室(shi)(shi)管(guan)理是(shi)一(yi)項長期而(er)艱巨(ju)的(de)(de)(de)(de)重要(yao)工作,為(wei)了達(da)到資(zi)源的(de)(de)(de)(de)良(liang)好配置和有效利用(yong)(yong),必(bi)須重視對實(shi)(shi)(shi)驗(yan)(yan)(yan)室(shi)(shi)儀(yi)器設備(bei)管(guan)理與利用(yong)(yong)的(de)(de)(de)(de)改革。

一(yi)、目(mu)前教學型高校實驗(yan)室管理存在的問題

隨著高(gao)校的(de)不斷擴(kuo)招,現有實(shi)驗室(shi)已(yi)不能(neng)滿足發展(zhan)的(de)需要,迫切需要加快實(shi)驗室(shi)建(jian)設(she)。近(jin)些年來,雖然不同高(gao)校均(jun)加大了(le)對(dui)實(shi)驗室(shi)建(jian)設(she)的(de)投(tou)入(ru),效果也(ye)初(chu)見(jian)成效,但仍然存在(zai)許(xu)多亟待解決的(de)問題。

1.實驗室(shi)設備的(de)更新

隨著學(xue)校(xiao)擴(kuo)招和迎接教(jiao)育部的(de)(de)(de)教(jiao)學(xue)評估,許多高(gao)校(xiao)新建(jian)(jian)和改造(zao)了一些實(shi)驗(yan)室,由于(yu)片(pian)面地追求(qiu)(qiu)實(shi)驗(yan)室的(de)(de)(de)檔次和先進(jin)性(xing),往(wang)往(wang)將一些原有(you)儀器(qi)(qi)設(she)備(bei)淘(tao)汰更新[1],這些儀器(qi)(qi)可(ke)分(fen)為三種類型(xing):①已(yi)到(dao)了使(shi)(shi)用(yong)(yong)壽命(ming),或(huo)已(yi)損壞,不(bu)能(neng)(neng)再(zai)正常(chang)使(shi)(shi)用(yong)(yong)的(de)(de)(de)儀器(qi)(qi);②還在(zai)正常(chang)使(shi)(shi)用(yong)(yong)年限內,但(dan)由于(yu)維修費(fei)用(yong)(yong)高(gao)而(er)得不(bu)到(dao)維修的(de)(de)(de)儀器(qi)(qi);③還可(ke)以繼(ji)續使(shi)(shi)用(yong)(yong),但(dan)由于(yu)購置了具有(you)同(tong)樣功(gong)能(neng)(neng)且維持費(fei)用(yong)(yong)低的(de)(de)(de)新型(xing)設(she)備(bei)而(er)不(bu)再(zai)使(shi)(shi)用(yong)(yong)的(de)(de)(de)儀器(qi)(qi)。在(zai)實(shi)驗(yan)室的(de)(de)(de)建(jian)(jian)設(she)過程(cheng)中(zhong),要(yao)(yao)求(qiu)(qiu)先進(jin)性(xing)并不(bu)等于(yu)每個設(she)備(bei)都要(yao)(yao)高(gao)級、先進(jin),對(dui)一些要(yao)(yao)求(qiu)(qiu)較低的(de)(de)(de)實(shi)驗(yan)室,儀器(qi)(qi)設(she)備(bei)只要(yao)(yao)滿(man)足基本要(yao)(yao)求(qiu)(qiu)即(ji)可(ke),過高(gao)的(de)(de)(de)配(pei)置不(bu)但(dan)會造(zao)成(cheng)資源的(de)(de)(de)浪費(fei),還使(shi)(shi)其功(gong)能(neng)(neng)得不(bu)到(dao)充(chong)分(fen)的(de)(de)(de)發揮(hui)。

2.實驗室儀器設(she)備(bei)的使用(yong)與開(kai)放(fang)

高(gao)校實(shi)(shi)驗(yan)室是高(gao)等教(jiao)育的硬件設施,實(shi)(shi)驗(yan)室和儀器(qi)數量(liang)(liang)在逐年(nian)增加,儀器(qi)的相對較多和實(shi)(shi)驗(yan)教(jiao)師的相對不足(zu)形成(cheng)了(le)(le)對比,許多先(xian)進的儀器(qi)被閑置(zhi),利(li)用率不高(gao)。為了(le)(le)切實(shi)(shi)培養學生的動(dong)手能力(li)、創新(xin)意識(shi)(shi)及服務于科研(yan),一些學校加強(qiang)了(le)(le)對實(shi)(shi)驗(yan)室的開放力(li)度。但由于長期以來教(jiao)學重理(li)論、輕(qing)(qing)實(shi)(shi)踐,重知識(shi)(shi)、輕(qing)(qing)能力(li)的教(jiao)學模(mo)式,盡管學校、教(jiao)師為此付出了(le)(le)大量(liang)(liang)勞動(dong),但實(shi)(shi)驗(yan)室只迎來少量(liang)(liang)的參與者。

3.實驗室的管理

高(gao)校(xiao)(xiao)實(shi)(shi)驗(yan)室儀器(qi)設備的(de)(de)(de)管(guan)理是實(shi)(shi)驗(yan)室管(guan)理中(zhong)涉及內容最多(duo)(duo)的(de)(de)(de)一項工作。多(duo)(duo)年來(lai)(lai),許多(duo)(duo)高(gao)校(xiao)(xiao)由于(yu)管(guan)理不(bu)(bu)善,造(zao)成(cheng)賬(zhang)(zhang)上(shang)設備與實(shi)(shi)際情(qing)(qing)況(kuang)(kuang)不(bu)(bu)盡(jin)一致,甚至出(chu)現有(you)賬(zhang)(zhang)無物或(huo)有(you)物無賬(zhang)(zhang)等(deng)混亂現象。隨著(zhu)學校(xiao)(xiao)新購置設備的(de)(de)(de)增(zeng)多(duo)(duo),儀器(qi)專(zhuan)業(ye)性、技術性越(yue)(yue)來(lai)(lai)越(yue)(yue)強,精密度也越(yue)(yue)來(lai)(lai)越(yue)(yue)高(gao),且(qie)存放地點往(wang)往(wang)比較分散,這使得管(guan)理復雜度提(ti)高(gao)。而對(dui)于(yu)剛進(jin)入(ru)實(shi)(shi)驗(yan)室的(de)(de)(de)學生(sheng)(sheng)(sheng),尤其(qi)是在寫畢業(ye)論文(wen)期間,大批(pi)學生(sheng)(sheng)(sheng)同時涌進(jin)實(shi)(shi)驗(yan)室,教(jiao)師(shi)(shi)無暇對(dui)每(mei)個使用者進(jin)行指(zhi)導、規(gui)范(fan)其(qi)操作,很多(duo)(duo)學生(sheng)(sheng)(sheng)在不(bu)(bu)熟(shu)悉操作規(gui)范(fan)的(de)(de)(de)情(qing)(qing)況(kuang)(kuang)下(xia)使用儀器(qi),造(zao)成(cheng)不(bu)(bu)必要的(de)(de)(de)損壞。這些都增(zeng)加了(le)實(shi)(shi)驗(yan)教(jiao)師(shi)(shi)在管(guan)理方(fang)面的(de)(de)(de)工作負擔,許多(duo)(duo)管(guan)理人(ren)員往(wang)往(wang)感到力不(bu)(bu)從心(xin),“想管(guan)管(guan)不(bu)(bu)了(le),管(guan)又管(guan)不(bu)(bu)好(hao)”的(de)(de)(de)矛盾越(yue)(yue)來(lai)(lai)越(yue)(yue)突出(chu)。

二、實驗室管理的(de)改(gai)革措施(shi)

高校作為重要的創(chuang)(chuang)新(xin)主體,首(shou)要的任務就是根據(ju)經(jing)濟發展和科技進步的需(xu)要培養創(chuang)(chuang)新(xin)型(xing)的專(zhuan)業人(ren)(ren)(ren)才(cai)。我國(guo)大學(xue)(xue)在傳統的教(jiao)學(xue)(xue)模式下往(wang)往(wang)只能培養知識應用型(xing)的人(ren)(ren)(ren)才(cai),而(er)創(chuang)(chuang)新(xin)型(xing)人(ren)(ren)(ren)才(cai)相(xiang)對(dui)較少(shao),這遠遠不能滿(man)足我國(guo)當前建設(she)目標的需(xu)要,已(yi)經(jing)制(zhi)約(yue)了各行業的發展[2]。社會的迅(xun)速發展要求進一步深化(hua)實驗室改革(ge),提高教(jiao)學(xue)(xue)質(zhi)量,培養高素質(zhi)的高級專(zhuan)門(men)人(ren)(ren)(ren)才(cai)和創(chuang)(chuang)新(xin)型(xing)人(ren)(ren)(ren)才(cai)。

1.制定有效(xiao)的規(gui)章制度

為了加強學(xue)校實(shi)(shi)驗(yan)(yan)(yan)室(shi)(shi)(shi)的(de)(de)(de)建(jian)(jian)(jian)設(she)和(he)管(guan)(guan)(guan)理(li),提(ti)高(gao)(gao)辦學(xue)效益,必須(xu)建(jian)(jian)(jian)立一套行(xing)之有效的(de)(de)(de)實(shi)(shi)驗(yan)(yan)(yan)室(shi)(shi)(shi)建(jian)(jian)(jian)設(she)與管(guan)(guan)(guan)理(li)的(de)(de)(de)規(gui)章制(zhi)度(du),確保(bao)實(shi)(shi)驗(yan)(yan)(yan)室(shi)(shi)(shi)建(jian)(jian)(jian)設(she)與管(guan)(guan)(guan)理(li)規(gui)范(fan)化、科學(xue)化運轉[3]。在日常工(gong)作中,要(yao)加強對實(shi)(shi)驗(yan)(yan)(yan)室(shi)(shi)(shi)管(guan)(guan)(guan)理(li)人(ren)員的(de)(de)(de)考(kao)核(he)與定編管(guan)(guan)(guan)理(li),建(jian)(jian)(jian)立有效的(de)(de)(de)規(gui)范(fan)操(cao)作制(zhi)度(du)、損壞賠償制(zhi)度(du)以及學(xue)生(sheng)實(shi)(shi)驗(yan)(yan)(yan)手則等各種規(gui)章制(zhi)度(du),保(bao)證(zheng)出(chu)現問題時可以有章可循,管(guan)(guan)(guan)理(li)水平也才能得到不斷提(ti)高(gao)(gao)。實(shi)(shi)驗(yan)(yan)(yan)室(shi)(shi)(shi)工(gong)作涉及面廣,參與人(ren)員多,因此,實(shi)(shi)驗(yan)(yan)(yan)室(shi)(shi)(shi)規(gui)章制(zhi)度(du)的(de)(de)(de)建(jian)(jian)(jian)設(she)必須(xu)要(yao)適應實(shi)(shi)驗(yan)(yan)(yan)室(shi)(shi)(shi)建(jian)(jian)(jian)設(she)和(he)改革(ge)的(de)(de)(de)步伐,不斷地(di)進行(xing)改進、完善,既要(yao)最大范(fan)圍地(di)方便教(jiao)師和(he)學(xue)生(sheng)開(kai)展相關(guan)的(de)(de)(de)教(jiao)學(xue)和(he)研究,又要(yao)最大限度(du)地(di)提(ti)高(gao)(gao)設(she)備的(de)(de)(de)利用率。此外,還要(yao)保(bao)證(zheng)制(zhi)度(du)的(de)(de)(de)嚴(yan)格執(zhi)行(xing),明確個(ge)人(ren)職責與義(yi)務,使(shi)實(shi)(shi)驗(yan)(yan)(yan)室(shi)(shi)(shi)管(guan)(guan)(guan)理(li)正規(gui)化、有序化。

2.加強(qiang)實驗(yan)室(shi)教師隊伍建(jian)設

在制定各(ge)項(xiang)規章制度(du)的(de)(de)(de)(de)(de)(de)同時,必須建(jian)(jian)(jian)設(she)(she)(she)一批高(gao)(gao)(gao)(gao)素質的(de)(de)(de)(de)(de)(de)實驗(yan)(yan)(yan)(yan)(yan)室(shi)師資隊(dui)(dui)(dui)(dui)伍(wu)(wu)。儀器設(she)(she)(she)備的(de)(de)(de)(de)(de)(de)使用、維護和(he)管(guan)理都(dou)需要(yao)(yao)人才,沒有過(guo)(guo)硬(ying)的(de)(de)(de)(de)(de)(de)人才培養(yang)計(ji)劃(hua)和(he)過(guo)(guo)硬(ying)的(de)(de)(de)(de)(de)(de)實驗(yan)(yan)(yan)(yan)(yan)研究隊(dui)(dui)(dui)(dui)伍(wu)(wu),任(ren)何好的(de)(de)(de)(de)(de)(de)儀器設(she)(she)(she)備都(dou)不(bu)(bu)會(hui)發揮其應(ying)有的(de)(de)(de)(de)(de)(de)作用[4]。通過(guo)(guo)實行“穩(wen)定、調整、培養(yang)、引進(jin)”的(de)(de)(de)(de)(de)(de)方法(fa),建(jian)(jian)(jian)立(li)起(qi)一支(zhi)技術水(shui)平(ping)較高(gao)(gao)(gao)(gao)、結(jie)構合(he)理、勇于(yu)開拓、具有創新(xin)精神和(he)實踐(jian)能力的(de)(de)(de)(de)(de)(de)高(gao)(gao)(gao)(gao)素質實驗(yan)(yan)(yan)(yan)(yan)室(shi)隊(dui)(dui)(dui)(dui)伍(wu)(wu),并最大限度(du)地(di)激勵實驗(yan)(yan)(yan)(yan)(yan)室(shi)隊(dui)(dui)(dui)(dui)伍(wu)(wu)的(de)(de)(de)(de)(de)(de)積極(ji)性和(he)創造(zao)性是搞好實驗(yan)(yan)(yan)(yan)(yan)室(shi)建(jian)(jian)(jian)設(she)(she)(she)與(yu)管(guan)理的(de)(de)(de)(de)(de)(de)關(guan)鍵。學校(xiao)要(yao)(yao)像重視(shi)教師隊(dui)(dui)(dui)(dui)伍(wu)(wu)建(jian)(jian)(jian)設(she)(she)(she)那樣搞好實驗(yan)(yan)(yan)(yan)(yan)隊(dui)(dui)(dui)(dui)伍(wu)(wu)的(de)(de)(de)(de)(de)(de)建(jian)(jian)(jian)設(she)(she)(she)[3],要(yao)(yao)有計(ji)劃(hua)、分批地(di)組織進(jin)行實驗(yan)(yan)(yan)(yan)(yan)室(shi)管(guan)理和(he)新(xin)儀器設(she)(she)(she)備使用等方面的(de)(de)(de)(de)(de)(de)業(ye)務培訓、崗位在職培訓和(he)外出參觀學習,以提高(gao)(gao)(gao)(gao)實驗(yan)(yan)(yan)(yan)(yan)室(shi)管(guan)理隊(dui)(dui)(dui)(dui)伍(wu)(wu)的(de)(de)(de)(de)(de)(de)技術素質和(he)管(guan)理水(shui)平(ping)。此外,還要(yao)(yao)加強(qiang)實驗(yan)(yan)(yan)(yan)(yan)技術隊(dui)(dui)(dui)(dui)伍(wu)(wu)的(de)(de)(de)(de)(de)(de)管(guan)理和(he)考評,對不(bu)(bu)能適應(ying)時展要(yao)(yao)求(qiu)的(de)(de)(de)(de)(de)(de)不(bu)(bu)合(he)格人員要(yao)(yao)堅決調離崗位,從而建(jian)(jian)(jian)立(li)起(qi)一支(zhi)數量(liang)適當、結(jie)構合(he)理、具有高(gao)(gao)(gao)(gao)度(du)責任(ren)感和(he)開拓創新(xin)精神的(de)(de)(de)(de)(de)(de)管(guan)理隊(dui)(dui)(dui)(dui)伍(wu)(wu)。

3.開放實驗室

隨著市場(chang)經濟的(de)(de)(de)建立和(he)完善,需(xu)要(yao)既有扎實(shi)(shi)的(de)(de)(de)理論知(zhi)識又有較強的(de)(de)(de)動手能(neng)(neng)力(li),并且(qie)具有分(fen)析問(wen)題和(he)解決問(wen)題能(neng)(neng)力(li)的(de)(de)(de)人才,這種人才的(de)(de)(de)培養(yang)需(xu)要(yao)實(shi)(shi)驗室(shi)作(zuo)保(bao)證。高校實(shi)(shi)驗室(shi)開放是實(shi)(shi)驗室(shi)改革(ge)和(he)發展的(de)(de)(de)大趨勢,實(shi)(shi)驗室(shi)開放不僅能(neng)(neng)夠促進實(shi)(shi)驗教學(xue)改革(ge),培養(yang)學(xue)生(sheng)實(shi)(shi)踐(jian)能(neng)(neng)力(li)和(he)創新能(neng)(neng)力(li),提(ti)高實(shi)(shi)驗教師的(de)(de)(de)素質(zhi)和(he)水平,提(ti)高實(shi)(shi)驗設(she)備使用效率(lv),還可(ke)以解決高校擴(kuo)招后,實(shi)(shi)驗室(shi)設(she)備不足所帶來的(de)(de)(de)教學(xue)資(zi)源緊張問(wen)題。[9]因(yin)此,建立開放型實(shi)(shi)驗室(shi)是非常有必要(yao)的(de)(de)(de)。

實(shi)驗(yan)(yan)(yan)(yan)(yan)(yan)(yan)室(shi)(shi)開(kai)(kai)(kai)放(fang)(fang)(fang)分為預約(yue)(yue)開(kai)(kai)(kai)放(fang)(fang)(fang)、專(zhuan)(zhuan)門開(kai)(kai)(kai)放(fang)(fang)(fang)和自(zi)由(you)開(kai)(kai)(kai)放(fang)(fang)(fang)等(deng)形式(shi)。[6]預約(yue)(yue)開(kai)(kai)(kai)放(fang)(fang)(fang)即學生實(shi)驗(yan)(yan)(yan)(yan)(yan)(yan)(yan)前對所需要進(jin)行的(de)(de)(de)(de)(de)實(shi)驗(yan)(yan)(yan)(yan)(yan)(yan)(yan)項(xiang)目(mu)(mu)與實(shi)驗(yan)(yan)(yan)(yan)(yan)(yan)(yan)室(shi)(shi)預約(yue)(yue),由(you)實(shi)驗(yan)(yan)(yan)(yan)(yan)(yan)(yan)室(shi)(shi)教師(shi)統一安排(pai)適(shi)當的(de)(de)(de)(de)(de)時間開(kai)(kai)(kai)放(fang)(fang)(fang)實(shi)驗(yan)(yan)(yan)(yan)(yan)(yan)(yan)室(shi)(shi);專(zhuan)(zhuan)門開(kai)(kai)(kai)放(fang)(fang)(fang)主要是針對本(ben)科畢業(ye)生撰寫畢業(ye)論文(wen)而開(kai)(kai)(kai)放(fang)(fang)(fang)實(shi)驗(yan)(yan)(yan)(yan)(yan)(yan)(yan)室(shi)(shi);自(zi)由(you)開(kai)(kai)(kai)放(fang)(fang)(fang)則是在課余時間對全校學生的(de)(de)(de)(de)(de)開(kai)(kai)(kai)放(fang)(fang)(fang),學生可以自(zi)由(you)使(shi)用。實(shi)驗(yan)(yan)(yan)(yan)(yan)(yan)(yan)室(shi)(shi)開(kai)(kai)(kai)放(fang)(fang)(fang)重點(dian)應(ying)該是預約(yue)(yue)開(kai)(kai)(kai)放(fang)(fang)(fang)。實(shi)驗(yan)(yan)(yan)(yan)(yan)(yan)(yan)室(shi)(shi)開(kai)(kai)(kai)放(fang)(fang)(fang)的(de)(de)(de)(de)(de)確給教師(shi)和學生提供(gong)了方便,但同時也給實(shi)驗(yan)(yan)(yan)(yan)(yan)(yan)(yan)室(shi)(shi)的(de)(de)(de)(de)(de)管(guan)理增加了一定的(de)(de)(de)(de)(de)難度,如實(shi)驗(yan)(yan)(yan)(yan)(yan)(yan)(yan)教師(shi)的(de)(de)(de)(de)(de)上下班(ban)時間、實(shi)驗(yan)(yan)(yan)(yan)(yan)(yan)(yan)項(xiang)目(mu)(mu)開(kai)(kai)(kai)展(zhan)時間的(de)(de)(de)(de)(de)協(xie)調、儀器設(she)(she)備的(de)(de)(de)(de)(de)維護等(deng)。因此,高校應(ying)合(he)理安排(pai)實(shi)驗(yan)(yan)(yan)(yan)(yan)(yan)(yan)室(shi)(shi)、儀器設(she)(she)備的(de)(de)(de)(de)(de)使(shi)用及實(shi)驗(yan)(yan)(yan)(yan)(yan)(yan)(yan)項(xiang)目(mu)(mu)的(de)(de)(de)(de)(de)開(kai)(kai)(kai)展(zhan),達到資源的(de)(de)(de)(de)(de)最優(you)利用。[3]

4.加(jia)強儀器設備(bei)管理

(1)規(gui)范新(xin)購(gou)儀(yi)器(qi)的驗收(shou)(shou)。新(xin)設(she)備(bei)購(gou)進(jin)后,實驗教師(shi)應進(jin)行(xing)仔細(xi)驗收(shou)(shou),尤其是(shi)設(she)備(bei)的技術性能(neng)是(shi)否(fou)達(da)標,驗收(shou)(shou)無誤后才能(neng)填寫儀(yi)器(qi)設(she)備(bei)驗收(shou)(shou)單(dan),并及時(shi)將儀(yi)器(qi)的名稱、規(gui)格(ge)、型(xing)號、價格(ge)、數量、生產廠家地址和電(dian)話等進(jin)行(xing)整理歸檔,以方便在后續使用中解決相關問題。

(2)提高(gao)儀(yi)(yi)(yi)器設(she)(she)(she)備(bei)管理水平(ping)。儀(yi)(yi)(yi)器設(she)(she)(she)備(bei)的(de)(de)(de)(de)(de)損壞主要(yao)是(shi)由于使(shi)用(yong)不當或操作(zuo)(zuo)錯(cuo)誤而造成的(de)(de)(de)(de)(de),另外,缺(que)乏有(you)(you)(you)效的(de)(de)(de)(de)(de)維(wei)護(hu)、保(bao)養也導致了(le)(le)(le)部分(fen)儀(yi)(yi)(yi)器的(de)(de)(de)(de)(de)損壞。實(shi)(shi)(shi)(shi)(shi)驗(yan)室的(de)(de)(de)(de)(de)開放(fang)實(shi)(shi)(shi)(shi)(shi)現了(le)(le)(le)資源共享,提高(gao)了(le)(le)(le)設(she)(she)(she)備(bei)的(de)(de)(de)(de)(de)利用(yong)率,但同時(shi)設(she)(she)(she)備(bei)的(de)(de)(de)(de)(de)完好(hao)(hao)率卻下(xia)降了(le)(le)(le)。真正長期(qi)有(you)(you)(you)效的(de)(de)(de)(de)(de)開放(fang)運作(zuo)(zuo)必須在強有(you)(you)(you)力的(de)(de)(de)(de)(de)制(zhi)度保(bao)障下(xia)才能(neng)實(shi)(shi)(shi)(shi)(shi)現,在開放(fang)實(shi)(shi)(shi)(shi)(shi)驗(yan)室過(guo)程中還應有(you)(you)(you)計劃地從實(shi)(shi)(shi)(shi)(shi)驗(yan)室的(de)(de)(de)(de)(de)時(shi)間、空間、設(she)(she)(she)備(bei)管理和(he)規章制(zhi)度等方面(mian)進行調(diao)整和(he)改革,尤(you)其要(yao)重(zhong)視(shi)對實(shi)(shi)(shi)(shi)(shi)驗(yan)器材的(de)(de)(de)(de)(de)日常(chang)維(wei)護(hu)和(he)管理。鑒于這種情(qing)況,學校應制(zhi)定有(you)(you)(you)效的(de)(de)(de)(de)(de)崗位責任制(zhi),使(shi)實(shi)(shi)(shi)(shi)(shi)驗(yan)室儀(yi)(yi)(yi)器設(she)(she)(she)備(bei)的(de)(de)(de)(de)(de)管理落實(shi)(shi)(shi)(shi)(shi)到(dao)個人(ren),讓(rang)每位管理人(ren)員對自己分(fen)管的(de)(de)(de)(de)(de)設(she)(she)(she)備(bei)做到(dao)心(xin)中有(you)(you)(you)數。建(jian)議將實(shi)(shi)(shi)(shi)(shi)驗(yan)相(xiang)同及內容相(xiang)近的(de)(de)(de)(de)(de)設(she)(she)(she)備(bei)相(xiang)對集中,從而節省人(ren)員和(he)場地,大型精密設(she)(she)(she)備(bei)則專(zhuan)管共用(yong);對于一些出現故(gu)障的(de)(de)(de)(de)(de)儀(yi)(yi)(yi)器,可以動(dong)員實(shi)(shi)(shi)(shi)(shi)驗(yan)教(jiao)師(shi)參(can)與(yu)維(wei)修,甚至組織(zhi)學生(sheng)參(can)與(yu)儀(yi)(yi)(yi)器的(de)(de)(de)(de)(de)維(wei)修,通過(guo)拆卸、安裝(zhuang),不但可以調(diao)動(dong)學生(sheng)的(de)(de)(de)(de)(de)主動(dong)性,增強學生(sheng)的(de)(de)(de)(de)(de)探索意識,還能(neng)保(bao)證(zheng)故(gu)障設(she)(she)(she)備(bei)得到(dao)及時(shi)的(de)(de)(de)(de)(de)維(wei)修,提高(gao)儀(yi)(yi)(yi)器的(de)(de)(de)(de)(de)完好(hao)(hao)率;最(zui)重(zhong)要(yao)的(de)(de)(de)(de)(de)是(shi),教(jiao)師(shi)和(he)學生(sheng)都要(yao)養成愛護(hu)儀(yi)(yi)(yi)器設(she)(she)(she)備(bei)的(de)(de)(de)(de)(de)良(liang)好(hao)(hao)習慣(guan)。

(3)重視(shi)儀(yi)器(qi)(qi)設備的(de)報廢(fei)和再(zai)利用。儀(yi)器(qi)(qi)設備的(de)報廢(fei)是高校(xiao)實(shi)(shi)驗室儀(yi)器(qi)(qi)設備管(guan)理中(zhong)的(de)一個薄弱(ruo)環節,一些高校(xiao)只注重擴建實(shi)(shi)驗室、購置新(xin)設備,而(er)對(dui)儀(yi)器(qi)(qi)報廢(fei)的(de)審批(pi)則是一拖再(zai)拖,結果導(dao)致實(shi)(shi)驗室塞(sai)滿(man)了各(ge)種新(xin)、舊儀(yi)器(qi)(qi),嚴重影(ying)響了實(shi)(shi)驗室的(de)布局和實(shi)(shi)驗的(de)正(zheng)常開展。主管(guan)部門(men)應有效運作儀(yi)器(qi)(qi)報廢(fei)制(zhi)度,另(ling)外(wai),對(dui)于實(shi)(shi)驗室里頻繁出(chu)現故障、不(bu)能滿(man)足實(shi)(shi)驗教(jiao)學(xue)要求而(er)被淘汰的(de)儀(yi)器(qi)(qi)設備,學(xue)校(xiao)可以考慮投入(ru)一定的(de)人力(li)(li)、物力(li)(li)和財力(li)(li),創建幾個開放實(shi)(shi)驗室,供感興趣的(de)學(xue)生(sheng)使用。但這(zhe)些設備大(da)都(dou)已陳舊,存在不(bu)安全(quan)隱患(huan),指導(dao)教(jiao)師一定要對(dui)學(xue)生(sheng)進行安全(quan)教(jiao)育,避(bi)免意外(wai)事(shi)故的(de)發生(sheng)。

(4)推進(jin)儀(yi)器設(she)備(bei)網絡(luo)化管(guan)理(li)(li)(li)。隨著高校實(shi)驗室(shi)的(de)逐(zhu)步開(kai)放,教(jiao)學、科研和(he)對外交流的(de)工(gong)作(zuo)量逐(zhu)漸增(zeng)加(jia),傳統(tong)(tong)的(de)管(guan)理(li)(li)(li)模(mo)式已不能滿足現(xian)展(zhan)的(de)需要。而網絡(luo)化管(guan)理(li)(li)(li)是傳統(tong)(tong)管(guan)理(li)(li)(li)模(mo)式的(de)有效(xiao)輔(fu)助手(shou)段,學生可(ke)以(yi)通過網上預約實(shi)驗項目,教(jiao)師可(ke)以(yi)及時了解儀(yi)器設(she)備(bei)的(de)現(xian)狀。因此,建立一個合理(li)(li)(li)的(de)實(shi)驗室(shi)網絡(luo)管(guan)理(li)(li)(li)系統(tong)(tong),可(ke)以(yi)達到改善(shan)實(shi)驗室(shi)管(guan)理(li)(li)(li)水平、緩解實(shi)驗室(shi)管(guan)理(li)(li)(li)人員緊張(zhang)、提(ti)高實(shi)驗室(shi)設(she)備(bei)利用率的(de)目的(de)。

三、結語

高校實(shi)(shi)驗室(shi)的建設和(he)(he)管(guan)理是(shi)一項長(chang)期(qi)而艱巨(ju)的重(zhong)要(yao)工作,涉及面廣,制約因(yin)素多,還(huan)存在著各(ge)(ge)種各(ge)(ge)樣的問題。實(shi)(shi)驗室(shi)管(guan)理人員(yuan)一定要(yao)解放思想,更新(xin)(xin)觀念,對于管(guan)理過程中出(chu)現的新(xin)(xin)情況、新(xin)(xin)問題,要(yao)不斷(duan)地交(jiao)流與(yu)總結,適時提(ti)出(chu)改進(jin)措施,努力提(ti)高實(shi)(shi)驗室(shi)管(guan)理水平。怎樣搞好(hao)實(shi)(shi)驗室(shi)管(guan)理,使教師、學生更充分地利用已(yi)有資源(yuan),全面提(ti)高教學和(he)(he)科研(yan)質(zhi)量(liang),提(ti)高辦(ban)學效益,還(huan)需(xu)要(yao)在發(fa)展中進(jin)行(xing)不斷(duan)地研(yan)究、探討、規范(fan)和(he)(he)總結。
