摘要:在我國國民經濟發展中,我國中小型企業是市場經濟的主體,在我國經濟發展中扮演著重要角色。我國大多數中小型企業迫于生存壓力,更多地去追求銷量的增長和市場份額的擴大,忽略了財務管理在企業發展中發揮的積極作用,企業的長期發展受到限制。因此財務管理工作對中小型企業的發展與壯大至關重要。文章根據我國中小型企業財務管理中存在的問題,提(ti)出(chu)建立財(cai)(cai)務(wu)(wu)風險意識(shi),完善財(cai)(cai)務(wu)(wu)管(guan)理(li)制度的(de)具體(ti)對(dui)(dui)策,旨在引導我國中小型企業的(de)管(guan)理(li)者,能依據(ju)自身發(fa)展(zhan)面(mian)臨的(de)具體(ti)問題,有針對(dui)(dui)性地(di)去解決中小型企業財(cai)(cai)務(wu)(wu)管(guan)理(li)面(mian)臨的(de)風險,促使(shi)中小型企業健康持續(xu)發(fa)展(zhan)。

1中小型企業的特點
一(yi)般(ban)來說,中小型企(qi)業(ye)的(de)經(jing)營方(fang)式靈活,生(sheng)產成本低、產出效率高,可(ke)以根據市(shi)(shi)場(chang)的(de)變化調(diao)整(zheng)企(qi)業(ye)經(jing)營方(fang)向和發(fa)展戰略,但是中小型企(qi)業(ye)的(de)經(jing)營范圍有(you)限(xian),規(gui)模(mo)有(you)限(xian),占有(you)資源有(you)限(xian),承擔財務(wu)風險的(de)能力較弱,因此部(bu)分中小型企(qi)業(ye)迭代快、壽命短。基于上述特點,中小型企(qi)業(ye)在經(jing)營活動中應更加敏銳地關(guan)注消(xiao)費需求變化、新技術(shu)發(fa)展及市(shi)(shi)場(chang)調(diao)整(zheng)趨勢(shi),在激烈的(de)市(shi)(shi)場(chang)競(jing)爭(zheng)中獲得可(ke)持續發(fa)展。
2中小型企業財務管理存在的問題
2.1管理層財務(wu)管理意識淡薄(bo)
中(zhong)小型(xing)企業管理者對(dui)財(cai)務管理工(gong)(gong)作缺少(shao)(shao)專業的(de)(de)(de)認識,對(dui)財(cai)務管理工(gong)(gong)作的(de)(de)(de)理解還停留在(zai)傳統觀念上,重點關注(zhu)利益相關者的(de)(de)(de)經(jing)濟效益,忽視了財(cai)務管理在(zai)企業經(jing)營活動中(zhong)的(de)(de)(de)作用,使(shi)企業的(de)(de)(de)財(cai)務工(gong)(gong)作僅停留在(zai)經(jing)營數據的(de)(de)(de)事后記錄(lu)上。企業缺少(shao)(shao)財(cai)務管理建(jian)設方面的(de)(de)(de)投入,會導致中(zhong)小型(xing)企業缺少(shao)(shao)防范和(he)控制財(cai)務風險的(de)(de)(de)能力,不能識別和(he)預測財(cai)務風險,導致企業面對(dui)重大風險時,不能快速做出有效的(de)(de)(de)措施來(lai)減少(shao)(shao)企業的(de)(de)(de)損失。
2.2缺少財務管理制度(du)建設
(1)部分中(zhong)小(xiao)(xiao)型(xing)企業(ye)(ye)(ye)(ye)未設置相(xiang)(xiang)應的(de)(de)(de)(de)財(cai)(cai)(cai)(cai)(cai)(cai)務管(guan)(guan)(guan)理(li)(li)(li)制(zhi)(zhi)度(du)(du)。中(zhong)小(xiao)(xiao)型(xing)企業(ye)(ye)(ye)(ye)由(you)于規模較小(xiao)(xiao),企業(ye)(ye)(ye)(ye)內(nei)部各部門(men)(men)的(de)(de)(de)(de)設置也相(xiang)(xiang)對(dui)簡(jian)單,管(guan)(guan)(guan)理(li)(li)(li)人(ren)(ren)(ren)員(yuan)(yuan)的(de)(de)(de)(de)整體管(guan)(guan)(guan)理(li)(li)(li)能力(li)相(xiang)(xiang)對(dui)較弱,導致中(zhong)小(xiao)(xiao)型(xing)企業(ye)(ye)(ye)(ye)的(de)(de)(de)(de)財(cai)(cai)(cai)(cai)(cai)(cai)務人(ren)(ren)(ren)員(yuan)(yuan)在進行財(cai)(cai)(cai)(cai)(cai)(cai)務管(guan)(guan)(guan)理(li)(li)(li)工作(zuo)(zuo)(zuo)時隨意(yi)性(xing)(xing)強,日常工作(zuo)(zuo)(zuo)中(zhong)差錯率高,不(bu)能為企業(ye)(ye)(ye)(ye)的(de)(de)(de)(de)發(fa)(fa)展(zhan)(zhan)提供管(guan)(guan)(guan)理(li)(li)(li)經驗累積和(he)改進方向(xiang)。(2)制(zhi)(zhi)定的(de)(de)(de)(de)財(cai)(cai)(cai)(cai)(cai)(cai)務管(guan)(guan)(guan)理(li)(li)(li)制(zhi)(zhi)度(du)(du)無法(fa)實施。一(yi)些(xie)中(zhong)小(xiao)(xiao)型(xing)企業(ye)(ye)(ye)(ye)雖(sui)然制(zhi)(zhi)定了財(cai)(cai)(cai)(cai)(cai)(cai)務管(guan)(guan)(guan)理(li)(li)(li)制(zhi)(zhi)度(du)(du),但是由(you)于受到企業(ye)(ye)(ye)(ye)規模、職(zhi)工人(ren)(ren)(ren)數的(de)(de)(de)(de)制(zhi)(zhi)約(yue),部門(men)(men)設置簡(jian)單,因(yin)此各部門(men)(men)承擔的(de)(de)(de)(de)工作(zuo)(zuo)(zuo)內(nei)容(rong)邊界不(bu)清,存(cun)在著一(yi)人(ren)(ren)(ren)多(duo)職(zhi)的(de)(de)(de)(de)現象,有些(xie)企業(ye)(ye)(ye)(ye)的(de)(de)(de)(de)財(cai)(cai)(cai)(cai)(cai)(cai)務部門(men)(men)甚至(zhi)只有一(yi)個財(cai)(cai)(cai)(cai)(cai)(cai)務人(ren)(ren)(ren)員(yuan)(yuan),或由(you)非(fei)專業(ye)(ye)(ye)(ye)的(de)(de)(de)(de)人(ren)(ren)(ren)員(yuan)(yuan)兼任。這些(xie)實際情況的(de)(de)(de)(de)存(cun)在,無法(fa)滿足(zu)中(zhong)小(xiao)(xiao)型(xing)企業(ye)(ye)(ye)(ye)財(cai)(cai)(cai)(cai)(cai)(cai)務管(guan)(guan)(guan)理(li)(li)(li)的(de)(de)(de)(de)基(ji)本需求,財(cai)(cai)(cai)(cai)(cai)(cai)務管(guan)(guan)(guan)理(li)(li)(li)工作(zuo)(zuo)(zuo)無法(fa)有效實施。(3)財(cai)(cai)(cai)(cai)(cai)(cai)務管(guan)(guan)(guan)理(li)(li)(li)制(zhi)(zhi)度(du)(du)的(de)(de)(de)(de)制(zhi)(zhi)定缺少系統化和(he)標準化。大多(duo)數中(zhong)小(xiao)(xiao)型(xing)企業(ye)(ye)(ye)(ye)缺乏系統、標準的(de)(de)(de)(de)財(cai)(cai)(cai)(cai)(cai)(cai)務管(guan)(guan)(guan)理(li)(li)(li)制(zhi)(zhi)度(du)(du),或由(you)于企業(ye)(ye)(ye)(ye)管(guan)(guan)(guan)理(li)(li)(li)者的(de)(de)(de)(de)慣性(xing)(xing)思維(wei)導致財(cai)(cai)(cai)(cai)(cai)(cai)務管(guan)(guan)(guan)理(li)(li)(li)制(zhi)(zhi)度(du)(du)停留(liu)在紙上。在這樣的(de)(de)(de)(de)管(guan)(guan)(guan)理(li)(li)(li)環境下,財(cai)(cai)(cai)(cai)(cai)(cai)務部門(men)(men)日常工作(zuo)(zuo)(zuo)流程不(bu)規范,沒有相(xiang)(xiang)應的(de)(de)(de)(de)制(zhi)(zhi)度(du)(du)約(yue)束,導致中(zhong)小(xiao)(xiao)型(xing)企業(ye)(ye)(ye)(ye)的(de)(de)(de)(de)財(cai)(cai)(cai)(cai)(cai)(cai)務數據失真,增加了業(ye)(ye)(ye)(ye)務人(ren)(ren)(ren)員(yuan)(yuan)及財(cai)(cai)(cai)(cai)(cai)(cai)務人(ren)(ren)(ren)員(yuan)(yuan)舞弊的(de)(de)(de)(de)風險,影響中(zhong)小(xiao)(xiao)型(xing)企業(ye)(ye)(ye)(ye)的(de)(de)(de)(de)持續健康發(fa)(fa)展(zhan)(zhan)。
2.3財務(wu)人員(yuan)素質良莠不(bu)(bu)齊,實務(wu)操作(zuo)能力(li)不(bu)(bu)足(zu)
(1)中小型(xing)(xing)(xing)企業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)缺少對高(gao)端人(ren)(ren)才(cai)的(de)(de)(de)(de)吸引力(li)。在競(jing)爭激烈的(de)(de)(de)(de)人(ren)(ren)才(cai)市場上(shang),專(zhuan)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)理(li)(li)(li)論(lun)知識(shi)和(he)實操(cao)能(neng)(neng)力(li)兼備的(de)(de)(de)(de)高(gao)端會(hui)計人(ren)(ren)才(cai)大(da)多流向(xiang)大(da)型(xing)(xing)(xing)企業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)謀求自身(shen)發展,中小型(xing)(xing)(xing)企業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)的(de)(de)(de)(de)資本投(tou)入薄弱,盈利(li)能(neng)(neng)力(li)有(you)限,不(bu)(bu)具備吸引高(gao)端人(ren)(ren)才(cai)的(de)(de)(de)(de)競(jing)爭實力(li),這(zhe)是導致(zhi)會(hui)計核(he)算基礎(chu)不(bu)(bu)牢(lao)、管理(li)(li)(li)工(gong)作(zuo)(zuo)效果差的(de)(de)(de)(de)直接原(yuan)因。(2)財(cai)(cai)務(wu)人(ren)(ren)員(yuan)專(zhuan)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)知識(shi)更新不(bu)(bu)足(zu)。多數中小型(xing)(xing)(xing)企業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)缺少為職(zhi)(zhi)(zhi)工(gong)提供職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)培訓的(de)(de)(de)(de)投(tou)入,會(hui)計核(he)算工(gong)作(zuo)(zuo)難(nan)以保證規范,造成企業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)的(de)(de)(de)(de)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)務(wu)不(bu)(bu)能(neng)(neng)如實描述(shu),財(cai)(cai)務(wu)報告不(bu)(bu)能(neng)(neng)滿足(zu)企業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)的(de)(de)(de)(de)發展需求。同時(shi)部分財(cai)(cai)會(hui)人(ren)(ren)員(yuan)安(an)于現(xian)狀(zhuang),專(zhuan)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)技能(neng)(neng)不(bu)(bu)扎實,只能(neng)(neng)進(jin)行簡(jian)單(dan)的(de)(de)(de)(de)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)務(wu)操(cao)作(zuo)(zuo),無法發揮會(hui)計工(gong)作(zuo)(zuo)的(de)(de)(de)(de)管理(li)(li)(li)職(zhi)(zhi)(zhi)能(neng)(neng),不(bu)(bu)利(li)于企業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)持續(xu)性(xing)發展。(3)財(cai)(cai)務(wu)人(ren)(ren)員(yuan)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)道德(de)水準不(bu)(bu)一。中小型(xing)(xing)(xing)企業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)部分財(cai)(cai)會(hui)人(ren)(ren)員(yuan)面對利(li)益誘惑等外界(jie)因素(su)時(shi),由于自身(shen)缺乏(fa)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)道德(de)素(su)養,不(bu)(bu)能(neng)(neng)按(an)照企業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)會(hui)計準則和(he)規章制度(du)處理(li)(li)(li)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)務(wu),在會(hui)計核(he)算工(gong)作(zuo)(zuo)中出現(xian)舞弊行為,無法保證會(hui)計信息的(de)(de)(de)(de)真實性(xing)和(he)完整(zheng)性(xing)。
2.4會計核算體(ti)系不健(jian)全,財務信息化水平較低
中小型(xing)企業(ye)(ye)的(de)會(hui)(hui)(hui)計(ji)(ji)核算基礎工作(zuo)相(xiang)對薄(bo)弱,會(hui)(hui)(hui)計(ji)(ji)核算流程的(de)設置(zhi)缺少規范性和(he)科學性,不(bu)能形(xing)成(cheng)完整(zheng)的(de)符合企業(ye)(ye)經營特(te)征(zheng)的(de)會(hui)(hui)(hui)計(ji)(ji)核算體(ti)系。同(tong)時,中小型(xing)企業(ye)(ye)的(de)會(hui)(hui)(hui)計(ji)(ji)核算工作(zuo)未實現信(xin)(xin)息(xi)化(hua)管理,很多會(hui)(hui)(hui)計(ji)(ji)人員缺少會(hui)(hui)(hui)計(ji)(ji)電算化(hua)能力,加之財務信(xin)(xin)息(xi)化(hua)的(de)硬、軟件設施投(tou)入不(bu)到位,形(xing)成(cheng)了財務信(xin)(xin)息(xi)化(hua)水平(ping)較低的(de)局面。
2.5中小型企業面臨的(de)財務風險

3.4夯實會計基礎(chu)核(he)算,加強(qiang)中小型企業財(cai)務(wu)管理建(jian)設
(1)增強(qiang)財(cai)(cai)務(wu)人員(yuan)法(fa)制觀念。夯(hang)實、規范中(zhong)(zhong)小(xiao)型(xing)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)的(de)(de)(de)會計(ji)(ji)核(he)算基礎,首先要增強(qiang)財(cai)(cai)務(wu)人員(yuan)的(de)(de)(de)法(fa)制觀念,明確(que)(que)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)財(cai)(cai)務(wu)人員(yuan)的(de)(de)(de)崗位(wei)(wei)職責(ze),確(que)(que)保(bao)會計(ji)(ji)核(he)算信(xin)息的(de)(de)(de)準確(que)(que)性(xing)。其(qi)(qi)次要建(jian)(jian)立嚴格(ge)的(de)(de)(de)、規范的(de)(de)(de)會計(ji)(ji)憑證(zheng)審核(he)制度(du),防止(zhi)舞弊現象的(de)(de)(de)發(fa)生,確(que)(que)保(bao)會計(ji)(ji)報告的(de)(de)(de)信(xin)息質量。(2)促進中(zhong)(zhong)小(xiao)型(xing)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)開(kai)展(zhan)會計(ji)(ji)電算化(hua)管理。使用信(xin)息化(hua)手(shou)段,逐(zhu)步(bu)取代(dai)傳統(tong)手(shou)工(gong)記賬方式,有效解決傳統(tong)手(shou)工(gong)會計(ji)(ji)核(he)算工(gong)作(zuo)效率(lv)低、差錯率(lv)高的(de)(de)(de)問題,提升財(cai)(cai)務(wu)數據(ju)的(de)(de)(de)信(xin)息時效性(xing)。財(cai)(cai)務(wu)管理人員(yuan)可以將更多的(de)(de)(de)精力(li)(li)用于服務(wu)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)發(fa)展(zhan)籌劃(hua)、預算編制等工(gong)作(zuo)中(zhong)(zhong),利用信(xin)息化(hua)手(shou)段助力(li)(li)中(zhong)(zhong)小(xiao)型(xing)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)綜(zong)合競爭力(li)(li)的(de)(de)(de)提升。(3)加(jia)強(qiang)內(nei)部(bu)監督,完善(shan)內(nei)部(bu)制約的(de)(de)(de)能力(li)(li)。具備條件的(de)(de)(de)中(zhong)(zhong)小(xiao)型(xing)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye),應當建(jian)(jian)立內(nei)部(bu)審計(ji)(ji)部(bu)門,強(qiang)化(hua)其(qi)(qi)監督與制約的(de)(de)(de)作(zuo)用。內(nei)部(bu)審計(ji)(ji)部(bu)門應當具有獨立性(xing),崗位(wei)(wei)職責(ze)的(de)(de)(de)劃(hua)分應與其(qi)(qi)他(ta)業(ye)(ye)(ye)務(wu)部(bu)門之間相互牽制。
3.5建(jian)立(li)財(cai)務風險預警(jing)體系,加強風險控制

gui)避。企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)可(ke)以建立(li)財(cai)(cai)務(wu)(wu)分(fen)析(xi)(xi)制(zhi)(zhi)(zhi)度,對(dui)于重點業(ye)(ye)(ye)(ye)務(wu)(wu)的(de)(de)(de)(de)(de)(de)數(shu)據進(jin)(jin)行(xing)定期匯報和(he)分(fen)析(xi)(xi)。避免(mian)在(zai)(zai)業(ye)(ye)(ye)(ye)務(wu)(wu)管(guan)理(li)(li)過(guo)程(cheng)中(zhong)(zhong)的(de)(de)(de)(de)(de)(de)風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)(xian)(xian)給(gei)本(ben)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)帶來災難性的(de)(de)(de)(de)(de)(de)損失(shi)。同時(shi)(shi),由于重大(da)過(guo)失(shi)引起(qi)的(de)(de)(de)(de)(de)(de)財(cai)(cai)務(wu)(wu)風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)(xian)(xian),可(ke)建立(li)實(shi)施責(ze)任追究(jiu)制(zhi)(zhi)(zhi)度。
4結論
隨著(zhu)我國市(shi)場經(jing)(jing)濟的(de)(de)不(bu)斷繁榮(rong)與(yu)(yu)發展,中小(xiao)型(xing)(xing)企(qi)(qi)(qi)業(ye)的(de)(de)發展對于(yu)市(shi)場經(jing)(jing)濟發展的(de)(de)影(ying)響顯(xian)著(zhu),成為解決(jue)社(she)會(hui)就業(ye)問(wen)題、擴大國家財政(zheng)收入的(de)(de)重要組成部分。但是由(you)于(yu)中小(xiao)型(xing)(xing)企(qi)(qi)(qi)業(ye)的(de)(de)自身特點(dian),使其在(zai)市(shi)場競爭(zheng)中仍處(chu)于(yu)劣勢(shi)的(de)(de)地(di)位。中小(xiao)型(xing)(xing)企(qi)(qi)(qi)業(ye)要取得長(chang)效的(de)(de)發展,除了做(zuo)好會(hui)計核(he)算工作、完善企(qi)(qi)(qi)業(ye)相(xiang)關(guan)管理(li)制(zhi)度、建立健全內部控制(zhi)管理(li)體系外(wai),還要合理(li)規(gui)劃、統籌好資金(jin)的(de)(de)使用,處(chu)理(li)好國家政(zheng)策與(yu)(yu)中小(xiao)型(xing)(xing)企(qi)(qi)(qi)業(ye)運作間的(de)(de)關(guan)系,提(ti)高(gao)自身競爭(zheng)能力,保持(chi)中小(xiao)型(xing)(xing)企(qi)(qi)(qi)業(ye)的(de)(de)健康長(chang)效發展。
