第一章總則

第一條(tiao)為了全面貫徹黨的(de)全心(xin)全意依靠工人階級的(de)根本(ben)(ben)指導方針,切實(shi)維護本(ben)(ben)企業(ye)(ye)職工合法權益和民主權利(li),充分發(fa)揮和調(diao)動職工積極性、創(chuang)造性,提(ti)高企業(ye)(ye)經營管理水平和科(ke)學決策水平,促進企業(ye)(ye)健康(kang)發(fa)展,根據(ju)《上城區(qu)非公有制企業(ye)(ye)職工(代表)大會制度試行辦法》,結(jie)合本(ben)(ben)企業(ye)(ye)實(shi)際,特制定本(ben)(ben)實(shi)施細則。

第(di)二條(tiao)職(zhi)(zhi)工代(dai)表大會(hui)制度(du)(以下簡稱(cheng)“職(zhi)(zhi)代(dai)會(hui)”)是本企(qi)業(ye)實行民主(zhu)管(guan)理的基本形(xing)式,是協(xie)調企(qi)業(ye)勞動關系(xi)的重要機(ji)制,是依靠職(zhi)(zhi)工辦好企(qi)業(ye)的有(you)效途徑,是職(zhi)(zhi)工行使(shi)參與(yu)民主(zhu)管(guan)理權利的組織機(ji)構。

第三條職代會接受本企(qi)業(ye)黨組織(zhi)的(de)領導(dao)和上(shang)級(ji)工會的(de)指導(dao)。職代會尊重企(qi)業(ye)所有者的(de)合(he)法權益(yi),與經營者合(he)作共(gong)事,支持(chi)和服從企(qi)業(ye)正常的(de)生產(chan)經營指揮,共(gong)謀(mou)企(qi)業(ye)發(fa)展。

一黨支部領導支持重(zhong)視

加強基層工(gong)(gong)(gong)會(hui)建(jian)(jian)設是一項基礎性(xing)、全(quan)局性(xing)的工(gong)(gong)(gong)作(zuo)(zuo)。我(wo)(wo)館黨支(zhi)部領導(dao)班子(zi)高度重視工(gong)(gong)(gong)會(hui)工(gong)(gong)(gong)作(zuo)(zuo),每(mei)年定期召開(kai)(kai)工(gong)(gong)(gong)會(hui)工(gong)(gong)(gong)作(zuo)(zuo)報(bao)告會(hui),認真聽取意(yi)見,針對(dui)提出的建(jian)(jian)議,通過領導(dao)班子(zi)專(zhuan)門會(hui)議予(yu)以研(yan)究解決。同時為保持(chi)領導(dao)對(dui)工(gong)(gong)(gong)會(hui)工(gong)(gong)(gong)作(zuo)(zuo)支(zhi)持(chi)的制(zhi)(zhi)(zhi)度化(hua)、常態化(hua),我(wo)(wo)館還將工(gong)(gong)(gong)會(hui)工(gong)(gong)(gong)作(zuo)(zuo)納(na)入(ru)黨建(jian)(jian)工(gong)(gong)(gong)作(zuo)(zuo)目標(biao)責(ze)任(ren)制(zhi)(zhi)(zhi),長抓(zhua)不懈。對(dui)于上(shang)級(ji)工(gong)(gong)(gong)會(hui)制(zhi)(zhi)(zhi)定的相關規定,均認真執行。館領導(dao)定期在(zai)職(zhi)工(gong)(gong)(gong)大(da)會(hui)上(shang)通報(bao)工(gong)(gong)(gong)作(zuo)(zuo),如遇涉及職(zhi)工(gong)(gong)(gong)切身利益的重大(da)問題均交職(zhi)工(gong)(gong)(gong)大(da)會(hui)討論(lun)審議。我(wo)(wo)館每(mei)月嚴(yan)格(ge)按照職(zhi)工(gong)(gong)(gong)工(gong)(gong)(gong)資總額2%向工(gong)(gong)(gong)會(hui)撥繳經費。館工(gong)(gong)(gong)會(hui)在(zai)現有的"職(zhi)工(gong)(gong)(gong)之(zhi)(zhi)家"活(huo)(huo)動室(shi)的基礎上(shang),積極開(kai)(kai)辟和拓展"城隍廟展覽(lan)館"、"花戲樓"兩處文化(hua)場(chang)所(suo)為工(gong)(gong)(gong)會(hui)的“第二(er)基地(di)”,既有利于開(kai)(kai)展工(gong)(gong)(gong)會(hui)日常活(huo)(huo)動,又能豐富本館職(zhi)工(gong)(gong)(gong)的業(ye)余生活(huo)(huo)。我(wo)(wo)館工(gong)(gong)(gong)會(hui)積極配合全(quan)館開(kai)(kai)展文明創建(jian)(jian)工(gong)(gong)(gong)作(zuo)(zuo),先(xian)(xian)后榮獲全(quan)省文化(hua)工(gong)(gong)(gong)作(zuo)(zuo)先(xian)(xian)進單(dan)位、全(quan)市思(si)想政治工(gong)(gong)(gong)作(zuo)(zuo)先(xian)(xian)進單(dan)位、"全(quan)市廠務公(gong)開(kai)(kai),民主評議先(xian)(xian)進單(dan)位"、"模范職(zhi)工(gong)(gong)(gong)之(zhi)(zhi)家"等多項榮譽稱號。

二工會組織建設

近年來,我館工(gong)(gong)會(hui)(hui)(hui)以(yi)創建“全國(guo)模范職(zhi)工(gong)(gong)之家考(kao)核標準”為依據,圍繞(rao)新(xin)時期工(gong)(gong)會(hui)(hui)(hui)“建家”工(gong)(gong)作,從軟環境和(he)硬指標兩方面(mian)進行(xing)突(tu)破,不斷深化建家工(gong)(gong)作,夯實建家基礎。**市文化館工(gong)(gong)會(hui)(hui)(hui)現有會(hui)(hui)(hui)員(yuan)(yuan)(yuan)(yuan)24人。工(gong)(gong)會(hui)(hui)(hui)主席王(wang)友琦(兼(jian)(jian)職(zhi))、副主席劉曉霞(兼(jian)(jian)職(zhi))、委員(yuan)(yuan)(yuan)(yuan)1人(兼(jian)(jian)職(zhi))、兼(jian)(jian)職(zhi)計(ji)劃(hua)生育委員(yuan)(yuan)(yuan)(yuan)1人。下設(she)經費審查委員(yuan)(yuan)(yuan)(yuan)會(hui)(hui)(hui)、女(nv)職(zhi)工(gong)(gong)委員(yuan)(yuan)(yuan)(yuan)會(hui)(hui)(hui)。職(zhi)工(gong)(gong)入會(hui)(hui)(hui)率100%,會(hui)(hui)(hui)員(yuan)(yuan)(yuan)(yuan)證發放率100%。工(gong)(gong)會(hui)(hui)(hui)班子團結(jie)(jie)務(wu)實,開拓(tuo)創新(xin),能(neng)結(jie)(jie)合(he)本館工(gong)(gong)作實際和(he)業務(wu)特點,以(yi)工(gong)(gong)會(hui)(hui)(hui)組織為干(gan)群之間的黏合(he)劑。注重突(tu)出重點,分類指導。有計(ji)劃(hua)、有步(bu)驟地開展工(gong)(gong)會(hui)(hui)(hui)各項(xiang)活(huo)動,取得了顯著成效。

基層農發行民主管理調研報告

組(zu)織機構設(she)置“有(you)(you)些空”。《工(gong)(gong)會(hui)(hui)(hui)(hui)法(fa)》第十(shi)六(liu)條規定:企事業有(you)(you)會(hui)(hui)(hui)(hui)員(yuan)25人以上的(de),應(ying)當建立(li)基層工(gong)(gong)會(hui)(hui)(hui)(hui)委(wei)(wei)員(yuan)會(hui)(hui)(hui)(hui);不足25人的(de),可(ke)單(dan)獨或聯合建立(li)基層工(gong)(gong)會(hui)(hui)(hui)(hui)委(wei)(wei)員(yuan)會(hui)(hui)(hui)(hui),下設(she)財務委(wei)(wei)員(yuan)會(hui)(hui)(hui)(hui)、女(nv)工(gong)(gong)委(wei)(wei)員(yuan)會(hui)(hui)(hui)(hui)、工(gong)(gong)會(hui)(hui)(hui)(hui)小組(zu)等組(zu)織機構。從當前基層行情況看,會(hui)(hui)(hui)(hui)員(yuan)大多在25人左右(you)(含社會(hui)(hui)(hui)(hui)化和市(shi)場化用(yong)工(gong)(gong)),雖建有(you)(you)工(gong)(gong)會(hui)(hui)(hui)(hui)委(wei)(wei)員(yuan)會(hui)(hui)(hui)(hui),但機構未建立(li),即(ji)使有(you)(you),大都不盡完善(shan),履職到位差。

工(gong)作職(zhi)責(ze)履行“有(you)點(dian)軟”。目(mu)前,基層行人(ren)(ren)數有(you)限(xian),工(gong)會(hui)主(zhu)席、副主(zhu)席、委員等(deng)全(quan)是(shi)兼職(zhi),且這些人(ren)(ren)大多是(shi)主(zhu)管或業務(wu)骨(gu)干兼任,在業務(wu)崗位(wei)上有(you)相應職(zhi)責(ze),很難(nan)按(an)照《工(gong)會(hui)法(fa)》、工(gong)會(hui)章程等(deng)法(fa)律法(fa)規的要(yao)求分(fen)配落(luo)實(shi)工(gong)作任務(wu),對人(ren)(ren)物是(shi)否完成(cheng)沒有(you)硬性考核獎懲(cheng)。

民主制(zhi)度落(luo)(luo)實“有(you)所(suo)堵”。一方面,部(bu)分(fen)基(ji)層(ceng)行沒有(you)嚴格按照要求建立(li)職工工作評(ping)價機(ji)制(zhi)和提(ti)(ti)合理(li)化(hua)建議的激勵機(ji)制(zhi)等(deng)基(ji)本制(zhi)度辦法,加之(zhi)職工對(dui)民主管理(li)缺乏足夠(gou)的理(li)解和認識(shi),導(dao)致民主管理(li)制(zhi)度的落(luo)(luo)實缺乏基(ji)礎。另一方面,在民主管理(li)推行過程(cheng)中形式(shi)比較單一、渠道不夠(gou)暢通,職網工大(da)會制(zhi)度、提(ti)(ti)案征(zheng)集制(zhi)度、行務(wu)公開(kai)制(zhi)度等(deng)落(luo)(luo)實到位差(cha),有(you)時把(ba)應由(you)職工大(da)會討論(lun)通過的事(shi)項放在支委會、行務(wu)會上討論(lun)決策,有(you)行政化(hua)傾向。

職工(gong)(gong)權利兌現“有(you)(you)時(shi)難”。由于基(ji)層行(xing)對應享有(you)(you)的(de)知情權、參與(yu)權、表(biao)達權、監督權等認識(shi)模(mo)糊,職工(gong)(gong)民主管(guan)理(li)意識(shi)不(bu)強(qiang),工(gong)(gong)會(hui)干部對最基(ji)本(ben)的(de)職工(gong)(gong)大會(hui)召開形式、內容、程序、操(cao)作方法不(bu)了(le)解(jie)、不(bu)熟(shu)悉,有(you)(you)的(de)甚(shen)至(zhi)不(bu)知曉。有(you)(you)的(de)工(gong)(gong)會(hui)組織在答(da)復職工(gong)(gong)提案時(shi)含糊其詞,沒有(you)(you)實(shi)(shi)質內容;有(you)(you)的(de)行(xing)雖對提案作了(le)明確答(da)復,但會(hui)后沒有(you)(you)及(ji)時(shi)辦(ban)理(li),或者沒有(you)(you)及(ji)時(shi)將辦(ban)理(li)結(jie)果(guo)反(fan)饋,職工(gong)(gong)對實(shi)(shi)現民主權利信心(xin)不(bu)足。

民主管理工作調查報告

**集團總公(gong)司是(shi)一個有著輝煌歷史(shi)的大型(xing)國有企業(ye)(ye)。多年(nian)來,在(zai)上級領導的關心(xin)、支持和幫助下,在(zai)全體職工(gong)(gong)的共同努力下,不僅在(zai)生(sheng)產經營、上繳(jiao)利稅(shui)方面(mian)為國家做出了很大貢獻,在(zai)精神文明建設方面(mian)也(ye)碩果累累。北(bei)內曾獲(huo)得首批“全國模(mo)范職工(gong)(gong)之家”稱號(hao),企業(ye)(ye)民主管理工(gong)(gong)作在(zai)北(bei)京市乃至全國都產生(sheng)過(guo)深刻的影響。

隨著市場經濟的發(fa)展和汽車生產的激烈競爭,近十年,北內(nei)經歷了(le)一個滑波虧損(sun)、資不抵債、賣地安置(zhi)職工、改(gai)(gai)制(zhi)重組、止虧贏利的過程。在深化企業(ye)改(gai)(gai)革、改(gai)(gai)制(zhi)重組、重新爬(pa)坡的過程中(zhong),北內(nei)黨政工積極探索改(gai)(gai)制(zhi)企業(ye)加強民主管理工作的途徑(jing)并取得了(le)顯著成效。日前,北汽控股公司工會對此進(jin)行了(le)調查,結果(guo)如下(xia):

一、問題的提出

北(bei)內的(de)(de)(de)企業(ye)(ye)(ye)民(min)(min)(min)主(zhu)管(guan)理工作有著悠久(jiu)的(de)(de)(de)歷史和(he)良好的(de)(de)(de)傳統,職(zhi)工代(dai)(dai)表大(da)會制(zhi)(zhi)度始終堅持(chi),**年國務院頒布“三個(ge)條例”,曾將(jiang)北(bei)內作為全(quan)國推行職(zhi)代(dai)(dai)會制(zhi)(zhi)度的(de)(de)(de)試(shi)點單位(wei)。北(bei)內的(de)(de)(de)分(fen)廠(chang)、車間(jian)、班(ban)組的(de)(de)(de)民(min)(min)(min)主(zhu)管(guan)理形成網(wang)絡,企業(ye)(ye)(ye)的(de)(de)(de)各(ge)級領(ling)導(dao)都具有一定的(de)(de)(de)民(min)(min)(min)主(zhu)意識,廣(guang)大(da)職(zhi)工則有著普遍的(de)(de)(de)參與意識,兩(liang)個(ge)積極性的(de)(de)(de)聚合,使得企業(ye)(ye)(ye)取(qu)得諸多(duo)的(de)(de)(de)成就,企業(ye)(ye)(ye)發(fa)展一直比(bi)較(jiao)平(ping)穩(wen),在社(she)會上有很高的(de)(de)(de)知名度。

**年(nian),市(shi)委、市(shi)政府決定,當(dang)時的(de)北京(jing)汽車工(gong)業聯合公(gong)司改為北京(jing)汽車工(gong)業集(ji)(ji)團(tuan)(tuan)總(zong)公(gong)司,北內(nei)則力(li)主脫(tuo)離(li)集(ji)(ji)團(tuan)(tuan)總(zong)公(gong)司,單(dan)獨對(dui)北京(jing)市(shi)獨立承包(bao)并更名(ming)為北內(nei)集(ji)(ji)團(tuan)(tuan)總(zong)公(gong)司,集(ji)(ji)團(tuan)(tuan)內(nei)部分緊(jin)密層(ceng)企業和非緊(jin)密層(ceng)企業,且(qie)跨地區跨省市(shi)。市(shi)場經濟的(de)逐步完善,折射出北內(nei)不(bu)具有與(yu)之相適應(ying)的(de)競爭力(li),產(chan)品老化、新產(chan)品開發滯后、企業管理戰線(xian)過長(chang)等諸多(duo)原因使企業從**年(nian)開始虧損(sun)(sun),一虧就(jiu)是7年(nian)多(duo),累計虧損(sun)(sun)及(ji)潛虧達數(shu)十億,職工(gong)最多(duo)五個月拿不(bu)到(dao)工(gong)資。

企(qi)業(ye)虧損(sun)期(qi)間,民(min)主(zhu)(zhu)管理(li)工作(zuo)也(ye)走過一段彎路,由于當時企(qi)業(ye)采取(qu)“分(fen)灶吃飯、分(fen)路突圍”的(de)(de)工作(zuo)思路,加劇了(le)企(qi)業(ye)的(de)(de)虧損(sun)且管理(li)混亂(luan),企(qi)業(ye)凝聚力(li)急劇下降(jiang),從形式上依然堅持了(le)職(zhi)工代表大會(hui),但會(hui)上講的(de)(de)不(bu)是職(zhi)工們關心的(de)(de)事(shi),企(qi)業(ye)的(de)(de)一些重大事(shi)項也(ye)不(bu)經民(min)主(zhu)(zhu)程序了(le),職(zhi)工們意見很大,認為民(min)主(zhu)(zhu)管理(li)己(ji)成(cheng)為形式。

工會工作條例

第一章總則

第(di)一條為(wei)加強和改進企業工會工作,發揮企業工會作用,根據《工會法》、《勞動(dong)法》和《中國工會章程(cheng)》,制定(ding)本條例(li)。

第二條企業工(gong)(gong)(gong)會(hui)是(shi)中華全國(guo)總(zong)工(gong)(gong)(gong)會(hui)的基層(ceng)組織,是(shi)工(gong)(gong)(gong)會(hui)的重要組織基礎和(he)(he)工(gong)(gong)(gong)作基礎,是(shi)企業工(gong)(gong)(gong)會(hui)會(hui)員和(he)(he)職工(gong)(gong)(gong)合法權(quan)益的代表(biao)者和(he)(he)維護者。

第三條企(qi)業工(gong)會以鄧小(xiao)平理論和(he)“三個代表(biao)”重要思想(xiang)為指(zhi)導,貫徹科學發展觀,堅持(chi)全心全意(yi)依靠工(gong)人(ren)階(jie)級(ji)根本指(zhi)導方針,走中國特色社會主(zhu)義(yi)工(gong)會發展道路,落實(shi)“組織起來、切(qie)實(shi)維權”的(de)工(gong)作(zuo)方針,團結和(he)動員(yuan)職工(gong)為實(shi)現全面建(jian)設(she)小(xiao)康社會宏偉目標作(zuo)貢獻。

第四條(tiao)企(qi)(qi)業(ye)工會貫徹促進(jin)企(qi)(qi)業(ye)發(fa)展、維護職工權益的工作(zuo)原則,協調企(qi)(qi)業(ye)勞動關系,推動建設和諧企(qi)(qi)業(ye)。

第五條(tiao)企業(ye)工會(hui)在本企業(ye)黨組織和上級工會(hui)的(de)領導下,依照法律和工會(hui)章程獨立(li)自主(zhu)地開展工作(zuo),密切聯系職(zhi)工群(qun)(qun)眾(zhong),關心(xin)職(zhi)工群(qun)(qun)眾(zhong)生產生活,熱忱為職(zhi)工群(qun)(qun)眾(zhong)服務,努力建設成為組織健全、維權到位、工作(zuo)活躍(yue)、作(zuo)用(yong)明顯、職(zhi)工信賴的(de)職(zhi)工之(zhi)家。第二章企業(ye)工會(hui)組織
