三(san)是(shi)思想(xiang)政(zheng)(zheng)治教(jiao)育(yu)要(yao)講“活(huo)”。思想(xiang)政(zheng)(zheng)治工(gong)(gong)(gong)作(zuo)(zuo)(zuo)是(shi)源頭活(huo)水,更(geng)需(xu)要(yao)運用“活(huo)”的(de)(de)(de)方(fang)(fang)(fang)式(shi)方(fang)(fang)(fang)法,確保(bao)教(jiao)育(yu)引(yin)導(dao)水到渠成。因此,思想(xiang)政(zheng)(zheng)治教(jiao)育(yu)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)要(yao)做(zuo)好(hao)結(jie)合文章。一是(shi)要(yao)與(yu)(yu)制(zhi)(zhi)度管(guan)(guan)理相結(jie)合。切實按照“以(yi)制(zhi)(zhi)度管(guan)(guan)人、管(guan)(guan)事,以(yi)文化(hua)育(yu)人、育(yu)魂”的(de)(de)(de)管(guan)(guan)理理念,將思想(xiang)政(zheng)(zheng)治教(jiao)育(yu)活(huo)動(dong)與(yu)(yu)政(zheng)(zheng)策、制(zhi)(zhi)度、法律(lv)的(de)(de)(de)硬性規(gui)定有機結(jie)合,通(tong)過(guo)耐心細致的(de)(de)(de)引(yin)導(dao)教(jiao)育(yu),將職工(gong)(gong)(gong)復雜多樣的(de)(de)(de)思想(xiang)問題(ti)引(yin)導(dao)到正(zheng)(zheng)確、積極、健(jian)(jian)康(kang)的(de)(de)(de)方(fang)(fang)(fang)向。二是(shi)要(yao)與(yu)(yu)身教(jiao)言(yan)傳相結(jie)合。尤其是(shi)要(yao)發揮(hui)好(hao)基層干部的(de)(de)(de)示范帶頭作(zuo)(zuo)(zuo)用,不與(yu)(yu)職工(gong)(gong)(gong)群(qun)眾爭利(li)益,遇到困難(nan)永(yong)遠都(dou)沖在最前面,帶頭遵(zun)守紀(ji)律(lv),帶頭遵(zun)守規(gui)章制(zhi)(zhi)度,帶頭倡導(dao)良好(hao)風氣,形成思想(xiang)政(zheng)(zheng)治工(gong)(gong)(gong)作(zuo)(zuo)(zuo)“正(zheng)(zheng)能(neng)量(liang)”。三(san)是(shi)要(yao)與(yu)(yu)自我教(jiao)育(yu)相結(jie)合。要(yao)充分(fen)發揮(hui)活(huo)動(dong)優勢,在廣大職工(gong)(gong)(gong)中(zhong)廣泛(fan)開展(zhan)融(rong)思想(xiang)性、知識性、趣味性于一體的(de)(de)(de)群(qun)眾喜聞樂見的(de)(de)(de)活(huo)動(dong),包括通(tong)過(guo)開展(zhan)職工(gong)(gong)(gong)趣味運動(dong)會、節日(ri)聯歡、職工(gong)(gong)(gong)征文比賽(sai)等群(qun)眾性文化(hua)娛樂活(huo)動(dong),積極倡導(dao)科(ke)學(xue)健(jian)(jian)康(kang)、文明(ming)規(gui)范的(de)(de)(de)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)生活(huo)方(fang)(fang)(fang)式(shi),形成良好(hao)思想(xiang)政(zheng)(zheng)治工(gong)(gong)(gong)作(zuo)(zuo)(zuo)氛圍,從而營造出(chu)“心齊(qi)氣順勁足家和”的(de)(de)(de)良好(hao)局(ju)面。

二、提(ti)前介(jie)入(ru)抓主動

現代媒體的快速發展改變了社會思想輿(yu)論的形成(cheng)和傳播機制,人們的思想動態(tai)千變萬化(hua),增強(qiang)企業(ye)思想政治工(gong)(gong)作的預見性,抓住企業(ye)思想政治工(gong)(gong)作的主動權(quan),才能因勢利導、趨利避害、為我(wo)所(suo)用(yong)。

一、總體情況

6月份我廠系統停車檢修,并且由(you)機電部牽頭組(zu)織,所有工(gong)作緊張有序進行,為確(que)保人員、設備安全,機電部干部職工(gong)每天深入現(xian)場,按照分(fen)工(gong),明(ming)確(que)責任,做好各(ge)項(xiang)協調服務工(gong)作;積極(ji)主動,克服困難、勤(qin)奮工(gong)作、愛崗敬(jing)(jing)業,真正(zheng)的將職工(gong)價值觀念、思(si)想道德、黨性修養(yang)、敬(jing)(jing)業精神都體(ti)現(xian)的淋漓盡致。

二、存在問題

黨(dang)員干部職工(gong)在對學風、思想(xiang)作(zuo)(zuo)風、工(gong)作(zuo)(zuo)作(zuo)(zuo)風、生活作(zuo)(zuo)風方面的(de)總體上是(shi)好(hao)的(de)。但輕政治、重(zhong)業務的(de)思想(xiang)還不一樣(yang)程度的(de)存在。

三、對策和建議

1.應(ying)重(zhong)點加強正確的(de)思想(xiang)教育(yu)和(he)引導,樹立(li)正確的(de)思想(xiang)理(li)念和(he)價值(zhi)觀,從嚴要(yao)求,從自身做(zuo)起,起到(dao)用心(xin)的(de)引領作用和(he)模范帶動作用。

2.強化對黨員干部職工(gong)的政(zheng)治教育(yu)、黨性教育(yu)。要(yao)結(jie)合實際學而用之,不能浮于表面而應付,要(yao)有真(zhen)才實學,學以致用。

1 建(jian)立(li)車間立(li)體化輿情動態疏導體系的(de)必要性

1.1 建立車(che)(che)間立體(ti)化輿情動態疏(shu)導體(ti)系(xi)是適應公司發展的(de)(de)(de)需(xu)(xu)要(yao) 2012年(nian),黃金葉品牌中原突(tu)破進入承上(shang)啟下的(de)(de)(de)關鍵之年(nian)。保持公司發展好(hao)的(de)(de)(de)趨勢、好(hao)的(de)(de)(de)態勢和好(hao)的(de)(de)(de)氣勢,需(xu)(xu)要(yao)全體(ti)職工(gong)滿腔熱情、富(fu)有激情、充(chong)滿智慧、奮力創新的(de)(de)(de)工(gong)作狀(zhuang)態,需(xu)(xu)要(yao)思(si)想政治(zhi)工(gong)作為企業發展提供強(qiang)有力的(de)(de)(de)政治(zhi)保證(zheng)。而目前我廠的(de)(de)(de)思(si)想動態預(yu)警機制基本(ben)上(shang)還停留在每月一(yi)次(ci)上(shang)報的(de)(de)(de)思(si)想動態月報上(shang)面,行政調查(cha)干(gan)預(yu)性強(qiang),職工(gong)被管的(de)(de)(de)感覺明(ming)顯,容易產生逆(ni)反心理,職工(gong)思(si)想預(yu)警工(gong)作成為困繞車(che)(che)間、企業及至公司思(si)想政治(zhi)工(gong)作的(de)(de)(de)一(yi)大難(nan)題。

1.2 建(jian)立(li)車間(jian)(jian)(jian)立(li)體化輿情動態疏導(dao)體系是(shi)適應車間(jian)(jian)(jian)發(fa)展(zhan)的(de)(de)需要(yao)(yao) 卷包車間(jian)(jian)(jian)現(xian)有職工374人(ren)(ren),由于(yu)軟硬(ying)盒生產不匹配等(deng)(deng)無(wu)法依靠自身(shen)力量克服的(de)(de)問題(ti)(ti)的(de)(de)存在,無(wu)形(xing)之中帶(dai)來(lai)了(le)收入差距拉(la)大、機組人(ren)(ren)員(yuan)休息時(shi)間(jian)(jian)(jian)不等(deng)(deng)等(deng)(deng)客(ke)觀問題(ti)(ti),少部分(fen)職工一(yi)個(ge)月累(lei)計休息時(shi)間(jian)(jian)(jian)有的(de)(de)多達(da)10余(yu)天,在其休息期間(jian)(jian)(jian),車間(jian)(jian)(jian)無(wu)法行駛管理權限,而(er)且休息人(ren)(ren)員(yuan)容易(yi)受到外來(lai)因素的(de)(de)干擾,可能出(chu)現(xian)思想教育(yu)漏(lou)洞。因此,如何將思想政(zheng)治(zhi)工作輻(fu)射到每一(yi)位職工,涵蓋(gai)到每一(yi)個(ge)時(shi)間(jian)(jian)(jian)段成為(wei)車間(jian)(jian)(jian)開展(zhan)思想政(zheng)治(zhi)工作的(de)(de)一(yi)項(xiang)重(zhong)要(yao)(yao)研(yan)究課(ke)題(ti)(ti)。

①著力(li)(li)(li)解(jie)決思想意識問題(ti)(ti)。雖然在工作(zuo)(zuo)中(zhong)(zhong)大部(bu)分(fen)(fen)(fen)管(guan)(guan)理(li)(li)人員比較重(zhong)視(shi)輿(yu)(yu)情(qing)(qing)管(guan)(guan)控(kong),但有時敏感(gan)性(xing)不強。建(jian)立(li)車(che)(che)間(jian)立(li)體化(hua)輿(yu)(yu)情(qing)(qing)動(dong)(dong)態(tai)疏(shu)導(dao)(dao)體系(xi)(xi)就是(shi)要(yao)讓更多的(de)(de)(de)(de)管(guan)(guan)理(li)(li)人員參(can)與到輿(yu)(yu)情(qing)(qing)管(guan)(guan)控(kong)中(zhong)(zhong)來(lai),增強輿(yu)(yu)情(qing)(qing)管(guan)(guan)控(kong)的(de)(de)(de)(de)敏感(gan)性(xing),確保反映的(de)(de)(de)(de)問題(ti)(ti)全面、客觀,及早引(yin)導(dao)(dao)、教育或者(zhe)澄清(qing)、糾(jiu)正問題(ti)(ti)。②著力(li)(li)(li)解(jie)決統(tong)籌協調(diao)的(de)(de)(de)(de)問題(ti)(ti)。車(che)(che)間(jian)現有四(si)個(ge)班(ban)(ban)組,每個(ge)班(ban)(ban)組之間(jian)既有共(gong)性(xing),也有個(ge)性(xing)。通(tong)過(guo)建(jian)立(li)車(che)(che)間(jian)立(li)體化(hua)輿(yu)(yu)情(qing)(qing)動(dong)(dong)態(tai)疏(shu)導(dao)(dao)體系(xi)(xi),可(ke)以形成(cheng)信(xin)息的(de)(de)(de)(de)共(gong)享機制,一個(ge)班(ban)(ban)組發現輿(yu)(yu)情(qing)(qing)信(xin)息,通(tong)過(guo)輿(yu)(yu)情(qing)(qing)管(guan)(guan)理(li)(li)員傳(chuan)遞給各個(ge)班(ban)(ban)組,及時溝通(tong)、交流,使工作(zuo)(zuo)處于(yu)主動(dong)(dong)狀態(tai)。③著力(li)(li)(li)解(jie)決應(ying)對能力(li)(li)(li)的(de)(de)(de)(de)問題(ti)(ti)。一些管(guan)(guan)理(li)(li)人員對于(yu)輿(yu)(yu)情(qing)(qing)管(guan)(guan)控(kong)缺(que)乏經驗,建(jian)立(li)車(che)(che)間(jian)立(li)體化(hua)輿(yu)(yu)情(qing)(qing)動(dong)(dong)態(tai)疏(shu)導(dao)(dao)體系(xi)(xi),就是(shi)加強對輿(yu)(yu)情(qing)(qing)信(xin)息的(de)(de)(de)(de)分(fen)(fen)(fen)析、研判,分(fen)(fen)(fen)清(qing)主次,分(fen)(fen)(fen)清(qing)輕重(zhong)緩(huan)急,避(bi)免(mian)工作(zuo)(zuo)中(zhong)(zhong)的(de)(de)(de)(de)拖、壓等方(fang)式,爭取輿(yu)(yu)情(qing)(qing)引(yin)導(dao)(dao)的(de)(de)(de)(de)最(zui)佳時機。

3 建立(li)立(li)體化輿(yu)情(qing)疏導體系的主要(yao)做法

3.1 建立(li)信(xin)息(xi)(xi)收集(ji)機(ji)制,解決立(li)體(ti)化輿情(qing)疏導體(ti)系由(you)(you)誰來開(kai)展(zhan)的(de)(de)問(wen)(wen)題 此項工(gong)作(zuo)分為兩(liang)步,第一步是成(cheng)(cheng)(cheng)立(li)專門(men)的(de)(de)信(xin)息(xi)(xi)收集(ji)小(xiao)(xiao)組(zu)(zu),由(you)(you)車(che)(che)間(jian)、班組(zu)(zu)形成(cheng)(cheng)(cheng)兩(liang)級辦事公開(kai)、民主管理(li)(li)委員(yuan)會(hui),分別(bie)由(you)(you)跟班主任、班組(zu)(zu)骨干、黨(dang)小(xiao)(xiao)組(zu)(zu)長(chang)(chang)、機(ji)組(zu)(zu)長(chang)(chang)、后(hou)勤組(zu)(zu)長(chang)(chang)、職(zhi)(zhi)工(gong)代表組(zu)(zu)成(cheng)(cheng)(cheng),他(ta)們是與各崗位職(zhi)(zhi)工(gong)接觸(chu)最多的(de)(de)人員(yuan),通過搭(da)建的(de)(de)工(gong)作(zuo)平臺(tai)可以(yi)了解職(zhi)(zhi)工(gong)的(de)(de)真實想法(fa)和(he)一些熱點(dian)、敏感問(wen)(wen)題。由(you)(you)支部書(shu)記和(he)管理(li)(li)人員(yuan)組(zu)(zu)成(cheng)(cheng)(cheng)的(de)(de)車(che)(che)間(jian)勞動爭議小(xiao)(xiao)組(zu)(zu),方便對各類政策性問(wen)(wen)題、基礎管理(li)(li)、創新管理(li)(li)方法(fa)進行細致、全(quan)面地解讀(du)。第二步是開(kai)展(zhan)信(xin)息(xi)(xi)收集(ji)工(gong)作(zuo)。經過多次討論,結合生產班職(zhi)(zhi)工(gong)“三班三運轉(zhuan)”工(gong)作(zuo)模式,車(che)(che)間(jian)信(xin)息(xi)(xi)收集(ji)小(xiao)(xiao)組(zu)(zu)成(cheng)(cheng)(cheng)員(yuan)確定以(yi)時(shi)(shi)(shi)間(jian)點(dian)劃分,開(kai)展(zhan)八小(xiao)(xiao)時(shi)(shi)(shi)以(yi)內(nei)和(he)八小(xiao)(xiao)時(shi)(shi)(shi)以(yi)外兩(liang)個時(shi)(shi)(shi)間(jian)段的(de)(de)信(xin)息(xi)(xi)收集(ji)工(gong)作(zuo)。八小(xiao)(xiao)時(shi)(shi)(shi)以(yi)內(nei)的(de)(de)工(gong)作(zuo)主要(yao)通過黨(dang)支部、分會(hui)、班組(zu)(zu)通道開(kai)展(zhan),八小(xiao)(xiao)時(shi)(shi)(shi)以(yi)外的(de)(de)工(gong)作(zuo)主要(yao)通過網絡通道開(kai)展(zhan)。

一、了解職工思想(xiang)動態

應(ying)該說當(dang)前職工的(de)思想(xiang)狀況的(de)主(zhu)流還是好(hao)的(de),大多數職工具有良好(hao)的(de)職業道(dao)德和醫德醫風(feng),對病患(huan)滿腔熱忱,工作積(ji)極主(zhu)動(dong),溝通(tong)時耐心細致,為病人診療時能站在病患(huan)角度考慮,對衛生(sheng)事業前景充滿信心,但也有一些醫務(wu)人員政(zheng)治思想(xiang)觀念存(cun)在問題,主(zhu)要表(biao)現在:

1.少部(bu)分職工政治思想(xiang)觀念(nian)不(bu)強,大局觀念(nian)、集(ji)(ji)體(ti)意識淡薄,遇事只考慮眼(yan)前利益(yi),而不(bu)深究其長遠效益(yi)和(he)集(ji)(ji)體(ti)利益(yi),不(bu)愿奉獻(xian),只求(qiu)索取,一旦個人利益(yi)與集(ji)(ji)體(ti)利益(yi)起沖突(tu),個人必(bi)須作(zuo)出讓步時(shi),就牢(lao)騷滿腹,抱(bao)怨遭遇不(bu)公。

1.思想政(zheng)治(zhi)工(gong)(gong)作(zuo)者(zhe)本身業務水平(ping)有限。現在(zai)大部(bu)分(fen)思想政(zheng)治(zhi)工(gong)(gong)作(zuo)者(zhe)多是支部(bu)書記或是辦公室人員兼職而(er)己(ji),其人自身沒(mei)有接受過專業系統的(de)學習,缺乏相關思想政(zheng)治(zhi)教育專業技術知識,平(ping)時對職工(gong)(gong)進行思想政(zheng)治(zhi)教育時,因(yin)為無專業理論做基礎(chu),難以用讓(rang)職工(gong)(gong)通俗易懂的(de)事(shi)例進行講解,只是一味說大道理,枯(ku)燥無味的(de)講解讓(rang)大家失卻了聽的(de)興趣,從而(er)使思想政(zheng)治(zhi)工(gong)(gong)作(zuo)不能做深做透,只停留(liu)在(zai)表面,沒(mei)有真正發(fa)揮其應有的(de)作(zuo)用。

三、提出解決問題的方法(fa)

我認(ren)為要解決這些存(cun)在情況,必須加大職工思(si)(si)想(xiang)教(jiao)育工作力度,積極探索(suo)新形勢下醫療衛生行業職工思(si)(si)想(xiang)政(zheng)治教(jiao)育工作的新思(si)(si)路、新方法。

1.提(ti)高思想政治教育(yu)(yu)工(gong)(gong)作者自身(shen)業務水(shui)平和(he)業務知識思想教育(yu)(yu)工(gong)(gong)作者要(yao)時刻把(ba)握醫院發(fa)展的(de)方向和(he)路(lu)線,掌握各方面綜(zong)合知識,盡量多的(de)參加一(yi)些理論教育(yu)(yu)培訓班的(de)學(xue)習,進行思想政治教育(yu)(yu)時要(yao)貼近時政。近年來,衛(wei)生行業進行了(le)人(ren)事分配(pei)制度改(gai)革,在此情況下我(wo)們應及時將政策(ce)正確傳達(da)給每(mei)位(wei)職工(gong)(gong),使每(mei)位(wei)職工(gong)(gong)全(quan)面了(le)解(jie)政策(ce)。

2.轉變職(zhi)(zhi)工(gong)政治思(si)(si)想(xiang)觀念目前,職(zhi)(zhi)工(gong)中還(huan)有相(xiang)當一(yi)部(bu)分人滿足(zu)于“大鍋飯”,對社會發(fa)展缺(que)乏敏(min)銳的(de)視角(jiao),對事(shi)業前景認識不(bu)足(zu),不(bu)思(si)(si)進取(qu),因而要教育(yu)職(zhi)(zhi)工(gong)確立危機感(gan)和(he)壓迫感(gan),認真干事(shi),創新(xin)工(gong)作方法和(he)技術(shu),經常關注學術(shu)動態,掌握醫療(liao)新(xin)項目、新(xin)技術(shu)的(de)開展,并運用于實(shi)際工(gong)作。

3.加強(qiang)全系統的專業道德素(su)質(zhi)

“紅包”、“回扣”雖(sui)然只是少部分人(ren)為(wei)之,可也(ye)左右著(zhu)社會(hui)對醫(yi)療行業人(ren)員的(de)(de)(de)評(ping)價,醫(yi)患矛盾的(de)(de)(de)加劇(ju),醫(yi)務(wu)(wu)人(ren)員的(de)(de)(de)被毆(ou),影響了醫(yi)務(wu)(wu)人(ren)員的(de)(de)(de)工作(zuo)積極(ji)性,因此(ci)要教育(yu)職(zhi)工唯有以仁感人(ren),以誠動人(ren),尊重患者,真心(xin)為(wei)病(bing)患服務(wu)(wu),要學會(hui)換位思(si)(si)考,時刻站(zhan)在病(bing)患角度(du)思(si)(si)考問題,多與病(bing)患進(jin)行溝通交流,拒絕“紅包”、“回扣”的(de)(de)(de)誘(you)惑(huo),以更飽滿的(de)(de)(de)工作(zuo)熱情,精(jing)湛的(de)(de)(de)業務(wu)(wu)技術(shu)面對病(bing)患,才能緩解矛盾。

1 公司不穩定群體分析

通過對公司不穩定(ding)群體(ti)的構成、以往上訪情況和上訪原因(yin)等三個方面進行詳細分析,明(ming)確不穩定(ding)群體(ti)的重(zhong)點,為今(jin)后的工作(zuo)做好基礎。

1.1 公司不穩定(ding)群體的構(gou)成(cheng)分析

從目前情況來看(kan),公司(si)的(de)不穩定群體(ti)主要(yao)集(ji)中(zhong)在協解(jie)、家屬和離退休(xiu)群體(ti),其中(zhong)協解(jie)人(ren)員(yuan)人(ren)數多、需求(qiu)多、思想動(dong)態極易(yi)產生波動(dong),是(shi)公司(si)需要(yao)重點關注的(de)不穩定群體(ti)。

目前,公司管理協解(jie)職工152人(ren),死亡8人(ren),在144名協解(jie)職工中,男職工65人(ren)、占45%,女職工79人(ren)、占55%。

從上述情況分析,協解(jie)群體(ti)在今后的很長(chang)一段(duan)時(shi)間,還將是穩定的重點,隨著工資上漲等因素(su)在某些(xie)時(shi)刻爆(bao)發出來。

1.2 2011年公司上訪情況分(fen)析

2011年(nian)以來(lai)(lai),在公(gong)司(si)干(gan)部(bu)職工(gong)的(de)共(gong)同努力下,公(gong)司(si)基本實現了穩(wen)定的(de)大(da)(da)局(ju)(ju)。一(yi)年(nian)來(lai)(lai),公(gong)司(si)共(gong)發生到(dao)(dao)(dao)(dao)社區級以上(shang)(shang)單(dan)位上(shang)(shang)訪(fang)(fang)6起(qi)(qi),其(qi)中到(dao)(dao)(dao)(dao)社區上(shang)(shang)訪(fang)(fang)4起(qi)(qi),到(dao)(dao)(dao)(dao)管(guan)理局(ju)(ju)上(shang)(shang)訪(fang)(fang)2起(qi)(qi)。從上(shang)(shang)訪(fang)(fang)原(yuan)因(yin)分析,3起(qi)(qi)由(you)于居(ju)民(min)不(bu)(bu)文明居(ju)住或物業管(guan)理不(bu)(bu)到(dao)(dao)(dao)(dao)位引(yin)起(qi)(qi),1起(qi)(qi)為(wei)公(gong)司(si)與當地百姓(xing)矛盾引(yin)起(qi)(qi),2起(qi)(qi)為(wei)公(gong)司(si)管(guan)理的(de)協(xie)解人員(yuan)群體(ti)上(shang)(shang)訪(fang)(fang),從原(yuan)因(yin)分析來(lai)(lai)看,居(ju)民(min)不(bu)(bu)文明行為(wei)、管(guan)理不(bu)(bu)到(dao)(dao)(dao)(dao)位引(yin)起(qi)(qi)的(de)居(ju)民(min)上(shang)(shang)訪(fang)(fang)和協(xie)解人員(yuan)等不(bu)(bu)穩(wen)定群體(ti)上(shang)(shang)訪(fang)(fang)已經成(cheng)為(wei)公(gong)司(si)的(de)兩(liang)大(da)(da)部(bu)分,其(qi)中協(xie)解人員(yuan)群體(ti)的(de)上(shang)(shang)訪(fang)(fang)因(yin)其(qi)上(shang)(shang)訪(fang)(fang)級別高、造成(cheng)影(ying)響大(da)(da),而應該作為(wei)重點防控(kong)部(bu)分。

從公司層面(mian)來看(kan),發生了零零散(san)(san)散(san)(san)的(de)幾次上訪(fang)(fang)事件,2011年10月份,由于規范(fan)門衛管理,替(ti)換了部分(fen)責任心不強(qiang)的(de)協解職工,工作標準(zhun)的(de)提高及管理考(kao)核的(de)加強(qiang)而造成協解人員串聯上訪(fang)(fang)。

1.3 導致上訪發生的原因分析

綜(zong)合分(fen)(fen)析,導致(zhi)上(shang)(shang)(shang)訪(fang)(fang)發(fa)生的(de)(de)因素主(zhu)要有三(san)個方面:首先是(shi)由(you)于門衛規范化管理,公(gong)司(si)加強了對協解(jie)(jie)(jie)人(ren)員考勤(qin)管理和(he)工(gong)作(zuo)(zuo)考核(he),公(gong)司(si)嚴格的(de)(de)管理與與其(qi)他(ta)單位的(de)(de)松散管理形成了明(ming)顯對比,導致(zhi)部分(fen)(fen)協解(jie)(jie)(jie)人(ren)員出現攀比心理,有人(ren)甚至(zhi)不(bu)(bu)想工(gong)作(zuo)(zuo)只(zhi)想拿工(gong)資;其(qi)次(ci)是(shi)由(you)于協解(jie)(jie)(jie)人(ren)員大(da)多收入較低(di),家庭存(cun)在(zai)困難,因此(ci)比較脆弱,利益受到傷(shang)害(不(bu)(bu)管是(shi)否是(shi)自身原因導致(zhi))、心理預期達不(bu)(bu)到等,總(zong)想通過(guo)上(shang)(shang)(shang)訪(fang)(fang)來解(jie)(jie)(jie)決(jue);最后是(shi)公(gong)司(si)還活躍著一些(xie)協解(jie)(jie)(jie)上(shang)(shang)(shang)訪(fang)(fang)骨干,在(zai)以往嘗過(guo)上(shang)(shang)(shang)訪(fang)(fang)的(de)(de)甜頭(tou),會抱著“會哭的(de)(de)孩子有奶吃”的(de)(de)想法,總(zong)想通過(guo)上(shang)(shang)(shang)訪(fang)(fang)獲得額外的(de)(de)利益。

2 制定(ding)針對性(xing)措施,確保公司(si)大局穩定(ding)

通(tong)過以(yi)上的分析為(wei)確保(bao)今年(nian)公(gong)司穩定大局,特制定以(yi)下具體(ti)措施:

2.1 用文化的力(li)量引導規范居(ju)民行(xing)為

我(wo)(wo)們充分利用(yong)學習日、黑板報、討(tao)論會、個別談心等形(xing)式,加強形(xing)勢(shi)任務教育(yu),把與職(zhi)工(gong)(gong)、居(ju)(ju)民(min)關系(xi)最密切(qie)、居(ju)(ju)民(min)最關心、對改革發(fa)展穩(wen)(wen)定(ding)影響最直接的(de)(de)問題(ti),在第一(yi)時間向居(ju)(ju)民(min)傳遞(di),提高了(le)居(ju)(ju)民(min)的(de)(de)知情(qing)(qing)率,增(zeng)強了(le)職(zhi)工(gong)(gong)群眾對改革的(de)(de)承受能(neng)力(li)。努力(li)做好職(zhi)工(gong)(gong)一(yi)人一(yi)事的(de)(de)思想(xiang)政治工(gong)(gong)作、思想(xiang)政治主題(ti)活動(dong)、職(zhi)工(gong)(gong)思想(xiang)動(dong)態分析(xi)等工(gong)(gong)作,提高職(zhi)工(gong)(gong)的(de)(de)思想(xiang)素質。從去年(nian)的(de)(de)上(shang)(shang)訪情(qing)(qing)況(kuang)看,有(you)2起(qi)(qi)上(shang)(shang)訪是(shi)居(ju)(ju)民(min)行為(wei)不規范而引(yin)起(qi)(qi)的(de)(de)。今年(nian),我(wo)(wo)們要結(jie)合“勝東文(wen)化建(jian)設(she)年(nian)”活動(dong),積(ji)極以(yi)黨員服務社(she)為(wei)平臺,鞏(gong)固“我(wo)(wo)的(de)(de)小(xiao)區我(wo)(wo)的(de)(de)家”建(jian)設(she),在小(xiao)區內(nei)倡導(dao)文(wen)明新風尚,引(yin)導(dao)和規范居(ju)(ju)民(min)的(de)(de)不文(wen)明行為(wei),建(jian)設(she)和諧融洽的(de)(de)小(xiao)區樓道(dao)文(wen)化和鄰里關系(xi),減少(shao)因鄰里矛盾和居(ju)(ju)民(min)不文(wen)明行為(wei)引(yin)起(qi)(qi)的(de)(de)上(shang)(shang)訪,維護(hu)公司(si)穩(wen)(wen)定(ding)。

2.2 提(ti)升服務(wu)質量提(ti)高居民滿意率

我們在公(gong)司(si)黨(dang)委(wei)的(de)領(ling)導下(xia),對(dui)待職(zhi)工(gong)堅持做到政(zheng)治(zhi)上(shang)關(guan)心,工(gong)作上(shang)關(guan)照,生活(huo)上(shang)關(guan)愛,待遇(yu)一視同仁,而(er)且(qie)付出更多(duo)的(de)關(guan)愛。并采取(qu)了“貼(tie)近管理(li)、跟班勞動;親情管理(li)、關(guan)愛職(zhi)工(gong);制度管理(li)、規范行為(wei)”為(wei)內容的(de)“三步走(zou)”管理(li)辦法,取(qu)得了很好的(de)效果,在穩定的(de)前提下(xia),提高了工(gong)作水平。針對(dui)服(fu)務(wu)(wu)質量(liang)是(shi)引起(qi)居民(min)上(shang)訪(fang)(fang)投訴的(de)重要因素(su),今年,公(gong)司(si)將以(yi)“為(wei)民(min)服(fu)務(wu)(wu)創先(xian)爭優(you)”活(huo)動為(wei)契機,努力踐行公(gong)司(si)黨(dang)委(wei)提出的(de)“雙優(you)雙滿(man)意”的(de)服(fu)務(wu)(wu)理(li)念,扎實開展區(qu)域(yu)化服(fu)務(wu)(wu)模(mo)式,讓(rang)轄區(qu)居民(min)受到實惠,讓(rang)轄區(qu)居民(min)滿(man)意,減少因服(fu)務(wu)(wu)質量(liang)而(er)引起(qi)的(de)上(shang)訪(fang)(fang)投訴。

2.3 強化聯系(xi)溝通(tong)穩定非在職(zhi)群體

協(xie)解(jie)(jie)人(ren)(ren)員(yuan)(yuan)(yuan)、家屬群(qun)(qun)體(ti)問題是歷史(shi)遺留問題,他(ta)們(men)(men)是上訪(fang)的(de)主力,也(ye)是公司(si)防(fang)控的(de)重點(dian)。公司(si)要(yao)本著(zhu)內緊外松(song)的(de)原則,積極提高應對(dui)(dui)突發事(shi)件的(de)能力,發現不(bu)(bu)(bu)穩(wen)定(ding)的(de)苗頭,及(ji)時(shi)采(cai)取措施,確保(bao)穩(wen)定(ding)的(de)局面。今(jin)年,要(yao)通過節日(ri)走訪(fang)、申(shen)請困難(nan)救助(zhu)、開展志愿服(fu)務活(huo)(huo)動等措施,加強與非在職群(qun)(qun)體(ti)的(de)溝通聯(lian)系,開展的(de)“交(jiao)(jiao)朋友、暖人(ren)(ren)心(xin)”活(huo)(huo)動,定(ding)期與協(xie)解(jie)(jie)骨干人(ren)(ren)員(yuan)(yuan)(yuan)和活(huo)(huo)躍(yue)分子進(jin)行心(xin)與心(xin)的(de)交(jiao)(jiao)流,及(ji)時(shi)了解(jie)(jie)、掌(zhang)握他(ta)們(men)(men)的(de)思想(xiang)動態(tai),便于掌(zhang)控勢態(tai),并加強對(dui)(dui)重點(dian)人(ren)(ren)員(yuan)(yuan)(yuan)的(de)教育引導,讓她(ta)們(men)(men)充分認識(shi)到參(can)與非法串聯(lian)、聚集(ji)、群(qun)(qun)體(ti)上訪(fang)等活(huo)(huo)動是違法行為(wei),確保(bao)以后不(bu)(bu)(bu)信(xin)謠(yao)不(bu)(bu)(bu)傳(chuan)謠(yao),不(bu)(bu)(bu)再參(can)與任何違法聚集(ji)活(huo)(huo)動。同時(shi),為(wei)轄區的(de)所(suo)有協(xie)解(jie)(jie)人(ren)(ren)員(yuan)(yuan)(yuan)建(jian)立信(xin)息檔案,按照分工負責,將(jiang)協(xie)解(jie)(jie)人(ren)(ren)員(yuan)(yuan)(yuan)承包(bao)到人(ren)(ren),承包(bao)人(ren)(ren)定(ding)期了解(jie)(jie)協(xie)解(jie)(jie)人(ren)(ren)員(yuan)(yuan)(yuan)思想(xiang)、行為(wei)動態(tai),及(ji)時(shi)掌(zhang)握其行蹤(zong),重點(dian)時(shi)期進(jin)行一對(dui)(dui)一、多(duo)對(dui)(dui)一的(de)盯防(fang),確保(bao)穩(wen)定(ding)。積極推進(jin)工作向(xiang)便民化延伸(shen),設立領(ling)(ling)導信(xin)箱作為(wei)職工提供反映問題訴求的(de)便捷渠道,讓領(ling)(ling)導及(ji)時(shi)了解(jie)(jie)情況,作出決策(ce)。

2.4 讓非在職黨員(yuan)(yuan)參與到組(zu)織管理之中,用制度(du)和文(wen)化加強對協解人員(yuan)(yuan)的管理

良好的(de)(de)(de)文(wen)化氛圍是社區居民行(xing)動的(de)(de)(de)優秀(xiu)向導。在(zai)(zai)(zai)小區文(wen)化建(jian)設中(zhong),我們(men)(men)(men)在(zai)(zai)(zai)把握大方向、弘(hong)揚主旋律(lv)的(de)(de)(de)基礎上,充分發(fa)揮非(fei)在(zai)(zai)(zai)職(zhi)黨員(yuan)的(de)(de)(de)先進性(xing)、影響力,廣泛開展有益活動,使之成(cheng)為(wei)小區和(he)諧文(wen)化的(de)(de)(de)播種(zhong)者,同(tong)時(shi)讓(rang)他(ta)們(men)(men)(men)參與到(dao)(dao)對不(bu)穩定群體的(de)(de)(de)管理之中(zhong)來,充分發(fa)揮他(ta)們(men)(men)(men)的(de)(de)(de)作(zuo)(zuo)用(yong)。在(zai)(zai)(zai)非(fei)在(zai)(zai)(zai)職(zhi)黨員(yuan)中(zhong)我們(men)(men)(men)選舉政(zheng)治素質強,黨務經驗多(duo),工(gong)作(zuo)(zuo)熱(re)心的(de)(de)(de)人擔任(ren)聯絡員(yuan),因為(wei)他(ta)們(men)(men)(men)同(tong)其(qi)他(ta)非(fei)在(zai)(zai)(zai)職(zhi)群體現狀(zhuang)相(xiang)近、年齡(ling)相(xiang)當、志趣相(xiang)投、思想相(xiang)近,甚至(zhi)有許(xu)多(duo)共(gong)語言,在(zai)(zai)(zai)一起交流(liu)時(shi)能(neng)較(jiao)快消除思想障礙,進行(xing)心靈溝通(tong),產生一種(zhong)平等、信任(ren)被重(zhong)視(shi)的(de)(de)(de)心理,使他(ta)們(men)(men)(men)能(neng)較(jiao)快地融(rong)入到(dao)(dao)群體中(zhong)來,達(da)到(dao)(dao)做好不(bu)穩定人員(yuan)思想工(gong)作(zuo)(zuo)的(de)(de)(de)目(mu)的(de)(de)(de)。

在日常(chang)管理中,要結合全員考(kao)核(he)制(zhi)度(du)(du)的(de)實施,加強對協(xie)(xie)解(jie)職(zhi)工的(de)考(kao)核(he)力度(du)(du),用(yong)制(zhi)度(du)(du)的(de)剛性約束協(xie)(xie)解(jie)職(zhi)工,做到(dao)公(gong)正公(gong)平、獎(jiang)罰統一(yi),防止(zhi)激化內(nei)部矛盾。同時,以班(ban)組為單位,加強對班(ban)組內(nei)協(xie)(xie)解(jie)人(ren)員的(de)考(kao)勤,每天(tian)由班(ban)長嚴(yan)格(ge)考(kao)勤,對遲到(dao)早退(tui)者按制(zhi)度(du)(du)扣除工時,并搞清原因,確保(bao)協(xie)(xie)解(jie)人(ren)員每天(tian)上崗(gang)。

2.5 對(dui)不(bu)穩定(ding)人員做思想政治工作時要動(dong)之(zhi)以(yi)情(qing)、曉之(zhi)以(yi)理、導(dao)之(zhi)以(yi)行(xing)

上級領(ling)導多次(ci)強調(diao):“思想(xiang)政治(zhi)工(gong)(gong)作(zuo)首先要真正打動人(ren)心,關注(zhu)人(ren)的(de)精神需求(qiu)、思想(xiang)需求(qiu)。要始終(zhong)圍繞著人(ren)來做工(gong)(gong)作(zuo),把(ba)關心人(ren)、凝聚(ju)人(ren)、提高人(ren)作(zuo)為工(gong)(gong)作(zuo)出(chu)發(fa)點(dian),引導思想(xiang)、疏導情緒(xu)。要把(ba)思想(xiang)動態分析作(zuo)為一項經常性的(de)工(gong)(gong)作(zuo),找(zhao)準(zhun)員(yuan)工(gong)(gong)群(qun)(qun)眾關注(zhu)點(dian)和思想(xiang)工(gong)(gong)作(zuo)切入點(dian),把(ba)工(gong)(gong)作(zuo)做到群(qun)(qun)眾心里去。”

我們在做(zuo)(zuo)好(hao)以上(shang)工作的(de)同時,對不穩(wen)定人員做(zuo)(zuo)思(si)(si)想政治工作時動之以情,曉之以理,導(dao)之以行,這是我們做(zuo)(zuo)好(hao)他們思(si)(si)想政治工作的(de)三部曲。

情,是(shi)做(zuo)(zuo)好企業(ye)思想政治工(gong)作的(de)(de)起點,是(shi)協(xie)調人(ren)際(ji)關系的(de)(de)動力。思想政治工(gong)作者要(yao)建立(li)起與不穩定人(ren)員深(shen)厚(hou)的(de)(de)感(gan)情,要(yao)真心實意,帶著深(shen)厚(hou)的(de)(de)感(gan)情去(qu)做(zuo)(zuo)工(gong)作,象對(dui)待自己(ji)親人(ren)那樣無微不至地關心人(ren)、體貼人(ren),使對(dui)方切實感(gan)受(shou)到(dao)溫暖,真正讓他們感(gan)受(shou)到(dao)“你(ni)為(wei)他好”。要(yao)放下(xia)“我是(shi)來教育你(ni)的(de)(de)”架子,以(yi)平等的(de)(de)姿(zi)態與之(zhi)交流。要(yao)學會換位思考,傾聽不同意見,只(zhi)有設身處地,以(yi)心換心,才能真正理解人(ren),說服人(ren),達到(dao)教育人(ren)的(de)(de)目的(de)(de)。

(一)提高認(ren)識(shi),凝聚人心是做好困(kun)難時期(qi)企業(ye)思(si)想政治工(gong)(gong)作(zuo)的(de)首要任務(wu)。如何為企業(ye)振興形成合力,當(dang)務(wu)之(zhi)急就(jiu)是下(xia)大(da)力氣做凝聚人心的(de)工(gong)(gong)作(zuo)。首先,必須(xu)把造成企業(ye)困(kun)難的(de)原因分析摸透,并如實告知(zhi)群(qun)眾。第(di)二(er),要教育企業(ye)干部,與群(qun)眾同甘共苦,公道正派,不(bu)以(yi)權(quan)謀(mou)私(si),不(bu)搞特殊化(hua),并且說(shuo)到(dao)做到(dao),以(yi)觀后效。第(di)三,要按照(zhao)實際,搞好企業(ye)的(de)中長(chang)期(qi)發展規劃,讓職工(gong)(gong)有所希望,有所期(qi)盼。第(di)四,最(zui)大(da)限度地保(bao)(bao)護(hu)職工(gong)(gong)權(quan)益(yi),想盡千方百(bai)計,保(bao)(bao)職工(gong)(gong)工(gong)(gong)資,保(bao)(bao)職工(gong)(gong)的(de)基(ji)本福利。

(二(er))激發干(gan)勁(jing),鼓舞斗(dou)志是做好(hao)困(kun)難(nan)時期(qi)企業(ye)思想政治工(gong)作的重(zhong)要(yao)內容。要(yao)想把職工(gong)干(gan)事業(ye)的積極性真正調動(dong)起來,并持(chi)久地堅持(chi)下去,首先要(yao)強化宣傳(chuan)機制(zhi)(zhi),在企業(ye)大力(li)營造以積極勞動(dong)、勤奮(fen)工(gong)作為榮,消極怠(dai)工(gong)、松(song)散(san)懶惰為恥的良好(hao)氛圍(wei)。第二(er),建(jian)立獎罰(fa)長(chang)效機制(zhi)(zhi),使多(duo)勞動(dong)者(zhe)得到實(shi)實(shi)在在的利益。第三,在政治上(shang)要(yao)尊重(zhong)先進(jin),要(yao)重(zhong)用先進(jin),凡入黨、提(ti)干(gan)、評職稱的人選(xuan)多(duo)優(you)先考慮先進(jin)。

(三)化解矛盾(dun),調整關(guan)系是做好困難時期企(qi)業思(si)想政(zheng)治工作的(de)中心(xin)環(huan)節。在困難企(qi)業,干群之間的(de)矛盾(dun)比較突出(chu),不(bu)可等閑視之。如(ru)何解決(jue)干部問題,應從(cong)以下(xia)幾個方面去做工作。第(di)(di)一,要樹立公(gong)仆(pu)觀念,擺(bai)正(zheng)自身(shen)位置。第(di)(di)二(er),要做到作風正(zheng)派,辦事(shi)公(gong)道,一視同仁,不(bu)拉幫結伙,不(bu)搞親疏遠近。第(di)(di)三,與職工同甘共苦(ku)。
