一、職工思想情況

總體上(shang)講(jiang),我隊(dui)職工的(de)思想是健康(kang)、積極(ji)向上(shang)的(de),是呈良(liang)性發展的(de)。但是,個(ge)別職工在安全思想上(shang),仍然存(cun)在著“重生產、輕(qing)安全”的(de)現象,集中反映在:

1、個別職工心存僥幸的思想沒(mei)有(you)徹底根(gen)治。現實工作(zuo)中(zhong),怕麻煩(fan),圖省事的現象(xiang)偶爾有(you)之。

第三條定期開展教職(zhi)工(gong)思想(xiang)動(dong)態調(diao)查(cha),把握教職(zhi)工(gong)思想(xiang)動(dong)態,化事后(hou)發(fa)現為事前(qian)預防,本著(zhu)實事求(qiu)是、代表多數、傾向性與(yu)及時性的原則,確(que)定我校教職(zhi)工(gong)思想(xiang)動(dong)態與(yu)信息收集反饋的內容主要包括:    

1、教職工(gong)在(zai)日(ri)常工(gong)作、學習、生活中(zhong)的各(ge)種傾向性言論、思想動態(tai)及各(ge)種代(dai)表性意見;    

2、對黨(dang)和國家重(zhong)大(da)政策、重(zhong)大(da)事件(jian)、重(zhong)要活動的評論、反(fan)映;

內(nei)(nei)退(tui)(tui)(tui)職工(gong)是(shi)企業扭虧解困、重組改制以(yi)來形成的(de)(de)一個特殊的(de)(de)群體;在1999年“兩(liang)蘭”有內(nei)(nei)退(tui)(tui)(tui)職工(gong)近萬(wan)人,這(zhe)些人員(yuan)基本(ben)都是(shi)實行“一刀切”政(zheng)策辦(ban)理(li)內(nei)(nei)部(bu)退(tui)(tui)(tui)養手續;經過辦(ban)理(li)退(tui)(tui)(tui)休、有償解除勞動合同(tong)等(deng)減(jian)員(yuan),目前還有內(nei)(nei)退(tui)(tui)(tui)職工(gong)1084人。由(you)于各方面歷史的(de)(de)原(yuan)因和收入的(de)(de)差距是(shi)長(chang)期影響(xiang)內(nei)(nei)退(tui)(tui)(tui)職工(gong)隊伍(wu)穩定(ding)的(de)(de)根(gen)本(ben)原(yuan)因,致使這(zhe)個群體的(de)(de)人員(yuan)怨氣大、利益的(de)(de)攀比(bi)心理(li)強,因此(ci),健全完(wan)善內(nei)(nei)退(tui)(tui)(tui)職工(gong)利益訴求表達機制,暢通訴求表達渠道,理(li)順情緒對做好內(nei)(nei)退(tui)(tui)(tui)職工(gong)服(fu)務(wu)和維護隊伍(wu)穩定(ding)具有重要的(de)(de)意義。

一、健全職工利益訴求(qiu)表達機制的必要性

(一(yi))健(jian)全利(li)(li)益(yi)訴求(qiu)(qiu)表達(da)機(ji)(ji)制有利(li)(li)于企(qi)(qi)業的(de)(de)(de)(de)和(he)諧(xie)發展。利(li)(li)益(yi)訴求(qiu)(qiu)表達(da)機(ji)(ji)制本身(shen)(shen)是企(qi)(qi)業加(jia)強與職工(gong)的(de)(de)(de)(de)交流、增強與職工(gong)的(de)(de)(de)(de)溝(gou)通(tong),合理(li)處理(li)職工(gong)所(suo)(suo)反映問題的(de)(de)(de)(de)機(ji)(ji)制,也(ye)是員(yuan)工(gong)通(tong)過(guo)合法正(zheng)當的(de)(de)(de)(de)途徑和(he)方式,表達(da)自身(shen)(shen)需求(qiu)(qiu)和(he)意(yi)見,以實(shi)現(xian)和(he)維護(hu)自身(shen)(shen)利(li)(li)益(yi)的(de)(de)(de)(de)機(ji)(ji)制,旨在通(tong)過(guo)形成和(he)諧(xie)的(de)(de)(de)(de)員(yuan)工(gong)隊伍來推動和(he)諧(xie)企(qi)(qi)業的(de)(de)(de)(de)建設。機(ji)(ji)制的(de)(de)(de)(de)關鍵在于企(qi)(qi)業的(de)(de)(de)(de)決(jue)策(ce)是否符(fu)合職工(gong)的(de)(de)(de)(de)意(yi)愿,是否把職工(gong)的(de)(de)(de)(de)利(li)(li)益(yi)放在首要(yao)位置去考(kao)慮,重(zhong)點(dian)是解(jie)決(jue)好職工(gong)的(de)(de)(de)(de)實(shi)際困(kun)難,要(yao)及時傾(qing)聽職工(gong)的(de)(de)(de)(de)呼聲(sheng),理(li)解(jie)職工(gong)的(de)(de)(de)(de)想法,急(ji)職工(gong)之(zhi)所(suo)(suo)急(ji),想職工(gong)之(zhi)所(suo)(suo)想,使利(li)(li)益(yi)訴求(qiu)(qiu)表達(da)機(ji)(ji)制成為促進企(qi)(qi)業發展的(de)(de)(de)(de)一(yi)種長期的(de)(de)(de)(de)穩定的(de)(de)(de)(de)機(ji)(ji)制和(he)平臺,把最基層、最普遍的(de)(de)(de)(de)心聲(sheng)直接傳遞(di)給(gei)決(jue)策(ce)層,使決(jue)策(ce)成為關注民生、促進生產的(de)(de)(de)(de)重(zhong)要(yao)體現(xian),從(cong)而營造“心齊(qi)、氣順、勁足、和(he)諧(xie)”的(de)(de)(de)(de)企(qi)(qi)業發展氛圍。

(二)健全利(li)益訴求表(biao)達機制是做(zuo)好內退(tui)職(zhi)工(gong)隊(dui)伍穩定的(de)需要。內退(tui)職(zhi)工(gong)的(de)管(guan)理和服務工(gong)作(zuo)(zuo)雖然不(bu)是公司的(de)主要工(gong)作(zuo)(zuo)大局,但能(neng)影響大局,雖然不(bu)是公司工(gong)作(zuo)(zuo)的(de)中(zhong)(zhong)心但能(neng)牽(qian)動中(zhong)(zhong)心。

(三)健(jian)全利(li)益訴(su)求(qiu)表達(da)機制是內(nei)退(tui)職工的(de)(de)心(xin)聲所(suo)在。通(tong)過(guo)利(li)益訴(su)求(qiu)表達(da)可以隨時聽取他(ta)(ta)(ta)們(men)(men)的(de)(de)心(xin)聲,了解他(ta)(ta)(ta)們(men)(men)的(de)(de)困難。同時隨著企業利(li)益的(de)(de)不斷調整,內(nei)退(tui)職工的(de)(de)利(li)益訴(su)求(qiu)多變性(xing)、差(cha)異性(xing)逐(zhu)漸增強,對服務的(de)(de)要求(qiu)也(ye)越來(lai)越高,他(ta)(ta)(ta)們(men)(men)的(de)(de)利(li)益訴(su)求(qiu)表達(da)意識日益增強,通(tong)過(guo)利(li)益訴(su)求(qiu)表達(da)可以給他(ta)(ta)(ta)們(men)(men)一(yi)個訴(su)說的(de)(de)機會和提供一(yi)個宣泄心(xin)中(zhong)郁悶的(de)(de)平臺,以達(da)到心(xin)理上(shang)的(de)(de)平衡。

二(er)、內(nei)退職(zhi)工利益訴(su)求(qiu)的(de)主要內(nei)容、工作(zuo)的(de)現(xian)狀和完善的(de)利益訴(su)求(qiu)表達機制工作(zuo)流程

(一)主要內(nei)容(rong):內(nei)退職工(gong)利(li)益(yi)(yi)訴求(qiu)的內(nei)容(rong)多種多樣,但最主要的表現(xian)在工(gong)資收入總量相對較低;子(zi)女就業;住(zhu)房分(fen)配;困難救助等涉(she)及(ji)職工(gong)利(li)益(yi)(yi)方面的問題。

(二)工作現(xian)狀:一是多(duo)年來為了維護內(nei)(nei)(nei)退(tui)職(zhi)工隊伍的(de)穩定(ding),陸(lu)續(xu)制定(ding)和(he)(he)形(xing)成了一些內(nei)(nei)(nei)退(tui)職(zhi)工利益訴(su)求表達的(de)程序模式和(he)(he)辦法,但系(xi)統性(xing)(xing)不夠。二是目前(qian)現(xian)有的(de)內(nei)(nei)(nei)退(tui)職(zhi)工利益訴(su)求表達機制流(liu)程不夠簡(jian)潔(jie)和(he)(he)嚴密,實用性(xing)(xing)不強,沒有形(xing)成適合于(yu)內(nei)(nei)(nei)退(tui)職(zhi)工利益訴(su)求表達的(de)機制體(ti)系(xi)。三是對內(nei)(nei)(nei)退(tui)職(zhi)工利益訴(su)求的(de)答(da)復、解決(jue)問題的(de)效率(lv)有待(dai)于(yu)提(ti)高,解決(jue)問題的(de)方法有待(dai)于(yu)創新。

(三(san))工(gong)作流(liu)程:對內退(tui)職(zhi)工(gong)的來(lai)電、來(lai)信、郵件(jian)和(he)來(lai)訪,內退(tui)管(guan)理(li)中心均實行(xing)登記制度,以便(bian)于相互聯系、訴求辦(ban)理(li)和(he)效(xiao)果跟蹤。對職(zhi)工(gong)的訴求進行(xing)登記后,要進行(xing)分(fen)(fen)析、分(fen)(fen)類和(he)梳理(li),對職(zhi)工(gong)訴求中帶(dai)有普遍(bian)性的問(wen)題,及時向上級業務部門(men)報告,并根據實際情況提出辦(ban)理(li)的意見或(huo)建(jian)議作為呈辦(ban)工(gong)作。

三、內退職工(gong)利益訴求表(biao)達機制運行體系

為了(le)確保(bao)這(zhe)一(yi)機制的(de)正常運(yun)行,中心(xin)成立了(le)一(yi)個領導小組、兩(liang)層機構、三個工作制度、“四心(xin)”服(fu)務宗旨、五項辦事程(cheng)序、六種信息收集網絡(luo)。

(一(yi)(yi)(yi))一(yi)(yi)(yi)個(ge)領導(dao)小組。由中心工會主(zhu)席任組長成(cheng)立職工利益(yi)訴求受(shou)理(li)領導(dao)小組,統一(yi)(yi)(yi)領導(dao),用(yong)同一(yi)(yi)(yi)個(ge)聲音,為這一(yi)(yi)(yi)機制(zhi)的良性運行(xing)提供組織保障。

(二)兩層管理機(ji)構(gou)。一是中心(xin)機(ji)關;二是各基層內退(tui)支(zhi)會。中心(xin)機(ji)關工(gong)作人(ren)員必(bi)須(xu)熱(re)情接(jie)待(dai)(dai)來訪人(ren)員;基層支(zhi)會統一由各支(zhi)會主(zhu)席接(jie)待(dai)(dai)受理。

(三(san)(san))三(san)(san)個(ge)工(gong)作(zuo)制(zhi)度(du)。一(yi)是(shi)建立了首問責任制(zhi)度(du)。凡是(shi)內(nei)退職(zhi)工(gong)到中心來訴(su)求,無論找到哪個(ge)科室、哪個(ge)工(gong)作(zuo)人員(yuan)都必須熱情(qing)接待,不的(de)(de)(de)(de)推諉(wei),并將訴(su)求人員(yuan)帶領到有關(guan)的(de)(de)(de)(de)科室。二是(shi)堅(jian)持(chi)支(zhi)會主席(xi)例會制(zhi)度(du)。中心堅(jian)持(chi)每月的(de)(de)(de)(de)第一(yi)個(ge)禮拜召開支(zhi)會主席(xi)例會,協(xie)商處理職(zhi)工(gong)的(de)(de)(de)(de)有關(guan)訴(su)求事宜(yi)。三(san)(san)是(shi)堅(jian)持(chi)思(si)想動(dong)態(tai)分析(xi)總結制(zhi)度(du)。中心工(gong)會每季度(du)最(zui)后一(yi)周組織召開由中心工(gong)作(zuo)人員(yuan)、基層支(zhi)會主席(xi)參(can)加的(de)(de)(de)(de)內(nei)退職(zhi)工(gong)思(si)想動(dong)態(tai)分析(xi)會,除對當期的(de)(de)(de)(de)受(shou)理事項進行通報說明外,總結分析(xi)內(nei)退職(zhi)工(gong)的(de)(de)(de)(de)近期思(si)想動(dong)態(tai)。

(四(si))大力(li)推行“四(si)心(xin)(xin)”服務宗(zong)旨。為(wei)了減少來訪人(ren)(ren)員的怨(yuan)氣、消除火氣、不(bu)讓(rang)職工生氣,要(yao)求對來訪人(ren)(ren)員必須做到“四(si)心(xin)(xin)”。熱心(xin)(xin):禮貌待(dai)人(ren)(ren),熱心(xin)(xin)接待(dai)。細心(xin)(xin):仔細認真,馬虎不(bu)得。耐心(xin)(xin):不(bu)厭其煩,釋疑(yi)解惑。愛(ai)心(xin)(xin):以人(ren)(ren)為(wei)本,換位(wei)思考。

(五(wu))明確(que)五(wu)項辦(ban)事(shi)程序(xu)。五(wu)項辦(ban)事(shi)程序(xu)即:呈辦(ban)、自辦(ban)、協(xie)辦(ban)、轉辦(ban)和(he)督辦(ban)。“五(wu)辦(ban)”工(gong)作程序(xu)鏈(lian)的(de)形成,確(que)保內退(tui)職工(gong)各種利益訴(su)求落到實(shi)處(chu),提高了職工(gong)對訴(su)求事(shi)項解決的(de)滿意度,同時也(ye)體現了中心(xin)工(gong)會建立和(he)完善內退(tui)職工(gong)利益訴(su)求表達機制(zhi),旨在為職工(gong)誠(cheng)心(xin)誠(cheng)意辦(ban)實(shi)事(shi),盡心(xin)盡力解難事(shi),堅持(chi)不懈做好事(shi)的(de)內涵。

0 引言

輿情,《現代漢(han)語詞典》解釋(shi)為:公眾的意見(jian)和(he)態度(du)。車間(jian)立(li)體化輿情動態疏導(dao)體系,就是通(tong)過360+365式(shi)全方位、全過程對職工意見(jian)和(he)態度(du)進行收(shou)集、研判、分析(xi)、處置和(he)總結,及時掌(zhang)握(wo)一些苗(miao)頭(tou)性(xing)、傾向性(xing)問(wen)題,加強(qiang)正確控制和(he)引導(dao),保(bao)持車間(jian)和(he)諧(xie)穩定(ding),為實現企業持續健康發展,全力推(tui)動黃金(jin)葉品牌“中原(yuan)突破”提供堅強(qiang)的思想政治保(bao)證。

1 建立(li)車間立(li)體(ti)化輿情動態疏導體(ti)系的必要(yao)性

1.1 建立車間立體(ti)化輿情動(dong)態疏導體(ti)系是適應(ying)公司(si)發(fa)展的(de)需要 2012年(nian),黃金葉品牌中(zhong)原突破(po)進入(ru)承上啟下的(de)關鍵之年(nian)。保持公司(si)發(fa)展好(hao)的(de)趨勢(shi)、好(hao)的(de)態勢(shi)和(he)好(hao)的(de)氣(qi)勢(shi),需要全體(ti)職(zhi)工(gong)(gong)(gong)滿(man)腔熱情、富(fu)有激情、充滿(man)智慧、奮力(li)創新的(de)工(gong)(gong)(gong)作(zuo)(zuo)狀態,需要思(si)(si)想(xiang)政(zheng)治(zhi)(zhi)工(gong)(gong)(gong)作(zuo)(zuo)為企(qi)業(ye)發(fa)展提供(gong)強(qiang)有力(li)的(de)政(zheng)治(zhi)(zhi)保證。而目前我廠(chang)的(de)思(si)(si)想(xiang)動(dong)態預警機制(zhi)基本上還停留在每月(yue)一(yi)(yi)次上報的(de)思(si)(si)想(xiang)動(dong)態月(yue)報上面(mian),行政(zheng)調查干預性強(qiang),職(zhi)工(gong)(gong)(gong)被管(guan)的(de)感(gan)覺(jue)明顯,容易產(chan)生逆反心理,職(zhi)工(gong)(gong)(gong)思(si)(si)想(xiang)預警工(gong)(gong)(gong)作(zuo)(zuo)成為困繞(rao)車間、企(qi)業(ye)及(ji)至公司(si)思(si)(si)想(xiang)政(zheng)治(zhi)(zhi)工(gong)(gong)(gong)作(zuo)(zuo)的(de)一(yi)(yi)大難(nan)題。

1.2 建立車(che)間(jian)立體(ti)化輿情動態疏導體(ti)系是適(shi)應車(che)間(jian)發展的(de)需要 卷包車(che)間(jian)現有職工(gong)374人,由(you)于軟硬(ying)盒生產不(bu)匹配等(deng)無(wu)法(fa)(fa)依靠自身力(li)量克服的(de)問題的(de)存在,無(wu)形之中帶來(lai)了收入差距拉大(da)、機組人員休息(xi)(xi)時(shi)(shi)間(jian)不(bu)等(deng)等(deng)客(ke)觀問題,少(shao)部分職工(gong)一個(ge)月累計休息(xi)(xi)時(shi)(shi)間(jian)有的(de)多達10余天,在其休息(xi)(xi)期(qi)間(jian),車(che)間(jian)無(wu)法(fa)(fa)行駛管理(li)權限(xian),而且休息(xi)(xi)人員容易受到(dao)外來(lai)因(yin)素的(de)干擾,可能出現思想教育漏洞。因(yin)此(ci),如何將思想政治工(gong)作(zuo)輻射到(dao)每一位(wei)職工(gong),涵蓋到(dao)每一個(ge)時(shi)(shi)間(jian)段成為車(che)間(jian)開(kai)展思想政治工(gong)作(zuo)的(de)一項重要研究(jiu)課題。

1.3 建立車間立體化(hua)輿(yu)情動(dong)態疏(shu)導體系是適應職工(gong)思想多樣化(hua)特點的(de)(de)需要(yao) 在當前社會條件(jian)下,職工(gong)的(de)(de)思想趨于多元化(hua),想法(fa)較為復雜,干部職工(gong)的(de)(de)民主(zhu)意(yi)識(shi)、平等意(yi)識(shi)、權(quan)(quan)利(li)意(yi)識(shi)不斷(duan)增(zeng)強,反映的(de)(de)問題(ti)也由(you)原來(lai)(lai)的(de)(de)以經(jing)濟利(li)益(yi)(yi)訴(su)求(qiu)(qiu)(qiu)為主(zhu)開(kai)始向經(jing)濟利(li)益(yi)(yi)、社會文化(hua)及(ji)公(gong)共利(li)益(yi)(yi)等方面(mian)(mian)延伸和(he)(he)(he)轉化(hua),已由(you)基本勞動(dong)權(quan)(quan)益(yi)(yi)向追求(qiu)(qiu)(qiu)體面(mian)(mian)勞動(dong)和(he)(he)(he)發展(zhan)機會轉變;訴(su)求(qiu)(qiu)(qiu)方式也由(you)原來(lai)(lai)影響面(mian)(mian)較小的(de)(de)口頭訴(su)求(qiu)(qiu)(qiu)、書面(mian)(mian)訴(su)求(qiu)(qiu)(qiu)轉化(hua)為影響和(he)(he)(he)波及(ji)面(mian)(mian)更大的(de)(de)網上訴(su)求(qiu)(qiu)(qiu)和(he)(he)(he)微博訴(su)求(qiu)(qiu)(qiu),加之,隨(sui)著利(li)益(yi)(yi)格局的(de)(de)調整,每當有群(qun)體利(li)益(yi)(yi)發生(sheng)變化(hua)時,基于共同的(de)(de)利(li)益(yi)(yi)訴(su)求(qiu)(qiu)(qiu),往(wang)往(wang)容易引起(qi)群(qun)體反映,思想穩定(ding)工(gong)作面(mian)(mian)臨(lin)著更大的(de)(de)壓力和(he)(he)(he)挑戰。

2 建立車(che)間立體化輿情動態疏導體系的基本(ben)思路(lu)

①著(zhu)(zhu)力解(jie)決思(si)想意識問(wen)(wen)題(ti)。雖(sui)然(ran)在工(gong)(gong)作(zuo)(zuo)中(zhong)大(da)部分管(guan)(guan)(guan)理(li)人員(yuan)比較重視(shi)輿(yu)(yu)(yu)(yu)情(qing)(qing)(qing)管(guan)(guan)(guan)控(kong),但有時敏(min)(min)感性不強。建立(li)車間立(li)體(ti)化輿(yu)(yu)(yu)(yu)情(qing)(qing)(qing)動(dong)(dong)態疏導(dao)體(ti)系就是要讓更多的(de)管(guan)(guan)(guan)理(li)人員(yuan)參與(yu)到輿(yu)(yu)(yu)(yu)情(qing)(qing)(qing)管(guan)(guan)(guan)控(kong)中(zhong)來,增強輿(yu)(yu)(yu)(yu)情(qing)(qing)(qing)管(guan)(guan)(guan)控(kong)的(de)敏(min)(min)感性,確保反映的(de)問(wen)(wen)題(ti)全面(mian)、客(ke)觀(guan),及早引(yin)導(dao)、教育(yu)或者(zhe)澄清、糾正問(wen)(wen)題(ti)。②著(zhu)(zhu)力解(jie)決統籌(chou)協調的(de)問(wen)(wen)題(ti)。車間現有四個班(ban)(ban)(ban)組(zu)(zu),每個班(ban)(ban)(ban)組(zu)(zu)之間既有共性,也有個性。通過建立(li)車間立(li)體(ti)化輿(yu)(yu)(yu)(yu)情(qing)(qing)(qing)動(dong)(dong)態疏導(dao)體(ti)系,可(ke)以形成(cheng)信(xin)息的(de)共享機(ji)制,一個班(ban)(ban)(ban)組(zu)(zu)發現輿(yu)(yu)(yu)(yu)情(qing)(qing)(qing)信(xin)息,通過輿(yu)(yu)(yu)(yu)情(qing)(qing)(qing)管(guan)(guan)(guan)理(li)員(yuan)傳遞給各個班(ban)(ban)(ban)組(zu)(zu),及時溝(gou)通、交流(liu),使工(gong)(gong)作(zuo)(zuo)處于(yu)主動(dong)(dong)狀態。③著(zhu)(zhu)力解(jie)決應對能力的(de)問(wen)(wen)題(ti)。一些管(guan)(guan)(guan)理(li)人員(yuan)對于(yu)輿(yu)(yu)(yu)(yu)情(qing)(qing)(qing)管(guan)(guan)(guan)控(kong)缺乏經驗,建立(li)車間立(li)體(ti)化輿(yu)(yu)(yu)(yu)情(qing)(qing)(qing)動(dong)(dong)態疏導(dao)體(ti)系,就是加強對輿(yu)(yu)(yu)(yu)情(qing)(qing)(qing)信(xin)息的(de)分析、研判,分清主次,分清輕(qing)重緩急,避免工(gong)(gong)作(zuo)(zuo)中(zhong)的(de)拖、壓等方式,爭取輿(yu)(yu)(yu)(yu)情(qing)(qing)(qing)引(yin)導(dao)的(de)最佳時機(ji)。

3 建立立體化(hua)輿情(qing)疏導體系的主(zhu)要做(zuo)法(fa)

3.1 建(jian)立信(xin)息收(shou)集(ji)機制,解決立體化輿情疏(shu)導體系由(you)誰來開(kai)展的(de)(de)問(wen)題(ti) 此(ci)項工(gong)(gong)(gong)作(zuo)(zuo)分為兩(liang)步(bu),第(di)一步(bu)是(shi)成(cheng)立專(zhuan)門的(de)(de)信(xin)息收(shou)集(ji)小(xiao)組,由(you)車間(jian)、班(ban)(ban)(ban)組形成(cheng)兩(liang)級辦(ban)事公開(kai)、民主管理(li)(li)委員(yuan)會(hui),分別由(you)跟班(ban)(ban)(ban)主任(ren)、班(ban)(ban)(ban)組骨(gu)干、黨(dang)小(xiao)組長(chang)、機組長(chang)、后勤組長(chang)、職工(gong)(gong)(gong)代表組成(cheng),他們是(shi)與各崗位職工(gong)(gong)(gong)接(jie)觸最多的(de)(de)人員(yuan),通過(guo)搭建(jian)的(de)(de)工(gong)(gong)(gong)作(zuo)(zuo)平臺(tai)可以(yi)了解職工(gong)(gong)(gong)的(de)(de)真實(shi)想法和一些熱(re)點、敏感問(wen)題(ti)。由(you)支(zhi)部書記和管理(li)(li)人員(yuan)組成(cheng)的(de)(de)車間(jian)勞動爭(zheng)議小(xiao)組,方(fang)便對各類政策(ce)性問(wen)題(ti)、基礎管理(li)(li)、創新管理(li)(li)方(fang)法進行細致(zhi)、全面(mian)地解讀。第(di)二步(bu)是(shi)開(kai)展信(xin)息收(shou)集(ji)工(gong)(gong)(gong)作(zuo)(zuo)。經過(guo)多次(ci)討論,結(jie)合(he)生產班(ban)(ban)(ban)職工(gong)(gong)(gong)“三班(ban)(ban)(ban)三運(yun)轉”工(gong)(gong)(gong)作(zuo)(zuo)模式(shi),車間(jian)信(xin)息收(shou)集(ji)小(xiao)組成(cheng)員(yuan)確定以(yi)時(shi)間(jian)點劃分,開(kai)展八(ba)小(xiao)時(shi)以(yi)內(nei)和八(ba)小(xiao)時(shi)以(yi)外兩(liang)個時(shi)間(jian)段的(de)(de)信(xin)息收(shou)集(ji)工(gong)(gong)(gong)作(zuo)(zuo)。八(ba)小(xiao)時(shi)以(yi)內(nei)的(de)(de)工(gong)(gong)(gong)作(zuo)(zuo)主要通過(guo)黨(dang)支(zhi)部、分會(hui)、班(ban)(ban)(ban)組通道(dao)(dao)開(kai)展,八(ba)小(xiao)時(shi)以(yi)外的(de)(de)工(gong)(gong)(gong)作(zuo)(zuo)主要通過(guo)網絡通道(dao)(dao)開(kai)展。

黨支部(bu)(bu)信息(xi)(xi)(xi)通(tong)(tong)(tong)道(dao)(dao)主(zhu)(zhu)(zhu)要包括設立“車(che)間主(zhu)(zhu)(zhu)任、支部(bu)(bu)書記(ji)信箱,”每周開展“車(che)間主(zhu)(zhu)(zhu)任接待日(ri)”活(huo)動(dong),車(che)間主(zhu)(zhu)(zhu)任、黨支部(bu)(bu)書記(ji)可以直接聽(ting)取(qu)職(zhi)工(gong)(gong)(gong)對(dui)車(che)間發(fa)展的(de)(de)(de)意(yi)(yi)見(jian)和(he)建(jian)議;每季度召開一次黨員(yuan)(yuan)大會(hui),黨小組(zu)(zu)定期開展學習活(huo)動(dong)、文體(ti)活(huo)動(dong)、思想(xiang)(xiang)(xiang)匯報工(gong)(gong)(gong)作(zuo)(zuo)收(shou)集(ji)(ji)職(zhi)工(gong)(gong)(gong)思想(xiang)(xiang)(xiang)動(dong)態;分(fen)會(hui)信息(xi)(xi)(xi)通(tong)(tong)(tong)道(dao)(dao)主(zhu)(zhu)(zhu)要由班組(zu)(zu)長收(shou)集(ji)(ji)卷接機(ji)組(zu)(zu)、包裝機(ji)組(zu)(zu)、電修組(zu)(zu)等(deng)各組(zu)(zu)職(zhi)工(gong)(gong)(gong)信息(xi)(xi)(xi),由機(ji)組(zu)(zu)長及時掌握職(zhi)工(gong)(gong)(gong)的(de)(de)(de)家庭狀(zhuang)況(kuang),由女職(zhi)工(gong)(gong)(gong)管理員(yuan)(yuan)收(shou)集(ji)(ji)女工(gong)(gong)(gong)思想(xiang)(xiang)(xiang)情況(kuang),職(zhi)工(gong)(gong)(gong)代表(biao)通(tong)(tong)(tong)過(guo)日(ri)常工(gong)(gong)(gong)作(zuo)(zuo)溝(gou)通(tong)(tong)(tong)、聊(liao)天、交流(liu),收(shou)集(ji)(ji)一般職(zhi)工(gong)(gong)(gong)思想(xiang)(xiang)(xiang)情況(kuang),聽(ting)取(qu)職(zhi)工(gong)(gong)(gong)的(de)(de)(de)意(yi)(yi)見(jian)和(he)建(jian)議;班組(zu)(zu)信息(xi)(xi)(xi)通(tong)(tong)(tong)道(dao)(dao)則是發(fa)揮班組(zu)(zu)跟班主(zhu)(zhu)(zhu)任、班組(zu)(zu)長的(de)(de)(de)作(zuo)(zuo)用(yong),深入(ru)機(ji)臺一線,從廣為流(liu)傳(chuan)的(de)(de)(de)口頭禪、“段(duan)子”和(he)“小道(dao)(dao)消(xiao)息(xi)(xi)(xi)”中(zhong)捕捉輿情,了解職(zhi)工(gong)(gong)(gong)思想(xiang)(xiang)(xiang)信息(xi)(xi)(xi)。網(wang)絡信息(xi)(xi)(xi)通(tong)(tong)(tong)道(dao)(dao)是要充(chong)分(fen)利用(yong)網(wang)絡,將網(wang)絡作(zuo)(zuo)為反映職(zhi)工(gong)(gong)(gong)思想(xiang)(xiang)(xiang)動(dong)態的(de)(de)(de)“晴雨表(biao)”,引進(jin)QQ群、微(wei)博等(deng)新(xin)的(de)(de)(de)信息(xi)(xi)(xi)溝(gou)通(tong)(tong)(tong)渠道(dao)(dao),以班為單(dan)位建(jian)立職(zhi)工(gong)(gong)(gong)交流(liu)平臺,加強信息(xi)(xi)(xi)監控,及時了解職(zhi)工(gong)(gong)(gong)非工(gong)(gong)(gong)作(zuo)(zuo)日(ri)的(de)(de)(de)行蹤(zong)和(he)思想(xiang)(xiang)(xiang),保證信息(xi)(xi)(xi)流(liu)的(de)(de)(de)暢通(tong)(tong)(tong)上(shang)行和(he)信息(xi)(xi)(xi)量的(de)(de)(de)充(chong)分(fen)獲取(qu)。

一、完善工會(hui)組織(zhi)管理機制,充分發揮工會(hui)組織(zhi)的作用

(一)根據我局(ju)人員實際(ji)情況(kuang)及(ji)時落實責(ze)任(ren)人,以學習新知識(shi)、掌握新技能、樹立新觀念為重點,建(jian)立“學習型組織”活動,開展提合理化建(jian)議、創新工(gong)作(zuo)的活動。(二)加強工(gong)會(hui)委員會(hui)自身建(jian)設(she)。制(zhi)定(ding)工(gong)會(hui)工(gong)作(zuo)規則、委員職責(ze),主席分工(gong)工(gong)作(zuo),根據年(nian)度工(gong)作(zuo)安排,認(ren)真履行責(ze)任(ren)。

二、健全職工權益保障機制,盡職盡責(ze)為職工辦實(shi)事
