民生資金籌集方案
為(wei)深入貫徹(che)黨的十七(qi)精神,認真(zhen)落實(shi)科學發展觀,著力(li)(li)保障和改善民(min)生,提高政府公共服(fu)務能力(li)(li),切實(shi)抓好民(min)生工(gong)程(cheng)(cheng)的工(gong)作,促進和諧社會建設,根(gen)據**省人民(min)政府《**省人民(min)政府關(guan)于深入實(shi)施民(min)生工(gong)程(cheng)(cheng)的意見》皖政[2008]3號(hao),**省財(cai)(cai)政廳《關(guan)于2008年民(min)生工(gong)程(cheng)(cheng)資金籌措有關(guan)問題的通知》(財(cai)(cai)辦(ban)[2008]59號(hao))文件(jian)的精神,結合我縣(xian)實(shi)際情況,確保各(ge)項民(min)生工(gong)程(cheng)(cheng)順利實(shi)施,現制定如下資金籌集方案:
一、完善農村(cun)居民最(zui)低(di)(di)生活保(bao)障制度。2008年我縣農村(cun)低(di)(di)保(bao)實(shi)施擴面提標。全縣保(bao)障人(ren)(ren)數(shu)由14332人(ren)(ren)增加到(dao)21490萬人(ren)(ren),低(di)(di)保(bao)線由人(ren)(ren)年均(jun)(jun)683元(yuan)(yuan)提高(gao)到(dao)860元(yuan)(yuan)。原納入低(di)(di)保(bao)范圍的(de)14332人(ren)(ren)補(bu)差標準由人(ren)(ren)年均(jun)(jun)380元(yuan)(yuan)提高(gao)到(dao)437元(yuan)(yuan),人(ren)(ren)年均(jun)(jun)增加57元(yuan)(yuan);2008年新(xin)納入低(di)(di)保(bao)范圍的(de)7158人(ren)(ren)補(bu)差標準為177元(yuan)(yuan)。擴面提標所需資金仍按《**省(sheng)人(ren)(ren)民政府關于實(shi)施十二(er)項民生工(gong)程促進和諧**建(jian)設的(de)意見》(皖(wan)政〔2007〕3號)執行,即(ji)省(sheng)財政承(cheng)擔(dan)(dan)70%,縣承(cheng)擔(dan)(dan)30%。
二、推進新(xin)型農村合作醫療制度(du)。新(xin)農合籌(chou)資標準為每(mei)人每(mei)年(nian)100元,其中:中央財(cai)(cai)政人均補(bu)(bu)助40元,省財(cai)(cai)政對所有建立新(xin)農合制度(du)的地(di)區人均補(bu)(bu)助30元,縣(xian)財(cai)(cai)政人均補(bu)(bu)助10元,農民個人繳費20元。
三、實(shi)施城鄉義(yi)務教(jiao)(jiao)育經費保障機制改革。向農村義(yi)務教(jiao)(jiao)育階段學生免費提供國家課程教(jiao)(jiao)科書,所(suo)需資(zi)金(jin)由(you)中(zhong)(zhong)(zhong)(zhong)央財政負(fu)擔(dan);農村義(yi)務教(jiao)(jiao)育階段中(zhong)(zhong)(zhong)(zhong)小學公用經費資(zi)金(jin)由(you)中(zhong)(zhong)(zhong)(zhong)央和省財政共(gong)擔(dan);補(bu)助農村貧(pin)困寄宿生生活費所(suo)需資(zi)金(jin),中(zhong)(zhong)(zhong)(zhong)央按(an)照落(luo)實(shi)基本標準所(suo)需經費總(zong)額的50%給(gei)予(yu)獎勵性補(bu)助,地方財政應(ying)承(cheng)擔(dan)的50%部(bu)分由(you)市(shi)、縣(區)承(cheng)擔(dan)。
四、實施廣播電(dian)視“村村通”工程。國家核定2007年—2010年我省(sheng)20戶以上“盲(mang)村”30404個,按照每個“盲(mang)村”1萬元的(de)補助標準共需投入(ru)資金30404萬元,我縣(xian)沒(mei)有項目。

一、籌集對象
凡注冊地和(he)(he)經營地均(jun)在本(ben)區范圍(wei)內的(de)各類(lei)經濟組織(集體企(qi)業、私(si)營企(qi)業、三(san)資企(qi)業、各類(lei)混合型企(qi)業,以(yi)下簡(jian)稱(cheng)企(qi)業)應(ying)當為本(ben)單位未參加(jia)城(cheng)鎮(zhen)職工醫(yi)療保險(xian)(xian)、小城(cheng)鎮(zhen)社會保險(xian)(xian)和(he)(he)外來(lai)人員綜(zong)合保險(xian)(xian)(以(yi)下簡(jian)稱(cheng)城(cheng)保、鎮(zhen)保和(he)(he)綜(zong)保)的(de)雇傭員工繳納(na)合作醫(yi)療企(qi)業扶持(chi)資金(jin)。
二、籌集部門
各(ge)鎮人民政府、工業(ye)區(qu)管委(wei)會為區(qu)合作(zuo)醫(yi)療企業(ye)扶持資金籌集的責任主體部(bu)門,區(qu)政研室、財政部(bu)門、合作(zuo)醫(yi)療管理機構、稅務部(bu)門、勞動保障部(bu)門、農業(ye)銀(yin)行支行協(xie)助開展此項(xiang)工作(zuo)。

一、我國社(she)會(hui)保險(xian)制度及其資金(jin)籌集機制概述

從我國物流(liu)行(xing)業(ye)固定(ding)資(zi)產技(ji)術(shu)含量來(lai)看,總(zong)體技(ji)術(shu)裝備落后:所擁(yong)有的設(she)備和設(she)施,大多數是二十世紀六七(qi)十年代(dai)興建或配置的,大部分已(yi)經陳舊、老化;高效(xiao)專用運(yun)輸車輛少,裝卸搬運(yun)機(ji)械化水(shui)平低。物流(liu)企業(ye)在利(li)用資(zi)產進行(xing)抵押融(rong)資(zi)時(shi),由于(yu)資(zi)產信(xin)用度不(bu)高,金(jin)融(rong)機(ji)構對其評估價格自然(ran)偏低。同時(shi),從金(jin)融(rong)機(ji)構角度來(lai)看,物流(liu)企業(ye)資(zi)產技(ji)術(shu)水(shui)平偏低,發展潛力不(bu)足,銀行(xing)不(bu)愿(yuan)對其貸款,物流(liu)企業(ye)通過金(jin)融(rong)機(ji)構融(rong)資(zi)額度有限。

隨著各級(ji)政(zheng)(zheng)(zheng)府(fu)(fu)財(cai)政(zheng)(zheng)(zheng)實力的(de)(de)(de)持(chi)(chi)(chi)續增強(qiang),以(yi)及農(nong)民(min)(min)(min)個(ge)(ge)(ge)人(ren)經(jing)(jing)濟(ji)收入(ru)(ru)(ru)水(shui)平(ping)(ping)的(de)(de)(de)持(chi)(chi)(chi)續提高,可(ke)以(yi)嘗試引入(ru)(ru)(ru)類似商業化保險(xian)模式,分別建(jian)(jian)立政(zheng)(zheng)(zheng)府(fu)(fu)財(cai)政(zheng)(zheng)(zheng)收入(ru)(ru)(ru)、農(nong)民(min)(min)(min)經(jing)(jing)濟(ji)收入(ru)(ru)(ru)與(yu)(yu)(yu)籌(chou)(chou)(chou)資額度(du)緊密銜接的(de)(de)(de)動(dong)態籌(chou)(chou)(chou)資機(ji)制。一(yi)是(shi)根據(ju)各地經(jing)(jing)濟(ji)發(fa)(fa)展情況,構建(jian)(jian)農(nong)民(min)(min)(min)經(jing)(jing)濟(ji)收入(ru)(ru)(ru)與(yu)(yu)(yu)年(nian)(nian)(nian)度(du)參合費用的(de)(de)(de)匹(pi)配模型(xing),確保農(nong)民(min)(min)(min)籌(chou)(chou)(chou)資水(shui)平(ping)(ping)與(yu)(yu)(yu)農(nong)民(min)(min)(min)個(ge)(ge)(ge)人(ren)收入(ru)(ru)(ru)水(shui)平(ping)(ping)成比(bi)例(li),籌(chou)(chou)(chou)資標(biao)準(zhun)(zhun)能隨收入(ru)(ru)(ru)的(de)(de)(de)增長(chang)(chang)而(er)自動(dong)增長(chang)(chang)。當前總(zong)體上(shang),全(quan)國農(nong)民(min)(min)(min)的(de)(de)(de)個(ge)(ge)(ge)人(ren)籌(chou)(chou)(chou)資比(bi)例(li)為(wei)其(qi)經(jing)(jing)濟(ji)收入(ru)(ru)(ru)的(de)(de)(de)為(wei)1%~2%,但對于特困地區農(nong)民(min)(min)(min)來說,由于個(ge)(ge)(ge)人(ren)經(jing)(jing)濟(ji)收入(ru)(ru)(ru)資金(jin)(jin)總(zong)量少,對籌(chou)(chou)(chou)資標(biao)準(zhun)(zhun)變化的(de)(de)(de)感(gan)知強(qiang)烈,應該將其(qi)浮動(dong)區間(jian)設在0.9%~1%之(zhi)間(jian)更為(wei)合理;對于經(jing)(jing)濟(ji)狀況相(xiang)對較好的(de)(de)(de)地區農(nong)村(cun),地方政(zheng)(zheng)(zheng)府(fu)(fu)可(ke)以(yi)從提高當地農(nong)村(cun)醫(yi)(yi)(yi)療保障水(shui)平(ping)(ping)出發(fa)(fa),適當提高農(nong)民(min)(min)(min)個(ge)(ge)(ge)人(ren)籌(chou)(chou)(chou)資水(shui)平(ping)(ping)。二是(shi)各級(ji)政(zheng)(zheng)(zheng)府(fu)(fu)也應建(jian)(jian)立財(cai)政(zheng)(zheng)(zheng)收入(ru)(ru)(ru)與(yu)(yu)(yu)年(nian)(nian)(nian)度(du)農(nong)村(cun)醫(yi)(yi)(yi)療保障資金(jin)(jin)的(de)(de)(de)匹(pi)配模型(xing),根據(ju)財(cai)政(zheng)(zheng)(zheng)收入(ru)(ru)(ru)的(de)(de)(de)增長(chang)(chang)情況、醫(yi)(yi)(yi)療費用的(de)(de)(de)上(shang)漲(zhang)情況等(deng)因素持(chi)(chi)(chi)續提高對新型(xing)農(nong)村(cun)合作醫(yi)(yi)(yi)療保障制度(du)的(de)(de)(de)支持(chi)(chi)(chi)水(shui)平(ping)(ping)。2014年(nian)(nian)(nian)1月(yue)至6月(yue)全(quan)國財(cai)政(zheng)(zheng)(zheng)收入(ru)(ru)(ru)增長(chang)(chang)8.8%,中央政(zheng)(zheng)(zheng)府(fu)(fu)對農(nong)民(min)(min)(min)個(ge)(ge)(ge)人(ren)的(de)(de)(de)資金(jin)(jin)支持(chi)(chi)(chi)2014年(nian)(nian)(nian)較2013年(nian)(nian)(nian)幅度(du)增長(chang)(chang)了14.29%,基本保持(chi)(chi)(chi)了財(cai)政(zheng)(zheng)(zheng)收入(ru)(ru)(ru)與(yu)(yu)(yu)醫(yi)(yi)(yi)療保障資金(jin)(jin)的(de)(de)(de)合理匹(pi)配增長(chang)(chang)。
三(san)、推動(dong)資金籌集層(ceng)級排序改(gai)革

農村合作醫療農民個人資金籌集工作方案
一、組織領導
新型(xing)農(nong)(nong)村合(he)作醫療農(nong)(nong)民(min)(min)個人資金(jin)籌集工作由(you)市政(zheng)府統一(yi)領導,財政(zheng)、衛(wei)生、民(min)(min)政(zheng)、宣傳、農(nong)(nong)業、教育等(deng)有(you)關部門做好配合(he),各鄉(xiang)鎮、街(jie)辦(ban)、各村民(min)(min)委(wei)員會具體負責農(nong)(nong)民(min)(min)個人資金(jin)的收繳(jiao)工作。各鄉(xiang)鎮、街(jie)道一(yi)把手為(wei)第一(yi)責任人。要(yao)(yao)加(jia)強領導,提高認識,精心組(zu)織,抓(zhua)好落(luo)實。主(zhu)要(yao)(yao)領導要(yao)(yao)親自抓(zhua),分管(guan)領導具體抓(zhua),確保農(nong)(nong)民(min)(min)個人資金(jin)足額按時(shi)籌集到位(wei),把合(he)作醫療這件惠及百姓的事情辦(ban)好。
二、宣傳發動
為(wei)貫徹落實(shi)《山西(xi)省深化醫(yi)藥衛生(sheng)(sheng)體制改革實(shi)施方(fang)案》關(guan)于2010年(nian)新農(nong)(nong)合(he)(he)(he)(he)籌(chou)資(zi)(zi)標(biao)準(zhun)提高到每人(ren)每年(nian)150元,其中各級政府(fu)財政補助120元,農(nong)(nong)民(min)個人(ren)繳費30元;推廣門(men)診(zhen)統籌(chou)補償,取(qu)消現(xian)行家(jia)庭賬戶(hu)補償模(mo)式的(de)(de)要(yao)求。為(wei)進(jin)一步(bu)擴大(da)籌(chou)資(zi)(zi)規模(mo)、提高補償報銷(xiao)比例(li),給(gei)參合(he)(he)(he)(he)患者帶來更大(da)實(shi)惠,確(que)保(bao)參合(he)(he)(he)(he)率(lv)不因個人(ren)繳費額增加(jia)(jia)而下(xia)滑(hua)。各鄉鎮、街辦、各有關(guan)部門(men)要(yao)大(da)張(zhang)旗鼓地做好(hao)(hao)新型農(nong)(nong)村合(he)(he)(he)(he)作(zuo)醫(yi)療(liao)的(de)(de)宣(xuan)(xuan)(xuan)(xuan)傳(chuan)發(fa)動工(gong)作(zuo),特別是宣(xuan)(xuan)(xuan)(xuan)傳(chuan)今(jin)年(nian)提高籌(chou)資(zi)(zi)標(biao)準(zhun)開(kai)展門(men)診(zhen)統籌(chou)將(jiang)進(jin)一步(bu)提高報銷(xiao)比例(li),擴大(da)報銷(xiao)受益面給(gei)農(nong)(nong)民(min)帶來的(de)(de)好(hao)(hao)處。衛生(sheng)(sheng)部門(men)要(yao)做好(hao)(hao)各種宣(xuan)(xuan)(xuan)(xuan)傳(chuan)資(zi)(zi)料(liao)的(de)(de)印制等文字材料(liao)的(de)(de)準(zhun)備工(gong)作(zuo);各定點醫(yi)療(liao)機構要(yao)通(tong)過(guo)農(nong)(nong)民(min)就醫(yi)的(de)(de)機會講解(jie)參加(jia)(jia)合(he)(he)(he)(he)作(zuo)醫(yi)療(liao)的(de)(de)好(hao)(hao)處,宣(xuan)(xuan)(xuan)(xuan)傳(chuan)合(he)(he)(he)(he)作(zuo)醫(yi)療(liao)政策(ce),動員(yuan)農(nong)(nong)民(min)參加(jia)(jia)合(he)(he)(he)(he)作(zuo)醫(yi)療(liao);宣(xuan)(xuan)(xuan)(xuan)傳(chuan)部門(men)要(yao)利(li)用廣播(bo)電視的(de)(de)優勢,開(kai)展專(zhuan)題講座、典(dian)型事例(li)報道等宣(xuan)(xuan)(xuan)(xuan)傳(chuan)活(huo)動;農(nong)(nong)業部門(men)及各鄉鎮、街辦要(yao)通(tong)過(guo)新農(nong)(nong)村建設等渠道做好(hao)(hao)新農(nong)(nong)合(he)(he)(he)(he)的(de)(de)宣(xuan)(xuan)(xuan)(xuan)傳(chuan)發(fa)動;教育部門(men)要(yao)利(li)用在(zai)校學生(sheng)(sheng)做好(hao)(hao)宣(xuan)(xuan)(xuan)(xuan)傳(chuan),動員(yuan)農(nong)(nong)村學生(sheng)(sheng)及其家(jia)長參加(jia)(jia)新農(nong)(nong)合(he)(he)(he)(he)。總之,要(yao)通(tong)過(guo)廣泛的(de)(de)宣(xuan)(xuan)(xuan)(xuan)傳(chuan)活(huo)動使合(he)(he)(he)(he)作(zuo)醫(yi)療(liao)政策(ce)真正做到家(jia)喻戶(hu)曉。
三、有關要求
1.以戶(hu)為單位(wei)整戶(hu)參(can)合(he)每人繳納30元參(can)合(he)費(fei)(低保(bao)戶(hu)、五保(bao)戶(hu)除外)。
城鎮化建設資金籌集管理經驗匯報
根據(ju)省(sheng)委、省(sheng)政(zheng)府關于實(shi)施(shi)城(cheng)(cheng)鎮化發展戰略,全省(sheng)確定了以3年(nian)時間,用3億元打(da)造“**百鎮”,我們(men)**縣,城(cheng)(cheng)關地區被列入二(er)級城(cheng)(cheng)鎮規(gui)劃,**鎮被列入四級城(cheng)(cheng)鎮規(gui)劃。按統一要求,每(mei)個鎮投(tou)入無償資(zi)(zi)金312萬(wan)(wan)(wan)元,有償資(zi)(zi)金700多(duo)萬(wan)(wan)(wan)元,并用這1000萬(wan)(wan)(wan)元通過融資(zi)(zi)平臺撬(qiao)動8000萬(wan)(wan)(wan)元投(tou)資(zi)(zi)建設規(gui)模。我縣基本屬于“吃飯”財政(zheng),而(er)城(cheng)(cheng)鎮化建設投(tou)資(zi)(zi)很大,每(mei)年(nian)縣級財政(zheng)安排的建設資(zi)(zi)金只有三(san)四百萬(wan)(wan)(wan),完全靠財政(zheng)搞建設很不實(shi)際。因此(ci),唯有在資(zi)(zi)金籌(chou)措上進(jin)行創(chuang)新,遵循“優化環境(jing)引(yin)一塊(kuai)、政(zheng)府舉(ju)債借一塊(kuai)、財政(zheng)貼息調一塊(kuai)、整合財力集一塊(kuai)、民間資(zi)(zi)金活一塊(kuai)”的思路,小城(cheng)(cheng)鎮建設資(zi)(zi)金才能變成源頭活水。

二(er)、盤活存量(liang),擴充(chong)建(jian)設資金來源(yuan)
