教師工資待遇長效保障機制工作意見

為推進全縣義務教育高質量發展,依法保障義務教育階段教師合法權益,全面深化新時代教師隊伍建設改革,根據《中共中央國務院關于全面深化新時代教師隊伍建設改革的意見》(中發〔2018〕4號)、《省人民政府辦公廳關于進一步做好義務教育教師工資待遇保障工作的通知》(政辦發〔2019〕1號等文件精神,結合我縣實際,現就建立保障義務教育教師工資收入長效機制提出如下意見:

一、堅持教育優先發展(zhan)戰略(lve),切實保(bao)障教師待遇(yu)。

全縣義(yi)務(wu)(wu)教(jiao)育教(jiao)師(shi)(shi)(shi)(shi)平(ping)(ping)(ping)(ping)均工資(zi)收(shou)入與(yu)全縣公務(wu)(wu)員平(ping)(ping)(ping)(ping)均工資(zi)收(shou)入同(tong)(tong)步(bu)預(yu)算、同(tong)(tong)步(bu)調整、同(tong)(tong)步(bu)保(bao)障、同(tong)(tong)步(bu)落(luo)實,確保(bao)義(yi)務(wu)(wu)教(jiao)育教(jiao)師(shi)(shi)(shi)(shi)平(ping)(ping)(ping)(ping)均工資(zi)收(shou)入水(shui)平(ping)(ping)(ping)(ping)不低于(yu)當(dang)地(di)公務(wu)(wu)員平(ping)(ping)(ping)(ping)均工資(zi)收(shou)入水(shui)平(ping)(ping)(ping)(ping),把改善與(yu)提高教(jiao)師(shi)(shi)(shi)(shi)待(dai)遇(yu)作為教(jiao)育財政(zheng)投入的重(zhong)點予(yu)以保(bao)障,調整優化財政(zheng)支(zhi)出(chu)結構,優先解決教(jiao)師(shi)(shi)(shi)(shi)有關待(dai)遇(yu)所需(xu)經費支(zhi)出(chu),切實維(wei)護教(jiao)師(shi)(shi)(shi)(shi)權益(yi),依法依規保(bao)障教(jiao)師(shi)(shi)(shi)(shi)工資(zi)福利待(dai)遇(yu)落(luo)實,不斷(duan)提高教(jiao)師(shi)(shi)(shi)(shi)地(di)位。

二、堅持財政(zheng)統籌預算管(guan)理,確保義(yi)務教育階段教師工資(zi)待遇落實。

義務教(jiao)(jiao)育(yu)教(jiao)(jiao)師工(gong)資(zi)(zi)、農村學校鄉鎮(zhen)工(gong)作補(bu)貼(tie)(tie)和(he)500元/月(yue)的班主任津貼(tie)(tie)全(quan)額納入(ru)財(cai)(cai)政(zheng)(zheng)預算(suan)(suan);基本工(gong)資(zi)(zi)和(he)基礎性(xing)績(ji)(ji)效(xiao)工(gong)資(zi)(zi)由縣(xian)財(cai)(cai)政(zheng)(zheng)統一(yi)按(an)(an)月(yue)發放(fang);獎(jiang)勵性(xing)績(ji)(ji)效(xiao)工(gong)資(zi)(zi)由各單(dan)(dan)位按(an)(an)照相(xiang)關(guan)文(wen)件進行考(kao)核(he),每(mei)期發放(fang)一(yi)次;鄉鎮(zhen)工(gong)作補(bu)貼(tie)(tie)由單(dan)(dan)位按(an)(an)文(wen)件規定的補(bu)助標準,報縣(xian)人(ren)社部門審(shen)批后,縣(xian)財(cai)(cai)政(zheng)(zheng)據實(shi)將資(zi)(zi)金撥付至各單(dan)(dan)位后發放(fang);教(jiao)(jiao)師養老保(bao)險、醫(yi)療保(bao)險、失(shi)業(ye)保(bao)險、生育(yu)保(bao)險和(he)住(zhu)房公積金全(quan)額列入(ru)財(cai)(cai)政(zheng)(zheng)預算(suan)(suan);義務教(jiao)(jiao)育(yu)階(jie)段“特崗(gang)(gang)”教(jiao)(jiao)師入(ru)編后享受在編在崗(gang)(gang)教(jiao)(jiao)師同等待遇,其工(gong)資(zi)(zi)全(quan)額納入(ru)財(cai)(cai)政(zheng)(zheng)預算(suan)(suan),按(an)(an)月(yue)予以發放(fang)。

三、建立健全全縣(xian)義務教(jiao)育階(jie)段教(jiao)師(shi)工資監測(ce)機制和全縣(xian)義務教(jiao)育教(jiao)師(shi)工資收(shou)入水平隨當(dang)地公(gong)務員收(shou)入水平動態調整(zheng)制度。

從2020年(nian)開始,建立全(quan)縣義(yi)(yi)(yi)務(wu)(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)階段(duan)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)工(gong)(gong)資(zi)(zi)與(yu)(yu)公(gong)務(wu)(wu)(wu)員(yuan)工(gong)(gong)資(zi)(zi)收(shou)入水(shui)平(ping)監測(ce)機制,進(jin)(jin)一步健全(quan)落實(shi)義(yi)(yi)(yi)務(wu)(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)工(gong)(gong)資(zi)(zi)待(dai)遇(yu)(yu)保(bao)障(zhang)長(chang)(chang)效機制,每(mei)年(nian)對全(quan)縣義(yi)(yi)(yi)務(wu)(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)階段(duan)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)與(yu)(yu)公(gong)務(wu)(wu)(wu)員(yuan)收(shou)入進(jin)(jin)行比對,使每(mei)年(nian)義(yi)(yi)(yi)務(wu)(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)階段(duan)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)收(shou)入增長(chang)(chang)幅度與(yu)(yu)公(gong)務(wu)(wu)(wu)員(yuan)收(shou)入增長(chang)(chang)幅度同步或高于公(gong)務(wu)(wu)(wu)員(yuan)工(gong)(gong)資(zi)(zi)收(shou)入增長(chang)(chang)的幅度,義(yi)(yi)(yi)務(wu)(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)階段(duan)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)工(gong)(gong)資(zi)(zi)和待(dai)遇(yu)(yu)凡有政(zheng)策(ce)要求的,要及時(shi)調整,并足額發放到位(wei)(wei)。堅持全(quan)縣義(yi)(yi)(yi)務(wu)(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)工(gong)(gong)資(zi)(zi)收(shou)入調整與(yu)(yu)公(gong)務(wu)(wu)(wu)員(yuan)工(gong)(gong)資(zi)(zi)收(shou)入調整同步進(jin)(jin)行的原(yuan)則,并優(you)先保(bao)障(zhang)義(yi)(yi)(yi)務(wu)(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)工(gong)(gong)資(zi)(zi)待(dai)遇(yu)(yu)落實(shi),強化責任,加強統籌,縣人社局、縣財(cai)政(zheng)局、縣教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)局等部門要形成(cheng)合力,確保(bao)標(biao)準(zhun)統一到位(wei)(wei)、經費足額預算到位(wei)(wei)、及時(shi)發放到位(wei)(wei)。核定績效工(gong)(gong)資(zi)(zi)總量時(shi),統籌考慮當地(di)公(gong)務(wu)(wu)(wu)員(yuan)實(shi)際(ji)收(shou)入水(shui)平(ping),確保(bao)義(yi)(yi)(yi)務(wu)(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)平(ping)均工(gong)(gong)資(zi)(zi)收(shou)入水(shui)平(ping)不(bu)低(di)于當地(di)公(gong)務(wu)(wu)(wu)員(yuan)平(ping)均工(gong)(gong)資(zi)(zi)收(shou)入水(shui)平(ping)。

四、嚴格落實國家事(shi)業單位工資(zi)制度改革(ge)政(zheng)策。

根據(ju)國家事業單位工作人員(yuan)收(shou)入(ru)分配(pei)制度改革的實(shi)施意見,及時調(diao)整(zheng)義務教(jiao)(jiao)育教(jiao)(jiao)師基本(ben)工資(zi)標準,建立健(jian)全(quan)義務教(jiao)(jiao)育教(jiao)(jiao)師工資(zi)隨當地(di)公務員(yuan)待遇調(diao)整(zheng)的聯(lian)動(dong)機制,發放標準以義務教(jiao)(jiao)育教(jiao)(jiao)師平均工資(zi)收(shou)入(ru)水平不低于當地(di)公務員(yuan)平均工資(zi)收(shou)入(ru)水平為計算基數。

(1)切實保障義(yi)務(wu)教(jiao)育(yu)教(jiao)師(shi)績效工(gong)資(zi)總(zong)量(liang)標準(zhun)。在調整(zheng)公(gong)務(wu)員工(gong)資(zi)待遇時,相應調整(zheng)義(yi)務(wu)教(jiao)育(yu)教(jiao)師(shi)工(gong)資(zi)待遇。今后,公(gong)務(wu)員增加發(fa)放(fang)地方(fang)性補貼(tie)時,同(tong)步增加義(yi)務(wu)教(jiao)育(yu)學校績效工(gong)資(zi)總(zong)量(liang)水平。

(2)積(ji)(ji)極(ji)實施績(ji)(ji)(ji)(ji)效工(gong)資(zi)分配制(zhi)度。縣教(jiao)育局(ju)要(yao)指(zhi)導各學(xue)(xue)校(xiao)制(zhi)定好本單位績(ji)(ji)(ji)(ji)效考核(he)辦法和績(ji)(ji)(ji)(ji)效工(gong)資(zi)分配辦法,績(ji)(ji)(ji)(ji)效工(gong)資(zi)與(yu)教(jiao)職工(gong)崗(gang)位職責、工(gong)作(zuo)業績(ji)(ji)(ji)(ji)、實際貢獻等(deng)相結合,根據(ju)績(ji)(ji)(ji)(ji)效考核(he)結果,在分配中堅持多勞多得、優(you)績(ji)(ji)(ji)(ji)優(you)酬,向工(gong)作(zuo)量大(da)、工(gong)作(zuo)業績(ji)(ji)(ji)(ji)突出(chu)的(de)教(jiao)師(shi)傾斜,向班主任傾斜。縣人社局(ju)、縣教(jiao)育局(ju)等(deng)相關(guan)部(bu)門要(yao)根據(ju)各學(xue)(xue)校(xiao)實際情況,動態調(diao)整義務教(jiao)育學(xue)(xue)校(xiao)崗(gang)位設置總量,及(ji)時(shi)辦理教(jiao)師(shi)崗(gang)位級,全面落實相關(guan)待遇,充(chong)分調(diao)動廣(guang)大(da)教(jiao)師(shi)工(gong)作(zuo)的(de)積(ji)(ji)極(ji)性。

五(wu)、建立保障(zhang)義務(wu)教(jiao)育教(jiao)師(shi)工資待遇(yu)落(luo)實工作聯動機制。

縣(xian)(xian)人社局(ju)(ju)、縣(xian)(xian)財(cai)政(zheng)(zheng)局(ju)(ju)、縣(xian)(xian)教(jiao)育(yu)局(ju)(ju)等部(bu)門加(jia)(jia)(jia)強協(xie)調溝通和工(gong)作對接,定期開展工(gong)資待遇(yu)政(zheng)(zheng)策執(zhi)行情況的(de)(de)檢查與反(fan)饋,縣(xian)(xian)教(jiao)育(yu)督導委員會要(yao)每年定期組織縣(xian)(xian)人社局(ju)(ju)、縣(xian)(xian)財(cai)政(zheng)(zheng)局(ju)(ju)、縣(xian)(xian)教(jiao)育(yu)局(ju)(ju)等部(bu)門召開專題會議,注重(zhong)運用義務教(jiao)育(yu)教(jiao)師和公務員平均工(gong)資收入水平比對信(xin)息,及時(shi)提(ti)出(chu)(chu)調整義務教(jiao)育(yu)教(jiao)師工(gong)資待遇(yu)的(de)(de)意見(jian)、建議,報縣(xian)(xian)委、縣(xian)(xian)政(zheng)(zheng)府決策,縣(xian)(xian)人社局(ju)(ju)要(yao)精(jing)準(zhun)把(ba)握(wo)工(gong)資待遇(yu)的(de)(de)政(zheng)(zheng)策、口徑和標準(zhun),加(jia)(jia)(jia)強研判(pan)分析,及時(shi)為(wei)縣(xian)(xian)委、縣(xian)(xian)政(zheng)(zheng)府提(ti)供決策參考(kao)(kao),縣(xian)(xian)財(cai)政(zheng)(zheng)局(ju)(ju)要(yao)將(jiang)教(jiao)師工(gong)資待遇(yu)作為(wei)財(cai)政(zheng)(zheng)民生投入的(de)(de)重(zhong)中(zhong)之重(zhong),千方百計(ji)加(jia)(jia)(jia)大資金保(bao)障(zhang)力(li)度(du),縣(xian)(xian)教(jiao)育(yu)局(ju)(ju)要(yao)堅持績效考(kao)(kao)核管(guan)(guan)理的(de)(de)導向,加(jia)(jia)(jia)強獎(jiang)勵性補貼的(de)(de)分配管(guan)(guan)理,突(tu)出(chu)(chu)優勞(lao)優酬,克服平均主(zhu)義,激發(fa)教(jiao)師隊伍活力(li)。
