科學設置崗位 規范聘任管理[人事局]
××區有(you)事(shi)業(ye)單(dan)位316個,在崗的各類專業(ye)技(ji)術人(ren)員13355名(ming)(ming),具有(you)高級職(zhi)稱392名(ming)(ming),中級職(zhi)稱4786名(ming)(ming),初級職(zhi)稱8177名(ming)(ming),分(fen)別(bie)占全(quan)區專業(ye)技(ji)術人(ren)員總數的2.94%、35.8%、61.26%。為了進一(yi)步深化事(shi)業(ye)單(dan)位人(ren)事(shi)制(zhi)度改革(ge),解決(jue)過(guo)去崗位不(bu)清(qing)、職(zhi)責不(bu)明、考核不(bu)細(xi)、優劣不(bu)分(fen)的弊(bi)端,近幾(ji)年來,我們在全(quan)區事(shi)業(ye)單(dan)位中開展了職(zhi)稱評聘分(fen)開工(gong)作(zuo)(zuo),尤其是在科學設置崗位,深化聘任制(zhi)度改革(ge)方面,作(zuo)(zuo)了一(yi)些有(you)益的探索。
一、抓輿論宣(xuan)傳,營造良好氛圍和環境(jing)
(一)狠抓政(zheng)策(ce)宣傳。一是及時傳達上(shang)級人(ren)(ren)(ren)(ren)事(shi)制(zhi)度(du)改(gai)革(ge)和職(zhi)稱(cheng)改(gai)革(ge)工作的(de)有(you)關(guan)精神,使廣(guang)大專(zhuan)業(ye)(ye)(ye)技(ji)術人(ren)(ren)(ren)(ren)員(yuan)(yuan)人(ren)(ren)(ren)(ren)人(ren)(ren)(ren)(ren)知曉。二是將省(sheng)職(zhi)改(gai)辦關(guan)于做好(hao)職(zhi)稱(cheng)改(gai)革(ge)、專(zhuan)業(ye)(ye)(ye)技(ji)術職(zhi)務結構比例、崗位(wei)設(she)置、職(zhi)公務員(yuan)(yuan)之家版權所(suo)有(you)務聘(pin)任等13個(ge)文件編印成冊,印制(zhi)10000本,免(mian)費發放到廣(guang)大專(zhuan)業(ye)(ye)(ye)技(ji)術人(ren)(ren)(ren)(ren)員(yuan)(yuan)手中,使專(zhuan)業(ye)(ye)(ye)技(ji)術人(ren)(ren)(ren)(ren)員(yuan)(yuan)對(dui)上(shang)級關(guan)于職(zhi)稱(cheng)改(gai)革(ge)和實(shi)行崗位(wei)管理的(de)有(you)關(guan)政(zheng)策(ce)有(you)充分地認識和了解,三是充分發揮《××人(ren)(ren)(ren)(ren)事(shi)網》的(de)作用。開辟了《人(ren)(ren)(ren)(ren)事(shi)政(zheng)策(ce)》和《人(ren)(ren)(ren)(ren)事(shi)改(gai)革(ge)》欄目,讓廣(guang)大專(zhuan)業(ye)(ye)(ye)技(ji)術人(ren)(ren)(ren)(ren)員(yuan)(yuan)和社會(hui)各界對(dui)人(ren)(ren)(ren)(ren)事(shi)政(zheng)策(ce)進行全(quan)面了解。
(二(er))狠抓輿論引導(dao)(dao)。為了(le)破除“一(yi)旦取得職稱終身(shen)享受待(dai)遇”這一(yi)模糊認識,我(wo)們投資近萬元在區(qu)電視(shi)臺開辦“××人事”專(zhuan)欄,定(ding)期(qi)或不(bu)定(ding)期(qi)地宣(xuan)傳(chuan)各(ge)類(lei)人事政策、法規,利(li)用各(ge)類(lei)大小會議反復宣(xuan)講(jiang)推行崗(gang)位管理的目(mu)的、意義。同(tong)時,還請區(qu)委、區(qu)政府(fu)領導(dao)(dao)來人事局專(zhuan)題(ti)辦公(gong),聽取匯報,爭取領導(dao)(dao)的重視(shi)和支持(chi)。

一、工作完成情況

(二)行政(zheng)工作方面
人事局事業單位崗位設置管理工作意見
根據《事業單(dan)位(wei)崗位(wei)設(she)置管(guan)(guan)理試(shi)行(xing)辦(ban)(ban)法》以(yi)下(xia)簡稱《試(shi)行(xing)辦(ban)(ban)法》)和(he)《(事業單(dan)位(wei)崗位(wei)設(she)置管(guan)(guan)理試(shi)行(xing)辦(ban)(ban)法)實(shi)施(shi)意(yi)(yi)見》以(yi)下(xia)簡稱《實(shi)施(shi)意(yi)(yi)見》),為做好農(nong)業事業單(dan)位(wei)崗位(wei)設(she)置管(guan)(guan)理的組織(zhi)實(shi)施(shi)工作,結合農(nong)業事業單(dan)位(wei)的特點,提(ti)出以(yi)下(xia)指導意(yi)(yi)見。
一、適用范圍
1.各(ge)級(ji)農(nong)業(ye)(ye)主管部門(包(bao)括種植業(ye)(ye)、畜牧業(ye)(ye)、漁業(ye)(ye)、農(nong)業(ye)(ye)機械、鄉鎮企(qi)業(ye)(ye)、飼料(liao)、農(nong)墾、農(nong)村經營管理、農(nong)村能(neng)源(yuan)和農(nong)業(ye)(ye)環境保(bao)護等主管部門)舉辦(ban),或者利(li)用國有資產(chan)按照規定程序(xu)設立、從事公益性(xing)服務、不以營利(li)為目的的農(nong)業(ye)(ye)事業(ye)(ye)單位,都(dou)要實施崗位設置管理。
2.農業事業單位管理人員(yuan)(職員(yuan))、專業技術人員(yuan)和工勤技能人員(yuan),都要納入崗位設置管理范(fan)圍。
崗(gang)位設(she)置管理中涉及農(nong)業(ye)事(shi)業(ye)單位領導人(ren)員的,按(an)照干(gan)部人(ren)事(shi)管理權限的有關規定執行。

縣(xian)(xian)委、縣(xian)(xian)政府(fu)(fu)決(jue)定召開(kai)全縣(xian)(xian)事業(ye)單(dan)位(wei)(wei)(wei)(wei)(wei)(wei)崗(gang)位(wei)(wei)(wei)(wei)(wei)(wei)設置(zhi)管(guan)理(li)工(gong)作(zuo)(zuo)動員會(hui)議(yi),主要任務是貫徹(che)落(luo)實(shi)省、市事業(ye)單(dan)位(wei)(wei)(wei)(wei)(wei)(wei)崗(gang)位(wei)(wei)(wei)(wei)(wei)(wei)設置(zhi)管(guan)理(li)實(shi)施工(gong)作(zuo)(zuo)會(hui)議(yi)精神,安(an)排部(bu)署全縣(xian)(xian)事業(ye)單(dan)位(wei)(wei)(wei)(wei)(wei)(wei)崗(gang)位(wei)(wei)(wei)(wei)(wei)(wei)設置(zhi)管(guan)理(li)實(shi)施工(gong)作(zuo)(zuo)。縣(xian)(xian)委、縣(xian)(xian)政府(fu)(fu)高(gao)度重視事業(ye)單(dan)位(wei)(wei)(wei)(wei)(wei)(wei)崗(gang)位(wei)(wei)(wei)(wei)(wei)(wei)設置(zhi)管(guan)理(li)工(gong)作(zuo)(zuo),先后召開(kai)縣(xian)(xian)委常委會(hui)、縣(xian)(xian)長辦(ban)公會(hui)議(yi)進行了(le)專題研(yan)究,并(bing)制定了(le)《××縣(xian)(xian)事業(ye)單(dan)位(wei)(wei)(wei)(wei)(wei)(wei)崗(gang)位(wei)(wei)(wei)(wei)(wei)(wei)設置(zhi)管(guan)理(li)工(gong)作(zuo)(zuo)實(shi)施方案》。下面,我就全縣(xian)(xian)事業(ye)單(dan)位(wei)(wei)(wei)(wei)(wei)(wei)崗(gang)位(wei)(wei)(wei)(wei)(wei)(wei)設置(zhi)管(guan)理(li)工(gong)作(zuo)(zuo)講(jiang)三點意見:
一、統一思想,充分認識做(zuo)好(hao)事業單位崗位設(she)置管理工(gong)作的重(zhong)要意(yi)義
自2006年開始(shi),全縣(xian)各(ge)級黨(dang)政(zheng)機關深入貫徹落實(shi)(shi)《公(gong)(gong)務(wu)(wu)員(yuan)法(fa)》,對公(gong)(gong)務(wu)(wu)員(yuan)進(jin)行(xing)(xing)了(le)重(zhong)新(xin)登(deng)記,并逐(zhu)步推行(xing)(xing)了(le)公(gong)(gong)務(wu)(wu)員(yuan)工資和(he)(he)(he)津(jin)補貼制(zhi)度(du)(du)改(gai)革(ge)(ge),目前全縣(xian)《公(gong)(gong)務(wu)(wu)員(yuan)法(fa)》入軌運行(xing)(xing)工作(zuo)已(yi)(yi)全面(mian)完成(cheng)(cheng),公(gong)(gong)務(wu)(wu)員(yuan)工資和(he)(he)(he)津(jin)補貼政(zheng)策(ce)(ce)也已(yi)(yi)基本落實(shi)(shi)到位(wei)(wei)(wei)。黨(dang)中央(yang)、國務(wu)(wu)院在(zai)規范(fan)黨(dang)政(zheng)機關公(gong)(gong)務(wu)(wu)員(yuan)管理(li)的(de)(de)(de)(de)(de)同時,對事(shi)(shi)(shi)業(ye)(ye)(ye)單(dan)位(wei)(wei)(wei)干部(bu)人(ren)事(shi)(shi)(shi)制(zhi)度(du)(du)進(jin)行(xing)(xing)了(le)積(ji)極(ji)探(tan)索,制(zhi)定了(le)一(yi)系列(lie)政(zheng)策(ce)(ce)和(he)(he)(he)措施,不(bu)斷推進(jin)事(shi)(shi)(shi)業(ye)(ye)(ye)單(dan)位(wei)(wei)(wei)人(ren)事(shi)(shi)(shi)制(zhi)度(du)(du)改(gai)革(ge)(ge)。現在(zai)推行(xing)(xing)的(de)(de)(de)(de)(de)事(shi)(shi)(shi)業(ye)(ye)(ye)單(dan)位(wei)(wei)(wei)崗(gang)位(wei)(wei)(wei)管理(li)制(zhi)度(du)(du),就是(shi)在(zai)總結多(duo)年來事(shi)(shi)(shi)業(ye)(ye)(ye)單(dan)位(wei)(wei)(wei)管理(li)經(jing)(jing)驗(yan)的(de)(de)(de)(de)(de)基礎(chu)上,形(xing)成(cheng)(cheng)的(de)(de)(de)(de)(de)一(yi)系列(lie)基礎(chu)性(xing)制(zhi)度(du)(du)。這(zhe)一(yi)制(zhi)度(du)(du)的(de)(de)(de)(de)(de)出臺,充(chong)分(fen)考(kao)慮了(le)改(gai)革(ge)(ge)開放(fang)以來特別是(shi)推進(jin)市場經(jing)(jing)濟和(he)(he)(he)法(fa)治政(zheng)府、法(fa)治社會(hui)(hui)建設(she)的(de)(de)(de)(de)(de)過程中,原有的(de)(de)(de)(de)(de)事(shi)(shi)(shi)業(ye)(ye)(ye)單(dan)位(wei)(wei)(wei)人(ren)事(shi)(shi)(shi)管理(li)模式已(yi)(yi)不(bu)能完全適應社會(hui)(hui)事(shi)(shi)(shi)業(ye)(ye)(ye)發(fa)(fa)展(zhan)的(de)(de)(de)(de)(de)需要,必須進(jin)行(xing)(xing)改(gai)革(ge)(ge)。通過改(gai)革(ge)(ge),一(yi)方面(mian)加強對事(shi)(shi)(shi)業(ye)(ye)(ye)單(dan)位(wei)(wei)(wei)的(de)(de)(de)(de)(de)科學化、規范(fan)化管理(li),另一(yi)方面(mian)進(jin)一(yi)步調動(dong)廣(guang)大事(shi)(shi)(shi)業(ye)(ye)(ye)單(dan)位(wei)(wei)(wei)干部(bu)職工的(de)(de)(de)(de)(de)工作(zuo)積(ji)極(ji)性(xing)、主動(dong)性(xing),更好地推進(jin)各(ge)項社會(hui)(hui)事(shi)(shi)(shi)業(ye)(ye)(ye)的(de)(de)(de)(de)(de)發(fa)(fa)展(zhan)。因此,各(ge)鄉鎮、各(ge)部(bu)門和(he)(he)(he)事(shi)(shi)(shi)業(ye)(ye)(ye)單(dan)位(wei)(wei)(wei)要充(chong)分(fen)認識做(zuo)好這(zhe)項工作(zuo)的(de)(de)(de)(de)(de)重(zhong)大意(yi)義。

事業單位崗位設置管理方案
為深化(hua)(hua)事(shi)業(ye)單位(wei)(wei)人(ren)(ren)事(shi)制度改革,建(jian)立健全事(shi)業(ye)單位(wei)(wei)崗(gang)位(wei)(wei)設置管(guan)理(li)制度,實(shi)(shi)現(xian)事(shi)業(ye)單位(wei)(wei)人(ren)(ren)事(shi)管(guan)理(li)的科學化(hua)(hua)、規(gui)范化(hua)(hua)、制度化(hua)(hua),根(gen)據《**市人(ren)(ren)事(shi)局關于印發<**市事(shi)業(ye)單位(wei)(wei)崗(gang)位(wei)(wei)設置管(guan)理(li)實(shi)(shi)施辦法(試行)>的通知》(渝(yu)人(ren)(ren)發〔2008〕2號)精神,結合我(wo)區實(shi)(shi)際,特(te)制定本方案。
一、指導思想
事業單(dan)位(wei)(wei)(wei)(wei)崗位(wei)(wei)(wei)(wei)設置的(de)(de)指(zhi)導思(si)想是:以鄧(deng)小平理(li)(li)論(lun)、“三個代表”重要思(si)想和黨的(de)(de)十七大精神為指(zhi)導,按照(zhao)崗位(wei)(wei)(wei)(wei)設置科(ke)學、運行管(guan)理(li)(li)規(gui)范(fan)的(de)(de)要求,建立人(ren)員能(neng)進(jin)能(neng)出(chu)、職務能(neng)上能(neng)下、待遇能(neng)高能(neng)低的(de)(de)事業單(dan)位(wei)(wei)(wei)(wei)用人(ren)機制,不斷(duan)完善事業單(dan)位(wei)(wei)(wei)(wei)崗位(wei)(wei)(wei)(wei)管(guan)理(li)(li)制度,實現由(you)身份管(guan)理(li)(li)向崗位(wei)(wei)(wei)(wei)管(guan)理(li)(li)的(de)(de)轉變(bian),調(diao)動各(ge)類事業人(ren)員的(de)(de)工作積極性和主動性,促進(jin)**社會事業的(de)(de)大發展(zhan)。
二、目標任務
事(shi)(shi)業單(dan)(dan)位(wei)(wei)(wei)(wei)崗位(wei)(wei)(wei)(wei)設(she)置的(de)目(mu)標是(shi):通過實(shi)行崗位(wei)(wei)(wei)(wei)總量控制(zhi)、結構(gou)比例控制(zhi)和最(zui)高等級控制(zhi),組織引導事(shi)(shi)業單(dan)(dan)位(wei)(wei)(wei)(wei)因(yin)事(shi)(shi)設(she)崗、按崗聘用、以崗定薪(xin)、合同(tong)管(guan)(guan)理(li),實(shi)現由身份管(guan)(guan)理(li)向崗位(wei)(wei)(wei)(wei)管(guan)(guan)理(li)、由固定用人向合同(tong)用人的(de)轉換,進(jin)(jin)一步(bu)完善事(shi)(shi)業單(dan)(dan)位(wei)(wei)(wei)(wei)人員聘用制(zhi)度,推進(jin)(jin)事(shi)(shi)業單(dan)(dan)位(wei)(wei)(wei)(wei)收入分(fen)配制(zhi)度改革順利實(shi)施,充分(fen)調動事(shi)(shi)業單(dan)(dan)位(wei)(wei)(wei)(wei)各類人員的(de)積(ji)極(ji)性、創造性,增強事(shi)(shi)業單(dan)(dan)位(wei)(wei)(wei)(wei)的(de)生(sheng)機與(yu)活力,促進(jin)(jin)我(wo)區各項(xiang)事(shi)(shi)業又(you)好(hao)又(you)快發展(zhan)。
事業單(dan)位崗(gang)(gang)(gang)位設置的(de)主要任務是:嚴格按照經過核準的(de)結構比例及(ji)相(xiang)應(ying)的(de)崗(gang)(gang)(gang)位條件,使(shi)事業單(dan)位現有在(zai)冊(在(zai)編、在(zai)崗(gang)(gang)(gang)、在(zai)聘)的(de)正(zheng)式工作(zuo)人員進入對應(ying)的(de)崗(gang)(gang)(gang)位,完成新舊制度的(de)轉軌(gui)。
單位崗位管理意見
為深(shen)化(hua)(hua)事(shi)業單位(wei)(wei)人(ren)事(shi)制(zhi)(zhi)度改(gai)革,建立(li)健全事(shi)業單位(wei)(wei)崗(gang)位(wei)(wei)設(she)置(zhi)管(guan)理制(zhi)(zhi)度,實(shi)現(xian)事(shi)業單位(wei)(wei)人(ren)事(shi)管(guan)理的科學(xue)化(hua)(hua)、規范(fan)化(hua)(hua)、制(zhi)(zhi)度化(hua)(hua),根(gen)據(ju)人(ren)事(shi)部(bu)《關于(yu)印(yin)發〈事(shi)業單位(wei)(wei)崗(gang)位(wei)(wei)設(she)置(zhi)管(guan)理試行(xing)辦法(fa)(fa)〉的通知(zhi)》(國人(ren)部(bu)發〔20**〕70號)和《關于(yu)印(yin)發〈事(shi)業單位(wei)(wei)崗(gang)位(wei)(wei)設(she)置(zhi)管(guan)理試行(xing)辦法(fa)(fa)實(shi)施意見(jian)〉的通知(zhi)》(國人(ren)部(bu)發〔20**〕87號),結(jie)合我省實(shi)際,制(zhi)(zhi)定本實(shi)施意見(jian)。
一、崗位設置(zhi)管理的實施范(fan)圍和(he)對象
1我省為了社會公益目的(de),由(you)國家機關舉辦(ban)(ban)或(huo)者其他組織利用國有資產舉辦(ban)(ban),納入機構編制部門管理、依(yi)法登記(備案)的(de)事業(ye)單位,包括(kuo)經費(fei)來源主要由(you)財政撥款、部分由(you)財政支持以及經費(fei)自理的(de)事業(ye)單位,都要按照本實(shi)(shi)施意見實(shi)(shi)施崗位設置(zhi)管理。
2事(shi)業(ye)單位中與之(zhi)建立人(ren)事(shi)關系的、在編在職(zhi)(zhi)的正式工(gong)作人(ren)員(yuan),包括管理人(ren)員(yuan)(職(zhi)(zhi)員(yuan))、專業(ye)技術人(ren)員(yuan)和工(gong)勤技能人(ren)員(yuan),都要納入(ru)崗位設置管理。
崗位設置管理中涉及(ji)事業單(dan)位領導人(ren)員的,按照干部(bu)人(ren)事管理權(quan)限的有關規定執行。
3使(shi)用事業編制的各(ge)類學會、協會、基金會等社會團體中與之建立(li)人事關系的、在(zai)(zai)編在(zai)(zai)職的正式工(gong)作人員(yuan)參照(zhao)本實施意見執行,納入崗位設置(zhi)管(guan)理。

為貫徹(che)落實(shi)《事(shi)(shi)業(ye)單(dan)位(wei)崗位(wei)設置管理試(shi)行辦法》(以下簡稱《試(shi)行辦法》),做好事(shi)(shi)業(ye)單(dan)位(wei)崗位(wei)設置管理實(shi)施工作,提(ti)出以下意見(jian):

2.事業單位(wei)(wei)管理(li)人員(yuan)(職員(yuan))、專業技術(shu)人員(yuan)和工勤技能人員(yuan),都(dou)要(yao)納入崗(gang)位(wei)(wei)設置管理(li)。
