縣(xian)委、縣(xian)政府(fu)決定(ding)召(zhao)開全(quan)縣(xian)事(shi)業(ye)(ye)單位(wei)崗(gang)位(wei)設(she)(she)置管(guan)理工(gong)作(zuo)(zuo)動(dong)員會議(yi),主要任務(wu)是(shi)貫徹(che)落實省、市事(shi)業(ye)(ye)單位(wei)崗(gang)位(wei)設(she)(she)置管(guan)理實施(shi)工(gong)作(zuo)(zuo)會議(yi)精(jing)神,安(an)排部署全(quan)縣(xian)事(shi)業(ye)(ye)單位(wei)崗(gang)位(wei)設(she)(she)置管(guan)理實施(shi)工(gong)作(zuo)(zuo)。縣(xian)委、縣(xian)政府(fu)高度重視事(shi)業(ye)(ye)單位(wei)崗(gang)位(wei)設(she)(she)置管(guan)理工(gong)作(zuo)(zuo),先后召(zhao)開縣(xian)委常委會、縣(xian)長(chang)辦公會議(yi)進行了專題(ti)研究(jiu),并(bing)制定(ding)了《××縣(xian)事(shi)業(ye)(ye)單位(wei)崗(gang)位(wei)設(she)(she)置管(guan)理工(gong)作(zuo)(zuo)實施(shi)方案(an)》。下面,我就全(quan)縣(xian)事(shi)業(ye)(ye)單位(wei)崗(gang)位(wei)設(she)(she)置管(guan)理工(gong)作(zuo)(zuo)講三點意見(jian):

一、統一思想,充分(fen)認識做好事業單位崗位設置管理工作的重要意義

自2006年(nian)開(kai)始,全(quan)(quan)縣各(ge)(ge)(ge)級黨(dang)政(zheng)機(ji)關深入貫徹落實(shi)《公(gong)(gong)務(wu)員(yuan)法(fa)》,對(dui)公(gong)(gong)務(wu)員(yuan)進(jin)行(xing)了(le)重新(xin)登記,并逐步(bu)推(tui)行(xing)了(le)公(gong)(gong)務(wu)員(yuan)工(gong)(gong)資和津補貼制(zhi)度(du)改革(ge),目前全(quan)(quan)縣《公(gong)(gong)務(wu)員(yuan)法(fa)》入軌運(yun)行(xing)工(gong)(gong)作已全(quan)(quan)面(mian)完成,公(gong)(gong)務(wu)員(yuan)工(gong)(gong)資和津補貼政(zheng)策也已基(ji)(ji)本落實(shi)到位(wei)(wei)。黨(dang)中(zhong)央、國務(wu)院在規范(fan)黨(dang)政(zheng)機(ji)關公(gong)(gong)務(wu)員(yuan)管(guan)理(li)(li)(li)的(de)(de)(de)(de)同時,對(dui)事(shi)業(ye)(ye)(ye)單(dan)(dan)位(wei)(wei)干部(bu)人(ren)事(shi)制(zhi)度(du)進(jin)行(xing)了(le)積極探(tan)索,制(zhi)定了(le)一(yi)系(xi)(xi)列政(zheng)策和措施,不斷推(tui)進(jin)事(shi)業(ye)(ye)(ye)單(dan)(dan)位(wei)(wei)人(ren)事(shi)制(zhi)度(du)改革(ge)。現(xian)在推(tui)行(xing)的(de)(de)(de)(de)事(shi)業(ye)(ye)(ye)單(dan)(dan)位(wei)(wei)崗位(wei)(wei)管(guan)理(li)(li)(li)制(zhi)度(du),就是(shi)在總(zong)結多年(nian)來(lai)事(shi)業(ye)(ye)(ye)單(dan)(dan)位(wei)(wei)管(guan)理(li)(li)(li)經驗的(de)(de)(de)(de)基(ji)(ji)礎(chu)(chu)上,形(xing)成的(de)(de)(de)(de)一(yi)系(xi)(xi)列基(ji)(ji)礎(chu)(chu)性(xing)制(zhi)度(du)。這(zhe)一(yi)制(zhi)度(du)的(de)(de)(de)(de)出(chu)臺,充分(fen)考慮了(le)改革(ge)開(kai)放以來(lai)特別是(shi)推(tui)進(jin)市(shi)場經濟和法(fa)治(zhi)政(zheng)府、法(fa)治(zhi)社會(hui)(hui)建設的(de)(de)(de)(de)過程中(zhong),原有的(de)(de)(de)(de)事(shi)業(ye)(ye)(ye)單(dan)(dan)位(wei)(wei)人(ren)事(shi)管(guan)理(li)(li)(li)模式已不能完全(quan)(quan)適應社會(hui)(hui)事(shi)業(ye)(ye)(ye)發(fa)展的(de)(de)(de)(de)需(xu)要,必須進(jin)行(xing)改革(ge)。通過改革(ge),一(yi)方(fang)面(mian)加強對(dui)事(shi)業(ye)(ye)(ye)單(dan)(dan)位(wei)(wei)的(de)(de)(de)(de)科(ke)學化、規范(fan)化管(guan)理(li)(li)(li),另(ling)一(yi)方(fang)面(mian)進(jin)一(yi)步(bu)調動廣大(da)事(shi)業(ye)(ye)(ye)單(dan)(dan)位(wei)(wei)干部(bu)職工(gong)(gong)的(de)(de)(de)(de)工(gong)(gong)作積極性(xing)、主動性(xing),更(geng)好地推(tui)進(jin)各(ge)(ge)(ge)項社會(hui)(hui)事(shi)業(ye)(ye)(ye)的(de)(de)(de)(de)發(fa)展。因此,各(ge)(ge)(ge)鄉鎮、各(ge)(ge)(ge)部(bu)門(men)和事(shi)業(ye)(ye)(ye)單(dan)(dan)位(wei)(wei)要充分(fen)認識做好這(zhe)項工(gong)(gong)作的(de)(de)(de)(de)重大(da)意義。

(四(si))實(shi)施事(shi)(shi)(shi)(shi)(shi)(shi)業(ye)單(dan)(dan)(dan)位(wei)(wei)(wei)崗(gang)(gang)位(wei)(wei)(wei)設置(zhi)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)工作是加(jia)(jia)強(qiang)事(shi)(shi)(shi)(shi)(shi)(shi)業(ye)單(dan)(dan)(dan)位(wei)(wei)(wei)人(ren)(ren)(ren)事(shi)(shi)(shi)(shi)(shi)(shi)規(gui)范(fan)(fan)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)的(de)必然(ran)要(yao)求。加(jia)(jia)強(qiang)事(shi)(shi)(shi)(shi)(shi)(shi)業(ye)單(dan)(dan)(dan)位(wei)(wei)(wei)人(ren)(ren)(ren)事(shi)(shi)(shi)(shi)(shi)(shi)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li),是政(zheng)(zheng)府(fu)的(de)重(zhong)要(yao)職(zhi)責。隨著經濟(ji)社會的(de)發(fa)展,事(shi)(shi)(shi)(shi)(shi)(shi)業(ye)單(dan)(dan)(dan)位(wei)(wei)(wei)在人(ren)(ren)(ren)事(shi)(shi)(shi)(shi)(shi)(shi)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)方面(mian)出(chu)現(xian)了不少問題,隨意進人(ren)(ren)(ren)、違規(gui)進人(ren)(ren)(ren)、超編(bian)用人(ren)(ren)(ren)等問題比較(jiao)突(tu)出(chu),人(ren)(ren)(ren)員(yuan)超編(bian)、使(shi)用臨時(shi)人(ren)(ren)(ren)員(yuan)等問題大量(liang)存在,管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)很不規(gui)范(fan)(fan)。據不完(wan)全(quan)統計,全(quan)縣各(ge)(ge)級機關和(he)事(shi)(shi)(shi)(shi)(shi)(shi)業(ye)單(dan)(dan)(dan)位(wei)(wei)(wei)共有(you)(you)(you)866名臨時(shi)聘(pin)用人(ren)(ren)(ren)員(yuan),其中事(shi)(shi)(shi)(shi)(shi)(shi)業(ye)單(dan)(dan)(dan)位(wei)(wei)(wei)有(you)(you)(you)739人(ren)(ren)(ren)。過多的(de)聘(pin)用臨時(shi)人(ren)(ren)(ren)員(yuan),不僅(jin)加(jia)(jia)重(zhong)了財政(zheng)(zheng)負擔,而且擾(rao)亂了正常的(de)用人(ren)(ren)(ren)秩序,削弱(ruo)了政(zheng)(zheng)府(fu)對(dui)事(shi)(shi)(shi)(shi)(shi)(shi)業(ye)單(dan)(dan)(dan)位(wei)(wei)(wei)的(de)有(you)(you)(you)效(xiao)監管(guan)(guan)(guan)(guan),直接影響了社會的(de)和(he)諧發(fa)展,規(gui)范(fan)(fan)事(shi)(shi)(shi)(shi)(shi)(shi)業(ye)單(dan)(dan)(dan)位(wei)(wei)(wei)人(ren)(ren)(ren)事(shi)(shi)(shi)(shi)(shi)(shi)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)顯得(de)尤為重(zhong)要(yao)和(he)迫切。規(gui)范(fan)(fan)事(shi)(shi)(shi)(shi)(shi)(shi)業(ye)單(dan)(dan)(dan)位(wei)(wei)(wei)人(ren)(ren)(ren)事(shi)(shi)(shi)(shi)(shi)(shi)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li),必須從(cong)規(gui)范(fan)(fan)崗(gang)(gang)位(wei)(wei)(wei)設置(zhi)入手(shou)。各(ge)(ge)鄉鎮(zhen)、各(ge)(ge)部(bu)門和(he)事(shi)(shi)(shi)(shi)(shi)(shi)業(ye)單(dan)(dan)(dan)位(wei)(wei)(wei)要(yao)認清形勢(shi),提高認識,切實(shi)增強(qiang)工作的(de)主(zhu)動(dong)性,以實(shi)施事(shi)(shi)(shi)(shi)(shi)(shi)業(ye)單(dan)(dan)(dan)位(wei)(wei)(wei)崗(gang)(gang)位(wei)(wei)(wei)設置(zhi)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)工作為契機,嚴(yan)格規(gui)范(fan)(fan)事(shi)(shi)(shi)(shi)(shi)(shi)業(ye)單(dan)(dan)(dan)位(wei)(wei)(wei)人(ren)(ren)(ren)員(yuan)公開(kai)招聘(pin)、競聘(pin)上崗(gang)(gang)、崗(gang)(gang)位(wei)(wei)(wei)培(pei)訓、收入分(fen)配等各(ge)(ge)項(xiang)人(ren)(ren)(ren)事(shi)(shi)(shi)(shi)(shi)(shi)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)工作,把加(jia)(jia)強(qiang)政(zheng)(zheng)府(fu)宏觀管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)與事(shi)(shi)(shi)(shi)(shi)(shi)業(ye)單(dan)(dan)(dan)位(wei)(wei)(wei)崗(gang)(gang)位(wei)(wei)(wei)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)、用人(ren)(ren)(ren)自主(zhu)權(quan)、分(fen)配自主(zhu)權(quan)有(you)(you)(you)機結合起來,努(nu)力推動(dong)事(shi)(shi)(shi)(shi)(shi)(shi)業(ye)單(dan)(dan)(dan)位(wei)(wei)(wei)人(ren)(ren)(ren)事(shi)(shi)(shi)(shi)(shi)(shi)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)走(zou)向制度(du)化、規(gui)范(fan)(fan)化、法(fa)制化。

二、嚴格政策,扎實推進事業(ye)單位崗位設置管理工作(zuo)

(一(yi))要認真學習(xi)領會有(you)關文(wen)件(jian)精(jing)神。根(gen)據(ju)國(guo)家(jia)、省(sheng)(sheng)、市關于事(shi)(shi)業(ye)(ye)單(dan)(dan)位(wei)(wei)人(ren)事(shi)(shi)制度改革的(de)(de)總體部署和(he)要求,原(yuan)國(guo)家(jia)人(ren)事(shi)(shi)部、原(yuan)省(sheng)(sheng)人(ren)事(shi)(shi)廳(ting)、市人(ren)事(shi)(shi)局從三個層面上制定了事(shi)(shi)業(ye)(ye)單(dan)(dan)位(wei)(wei)崗(gang)位(wei)(wei)設(she)置(zhi)管(guan)理的(de)(de)政(zheng)策文(wen)件(jian)。第一(yi)個層面是(shi)(shi)原(yuan)國(guo)家(jia)人(ren)事(shi)(shi)部制定的(de)(de)《事(shi)(shi)業(ye)(ye)單(dan)(dan)位(wei)(wei)崗(gang)位(wei)(wei)設(she)置(zhi)管(guan)理試(shi)行辦法》、《<事(shi)(shi)業(ye)(ye)單(dan)(dan)位(wei)(wei)崗(gang)位(wei)(wei)設(she)置(zhi)管(guan)理試(shi)行辦法>實(shi)施(shi)(shi)意見(jian)》。《試(shi)行辦法》是(shi)(shi)崗(gang)位(wei)(wei)設(she)置(zhi)管(guan)理的(de)(de)基礎性文(wen)件(jian),主要對崗(gang)位(wei)(wei)設(she)置(zhi)管(guan)理的(de)(de)原(yuan)則(ze)、權限、程序、范(fan)圍、類(lei)別、等級及(ji)監(jian)管(guan)等方(fang)面作(zuo)出了原(yuan)則(ze)性規(gui)定,旨(zhi)在建立基本(ben)制度;《實(shi)施(shi)(shi)意見(jian)》是(shi)(shi)解(jie)決實(shi)施(shi)(shi)中(zhong)基本(ben)問題的(de)(de)具體政(zheng)策規(gui)定,以保證(zheng)順利實(shi)施(shi)(shi)。第二個層面是(shi)(shi)省(sheng)(sheng)根(gen)據(ju)國(guo)家(jia)的(de)(de)《試(shi)行辦法》、《實(shi)施(shi)(shi)意見(jian)》,結合本(ben)省(sheng)(sheng)實(shi)際,研(yan)究制定的(de)(de)《湖北省(sheng)(sheng)事(shi)(shi)業(ye)(ye)單(dan)(dan)位(wei)(wei)崗(gang)位(wei)(wei)設(she)置(zhi)管(guan)理實(shi)施(shi)(shi)意見(jian)》。該《意見(jian)》根(gen)據(ju)我省(sheng)(sheng)事(shi)(shi)業(ye)(ye)單(dan)(dan)位(wei)(wei)的(de)(de)實(shi)際和(he)社

會(hui)事(shi)(shi)業(ye)(ye)(ye)發(fa)展的(de)要求,從(cong)不同性質、不同類(lei)型事(shi)(shi)業(ye)(ye)(ye)單位(wei)(wei)的(de)實(shi)際出發(fa),對崗(gang)(gang)位(wei)(wei)類(lei)別(bie)、等級、聘用程序(xu)和權限、監管等方(fang)面作(zuo)出了(le)具體(ti)明確的(de)規定(ding),提(ti)出了(le)具有(you)較強(qiang)操作(zuo)性、可行性的(de)指導意見(jian),保證(zheng)該項(xiang)工(gong)作(zuo)全面推進(jin)。同時,原省人事(shi)(shi)廳會(hui)同科技、教育(yu)、文(wen)化、衛生、農(nong)業(ye)(ye)(ye)、廣(guang)電、體(ti)育(yu)、新聞出版、民政等行業(ye)(ye)(ye)主管部(bu)門(men),根據有(you)關國家(jia)部(bu)委(wei)行業(ye)(ye)(ye)指導意見(jian),結合(he)我(wo)省實(shi)際,制(zhi)訂(ding)出臺了(le)9個(ge)行業(ye)(ye)(ye)指導意見(jian)。這是(shi)對《事(shi)(shi)業(ye)(ye)(ye)單位(wei)(wei)崗(gang)(gang)位(wei)(wei)設置(zhi)管理試行辦法》及實(shi)施意見(jian)的(de)細化、具體(ti)化,充分體(ti)現(xian)行業(ye)(ye)(ye)特點,以(yi)保證(zheng)同一類(lei)型事(shi)(shi)業(ye)(ye)(ye)單位(wei)(wei)的(de)崗(gang)(gang)位(wei)(wei)設置(zhi)大體(ti)相同。第三個(ge)層(ceng)面是(shi)市(shi)人事(shi)(shi)局制(zhi)定(ding)的(de)事(shi)(shi)業(ye)(ye)(ye)單位(wei)(wei)崗(gang)(gang)位(wei)(wei)設置(zhi)管理各項(xiang)工(gong)作(zuo)的(de)具體(ti)操作(zuo)辦法。

我縣的(de)(de)事(shi)(shi)業(ye)單位(wei)崗位(wei)設置(zhi)(zhi)管理工作實(shi)(shi)(shi)施方案,就是根據這三(san)個層面的(de)(de)政(zheng)策文(wen)(wen)件精(jing)神(shen),結(jie)合全(quan)市(shi)(shi)動員會(hui)精(jing)神(shen)和(he)我縣的(de)(de)實(shi)(shi)(shi)際情況,在(zai)廣泛調研、反(fan)復論(lun)證和(he)征求意見(jian)的(de)(de)基(ji)礎(chu)上制定(ding)的(de)(de)。縣委、縣政(zheng)府經過多次討論(lun)研究和(he)審核(he)同意,并(bing)得(de)到(dao)市(shi)(shi)人事(shi)(shi)局核(he)準(zhun),是指導全(quan)縣事(shi)(shi)業(ye)單位(wei)崗位(wei)設置(zhi)(zhi)管理工作的(de)(de)政(zheng)策性(xing)文(wen)(wen)件。希望各鄉鎮、各部門(men)和(he)事(shi)(shi)業(ye)單位(wei)在(zai)組織實(shi)(shi)(shi)施工作中(zhong)要認真(zhen)學習(xi),深(shen)刻領會(hui),全(quan)面把握文(wen)(wen)件精(jing)神(shen),不折不扣地把文(wen)(wen)件規定(ding)落到(dao)實(shi)(shi)(shi)處。

(二)要(yao)努力適(shi)應新(xin)(xin)的(de)管(guan)(guan)(guan)(guan)理(li)(li)機制。事(shi)業(ye)(ye)單(dan)位(wei)(wei)(wei)(wei)人事(shi)制度改革(ge)的(de)重點是推行聘用(yong)(yong)制度和崗(gang)(gang)位(wei)(wei)(wei)(wei)管(guan)(guan)(guan)(guan)理(li)(li)制度。實施崗(gang)(gang)位(wei)(wei)(wei)(wei)設置管(guan)(guan)(guan)(guan)理(li)(li)是對(dui)(dui)事(shi)業(ye)(ye)單(dan)位(wei)(wei)(wei)(wei)人事(shi)管(guan)(guan)(guan)(guan)理(li)(li)政策的(de)重大調整,核(he)心是實現(xian)(xian)事(shi)業(ye)(ye)單(dan)位(wei)(wei)(wei)(wei)人事(shi)管(guan)(guan)(guan)(guan)理(li)(li)由身(shen)份管(guan)(guan)(guan)(guan)理(li)(li)向崗(gang)(gang)位(wei)(wei)(wei)(wei)管(guan)(guan)(guan)(guan)理(li)(li)的(de)轉(zhuan)變(bian)。各(ge)鄉鎮(zhen)、各(ge)部門(men)和事(shi)業(ye)(ye)單(dan)位(wei)(wei)(wei)(wei)要(yao)迅速(su)適(shi)應這種轉(zhuan)變(bian)。在觀念上,必須從舊的(de)管(guan)(guan)(guan)(guan)理(li)(li)模(mo)式中(zhong)擺脫出來;在工(gong)(gong)(gong)作(zuo)中(zhong),必須適(shi)應新(xin)(xin)的(de)崗(gang)(gang)位(wei)(wei)(wei)(wei)設置和管(guan)(guan)(guan)(guan)理(li)(li)辦法(fa)(fa);在管(guan)(guan)(guan)(guan)理(li)(li)上,必須充分體現(xian)(xian)這種轉(zhuan)變(bian),對(dui)(dui)不同的(de)崗(gang)(gang)位(wei)(wei)(wei)(wei)應該(gai)有不同的(de)管(guan)(guan)(guan)(guan)理(li)(li)方法(fa)(fa)和管(guan)(guan)(guan)(guan)理(li)(li)制度。對(dui)(dui)專(zhuan)業(ye)(ye)技(ji)(ji)術崗(gang)(gang)位(wei)(wei)(wei)(wei),要(yao)堅持擇優聘用(yong)(yong),今后(hou)事(shi)業(ye)(ye)單(dan)位(wei)(wei)(wei)(wei)除國家有明(ming)確規(gui)定的(de)專(zhuan)業(ye)(ye)技(ji)(ji)術職務外,必須按照核(he)準(zhun)的(de)結構(gou)比(bi)例,在崗(gang)(gang)位(wei)(wei)(wei)(wei)空缺情況下,根據事(shi)業(ye)(ye)發(fa)展需要(yao)進行評聘。對(dui)(dui)管(guan)(guan)(guan)(guan)理(li)(li)崗(gang)(gang)位(wei)(wei)(wei)(wei),要(yao)建(jian)(jian)立體現(xian)(xian)管(guan)(guan)(guan)(guan)理(li)(li)人員水平、業(ye)(ye)務能力、工(gong)(gong)(gong)作(zuo)業(ye)(ye)績、資(zi)格經歷、崗(gang)(gang)位(wei)(wei)(wei)(wei)需要(yao)的(de)職員等級(ji)序列。對(dui)(dui)工(gong)(gong)(gong)勤技(ji)(ji)能崗(gang)(gang)位(wei)(wei)(wei)(wei),要(yao)建(jian)(jian)立和完(wan)善(shan)崗(gang)(gang)位(wei)(wei)(wei)(wei)等級(ji),規(gui)范工(gong)(gong)(gong)勤技(ji)(ji)能人員“進、管(guan)(guan)(guan)(guan)、出”等環節的(de)管(guan)(guan)(guan)(guan)理(li)(li)。

(三)要(yao)(yao)(yao)扎實(shi)(shi)做好崗(gang)(gang)位(wei)設(she)(she)(she)置(zhi)(zhi)管(guan)(guan)理(li)(li)的(de)(de)實(shi)(shi)施(shi)工作(zuo)(zuo)(zuo)。全縣事(shi)業(ye)單(dan)位(wei)涉及各(ge)(ge)(ge)行各(ge)(ge)(ge)業(ye)。各(ge)(ge)(ge)鄉鎮、各(ge)(ge)(ge)部(bu)(bu)門和(he)事(shi)業(ye)單(dan)位(wei)要(yao)(yao)(yao)認真領會(hui)國家和(he)省、市、縣有關文件(jian)精神,按(an)照(zhao)全縣事(shi)業(ye)單(dan)位(wei)崗(gang)(gang)位(wei)設(she)(she)(she)置(zhi)(zhi)管(guan)(guan)理(li)(li)實(shi)(shi)施(shi)工作(zuo)(zuo)(zuo)的(de)(de)要(yao)(yao)(yao)求(qiu)和(he)部(bu)(bu)署,廣(guang)泛征(zheng)求(qiu)和(he)聽取(qu)各(ge)(ge)(ge)方面的(de)(de)意(yi)見,研究(jiu)制定(ding)具體(ti)實(shi)(shi)施(shi)方案和(he)配套措施(shi),確保(bao)改革(ge)工作(zuo)(zuo)(zuo)有目標、有計劃、有步(bu)驟、規(gui)范穩妥(tuo)的(de)(de)推進。各(ge)(ge)(ge)鄉鎮、各(ge)(ge)(ge)部(bu)(bu)門和(he)事(shi)業(ye)單(dan)位(wei)一(yi)方面要(yao)(yao)(yao)抓(zhua)緊組(zu)織(zhi)人員(yuan)深入(ru)調查研究(jiu),進一(yi)步(bu)摸清(qing)底(di)(di)數、建(jian)檔(dang)立冊,為(wei)崗(gang)(gang)位(wei)設(she)(she)(she)置(zhi)(zhi)管(guan)(guan)理(li)(li)工作(zuo)(zuo)(zuo)的(de)(de)順(shun)利開(kai)展奠(dian)定(ding)基礎;另一(yi)方面要(yao)(yao)(yao)召開(kai)崗(gang)(gang)位(wei)設(she)(she)(she)置(zhi)(zhi)管(guan)(guan)理(li)(li)工作(zuo)(zuo)(zuo)的(de)(de)動(dong)員(yuan)會(hui),廣(guang)泛宣傳(chuan)政策,周密安(an)排和(he)部(bu)(bu)署這項(xiang)工作(zuo)(zuo)(zuo),切實(shi)(shi)把廣(guang)大干部(bu)(bu)職(zhi)工的(de)(de)思想(xiang)統(tong)一(yi)到這項(xiang)工作(zuo)(zuo)(zuo)的(de)(de)總體(ti)部(bu)(bu)署上(shang)來(lai)。根據規(gui)定(ding),事(shi)業(ye)單(dan)位(wei)崗(gang)(gang)位(wei)設(she)(she)(she)置(zhi)(zhi)實(shi)(shi)行核準(zhun)制度(du),并按(an)照(zhao)分級分類(lei)管(guan)(guan)理(li)(li)原則,確定(ding)了不同的(de)(de)核準(zhun)權限(xian),各(ge)(ge)(ge)鄉鎮、各(ge)(ge)(ge)部(bu)(bu)門和(he)事(shi)業(ye)單(dan)位(wei)要(yao)(yao)(yao)按(an)時限(xian)要(yao)(yao)(yao)求(qiu),務必于11月底(di)(di)前將(jiang)崗(gang)(gang)位(wei)設(she)(she)(she)置(zhi)(zhi)方案和(he)實(shi)(shi)施(shi)方案報縣人事(shi)局核準(zhun)。要(yao)(yao)(yao)精心(xin)組(zu)織(zhi)好崗(gang)(gang)位(wei)分類(lei)定(ding)級、競(jing)爭上(shang)崗(gang)(gang)等(deng)工作(zuo)(zuo)(zuo),確保(bao)12月底(di)(di)基本完成實(shi)(shi)施(shi)工作(zuo)(zuo)(zuo)。

(四)要做好(hao)(hao)思想政治工(gong)(gong)作(zuo)。改(gai)革(ge)必(bi)然會觸動部分人的(de)(de)既得(de)利(li)益(yi)。事業(ye)(ye)單(dan)位(wei)崗(gang)位(wei)設(she)置(zhi)管(guan)理作(zuo)為事業(ye)(ye)單(dan)位(wei)人事管(guan)理的(de)(de)單(dan)項制度,不可能解(jie)決事業(ye)(ye)單(dan)位(wei)人事制度改(gai)革(ge)的(de)(de)所有問題(ti),也不可能解(jie)決需要其他制度改(gai)革(ge)來解(jie)決的(de)(de)問題(ti)。此(ci)次開展崗(gang)位(wei)設(she)置(zhi)工(gong)(gong)作(zuo),我們必(bi)須從實(shi)際(ji)(ji)出(chu)發(fa),堅(jian)持規范用人的(de)(de)改(gai)革(ge)方向,妥善處理改(gai)革(ge)中(zhong)帶來的(de)(de)各類問題(ti),維(wei)護(hu)好(hao)(hao)職工(gong)(gong)利(li)益(yi),維(wei)護(hu)好(hao)(hao)隊伍穩定(ding)。堅(jian)持從實(shi)際(ji)(ji)出(chu)發(fa),積極(ji)穩妥推(tui)進(jin)改(gai)革(ge),認(ren)真做好(hao)(hao)思想發(fa)動和疏導(dao)工(gong)(gong)作(zuo),為推(tui)進(jin)改(gai)革(ge)營造良好(hao)(hao)的(de)(de)環境。

三、加強領導,確保事業單位崗(gang)位設置管理(li)工作順利實施

(一)要(yao)高(gao)度(du)(du)重視。崗(gang)位設置管理(li)工(gong)作(zuo)(zuo)是(shi)一項(xiang)復雜的(de)(de)(de)(de)工(gong)作(zuo)(zuo),是(shi)一件大(da)事(shi)(shi)(shi)(shi)、難事(shi)(shi)(shi)(shi)、好(hao)事(shi)(shi)(shi)(shi)。這(zhe)(zhe)項(xiang)制(zhi)度(du)(du)的(de)(de)(de)(de)實(shi)(shi)(shi)(shi)施(shi),從根本上改變(bian)了過(guo)去事(shi)(shi)(shi)(shi)業(ye)(ye)(ye)單(dan)位人(ren)(ren)(ren)事(shi)(shi)(shi)(shi)制(zhi)度(du)(du),是(shi)事(shi)(shi)(shi)(shi)業(ye)(ye)(ye)單(dan)位人(ren)(ren)(ren)事(shi)(shi)(shi)(shi)制(zhi)度(du)(du)變(bian)革中(zhong)一個(ge)有著里程碑意義的(de)(de)(de)(de)工(gong)作(zuo)(zuo),因此是(shi)大(da)事(shi)(shi)(shi)(shi);這(zhe)(zhe)項(xiang)工(gong)作(zuo)(zuo)的(de)(de)(de)(de)實(shi)(shi)(shi)(shi)施(shi),涉(she)及全縣事(shi)(shi)(shi)(shi)業(ye)(ye)(ye)單(dan)位近5000名干部(bu)職(zhi)工(gong)的(de)(de)(de)(de)切身利益,實(shi)(shi)(shi)(shi)施(shi)中(zhong)必然會遇(yu)到(dao)(dao)來自傳(chuan)統觀念(nian)和(he)(he)原有制(zhi)度(du)(du)的(de)(de)(de)(de)阻力(li),遇(yu)到(dao)(dao)許(xu)多新情(qing)況(kuang)、新問題,所以(yi)是(shi)難事(shi)(shi)(shi)(shi);這(zhe)(zhe)項(xiang)工(gong)作(zuo)(zuo)的(de)(de)(de)(de)實(shi)(shi)(shi)(shi)施(shi),將進一步(bu)提高(gao)事(shi)(shi)(shi)(shi)業(ye)(ye)(ye)單(dan)位管理(li)的(de)(de)(de)(de)科學性(xing),充分(fen)(fen)調動事(shi)(shi)(shi)(shi)業(ye)(ye)(ye)單(dan)位工(gong)作(zuo)(zuo)人(ren)(ren)(ren)員的(de)(de)(de)(de)積(ji)極(ji)性(xing)和(he)(he)創造性(xing),切實(shi)(shi)(shi)(shi)做到(dao)(dao)人(ren)(ren)(ren)盡其才,使事(shi)(shi)(shi)(shi)業(ye)(ye)(ye)單(dan)位的(de)(de)(de)(de)工(gong)作(zuo)(zuo)有新的(de)(de)(de)(de)起色,因此是(shi)好(hao)事(shi)(shi)(shi)(shi)。各鄉鎮、各部(bu)門和(he)(he)事(shi)(shi)(shi)(shi)業(ye)(ye)(ye)單(dan)位一定要(yao)高(gao)度(du)(du)重視,按(an)照縣委、縣政府對實(shi)(shi)(shi)(shi)施(shi)工(gong)作(zuo)(zuo)的(de)(de)(de)(de)總(zong)體安排和(he)(he)時間要(yao)求,切實(shi)(shi)(shi)(shi)加強(qiang)領導,精心組織,周密安排,確保實(shi)(shi)(shi)(shi)施(shi)工(gong)作(zuo)(zuo)積(ji)極(ji)穩妥地開展,確保實(shi)(shi)(shi)(shi)施(shi)中(zhong)絕大(da)部(bu)分(fen)(fen)人(ren)(ren)(ren)員的(de)(de)(de)(de)利益得到(dao)(dao)充分(fen)(fen)體現。

(二)要(yao)(yao)加強領導。各鄉(xiang)鎮、各部(bu)(bu)門(men)和事業單(dan)(dan)位(wei)特別是(shi)各級領導要(yao)(yao)把實施崗(gang)位(wei)設(she)置管理(li)工作作為當前事業單(dan)(dan)位(wei)人事制度改革(ge)(ge)工作的重中之(zhi)重來抓,要(yao)(yao)結(jie)合本(ben)部(bu)(bu)門(men)、本(ben)單(dan)(dan)位(wei)的實際情況(kuang),周密部(bu)(bu)署,穩妥實施。為加強對全縣事業單(dan)(dan)位(wei)人事制度改革(ge)(ge)的領導,縣政府(fu)已經成(cheng)立了事業單(dan)(dan)位(wei)崗(gang)位(wei)設(she)置管理(li)工作領導小組。各鄉(xiang)鎮、各部(bu)(bu)門(men)和事業單(dan)(dan)位(wei)也要(yao)(yao)成(cheng)立專門(men)的班子,組織精兵強將,明確責任,集(ji)中精力做(zuo)好實施工作。

(三)要嚴格政策(ce)。各鄉鎮、各部(bu)門和(he)事業單位特別(bie)是人(ren)(ren)(ren)事主管(guan)部(bu)門要認真履行(xing)職(zhi)責(ze),切(qie)(qie)(qie)實(shi)(shi)(shi)加強監督檢查,維護政策(ce)的(de)(de)(de)(de)(de)嚴肅性(xing)和(he)權(quan)威性(xing)。在實(shi)(shi)(shi)施工(gong)作(zuo)中,要尊重事業單位廣大(da)(da)工(gong)作(zuo)人(ren)(ren)(ren)員(yuan)的(de)(de)(de)(de)(de)意愿,最大(da)(da)限度地調(diao)動他們參與改(gai)(gai)革(ge)、支持改(gai)(gai)革(ge)的(de)(de)(de)(de)(de)積(ji)極性(xing)。要堅持以人(ren)(ren)(ren)為(wei)本(ben)的(de)(de)(de)(de)(de)原(yuan)則,充(chong)(chong)分(fen)考(kao)慮歷史原(yuan)因(yin)和(he)客(ke)觀實(shi)(shi)(shi)際,統籌協調(diao)和(he)妥善處理好各方面的(de)(de)(de)(de)(de)利(li)益(yi)關系,切(qie)(qie)(qie)實(shi)(shi)(shi)把廣大(da)(da)工(gong)作(zuo)人(ren)(ren)(ren)員(yuan)的(de)(de)(de)(de)(de)切(qie)(qie)(qie)身(shen)利(li)益(yi)維護好。決不能借改(gai)(gai)革(ge)之機打擊報復,甚至剝奪工(gong)作(zuo)人(ren)(ren)(ren)員(yuan)的(de)(de)(de)(de)(de)勞動權(quan)利(li),也(ye)決不允許(xu)以搞活單位內(nei)部(bu)分(fen)配為(wei)幌子,侵占工(gong)作(zuo)人(ren)(ren)(ren)員(yuan)應(ying)得的(de)(de)(de)(de)(de)合法(fa)報酬。事業單位的(de)(de)(de)(de)(de)崗位設(she)置(zhi)方案及其他涉及廣大(da)(da)工(gong)作(zuo)人(ren)(ren)(ren)員(yuan)切(qie)(qie)(qie)身(shen)利(li)益(yi)的(de)(de)(de)(de)(de)重大(da)(da)事項,必(bi)須充(chong)(chong)分(fen)征求廣大(da)(da)職(zhi)工(gong)的(de)(de)(de)(de)(de)意見,充(chong)(chong)分(fen)考(kao)慮大(da)(da)家的(de)(de)(de)(de)(de)意愿。

(四)要(yao)嚴肅紀律(lv)。事(shi)(shi)(shi)(shi)業單(dan)位(wei)(wei)(wei)崗(gang)位(wei)(wei)(wei)設置(zhi)管(guan)理工作(zuo)(zuo)在組織實(shi)施過(guo)程(cheng)中(zhong),縣事(shi)(shi)(shi)(shi)業單(dan)位(wei)(wei)(wei)崗(gang)位(wei)(wei)(wei)設置(zhi)管(guan)理工作(zuo)(zuo)領(ling)導(dao)小(xiao)組辦(ban)公室要(yao)組織專門(men)力(li)量,對(dui)(dui)改(gai)革工作(zuo)(zuo)的(de)(de)全過(guo)程(cheng)實(shi)行定(ding)(ding)期或不(bu)定(ding)(ding)期的(de)(de)檢查(cha)(cha)監督,隨時掌握工作(zuo)(zuo)開(kai)展(zhan)情況(kuang),及(ji)時分(fen)析和解決(jue)工作(zuo)(zuo)中(zhong)出(chu)現的(de)(de)新(xin)情況(kuang)、新(xin)問題,不(bu)斷完善工作(zuo)(zuo)措施和辦(ban)法,努力(li)提高崗(gang)位(wei)(wei)(wei)設置(zhi)管(guan)理水平(ping)。對(dui)(dui)本次崗(gang)位(wei)(wei)(wei)設置(zhi)管(guan)理工作(zuo)(zuo)開(kai)始后,未經(jing)人(ren)事(shi)(shi)(shi)(shi)主管(guan)部(bu)門(men)同意突(tu)擊聘用(yong)的(de)(de)人(ren)員、聘用(yong)的(de)(de)職務(wu),不(bu)予認(ren)可,還要(yao)嚴肅查(cha)(cha)處。今后,對(dui)(dui)不(bu)按(an)規(gui)定(ding)(ding)程(cheng)序進行崗(gang)位(wei)(wei)(wei)設置(zhi)和崗(gang)位(wei)(wei)(wei)聘用(yong)的(de)(de)事(shi)(shi)(shi)(shi)業單(dan)位(wei)(wei)(wei),人(ren)事(shi)(shi)(shi)(shi)部(bu)門(men)及(ji)有關部(bu)門(men)不(bu)予確認(ren)崗(gang)位(wei)(wei)(wei)等級、不(bu)予兌現工資、不(bu)予核撥經(jing)費,什么時間完成崗(gang)位(wei)(wei)(wei)設置(zhi)管(guan)理工作(zuo)(zuo),什么時間調整應該增(zeng)加的(de)(de)工資;對(dui)(dui)情節嚴重的(de)(de),要(yao)通(tong)報批(pi)評,按(an)人(ren)事(shi)(shi)(shi)(shi)管(guan)理權限對(dui)(dui)單(dan)位(wei)(wei)(wei)領(ling)導(dao)和相關責任人(ren)給予相應的(de)(de)紀律(lv)處分(fen)。
