二級建造師考試(shi)出題(ti)由國(guo)家住建部和人事部全國(guo)統一出題(ti),全國(guo)材、統一大綱、統一考試(shi)時間(jian)。

下面結合(he)我(wo)個人自身情況與學(xue)習期間的體會自我(wo)總結了以下幾點學(xue)習心得:
一、如何提高建造師(shi)執業素質(zhi)及個人素質(zhi)
現階段施(shi)(shi)工(gong)(gong)(gong)(gong)項目(mu)(mu)(mu)增多,加之(zhi)行業競(jing)爭激烈,致(zhi)使各(ge)項目(mu)(mu)(mu)在(zai)施(shi)(shi)工(gong)(gong)(gong)(gong)過程(cheng)中(zhong)為了趕(gan)進度(du),減成本(ben),可能(neng)會忽略質量控制(zhi)及安(an)全(quan)(quan)控制(zhi)方面(mian),而質量及安(an)全(quan)(quan)控制(zhi)正好是(shi)一名(ming)建(jian)造師工(gong)(gong)(gong)(gong)作(zuo)內容的(de)(de)(de)重(zhong)點。近(jin)年來媒體(ti)報道的(de)(de)(de)各(ge)類施(shi)(shi)工(gong)(gong)(gong)(gong)項目(mu)(mu)(mu)發生(sheng)的(de)(de)(de)質量事(shi)故(gu)舉(ju)不勝數。在(zai)培訓學習期間,老師們也(ye)列舉(ju)了很多工(gong)(gong)(gong)(gong)程(cheng)質量安(an)全(quan)(quan)事(shi)故(gu)實(shi)例,歸根結底還(huan)是(shi)因(yin)為我們在(zai)施(shi)(shi)工(gong)(gong)(gong)(gong)過程(cheng)中(zhong)不能(neng)嚴格要求,不按(an)照預定的(de)(de)(de)施(shi)(shi)工(gong)(gong)(gong)(gong)方案進行施(shi)(shi)工(gong)(gong)(gong)(gong),施(shi)(shi)工(gong)(gong)(gong)(gong)過程(cheng)中(zhong)控制(zhi)不嚴格,建(jian)造師本(ben)身(shen)專業素質不過硬(ying)導致(zhi)。就(jiu)像學習中(zhong)老師講到(dao)的(de)(de)(de),有的(de)(de)(de)項目(mu)(mu)(mu)經理經常說工(gong)(gong)(gong)(gong)人(ren)(ren)什么沒(mei)有做好,卻說不出來應(ying)該怎(zen)么去做,怎(zen)么去指導工(gong)(gong)(gong)(gong)人(ren)(ren)施(shi)(shi)工(gong)(gong)(gong)(gong),不能(neng)做到(dao)以理服人(ren)(ren)。
二、工(gong)程項(xiang)目(mu)的管理與控制
施工項(xiang)目(mu)(mu)管(guan)理(li)控(kong)制是(shi)(shi)一項(xiang)多(duo)層面、全方位的管(guan)理(li)控(kong)制,工程的質(zhi)量是(shi)(shi)否合格、安(an)全是(shi)(shi)否達(da)標(biao)、成本是(shi)(shi)否合理(li)均是(shi)(shi)體現(xian)項(xiang)目(mu)(mu)管(guan)理(li)工作的好壞與否。只有做好施工項(xiang)目(mu)(mu)的管(guan)理(li)控(kong)制,才能(neng)實現(xian)優質(zhi)、安(an)全、高效的管(guan)理(li)目(mu)(mu)標(biao)。
我個人(ren)認為項目管理(li)與控制主要(yao)分(fen)為以下幾方(fang)面:
1、工程安(an)全管理與控制(zhi)
安(an)全(quan)(quan)(quan)管(guan)(guan)理是(shi)施工(gong)(gong)項目(mu)管(guan)(guan)理的(de)(de)重(zhong)要(yao)(yao)(yao)組成部分之一,是(shi)涉及生(sheng)(sheng)產(chan)(chan)(chan)人(ren)員(yuan)人(ren)身(shen)安(an)全(quan)(quan)(quan)的(de)(de)目(mu)標(biao)管(guan)(guan)理,應(ying)給予(yu)高度(du)重(zhong)視(shi)。在為(wei)期五(wu)天(tian)的(de)(de)培訓學習中,幾乎每堂(tang)課老師(shi)都有(you)講到安(an)全(quan)(quan)(quan)問(wen)題。如(ru)果不重(zhong)視(shi)安(an)全(quan)(quan)(quan)管(guan)(guan)理,一旦發(fa)生(sheng)(sheng)安(an)全(quan)(quan)(quan)事故,一則給受(shou)傷害的(de)(de)工(gong)(gong)程(cheng)施工(gong)(gong)人(ren)員(yuan)蒙受(shou)災難(nan),給家庭造成巨大的(de)(de)不幸;二則施工(gong)(gong)企業(ye)要(yao)(yao)(yao)停工(gong)(gong)整頓(dun),支付(fu)巨額的(de)(de)經(jing)濟(ji)賠償(chang),賠償(chang)標(biao)準每年(nian)都在增加(jia),影響企業(ye)的(de)(de)形象和經(jing)濟(ji)效(xiao)益。三則造成員(yuan)工(gong)(gong)的(de)(de)思想情(qing)緒低落,影響工(gong)(gong)作積極性發(fa)揮。因此安(an)全(quan)(quan)(quan)生(sheng)(sheng)產(chan)(chan)(chan),責任重(zhong)大。安(an)全(quan)(quan)(quan)主要(yao)(yao)(yao)靠制度(du)管(guan)(guan)人(ren),嚴(yan)格執(zhi)(zhi)行安(an)全(quan)(quan)(quan)生(sheng)(sheng)產(chan)(chan)(chan)責任制度(du)能使各崗(gang)位負起責任,建立健(jian)全(quan)(quan)(quan)安(an)全(quan)(quan)(quan)專(zhuan)職機構(gou)加(jia)強安(an)全(quan)(quan)(quan)部門的(de)(de)領導嚴(yan)格執(zhi)(zhi)行安(an)全(quan)(quan)(quan)檢(jian)查制度(du)。通過制定(ding)安(an)全(quan)(quan)(quan)生(sheng)(sheng)產(chan)(chan)(chan)責任制做到安(an)全(quan)(quan)(quan)生(sheng)(sheng)產(chan)(chan)(chan)"事事有(you)其(qi)主,人(ren)人(ren)有(you)其(qi)責"。
2、工(gong)程進度控制
工(gong)程(cheng)(cheng)進(jin)(jin)度控制(zhi)對各階段的(de)工(gong)作順(shun)序和持續(xu)時間進(jin)(jin)行(xing)規劃(hua)、實施(shi)、檢查、協調,以(yi)周密(mi)、合(he)理的(de)進(jin)(jin)度計劃(hua)為(wei)指導(dao),對工(gong)程(cheng)(cheng)施(shi)工(gong)進(jin)(jin)度進(jin)(jin)行(xing)跟(gen)蹤檢查、分析(xi)、調整與控制(zhi)。進(jin)(jin)度控制(zhi)的(de)最(zui)終目(mu)的(de)是確保(bao)項目(mu)動用時間目(mu)標的(de)實現。為(wei)了工(gong)程(cheng)(cheng)項目(mu)有計劃(hua)地進(jin)(jin)行(xing)施(shi)工(gong),需(xu)要制(zhi)定進(jin)(jin)度計劃(hua),并按計劃(hua)進(jin)(jin)行(xing)施(shi)工(gong)。
3、工(gong)程質(zhi)量(liang)管理與(yu)控(kong)制(zhi)
  施(shi)(shi)工(gong)質(zhi)量(liang)保(bao)證(zheng)體(ti)系(xi)需要根據施(shi)(shi)工(gong)管(guan)理(li)的(de)(de)范(fan)圍(wei),結合(he)工(gong)程的(de)(de)特點(dian)建立(li)工(gong)程質(zhi)量(liang)管(guan)理(li)與(yu)控(kong)制的(de)(de)目標(biao)體(ti)系(xi),個崗位合(he)理(li)分工(gong),制定質(zhi)量(liang)管(guan)理(li)體(ti)系(xi)的(de)(de)相關制度、現場施(shi)(shi)工(gong)質(zhi)量(liang)管(guan)理(li)與(yu)控(kong)制點(dian)及其措施(shi)(shi)。施(shi)(shi)工(gong)質(zhi)量(liang)保(bao)證(zheng)體(ti)系(xi)的(de)(de)運行,應以(yi)質(zhi)量(liang)計(ji)劃(hua)為龍頭,過程管(guan)理(li)為重心,按照PDCA循環原理(li)展開。

目前,土(tu)(tu)木工(gong)程(cheng)(cheng)(cheng)專業的(de)(de)(de)(de)學生(sheng)(sheng)存(cun)在(zai)(zai)(zai)(zai)著(zhu)重專業技術課(ke)(ke)(ke)(ke)(ke)、輕經(jing)(jing)濟管(guan)理(li)類課(ke)(ke)(ke)(ke)(ke)的(de)(de)(de)(de)現象,究其(qi)原因(yin)主要(yao)有以下幾點:1.開課(ke)(ke)(ke)(ke)(ke)時間不合適建筑經(jing)(jing)濟與管(guan)理(li)課(ke)(ke)(ke)(ke)(ke)一般安排在(zai)(zai)(zai)(zai)第7學期,而此(ci)時正(zheng)是大(da)(da)(da)四學生(sheng)(sheng)考研、求職(zhi)的(de)(de)(de)(de)忙碌期。教(jiao)室(shi)里空(kong)空(kong)蕩蕩,只有少數學生(sheng)(sheng)在(zai)(zai)(zai)(zai)聽課(ke)(ke)(ke)(ke)(ke),其(qi)中部分(fen)還在(zai)(zai)(zai)(zai)看考研的(de)(de)(de)(de)書,部分(fen)人(ren)在(zai)(zai)(zai)(zai)消(xiao)耗時光。2.學生(sheng)(sheng)對課(ke)(ke)(ke)(ke)(ke)程(cheng)(cheng)(cheng)不夠(gou)重視因(yin)為在(zai)(zai)(zai)(zai)此(ci)之(zhi)前他們(men)已(yi)學了大(da)(da)(da)量諸如結(jie)構(gou)力學、混(hun)凝土(tu)(tu)結(jie)構(gou)、鋼結(jie)構(gou)、砌體結(jie)構(gou)之(zhi)類的(de)(de)(de)(de)課(ke)(ke)(ke)(ke)(ke),也做了幾個(ge)這(zhe)方面的(de)(de)(de)(de)課(ke)(ke)(ke)(ke)(ke)程(cheng)(cheng)(cheng)設(she)(she)(she)(she)(she)計(ji)(ji)(ji)(ji),所以思維的(de)(de)(de)(de)慣性(xing)會讓學生(sheng)(sheng)自然而然地將建筑經(jing)(jing)濟與管(guan)理(li)課(ke)(ke)(ke)(ke)(ke)列入可學可不學的(de)(de)(de)(de)范疇。有些習慣了計(ji)(ji)(ji)(ji)算彎矩(ju)、應力的(de)(de)(de)(de)學生(sheng)(sheng)甚至都不知道該怎(zen)么去(qu)學這(zhe)門課(ke)(ke)(ke)(ke)(ke),他們(men)還試圖在(zai)(zai)(zai)(zai)教(jiao)材里尋找公(gong)式和(he)例題,照(zhao)著(zhu)某一個(ge)模式去(qu)解題。3.課(ke)(ke)(ke)(ke)(ke)程(cheng)(cheng)(cheng)設(she)(she)(she)(she)(she)置的(de)(de)(de)(de)偏向(xiang)性(xing)縱觀整個(ge)四年的(de)(de)(de)(de)課(ke)(ke)(ke)(ke)(ke)程(cheng)(cheng)(cheng)設(she)(she)(she)(she)(she)置,工(gong)程(cheng)(cheng)(cheng)技術類課(ke)(ke)(ke)(ke)(ke)程(cheng)(cheng)(cheng)占了絕大(da)(da)(da)多數,8個(ge)課(ke)(ke)(ke)(ke)(ke)程(cheng)(cheng)(cheng)設(she)(she)(she)(she)(she)計(ji)(ji)(ji)(ji)中只有1個(ge)是屬(shu)于經(jing)(jing)濟管(guan)理(li)類的(de)(de)(de)(de)概預算課(ke)(ke)(ke)(ke)(ke)程(cheng)(cheng)(cheng)設(she)(she)(she)(she)(she)計(ji)(ji)(ji)(ji),最后的(de)(de)(de)(de)畢業設(she)(she)(she)(she)(she)計(ji)(ji)(ji)(ji)更是傾向(xiang)于結(jie)構(gou)設(she)(she)(she)(she)(she)計(ji)(ji)(ji)(ji),畢業答(da)辯時的(de)(de)(de)(de)提問(wen)幾乎都圍(wei)繞(rao)著(zhu)結(jie)構(gou)設(she)(she)(she)(she)(she)計(ji)(ji)(ji)(ji),偶爾(er)涉及建筑設(she)(she)(she)(she)(she)計(ji)(ji)(ji)(ji)和(he)制(zhi)圖。這(zhe)種(zhong)教(jiao)學上的(de)(de)(de)(de)偏向(xiang)極大(da)(da)(da)影響(xiang)了學生(sheng)(sheng)對本(ben)課(ke)(ke)(ke)(ke)(ke)程(cheng)(cheng)(cheng)學習的(de)(de)(de)(de)積極性(xing)。4.教(jiao)學方法(fa)(fa)陳舊課(ke)(ke)(ke)(ke)(ke)堂教(jiao)學以教(jiao)材為主,老師講,學生(sheng)(sheng)聽,學生(sheng)(sheng)處于被動接受知識的(de)(de)(de)(de)狀態(tai),無法(fa)(fa)激(ji)發他們(men)學習的(de)(de)(de)(de)興趣。
三、措施
1.調整課程的開課時間
以(yi)我院06級(ji)新生(sheng)第一學(xue)(xue)期(qi)的(de)(de)(de)課(ke)程(cheng)(cheng)(cheng)安排為例,軍訓結束(shu)后開始進行為期(qi)14周(zhou)的(de)(de)(de)學(xue)(xue)習,總(zong)學(xue)(xue)時(shi)(shi)234,周(zhou)學(xue)(xue)時(shi)(shi)16.7,其中(zhong)數(shu)學(xue)(xue)80學(xue)(xue)時(shi)(shi)、建筑制圖50學(xue)(xue)時(shi)(shi)、英語類課(ke)程(cheng)(cheng)(cheng)60學(xue)(xue)時(shi)(shi)、其它類課(ke)程(cheng)(cheng)(cheng)44學(xue)(xue)時(shi)(shi),白(bai)天的(de)(de)(de)多數(shu)時(shi)(shi)間學(xue)(xue)生(sheng)都無課(ke)可上(shang)。而那(nei)(nei)些(xie)03級(ji)的(de)(de)(de)大四學(xue)(xue)生(sheng)又是(shi)(shi)一種什么樣(yang)的(de)(de)(de)情(qing)況(kuang)呢(ni)?總(zong)共8門專(zhuan)業(ye)課(ke),總(zong)學(xue)(xue)時(shi)(shi)280,周(zhou)學(xue)(xue)時(shi)(shi)21.5,另外還有3個(ge)(ge)課(ke)程(cheng)(cheng)(cheng)設計。學(xue)(xue)生(sheng)忙得暈頭(tou)轉向(xiang),考研、求職、讀書,一個(ge)(ge)都不(bu)(bu)能(neng)(neng)少。針對這(zhe)(zhe)種前松后緊的(de)(de)(de)現象,建議學(xue)(xue)校在(zai)大一時(shi)(shi)就開設理論力(li)學(xue)(xue)等專(zhuan)業(ye)基(ji)礎(chu)(chu)課(ke),將(jiang)(jiang)專(zhuan)業(ye)課(ke)的(de)(de)(de)教(jiao)學(xue)(xue)適當提前,這(zhe)(zhe)樣(yang)既可以(yi)讓(rang)學(xue)(xue)生(sheng)能(neng)(neng)較早認識所學(xue)(xue)專(zhuan)業(ye),也(ye)(ye)可以(yi)避免日后大量專(zhuan)業(ye)課(ke)與考研、求職在(zai)時(shi)(shi)間上(shang)的(de)(de)(de)沖突,既保(bao)證了專(zhuan)業(ye)課(ke)的(de)(de)(de)教(jiao)學(xue)(xue)效果,也(ye)(ye)兼顧了學(xue)(xue)生(sheng)的(de)(de)(de)實際情(qing)況(kuang)。從(cong)另一個(ge)(ge)方面(mian)(mian)來(lai)看,第1個(ge)(ge)學(xue)(xue)期(qi)大量的(de)(de)(de)空閑(xian)時(shi)(shi)間也(ye)(ye)不(bu)(bu)利于高中(zhong)與大學(xue)(xue)教(jiao)育的(de)(de)(de)平穩(wen)過渡。那(nei)(nei)些(xie)十八、九(jiu)歲的(de)(de)(de)大孩子(zi),遠離了父母的(de)(de)(de)管束(shu),面(mian)(mian)對這(zhe)(zhe)樣(yang)一個(ge)(ge)寬松的(de)(de)(de)環境和(he)大城市五光(guang)十色的(de)(de)(de)誘(you)惑,會(hui)逐漸養(yang)成(cheng)懶散(san)的(de)(de)(de)習慣(guan),將(jiang)(jiang)多余的(de)(de)(de)精力(li)花在(zai)一些(xie)無意義(yi)的(de)(de)(de)事情(qing)上(shang),這(zhe)(zhe)對于他們的(de)(de)(de)成(cheng)長是(shi)(shi)不(bu)(bu)利的(de)(de)(de)。因(yin)此,有必(bi)要在(zai)前兩(liang)年打基(ji)礎(chu)(chu)的(de)(de)(de)階(jie)段將(jiang)(jiang)課(ke)程(cheng)(cheng)(cheng)設置得飽滿些(xie),不(bu)(bu)要將(jiang)(jiang)大量的(de)(de)(de)專(zhuan)業(ye)教(jiao)學(xue)(xue)都壓在(zai)后兩(liang)年。
2.改變輕視經濟管理類課程的觀念(nian)
在畢(bi)業(ye)(ye)設(she)計(ji)前安排學(xue)生(sheng)進行側(ce)重于經濟(ji)管(guan)(guan)(guan)理(li)方面(mian)內(nei)容的畢(bi)業(ye)(ye)實(shi)習(xi),如到施(shi)工企(qi)業(ye)(ye)去(qu)了解他們對施(shi)工方案的技術經濟(ji)分(fen)析(xi),投(tou)標的決策過(guo)程,企(qi)業(ye)(ye)的日常管(guan)(guan)(guan)理(li);到設(she)計(ji)單(dan)位(wei)去(qu)看對初步設(she)計(ji)方案經濟(ji)性(xing)(xing)的比選;到建設(she)單(dan)位(wei)去(qu)了解一下工程項目的可行性(xing)(xing)研(yan)究,投(tou)資的經濟(ji)效果分(fen)析(xi)等,可供選擇的范(fan)圍(wei)很大,實(shi)習(xi)也(ye)方便。實(shi)習(xi)完畢(bi)后,要求提交實(shi)習(xi)報告并進行答辯,避免使實(shi)習(xi)流(liu)于形式。這(zhe)樣就(jiu)可以將土木工程學(xue)生(sheng)的三(san)大就(jiu)業(ye)(ye)方向(設(she)計(ji)院、施(shi)工企(qi)業(ye)(ye)、咨詢管(guan)(guan)(guan)理(li)部門)通過(guo)一個(ge)畢(bi)業(ye)(ye)設(she)計(ji)、兩(liang)個(ge)實(shi)習(xi)體現(xian)出(chu)來,改變(bian)學(xue)生(sheng)和(he)老師(shi)唯設(she)計(ji)獨尊(zun)、輕經濟(ji)管(guan)(guan)(guan)理(li)類(lei)課程的觀(guan)念。
3.從造(zao)價師執業資格(ge)考(kao)試入(ru)手,激發學生的興趣

(一)調整職能(neng),轉換思路,人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)資源(yuan)開發取得新(xin)突破。一是成(cheng)(cheng)(cheng)功組織三(san)(san)次大(da)(da)(da)(da)型(xing)招(zhao)考(kao)。承擔石(shi)油石(shi)化大(da)(da)(da)(da)企(qi)業人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)市(shi)(shi)場(chang)(chang)交(jiao)流職能(neng),先后為__石(shi)油管理局(ju)、油田公司(si)、石(shi)化總廠、石(shi)化公司(si)、煉化公司(si)等(deng)五大(da)(da)(da)(da)中直(zhi)企(qi)業組織招(zhao)考(kao)大(da)(da)(da)(da)中專(zhuan)畢業生,共受理報(bao)考(kao)人(ren)(ren)(ren)(ren)員1.2萬人(ren)(ren)(ren)(ren),通過公開考(kao)試先后有1700多(duo)人(ren)(ren)(ren)(ren)上崗(gang)(gang)工作(zuo),極大(da)(da)(da)(da)地滿足了(le)大(da)(da)(da)(da)企(qi)業的(de)用(yong)人(ren)(ren)(ren)(ren)需(xu)求。二是人(ren)(ren)(ren)(ren)事(shi)(shi)業務蓬勃(bo)開展。推行(xing)新(xin)型(xing)人(ren)(ren)(ren)(ren)事(shi)(shi)制(zhi)度,新(xin)增企(qi)業130家、個(ge)人(ren)(ren)(ren)(ren)2199人(ren)(ren)(ren)(ren);開展人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)派遣業務,向市(shi)(shi)建設銀行(xing)派遣20名儲蓄代(dai)辦(ban)員,新(xin)型(xing)業務蓬勃(bo)興起(qi)。目前,市(shi)(shi)人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)中心人(ren)(ren)(ren)(ren)事(shi)(shi)總量達到292家5346人(ren)(ren)(ren)(ren),取得了(le)歷史性新(xin)突破。三(san)(san)是人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)市(shi)(shi)場(chang)(chang)交(jiao)流日趨活躍。堅持專(zhuan)場(chang)(chang)招(zhao)聘與定期招(zhao)聘相結(jie)合,積(ji)極搭建高校(xiao)(xiao)與企(qi)業的(de)對接平臺(tai),成(cheng)(cheng)(cheng)功舉辦(ban)人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)交(jiao)流集市(shi)(shi)24場(chang)(chang),專(zhuan)場(chang)(chang)招(zhao)聘會5場(chang)(chang),大(da)(da)(da)(da)型(xing)人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)交(jiao)流會1場(chang)(chang),提(ti)供就業崗(gang)(gang)位9000多(duo)個(ge),達成(cheng)(cheng)(cheng)意向性協議2300人(ren)(ren)(ren)(ren),市(shi)(shi)場(chang)(chang)配置人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)資源(yuan)的(de)基(ji)礎性作(zuo)用(yong)充分(fen)顯(xian)現。四(si)是招(zhao)才(cai)(cai)(cai)引智(zhi)(zhi)工作(zuo)初見成(cheng)(cheng)(cheng)效(xiao)。根據市(shi)(shi)屬學(xue)校(xiao)(xiao)的(de)用(yong)人(ren)(ren)(ren)(ren)需(xu)求,從北京(jing)師范大(da)(da)(da)(da)學(xue)、東北師范大(da)(da)(da)(da)學(xue)等(deng)院校(xiao)(xiao)選拔優秀師范類(lei)畢業生85人(ren)(ren)(ren)(ren),全部(bu)補(bu)充到教學(xue)一線(xian),緩解了(le)部(bu)分(fen)學(xue)校(xiao)(xiao)一線(xian)教師嚴重短缺(que)問題;組織市(shi)(shi)內20多(duo)家企(qi)業參加哈爾濱經(jing)濟貿易洽談會、黑龍江省對俄人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)智(zhi)(zhi)力合作(zuo)項(xiang)目洽談會,達成(cheng)(cheng)(cheng)意向性引智(zhi)(zhi)協議19項(xiang),報(bao)批國家級重點引智(zhi)(zhi)服務項(xiang)目6個(ge),協助企(qi)業引進外國專(zhuan)家13人(ren)(ren)(ren)(ren),智(zhi)(zhi)力成(cheng)(cheng)(cheng)果轉化對經(jing)濟增長的(de)貢獻率(lv)初步顯(xian)現。
(二(er))超(chao)前(qian)謀劃,大膽創新,各項(xiang)改(gai)(gai)(gai)(gai)革(ge)(ge)(ge)平(ping)穩有序推進(jin)(jin)(jin)(jin)。一是(shi)(shi)事(shi)(shi)(shi)業(ye)(ye)(ye)單(dan)(dan)位(wei)改(gai)(gai)(gai)(gai)革(ge)(ge)(ge)已(yi)經破題。遵循國家和省關于(yu)事(shi)(shi)(shi)業(ye)(ye)(ye)單(dan)(dan)位(wei)改(gai)(gai)(gai)(gai)革(ge)(ge)(ge)的(de)指導意見(jian),擬(ni)(ni)定(ding)了(le)《__市(shi)(shi)(shi)事(shi)(shi)(shi)業(ye)(ye)(ye)單(dan)(dan)位(wei)改(gai)(gai)(gai)(gai)革(ge)(ge)(ge)總(zong)體(ti)方(fang)(fang)案(an)》等1 17配套政策體(ti)系(xi),提出了(le)分(fen)類(lei)管理(li)、資(zi)源整合、管理(li)體(ti)制、分(fen)配制度、人(ren)(ren)事(shi)(shi)(shi)制度、社(she)會(hui)保障、資(zi)產(chan)管理(li)、產(chan)權制度、供養體(ti)制等9個(ge)方(fang)(fang)面的(de)改(gai)(gai)(gai)(gai)革(ge)(ge)(ge)意見(jian),分(fen)別提交市(shi)(shi)(shi)事(shi)(shi)(shi)業(ye)(ye)(ye)單(dan)(dan)位(wei)改(gai)(gai)(gai)(gai)革(ge)(ge)(ge)領(ling)導小(xiao)組會(hui)議(yi)和市(shi)(shi)(shi)委常委會(hui)議(yi)討(tao)論,正在進(jin)(jin)(jin)(jin)一步修改(gai)(gai)(gai)(gai)完善。目(mu)(mu)前(qian),已(yi)初步完成市(shi)(shi)(shi)直屬及市(shi)(shi)(shi)直機(ji)關所(suo)屬438家事(shi)(shi)(shi)業(ye)(ye)(ye)單(dan)(dan)位(wei)的(de)模擬(ni)(ni)分(fen)類(lei)工作;__廣電集團政事(shi)(shi)(shi)分(fen)開、局團分(fen)離的(de)體(ti)制改(gai)(gai)(gai)(gai)革(ge)(ge)(ge)已(yi)進(jin)(jin)(jin)(jin)入組織(zhi)實(shi)施(shi)階段;現有駐外辦事(shi)(shi)(shi)處機(ji)構改(gai)(gai)(gai)(gai)革(ge)(ge)(ge)思(si)路正報(bao)送市(shi)(shi)(shi)領(ling)導審(shen)定(ding),將擇(ze)機(ji)予(yu)以啟動。二(er)是(shi)(shi)繼續(xu)(xu)推進(jin)(jin)(jin)(jin)專(zhuan)(zhuan)業(ye)(ye)(ye)技(ji)術職(zhi)務聘任改(gai)(gai)(gai)(gai)革(ge)(ge)(ge)。根據我市(shi)(shi)(shi)各縣(xian)區(qu)(qu)事(shi)(shi)(shi)業(ye)(ye)(ye)單(dan)(dan)位(wei)的(de)實(shi)際情況,啟動了(le)專(zhuan)(zhuan)業(ye)(ye)(ye)技(ji)術職(zhi)務聘任工作。對(dui)縣(xian)區(qu)(qu)上報(bao)的(de)專(zhuan)(zhuan)業(ye)(ye)(ye)技(ji)術職(zhi)務聘任方(fang)(fang)案(an)進(jin)(jin)(jin)(jin)行了(le)審(shen)核,共批(pi)(pi)(pi)復(fu)高級(ji)(ji)崗(gang)位(wei)4422個(ge),中級(ji)(ji)崗(gang)位(wei)13383個(ge)。目(mu)(mu)前(qian),正按照批(pi)(pi)(pi)復(fu)方(fang)(fang)案(an)要(yao)求,指導各縣(xian)區(qu)(qu)開展評(ping)(ping)聘分(fen)開工作。同時,繼續(xu)(xu)推行初級(ji)(ji)專(zhuan)(zhuan)業(ye)(ye)(ye)技(ji)術職(zhi)務以聘代(dai)評(ping)(ping),將聘任權真正交由(you)基層單(dan)(dan)位(wei),對(dui)初級(ji)(ji)專(zhuan)(zhuan)業(ye)(ye)(ye)技(ji)術職(zhi)務只聘任、不審(shen)批(pi)(pi)(pi);對(dui)各用人(ren)(ren)單(dan)(dan)位(wei)的(de)聘任,只備案(an)、不審(shen)批(pi)(pi)(pi),目(mu)(mu)前(qian)已(yi)有476人(ren)(ren)實(shi)行以聘代(dai)評(ping)(ping)。
(三)嚴格(ge)(ge)管(guan)(guan)理(li),規范(fan)(fan)運行,管(guan)(guan)理(li)水平有新的(de)提高。一(yi)是(shi)加(jia)(jia)強人(ren)(ren)(ren)事(shi)計(ji)劃(hua)(hua)管(guan)(guan)理(li)。制(zhi)定了《關于(yu)加(jia)(jia)強人(ren)(ren)(ren)員(yuan)工(gong)(gong)(gong)資(zi)(zi)計(ji)劃(hua)(hua)管(guan)(guan)理(li)的(de)通知》,明確了市區機(ji)(ji)關、企事(shi)業(ye)(ye)單(dan)位(wei)人(ren)(ren)(ren)員(yuan)之間的(de)調整政策和(he)辦理(li)程(cheng)序,基本消除了機(ji)(ji)關事(shi)業(ye)(ye)單(dan)位(wei)人(ren)(ren)(ren)員(yuan)混崗(gang)、混編(bian)問題(ti),人(ren)(ren)(ren)事(shi)調配工(gong)(gong)(gong)作(zuo)(zuo)步入了規范(fan)(fan)化軌道。二(er)是(shi)加(jia)(jia)強工(gong)(gong)(gong)資(zi)(zi)基金管(guan)(guan)理(li)。建立(li)了工(gong)(gong)(gong)資(zi)(zi)基金分類(lei)管(guan)(guan)理(li)制(zhi)度(du),將年(nian)度(du)工(gong)(gong)(gong)資(zi)(zi)計(ji)劃(hua)(hua)額度(du)細化到(dao)每(mei)個具體單(dan)位(wei),用(yong)(yong)(yong)(yong)計(ji)劃(hua)(hua)約(yue)束力控制(zhi)住各單(dan)位(wei)工(gong)(gong)(gong)資(zi)(zi)基金的(de)機(ji)(ji)械增長,上半年(nian)審(shen)核工(gong)(gong)(gong)資(zi)(zi)基金6億元(yuan),做到(dao)了準確無誤。規范(fan)(fan)臨(lin)時(shi)(shi)用(yong)(yong)(yong)(yong)工(gong)(gong)(gong)聘(pin)(pin)用(yong)(yong)(yong)(yong)工(gong)(gong)(gong)作(zuo)(zuo),對107個機(ji)(ji)關事(shi)業(ye)(ye)單(dan)位(wei)聘(pin)(pin)用(yong)(yong)(yong)(yong)臨(lin)時(shi)(shi)用(yong)(yong)(yong)(yong)工(gong)(gong)(gong)的(de)數量進行重新核定,減(jian)少臨(lin)時(shi)(shi)用(yong)(yong)(yong)(yong)工(gong)(gong)(gong)2110人(ren)(ren)(ren),年(nian)節約(yue)公共(gong)財政支出1775萬(wan)元(yuan)。三是(shi)加(jia)(jia)強干(gan)部(bu)管(guan)(guan)理(li)。抓(zhua)實企業(ye)(ye)干(gan)部(bu)解困(kun)工(gong)(gong)(gong)作(zuo)(zuo),籌措解困(kun)專項資(zi)(zi)金1259萬(wan)元(yuan),全部(bu)用(yong)(yong)(yong)(yong)于(yu)生(sheng)活困(kun)難企業(ye)(ye)干(gan)部(bu)維穩解困(kun)工(gong)(gong)(gong)作(zuo)(zuo)。完善企業(ye)(ye)干(gan)部(bu)和(he)下崗(gang)失(shi)業(ye)(ye)企業(ye)(ye)干(gan)部(bu)生(sheng)活補(bu)助金發放(fang)工(gong)(gong)(gong)作(zuo)(zuo),通過辦理(li)活期儲蓄的(de)方(fang)式(shi),實現了“點(dian)對點(dian)”發放(fang)。四是(shi)加(jia)(jia)強人(ren)(ren)(ren)事(shi)考(kao)(kao)試(shi)(shi)管(guan)(guan)理(li)。組織(zhi)全國、全省專業(ye)(ye)性技術資(zi)(zi)格(ge)(ge)考(kao)(kao)試(shi)(shi)8次,為(wei)事(shi)業(ye)(ye)單(dan)位(wei)組織(zhi)補(bu)充工(gong)(gong)(gong)作(zuo)(zuo)人(ren)(ren)(ren)員(yuan)考(kao)(kao)試(shi)(shi)2次,承辦簽約(yue)畢業(ye)(ye)生(sheng)考(kao)(kao)試(shi)(shi)、西城(cheng)工(gong)(gong)(gong)業(ye)(ye)園區開(kai)發公司招(zhao)聘(pin)(pin)工(gong)(gong)(gong)作(zuo)(zuo)人(ren)(ren)(ren)員(yuan)考(kao)(kao)試(shi)(shi)、司法警察招(zhao)聘(pin)(pin)考(kao)(kao)試(shi)(shi)各一(yi)次,累計(ji)報考(kao)(kao)人(ren)(ren)(ren)數3萬(wan)余人(ren)(ren)(ren)次,考(kao)(kao)試(shi)(shi)嚴密組織(zhi),考(kao)(kao)務操作(zuo)(zuo)與考(kao)(kao)風考(kao)(kao)紀得到(dao)了社會(hui)各界的(de)充分肯(ken)定,考(kao)(kao)試(shi)(shi)中

(一)全面(mian)貫徹落實公(gong)(gong)務(wu)員(yuan)(yuan)(yuan)(yuan)法(fa)(fa)。一是認真開展公(gong)(gong)務(wu)員(yuan)(yuan)(yuan)(yuan)登(deng)記(ji)工(gong)作(zuo)(zuo)(zuo)。我們將在前期調查(cha)摸底(di)的(de)(de)(de)(de)基礎上(shang),根據(ju)國家和(he)省關(guan)于(yu)公(gong)(gong)務(wu)員(yuan)(yuan)(yuan)(yuan)登(deng)記(ji)的(de)(de)(de)(de)文件精神,研(yan)究(jiu)擬(ni)定全市公(gong)(gong)務(wu)員(yuan)(yuan)(yuan)(yuan)登(deng)記(ji)工(gong)作(zuo)(zuo)(zuo)實施方(fang)案(an),明確(que)公(gong)(gong)務(wu)員(yuan)(yuan)(yuan)(yuan)登(deng)記(ji)的(de)(de)(de)(de)范圍、對(dui)象、條件、步驟、方(fang)法(fa)(fa),按(an)照(zhao)先市直后(hou)區縣,先試點后(hou)推開的(de)(de)(de)(de)順(shun)序,采取自上(shang)而(er)下、組織登(deng)記(ji)的(de)(de)(de)(de)方(fang)式(shi)進(jin)(jin)行,確(que)保公(gong)(gong)務(wu)員(yuan)(yuan)(yuan)(yuan)登(deng)記(ji)準(zhun)確(que)無誤(wu),做到人員(yuan)(yuan)(yuan)(yuan)登(deng)記(ji)合(he)規(gui)、流動(dong)方(fang)式(shi)合(he)理、進(jin)(jin)入程(cheng)序合(he)法(fa)(fa)。二是做好(hao)(hao)參(can)照(zhao)公(gong)(gong)務(wu)員(yuan)(yuan)(yuan)(yuan)法(fa)(fa)管理單位報批工(gong)作(zuo)(zuo)(zuo)。我們將按(an)照(zhao)公(gong)(gong)務(wu)員(yuan)(yuan)(yuan)(yuan)法(fa)(fa)的(de)(de)(de)(de)有(you)關(guan)要(yao)求(qiu),對(dui)經(jing)法(fa)(fa)律法(fa)(fa)規(gui)授權具有(you)公(gong)(gong)共事務(wu)管理職能(neng)的(de)(de)(de)(de)事業(ye)單位進(jin)(jin)行嚴(yan)格初審,做好(hao)(hao)符(fu)合(he)條件事業(ye)單位的(de)(de)(de)(de)審查(cha)申報工(gong)作(zuo)(zuo)(zuo),不符(fu)合(he)條件的(de)(de)(de)(de)堅決不予(yu)上(shang)報。對(dui)經(jing)審廳批準(zhun)的(de)(de)(de)(de)參(can)照(zhao)公(gong)(gong)務(wu)員(yuan)(yuan)(yuan)(yuan)法(fa)(fa)管理單位,嚴(yan)格按(an)照(zhao)公(gong)(gong)務(wu)員(yuan)(yuan)(yuan)(yuan)法(fa)(fa)的(de)(de)(de)(de)規(gui)定和(he)要(yao)求(qiu),規(gui)范人員(yuan)(yuan)(yuan)(yuan)管理行為和(he)工(gong)資管理制度。
(二)穩步推進(jin)分配制(zhi)(zhi)度改(gai)革。一是(shi)做好(hao)工(gong)資制(zhi)(zhi)度改(gai)行(xing)(xing)工(gong)作。根(gen)據國家(jia)和省關于(yu)機關事業(ye)單(dan)位工(gong)資制(zhi)(zhi)度改(gai)革方案(an)的(de)(de)總體要求,研(yan)究制(zhi)(zhi)定我(wo)市(shi)工(gong)資制(zhi)(zhi)度改(gai)行(xing)(xing)方案(an)。經批準實施后(hou),對已完成公務(wu)員(yuan)登記人員(yuan)在進(jin)行(xing)(xing)職務(wu)和級(ji)別確認的(de)(de)基礎(chu)上,實行(xing)(xing)國家(jia)統(tong)一的(de)(de)職務(wu)與級(ji)別相結合的(de)(de)公務(wu)員(yuan)工(gong)資制(zhi)(zhi)度;對事業(ye)單(dan)位工(gong)作人員(yuan)在對單(dan)位類(lei)別進(jin)行(xing)(xing)合理劃定的(de)(de)基礎(chu)上,實行(xing)(xing)崗位績效工(gong)資制(zhi)(zhi)度。二是(shi)做好(hao)津(jin)(jin)補貼(tie)規范(fan)調整(zheng)工(gong)作。積極爭(zheng)取(qu)設立艱苦邊遠地區(qu)津(jin)(jin)貼(tie),研(yan)究建(jian)立與我(wo)市(shi)經濟社會發展相協(xie)調的(de)(de)津(jin)(jin)貼(tie)補貼(tie)動態增(zeng)長機制(zhi)(zhi)。在工(gong)資政策允許范(fan)圍(wei)內(nei),研(yan)究建(jian)立健全工(gong)資水(shui)平正常增(zeng)長機制(zhi)(zhi)。
(三)加(jia)快人(ren)(ren)才(cai)市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)體(ti)系建設(she)(she)。圍(wei)(wei)繞年內(nei)實(shi)現500家企業(ye)、5000名人(ren)(ren)員的(de)工(gong)(gong)作(zuo)(zuo)(zuo)目(mu)(mu)標,著重做(zuo)好(hao)以(yi)下工(gong)(gong)作(zuo)(zuo)(zuo)。一(yi)(yi)是提(ti)(ti)升服(fu)(fu)務(wu)(wu)(wu)(wu)(wu)意(yi)識,主動開(kai)(kai)拓(tuo)市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)。轉變(bian)工(gong)(gong)作(zuo)(zuo)(zuo)理念,變(bian)管理為(wei)服(fu)(fu)務(wu)(wu)(wu)(wu)(wu),變(bian)坐(zuo)等(deng)(deng)上門為(wei)主動出擊,變(bian)單一(yi)(yi)服(fu)(fu)務(wu)(wu)(wu)(wu)(wu)為(wei)綜(zong)合(he)立(li)體(ti)式(shi)服(fu)(fu)務(wu)(wu)(wu)(wu)(wu),從服(fu)(fu)務(wu)(wu)(wu)(wu)(wu)非公有制(zhi)經濟單位向(xiang)服(fu)(fu)務(wu)(wu)(wu)(wu)(wu)國有企事業(ye)單位拓(tuo)展(zhan)(zhan),從服(fu)(fu)務(wu)(wu)(wu)(wu)(wu)市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)屬(shu)單位向(xiang)服(fu)(fu)務(wu)(wu)(wu)(wu)(wu)中省直大企業(ye)拓(tuo)展(zhan)(zhan),從服(fu)(fu)務(wu)(wu)(wu)(wu)(wu)本市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)客(ke)戶向(xiang)服(fu)(fu)務(wu)(wu)(wu)(wu)(wu)外地(di)客(ke)戶拓(tuo)展(zhan)(zhan),不斷提(ti)(ti)升我市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)人(ren)(ren)才(cai)市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)的(de)影(ying)響(xiang)力(li)、輻射面、服(fu)(fu)務(wu)(wu)(wu)(wu)(wu)群,努力(li)將(jiang)人(ren)(ren)才(cai)市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)建成輻射黑(hei)龍江省西部(bu)地(di)區的(de)人(ren)(ren)才(cai)大市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)。二是簡化(hua)辦事程(cheng)(cheng)序(xu),提(ti)(ti)高(gao)工(gong)(gong)作(zuo)(zuo)(zuo)效率(lv)。擯棄程(cheng)(cheng)序(xu)繁(fan)瑣、環(huan)節(jie)過多等(deng)(deng)可能影(ying)響(xiang)工(gong)(gong)作(zuo)(zuo)(zuo)效率(lv)的(de)問題,不設(she)(she)門檻(jian)、標準和(he)條件,簡化(hua)程(cheng)(cheng)序(xu),減(jian)少環(huan)節(jie),變(bian)多道審(shen)核為(wei)一(yi)(yi)次性審(shen)核,變(bian)多次服(fu)(fu)務(wu)(wu)(wu)(wu)(wu)為(wei)一(yi)(yi)次性辦結,讓服(fu)(fu)務(wu)(wu)(wu)(wu)(wu)對象少跑路、少等(deng)(deng)待、少花錢。三是拓(tuo)展(zhan)(zhan)服(fu)(fu)務(wu)(wu)(wu)(wu)(wu)功能,提(ti)(ti)升服(fu)(fu)務(wu)(wu)(wu)(wu)(wu)層次。根據市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)需求,適時開(kai)(kai)展(zhan)(zhan)人(ren)(ren)才(cai)測評、人(ren)(ren)才(cai)獵頭等(deng)(deng)新(xin)型業(ye)務(wu)(wu)(wu)(wu)(wu),把服(fu)(fu)務(wu)(wu)(wu)(wu)(wu)項目(mu)(mu)制(zhi)定成“工(gong)(gong)作(zuo)(zuo)(zuo)套餐”。針對不同群體(ti)的(de)不同需要,提(ti)(ti)供層次分明的(de)套餐服(fu)(fu)務(wu)(wu)(wu)(wu)(wu)。探索建立(li)“五險合(he)一(yi)(yi)”的(de)工(gong)(gong)作(zuo)(zuo)(zuo)機制(zhi),健全(quan)完善一(yi)(yi)站式(shi)辦公的(de)服(fu)(fu)務(wu)(wu)(wu)(wu)(wu)平臺。四是加(jia)強(qiang)市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)監管,維(wei)護市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)秩(zhi)序(xu)。加(jia)強(qiang)人(ren)(ren)才(cai)市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)監管,明確界定政府人(ren)(ren)事部(bu)門所屬(shu)人(ren)(ren)才(cai)市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)與其(qi)他(ta)人(ren)(ren)才(cai)市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)的(de)業(ye)務(wu)(wu)(wu)(wu)(wu)范(fan)圍(wei)(wei)和(he)服(fu)(fu)務(wu)(wu)(wu)(wu)(wu)范(fan)疇。以(yi)市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)人(ren)(ren)才(cai)中心為(wei)龍頭,聯(lian)手縣區共同研究人(ren)(ren)才(cai)市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)網點(dian)(dian)的(de)鋪設(she)(she)事宜,逐(zhu)步將(jiang)工(gong)(gong)作(zuo)(zuo)(zuo)觸角(jiao)向(xiang)全(quan)市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)布點(dian)(dian),實(shi)現聯(lian)網式(shi)辦公、全(quan)方位覆蓋、一(yi)(yi)體(ti)化(hua)服(fu)(fu)務(wu)(wu)(wu)(wu)(wu),在全(quan)市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)范(fan)圍(wei)(wei)內(nei)真正做(zuo)到一(yi)(yi)點(dian)(dian)受(shou)理,多點(dian)(dian)服(fu)(fu)務(wu)(wu)(wu)(wu)(wu)。
(四)積(ji)極深化事(shi)(shi)(shi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)單(dan)(dan)(dan)(dan)位(wei)(wei)(wei)(wei)改(gai)革。一是(shi)完善事(shi)(shi)(shi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)單(dan)(dan)(dan)(dan)位(wei)(wei)(wei)(wei)分(fen)(fen)(fen)類(lei)管(guan)(guan)理(li)(li)工(gong)(gong)作(zuo)。參照(zhao)黑發[20__]14號(hao)文件精神(shen),根據事(shi)(shi)(shi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)單(dan)(dan)(dan)(dan)位(wei)(wei)(wei)(wei)管(guan)(guan)理(li)(li)體(ti)制、運(yun)行機制、供(gong)給方式、經費(fei)形式和(he)工(gong)(gong)資(zi)制度的(de)(de)(de)(de)(de)不(bu)同(tong)(tong),進(jin)(jin)一步完善分(fen)(fen)(fen)類(lei)管(guan)(guan)理(li)(li)意(yi)見(jian),明確不(bu)同(tong)(tong)類(lei)型事(shi)(shi)(shi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)單(dan)(dan)(dan)(dan)位(wei)(wei)(wei)(wei)的(de)(de)(de)(de)(de)管(guan)(guan)理(li)(li)方式。二是(shi)著(zhu)手整合(he)(he)事(shi)(shi)(shi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)單(dan)(dan)(dan)(dan)位(wei)(wei)(wei)(wei)資(zi)源。結合(he)(he)事(shi)(shi)(shi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)單(dan)(dan)(dan)(dan)位(wei)(wei)(wei)(wei)分(fen)(fen)(fen)類(lei)情(qing)況,同(tong)(tong)時(shi)突出事(shi)(shi)(shi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)發展(zhan)和(he)社(she)會需求(qiu),對相(xiang)同(tong)(tong)類(lei)別(bie)、設置(zhi)分(fen)(fen)(fen)散(san)的(de)(de)(de)(de)(de)教育、衛生(sheng)、建(jian)設、規(gui)劃、國土、農(nong)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)、畜牧等(deng)行業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)性(xing)質事(shi)(shi)(shi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)單(dan)(dan)(dan)(dan)位(wei)(wei)(wei)(wei),提出資(zi)源整合(he)(he)意(yi)見(jian),優化布局(ju)結構。三是(shi)積(ji)極推(tui)(tui)進(jin)(jin)機構改(gai)革。凡使用財(cai)政經費(fei)的(de)(de)(de)(de)(de)事(shi)(shi)(shi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)單(dan)(dan)(dan)(dan)位(wei)(wei)(wei)(wei),嚴格(ge)控(kong)制機構編(bian)制,新進(jin)(jin)人(ren)員實(shi)(shi)(shi)行凡進(jin)(jin)必考。對因(yin)職(zhi)能萎(wei)縮、任(ren)務(wu)不(bu)夠飽(bao)和(he)、長(chang)期空編(bian)的(de)(de)(de)(de)(de)事(shi)(shi)(shi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)單(dan)(dan)(dan)(dan)位(wei)(wei)(wei)(wei),收(shou)縮編(bian)制,重新核定。四是(shi)繼續(xu)推(tui)(tui)行專業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)技(ji)(ji)術(shu)職(zhi)務(wu)評聘(pin)分(fen)(fen)(fen)開。進(jin)(jin)一步加(jia)大評聘(pin)分(fen)(fen)(fen)開的(de)(de)(de)(de)(de)指(zhi)導力度,督促各(ge)縣區在文件規(gui)定的(de)(de)(de)(de)(de)框架內,于(yu)(yu)8月底前全(quan)部完成聘(pin)任(ren)工(gong)(gong)作(zuo)。同(tong)(tong)時(shi),指(zhi)導各(ge)縣區建(jian)立(li)臺賬,實(shi)(shi)(shi)現(xian)對專業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)技(ji)(ji)術(shu)人(ren)員由身份(fen)管(guan)(guan)理(li)(li)向崗(gang)位(wei)(wei)(wei)(wei)管(guan)(guan)理(li)(li)、結構管(guan)(guan)理(li)(li)、比例(li)管(guan)(guan)理(li)(li)轉(zhuan)變。實(shi)(shi)(shi)施檢查(cha)驗收(shou),及時(shi)總結聘(pin)任(ren)工(gong)(gong)作(zuo)中好的(de)(de)(de)(de)(de)做(zuo)(zuo)法。對驗收(shou)合(he)(he)格(ge)的(de)(de)(de)(de)(de)單(dan)(dan)(dan)(dan)位(wei)(wei)(wei)(wei),及時(shi)兌現(xian)相(xiang)應的(de)(de)(de)(de)(de)工(gong)(gong)資(zi)福利待遇;不(bu)合(he)(he)格(ge)的(de)(de)(de)(de)(de)單(dan)(dan)(dan)(dan)位(wei)(wei)(wei)(wei),限期整改(gai),驗收(shou)合(he)(he)格(ge)后再兌現(xian)相(xiang)關待遇。五是(shi)促進(jin)(jin)企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)化管(guan)(guan)理(li)(li)事(shi)(shi)(shi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)單(dan)(dan)(dan)(dan)位(wei)(wei)(wei)(wei)盡快進(jin)(jin)入市(shi)場(chang)。通(tong)過政策(ce)性(xing)扶持,積(ji)極推(tui)(tui)動企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)化管(guan)(guan)理(li)(li)的(de)(de)(de)(de)(de)事(shi)(shi)(shi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)單(dan)(dan)(dan)(dan)位(wei)(wei)(wei)(wei)進(jin)(jin)行產(chan)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)化運(yun)營,創造條(tiao)件使其逐步轉(zhuan)制為獨立(li)的(de)(de)(de)(de)(de)企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)法人(ren)實(shi)(shi)(shi)體(ti)和(he)市(shi)場(chang)競爭(zheng)主體(ti),同(tong)(tong)時(shi)停發一切財(cai)政補助(zhu),自主經營,自負盈(ying)虧(kui)。六是(shi)積(ji)極推(tui)(tui)進(jin)(jin)廣(guang)電體(ti)制改(gai)革。按照(zhao)《__市(shi)廣(guang)電體(ti)制改(gai)革總體(ti)方案》關于(yu)(yu)政事(shi)(shi)(shi)分(fen)(fen)(fen)開、局(ju)團(tuan)分(fen)(fen)(fen)離的(de)(de)(de)(de)(de)要求(qiu),做(zuo)(zuo)好廣(guang)電集團(tuan)機構分(fen)(fen)(fen)立(li)、人(ren)員分(fen)(fen)(fen)離、崗(gang)位(wei)(wei)(wei)(wei)競聘(pin)等(deng)工(gong)(gong)作(zuo),確保廣(guang)電體(ti)制改(gai)革見(jian)到(dao)實(shi)(shi)(shi)效。
