目前,城建(jian)(jian)工作在社會輿論報道中負面(mian)新聞較多,另一(yi)方面(mian)城管執法(fa)過程中卻屢(lv)屢(lv)受到不法(fa)商販生命威脅,內外部(bu)的(de)變化,導致(zhi)城建(jian)(jian)工作面(mian)臨(lin)更大的(de)風險。在此(ci),我就如何開展風險管理,預防和規避城建(jian)(jian)工作各種風險的(de)發生,提(ti)升(sheng)管理水平,提(ti)出基本思(si)路。

一、城建工作面臨(lin)的主要風(feng)險

城建管理工(gong)作是近年來(lai)的新型工(gong)作,雖然經幾年的努(nu)力(li),工(gong)作有了很大(da)的提(ti)升(sheng),但是在執(zhi)法(fa)中仍然面(mian)臨著很大(da)的風(feng)(feng)險,這些風(feng)(feng)險主要來(lai)自于(yu)執(zhi)法(fa)風(feng)(feng)險、環境風(feng)(feng)險、廉潔(jie)風(feng)(feng)險、法(fa)律風(feng)(feng)險等四大(da)風(feng)(feng)險。

1.執(zhi)法(fa)風險(xian)。城管與(yu)眾(zhong)商販之間的(de)矛盾糾紛不斷,一方面(mian)(mian)(mian)執(zhi)法(fa)的(de)城管人員面(mian)(mian)(mian)臨(lin)著(zhu)生命(ming)健康受到侵襲的(de)危險(xian),另一方面(mian)(mian)(mian)依法(fa)執(zhi)法(fa)意識薄(bo)弱,存在(zai)執(zhi)法(fa)“越位”,甚至違(wei)法(fa)的(de)問題。

2.環(huan)境風(feng)(feng)險(xian)(xian)。環(huan)境風(feng)(feng)險(xian)(xian)是指(zhi)城(cheng)(cheng)管(guan)(guan)工(gong)作(zuo)面(mian)臨的(de)(de)周邊環(huan)境風(feng)(feng)險(xian)(xian),從整(zheng)個大環(huan)境看,城(cheng)(cheng)管(guan)(guan)執(zhi)(zhi)法部門不(bu)(bu)是孤立(li)的(de)(de)世外桃(tao)源,城(cheng)(cheng)管(guan)(guan)執(zhi)(zhi)法工(gong)作(zuo)離不(bu)(bu)開方(fang)方(fang)面(mian)面(mian)的(de)(de)支持配合(he),也受到方(fang)方(fang)面(mian)面(mian)的(de)(de)牽(qian)(qian)制(zhi)約束。城(cheng)(cheng)市管(guan)(guan)理工(gong)作(zuo)牽(qian)(qian)涉(she)到工(gong)商、交(jiao)通、衛生(sheng)、環(huan)保等部門,一(yi)些(xie)復(fu)雜的(de)(de)違(wei)(wei)規(gui)施工(gong)、占(zhan)道占(zhan)地甚至涉(she)及(ji)規(gui)劃、建設、國土、公安等職能部門的(de)(de)配合(he)。對(dui)(dui)于不(bu)(bu)同的(de)(de)工(gong)作(zuo)對(dui)(dui)象(xiang),城(cheng)(cheng)管(guan)(guan)執(zhi)(zhi)法隊員與其打交(jiao)道時,風(feng)(feng)險(xian)(xian)不(bu)(bu)盡相(xiang)同。在面(mian)對(dui)(dui)通過違(wei)(wei)法、違(wei)(wei)規(gui)來(lai)獲取(qu)非法利(li)益的(de)(de)空間(jian)較大的(de)(de)執(zhi)(zhi)法對(dui)(dui)象(xiang),城(cheng)(cheng)管(guan)(guan)隊員面(mian)臨的(de)(de)風(feng)(feng)險(xian)(xian)相(xiang)對(dui)(dui)較大。

3.廉(lian)潔風(feng)險(xian)。在(zai)廉(lian)政(zheng)建(jian)設(she)上,發(fa)生風(feng)險(xian)的(de)主體一般(ban)是執(zhi)法(fa)管理(li)人員,風(feng)險(xian)主要(yao)是指陷入,同時(shi),在(zai)執(zhi)法(fa)過程中自由裁量的(de)空(kong)間具有“彈(dan)性(xing)”和隨意(yi)性(xing),給違法(fa)相對(dui)人帶來(lai)了條(tiao)件,也為執(zhi)法(fa)人員提供了腐敗的(de)“土壤(rang)”,導致的(de)廉(lian)潔風(feng)險(xian)。

4.法律(lv)(lv)風險(xian)。要正(zheng)確行使城管工作(zuo)賦予的(de)(de)各項權利,就必須弄清城市市容(rong)和環境(jing)衛生管理(li)條例等法律(lv)(lv)法規(gui)的(de)(de)規(gui)定。目前,在城管工作(zuo),還存在著一(yi)些執法不(bu)規(gui)范或者(zhe)法律(lv)(lv)意識淡薄,責任心(xin)不(bu)強的(de)(de)現象(xiang),極易導致法律(lv)(lv)風險(xian)的(de)(de)發生。個別城管人員缺乏法律(lv)(lv)知識學(xue)習,在執法過程(cheng)中,存在套用條文不(bu)對,或處罰過度現象(xiang)。

二、開展風(feng)險評(ping)估,分析風(feng)險動因,提升風(feng)險管理

風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)評(ping)估是(shi)風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)管(guan)理工作(zuo)的(de)(de)基礎內(nei)容。開展風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)評(ping)估的(de)(de)目(mu)的(de)(de)是(shi)為(wei)了(le)及時發現影響企業戰略目(mu)標(biao)(biao)和(he)經營目(mu)標(biao)(biao)實現的(de)(de)主(zhu)要風(feng)(feng)(feng)(feng)險(xian)(xian)(xian),明確(que)風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)管(guan)控重點。風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)評(ping)估主(zhu)要包括(kuo)三個(ge)步驟(zou):風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)識別、風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)分析和(he)風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)評(ping)價,內(nei)容層(ceng)層(ceng)遞(di)進,相(xiang)互銜接。

風(feng)險識(shi)別是風(feng)險分析和評價的(de)前提,主要是指查找企業(ye)各業(ye)務(wu)環節、各項重要經(jing)營活動(dong)及(ji)其重要業(ye)務(wu)流程中有所存在(zai)的(de)各類不(bu)確定性(xing)。

風(feng)(feng)險(xian)(xian)分(fen)析(xi)是(shi)指從風(feng)(feng)險(xian)(xian)發生的(de)(de)可(ke)能性(xing)、影響程度,對風(feng)(feng)險(xian)(xian)進行定(ding)性(xing)、定(ding)量分(fen)析(xi)的(de)(de)過程。風(feng)(feng)險(xian)(xian)分(fen)析(xi)要綜(zong)合考慮風(feng)(feng)險(xian)(xian)成因、風(feng)(feng)險(xian)(xian)管(guan)理(li)現狀(zhuang)、風(feng)(feng)險(xian)(xian)管(guan)理(li)責(ze)任分(fen)工(gong)以及各類風(feng)(feng)險(xian)(xian)之間的(de)(de)相互(hu)關系等(deng)特性(xing)。

風(feng)(feng)險評(ping)(ping)價是根據風(feng)(feng)險評(ping)(ping)價標準(zhun),結(jie)合(he)風(feng)(feng)險偏好和承受(shou)度對風(feng)(feng)險分析結(jie)果進行綜合(he)評(ping)(ping)價,確定(ding)風(feng)(feng)險等級,明確風(feng)(feng)險管理(li)重點(dian)的過程。

為了(le)切(qie)實加強城(cheng)(cheng)(cheng)建(jian)(jian)(jian)工作(zuo)的(de)(de)管(guan)理(li)(li),有(you)(you)效地預防(fang)和(he)控(kong)制風(feng)險(xian)(xian),提(ti)高城(cheng)(cheng)(cheng)建(jian)(jian)(jian)工作(zuo)的(de)(de)執(zhi)法(fa)(fa)能力(li),我(wo)們結合風(feng)險(xian)(xian)評估(gu)的(de)(de)基本(ben)(ben)理(li)(li)論,采用(yong)了(le)流(liu)(liu)程(cheng)圖(tu)法(fa)(fa),將城(cheng)(cheng)(cheng)建(jian)(jian)(jian)工作(zuo)各(ge)項業(ye)(ye)務按照(zhao)其內在的(de)(de)邏輯聯(lian)系(xi),建(jian)(jian)(jian)立流(liu)(liu)程(cheng)圖(tu),針對流(liu)(liu)程(cheng)圖(tu)的(de)(de)每一(yi)個環(huan)節進行(xing)調(diao)(diao)查、研究(jiu)和(he)分析(xi),從中發現潛在風(feng)險(xian)(xian),分析(xi)、識別(bie)城(cheng)(cheng)(cheng)建(jian)(jian)(jian)工作(zuo)中面臨的(de)(de)主(zhu)要(yao)風(feng)險(xian)(xian)和(he)風(feng)險(xian)(xian)產生(sheng)的(de)(de)動因。城(cheng)(cheng)(cheng)建(jian)(jian)(jian)工作(zuo)面臨的(de)(de)主(zhu)要(yao)風(feng)險(xian)(xian)產生(sheng)的(de)(de)動因主(zhu)要(yao)是:一(yi)是執(zhi)法(fa)(fa)主(zhu)體不(bu)(bu)(bu)明確(que)。企(qi)(qi)業(ye)(ye)城(cheng)(cheng)(cheng)建(jian)(jian)(jian)監(jian)(jian)察大隊(dui)開展(zhan)執(zhi)法(fa)(fa)監(jian)(jian)察和(he)垃(la)圾處理(li)(li)收費。授權范(fan)圍(wei)也僅(jin)僅(jin)限于礦容(rong)違(wei)章(zhang)監(jian)(jian)察,沒(mei)(mei)有(you)(you)執(zhi)法(fa)(fa)權,對建(jian)(jian)(jian)筑施(shi)工、違(wei)章(zhang)廣告、擅自破(po)路施(shi)工、違(wei)章(zhang)搭建(jian)(jian)(jian)等,沒(mei)(mei)有(you)(you)處罰權。二(er)是協(xie)(xie)調(diao)(diao)機(ji)制不(bu)(bu)(bu)健全。目前(qian)企(qi)(qi)業(ye)(ye)油(you)(you)田沒(mei)(mei)有(you)(you)形成一(yi)定(ding)的(de)(de)協(xie)(xie)調(diao)(diao)機(ji)制,在涉及轄區城(cheng)(cheng)(cheng)管(guan)違(wei)法(fa)(fa)現象治理(li)(li)中,執(zhi)法(fa)(fa)渠道(dao)不(bu)(bu)(bu)暢,沒(mei)(mei)有(you)(you)形成聯(lian)動機(ji)制。三是執(zhi)法(fa)(fa)機(ji)關(guan)工作(zuo)協(xie)(xie)調(diao)(diao)不(bu)(bu)(bu)到位。企(qi)(qi)業(ye)(ye)城(cheng)(cheng)(cheng)建(jian)(jian)(jian)協(xie)(xie)調(diao)(diao)不(bu)(bu)(bu)了(le)公安機(ji)關(guan),作(zuo)為企(qi)(qi)業(ye)(ye)內部還得去管(guan),城(cheng)(cheng)(cheng)管(guan)工作(zuo)中居民舉(ju)報,領導安排,不(bu)(bu)(bu)管(guan)就等于不(bu)(bu)(bu)履行(xing)職責,管(guan)了(le)就存在違(wei)法(fa)(fa)嫌疑。城(cheng)(cheng)(cheng)管(guan)工作(zuo)處在兩難(nan)境地,我(wo)們雖(sui)然盡(jin)了(le)最(zui)大努力(li),但不(bu)(bu)(bu)能從根本(ben)(ben)上解決(jue)問題。四是部分保安人員素質(zhi)不(bu)(bu)(bu)高。五是內部監(jian)(jian)督管(guan)理(li)(li)不(bu)(bu)(bu)到位。油(you)(you)田企(qi)(qi)業(ye)(ye)城(cheng)(cheng)(cheng)管(guan)的(de)(de)特殊性,決(jue)定(ding)了(le)其管(guan)理(li)(li)上不(bu)(bu)(bu)具(ju)備行(xing)政(zheng)執(zhi)法(fa)(fa)主(zhu)體,執(zhi)法(fa)(fa)過程(cheng)沒(mei)(mei)有(you)(you)形成完整(zheng)、有(you)(you)序的(de)(de)執(zhi)法(fa)(fa)處罰監(jian)(jian)督鏈的(de)(de)支持。

三、建立風險(xian)(xian)評(ping)估預(yu)警機制(zhi),提升城建工(gong)作(zuo)風險(xian)(xian)管理水平

通過以上風險的分析,城管(guan)執法承擔的風險較多(duo),這些風險易發(fa)且具有(you)潛在(zai)性和(he)不(bu)確定性的特點,為此,我們必須(xu)高(gao)度重(zhong)視,建立(li)風險評估和(he)監控預警的常態機(ji)制(zhi),強化風險防范意識,我認為應該要做好以下方(fang)面(mian)工作,才(cai)能建立(li)起城建工作風險的管(guan)理機(ji)制(zhi)。

1.完善機制(zhi)(zhi),落實(shi)(shi)制(zhi)(zhi)度(du)(du)(du),構建(jian)城管執(zhi)法主體。一是(shi)要(yao)(yao)查漏補缺,建(jian)章立制(zhi)(zhi),最大限(xian)度(du)(du)(du)地(di)規(gui)避風(feng)險,明確城建(jian)監察職(zhi)(zhi)能定位(wei),按照依法行(xing)(xing)政的要(yao)(yao)求,要(yao)(yao)按照“對照崗位(wei)職(zhi)(zhi)責(ze)-梳(shu)理崗位(wei)職(zhi)(zhi)權(quan)-找風(feng)險點-制(zhi)(zhi)定風(feng)險措施—實(shi)(shi)施風(feng)險監控(kong)”的程(cheng)序(xu),梳(shu)理執(zhi)法依據、分解執(zhi)法職(zhi)(zhi)權(quan)、確定執(zhi)法責(ze)任(ren),明確執(zhi)法程(cheng)序(xu)和執(zhi)法標準,完善健(jian)全執(zhi)法責(ze)任(ren)制(zhi)(zhi)度(du)(du)(du),構建(jian)“權(quan)責(ze)明確、行(xing)(xing)為規(gui)范、監督(du)有效(xiao)、保(bao)障有力(li)”的執(zhi)法體制(zhi)(zhi)。二是(shi)加強風(feng)險預警(jing)(jing)、動態監督(du)風(feng)險控(kong)制(zhi)(zhi)機制(zhi)(zhi),建(jian)立月(yue)度(du)(du)(du)、季度(du)(du)(du)風(feng)險分析評(ping)估(gu),及時制(zhi)(zhi)定風(feng)險預警(jing)(jing)和監控(kong)措施,確保(bao)風(feng)險監控(kong)到位(wei)。

2.加強溝通,借(jie)勢借(jie)力(li),運用(yong)綜合手段開展執法。加強與地方政(zheng)府、執法部門等相關(guan)單位(wei)的縱向橫向溝通,借(jie)勢加大工(gong)作(zuo)力(li)度,通過運用(yong)行(xing)政(zheng)的、政(zheng)策的和法律的手段。

0 引言

對于(yu)發(fa)電企業(ye)而(er)言,風(feng)(feng)險管理(li)控(kong)制(zhi)是加強企業(ye)管理(li)、提高企業(ye)效益(yi)的(de)重要內(nei)容(rong)。目前我國(guo)的(de)發(fa)電企業(ye)在風(feng)(feng)險管理(li)控(kong)制(zhi)方(fang)面(mian)還存在一些問題,影響發(fa)電企業(ye)管理(li)水(shui)平和經濟效益(yi)。本文根據發(fa)電企業(ye)存在的(de)風(feng)(feng)險,并且提出相應的(de)風(feng)(feng)險管理(li)體系與(yu)措施。

1 發(fa)電(dian)企業風(feng)險確認

一、崗位廉(lian)政(zheng)教育工作的主(zhu)要做法(fa)和體會

(一)領導重視,率(lv)先垂范是搞好崗位廉政教育工作的關鍵

崗(gang)位(wei)廉(lian)(lian)(lian)政教育(yu)(yu)(yu)工作(zuo)(zuo)(zuo)是(shi)黨風廉(lian)(lian)(lian)政建(jian)(jian)(jian)設的(de)重(zhong)(zhong)要組成部分(fen),是(shi)保證(zheng)重(zhong)(zhong)要崗(gang)位(wei)黨員干部“多做(zuo)事,做(zuo)好事,不出事”的(de)主要工作(zuo)(zuo)(zuo)環節。區委將(jiang)我(wo)(wo)局(ju)作(zuo)(zuo)(zuo)為今(jin)年崗(gang)位(wei)廉(lian)(lian)(lian)政教育(yu)(yu)(yu)活(huo)(huo)(huo)動唯(wei)一的(de)試點(dian)單位(wei),既是(shi)對(dui)建(jian)(jian)(jian)設局(ju)的(de)信(xin)任,也是(shi)對(dui)我(wo)(wo)們的(de)工作(zuo)(zuo)(zuo)寄(ji)予了(le)希望。因此(ci),局(ju)黨政主要領導和領導班子高度重(zhong)(zhong)視崗(gang)位(wei)廉(lian)(lian)(lian)政教育(yu)(yu)(yu)工作(zuo)(zuo)(zuo),多次召開(kai)黨政聯席會(hui),研究部署(shu)崗(gang)位(wei)廉(lian)(lian)(lian)政教育(yu)(yu)(yu)工作(zuo)(zuo)(zuo),并制(zhi)發了(le)洪建(jian)(jian)(jian)發[]29號《崗(gang)位(wei)廉(lian)(lian)(lian)政教育(yu)(yu)(yu)活(huo)(huo)(huo)動實施方案》,在全局(ju)大力開(kai)展(zhan)崗(gang)位(wei)廉(lian)(lian)(lian)政教育(yu)(yu)(yu)工作(zuo)(zuo)(zuo)活(huo)(huo)(huo)動,做(zuo)到抓(zhua)好學習(xi)促(cu)認識(shi)的(de)提高,以(yi)認識(shi)提高促(cu)制(zhi)度建(jian)(jian)(jian)設,以(yi)制(zhi)度建(jian)(jian)(jian)設促(cu)行(xing)為規范(fan)(fan),以(yi)行(xing)為規范(fan)(fan)促(cu)各項工作(zuo)(zuo)(zuo)的(de)落實,充(chong)分(fen)發揮了(le)一班人在崗(gang)位(wei)廉(lian)(lian)(lian)政教育(yu)(yu)(yu)活(huo)(huo)(huo)動中的(de)示范(fan)(fan)帶頭和齊抓(zhua)共管作(zuo)(zuo)(zuo)用。

與此同(tong)時,局(ju)領導班子一(yi)班人以學(xue)習貫徹《廉政準(zhun)則》為(wei)契機(ji),認真落實(shi)中心學(xue)習組(zu)制度。

(二)突出重(zhong)點,科(ke)學(xue)系(xi)統是使崗位廉(lian)政(zheng)教育工作取(qu)得成效的基礎

為(wei)(wei)(wei)了使崗位(wei)廉政(zheng)教(jiao)育活動(dong)真正發揮預防(fang)違(wei)法違(wei)紀(ji)行為(wei)(wei)(wei)的(de)作(zuo)用,我(wo)們(men)突出了以掌握(wo)“人(ren)權、財權、事權”的(de)黨員(yuan)干部作(zuo)為(wei)(wei)(wei)主(zhu)要教(jiao)育對象(xiang)這個重點,堅持雙方互(hu)動(dong)、重在預防(fang)、科學系統的(de)原則(ze),嚴格認真地按照(zhao)梳(shu)理(li)工作(zuo)崗位(wei)、查找崗位(wei)風險、制定防(fang)范措施,設計教(jiao)育內(nei)容的(de)四(si)個步聚,開展崗位(wei)廉政(zheng)教(jiao)育活動(dong)。

1、梳理(li)工(gong)(gong)作(zuo)崗位。局成立了(le)工(gong)(gong)作(zuo)專班,鎖定關鍵環節、圍繞(rao)項目決策(ce)、施(shi)工(gong)(gong)許可、招標(biao)(biao)投標(biao)(biao)、施(shi)工(gong)(gong)管理(li)、工(gong)(gong)程(cheng)質(zhi)量、文明施(shi)工(gong)(gong)、安全(quan)監管、檔案管理(li)等(deng)類96個(ge)工(gong)(gong)作(zuo)項目,分別編制(zhi)了(le)行(xing)政(zheng)權力運行(xing)流程(cheng)圖(tu),對局屬各單位及局機關的36個(ge)崗位職責和(he)118個(ge)工(gong)(gong)作(zuo)事項進行(xing)了(le)全(quan)面梳理(li)。

2、查(cha)找崗(gang)位風(feng)(feng)險(xian)(xian)(xian)(xian)(xian)。通過采取內部幫、群眾(zhong)提、互相查(cha)、領導(dao)點(dian)、組織(zhi)評(ping)等(deng)查(cha)找方(fang)(fang)法(fa)查(cha)找出風(feng)(feng)險(xian)(xian)(xian)(xian)(xian)點(dian),根據不(bu)(bu)(bu)同(tong)(tong)的(de)(de)崗(gang)位特點(dian)存在(zai)(zai)的(de)(de)不(bu)(bu)(bu)同(tong)(tong)職務風(feng)(feng)險(xian)(xian)(xian)(xian)(xian),把崗(gang)位風(feng)(feng)險(xian)(xian)(xian)(xian)(xian)劃分(fen)為(wei)四(si)種類(lei)型(xing):一是(shi)思(si)想(xiang)道(dao)德風(feng)(feng)險(xian)(xian)(xian)(xian)(xian)點(dian)風(feng)(feng)險(xian)(xian)(xian)(xian)(xian)類(lei),風(feng)(feng)險(xian)(xian)(xian)(xian)(xian)點(dian)主(zhu)(zhu)(zhu)要(yao)(yao)(yao)集中(zhong)體(ti)現(xian)在(zai)(zai)思(si)想(xiang)道(dao)德和(he)(he)作(zuo)風(feng)(feng)兩(liang)個方(fang)(fang)面,主(zhu)(zhu)(zhu)要(yao)(yao)(yao)表(biao)現(xian)為(wei)放(fang)松政治(zhi)理論(lun)學(xue)習和(he)(he)世(shi)界觀改造,思(si)想(xiang)信念動搖;漠視群眾(zhong)、脫離實(shi)(shi)際,形(xing)式主(zhu)(zhu)(zhu)義、;陽奉陰(yin)違、獨斷專(zhuan)行(xing)(xing)、弄(nong)虛作(zuo)假;貪圖享受、鋪(pu)張浪費、驕奢逸等(deng)方(fang)(fang)面。二是(shi)制(zhi)度(du)機(ji)制(zhi)風(feng)(feng)險(xian)(xian)(xian)(xian)(xian)點(dian)風(feng)(feng)險(xian)(xian)(xian)(xian)(xian)類(lei),風(feng)(feng)險(xian)(xian)(xian)(xian)(xian)點(dian)主(zhu)(zhu)(zhu)要(yao)(yao)(yao)集中(zhong)體(ti)現(xian)在(zai)(zai)制(zhi)度(du)的(de)(de)執行(xing)(xing)過程(cheng)中(zhong),主(zhu)(zhu)(zhu)要(yao)(yao)(yao)表(biao)現(xian)為(wei)制(zhi)度(du)不(bu)(bu)(bu)夠科學(xue)嚴謹,缺(que)乏(fa)時(shi)效性,沒有約束(shu)力,不(bu)(bu)(bu)能(neng)(neng)及(ji)時(shi)的(de)(de)對(dui)其進行(xing)(xing)補(bu)充(chong)、修(xiu)改和(he)(he)完善(shan),可能(neng)(neng)造成工作(zuo)中(zhong)出現(xian)偏差(cha);對(dui)制(zhi)度(du)監督檢(jian)查(cha)不(bu)(bu)(bu)夠,可能(neng)(neng)導(dao)致(zhi)制(zhi)度(du)不(bu)(bu)(bu)能(neng)(neng)得到有效落實(shi)(shi),不(bu)(bu)(bu)能(neng)(neng)充(chong)發(fa)分(fen)發(fa)揮應(ying)有的(de)(de)作(zuo)用。三(san)是(shi)行(xing)(xing)政管(guan)理風(feng)(feng)險(xian)(xian)(xian)(xian)(xian)點(dian)風(feng)(feng)險(xian)(xian)(xian)(xian)(xian)類(lei)主(zhu)(zhu)(zhu)要(yao)(yao)(yao)集中(zhong)體(ti)現(xian)在(zai)(zai)承擔人(ren)事(shi)管(guan)理、財務管(guan)理、資產管(guan)理方(fang)(fang)面,主(zhu)(zhu)(zhu)要(yao)(yao)(yao)表(biao)現(xian)為(wei):不(bu)(bu)(bu)堅(jian)持公(gong)(gong)平(ping)、公(gong)(gong)開、公(gong)(gong)正(zheng)的(de)(de)原則,弄(nong)虛作(zuo)假,違反(fan)法(fa)律(lv)、法(fa)規和(he)(he)廉潔(jie)自(zi)律(lv)及(ji)其它規定,發(fa)生(sheng)不(bu)(bu)(bu)廉潔(jie)行(xing)(xing)為(wei)。四(si)是(shi)工程(cheng)項目(mu)管(guan)理風(feng)(feng)險(xian)(xian)(xian)(xian)(xian)點(dian)風(feng)(feng)險(xian)(xian)(xian)(xian)(xian)類(lei)主(zhu)(zhu)(zhu)要(yao)(yao)(yao)集中(zhong)體(ti)現(xian)在(zai)(zai)項目(mu)的(de)(de)決策審批(pi)方(fang)(fang)面,主(zhu)(zhu)(zhu)要(yao)(yao)(yao)表(biao)現(xian)為(wei)工作(zuo)人(ren)員在(zai)(zai)項目(mu)決策、招投標、項目(mu)建(jian)設施工、建(jian)筑項目(mu)預和(he)(he)決算、工程(cheng)建(jian)設項目(mu)驗收等(deng)環(huan)節(jie)違反(fan)法(fa)律(lv)、法(fa)規和(he)(he)有關廉潔(jie)自(zi)律(lv)及(ji)其他規定,引起(qi)申請人(ren)的(de)(de)申訴、投訴和(he)(he)訴訟以及(ji)可能(neng)(neng)發(fa)生(sheng)不(bu)(bu)(bu)廉潔(jie)行(xing)(xing)為(wei)的(de)(de)后果。

3、制(zhi)(zhi)(zhi)定(ding)防(fang)范措(cuo)施(shi)(shi)。根據查找(zhao)的崗(gang)(gang)(gang)位(wei)風險(xian)點(dian)(dian),結合工作職責(ze)和工作流程,擬定(ding)防(fang)控措(cuo)施(shi)(shi),分級(ji)審(shen)核(he),最后經局黨(dang)委會(hui)集中(zhong)研(yan)究制(zhi)(zhi)(zhi)定(ding)防(fang)控措(cuo)施(shi)(shi),防(fang)控措(cuo)施(shi)(shi)主(zhu)要(yao)分為健全制(zhi)(zhi)(zhi)度(du)機制(zhi)(zhi)(zhi)和設立思想道德防(fang)線兩個(ge)方面(mian),制(zhi)(zhi)(zhi)度(du)機制(zhi)(zhi)(zhi)主(zhu)要(yao)針對目前運行的制(zhi)(zhi)(zhi)度(du)機制(zhi)(zhi)(zhi)容易誘發(fa)腐敗的漏洞,建章立制(zhi)(zhi)(zhi),實(shi)現流程再造,規范行政(zheng)行為。設立思想道德防(fang)線主(zhu)要(yao)任務是(shi)依據崗(gang)(gang)(gang)位(wei)風險(xian)點(dian)(dian),開展崗(gang)(gang)(gang)位(wei)廉政(zheng)教育使(shi)每個(ge)黨(dang)員(yuan)干部特別(bie)是(shi)重(zhong)點(dian)(dian)崗(gang)(gang)(gang)位(wei)人(ren)員(yuan)都深知本單位(wei)每個(ge)崗(gang)(gang)(gang)位(wei)的風險(xian),建立起崗(gang)(gang)(gang)位(wei)廉政(zheng)教育長效機制(zhi)(zhi)(zhi)。

4、設計教(jiao)育(yu)(yu)內(nei)容。本著“因崗(gang)(gang)施(shi)(shi)教(jiao)、因人施(shi)(shi)教(jiao)、因知施(shi)(shi)教(jiao)、分(fen)(fen)類指(zhi)導”的原則,對(dui)風險崗(gang)(gang)位(wei)行(xing)了(le)分(fen)(fen)類,一(yi)是按(an)崗(gang)(gang)位(wei)類別進(jin)行(xing)劃(hua)分(fen)(fen),針對(dui)崗(gang)(gang)位(wei)職能差(cha)異,開(kai)展針對(dui)性教(jiao)育(yu)(yu);二是按(an)職務層(ceng)級進(jin)行(xing)劃(hua)分(fen)(fen),針對(dui)領(ling)導干部、基層(ceng)領(ling)導干部、一(yi)般干部等不(bu)同等級人員,因人施(shi)(shi)教(jiao);三是按(an)年齡知識(shi)結構(gou)進(jin)行(xing)劃(hua)分(fen)(fen),針對(dui)提(ti)任干部等知識(shi)結構(gou)差(cha)異,因知施(shi)(shi)教(jiao),突出行(xing)業特色和崗(gang)(gang)位(wei)特點,解決不(bu)同問(wen)題,打牢思想基礎。

在劃(hua)分教(jiao)(jiao)育類(lei)別的(de)基礎上(shang),針(zhen)對不(bu)(bu)同(tong)(tong)層次、不(bu)(bu)同(tong)(tong)類(lei)別、不(bu)(bu)同(tong)(tong)崗(gang)(gang)位(wei)(wei)干(gan)(gan)部(bu)(bu)制定不(bu)(bu)同(tong)(tong)的(de)教(jiao)(jiao)育內容(rong),把崗(gang)(gang)位(wei)(wei)基礎的(de)廉(lian)(lian)政(zheng)(zheng)(zheng)制度要(yao)求(qiu)作(zuo)為(wei)崗(gang)(gang)位(wei)(wei)廉(lian)(lian)政(zheng)(zheng)(zheng)教(jiao)(jiao)育的(de)重點(dian)內容(rong)。制作(zuo)一批(pi)崗(gang)(gang)位(wei)(wei)廉(lian)(lian)政(zheng)(zheng)(zheng)督牌(pai)和(he)崗(gang)(gang)位(wei)(wei)廉(lian)(lian)政(zheng)(zheng)(zheng)教(jiao)(jiao)育心得(de)手冊,時刻(ke)提醒本(ben)崗(gang)(gang)位(wei)(wei)工(gong)作(zuo)人員正(zheng)確履行(xing)(xing)崗(gang)(gang)位(wei)(wei)職權(quan)。如行(xing)(xing)政(zheng)(zheng)(zheng)人員以廉(lian)(lian)政(zheng)(zheng)(zheng)法律法規和(he)作(zuo)風(feng)(feng)(feng)建設(she)的(de)要(yao)求(qiu)為(wei)主;新(xin)提任干(gan)(gan)部(bu)(bu)則以黨政(zheng)(zheng)(zheng)干(gan)(gan)部(bu)(bu)廉(lian)(lian)政(zheng)(zheng)(zheng)條規和(he)廉(lian)(lian)潔(jie)自律要(yao)求(qiu)為(wei)主,主每(mei)一位(wei)(wei)干(gan)(gan)部(bu)(bu)都能了解(jie)自身所處的(de)崗(gang)(gang)位(wei)(wei)職務風(feng)(feng)(feng)險(xian)和(he)行(xing)(xing)為(wei)規范,知道(dao)哪(na)些能做哪(na)些不(bu)(bu)能做,使其(qi)在面對類(lei)似情形時能夠做出(chu)正(zheng)確的(de)選擇(ze),提高對腐敗現象(xiang)的(de)鑒別能力自覺抵御(yu)意識,達到預防(fang)風(feng)(feng)(feng)險(xian)、回避風(feng)(feng)(feng)險(xian)的(de)目的(de)。

在開展崗位(wei)廉(lian)(lian)政(zheng)教(jiao)育(yu)(yu)(yu)中,我們(men)注重突(tu)出領(ling)導(dao)(dao)干部(bu)(bu)(bu)(bu)這(zhe)個(ge)重點(dian),在處級領(ling)導(dao)(dao)干部(bu)(bu)(bu)(bu)中開展以(yi)樹立“六觀(guan)”為(wei)(wei)核(he)心的(de)專題(ti)教(jiao)育(yu)(yu)(yu),以(yi)黨組中心組學習、廉(lian)(lian)政(zheng)培(pei)訓(xun)(xun)、黨課教(jiao)育(yu)(yu)(yu)、撰寫 心得、觀(guan)看(kan)電教(jiao)片(pian)為(wei)(wei)主要形式(shi),廣(guang)泛開展“讀書修德(de)、以(yi)德(de)律己”活動,開展“為(wei)(wei)誰掌(zhang)權、怎樣掌(zhang)權”問題(ti)的(de)討論,不(bu)斷加(jia)強領(ling)導(dao)(dao)干部(bu)(bu)(bu)(bu)的(de)黨性(xing)修養和(he)道德(de)修養。在科級干部(bu)(bu)(bu)(bu)崗位(wei)教(jiao)育(yu)(yu)(yu)中,充分(fen)運用剖析(xi)典型案例、組織參(can)觀(guan)監獄聽(ting)犯罪(zui)人員現身說法(fa)、參(can)加(jia)法(fa)院職(zhi)務犯罪(zui)案件庭審(shen)和(he)以(yi)案釋法(fa)活動開展警示教(jiao)育(yu)(yu)(yu),引導(dao)(dao)干部(bu)(bu)(bu)(bu)職(zhi)工做到(dao)“三惜(xi)”即珍惜(xi)工作(zuo)崗位(wei)、珍惜(xi)家(jia)庭幸福、珍惜(xi)個(ge)人自由。對(dui)提拔任用干部(bu)(bu)(bu)(bu),開展任職(zhi)培(pei)訓(xun)(xun)和(he)任前(qian)廉(lian)(lian)政(zheng)談(tan)話;對(dui)出現苗頭性(xing)傾賂性(xing)的(de)干部(bu)(bu)(bu)(bu)實行(xing)廉(lian)(lian)政(zheng)談(tan)話教(jiao)育(yu)(yu)(yu),把(ba)問題(ti)消來在萌芽(ya)狀態。此外,還在敏感時間(jian)進行(xing)全(quan)員重點(dian)教(jiao)育(yu)(yu)(yu),實現共(gong)性(xing)教(jiao)育(yu)(yu)(yu)和(he)個(ge)性(xing)教(jiao)育(yu)(yu)(yu)的(de)有(you)機結合。

我局(ju)把崗位(wei)廉(lian)政教(jiao)育作為(wei)績效(xiao)評估、黨風廉(lian)政建(jian)設責任制(zhi)考核的一個重要內容,年(nian)終(zhong)對各單位(wei)開(kai)展崗位(wei)廉(lian)政教(jiao)育情況進行(xing)綜合(he)考評,建(jian)立健全崗位(wei)廉(lian)政教(jiao)育長效(xiao)機(ji)制(zhi),推動(dong)崗位(wei)廉(lian)政教(jiao)育的深(shen)入開(kai)展。

(三)強化責(ze)任(ren)、措(cuo)施得力是搞好(hao)崗位廉政(zheng)教育工作的保(bao)證

【關(guan)鍵詞】不良貸款 防控 化(hua)解

長期以來,由(you)于受多(duo)種(zhong)因素制(zhi)約,信(xin)貸(dai)資產(chan)質(zhi)量低、不良(liang)貸(dai)款占比高(gao)、清理(li)消(xiao)化(hua)困難(nan)多(duo)、實現“雙降”進展(zhan)差,已成(cheng)為(wei)困擾農(nong)村信(xin)用社的頑疾,嚴重制(zhi)約著農(nong)村信(xin)用社的改革與發展(zhan)。因此,在農(nong)村經濟結構調(diao)整和(he)金融危機的新形(xing)勢下,加速化(hua)解不良(liang)貸(dai)款、切實提(ti)高(gao)信(xin)貸(dai)管理(li)水平、努力提(ti)高(gao)信(xin)貸(dai)資金運(yun)用率(lv)、不斷提(ti)升信(xin)用社經營(ying)效(xiao)益,是(shi)農(nong)村信(xin)用社的首要(yao)任(ren)務。

近(jin)幾(ji)年(nian)(nian),浙江金華成泰農村合作(zuo)銀行重視資(zi)產質量管(guan)理(li),采取多項措施(shi)推進不(bu)(bu)(bu)良貸款化解工作(zuo),取得了(le)一定成效,不(bu)(bu)(bu)良貸款絕對額與占比逐年(nian)(nian)下(xia)降,到2011年(nian)(nian)底,五(wu)級不(bu)(bu)(bu)良貸款余額為11214萬元(yuan),比2008年(nian)(nian)底下(xia)降5175萬元(yuan),不(bu)(bu)(bu)良占比2.19%,比2008年(nian)(nian)下(xia)降2.77個百分點。

遏制(zhi)風險,從(cong)源頭“堵新”

完善信(xin)貸(dai)風(feng)險防控(kong)機制(zhi)(zhi)。繼2010年實施信(xin)貸(dai)主管委(wei)派制(zhi)(zhi)后,結合(he)實施以(yi)來存(cun)在的(de)制(zhi)(zhi)度缺陷和(he)(he)工作(zuo)中存(cun)在的(de)問題,由風(feng)險管理(li)部對(dui)管理(li)實施辦(ban)法(fa)進(jin)(jin)行(xing)了修訂(ding),明確委(wei)派信(xin)貸(dai)風(feng)險經理(li)選拔“準入”制(zhi)(zhi)度,合(he)理(li)界定風(feng)險經理(li)和(he)(he)客戶經理(li)之間的(de)職(zhi)責(ze)劃分(fen),做(zuo)到責(ze)、權、利相統一(yi),進(jin)(jin)一(yi)步健全考核辦(ban)法(fa),切實建立起(qi)貸(dai)前風(feng)險評(ping)價(jia)、貸(dai)中風(feng)險控(kong)制(zhi)(zhi)、貸(dai)后風(feng)險監(jian)測的(de)風(feng)險體系,從而有效促進(jin)(jin)業務發展和(he)(he)風(feng)險防控(kong)的(de)緊密融(rong)合(he)。從新辦(ban)法(fa)實施來看,風(feng)險經理(li)具備(bei)了“最后一(yi)只筆”和(he)(he)最后責(ze)任人(ren)的(de)職(zhi)能,在信(xin)貸(dai)管理(li)過程中起(qi)著不可替代的(de)作(zuo)用(yong)。

加強貸款集(ji)(ji)中度(du)風(feng)險管(guan)(guan)理。為有(you)(you)效防范貸款集(ji)(ji)中度(du)、關(guan)聯(lian)度(du)風(feng)險,本行(xing)積極完善集(ji)(ji)團客戶(hu)授(shou)信(xin)管(guan)(guan)理體制,建立健全有(you)(you)效的(de)內控機制,下發指(zhi)導意見,明確總行(xing)董事會(hui)承擔(dan)集(ji)(ji)中度(du)、關(guan)聯(lian)度(du)風(feng)險管(guan)(guan)控的(de)最(zui)終責任(ren)。通(tong)過(guo)完善集(ji)(ji)中度(du)、關(guan)聯(lian)度(du)貸款風(feng)險管(guan)(guan)理政策(ce),加強大(da)額(e)(e)貸款限額(e)(e)管(guan)(guan)理,從嚴控制新增大(da)額(e)(e)貸款的(de)授(shou)信(xin)審批(pi),做到“存量(liang)(liang)調整,增量(liang)(liang)優化”,把集(ji)(ji)中度(du)風(feng)險和關(guan)聯(lian)度(du)風(feng)險納(na)入全面風(feng)險管(guan)(guan)理制度(du)框架,并首次實行(xing)單一行(xing)業授(shou)信(xin)集(ji)(ji)中度(du)限額(e)(e)管(guan)(guan)理控制。

緩釋風險,從存量“優化(hua)”

堅決實施貸(dai)(dai)款(kuan)退(tui)出(chu)(chu)機制。在細分客(ke)戶基礎上,2012年實施了信(xin)貸(dai)(dai)結(jie)構調整計劃(hua),明(ming)確(que)今(jin)年逐(zhu)步壓縮(suo)、鎖(suo)定退(tui)出(chu)(chu)企業名(ming)單、時間、額度(du)等,通過實施貸(dai)(dai)款(kuan)退(tui)出(chu)(chu)機制,加(jia)大信(xin)貸(dai)(dai)結(jie)構調整力(li)度(du),有效推動貸(dai)(dai)款(kuan)精細化管理,明(ming)確(que)貸(dai)(dai)款(kuan)的市(shi)場導向。截止到(dao)(dao)9月底,已壓縮(suo)到(dao)(dao)位的企業有13家、金(jin)額5130萬元(yuan)、占應壓縮(suo)額的46.7%;已鎖(suo)定退(tui)出(chu)(chu)到(dao)(dao)位的企業有6家、金(jin)額1284萬元(yuan)、占應退(tui)出(chu)(chu)額的12.74%。

做好重(zhong)(zhong)點(dian)(dian)行(xing)(xing)(xing)業(ye)(ye)(ye)(ye)監測(ce)分(fen)析(xi)。針對全轄信(xin)貸產業(ye)(ye)(ye)(ye)結構(gou)特點(dian)(dian),認真做好對貸款(kuan)重(zhong)(zhong)點(dian)(dian)行(xing)(xing)(xing)業(ye)(ye)(ye)(ye)的(de)(de)監測(ce)分(fen)析(xi),從2010年開始(shi),就對金華重(zhong)(zhong)要(yao)的(de)(de)支柱產業(ye)(ye)(ye)(ye)汽車摩(mo)托車及零部件(jian)制造行(xing)(xing)(xing)業(ye)(ye)(ye)(ye)進行(xing)(xing)(xing)重(zhong)(zhong)點(dian)(dian)監測(ce),每半年形成(cheng)行(xing)(xing)(xing)業(ye)(ye)(ye)(ye)監測(ce)報告。上半年,結合(he)近幾年全轄支持花卉苗(miao)(miao)木行(xing)(xing)(xing)業(ye)(ye)(ye)(ye)發展(zhan)中所體(ti)現(xian)的(de)(de)網點(dian)(dian)集中度高、戶數多、涉及面(mian)廣特點(dian)(dian),開展(zhan)了(le)苗(miao)(miao)木行(xing)(xing)(xing)業(ye)(ye)(ye)(ye)風(feng)(feng)險監測(ce)。通過行(xing)(xing)(xing)業(ye)(ye)(ye)(ye)監測(ce)分(fen)析(xi),做到全面(mian)把握各行(xing)(xing)(xing)業(ye)(ye)(ye)(ye)內的(de)(de)投資規律,建立起(qi)一個系統化、動態化、數量化、差別化的(de)(de)行(xing)(xing)(xing)業(ye)(ye)(ye)(ye)信(xin)貸政策體(ti)系,實現(xian)行(xing)(xing)(xing)業(ye)(ye)(ye)(ye)風(feng)(feng)險科學管理目標。

強化信(xin)貸(dai)(dai)風(feng)(feng)(feng)險分(fen)(fen)類(lei)(lei)管理(li)。按(an)照(zhao)“落實(shi)責任、動(dong)態(tai)管理(li)、定(ding)期(qi)(qi)分(fen)(fen)析(xi)、科學(xue)(xue)考(kao)(kao)核”的(de)要求,把風(feng)(feng)(feng)險分(fen)(fen)類(lei)(lei)工(gong)作與日常經營(ying)管理(li)緊(jin)密結合。一是(shi)(shi)開(kai)(kai)展動(dong)態(tai)監測(ce),針對分(fen)(fen)類(lei)(lei)結果的(de)異(yi)常性(xing)變化及其(qi)成因、措(cuo)施,及時提(ti)出調整建議(yi),客觀(guan)真實(shi)反映(ying)資(zi)產質量,通過提(ti)足各項撥備,抓緊(jin)落實(shi)達到(dao)預期(qi)(qi)效果,從而不斷提(ti)高(gao)信(xin)貸(dai)(dai)決策(ce)的(de)科學(xue)(xue)性(xing)和風(feng)(feng)(feng)險管控能力。二是(shi)(shi)納入考(kao)(kao)評(ping)體系,在年度風(feng)(feng)(feng)險合規管理(li)工(gong)作考(kao)(kao)核辦法中明確考(kao)(kao)核指標,加大人(ren)為(wei)調整處罰力度,密切跟蹤監測(ce)各支行的(de)貸(dai)(dai)款分(fen)(fen)類(lei)(lei)偏離度和遷徙率(lv),提(ti)高(gao)風(feng)(feng)(feng)險分(fen)(fen)類(lei)(lei)的(de)準確性(xing),力求真實(shi)反映(ying)本行信(xin)貸(dai)(dai)風(feng)(feng)(feng)險狀況。三是(shi)(shi)完(wan)善風(feng)(feng)(feng)險分(fen)(fen)類(lei)(lei)真實(shi)性(xing)定(ding)期(qi)(qi)檢查(cha)制度,建立各支行(部)由(you)委派風(feng)(feng)(feng)險經理(li)或(huo)信(xin)貸(dai)(dai)會計按(an)月督(du)查(cha)制度,總(zong)行不定(ding)期(qi)(qi)開(kai)(kai)展風(feng)(feng)(feng)險分(fen)(fen)類(lei)(lei)專項檢查(cha)制度,把信(xin)貸(dai)(dai)資(zi)產風(feng)(feng)(feng)險分(fen)(fen)類(lei)(lei)工(gong)作落到(dao)實(shi)處。

化(hua)解風險(xian),從不(bu)良“清收”

開展貸(dai)款(kuan)風險(xian)情況調查。2012年初,根(gen)據近幾(ji)年全(quan)行不(bu)良(liang)(liang)貸(dai)款(kuan)現(xian)狀(zhuang)、存在的(de)問題、形(xing)成的(de)原因以及所采取的(de)清(qing)收手(shou)段等,專(zhuan)門撰(zhuan)寫了《不(bu)良(liang)(liang)貸(dai)款(kuan)分析報告(gao)》,同時開展了2012年不(bu)良(liang)(liang)貸(dai)款(kuan)和隱(yin)性(xing)風險(xian)貸(dai)款(kuan)排(pai)查工作,按月組織人員實行有效監控(kong),著重落(luo)實清(qing)收化(hua)解所采取的(de)措施與手(shou)段,切實做(zuo)好(hao)“清(qing)舊(jiu)堵新”工作,促進信貸(dai)資產質量有較大(da)提升(sheng)。

積(ji)極推進不(bu)良(liang)(liang)貸(dai)款攻堅戰活動。4~9月(yue)份,本行開展了一(yi)場聲(sheng)勢浩大(da)的不(bu)良(liang)(liang)貸(dai)款攻堅戰活動。一(yi)是上下聯(lian)動進行合圍(wei)。通(tong)過(guo)層層建(jian)立工作(zuo)小(xiao)組、分解任務、明(ming)確措(cuo)施、責任清收,全面增(zeng)強(qiang)全員在清收不(bu)良(liang)(liang)貸(dai)款中的主觀能(neng)動性。采(cai)取標(biao)語橫(heng)幅(fu)、進村(cun)(cun)入企、運(yun)用短信(xin)(xin)通(tong)知(zhi)、征信(xin)(xin)宣傳、加強(qiang)地(di)方黨政村(cun)(cun)兩委(wei)聯(lian)系等各種有(you)效手段,形成清欠(qian)工作(zuo)的強(qiang)大(da)聲(sheng)勢。

二是逐筆清(qing)理開(kai)展(zhan)地毯式攻(gong)堅。各支行(xing)通過分類梳理,開(kai)展(zhan)地毯式排查,有(you)的(de)放矢地確(que)定清(qing)收(shou)重(zhong)點和目(mu)標,做到(dao)清(qing)收(shou)有(you)重(zhong)點、主攻(gong)有(you)方(fang)向、筆筆有(you)舉措(cuo),并通過密切配合(he)(he)、互通情況、交(jiao)流經驗、獎勵與懲處相結(jie)合(he)(he)的(de)考核(he)機制,多方(fang)整(zheng)合(he)(he)清(qing)收(shou)資源(yuan),實行(xing)“三級聯動(dong)”,確(que)保清(qing)收(shou)工作(zuo)的(de)順利開(kai)展(zhan)。

三(san)是咬(yao)定(ding)大(da)額(e)責任跟(gen)(gen)蹤(zong)促(cu)(cu)清(qing)(qing)(qing)收(shou)(shou)(shou)(shou)。根據全行(xing)(xing)貸款清(qing)(qing)(qing)收(shou)(shou)(shou)(shou)實(shi)(shi)際以及不(bu)良(liang)(liang)貸款攻堅戰活動整體推進的(de)需要,確定(ding)了以“重點突破(po)、全面跟(gen)(gen)進”的(de)不(bu)良(liang)(liang)貸款清(qing)(qing)(qing)收(shou)(shou)(shou)(shou)策略,對14家企業共2065萬元大(da)額(e)不(bu)良(liang)(liang)貸款實(shi)(shi)行(xing)(xing)單列清(qing)(qing)(qing)收(shou)(shou)(shou)(shou)考核,每季(ji)調整落實(shi)(shi)清(qing)(qing)(qing)收(shou)(shou)(shou)(shou)方案,并(bing)推行(xing)(xing)大(da)額(e)不(bu)良(liang)(liang)貸款清(qing)(qing)(qing)收(shou)(shou)(shou)(shou)實(shi)(shi)行(xing)(xing)領導(部(bu)門)聯系(xi)制度,實(shi)(shi)行(xing)(xing)分片責任跟(gen)(gen)蹤(zong)督查(cha),積(ji)極配合基層行(xing)(xing)進行(xing)(xing)清(qing)(qing)(qing)收(shou)(shou)(shou)(shou),齊抓共管力促(cu)(cu)清(qing)(qing)(qing)收(shou)(shou)(shou)(shou)的(de)良(liang)(liang)好(hao)態勢蔚然形(xing)成。1~9月全行(xing)(xing)已化解收(shou)(shou)(shou)(shou)回(hui)大(da)額(e)不(bu)良(liang)(liang)貸款1451.33萬元,占所有不(bu)良(liang)(liang)收(shou)(shou)(shou)(shou)回(hui)的(de)67.16%。

四是抓好入點(dian)強(qiang)強(qiang)聯手求突破(po)。各(ge)支(zhi)行(xing)以本次不良貸款(kuan)(kuan)攻堅戰為契機,積極向當地黨(dang)政請(qing)示匯報,爭(zheng)取黨(dang)政和村兩委的(de)大力支(zhi)持,了解目(mu)前借款(kuan)(kuan)人的(de)情況,多方位(wei)地收(shou)集信息。同時,總行(xing)審計部門充分發揮其內(nei)部監控作用,通過核心存(cun)(cun)款(kuan)(kuan)帳(zhang)戶查詢,嚴密(mi)監測不良貸款(kuan)(kuan)客戶的(de)存(cun)(cun)款(kuan)(kuan)情況,對有存(cun)(cun)款(kuan)(kuan)余(yu)額的(de)及時通知(zhi)相(xiang)關支(zhi)行(xing)申請(qing)扣劃(hua)。

五(wu)是重點抓好依法(fa)執(zhi)(zhi)行工(gong)作。集中聯系法(fa)院提(ti)高執(zhi)(zhi)行力度(du),在活動期間(jian)共強制執(zhi)(zhi)行99次86筆,現金收回1399.51萬元(yuan),占全(quan)年不良收回的64.76%,查封房屋、土(tu)地等資產價值2448.92萬元(yuan),拘留被執(zhi)(zhi)行人(ren)3人(ren),拍(pai)賣(mai)抵(di)押物7處價值765.76萬元(yuan),取(qu)得了(le)顯著成效。

六是加強已案件(jian)(jian)的管理(li)。通過清理(li),摸清全行借(jie)貸糾紛法(fa)院(yuan)訴(su)訟案件(jian)(jian)的基本(ben)情(qing)況,根(gen)據案件(jian)(jian)審(shen)理(li)和執(zhi)行的難易程度,明確下一步(bu)與(yu)法(fa)院(yuan)聯系工作重點,進一步(bu)規(gui)范(fan)訴(su)訟案件(jian)(jian)管理(li)目(mu)標,提(ti)高案件(jian)(jian)執(zhi)行效率(lv),避免(mian)一訴(su)了之現象。

防控風險,從廉(lian)潔“開(kai)始”

信(xin)(xin)(xin)貸隊伍的(de)素質狀況(kuang)直接關系到(dao)能(neng)否在信(xin)(xin)(xin)用社(she)建立起健康的(de)信(xin)(xin)(xin)貸文化,對信(xin)(xin)(xin)用社(she)的(de)發展有著重要的(de)影響。所以,2012年本行積(ji)極推(tui)進廉潔(jie)合規風(feng)險防(fang)控機(ji)制(zhi)建設(she),在“4+2”基(ji)礎上積(ji)極創新,推(tui)出了(le)(le)“5+3+1”廉潔(jie)合規風(feng)險防(fang)控模式。統(tong)一制(zhi)作了(le)(le)行風(feng)效(xiao)能(neng)監督(du)牌,在38個鄉(xiang)鎮級村級便民服務(wu)中心農(nong)信(xin)(xin)(xin)金(jin)融服務(wu)點(dian),設(she)置“行風(feng)效(xiao)能(neng)監督(du)牌”,明確服務(wu)承諾,公(gong)開轄區(qu)信(xin)(xin)(xin)貸員姓名(ming)、電話,并(bing)設(she)置信(xin)(xin)(xin)息公(gong)開欄(lan),定期(qi)公(gong)布(bu)信(xin)(xin)(xin)貸信(xin)(xin)(xin)息。

全面(mian)執行企(qi)業(ye)(ye)客(ke)戶(hu)內部(bu)評(ping)(ping)(ping)級(ji)工作(zuo)。以(yi)揭示問題和(he)防范風險(xian)(xian)為(wei)主的(de)(de)(de)內部(bu)資信(xin)(xin)(xin)評(ping)(ping)(ping)級(ji)活動(dong),在(zai)企(qi)業(ye)(ye)經營風險(xian)(xian)的(de)(de)(de)早(zao)期預(yu)警(jing)中所起(qi)的(de)(de)(de)作(zuo)用(yong)是非常明顯的(de)(de)(de),所以(yi),本行重新修定了《客(ke)戶(hu)信(xin)(xin)(xin)用(yong)評(ping)(ping)(ping)級(ji)管理試行辦法》,特別強調了企(qi)業(ye)(ye)客(ke)戶(hu)的(de)(de)(de)信(xin)(xin)(xin)用(yong)考核(he),并首次設置了限制(zhi)性(xing)規定,將內部(bu)評(ping)(ping)(ping)級(ji)結果與(yu)授(shou)信(xin)(xin)(xin)有機結合(he)起(qi)來(lai),采取(qu)年(nian)度綜合(he)授(shou)信(xin)(xin)(xin)和(he)年(nian)內臨時授(shou)信(xin)(xin)(xin)相結合(he)的(de)(de)(de)方(fang)式,實(shi)(shi)現(xian)企(qi)業(ye)(ye)客(ke)戶(hu)的(de)(de)(de)評(ping)(ping)(ping)級(ji)面(mian)達(da)到100,真正實(shi)(shi)現(xian)信(xin)(xin)(xin)貸風險(xian)(xian)控制(zhi)關口前移。
