一、我國城市(shi)公共文化設施(shi)建設的現(xian)狀

隨(sui)著(zhu)各級政(zheng)府不斷加大公(gong)共(gong)文(wen)化(hua)設(she)施建設(she)方面投入(ru)力(li)度,我國公(gong)共(gong)文(wen)化(hua)設(she)施的(de)建設(she)已經初步的(de)表(biao)現出繁榮的(de)景(jing)象,但隨(sui)之而(er)來的(de)卻(que)是各種各樣管理難題的(de)顯現,我國自(zi)80年代起進入(ru)改(gai)(gai)革(ge)開放的(de)歷程,但對文(wen)化(hua)體(ti)制(zhi)的(de)改(gai)(gai)革(ge)明顯落后于(yu)經濟體(ti)制(zhi)的(de)改(gai)(gai)革(ge),文(wen)化(hua)建設(she)明顯滯后于(yu)經濟建設(she)[2]。目前在文(wen)化(hua)設(she)施規劃(hua)建設(she)中(zhong),還采用統一(yi)的(de)規范,使用剛性(xing)的(de)定額(e)、指標,忽略了文(wen)化(hua)設(she)施與(yu)各地民俗民風、經濟差(cha)異、群眾文(wen)化(hua)需(xu)求差(cha)異的(de)關系。

二、我國城市(shi)公(gong)共文化設(she)(she)施(shi)建設(she)(she)的問題

1.公共(gong)文化設施建設資金緊缺

“民族(zu)(zu)的(de)形式,社會主義(yi)的(de)內容”這(zhe)一(yi)文(wen)化公式在(zai)建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)學(xue)上(shang)的(de)體(ti)現,是(shi)(shi)“經濟、實用,在(zai)可能(neng)的(de)情(qing)況下追求美觀”的(de)原則。一(yi)批民族(zu)(zu)風格的(de)公共建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu),體(ti)現了(le)當(dang)時(shi)主流的(de)建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)理念,其典型為(wei)三里河(he)一(yi)帶“四部一(yi)會”琉璃瓦大屋頂的(de)建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)。它很(hen)快就遭到制(zhi)止和批判(pan)━首先是(shi)(shi)由于“反浪費”,然后上(shang)升為(wei)政治問題(ti)━但這(zhe)一(yi)早期(qi)(qi)嘗試畢竟為(wei)新(xin)中國建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)的(de)文(wen)脈(mo)寫下重要一(yi)筆。這(zhe)一(yi)時(shi)期(qi)(qi)的(de)建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)實踐(jian)與南(nan)京(jing)民國時(shi)期(qi)(qi)的(de)新(xin)建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)可以說有異曲同(tong)工之妙(miao)。現在(zai)看來(lai),當(dang)年新(xin)北(bei)京(jing)的(de)形象塑造,首都建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)的(de)“宏大敘事”大體(ti)上(shang)是(shi)(shi)成功的(de),透露出(chu)那(nei)一(yi)個時(shi)代、那(nei)一(yi)代人的(de)精神面貌、氣度和有明確理念的(de)審美追求,以及城市控制(zhi)(規劃)的(de)能(neng)力。

在市場經(jing)濟(ji)、分權管(guan)理的(de)(de)新體制下,城(cheng)市改造新的(de)(de)主體是有關政府部門和(he)房地產商,新的(de)(de)強勁動(dong)力(li)是商業利益。在全新的(de)(de)制度環境和(he)利益機制中,統一(yi)的(de)(de)城(cheng)市規劃雖然(ran)仍(reng)在制定,卻(que)失去了整合、制約(yue)的(de)(de)力(li)量。號稱(cheng)“中華第一(yi)街”的(de)(de)長安街上的(de)(de)當代(dai)建筑成為北(bei)京人調侃的(de)(de)對(dui)象:正(zheng)面棕黃色、側(ce)面銀白色的(de)(de)交通部大(da)樓(lou)(lou)被稱(cheng)為“陰陽(yang)臉”,門字型的(de)(de)海關大(da)樓(lou)(lou)被稱(cheng)為“大(da)褲衩(cha)”,曲折有致(zhi)、中間有一(yi)月亮門的(de)(de)婦(fu)聯(lian)大(da)樓(lou)(lou)名為“肚臍(qi)眼(yan)”……再如九十年代(dai)初建成的(de)(de)北(bei)京西(xi)客站頂上一(yi)個沒有實際功能(neng)的(de)(de)巨(ju)大(da)亭子,耗資達(da)八千萬(wan)元之巨(ju)。它可能(neng)是一(yi)個標本,但集(ji)中了此類建筑的(de)(de)某(mou)種文化(hua)特性(xing)。

改革(ge)開放以來,我國經濟穩步上升,城(cheng)市建(jian)(jian)設有了突(tu)飛猛(meng)進的發展,但是有不少建(jian)(jian)設項目忽視了對歷(li)史文化遺產的保護,使一些珍貴歷(li)史文化遺產成為(wei)城(cheng)市建(jian)(jian)設的犧牲品(pin)。歸納起(qi)來,主要有這樣幾(ji)種情況:

1.勘察不全(quan)面,造成建設(she)施工時對地(di)(di)上和地(di)(di)下文(wen)物的毀滅性(xing)破壞。事例(li)有重(zhong)慶(qing)市(shi)2004年開工的36條(tiao)共計2000多(duo)(duo)km的高(gao)等級公路(lu)中,發生多(duo)(duo)起嚴(yan)重(zhong)毀壞文(wen)物點(dian)的事件,使得許(xu)多(duo)(duo)珍(zhen)貴的文(wen)物古跡永遠地(di)(di)消失在推土機的重(zhong)碾(nian)之下。
