摘要:溫州市域鐵路供電系統安裝工程專業(ye)種類繁多、路(lu)徑長、工(gong)期緊,給(gei)項目監(jian)管(guan)帶(dai)來很大難度。本文對(dui)供電系統安裝(zhuang)工(gong)程管(guan)理進(jin)行分析,找出存(cun)在問題,并結合工(gong)作實際提出相(xiang)應優化措(cuo)施,對(dui)提高工(gong)程管(guan)理水平(ping),提升(sheng)工(gong)作效(xiao)率具(ju)有較大促進(jin)作用。

隨著(zhu)溫州(zhou)(zhou)市(shi)(shi)(shi)城(cheng)鎮化的(de)(de)(de)快速推進,城(cheng)市(shi)(shi)(shi)道路(lu)(lu)擁堵日益嚴峻(jun),目(mu)前(qian)的(de)(de)(de)公交(jiao)系統(tong)(tong)難以滿足市(shi)(shi)(shi)民的(de)(de)(de)正(zheng)常出行(xing),溫州(zhou)(zhou)市(shi)(shi)(shi)域(yu)(yu)鐵路(lu)(lu)的(de)(de)(de)建設(she)(she)符合溫州(zhou)(zhou)組團化的(de)(de)(de)地域(yu)(yu)特性,為緩解城(cheng)市(shi)(shi)(shi)交(jiao)通(tong)(tong)擁堵,樹立城(cheng)市(shi)(shi)(shi)發展新形象注入(ru)強(qiang)大動力。溫州(zhou)(zhou)市(shi)(shi)(shi)域(yu)(yu)鐵路(lu)(lu)主要(yao)由(you)車輛、供(gong)電(dian)(dian)、消防、環境監控、通(tong)(tong)信、控制、售檢(jian)票系統(tong)(tong)等(deng)組成。其(qi)中供(gong)電(dian)(dian)系統(tong)(tong)為列車和(he)(he)相關(guan)機電(dian)(dian)設(she)(she)備提供(gong)電(dian)(dian)能,是溫州(zhou)(zhou)市(shi)(shi)(shi)域(yu)(yu)鐵路(lu)(lu)的(de)(de)(de)主要(yao)構(gou)成部分。因此溫州(zhou)(zhou)市(shi)(shi)(shi)域(yu)(yu)鐵路(lu)(lu)供(gong)電(dian)(dian)系統(tong)(tong)的(de)(de)(de)安(an)裝工程受(shou)到監管、業主、設(she)(she)計、監理和(he)(he)施工等(deng)工作人員的(de)(de)(de)重點關(guan)注。
1供電系統安裝工程
1.1項目概況
溫州市(shi)域鐵路(lu)S2線一期工程起于樂清市(shi)下塘站(zhan)(zhan),止(zhi)于瑞安(an)市(shi)人民路(lu)站(zhan)(zhan)。線路(lu)全長約(yue)63公里,設站(zhan)(zhan)20座,地下站(zhan)(zhan)1座,其(qi)余(yu)均為(wei)高架站(zhan)(zhan),平均站(zhan)(zhan)間距(ju)(ju)3.27km,最大站(zhan)(zhan)間距(ju)(ju)8.373km,最小1.178km。牽引供電制式為(wei)AC27.5KV接觸網供電。
1.2供電系統
供(gong)電(dian)系(xi)統(tong)主要包(bao)括主變電(dian)站(zhan)(zhan)、牽引變電(dian)站(zhan)(zhan)、降壓變電(dian)站(zhan)(zhan)、區間配電(dian)站(zhan)(zhan)、接觸網、電(dian)力監控系(xi)統(tong)等[1]。供(gong)電(dian)系(xi)統(tong)安(an)(an)裝工(gong)(gong)程(cheng)構成環節較多、安(an)(an)裝工(gong)(gong)序復雜、安(an)(an)裝質量要求高。所以,需(xu)要加強供(gong)電(dian)系(xi)統(tong)安(an)(an)裝工(gong)(gong)程(cheng)的管理,提高工(gong)(gong)作(zuo)效(xiao)率和施工(gong)(gong)質量。
2存在問題
2.1施工(gong)項目(mu)組(zu)織方(fang)面
(1)施工組織設計是協調、指導整個項目實施,并掌控項目各階段目標。目前存在編制施工組織設計未充分結合實際情況,導致未能有效指導現場施工。(2)施工管理人(ren)員不足,工(gong)作人(ren)員頻繁(fan)更換,影響施(shi)工(gong)進度(du)、質量(liang)和效率。(3)與設備(bei)供貨商聯絡(luo)不緊密,導(dao)致生(sheng)產進度(du)緩慢,造(zao)成工(gong)期縮短(duan),施(shi)工(gong)質量(liang)欠佳。
2.2施工(gong)過程管(guan)控方(fang)面
(1)施(shi)(shi)(shi)工(gong)(gong)(gong)接(jie)口管理(li)執行(xing)(xing)不(bu)足。施(shi)(shi)(shi)工(gong)(gong)(gong)過程(cheng)(cheng)中未及(ji)時(shi)(shi)(shi)跟進檢(jian)驗(yan),導(dao)(dao)致(zhi)設(she)(she)(she)備(bei)和材料轉運進場、安(an)裝(zhuang)時(shi)(shi)(shi)與(yu)各專業間接(jie)口存(cun)在(zai)(zai)(zai)(zai)(zai)部(bu)(bu)分(fen)不(bu)符合(he)安(an)裝(zhuang)和設(she)(she)(she)計(ji)要(yao)求(qiu)的情況(kuang),增加了安(an)裝(zhuang)工(gong)(gong)(gong)程(cheng)(cheng)施(shi)(shi)(shi)工(gong)(gong)(gong)難度(du)。(2)工(gong)(gong)(gong)序交(jiao)接(jie)標準執行(xing)(xing)不(bu)嚴(yan)。遺留問題較多,后續平行(xing)(xing)交(jiao)叉作施(shi)(shi)(shi)工(gong)(gong)(gong)業嚴(yan)重,施(shi)(shi)(shi)工(gong)(gong)(gong)難度(du)增大(da),影響(xiang)施(shi)(shi)(shi)工(gong)(gong)(gong)進度(du)及(ji)質量。(3)施(shi)(shi)(shi)工(gong)(gong)(gong)成(cheng)品(pin)保(bao)護執行(xing)(xing)不(bu)力(li)。供電(dian)系統安(an)裝(zhuang)施(shi)(shi)(shi)工(gong)(gong)(gong)完成(cheng)后,在(zai)(zai)(zai)(zai)(zai)后續有(you)(you)關專業施(shi)(shi)(shi)工(gong)(gong)(gong)過程(cheng)(cheng)中,未能(neng)做好對相關設(she)(she)(she)備(bei)及(ji)線纜的保(bao)護,導(dao)(dao)致(zhi)相關成(cheng)品(pin)受(shou)到的二次(ci)污(wu)(wu)染甚至是(shi)損傷(shang)。尤其是(shi)在(zai)(zai)(zai)(zai)(zai)進行(xing)(xing)裝(zhuang)飾裝(zhuang)修時(shi)(shi)(shi),粉刷、刷漆等施(shi)(shi)(shi)工(gong)(gong)(gong)過程(cheng)(cheng)都可能(neng)造成(cheng)有(you)(you)關設(she)(she)(she)備(bei)受(shou)到污(wu)(wu)染。(4)積水和垃圾(ji)未能(neng)及(ji)時(shi)(shi)(shi)處理(li)。在(zai)(zai)(zai)(zai)(zai)各夾層和軌行(xing)(xing)區的積水與(yu)垃圾(ji)問題是(shi)市域鐵路(lu)施(shi)(shi)(shi)工(gong)(gong)(gong)管理(li)中積習難改的一項頑疾,一直未能(neng)妥善解決。(5)預留的孔(kong)洞(dong)存(cun)在(zai)(zai)(zai)(zai)(zai)偏(pian)差。部(bu)(bu)分(fen)孔(kong)洞(dong)需(xu)在(zai)(zai)(zai)(zai)(zai)土建施(shi)(shi)(shi)工(gong)(gong)(gong)時(shi)(shi)(shi)進行(xing)(xing)保(bao)留,但部(bu)(bu)分(fen)土建單位(wei)在(zai)(zai)(zai)(zai)(zai)思(si)想上不(bu)注重,未嚴(yan)格遵照設(she)(she)(she)計(ji)要(yao)求(qiu),致(zhi)使部(bu)(bu)分(fen)孔(kong)洞(dong)尺(chi)寸誤差大(da),設(she)(she)(she)備(bei)安(an)裝(zhuang)不(bu)順(shun)利。(6)缺失部(bu)(bu)分(fen)連接(jie)雜散電(dian)流的端(duan)子(zi)。在(zai)(zai)(zai)(zai)(zai)施(shi)(shi)(shi)工(gong)(gong)(gong)過程(cheng)(cheng)中,因施(shi)(shi)(shi)工(gong)(gong)(gong)人員操(cao)作不(bu)當,導(dao)(dao)致(zhi)大(da)量雜散端(duan)子(zi)缺失。
2.3施(shi)工技(ji)術管理(li)方面(mian)
(1)技術(shu)(shu)方案(an)未(wei)及時(shi)調整,在(zai)施(shi)(shi)(shi)工(gong)(gong)(gong)準備(bei)階段,未(wei)進(jin)(jin)行(xing)全面的(de)施(shi)(shi)(shi)工(gong)(gong)(gong)調查(cha),未(wei)做好施(shi)(shi)(shi)工(gong)(gong)(gong)接口、材料、設(she)備(bei)等要素的(de)調查(cha),致使(shi)未(wei)能按照(zhao)既定施(shi)(shi)(shi)工(gong)(gong)(gong)方案(an)開展工(gong)(gong)(gong)作,需臨(lin)時(shi)調整方案(an),影響(xiang)工(gong)(gong)(gong)程項目進(jin)(jin)度。(2)技術(shu)(shu)交底(di)(di)不(bu)(bu)完善(shan)。①部分未(wei)完全滿足設(she)計和驗(yan)收規范。②部分施(shi)(shi)(shi)工(gong)(gong)(gong)單位在(zai)技術(shu)(shu)交底(di)(di)時(shi)流于形式,未(wei)認真(zhen)組(zu)織相關人員(yuan)進(jin)(jin)行(xing)交底(di)(di)。③技術(shu)(shu)交底(di)(di)對象不(bu)(bu)全面,沒有交底(di)(di)到施(shi)(shi)(shi)工(gong)(gong)(gong)作業(ye)的(de)部分人員(yuan)。(3)施(shi)(shi)(shi)工(gong)(gong)(gong)標準不(bu)(bu)一致。在(zai)大規模施(shi)(shi)(shi)工(gong)(gong)(gong)開展前,未(wei)進(jin)(jin)行(xing)首(shou)件或樣板工(gong)(gong)(gong)程評估,確定統一標準,導致施(shi)(shi)(shi)工(gong)(gong)(gong)隊往往根據經驗(yan)進(jin)(jin)行(xing)安(an)裝施(shi)(shi)(shi)工(gong)(gong)(gong),形成了五花八門(men)的(de)施(shi)(shi)(shi)工(gong)(gong)(gong)工(gong)(gong)(gong)藝。(4)夾層內電纜在(zai)鋪(pu)設(she)時(shi)相互交叉,雜亂(luan)無序,未(wei)嚴(yan)(yan)格遵照(zhao)交底(di)(di)要求進(jin)(jin)行(xing)分層鋪(pu)設(she),捆扎(zha)不(bu)(bu)標準,標示(shi)不(bu)(bu)明(ming)且存(cun)在(zai)部分丟失等現(xian)象。(5)剛性(xing)和柔性(xing)接觸網過渡(du)區段的(de)弓網關系(xi)惡劣(lie),部分過渡(du)段沒有實現(xian)平(ping)滑過渡(du)。通過實際列(lie)車冷滑的(de)數據可以得出,而當受(shou)電弓從(cong)柔性(xing)滑向(xiang)剛性(xing)時(shi),會出現(xian)嚴(yan)(yan)重硬點沖擊;當列(lie)車受(shou)電弓從(cong)剛性(xing)滑向(xiang)柔性(xing)時(shi),會出現(xian)暫時(shi)的(de)離線(xian)現(xian)象。
3優化措施
3.1優化施工組織(zhi)
(1)施(shi)工(gong)(gong)(gong)(gong)組(zu)織設計是施(shi)工(gong)(gong)(gong)(gong)單位的(de)綱(gang)領性文件,需要(yao)依據項目工(gong)(gong)(gong)(gong)期(qi)節點,并結合調(diao)(diao)查情況,做(zuo)好工(gong)(gong)(gong)(gong)程(cheng)項目的(de)工(gong)(gong)(gong)(gong)期(qi)、進度、人(ren)員(yuan)配(pei)置等(deng)規(gui)劃(hua)統籌工(gong)(gong)(gong)(gong)作(zuo)。編寫行之有效的(de)施(shi)工(gong)(gong)(gong)(gong)組(zu)織設計,保障工(gong)(gong)(gong)(gong)程(cheng)項目開工(gong)(gong)(gong)(gong)后的(de)各(ge)項工(gong)(gong)(gong)(gong)作(zuo)可以有序進行。(2)市(shi)域鐵路(lu)項目施(shi)工(gong)(gong)(gong)(gong)屬于密集勞(lao)動(dong)型施(shi)工(gong)(gong)(gong)(gong),交叉作(zuo)業面多且施(shi)工(gong)(gong)(gong)(gong)空間受限。因此,工(gong)(gong)(gong)(gong)程(cheng)項目不僅應(ying)(ying)配(pei)置足夠有豐富經驗(yan)的(de)施(shi)工(gong)(gong)(gong)(gong)管(guan)理(li)(li)人(ren)員(yuan),而且還(huan)應(ying)(ying)配(pei)備充足技能(neng)好的(de)熟練(lian)技術工(gong)(gong)(gong)(gong)人(ren)。(3)為確保項目按期(qi)完成,施(shi)工(gong)(gong)(gong)(gong)單位要(yao)及(ji)時與(yu)業主、各(ge)供貨(huo)商(shang)等(deng)相關方進行溝通協調(diao)(diao),優(you)(you)化項目施(shi)工(gong)(gong)(gong)(gong)方案,委派(pai)專業人(ren)員(yuan)到(dao)廠家監(jian)督制(zhi)造(zao)。(4)優(you)(you)化管(guan)理(li)(li)制(zhi)度,加強對(dui)相關人(ren)員(yuan)的(de)管(guan)理(li)(li),做(zuo)到(dao)權責分明(ming),獎罰(fa)合理(li)(li)。此外,還(huan)可通過技術評比、知識競賽(sai)、應(ying)(ying)急(ji)演練(lian)等(deng)活動(dong),提(ti)升員(yuan)工(gong)(gong)(gong)(gong)的(de)幸(xing)福感(gan)、歸屬感(gan)。
3.2加強過(guo)程管控
(1)強化工(gong)期(qi)進度管理。以工(gong)期(qi)節點促進施(shi)(shi)(shi)(shi)(shi)工(gong)進度,以施(shi)(shi)(shi)(shi)(shi)工(gong)進度確保(bao)工(gong)期(qi)節點,并(bing)優化調(diao)整施(shi)(shi)(shi)(shi)(shi)工(gong)順序,節省施(shi)(shi)(shi)(shi)(shi)工(gong)時(shi)(shi)間,提高工(gong)作效率。(2)加強施(shi)(shi)(shi)(shi)(shi)工(gong)接(jie)口和工(gong)序的(de)交接(jie)。因溫(wen)州市域鐵路(lu)施(shi)(shi)(shi)(shi)(shi)工(gong)專(zhuan)業劃分(fen)多,預留預埋繁雜,因此(ci)各有關(guan)單位(wei)(wei)(wei)(wei)(wei)在(zai)施(shi)(shi)(shi)(shi)(shi)工(gong)前應(ying)做(zuo)好相(xiang)關(guan)圖紙核對,過(guo)程中做(zuo)好相(xiang)互(hu)配合,確保(bao)施(shi)(shi)(shi)(shi)(shi)工(gong)接(jie)口滿足要求。在(zai)各專(zhuan)業工(gong)序交接(jie)時(shi)(shi),要嚴格執(zhi)行(xing)交接(jie)標準(zhun)(zhun),不能(neng)把存在(zai)的(de)問(wen)題留給后續工(gong)序。(3)施(shi)(shi)(shi)(shi)(shi)工(gong)單位(wei)(wei)(wei)(wei)(wei)需(xu)提早進行(xing)調(diao)查,做(zuo)好設備和材料運輸、成(cheng)品(pin)保(bao)護的(de)總體計劃,并(bing)和其他有關(guan)施(shi)(shi)(shi)(shi)(shi)工(gong)單位(wei)(wei)(wei)(wei)(wei)協(xie)商(shang),預留好運輸通道。(4)施(shi)(shi)(shi)(shi)(shi)工(gong)單位(wei)(wei)(wei)(wei)(wei)可(ke)超前完成(cheng)設備基(ji)礎(chu)加工(gong),雜散端子(zi)電纜和軌間跳(tiao)線等的(de)預制,同(tong)時(shi)(shi)要加強與設計人員聯絡(luo),完善相(xiang)關(guan)設計,使雜散端子(zi)埋在(zai)地(di)下孔(kong)洞里。提議安裝雜散端子(zi)需(xu)在(zai)其他單位(wei)(wei)(wei)(wei)(wei)完成(cheng)施(shi)(shi)(shi)(shi)(shi)工(gong)后進行(xing),這樣(yang)可(ke)降(jiang)低缺失。(5)施(shi)(shi)(shi)(shi)(shi)工(gong)單位(wei)(wei)(wei)(wei)(wei)應(ying)及時(shi)(shi)與有關(guan)單位(wei)(wei)(wei)(wei)(wei)進行(xing)協(xie)調(diao),掌握其施(shi)(shi)(shi)(shi)(shi)工(gong)內(nei)容和進度,提早實(shi)施(shi)(shi)(shi)(shi)(shi)有關(guan)措施(shi)(shi)(shi)(shi)(shi)預防成(cheng)品(pin)污染。同(tong)時(shi)(shi)與相(xiang)關(guan)單位(wei)(wei)(wei)(wei)(wei)共同(tong)制定標準(zhun)(zhun)解(jie)決積水和垃(la)圾問(wen)題,并(bing)嚴格執(zhi)行(xing)。

4數字化改革
利用(yong)“浙路(lu)品質”智控(kong)平臺(tai),實現人(ren)員考勤、人(ren)臉識別、門禁(jin)、定位等人(ren)員管理(li)智慧(hui)化(hua)。并對重(zhong)點結構物、隱蔽工程等安(an)裝視頻(pin)監控(kong)系統(tong)。深入推進(jin)軌道交通建設工程領域數字化(hua)改革,提(ti)升工程管理(li)數字化(hua)水平。
5結語
綜上所(suo)述(shu),在(zai)溫州(zhou)市域鐵路供電系統安裝工(gong)(gong)程(cheng)施工(gong)(gong)過程(cheng)中(zhong),管理部門除(chu)日常檢查督察(cha)外,還應與(yu)時俱進,利(li)用數(shu)字化手(shou)段(duan),提(ti)升管理水平。并(bing)推出“首件制(zhi)”管理制(zhi)度,確立工(gong)(gong)程(cheng)施工(gong)(gong)標準。同(tong)時要協調各參建單(dan)位(wei),提(ti)升在(zai)各部門之間的協調能力,優化組織(zhi)設計,讓工(gong)(gong)程(cheng)項目得到(dao)圓滿完成(cheng)。
