城區無名道路管理的實施意見
由于歷(li)史原(yuan)(yuan)因,在(zai)(zai)我區(qu)(qu)**、**地區(qu)(qu),存在(zai)(zai)著(zhu)數十條無(wu)人(ren)(ren)管理、無(wu)人(ren)(ren)清掃的(de)無(wu)名(ming)道(dao)路(lu)(lu)。這些(xie)道(dao)路(lu)(lu)長度短、路(lu)(lu)幅(fu)窄、路(lu)(lu)面損(sun)壞(huai)嚴重,無(wu)照明、排水設施(shi),市容環境差,是城(cheng)區(qu)(qu)管理方(fang)面存在(zai)(zai)的(de)盲點。近年來,區(qu)(qu)人(ren)(ren)大代(dai)表、政協委員多次呼吁,要求(qiu)政府有(you)關部(bu)門加強對(dui)這些(xie)無(wu)名(ming)道(dao)路(lu)(lu)的(de)管理,然而(er)由于各種原(yuan)(yuan)因,至今(jin)未能(neng)落(luo)實。本著(zhu)以人(ren)(ren)為本、關注(zhu)民生(sheng)的(de)原(yuan)(yuan)則,今(jin)年我委會區(qu)(qu)地區(qu)(qu)辦、有(you)關街道(dao)等職(zhi)能(neng)部(bu)門再(zai)次對(dui)這些(xie)無(wu)名(ming)道(dao)路(lu)(lu)的(de)情況進行了現場(chang)踏(ta)勘。解決無(wu)名(ming)道(dao)路(lu)(lu)的(de)各種頑癥(zheng),必須通過各方(fang)協調,進行綜合整治,共同擔(dan)負起管理責(ze)任,達到長效管理的(de)目的(de)。
一、基本情況
目前城(cheng)區共梳理出無(wu)名道(dao)(dao)路(lu)(lu)52條,78123平(ping)方米,涉(she)及3個街(jie)道(dao)(dao),其(qi)中(zhong)張(zhang)廟街(jie)道(dao)(dao)有8條,吳淞街(jie)道(dao)(dao)有21條,友誼(yi)路(lu)(lu)街(jie)道(dao)(dao)有23條。這些道(dao)(dao)路(lu)(lu)的(de)產生和演變情(qing)況(kuang)各異,其(qi)中(zhong)極(ji)少數道(dao)(dao)路(lu)(lu)已經(jing)由區政府各職能(neng)部(bu)門(men)部(bu)分接管(guan)(如:胡家橋(qiao)路(lu)(lu)等(deng)(deng));少數道(dao)(dao)路(lu)(lu)原本屬(shu)(shu)于市政道(dao)(dao)路(lu)(lu),后(hou)因城(cheng)市發展,演變成街(jie)坊道(dao)(dao)路(lu)(lu),或無(wu)人管(guan)理,或由物業管(guan)理(如:縣(xian)前街(jie)、縣(xian)佑街(jie),革(ge)新路(lu)(lu)等(deng)(deng));而多數道(dao)(dao)路(lu)(lu)則由于土地(di)權屬(shu)(shu)、道(dao)(dao)路(lu)(lu)功(gong)能(neng)等(deng)(deng)原因至今無(wu)人管(guan)理。
二(er)、加強管理的原(yuan)則(ze)
隨(sui)著(zhu)我區(qu)城市建設的(de)發展和文明、衛(wei)生城區(qu)的(de)創建,應(ying)該從(cong)根(gen)本上(shang)加(jia)強對這些無名(ming)道路的(de)管(guan)理。
加強管理的原則是:
局干部考核實施辦法
第一(yi)條為了加(jia)強(qiang)對全局(ju)干部(bu)隊(dui)伍的(de)管(guan)理(li),促(cu)進(jin)干部(bu)管(guan)理(li)工作的(de)進(jin)一(yi)步科學化、制(zhi)度化、規范化,形成能(neng)上能(neng)下,能(neng)進(jin)能(neng)出,充(chong)滿(man)生機(ji)與活力的(de)干部(bu)使用機(ji)制(zhi),為企業的(de)改革(ge)與發展提供堅強(qiang)的(de)組織保證,根據省(sheng)公司黨組有關干部(bu)管(guan)理(li)規定和《慶(qing)陽地區電力局(ju)中層干部(bu)管(guan)理(li)暫行(xing)辦法》,結(jie)合(he)本(ben)企業工作實際,制(zhi)定本(ben)辦法。
第二條考核應(ying)遵循的原則(ze):
1、黨管干部的原則;
2、群(qun)眾公認,注重實績的原則;
3、公(gong)(gong)開、公(gong)(gong)平、公(gong)(gong)正(zheng)的原則;
4、走群眾路線(xian)的原(yuan)則;
學生日常管理思政教育
加強學(xue)(xue)(xue)生(sheng)(sheng)思(si)想(xiang)(xiang)政(zheng)治(zhi)(zhi)教(jiao)(jiao)育(yu)是當(dang)(dang)前學(xue)(xue)(xue)校教(jiao)(jiao)育(yu)管(guan)理工(gong)作的(de)重要(yao)任務。當(dang)(dang)代大學(xue)(xue)(xue)生(sheng)(sheng)思(si)想(xiang)(xiang)意識、價(jia)值觀和(he)道德(de)觀念取向(xiang)呈多(duo)元化趨勢,學(xue)(xue)(xue)生(sheng)(sheng)的(de)思(si)想(xiang)(xiang)政(zheng)治(zhi)(zhi)教(jiao)(jiao)育(yu)和(he)管(guan)理工(gong)作也面臨著嚴峻的(de)挑戰。尤(you)其是大專學(xue)(xue)(xue)生(sheng)(sheng)容(rong)(rong)易(yi)因高(gao)考而形(xing)成的(de)失落情緒與(yu)自身不服輸的(de)個性(xing)(xing)產生(sheng)(sheng)矛盾(dun),這(zhe)種矛盾(dun)在對學(xue)(xue)(xue)生(sheng)(sheng)進(jin)行教(jiao)(jiao)學(xue)(xue)(xue)管(guan)理、思(si)想(xiang)(xiang)政(zheng)治(zhi)(zhi)教(jiao)(jiao)育(yu)與(yu)日常(chang)管(guan)理等方面容(rong)(rong)易(yi)凸顯。因此,學(xue)(xue)(xue)校必須明(ming)確在學(xue)(xue)(xue)生(sheng)(sheng)日常(chang)管(guan)理工(gong)作中(zhong)思(si)想(xiang)(xiang)政(zheng)治(zhi)(zhi)教(jiao)(jiao)育(yu)的(de)重要(yao)性(xing)(xing),找(zhao)到思(si)想(xiang)(xiang)政(zheng)治(zhi)(zhi)教(jiao)(jiao)育(yu)與(yu)學(xue)(xue)(xue)生(sheng)(sheng)日常(chang)管(guan)理工(gong)作相結合的(de)合理途徑,從而不斷提(ti)升學(xue)(xue)(xue)生(sheng)(sheng)日常(chang)管(guan)理工(gong)作和(he)思(si)想(xiang)(xiang)政(zheng)治(zhi)(zhi)教(jiao)(jiao)育(yu)有效性(xing)(xing)。
1、學生(sheng)日常管理工作中(zhong)加(jia)強學生(sheng)思想(xiang)政(zheng)治教育的(de)重(zhong)要性(xing)
近(jin)年來,包括(kuo)大(da)專(zhuan)院校(xiao)(xiao)(xiao)在(zai)內的高校(xiao)(xiao)(xiao)招生(sheng)(sheng)(sheng)(sheng)人(ren)(ren)數(shu)不(bu)斷增(zeng)加(jia)(jia)(jia),同時(shi)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)面(mian)臨著就業難的嚴峻挑戰。面(mian)對(dui)(dui)這(zhe)些問(wen)題(ti),學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)教(jiao)(jiao)(jiao)育(yu)(yu)管(guan)理(li)(li)(li)應更加(jia)(jia)(jia)重視對(dui)(dui)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)的思(si)想(xiang)政(zheng)治(zhi)教(jiao)(jiao)(jiao)育(yu)(yu)和日(ri)(ri)常(chang)管(guan)理(li)(li)(li)工(gong)作。當前,學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)生(sheng)(sheng)(sheng)(sheng)活社會(hui)化趨勢不(bu)斷增(zeng)強,學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)生(sheng)(sheng)(sheng)(sheng)活環(huan)境、生(sheng)(sheng)(sheng)(sheng)活服(fu)務質量(liang)對(dui)(dui)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)學(xue)(xue)(xue)(xue)(xue)(xue)業、良好思(si)想(xiang)意(yi)識(shi)(shi)(shi)的形成都會(hui)產(chan)生(sheng)(sheng)(sheng)(sheng)重要影(ying)響。由于學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)所經歷的家庭教(jiao)(jiao)(jiao)育(yu)(yu)和社會(hui)影(ying)響不(bu)同,學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)個(ge)體思(si)想(xiang)上(shang)的差異會(hui)對(dui)(dui)他人(ren)(ren)產(chan)生(sheng)(sheng)(sheng)(sheng)影(ying)響。因此(ci),在(zai)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)日(ri)(ri)常(chang)管(guan)理(li)(li)(li)工(gong)作中必須加(jia)(jia)(jia)大(da)政(zheng)治(zhi)思(si)想(xiang)教(jiao)(jiao)(jiao)育(yu)(yu)的力(li)度,對(dui)(dui)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)進(jin)行科學(xue)(xue)(xue)(xue)(xue)(xue)合(he)理(li)(li)(li)的思(si)想(xiang)引導,提(ti)高其(qi)綜合(he)素質。其(qi)次,現代部分大(da)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)存在(zai)個(ge)人(ren)(ren)意(yi)識(shi)(shi)(shi)與(yu)獨立(li)意(yi)識(shi)(shi)(shi)較強而社會(hui)意(yi)識(shi)(shi)(shi)和自立(li)能力(li)較弱的問(wen)題(ti),而這(zhe)些問(wen)題(ti)很容易在(zai)日(ri)(ri)常(chang)生(sheng)(sheng)(sheng)(sheng)活中顯露(lu),所以(yi)在(zai)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)日(ri)(ri)常(chang)管(guan)理(li)(li)(li)工(gong)作中深入了解學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)的實(shi)際問(wen)題(ti),根據學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)與(yu)社會(hui)的發展情況,結合(he)思(si)想(xiang)政(zheng)治(zhi)教(jiao)(jiao)(jiao)育(yu)(yu),不(bu)斷完善學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)日(ri)(ri)常(chang)管(guan)理(li)(li)(li)工(gong)作。因此(ci),學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)日(ri)(ri)常(chang)管(guan)理(li)(li)(li)工(gong)作必須圍繞思(si)想(xiang)教(jiao)(jiao)(jiao)育(yu)(yu)這(zhe)個(ge)中心來展開(kai),從(cong)而逐步提(ti)高學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)整體素質,促進(jin)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)健(jian)康成長(chang)。
2、當前學生日常管(guan)理工(gong)作中(zhong)存在的問題。
2.1學(xue)(xue)(xue)(xue)校(xiao)(xiao)教(jiao)育(yu)(yu)(yu)觀念存(cun)在(zai)問題。目前,有很(hen)多學(xue)(xue)(xue)(xue)校(xiao)(xiao)對學(xue)(xue)(xue)(xue)生(sheng)日(ri)常管(guan)理(li)工(gong)(gong)作(zuo)(zuo)和(he)思想(xiang)政治(zhi)教(jiao)育(yu)(yu)(yu)重(zhong)視程度較低(di)。“只教(jiao)書、不育(yu)(yu)(yu)人,只顧教(jiao)學(xue)(xue)(xue)(xue)、不顧思想(xiang)教(jiao)育(yu)(yu)(yu)”的(de)(de)現象在(zai)一(yi)定范圍(wei)內存(cun)在(zai)。(1)部分學(xue)(xue)(xue)(xue)校(xiao)(xiao)實施的(de)(de)學(xue)(xue)(xue)(xue)生(sheng)日(ri)常管(guan)理(li)工(gong)(gong)作(zuo)(zuo)體制(zhi)不健全,特別是學(xue)(xue)(xue)(xue)生(sheng)日(ri)常管(guan)理(li)工(gong)(gong)作(zuo)(zuo)的(de)(de)評價與激勵機制(zhi)等的(de)(de)不完(wan)善;(2)一(yi)些學(xue)(xue)(xue)(xue)校(xiao)(xiao)在(zai)學(xue)(xue)(xue)(xue)生(sheng)思想(xiang)政治(zhi)教(jiao)育(yu)(yu)(yu)與日(ri)常管(guan)理(li)工(gong)(gong)作(zuo)(zuo)的(de)(de)中對學(xue)(xue)(xue)(xue)生(sheng)的(de)(de)“管(guan)”多于引(yin)導和(he)關心服(fu)務,學(xue)(xue)(xue)(xue)生(sheng)沒有得(de)到應有的(de)(de)尊(zun)重(zhong)和(he)保護,師生(sheng)之間很(hen)難達(da)到理(li)解與認同的(de)(de);(3)目前很(hen)多學(xue)(xue)(xue)(xue)校(xiao)(xiao)不斷擴招,但是學(xue)(xue)(xue)(xue)生(sheng)思想(xiang)政治(zhi)教(jiao)育(yu)(yu)(yu)與日(ri)常管(guan)理(li)人員數量(liang)嚴重(zhong)不足,素質(zhi)也有待提(ti)高。
2.2學(xue)生(sheng)(sheng)(sheng)思(si)想(xiang)觀念及外在環境影響。隨著(zhu)市場經濟的(de)(de)利(li)益驅動和(he)競爭(zheng)機制的(de)(de)發(fa)展(zhan),當代大(da)學(xue)生(sheng)(sheng)(sheng)的(de)(de)人生(sheng)(sheng)(sheng)價值觀逐步轉變(bian),大(da)學(xue)生(sheng)(sheng)(sheng)中以自我為中心、唯利(li)是圖的(de)(de)不(bu)良行為不(bu)斷出現。一方(fang)(fang)面,社會上腐敗和(he)不(bu)正(zheng)之風對學(xue)生(sheng)(sheng)(sheng)產生(sheng)(sheng)(sheng)的(de)(de)負面影響使他(ta)們(men)的(de)(de)信念和(he)理想(xiang)發(fa)生(sheng)(sheng)(sheng)動搖(yao)。另一方(fang)(fang)面,學(xue)生(sheng)(sheng)(sheng)自身的(de)(de)弱點與(yu)思(si)想(xiang)政(zheng)治教(jiao)育(yu)機制的(de)(de)缺陷使部分大(da)學(xue)生(sheng)(sheng)(sheng)迷失了(le)方(fang)(fang)向。索取與(yu)奉獻、享樂與(yu)艱苦等方(fang)(fang)面存在的(de)(de)矛盾逐漸膨脹,同時(shi)學(xue)校的(de)(de)思(si)想(xiang)政(zheng)治教(jiao)育(yu)機制的(de)(de)滯后(hou)造成了(le)學(xue)生(sheng)(sheng)(sheng)知識灌輸與(yu)思(si)想(xiang)品(pin)質及綜(zong)合素質培養的(de)(de)不(bu)平衡。

摘要:大(da)學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)日常(chang)表(biao)現(xian)(xian)量(liang)化(hua)考(kao)核(he)(he)體系(xi)(xi)旨在設計一套完整的大(da)學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)日常(chang)表(biao)現(xian)(xian)監測表(biao),通過(guo)對學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)日常(chang)參加活(huo)動的考(kao)勤,力求用數字形式(shi)反映學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)在思想、學(xue)(xue)(xue)(xue)(xue)習、生(sheng)(sheng)(sheng)活(huo)上的活(huo)躍度,用數字記(ji)錄每一位(wei)(wei)大(da)學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)的成(cheng)長軌跡。通過(guo)對S學(xue)(xue)(xue)(xue)(xue)院醫(yi)學(xue)(xue)(xue)(xue)(xue)系(xi)(xi)2017級(ji)(ji)學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)實施大(da)學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)日常(chang)表(biao)現(xian)(xian)量(liang)化(hua)考(kao)核(he)(he)辦法(fa),發現(xian)(xian)其結果可以為校內評優(you)評先和就業(ye)單位(wei)(wei)挑選人才提供量(liang)化(hua)依據。此外,由于量(liang)化(hua)考(kao)核(he)(he)體系(xi)(xi)本(ben)身(shen)帶有獎(jiang)懲性(xing)(xing),在推行的過(guo)程(cheng)中極大(da)地提高了學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)的自律性(xing)(xing),從而增強了班(ban)級(ji)(ji)自我管理能力和班(ban)級(ji)(ji)凝聚力。最(zui)后(hou),量(liang)化(hua)考(kao)核(he)(he)體系(xi)(xi)在運行過(guo)程(cheng)中也能對預測學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)心理危(wei)機起(qi)到(dao)一定的輔助作用。

摘要:無論從國家對(dui)職(zhi)業學(xue)生綜(zong)合(he)素質的(de)重視(shi),還是從高(gao)職(zhi)生日常行(xing)(xing)為(wei)表(biao)現看(kan),對(dui)高(gao)職(zhi)生進行(xing)(xing)日常行(xing)(xing)為(wei)規范教(jiao)育具有重要的(de)理(li)論意義(yi)和現實意義(yi),集中體現了高(gao)職(zhi)生養成教(jiao)育的(de)實踐性(xing)、過程性(xing)和目(mu)的(de)性(xing)。

社(she)(she)(she)會(hui)(hui)性(xing)是人(ren)的(de)本質(zhi)(zhi)屬性(xing),主(zhu)要(yao)(yao)表現(xian)在人(ren)的(de)生(sheng)(sheng)活(huo)與生(sheng)(sheng)產活(huo)動方面。生(sheng)(sheng)活(huo)的(de)社(she)(she)(she)會(hui)(hui)性(xing)要(yao)(yao)求個體(ti)必須遵循道(dao)德、法律(lv)、相(xiang)關規(gui)(gui)范及規(gui)(gui)則。“自(zi)誕(dan)生(sheng)(sheng)開(kai)始,我(wo)們的(de)耳邊(bian)就縈繞著(zhu)(zhu)他人(ren)的(de)言語(yu),回響著(zhu)(zhu)表達贊(zan)成(cheng)(cheng)或發對的(de)道(dao)德評價和情緒(xu)化(hua)(hua)聲(sheng)調。”[1]社(she)(she)(she)會(hui)(hui)性(xing)貫穿生(sheng)(sheng)命始終,并在個體(ti)日常生(sheng)(sheng)活(huo)中展開(kai)。青(qing)年時期(qi)是學(xue)生(sheng)(sheng)社(she)(she)(she)會(hui)(hui)性(xing)自(zi)我(wo)形成(cheng)(cheng)的(de)重要(yao)(yao)時期(qi),社(she)(she)(she)會(hui)(hui)性(xing)自(zi)我(wo)的(de)形成(cheng)(cheng)深受他人(ren)評價影響。高職學(xue)生(sheng)(sheng)的(de)成(cheng)(cheng)熟主(zhu)要(yao)(yao)指社(she)(she)(she)會(hui)(hui)化(hua)(hua)成(cheng)(cheng)熟,形成(cheng)(cheng)健康(kang)(kang)的(de)社(she)(she)(she)會(hui)(hui)性(xing)自(zi)我(wo)。社(she)(she)(she)會(hui)(hui)性(xing)自(zi)我(wo)是自(zi)我(wo)的(de)核心(xin),對個體(ti)健康(kang)(kang)成(cheng)(cheng)長具有(you)重要(yao)(yao)意義(yi)。高職學(xue)生(sheng)(sheng)的(de)日常生(sheng)(sheng)活(huo)是集(ji)體(ti)生(sheng)(sheng)活(huo),高度體(ti)現(xian)了(le)生(sheng)(sheng)活(huo)的(de)社(she)(she)(she)會(hui)(hui)性(xing),他們既要(yao)(yao)承擔(dan)學(xue)生(sheng)(sheng)的(de)責任,又要(yao)(yao)把社(she)(she)(she)會(hui)(hui)規(gui)(gui)則、學(xue)校(xiao)規(gui)(gui)范與要(yao)(yao)求內化(hua)(hua)于(yu)心(xin)并外化(hua)(hua)于(yu)行,扮演好自(zi)身角色并履行相(xiang)應義(yi)務。日常行為規(gui)(gui)范教育(yu)以培養學(xue)生(sheng)(sheng)良(liang)好行為習慣(guan)為抓手,不斷發展健康(kang)(kang)社(she)(she)(she)會(hui)(hui)性(xing)自(zi)我(wo),形成(cheng)(cheng)自(zi)律(lv)精神,使個體(ti)順利、高質(zhi)(zhi)量度過(guo)大學(xue)生(sheng)(sheng)活(huo),因此,日常行為規(gui)(gui)范教育(yu)對學(xue)生(sheng)(sheng)“成(cheng)(cheng)人(ren)”具有(you)重要(yao)(yao)意義(yi)。
