一、*地區非國有單位聘用人(ren)(ren)(ren)員、流(liu)動(dong)人(ren)(ren)(ren)員的人(ren)(ren)(ren)事(shi)(shi)檔(dang)案必須由政府人(ren)(ren)(ren)事(shi)(shi)部門所屬的人(ren)(ren)(ren)才交流(liu)中心進行人(ren)(ren)(ren)事(shi)(shi)。
二、凡已在*市(shi)人才開發交(jiao)流(liu)中(zhong)(zhong)心進(jin)行(xing)人事(shi)的流(liu)動人員(yuan),嚴格按寧社險字81號(hao)文件精神,向(xiang)市(shi)人才中(zhong)(zhong)心社會保(bao)險代辦外(wai)交(jiao)納社會保(bao)險金,否則,不能連續計(ji)算工齡。
三、凡已(yi)在市人(ren)才(cai)中心(xin)進行人(ren)事(shi)的各(ge)類非國有(you)制單(dan)位的專(zhuan)業技術(shu)人(ren)員、流(liu)動人(ren)員可(ke)(ke)根據寧人(ren)發(fa)138號文(wen)件規(gui)定申報評審各(ge)類專(zhuan)業技術(shu)職務任職資(zi)格,也(ye)可(ke)(ke)參加(jia)全國統一組織的專(zhuan)業系列職稱(cheng)考(kao)試。

干部任免工作程序意見
為認(ren)真貫徹(che)執行黨的干部(bu)路線、方針、政策,進一步規(gui)范(fan)我縣(xian)二級(ji)單位(班子)干部(bu)任免工(gong)作,根(gen)據中央、省、地有關規(gui)定,現(xian)將有關事項通知如下。
一、嚴格按照(zhao)黨的原(yuan)則選拔任用(yong)干(gan)部
干部的(de)任免工(gong)作(zuo)(zuo),是黨(dang)(dang)的(de)干部工(gong)作(zuo)(zuo)的(de)重(zhong)要環(huan)節。搞好(hao)這項工(gong)作(zuo)(zuo),必須遵循黨(dang)(dang)管(guan)干部的(de)原則(ze);德才兼(jian)備、任人唯賢的(de)原則(ze);群眾公認、注重(zhong)實績的(de)原則(ze);公開、平(ping)等、競爭、擇優的(de)原則(ze);民(min)主集中制(zhi)的(de)原則(ze);依(yi)法(fa)辦(ban)事的(de)原則(ze)。嚴(yan)格按(an)照三定(ding)方案中的(de)領導職數設置和(he)規定(ding)程(cheng)序(xu)辦(ban)理任免手(shou)續(xu)。
二、進一步理順(shun)干部管(guan)理體(ti)制(zhi)
根(gen)據中共中央中發(fa)*〕9號(hao)文(wen)件(jian)精(jing)神,黨(dang)(dang)委(wei)組織部是黨(dang)(dang)委(wei)總攬干部人(ren)事(shi)工(gong)作的職能部門,在黨(dang)(dang)委(wei)領(ling)導下(xia),承擔對干部人(ren)事(shi)工(gong)作宏觀管理的任務,對干部人(ren)事(shi)工(gong)作負(fu)有(you)管理、指導、綜(zong)合(he)、協(xie)調的職責(ze)。
三、干(gan)部任(ren)免工(gong)作的基本(ben)程序
局干部人事管理辦法
為了進一步(bu)加強我(wo)局(ju)干部人事(shi)管理工作(zuo),促進局(ju)系(xi)統干部人事(shi)工作(zuo)的規范化、制(zhi)度化,根據(ju)《黨政領導干部選(xuan)拔任用(yong)工作(zuo)條(tiao)例》、《中華人民(min)共(gong)和國公(gong)務員(yuan)法(fa)》和有關政策規定,結合我(wo)局(ju)實(shi)際,制(zhi)定如下辦(ban)法(fa)。
一、干部職工的調配和錄用
(一)調配和錄用的原則
1、堅持干部“四(si)化(hua)”方(fang)針(zhen)和(he)德才(cai)兼備的用人(ren)標準,因事擇人(ren),優化(hua)結構,堅持公開、平等、競爭、擇優的原(yuan)則。
2、嚴格按照編(bian)(bian)制(zhi)、職數和人員結構比例進(jin)行有計劃的調配,超編(bian)(bian)單(dan)位一律不得調入人員。
3、局機關主任科員以下(xia)干部的(de)錄(lu)用(yong),按照《中(zhong)華人(ren)民共和國公務員法》的(de)有關規(gui)定,采取“公開(kai)考(kao)試、嚴格考(kao)察、平等(deng)競(jing)爭、擇優錄(lu)取”的(de)辦法。

2013年(nian),區(qu)人才(cai)中(zhong)心(xin)在(zai)局(ju)(ju)領導的(de)(de)(de)領導和指(zhi)導下(xia),在(zai)各個科室的(de)(de)(de)幫助、支持下(xia),認真履行自(zi)身(shen)職能,按時保質的(de)(de)(de)完(wan)成(cheng)了局(ju)(ju)里(li)下(xia)達的(de)(de)(de)目(mu)標(biao)責任。為了更好的(de)(de)(de)開展工(gong)作,特總(zong)結如下(xia)。
一、健全管理體系,規(gui)范檔案管理及(ji)養老保險(xian)繳納工作。
隨(sui)著人(ren)事(shi)制度(du)的不斷完(wan)善,人(ren)事(shi)工作(zuo)緊(jin)緊(jin)圍繞(rao)全局(ju)的中心工作(zuo),積極宣傳人(ren)事(shi)政(zheng)策,從自身上轉變服(fu)務觀念(nian)。在原有(you)的人(ren)事(shi)工作(zuo)基(ji)礎上,進一步加強人(ren)性化管理服(fu)務,對新辦(ban)和續約(yue)的人(ren)員,以(yi)書面(mian)形式(shi)提醒下(xia)次繳(jiao)費時(shi)間(jian)、須歸檔的材料等有(you)關注意事(shi)項,同(tong)時(shi)對欠費人(ren)員加大了催繳(jiao)力度(du),繳(jiao)費通(tong)知(zhi)(zhi)已(yi)全部通(tong)知(zhi)(zhi)到單位(wei),自由職業者繳(jiao)費通(tong)知(zhi)(zhi)已(yi)下(xia)達70%,并陸(lu)續到人(ren)才(cai)中心辦(ban)理繳(jiao)費手續,截至目前2013年收取(qu)人(ren)事(shi)費319740元,在人(ren)才(cai)中心存放檔案人(ren)數7470人(ren)。
根(gen)據局系(xi)統安排,為進(jin)一(yi)步規范檔案(an)及養老(lao)保(bao)(bao)(bao)險(xian)繳(jiao)(jiao)納的工作管理,我(wo)們從(cong)8月開始(shi),對在人才中心(xin)繳(jiao)(jiao)納個人保(bao)(bao)(bao)險(xian)的365人及繳(jiao)(jiao)納保(bao)(bao)(bao)險(xian)的86家單位(wei)逐一(yi)通知,并限定期限來人才中心(xin)辦理相關手續(xu)。現已(yi)有(you)270人前來辦理保(bao)(bao)(bao)險(xian)轉(zhuan)行手續(xu),單位(wei)代繳(jiao)(jiao)保(bao)(bao)(bao)險(xian)業務都已(yi)全部轉(zhuan)出(chu),由單位(wei)自己(ji)從(cong)網上繳(jiao)(jiao)納。
二、精(jing)心組織準備,加大對大中專畢(bi)業(ye)生的(de)就業(ye)指導工作。
隨著大(da)中專(zhuan)畢(bi)(bi)(bi)業(ye)(ye)(ye)(ye)生(sheng)(sheng)(sheng)(sheng)數量逐年增多(duo),就(jiu)業(ye)(ye)(ye)(ye)壓力(li)不斷(duan)加大(da),今(jin)年7月(yue)至10月(yue)是大(da)中專(zhuan)報到(dao)時(shi)間,為(wei)(wei)了方便大(da)中專(zhuan)畢(bi)(bi)(bi)業(ye)(ye)(ye)(ye)生(sheng)(sheng)(sheng)(sheng)報到(dao),我(wo)(wo)們(men)設立了畢(bi)(bi)(bi)業(ye)(ye)(ye)(ye)生(sheng)(sheng)(sheng)(sheng)就(jiu)業(ye)(ye)(ye)(ye)咨(zi)詢窗口,認真宣(xuan)傳畢(bi)(bi)(bi)業(ye)(ye)(ye)(ye)生(sheng)(sheng)(sheng)(sheng)就(jiu)業(ye)(ye)(ye)(ye)政策,向畢(bi)(bi)(bi)業(ye)(ye)(ye)(ye)生(sheng)(sheng)(sheng)(sheng)及其家長詳細(xi)解釋畢(bi)(bi)(bi)業(ye)(ye)(ye)(ye)生(sheng)(sheng)(sheng)(sheng)報到(dao)程序(xu)及他們(men)提(ti)出的疑(yi)難問(wen)(wen)題,做到(dao)隨來隨辦,實行延時(shi)服(fu)務,為(wei)(wei)畢(bi)(bi)(bi)業(ye)(ye)(ye)(ye)生(sheng)(sheng)(sheng)(sheng)報到(dao)提(ti)供“一(yi)條龍”服(fu)務。我(wo)(wo)們(men)通(tong)過現場(chang)咨(zi)詢和電話(hua)咨(zi)詢的形式為(wei)(wei)500余人次答復問(wen)(wen)題。我(wo)(wo)們(men)還積(ji)極(ji)做好(hao)畢(bi)(bi)(bi)業(ye)(ye)(ye)(ye)生(sheng)(sheng)(sheng)(sheng)人事(shi)(shi)(shi)工作(zuo),向畢(bi)(bi)(bi)業(ye)(ye)(ye)(ye)生(sheng)(sheng)(sheng)(sheng)詳細(xi)解說人事(shi)(shi)(shi)的內容、作(zuo)用及辦理程序(xu),并按照上(shang)級(ji)有關(guan)規定和要求,為(wei)(wei)符合條件(jian)的畢(bi)(bi)(bi)業(ye)(ye)(ye)(ye)生(sheng)(sheng)(sheng)(sheng)提(ti)供人事(shi)(shi)(shi)服(fu)務。
市各級黨政機關臨時抽調人員管理辦法
為嚴格規范全(quan)市(shi)(shi)各(ge)級(ji)黨政(zheng)機(ji)關(guan)人(ren)員(yuan)抽調和(he)管(guan)理(li)工(gong)(gong)作,嚴肅(su)干(gan)部人(ren)事(shi)工(gong)(gong)作紀(ji)律,保證全(quan)市(shi)(shi)各(ge)級(ji)黨政(zheng)機(ji)關(guan)突擊性(xing)、階(jie)段性(xing)中(zhong)心工(gong)(gong)作的(de)正常運轉,根據《中(zhong)共河(he)南(nan)省委河(he)南(nan)省人(ren)民(min)政(zheng)府(fu)關(guan)于深(shen)化和(he)完(wan)善全(quan)省鄉鎮機(ji)構(gou)改(gai)革的(de)意見》(豫發〔200*〕17號)和(he)《中(zhong)共新(xin)鄉市(shi)(shi)委新(xin)鄉市(shi)(shi)人(ren)民(min)政(zheng)府(fu)關(guan)于加強(qiang)機(ji)構(gou)編制(zhi)(zhi)人(ren)員(yuan)管(guan)理(li)的(de)通知》(新(xin)文〔200*〕77號)等文件(jian)精神,特制(zhi)(zhi)定(ding)管(guan)理(li)辦(ban)法如(ru)下:
一、今后(hou)各級黨政機關(guan)原則上(shang)不得(de)再抽(chou)調(diao)人員幫助工(gong)作(zuo)。若(ruo)突擊性、階段性中心工(gong)作(zuo)確(que)需抽(chou)調(diao)的,必須經各級(鄉級須經縣(xian)級)組織(zhi)、人事部門審批同意(yi)后(hou),方(fang)可臨時抽(chou)調(diao)少量人員。
二、各級(ji)黨(dang)政機關要認真履行人(ren)員(yuan)抽(chou)調(diao)(diao)審(shen)批程(cheng)序。抽(chou)調(diao)(diao)人(ren)員(yuan)時,用(yong)人(ren)機關黨(dang)組(黨(dang)委)集(ji)體(ti)研究,寫(xie)出(chu)書面申請(qing),填(tian)報(bao)《臨時抽(chou)調(diao)(diao)人(ren)員(yuan)審(shen)批表》,按照有關程(cheng)序分別(bie)報(bao)送(song)同級(ji)組織(zhi)、人(ren)事部(bu)門審(shen)核同意后,同級(ji)組織(zhi)、人(ren)事部(bu)門以書面形(xing)式通知用(yong)人(ren)單(dan)(dan)位,然后由抽(chou)調(diao)(diao)人(ren)員(yuan)單(dan)(dan)位通知被抽(chou)調(diao)(diao)人(ren)員(yuan)到崗工(gong)作(zuo)。
三(san)、臨時(shi)(shi)抽(chou)調(diao)(diao)人員(yuan)(yuan)從(cong)(cong)事(shi)(shi)突擊性、階段性中心(xin)工(gong)作時(shi)(shi),要從(cong)(cong)實際出發,嚴格控制抽(chou)調(diao)(diao)人數和抽(chou)調(diao)(diao)時(shi)(shi)間(jian)(jian)。抽(chou)調(diao)(diao)時(shi)(shi)間(jian)(jian)一般掌握(wo)在(zai)三(san)個月(yue)以內(nei)。三(san)個月(yue)期滿,突擊性、階段性中心(xin)工(gong)作尚未結束,必(bi)需延長(chang)抽(chou)調(diao)(diao)時(shi)(shi)間(jian)(jian)的,須(xu)重新辦理審批手續,但抽(chou)調(diao)(diao)人員(yuan)(yuan)幫助工(gong)作的時(shi)(shi)間(jian)(jian)最長(chang)不(bu)得(de)超過一年,一年之后必(bi)須(xu)回原單(dan)位(wei)。抽(chou)調(diao)(diao)人員(yuan)(yuan),原則上(shang)從(cong)(cong)黨政(zheng)機(ji)關、事(shi)(shi)業單(dan)位(wei)在(zai)編在(zai)崗人員(yuan)(yuan)中抽(chou)調(diao)(diao),不(bu)得(de)從(cong)(cong)教師(shi)隊伍中抽(chou)調(diao)(diao),不(bu)得(de)從(cong)(cong)企業及其他非(fei)全供事(shi)(shi)業單(dan)位(wei)抽(chou)調(diao)(diao)。
四、突擊性、階段性中心工作結束之(zhi)后,按照誰(shui)抽(chou)調誰(shui)送還的原則,抽(chou)調人員(yuan)(yuan)一律(lv)由抽(chou)調單(dan)位負責做(zuo)好送走和清退(tui)工作,不得以任何理由將抽(chou)調人員(yuan)(yuan)長期滯留機關(guan)。
五、要加強對(dui)抽(chou)調(diao)(diao)人(ren)(ren)(ren)員(yuan)的(de)管(guan)理。抽(chou)調(diao)(diao)人(ren)(ren)(ren)員(yuan)在(zai)幫助工(gong)作期間,仍由(you)原(yuan)單(dan)位(wei)照常發放工(gong)資(zi)(zi)、津(jin)貼補貼等,政治(zhi)方面的(de)待遇亦不受影響;抽(chou)調(diao)(diao)單(dan)位(wei)對(dui)抽(chou)調(diao)(diao)人(ren)(ren)(ren)員(yuan)在(zai)工(gong)作上(shang)與本單(dan)位(wei)人(ren)(ren)(ren)員(yuan)一視同仁(ren),給予關心、支持、幫助,但(dan)不能安排其在(zai)抽(chou)調(diao)(diao)單(dan)位(wei)任職,也不能給其發放工(gong)資(zi)(zi)與工(gong)資(zi)(zi)性津(jin)貼補貼。抽(chou)調(diao)(diao)人(ren)(ren)(ren)員(yuan)返回原(yuan)單(dan)位(wei)前,抽(chou)調(diao)(diao)單(dan)位(wei)要寫出工(gong)作鑒定意見予以(yi)反饋,抽(chou)調(diao)(diao)半(ban)年以(yi)上(shang)要記入檔(dang)案,并報同級組織、人(ren)(ren)(ren)事部門備案。

貫徹好(hao)這個(ge)《規(gui)范》,對(dui)(dui)于(yu)加強組(zu)織(zhi)(zhi)人事(shi)干部隊(dui)伍建設,做好(hao)新形(xing)勢下的組(zu)織(zhi)(zhi)人事(shi)工作(zuo),必將產生巨大的推動作(zuo)用。各級黨委(黨組(zu))和組(zu)織(zhi)(zhi)人事(shi)部門接到本(ben)通知后,要認(ren)真抓好(hao)《規(gui)范》的學(xue)習(xi)(xi)、宣傳和貫徹執行。要聯系(xi)思想和工作(zuo)實(shi)際,對(dui)(dui)照(zhao)(zhao)檢查,針對(dui)(dui)存在的問題,制定改進措(cuo)施。學(xue)習(xi)(xi)和對(dui)(dui)照(zhao)(zhao)檢查情況,望在12月底前向中組(zu)部寫出報告。此后每半(ban)年檢查一次(ci),發現問題及時糾正。

近(jin)年來(lai),各(ge)級組織(zhi)人(ren)(ren)(ren)(ren)事(shi)(shi)(shi)部(bu)(bu)(bu)門(men)認真貫徹落(luo)實中(zhong)央關于加強(qiang)干(gan)(gan)部(bu)(bu)(bu)隊(dui)伍(wu)建(jian)設(she)(she)的(de)(de)指(zhi)示(shi),在(zai)加強(qiang)自(zi)身(shen)建(jian)設(she)(she)方面做了大量工(gong)作(zuo)(zuo),取得了一定(ding)(ding)成效。但是(shi),應該清醒地看到,當前,組織(zhi)人(ren)(ren)(ren)(ren)事(shi)(shi)(shi)工(gong)作(zuo)(zuo)中(zhong)仍(reng)然程度不同地存(cun)在(zai)著(zhu)不正(zheng)(zheng)之風,組織(zhi)人(ren)(ren)(ren)(ren)事(shi)(shi)(shi)干(gan)(gan)部(bu)(bu)(bu)隊(dui)伍(wu)的(de)(de)整體素質(zhi),與中(zhong)央的(de)(de)要(yao)求和做好(hao)新時期組織(zhi)人(ren)(ren)(ren)(ren)事(shi)(shi)(shi)工(gong)作(zuo)(zuo)的(de)(de)需要(yao)相(xiang)比,還有(you)一定(ding)(ding)的(de)(de)差距。為了建(jian)設(she)(she)一支政(zheng)(zheng)治堅定(ding)(ding)、作(zuo)(zuo)風優(you)良、紀律嚴明(ming)、工(gong)作(zuo)(zuo)出色的(de)(de)組織(zhi)人(ren)(ren)(ren)(ren)事(shi)(shi)(shi)干(gan)(gan)部(bu)(bu)(bu)隊(dui)伍(wu),堅決(jue)防(fang)止和糾正(zheng)(zheng)組織(zhi)人(ren)(ren)(ren)(ren)事(shi)(shi)(shi)工(gong)作(zuo)(zuo)中(zhong)的(de)(de)不正(zheng)(zheng)之風,使組織(zhi)人(ren)(ren)(ren)(ren)事(shi)(shi)(shi)工(gong)作(zuo)(zuo)更好(hao)地為貫徹黨(dang)的(de)(de)基本路線服務,根(gen)據(ju)《黨(dang)章》、《關于黨(dang)內政(zheng)(zheng)治生活的(de)(de)若(ruo)干(gan)(gan)準則(ze)》、《黨(dang)政(zheng)(zheng)領導干(gan)(gan)部(bu)(bu)(bu)選拔任用工(gong)作(zuo)(zuo)暫行(xing)條例(li)》和近(jin)幾(ji)年中(zhong)央關于黨(dang)員領導干(gan)(gan)部(bu)(bu)(bu)廉潔從政(zheng)(zheng)的(de)(de)有(you)關規(gui)定(ding)(ding),根(gen)據(ju)同志(zhi)關于建(jian)設(she)(she)高素質(zhi)的(de)(de)干(gan)(gan)部(bu)(bu)(bu)隊(dui)伍(wu)和加強(qiang)組織(zhi)部(bu)(bu)(bu)門(men)自(zi)身(shen)建(jian)設(she)(she)的(de)(de)要(yao)求,中(zhong)央組織(zhi)部(bu)(bu)(bu)在(zai)廣泛(fan)征求意見的(de)(de)基礎上,制定(ding)(ding)了這個《規(gui)范》。《規(gui)范》是(shi)組織(zhi)人(ren)(ren)(ren)(ren)事(shi)(shi)(shi)干(gan)(gan)部(bu)(bu)(bu)的(de)(de)共(gong)同行(xing)為準則(ze),也是(shi)考核、監督(du)組織(zhi)人(ren)(ren)(ren)(ren)事(shi)(shi)(shi)干(gan)(gan)部(bu)(bu)(bu)的(de)(de)重要(yao)依據(ju)。
貫徹好(hao)這(zhe)個《規范》,對于加強組(zu)織(zhi)(zhi)人事干部(bu)隊伍建設,做(zuo)好(hao)新形勢下(xia)的(de)組(zu)織(zhi)(zhi)人事工(gong)作,必將產生巨大的(de)推(tui)動作用(yong)。各(ge)級黨委(黨組(zu))和(he)組(zu)織(zhi)(zhi)人事部(bu)門接到(dao)本通知后,要認真抓好(hao)《規范》的(de)學習、宣傳和(he)貫徹執行。要聯(lian)系思想和(he)工(gong)作實際,對照檢查,針對存在(zai)(zai)的(de)問題(ti),制定改進(jin)措施。學習和(he)對照檢查情況(kuang),望在(zai)(zai)12月(yue)底前向中組(zu)部(bu)寫出報告。此(ci)后每半年檢查一次,發現問題(ti)及(ji)時糾(jiu)正。
組織人事(shi)干部行(xing)為若(ruo)干規(gui)范
組織人事(shi)干(gan)部(bu)必須講學習(xi)、講政(zheng)治(zhi)、講正氣。努(nu)力學習(xi)馬(ma)列主義(yi)、思(si)想(xiang),特別是鄧小平(ping)建設有中國特色社會(hui)主義(yi)理論,堅定共產主義(yi)理想(xiang)和社會(hui)主義(yi)信念(nian),牢固樹(shu)立馬(ma)克(ke)思(si)主義(yi)的(de)世界觀、人生觀、價值觀;自覺地(di)同(tong)以同(tong)志為核心(xin)的(de)黨(dang)中央(yang)保持一致,堅決貫徹執(zhi)行黨(dang)的(de)基本(ben)路線,服務中心(xin),顧全大局,按照黨(dang)中央(yang)關于加強黨(dang)的(de)建設的(de)總(zong)目標、總(zong)要求,積極認真地(di)做好本(ben)職工作(zuo)。
