一、工作目標

二、檢(jian)查的范圍和內容

本次檢查應著重查找并糾正:一是領導干部違規插手干預工程建設項目問題。二是決策不科學、審批不合規、監督不到位等問題。三是規避招標,虛假招標,圍標串標,評標不公,招標行為不規范,掛靠借用資質投標、收取管理費出借資質,以及招標投標違法行為記錄公告制度不落實等問題。四是肢解發包和違反合同約定指定工程分包人,擅自改變土地使用性質,違規變更規劃、調整容積率;施工單位超出資質等級認可范圍承攬工程,轉包和違法分包,施工現場管理混亂,不按規定支付工程款、嚴重超預算,不嚴格履(lv)行合同、拖欠農民工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi);不按合同約(yue)定履(lv)行監理職責,不認真履(lv)行監理職責等(deng)問(wen)題。五是建設(she)單(dan)位(wei)任(ren)意壓縮合理工(gong)(gong)(gong)期、壓縮合理安全生產費(fei)用,或授意設(she)計單(dan)位(wei)、施(shi)(shi)工(gong)(gong)(gong)單(dan)位(wei)違反工(gong)(gong)(gong)程(cheng)(cheng)建設(she)強(qiang)制性標準、降低工(gong)(gong)(gong)程(cheng)(cheng)質量(liang);施(shi)(shi)工(gong)(gong)(gong)單(dan)位(wei)擅自修改工(gong)(gong)(gong)程(cheng)(cheng)設(she)計、偷工(gong)(gong)(gong)減(jian)料、以(yi)(yi)次充好(hao),不嚴格執行工(gong)(gong)(gong)程(cheng)(cheng)質量(liang)終(zhong)身制;工(gong)(gong)(gong)程(cheng)(cheng)驗收(shou)(shou)把(ba)關(guan)不嚴,不按照有(you)關(guan)標準驗收(shou)(shou)等(deng)問(wen)題。具體把(ba)握好(hao)以(yi)(yi)下(xia)環(huan)節(jie)和內容:

(二)有關行(xing)政監督(du)管理部(bu)門履行(xing)職責情況

縣發改、財政、國(guo)土資源、環境保(bao)護、建設、規劃、房管、交(jiao)通運輸(shu)、水利、安全監(jian)管、重點(dian)工程辦公室(shi)等部門對項目的決(jue)策(ce)審(shen)批和監(jian)管情(qing)況。

4、項目建設實施(shi)情(qing)況(kuang)

(1)工程施工圖審查合格(ge)書;

(2)有關部門開工(gong)令或建設(she)工(gong)程施工(gong)許可證;

(3)設計變(bian)更通知書、經濟洽商簽(qian)證;

(4)工程施工季度計劃(hua);

5、資金管理使(shi)用(yong)情況

三(san)、檢(jian)查的組織實施(shi)

(一)檢查(cha)組(zu)的(de)組(zu)成。由(you)(you)縣(xian)專治辦組(zu)織兩(liang)個(ge)(ge)檢查(cha)組(zu)對我市國土資源、交通運輸、水利、國投、建設等領(ling)域重點(dian)項目進行集中(zhong)檢查(cha)。兩(liang)個(ge)(ge)專項檢查(cha)組(zu)分別(bie)由(you)(you)上(shang)述縣(xian)執(zhi)法糾風(feng)室主任、縣(xian)第五紀工委(wei)書記帶(dai)隊,每個(ge)(ge)組(zu)由(you)(you)縣(xian)發(fa)改委(wei)、縣(xian)財政局、縣(xian)監(jian)察局、縣(xian)審計局和縣(xian)招標辦各派1名專業人員參加檢查(cha)。可視情況增調上(shang)述五個(ge)(ge)主管部門人員參加檢查(cha)。

(二)檢(jian)查項(xiang)(xiang)(xiang)目(mu)的選(xuan)擇(ze)。本(ben)次檢(jian)查應重點(dian)選(xuan)擇(ze)排查中發現(xian)問題未(wei)進(jin)行整改和(he)整改未(wei)到位(wei)、群眾反映較多、新開工和(he)新立項(xiang)(xiang)(xiang)的工程(cheng)項(xiang)(xiang)(xiang)目(mu)。五個主管部門應提供(gong)重點(dian)項(xiang)(xiang)(xiang)目(mu)清單(dan),各檢(jian)查組按照本(ben)方案要求研究選(xuan)定不少于5個重點(dian)項(xiang)(xiang)(xiang)目(mu)實(shi)施(shi)檢(jian)查。上述重點(dian)項(xiang)(xiang)(xiang)目(mu)清單(dan)和(he)所選(xuan)檢(jian)查項(xiang)(xiang)(xiang)目(mu)應及時(shi)報縣專項(xiang)(xiang)(xiang)治理辦備案

(三)檢查(cha)的基本程序

1、聽取縣直部門全面情況匯報和被檢(jian)項目業主單位的項目情況匯報;

2、檢查和審閱被檢查項(xiang)目(mu)從審批環節開始至項(xiang)目(mu)竣(jun)工驗收(shou)各(ge)個環節的全程檔案資料;

3、工程現(xian)場(chang)檢查;

4、詢問談話;

5、檢查組(zu)視情況向被檢查單位反饋意見和所(suo)發現問題,并提出整改(gai)要求。

(四)檢查時間安排(pai)

(一(yi))檢(jian)查時間:6月15-16日。

(二)6月20日(ri)前,各檢(jian)查(cha)(cha)組將檢(jian)查(cha)(cha)情況總結(jie)報告以電子和書面(mian)報縣專項治(zhi)理辦(ban),縣專項治(zhi)理辦(ban)將適時召(zhao)開檢(jian)查(cha)(cha)情況匯報會。

四、有關要求

(一)認真準備。各(ge)主(zhu)管部(bu)門要(yao)認真做(zuo)好迎接檢(jian)(jian)查(cha)的各(ge)項(xiang)準備。各(ge)項(xiang)目建設單位(wei)和有關部(bu)門必須提供相應資料,確保檢(jian)(jian)查(cha)所需的各(ge)方面情況資料完整齊全。縣專治辦(ban)公室要(yao)做(zuo)好協調和保障工作(zuo)。

(二(er))客觀公正。檢(jian)查(cha)組和被檢(jian)查(cha)單位都應科學嚴(yan)謹地(di)對待(dai)檢(jian)查(cha)工作,要準確恰當(dang)地(di)肯定工作成(cheng)效(xiao),嚴(yan)肅認真地(di)查(cha)找問題(ti),實事求是地(di)匯報情況,確保檢(jian)查(cha)結(jie)果符合實際。

2、調整(zheng)支(zhi)出結構(gou),落(luo)實配套資(zi)金(jin)。實施十二(er)項(xiang)民(min)生工(gong)(gong)程所(suo)需(xu)資(zi)金(jin)大頭,由中央和省兩(liang)級(ji)財政(zheng)承(cheng)擔(dan),但由于(yu)我(wo)縣(xian)(xian)(xian)是人口大縣(xian)(xian)(xian),縣(xian)(xian)(xian)級(ji)所(suo)負擔(dan)的(de)配套資(zi)金(jin)也較多。初步測算,按(an)十二(er)項(xiang)民(min)生工(gong)(gong)程籌資(zi)方案全部落(luo)實到(dao)位(wei),我(wo)縣(xian)(xian)(xian)20__年(nian)共需(xu)配套資(zi)金(jin)約2709萬元。由于(yu)十二(er)項(xiang)民(min)生工(gong)(gong)程啟動時(shi),我(wo)縣(xian)(xian)(xian)的(de)20__年(nian)支(zhi)出已經(jing)確定,為了(le)保(bao)證(zheng)(zheng)配套資(zi)金(jin)落(luo)實,我(wo)們(men)結合(he)我(wo)縣(xian)(xian)(xian)實際情況,及時(shi)對支(zhi)出預(yu)算進行(xing)了(le)調整(zheng),將相關配套資(zi)金(jin)擠入(ru)(ru)年(nian)初預(yu)算。少數(shu)暫沒有列入(ru)(ru)年(nian)初預(yu)算的(de),也按(an)照(zhao)項(xiang)目實施的(de)需(xu)要,先行(xing)撥付地方配套資(zi)金(jin),待年(nian)末調整(zheng)預(yu)算時(shi)再予(yu)追補(bu)。目前除農村飲用水安全工(gong)(gong)程外,其(qi)他各(ge)項(xiang)所(suo)需(xu)配套資(zi)金(jin)均按(an)規定落(luo)實到(dao)位(wei),從而(er)有力地保(bao)證(zheng)(zheng)了(le)我(wo)縣(xian)(xian)(xian)民(min)生工(gong)(gong)程的(de)順(shun)利開展。

3、制(zhi)定配(pei)(pei)(pei)套(tao)(tao)政(zheng)策,規范項(xiang)(xiang)目(mu)實(shi)(shi)施。按(an)照省(sheng)市民(min)生工(gong)(gong)程(cheng)(cheng)(cheng)(cheng)工(gong)(gong)作有關要求,結合我縣實(shi)(shi)際,我們分(fen)項(xiang)(xiang)目(mu)制(zhi)定十(shi)二項(xiang)(xiang)民(min)生工(gong)(gong)程(cheng)(cheng)(cheng)(cheng)配(pei)(pei)(pei)套(tao)(tao)政(zheng)策,集中以霍邱辦[20__]82號(hao)文件印發(fa)。同時,為便(bian)于民(min)生工(gong)(gong)程(cheng)(cheng)(cheng)(cheng)工(gong)(gong)作按(an)計劃(hua)(hua)順利實(shi)(shi)施,我們還制(zhi)定了(le)全縣民(min)生工(gong)(gong)程(cheng)(cheng)(cheng)(cheng)總(zong)體實(shi)(shi)施方(fang)案和分(fen)部門實(shi)(shi)施方(fang)案、全縣民(min)生工(gong)(gong)程(cheng)(cheng)(cheng)(cheng)宣(xuan)傳方(fang)案、督查方(fang)案以及相關的工(gong)(gong)作職責等(deng)配(pei)(pei)(pei)套(tao)(tao)文件,保證(zheng)了(le)各項(xiang)(xiang)民(min)生工(gong)(gong)程(cheng)(cheng)(cheng)(cheng)有章可循,按(an)計劃(hua)(hua)實(shi)(shi)施。

4、落實任務(wu),明確責(ze)(ze)任。在成立(li)分(fen)部門(men)民(min)(min)(min)生工(gong)(gong)程(cheng)責(ze)(ze)任組的基礎上(shang),將(jiang)(jiang)各(ge)項民(min)(min)(min)生工(gong)(gong)程(cheng)工(gong)(gong)作(zuo)(zuo)逐一落實到各(ge)個相(xiang)關部門(men)及部門(men)的分(fen)管(guan)負(fu)責(ze)(ze)人、具體承辦的股室,并明確了具體職(zhi)責(ze)(ze)任務(wu)。與(yu)此同時,縣政府(fu)還(huan)與(yu)各(ge)鄉鎮(zhen)(zhen)簽訂了民(min)(min)(min)生工(gong)(gong)程(cheng)目(mu)標責(ze)(ze)任狀(zhuang),將(jiang)(jiang)十二項民(min)(min)(min)生工(gong)(gong)程(cheng)工(gong)(gong)作(zuo)(zuo)逐一細化、量化。不僅落實了任務(wu)職(zhi)責(ze)(ze),而且還(huan)明確獎懲(cheng)措施,將(jiang)(jiang)民(min)(min)(min)生工(gong)(gong)程(cheng)工(gong)(gong)作(zuo)(zuo)列入(ru)對(dui)鄉鎮(zhen)(zhen)政府(fu)和縣直主管(guan)部門(men)年度目(mu)標考核(he)的重要內容,實施年度考評、嚴(yan)格獎懲(cheng)。

與此(ci)同時,財(cai)政(zheng)(zheng)在資金撥(bo)付(fu)和管(guan)理上(shang),進一步嚴(yan)格要求,凡是補助(zhu)到個人(ren)(ren)的全部實行(xing)打卡(ka)發放(fang),凡是工程(cheng)建(jian)設類,一律(lv)按基建(jian)程(cheng)序實行(xing)縣級財(cai)政(zheng)(zheng)報(bao)賬。另外,為了進一步規范(fan)支出管(guan)理,堵塞漏洞(dong),促(cu)進社會(hui)公平、正義,我們在財(cai)政(zheng)(zheng)供養人(ren)(ren)中,全面實行(xing)指紋認證管(guan)理。目前此(ci)項工作正在緊張有序開展,并已取得明顯效果,受到社會(hui)各(ge)界(jie)的高度評價。

二、十二項民生工程進展情況

1、關(guan)于建立農(nong)村(cun)居(ju)民最低(di)(di)生(sheng)活保(bao)障(zhang)制度(du)。年初、省下(xia)達我縣農(nong)村(cun)低(di)(di)保(bao)對(dui)象39969人(ren),人(ren)年均補(bu)差標準(zhun)260元(yuan)(yuan),全(quan)年共需(xu)資(zi)(zi)金(jin)(jin)(jin)1039.2萬(wan)元(yuan)(yuan)。其中縣級按(an)(an)30配(pei)套,需(xu)資(zi)(zi)金(jin)(jin)(jin)312萬(wan)元(yuan)(yuan),已按(an)(an)規(gui)定列入年初預算(suan)(suan),省財政(zheng)補(bu)助(zhu)資(zi)(zi)金(jin)(jin)(jin)也已到位。上半年的補(bu)助(zhu)資(zi)(zi)金(jin)(jin)(jin)520萬(wan)元(yuan)(yuan)已按(an)(an)規(gui)定通(tong)(tong)過財政(zheng)補(bu)助(zhu)農(nong)民資(zi)(zi)金(jin)(jin)(jin)“一(yi)卡通(tong)(tong)”打卡發放(fang)到位。第三季度(du)補(bu)助(zhu)資(zi)(zi)金(jin)(jin)(jin)由于在等待省里(li)提高(gao)補(bu)差標準(zhun)調整通(tong)(tong)知,暫時(shi)尚未發放(fang)。現在已接到省增加120元(yuan)(yuan)補(bu)差資(zi)(zi)金(jin)(jin)(jin)479.63萬(wan)元(yuan)(yuan),我們將(jiang)按(an)(an)調整后的標準(zhun),及時(shi)測(ce)算(suan)(suan)分(fen)配(pei),在10月底(di)前將(jiang)原標準(zhun)的下(xia)半年部分(fen)及新提標的部分(fen)全(quan)部撥(bo)付下(xia)去。

2、關于進一步提高農(nong)村(cun)(cun)“五保戶”供(gong)養標(biao)準(zhun)。我縣現有五保對(dui)(dui)象20772人(ren),其中已保并享受(shou)省財(cai)(cai)政(zheng)(zheng)(zheng)補(bu)貼的15492人(ren),未納(na)入財(cai)(cai)政(zheng)(zheng)(zheng)補(bu)貼的5280人(ren)。按照人(ren)年均1200元(yuan)(yuan)供(gong)養標(biao)準(zhun)計算,已保對(dui)(dui)象戶需(xu)補(bu)助(zhu)(zhu)(zhu)資金1859萬元(yuan)(yuan),其中省財(cai)(cai)政(zheng)(zheng)(zheng)按人(ren)年均850元(yuan)(yuan)補(bu)助(zhu)(zhu)(zhu),計1316.8萬元(yuan)(yuan),已列入對(dui)(dui)我縣轉(zhuan)移支付基數。縣級配套542.2萬元(yuan)(yuan),通過鄉村(cun)(cun)落實土地收益、村(cun)(cun)民互助(zhu)(zhu)(zhu)互濟等形式(shi)予(yu)以解決。1-3季(ji)度的財(cai)(cai)政(zheng)(zheng)(zheng)補(bu)助(zhu)(zhu)(zhu)資金均按“一卡通”方式(shi)打卡發(fa)放到位。

3、關(guan)于未參(can)保(bao)(bao)集體企(qi)(qi)業(ye)退休人員(yuan)基本生活保(bao)(bao)障。20__年納入最低生活保(bao)(bao)障的未參(can)保(bao)(bao)集體企(qi)(qi)業(ye)退休職工1220人,今年新增到齡人員(yuan)260人,合計(ji)1480人,均按人月均175元的最低生活保(bao)(bao)障標準按月足(zu)(zu)額發放。所需資金為省(sheng)和縣按1:1配(pei)(pei)套解決。目前省(sheng)財政已撥(bo)付到位(wei)(wei)資金128萬元,縣財政配(pei)(pei)套部分(fen)已列入年初(chu)預(yu)算(suan)128萬元并按規定撥(bo)付到位(wei)(wei),不足(zu)(zu)部分(fen)通過調整預(yu)算(suan)落實到位(wei)(wei)。

4、關(guan)于(yu)新(xin)型農(nong)(nong)(nong)村合(he)(he)(he)作(zuo)醫療。我縣(xian)農(nong)(nong)(nong)業人口(kou)137.87萬人,自(zi)愿(yuan)參(can)合(he)(he)(he)農(nong)(nong)(nong)民1132830人,參(can)合(he)(he)(he)率達(da)82.16。參(can)合(he)(he)(he)農(nong)(nong)(nong)民籌(chou)資1132.83萬元(yuan)(yuan),縣(xian)財政配套資金(jin)566.42萬元(yuan)(yuan),中央(yang)和省補(bu)(bu)助資金(jin)3964.9萬元(yuan)(yuan),合(he)(he)(he)計統(tong)籌(chou)資金(jin)為5664.15萬元(yuan)(yuan),均已(yi)足額到位。截止10月21日(ri)統(tong)計,全(quan)縣(xian)已(yi)補(bu)(bu)償參(can)合(he)(he)(he)農(nong)(nong)(nong)民4000余人,兌現補(bu)(bu)償資金(jin)1500多萬元(yuan)(yuan)。其中1-5月份(fen)補(bu)(bu)發了(le)5124人參(can)合(he)(he)(he)農(nong)(nong)(nong)民補(bu)(bu)償資金(jin)771.7萬元(yuan)(yuan)。我縣(xian)新(xin)農(nong)(nong)(nong)合(he)(he)(he)工作(zuo)在起步遲(chi)、時(shi)(shi)間(jian)(jian)緊、任(ren)(ren)務重的情況下,雷厲風行,高(gao)效快捷,用不到別人1/3的時(shi)(shi)間(jian)(jian),高(gao)質量、高(gao)效率地完成了(le)各(ge)項工作(zuo)任(ren)(ren)務,創造(zao)了(le)民生工程(cheng)新(xin)紀錄(lu)。

5、關于探索建立城鎮居(ju)民基本醫療保(bao)障制度。市政府下(xia)達(da)我縣20__年參(can)保(bao)任(ren)務(wu)4.2人。截(jie)止(zhi)目前,已完(wan)成(cheng)2.1萬人,其中學(xue)生(sheng)1.5萬人,一般城鎮居(ju)民0.6萬人,已征繳參(can)保(bao)資金80余萬元(yuan)。計(ji)劃在11月中旬全面(mian)完(wan)成(cheng)參(can)保(bao)任(ren)務(wu),并按要(yao)求申報省級補助資金。縣財政人均10元(yuan),計(ji)42萬元(yuan)的配套(tao)任(ren)務(wu),將通過調整預算予以落實。

6、關于逐步提高城(cheng)鄉醫(yi)療(liao)救助(zhu)(zhu)水平。今年省(sheng)(sheng)財政下撥我縣城(cheng)鄉醫(yi)療(liao)救助(zhu)(zhu)資(zi)(zi)(zi)(zi)金(jin)(jin)264萬(wan)元(yuan),縣財政按上年度省(sheng)(sheng)補助(zhu)(zhu)此項資(zi)(zi)(zi)(zi)金(jin)(jin)45萬(wan)元(yuan)的10安(an)排配套,計(ji)(ji)4.5萬(wan)元(yuan),合(he)計(ji)(ji)268.5萬(wan)元(yuan)。截止目前,已救助(zhu)(zhu)30427人,已支(zhi)付救助(zhu)(zhu)資(zi)(zi)(zi)(zi)金(jin)(jin)90.25萬(wan)元(yuan)。其中(zhong)支(zhi)付全縣農村(cun)五保、重點優撫對象(xiang)繳納新農合(he)參合(he)資(zi)(zi)(zi)(zi)金(jin)(jin)3萬(wan)人計(ji)(ji)30萬(wan)元(yuan);按1000元(yuan)、20__元(yuan)、3000元(yuan)三個標準首批共支(zhi)付8種重大(da)疾病患(huan)者427人,計(ji)(ji)款(kuan)60.25萬(wan)元(yuan)。第二批醫(yi)療(liao)救助(zhu)(zhu)申報工作正在進行之中(zhong),年底前可(ke)全面完成任務。除(chu)資(zi)(zi)(zi)(zi)助(zhu)(zhu)繳納參合(he)資(zi)(zi)(zi)(zi)金(jin)(jin)外,救助(zhu)(zhu)資(zi)(zi)(zi)(zi)金(jin)(jin)均(jun)通過“一卡通”發放。

7、關于(yu)逐步建立(li)重大傳染病醫療救(jiu)(jiu)(jiu)治(zhi)(zhi)和生(sheng)活救(jiu)(jiu)(jiu)助(zhu)(zhu)保(bao)障機制。今(jin)年省(sheng)、市下(xia)達我縣肺結(jie)核病病人救(jiu)(jiu)(jiu)治(zhi)(zhi)任務(wu)182例,省(sheng)財政已(yi)下(xia)撥資金19.4萬(wan)元(yuan)(yuan)(含(han)(han)全球基金結(jie)核項目(mu)配(pei)套經費(fei)(fei)(fei)補助(zhu)(zhu)3萬(wan)元(yuan)(yuan),不(bu)含(han)(han)由省(sheng)統一(yi)采購(gou)的結(jie)核病防治(zhi)(zhi)機構自動洗片機經費(fei)(fei)(fei)2萬(wan)元(yuan)(yuan))。目(mu)前(qian)已(yi)完成65例,占當年任務(wu)的35.7。省(sheng)下(xia)達的艾滋(zi)(zi)病救(jiu)(jiu)(jiu)治(zhi)(zhi)經費(fei)(fei)(fei)5.4萬(wan)元(yuan)(yuan),特困艾滋(zi)(zi)病人群生(sheng)活救(jiu)(jiu)(jiu)助(zhu)(zhu)1.2萬(wan)元(yuan)(yuan),目(mu)前(qian)正(zheng)在摸底(di)登記之中,不(bu)久即可落實支付。

10、關于全面(mian)消除農村中小(xiao)學(xue)危房(fang)。我縣20__年(nian)(nian)底上報庫存D類危房(fang)40221m2,預計投入(ru)資金2413.3萬元(yuan),計劃(hua)到20__年(nian)(nian)底全面(mian)完(wan)成(cheng)消除危房(fang)任務。20__和(he)20__年(nian)(nian)兩年(nian)(nian),中央和(he)省共(gong)投入(ru)資金1669萬元(yuan)(其(qi)中20__年(nian)(nian)投入(ru)831萬元(yuan)已到位),計劃(hua)建(jian)設項(xiang)目(mu)113個(ge)(ge)(ge)。目(mu)前已開(kai)工(gong)項(xiang)目(mu)102個(ge)(ge)(ge),其(qi)中完(wan)工(gong)66個(ge)(ge)(ge),在(zai)(zai)建(jian)36個(ge)(ge)(ge)。預計到年(nian)(nian)底前在(zai)(zai)建(jian)的(de)36個(ge)(ge)(ge)項(xiang)目(mu)可(ke)以完(wan)成(cheng),未(wei)開(kai)工(gong)的(de)11個(ge)(ge)(ge)項(xiang)目(mu)可(ke)以全面(mian)開(kai)工(gong)。其(qi)余工(gong)程需資金744萬元(yuan),將在(zai)(zai)20__年(nian)(nian)通(tong)過(guo)開(kai)行貸款解決(jue),縣財政承擔貸款利息(xi),相應列入(ru)明(ming)年(nian)(nian)預算。

11、關于(yu)加速推進(jin)(jin)農村(cun)飲用(yong)水(shui)安(an)全(quan)工程(cheng)建設。20__年(nian)省市(shi)(shi)下達我縣解決5萬人(ren)的飲用(yong)水(shui)安(an)全(quan)任務(其中0.5萬人(ren)是(shi)20__年(nian)項(xiang)目(mu)(mu)),共(gong)需資(zi)(zi)金(jin)1950萬元(yuan)(yuan)。其中央和省應補助1201萬元(yuan)(yuan),已(yi)到位1125萬元(yuan)(yuan),需市(shi)(shi)縣配套749萬元(yuan)(yuan),縣財(cai)政已(yi)落實配套資(zi)(zi)金(jin)60萬元(yuan)(yuan),其余689萬元(yuan)(yuan)將通過市(shi)(shi)場化運作(zuo)及(ji)(ji)統籌安(an)排其他(ta)項(xiang)目(mu)(mu)資(zi)(zi)金(jin)配套等多種(zhong)渠道(dao)籌措解決。目(mu)(mu)前(qian),20__年(nian)項(xiang)目(mu)(mu)正在實施,20__年(nian)項(xiang)目(mu)(mu)涉及(ji)(ji)姚(yao)李等5鄉鎮(zhen)自(zi)來水(shui)廠建設,正在進(jin)(jin)行(xing)前(qian)期準備工作(zuo),11月(yue)份可進(jin)(jin)行(xing)招投標,預計年(nian)底前(qian)可全(quan)面開工建設。

12、關于進一(yi)步完善農村部(bu)分計劃(hua)生(sheng)育(yu)家庭獎(jiang)勵扶(fu)(fu)助(zhu)(zhu)制度。我縣今年新確(que)認獎(jiang)扶(fu)(fu)對象129人(ren),加(jia)上(shang)原有已(yi)享受對象,合計1069人(ren),全年共需獎(jiang)扶(fu)(fu)資金70.92萬元(yuan),在上(shang)級(ji)補助(zhu)(zhu)資金未到(dao)位(wei)前(qian),已(yi)由縣財(cai)政(zheng)墊資于8月底(di)一(yi)次(ci)性通過“一(yi)卡通”全部(bu)打卡發放到(dao)位(wei)。目前(qian)省(sheng)財(cai)政(zheng)補助(zhu)(zhu)58.1萬元(yuan)和市財(cai)政(zheng)配套6.41萬元(yuan)均已(yi)到(dao)位(wei)。

三、存在的問(wen)題(ti)及建(jian)議

從目前情況看(kan),我縣民生工程存(cun)在的主要問題有以下幾點:

1、配套資金難以足額落實。十二項民生(sheng)工(gong)程(cheng)政(zheng)(zheng)(zheng)策受益群眾主要在農(nong)村,而我(wo)縣(xian)(xian)又(you)是農(nong)業大縣(xian)(xian)、人口大縣(xian)(xian),因此,承擔(dan)的(de)民生(sheng)工(gong)程(cheng)任務(wu)十分繁重。另一方(fang)面(mian),我(wo)縣(xian)(xian)又(you)是國家扶(fu)貧工(gong)作重點縣(xian)(xian),財(cai)(cai)政(zheng)(zheng)(zheng)十分困難,雖然群眾得到了(le)實實在在的(de)利益,但縣(xian)(xian)財(cai)(cai)政(zheng)(zheng)(zheng)的(de)配套資金壓(ya)力(li)(li)卻相當大。同時市級(ji)(ji)財(cai)(cai)政(zheng)(zheng)(zheng)也(ye)很困難,無力(li)(li)承擔(dan)其應承擔(dan)的(de)部分,也(ye)轉移(yi)給縣(xian)(xian)財(cai)(cai)政(zheng)(zheng)(zheng),更加大了(le)縣(xian)(xian)財(cai)(cai)政(zheng)(zheng)(zheng)的(de)壓(ya)力(li)(li)。因此,象農(nong)村五保戶供(gong)養和農(nong)村飲用水安全工(gong)程(cheng)的(de)縣(xian)(xian)級(ji)(ji)配套將無力(li)(li)承擔(dan),只能(neng)采取多渠道籌措方(fang)式予以解(jie)決。

2、下達的指(zhi)標任(ren)務與實(shi)際(ji)情況有一定差距。如我縣(xian)符合條(tiao)件應保的五(wu)保戶20772人(ren),而省里只按15472人(ren)補助,尚差5280人(ren)沒(mei)有納入五(wu)保覆蓋范圍,對此五(wu)保老人(ren)意見很(hen)大,也產(chan)生一些矛盾。

3、有(you)些政策的(de)制(zhi)(zhi)定(ding)不(bu)夠科學合理,給基層的(de)實際執行帶來一(yi)(yi)定(ding)難(nan)度。如城鎮居民基本(ben)醫療保(bao)障方(fang)面,居民反映年繳費180元偏高(gao);規(gui)(gui)定(ding)應參(can)(can)保(bao)而(er)未參(can)(can)保(bao)人(ren)(ren)員(yuan),如要在以后某年度參(can)(can)保(bao),必須從開始(shi)實施此(ci)制(zhi)(zhi)度初始(shi)之年補繳,很多(duo)人(ren)(ren)認(ren)為(wei)這樣太過苛刻。再如義務教育經(jing)費保(bao)障機制(zhi)(zhi)改革的(de)經(jing)費開支范圍,特別是涉及個(ge)人(ren)(ren)待(dai)遇方(fang)面,規(gui)(gui)定(ding)太死,不(bu)符合農村中小學實際情況,加(jia)之有(you)些支出(chu)標(biao)準過低,教職(zhi)工反響很大,在一(yi)(yi)定(ding)程度上影響到(dao)了教師工作積極性(xing)。

4、對一些(xie)政(zheng)策的(de)(de)理解和(he)把握上還不(bu)夠準(zhun)確(que),工作經驗還不(bu)夠。如新(xin)農(nong)合方面,由于(yu)起步較遲,正式實(shi)施(shi)前的(de)(de)1-5月份(fen)補兌付(fu)(fu)(fu)補償資金(jin)受(shou)多種因素影響,實(shi)際(ji)支(zhi)付(fu)(fu)(fu)資金(jin)與時間跨度不(bu)成比例。加之(zhi)擔(dan)心(xin)透支(zhi)崩(beng)盤,在(zai)操作把關方面比較謹慎,致使補償資金(jin)支(zhi)付(fu)(fu)(fu)數(shu)額不(bu)大(da)(da),進(jin)度不(bu)快(kuai),目前的(de)(de)結(jie)余(yu)(yu)額過(guo)大(da)(da)。即使年底前慢性病門診支(zhi)出(chu)(chu)兌付(fu)(fu)(fu)、外出(chu)(chu)務(wu)工人員回(hui)鄉后出(chu)(chu)現集中補償情況,預(yu)計(ji)年底仍會較大(da)(da)數(shu)額的(de)(de)結(jie)余(yu)(yu)。如不(bu)很好地處理,可(ke)能會影響明年新(xin)農(nong)合工作的(de)(de)開展。此外,一些(xie)民生工程實(shi)施(shi)的(de)(de)外部環境也有(you)差距,如鄉鎮衛(wei)生院的(de)(de)軟硬(ying)件建設(she)還不(bu)能夠適應新(xin)農(nong)合的(de)(de)需要,群眾(zhong)有(you)意見。

5、工(gong)(gong)作(zuo)進(jin)展(zhan)(zhan)不夠平衡。涉及對個人的補助(zhu)一般進(jin)展(zhan)(zhan)較快,也很順利,但(dan)涉及工(gong)(gong)程(cheng)建設方(fang)面,由于資金來源(yuan)渠道多、基建程(cheng)序(xu)嚴格復雜等多種因(yin)素制約(yue),致使進(jin)展(zhan)(zhan)緩慢,與時(shi)間(jian)進(jin)度不同步,影響(xiang)到整體民(min)生工(gong)(gong)程(cheng)工(gong)(gong)作(zuo)的順利開(kai)展(zhan)(zhan)。

6、宣(xuan)傳工作不夠深入。一(yi)些政策還(huan)沒有真正(zheng)宣(xuan)傳到群(qun)眾(zhong)中去。沒能全面(mian)發動人(ren)民群(qun)眾(zhong)的積極參與,在一(yi)定(ding)程度上影響到民生工程工作的健康開(kai)展。

7、財政統(tong)籌的功能不強(qiang)。雖然民生(sheng)工程(cheng)辦設在(zai)財政局,但受機構、人(ren)員(yuan)及工作(zuo)(zuo)經費等多種因素制(zhi)約,難以(yi)很好地發揮統(tong)籌協調作(zuo)(zuo)用。

針對存(cun)在的(de)問(wen)題,建議:

1、應區(qu)分縣(xian)區(qu)貧困狀況和(he)承擔(dan)任(ren)務(wu)的(de)大(da)小,按不同比例確定市(shi)縣(xian)的(de)配套(tao)資(zi)金任(ren)務(wu),以避免(mian)馬太效應出現(xian)。

2、從省(sheng)(sheng)(sheng)級(ji)(ji)層面完善政(zheng)(zheng)策(ce)(ce)措(cuo)施。如新農合方面,可否考慮設立省(sheng)(sheng)(sheng)級(ji)(ji)風(feng)險(xian)調節基(ji)金。分(fen)別由省(sheng)(sheng)(sheng)財政(zheng)(zheng)和縣(xian)區(qu)各承擔(dan)一部分(fen),一旦出(chu)險(xian),先(xian)從風(feng)險(xian)調節基(ji)金支付,再從該縣(xian)下年度資金中(zhong)扣回一部分(fen)。這(zhe)樣既可以統一全省(sheng)(sheng)(sheng)政(zheng)(zheng)策(ce)(ce)口徑,又可以解(jie)決(jue)基(ji)層過分(fen)謹慎(shen)問題(ti)。

3、對(dui)涉及個(ge)人部分(fen),應做到(dao)應保(bao)盡保(bao)。在充(chong)分(fen)調研的(de)基礎上,實事求是確定(ding)各民生(sheng)覆蓋指標,減(jian)少(shao)基層矛盾,緩解基層壓力。同時(shi)適當提高對(dui)個(ge)人的(de)補(bu)助(償)標準,更(geng)好地發(fa)揮民生(sheng)工程的(de)作(zuo)用。

4、從民生工(gong)(gong)程(cheng)的(de)長期(qi)(qi)化、固態化的(de)角度考慮,應建(jian)立民生工(gong)(gong)程(cheng)長期(qi)(qi)工(gong)(gong)作(zuo)機(ji)制。在(zai)編制、人員、經(jing)費以(yi)及工(gong)(gong)作(zuo)模式(shi)和方式(shi)、方法等方面(mian)統籌安排(pai),妥(tuo)善處理。

四、下一步工作(zuo)打算

1、進一(yi)(yi)步(bu)加強領導、強化(hua)責(ze)任(ren)(ren)(ren)(ren)。剛(gang)剛(gang)閉(bi)幕的(de)(de)(de)黨的(de)(de)(de)十七大將(jiang)民(min)生議(yi)題擺在非常突出的(de)(de)(de)位(wei)置(zhi),充分體(ti)(ti)現了黨執政(zheng)為民(min)的(de)(de)(de)理念。實(shi)施(shi)(shi)好民(min)生工(gong)(gong)程(cheng)就是貫徹落實(shi)十七大的(de)(de)(de)具(ju)(ju)體(ti)(ti)行動。因此(ci),各部(bu)門(men)、各單位(wei)和(he)鄉(xiang)鎮(zhen)都必須進一(yi)(yi)步(bu)統一(yi)(yi)思(si)想,提(ti)高(gao)認識,切實(shi)把民(min)生工(gong)(gong)程(cheng)擺上更加突出的(de)(de)(de)位(wei)置(zhi),抓(zhua)(zhua)(zhua)緊(jin)抓(zhua)(zhua)(zhua)好。主要(yao)(yao)負(fu)責(ze)人要(yao)(yao)親自抓(zhua)(zhua)(zhua),分管(guan)負(fu)責(ze)人要(yao)(yao)具(ju)(ju)體(ti)(ti)抓(zhua)(zhua)(zhua),具(ju)(ju)體(ti)(ti)承辦股室要(yao)(yao)全力以赴抓(zhua)(zhua)(zhua)。各部(bu)門(men)、各鄉(xiang)鎮(zhen)都要(yao)(yao)按(an)照(zhao)民(min)生工(gong)(gong)程(cheng)要(yao)(yao)求和(he)職責(ze)任(ren)(ren)(ren)(ren)務(wu)(wu),逐項抓(zhua)(zhua)(zhua)好落實(shi),確保按(an)計劃高(gao)質量完成全年民(min)生工(gong)(gong)程(cheng)實(shi)施(shi)(shi)任(ren)(ren)(ren)(ren)務(wu)(wu)。凡不能如(ru)期(qi)完成任(ren)(ren)(ren)(ren)務(wu)(wu)的(de)(de)(de),將(jiang)按(an)照(zhao)民(min)生工(gong)(gong)程(cheng)目(mu)標責(ze)任(ren)(ren)(ren)(ren)狀規(gui)定(ding)予以處罰,同時(shi)主要(yao)(yao)負(fu)責(ze)人要(yao)(yao)向縣政(zheng)府說明(ming)原因。

3、加快(kuai)實施進度(du),確(que)保(bao)完(wan)成計(ji)(ji)劃(hua)(hua)。對照民(min)生(sheng)(sheng)工程(cheng)(cheng)(cheng)任(ren)務(wu),逐項(xiang)進行(xing)摸排,通過倒計(ji)(ji)日(ri)程(cheng)(cheng)(cheng),將各(ge)項(xiang)民(min)生(sheng)(sheng)工程(cheng)(cheng)(cheng)逐一細化(hua)、量化(hua),并采取有(you)力措施確(que)保(bao)按計(ji)(ji)劃(hua)(hua)完(wan)成。屬(shu)(shu)于(yu)補助(zhu)個(ge)人部分一律按時(shi)間進度(du)發放(fang)到位;屬(shu)(shu)于(yu)救(jiu)(jiu)助(zhu)類項(xiang)目,要(yao)在政策允許范圍內加大救(jiu)(jiu)助(zhu)、救(jiu)(jiu)治和報(bao)銷(xiao)力度(du),確(que)保(bao)最大限度(du)發揮資(zi)金使用效益;屬(shu)(shu)于(yu)工程(cheng)(cheng)(cheng)建(jian)設類項(xiang)目,要(yao)在嚴格遵守基建(jian)程(cheng)(cheng)(cheng)序的(de)同時(shi),盡量簡化(hua)手續,確(que)保(bao)在年底之前全(quan)面(mian)開(kai)工建(jian)設,并力爭完(wan)成任(ren)務(wu)。

本次會(hui)(hui)議前,省(sheng)(sheng)(sheng)人大(da)財政經(jing)濟(ji)委員(yuan)(yuan)會(hui)(hui)會(hui)(hui)同省(sheng)(sheng)(sheng)人大(da)教育科技(ji)文化衛生委員(yuan)(yuan)會(hui)(hui)聽(ting)取(qu)了省(sheng)(sheng)(sheng)財政廳、省(sheng)(sheng)(sheng)商(shang)務廳、省(sheng)(sheng)(sheng)文化廳有關情(qing)況(kuang)匯(hui)報,到部分市縣進(jin)行調研,并召開專(zhuan)家評審會(hui)(hui),聽(ting)取(qu)對省(sheng)(sheng)(sheng)商(shang)務廳、省(sheng)(sheng)(sheng)文化廳部門預(yu)算(suan)草案的意(yi)見和建議。大(da)會(hui)(hui)期間(jian),財政經(jing)濟(ji)委員(yuan)(yuan)會(hui)(hui)又組織(zhi)24位(wei)省(sheng)(sheng)(sheng)人大(da)代表,舉行部門預(yu)算(suan)專(zhuan)題(ti)審查會(hui)(hui),對省(sheng)(sheng)(sheng)商(shang)務廳、省(sheng)(sheng)(sheng)文化廳部門預(yu)算(suan)草案進(jin)行了專(zhuan)題(ti)審查。現將(jiang)審查情(qing)況(kuang)報告如下:

財政經(jing)濟委(wei)員(yuan)(yuan)會認為(wei),省(sheng)人(ren)民政府(fu)提交的省(sheng)商(shang)務(wu)廳(ting)、省(sheng)文化(hua)廳(ting)部門預算草案,圍(wei)繞落實省(sheng)委(wei)、省(sheng)政府(fu)的中(zhong)心工(gong)作(zuo),根據我(wo)省(sheng)商(shang)務(wu)、文化(hua)發展“十二五”規劃要(yao)(yao)求(qiu),按照年(nian)度(du)工(gong)作(zuo)目標任(ren)務(wu),預算安排符合預算法律法規和我(wo)省(sheng)實際,總體(ti)是可行的。從(cong)審查情(qing)況(kuang)看(kan),省(sheng)商(shang)務(wu)廳(ting)、省(sheng)文化(hua)廳(ting)2012年(nian)預算編(bian)制(zhi)中(zhong)還存在(zai)一(yi)些(xie)(xie)需(xu)要(yao)(yao)改進(jin)的問題(ti),主要(yao)(yao)是:預算編(bian)制(zhi)的準確性和完整性有待(dai)進(jin)一(yi)步提高;一(yi)些(xie)(xie)專項(xiang)設(she)置(zhi)內(nei)容雷同;部分項(xiang)目經(jing)費預算安排不夠(gou)具(ju)體(ti)和細化(hua)等。為(wei)此,財政經(jing)濟委(wei)員(yuan)(yuan)會提出如下意見和建議:

一、加大財(cai)力支(zhi)持,確保(bao)重點支(zhi)出(chu)(chu)。認真貫徹落實積極(ji)財(cai)政(zheng)(zheng)政(zheng)(zheng)策,保(bao)證重點支(zhi)出(chu)(chu),努力促進(jin)我(wo)省商(shang)務、文(wen)化事業發(fa)展(zhan)。繼(ji)續整(zheng)合商(shang)務促進(jin)專項資(zi)金使用,優化支(zhi)出(chu)(chu)結構(gou),重點加大促進(jin)高新(xin)技(ji)術產(chan)品出(chu)(chu)口(kou)(kou)、出(chu)(chu)口(kou)(kou)品牌建(jian)設、電子(zi)商(shang)務發(fa)展(zhan)、公(gong)共(gong)服(fu)務平(ping)臺(tai)建(jian)設的(de)(de)資(zi)金支(zhi)持,推進(jin)經(jing)濟結構(gou)調整(zheng)和經(jing)濟發(fa)展(zhan)方(fang)式轉(zhuan)變。確保(bao)省級財(cai)政(zheng)(zheng)對文(wen)化事業投(tou)入(ru)的(de)(de)增幅高于本級財(cai)政(zheng)(zheng)經(jing)常(chang)性收入(ru)的(de)(de)增幅,切實加大對基層公(gong)共(gong)文(wen)化服(fu)務建(jian)設、文(wen)化產(chan)業發(fa)展(zhan)、非物(wu)質文(wen)化遺產(chan)和文(wen)物(wu)保(bao)護等方(fang)面的(de)(de)資(zi)金投(tou)入(ru)。

二、規(gui)范(fan)預(yu)(yu)算編制,增強預(yu)(yu)算的完(wan)整性(xing)和科學性(xing)。進(jin)(jin)一步完(wan)善預(yu)(yu)算編制方法,規(gui)范(fan)編制行(xing)為,提高預(yu)(yu)算的透明度和準確性(xing)。對廳本級和下(xia)屬(shu)單位(wei)的結(jie)轉節余情況進(jin)(jin)行(xing)科學測算,對事業單位(wei)收(shou)入(ru)、經(jing)營收(shou)入(ru)、其(qi)他收(shou)入(ru)等(deng)進(jin)(jin)行(xing)合(he)理估(gu)算,使部(bu)門預(yu)(yu)算能較完(wan)整真實(shi)反(fan)映部(bu)門總(zong)體(ti)收(shou)支狀況。進(jin)(jin)一步細(xi)化預(yu)(yu)算支出(chu),特別(bie)是(shi)項(xiang)(xiang)目(mu)支出(chu)部(bu)分要提供(gong)支出(chu)依(yi)據、完(wan)成(cheng)目(mu)標、預(yu)(yu)期成(cheng)效(xiao)等(deng)情況。要嚴格執行(xing)政(zheng)府采(cai)(cai)購(gou)法律法規(gui),逐步提高政(zheng)府采(cai)(cai)購(gou)率。對未納入(ru)政(zheng)府采(cai)(cai)購(gou)的專(zhuan)項(xiang)(xiang)支出(chu),應明確支出(chu)方向。對大額的綜合(he)性(xing)項(xiang)(xiang)目(mu)支出(chu)要有具體(ti)的細(xi)化項(xiang)(xiang)目(mu)說明。項(xiang)(xiang)目(mu)經(jing)費之間應避免重復安排。

資(zi)(zi)金(jin)(jin)(jin)(jin)預(yu)算(suan)管理(li)是指基于(yu)歷史(shi)數(shu)據和經(jing)驗,結合企業(ye)當前經(jing)營的(de)(de)實際環境,合理(li)預(yu)測企業(ye)資(zi)(zi)金(jin)(jin)(jin)(jin)的(de)(de)需求量并科(ke)學(xue)分(fen)(fen)配(pei)資(zi)(zi)金(jin)(jin)(jin)(jin)到企業(ye)經(jing)營的(de)(de)各(ge)環節和部(bu)門的(de)(de)管理(li)活動。資(zi)(zi)金(jin)(jin)(jin)(jin)預(yu)算(suan)的(de)(de)內容,包括資(zi)(zi)金(jin)(jin)(jin)(jin)流入、資(zi)(zi)金(jin)(jin)(jin)(jin)流出、資(zi)(zi)金(jin)(jin)(jin)(jin)多余或不足的(de)(de)計算(suan),以及不足部(bu)分(fen)(fen)的(de)(de)籌措方案和多余部(bu)分(fen)(fen)的(de)(de)利(li)用方案等。資(zi)(zi)金(jin)(jin)(jin)(jin)需要量的(de)(de)預(yu)測,能夠保證(zheng)企業(ye)某(mou)一時點或時段的(de)(de)生產(chan)經(jing)營活動順利(li)進(jin)行,而(er)資(zi)(zi)金(jin)(jin)(jin)(jin)預(yu)算(suan)則真正(zheng)動態地(di)反(fan)映了(le)企業(ye)的(de)(de)資(zi)(zi)金(jin)(jin)(jin)(jin)余缺。

一(yi)、企業資金預算管理的(de)重要作(zuo)用

企業(ye)資金預(yu)算管(guan)理是企業(ye)資金管(guan)理的(de)(de)重要(yao)組成部分,可以(yi)通過(guo)預(yu)算來(lai)監控資金管(guan)理目(mu)標的(de)(de)實施(shi)進(jin)度,有助于控制開支,準確(que)預(yu)測企業(ye)的(de)(de)現金流量(liang)。

(一)降低企業(ye)財(cai)務風險

(二(er))提(ti)高資金利用率

資金(jin)(jin)預(yu)算的(de)編制過程,對不同的(de)籌(chou)資渠道、籌(chou)資方式分析比(bi)較(jiao),權(quan)衡籌(chou)資成本和(he)承擔的(de)風險(xian),優(you)(you)化資金(jin)(jin)結構,降低了(le)企業(ye)的(de)籌(chou)資成本。在資金(jin)(jin)投(tou)放(fang)使(shi)用(yong)過程中(zhong),通過資金(jin)(jin)預(yu)算使(shi)資金(jin)(jin)的(de)投(tou)放(fang)按照計劃進行,避免資金(jin)(jin)的(de)無(wu)效(xiao)使(shi)用(yong)和(he)出現偏差,優(you)(you)化投(tou)資結構,提高投(tou)資的(de)報酬率。

二、企業(ye)資金(jin)預算管理中(zhong)存(cun)在的突出問題

(一)資金預算(suan)缺(que)乏科(ke)學性

從編(bian)制(zhi)(zhi)形式(shi)上(shang)看,當前(qian)很多企業并沒有(you)單(dan)獨編(bian)制(zhi)(zhi)資金預(yu)(yu)算(suan)(suan)(suan)(suan)(suan),而是與(yu)經營預(yu)(yu)算(suan)(suan)(suan)(suan)(suan)混合在一(yi)起(qi),具體(ti)內(nei)(nei)容(rong)也僅(jin)(jin)(jin)僅(jin)(jin)(jin)包括資金額度需求、周轉次數、預(yu)(yu)計(ji)稅前(qian)利潤和資金額度回(hui)報率等幾個項目(mu),預(yu)(yu)算(suan)(suan)(suan)(suan)(suan)與(yu)理論(lun)脫(tuo)節,缺(que)(que)(que)乏科學性。從編(bian)制(zhi)(zhi)內(nei)(nei)容(rong)上(shang)看,預(yu)(yu)算(suan)(suan)(suan)(suan)(suan)編(bian)制(zhi)(zhi)以(yi)歷史(shi)指(zhi)標(biao)值居多,缺(que)(que)(que)乏體(ti)現對(dui)(dui)未(wei)來預(yu)(yu)測的(de)(de)指(zhi)標(biao)值,沒有(you)認真(zhen)地對(dui)(dui)企業的(de)(de)未(wei)來活(huo)動(dong)作評估(gu),預(yu)(yu)算(suan)(suan)(suan)(suan)(suan)指(zhi)標(biao)值缺(que)(que)(que)乏客觀性。資金預(yu)(yu)算(suan)(suan)(suan)(suan)(suan)流于形式(shi),僅(jin)(jin)(jin)僅(jin)(jin)(jin)是數據的(de)(de)匯總,缺(que)(que)(que)少對(dui)(dui)數據的(de)(de)分(fen)析和預(yu)(yu)測,對(dui)(dui)未(wei)來的(de)(de)經營活(huo)動(dong)缺(que)(que)(que)少指(zhi)導意(yi)(yi)義(yi)。從編(bian)制(zhi)(zhi)方法上(shang)看,目(mu)前(qian)采(cai)用的(de)(de)編(bian)制(zhi)(zhi)方法更多的(de)(de)是財務(wu)核算(suan)(suan)(suan)(suan)(suan)的(de)(de)方式(shi),缺(que)(que)(que)少財務(wu)管(guan)理的(de)(de)意(yi)(yi)義(yi)。

(二)資金預算缺乏全面性

資(zi)(zi)金預(yu)(yu)(yu)(yu)算(suan)(suan)的(de)(de)準(zhun)確合(he)(he)理(li)依賴于其(qi)他(ta)項目預(yu)(yu)(yu)(yu)算(suan)(suan)的(de)(de)科(ke)學合(he)(he)理(li)。比如(ru),只(zhi)有(you)經營預(yu)(yu)(yu)(yu)算(suan)(suan)編制的(de)(de)合(he)(he)理(li),才(cai)(cai)能對(dui)原料需求、人工成本、制造費用、銷售(shou)(shou)收(shou)入等做出合(he)(he)理(li)估計,從而影(ying)響到(dao)(dao)資(zi)(zi)金預(yu)(yu)(yu)(yu)算(suan)(suan)編制過(guo)程(cheng)中(zhong)對(dui)資(zi)(zi)金收(shou)支的(de)(de)預(yu)(yu)(yu)(yu)測。另外,企業(ye)(ye)僅銷售(shou)(shou)和財務人員參加預(yu)(yu)(yu)(yu)算(suan)(suan)編制過(guo)程(cheng),缺(que)乏(fa)對(dui)企業(ye)(ye)整個經營過(guo)程(cheng)的(de)(de)全面了解,進(jin)一步降低了預(yu)(yu)(yu)(yu)算(suan)(suan)的(de)(de)合(he)(he)理(li)性(xing),使其(qi)在執行過(guo)程(cheng)中(zhong)遇到(dao)(dao)較大的(de)(de)阻力。預(yu)(yu)(yu)(yu)算(suan)(suan)管理(li)從參與人員到(dao)(dao)使用的(de)(de)方法都有(you)需要改進(jin)的(de)(de)地方,只(zhi)有(you)在這些方面真(zhen)正做到(dao)(dao)科(ke)學合(he)(he)理(li),編制的(de)(de)預(yu)(yu)(yu)(yu)算(suan)(suan)才(cai)(cai)能更加與實際情況相適(shi)應,只(zhi)有(you)其(qi)他(ta)各類預(yu)(yu)(yu)(yu)算(suan)(suan)整體上不缺(que)乏(fa)合(he)(he)理(li)性(xing),才(cai)(cai)能保證現金預(yu)(yu)(yu)(yu)算(suan)(suan)的(de)(de)合(he)(he)理(li)性(xing)。

(三)資金預算管理(li)缺乏執(zhi)行力度(du)

首先,資(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)預(yu)(yu)(yu)算(suan)的(de)(de)(de)編(bian)(bian)制(zhi)不能體現公司業務開展(zhan)(zhan)的(de)(de)(de)實際情況,公司業務因資(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)預(yu)(yu)(yu)算(suan)的(de)(de)(de)編(bian)(bian)制(zhi)不合(he)理受到(dao)限制(zhi)。為(wei)適應資(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)預(yu)(yu)(yu)算(suan)執行(xing)(xing)中遇到(dao)的(de)(de)(de)突發事件(jian),資(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)預(yu)(yu)(yu)算(suan)就要(yao)具有(you)(you)一定的(de)(de)(de)彈性,除了標(biao)準缺乏可(ke)執行(xing)(xing)性外,公司在對(dui)資(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)預(yu)(yu)(yu)算(suan)執行(xing)(xing)、控制(zhi)和調整未給予足夠重(zhong)視,公司財(cai)務部門(men)對(dui)各(ge)經營單位經營和資(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)預(yu)(yu)(yu)算(suan)執行(xing)(xing)情況進行(xing)(xing)檢查和反饋。對(dui)資(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)預(yu)(yu)(yu)算(suan)編(bian)(bian)制(zhi)、調整的(de)(de)(de)權力沒有(you)(you)進行(xing)(xing)劃(hua)分與(yu)制(zhi)衡(heng),一些(xie)業務的(de)(de)(de)資(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)預(yu)(yu)(yu)算(suan)編(bian)(bian)制(zhi)相對(dui)簡(jian)單,超資(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)預(yu)(yu)(yu)算(suan)或(huo)無資(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)預(yu)(yu)(yu)算(suan)的(de)(de)(de)項目(mu)由于資(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)預(yu)(yu)(yu)算(suan)調整權的(de)(de)(de)濫用而照樣(yang)開展(zhan)(zhan),資(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)預(yu)(yu)(yu)算(suan)對(dui)實際行(xing)(xing)為(wei)的(de)(de)(de)預(yu)(yu)(yu)控作用嚴重(zhong)削(xue)弱。

三(san)、加強企業資(zi)金預算管(guan)理的(de)對策

(一)資金預算編制階段

1. 完善資金預算編制的(de)管理體制

企業可以根據需要成(cheng)(cheng)立多(duo)級資金(jin)預(yu)(yu)(yu)算管理體制,各級預(yu)(yu)(yu)算單(dan)(dan)位成(cheng)(cheng)立由(you)本預(yu)(yu)(yu)算單(dan)(dan)位領導負(fu)責(ze)的預(yu)(yu)(yu)算委(wei)員(yuan)會,下級預(yu)(yu)(yu)算單(dan)(dan)位對(dui)上級預(yu)(yu)(yu)算單(dan)(dan)位匯報。通過多(duo)級預(yu)(yu)(yu)算管理將有助于進一步(bu)挖潛降本,提(ti)高成(cheng)(cheng)本核(he)算和(he)預(yu)(yu)(yu)算編制的準確性,使預(yu)(yu)(yu)算目標更具科學性和(he)挑戰(zhan)性,也(ye)有利于落實責(ze)任。

2.提(ti)高資(zi)金預(yu)算編制的準確性(xing)

資(zi)金(jin)(jin)預(yu)(yu)算(suan)(suan)(suan)編制(zhi)是一個動態過程。由上級預(yu)(yu)算(suan)(suan)(suan)部(bu)門(men)制(zhi)定目標,下(xia)級預(yu)(yu)算(suan)(suan)(suan)部(bu)門(men)根據部(bu)門(men)實際制(zhi)定方案(an),具(ju)體的(de)執行部(bu)門(men)還需要對方案(an)的(de)可行性(xing)進行分析,修(xiu)正、改善(shan)經營(ying)預(yu)(yu)算(suan)(suan)(suan)和資(zi)金(jin)(jin)預(yu)(yu)算(suan)(suan)(suan),明確各單位的(de)資(zi)金(jin)(jin)投入和支(zhi)出(chu)。公(gong)司可在(zai)開展年(nian)度(du)預(yu)(yu)算(suan)(suan)(suan)編制(zhi)工作的(de)初期(qi),要求各經營(ying)單位編制(zhi)年(nian)度(du)現(xian)金(jin)(jin)流量預(yu)(yu)算(suan)(suan)(suan),并且在(zai)每個季度(du)末編制(zhi)下(xia)個季度(du)的(de)現(xian)金(jin)(jin)流量預(yu)(yu)算(suan)(suan)(suan),并及時上報公(gong)司財(cai)(cai)務部(bu),以便財(cai)(cai)務部(bu)做(zuo)出(chu)統一的(de)資(zi)金(jin)(jin)需求和使(shi)用計劃。

(二)資金(jin)預算執(zhi)行階(jie)段(duan)

1.細化資金預算

根據(ju)(ju)年度預算制定月(yue)(yue)(yue)度資金(jin)收支計(ji)劃(hua)。由(you)于月(yue)(yue)(yue)度計(ji)劃(hua)中(zhong)產品價格、銷(xiao)量、原材料價格、采購數量、各(ge)種費用等(deng)都(dou)比較確定,因此月(yue)(yue)(yue)度計(ji)劃(hua)的精確度遠遠高于年度預算,同時(shi)按月(yue)(yue)(yue)份(fen)具體編制資金(jin)使用計(ji)劃(hua),在月(yue)(yue)(yue)末及(ji)(ji)時(shi)對資金(jin)計(ji)劃(hua)進行修正(zheng),為下月(yue)(yue)(yue)的資金(jin)執行提(ti)供依據(ju)(ju),并(bing)將修正(zheng)的資金(jin)計(ji)劃(hua)反饋(kui)到各(ge)經營單位,規(gui)避資金(jin)短缺風險,及(ji)(ji)時(shi)采取措施保證全年預算的順(shun)利(li)實現。

2.建立目標(biao)責任制

各級預(yu)(yu)算單位(wei)根據預(yu)(yu)算內容的可控原則確(que)定責任(ren)(ren)人(ren),預(yu)(yu)算指標細化到責任(ren)(ren)人(ren)。主(zhu)要(yao)責任(ren)(ren)人(ren)負責預(yu)(yu)算偏離(li)預(yu)(yu)警(jing)和(he)重(zhong)大(da)事項的即時(shi)報告。對公司(si)的資金流轉和(he)預(yu)(yu)算執行(xing)情況進行(xing)全(quan)程動態跟蹤(zong)和(he)監控,及時(shi)發現問(wen)題并采取對策,提高防范(fan)風(feng)險的能(neng)力。

3.及時(shi)反(fan)饋執行過程中(zhong)存在的問題

隨著環(huan)境的(de)變化,預(yu)(yu)算(suan)(suan)與實(shi)際總(zong)是有(you)一(yi)定的(de)偏差(cha),假如(ru)預(yu)(yu)算(suan)(suan)不足,經營所需資金仍必(bi)須支出(chu),在這種情(qing)況下,必(bi)須先追加預(yu)(yu)算(suan)(suan)。通過(guo)定期召開(kai)預(yu)(yu)算(suan)(suan)執行(xing)情(qing)況匯報(bao)會議(yi),向上級預(yu)(yu)算(suan)(suan)單(dan)(dan)位(wei)遞(di)交預(yu)(yu)算(suan)(suan)執行(xing)情(qing)況分(fen)析報(bao)告,詳細說明預(yu)(yu)算(suan)(suan)執行(xing)偏差(cha)、原因及補救措施。上級預(yu)(yu)算(suan)(suan)單(dan)(dan)位(wei)根(gen)據分(fen)析對下級預(yu)(yu)算(suan)(suan)單(dan)(dan)位(wei)提(ti)出(chu)要求和指導。預(yu)(yu)算(suan)(suan)的(de)差(cha)異分(fen)析每季(ji)度進行(xing)一(yi)次(ci),由各預(yu)(yu)算(suan)(suan)執行(xing)單(dan)(dan)位(wei)先提(ti)出(chu)局(ju)面報(bao)告,于預(yu)(yu)算(suan)(suan)期結束后(hou)15天內報(bao)財務部(bu),財務部(bu)匯總(zong)后(hou)上報(bao)預(yu)(yu)算(suan)(suan)管理委員(yuan)會。

4.加(jia)強資金預(yu)算調(diao)整(zheng)的(de)審批

3、辦理銀(yin)行貸款抵押(ya)手(shou)續

4、填報(bao)年終(zhong)決算報(bao)表(biao),所(suo)得(de)稅(shui)稅(shui)源調(diao)查表(biao),所(suo)得(de)稅(shui)匯算清(qing)繳報(bao)表(biao),辦理(li)工商(shang)營(ying)業(ye)執照年檢,代碼證年檢等手續。

二(er)是(shi)更換了(le)庫(ku)存管理系(xi)統

因庫房以前使(shi)(shi)用的(de)(de)管理系統(tong)已經跟不上現在酒(jiu)店(dian)精細(xi)管理的(de)(de)需求,時常(chang)(chang)數據錯誤的(de)(de)情況發(fa)生,使(shi)(shi)用不方便,影響了(le)庫房的(de)(de)正常(chang)(chang)工作,今年五月份,通過與多家知(zhi)名軟(ruan)件聯系,進行程序功能和(he)價格的(de)(de)對(dui)比(bi),最(zui)終(zhong)選擇了(le)與賬務系統(tong)同(tong)品牌的(de)(de)浪潮庫存管理系統(tong),使(shi)(shi)庫房的(de)(de)管理水(shui)平上了(le)一(yi)個新臺階。

存在的不足

20__年是(shi)(shi)緊張而繁忙(mang)的一年,自己所取得的成(cheng)績,除了自己努力工(gong)作外,更主要(yao)的是(shi)(shi)領導的指導和(he)同事們幫助的結(jie)果(guo),但還(huan)存(cun)在許多不(bu)足。一是(shi)(shi)學(xue)習的深度和(he)廣度還(huan)需(xu)要(yao)加強(qiang);二(er)是(shi)(shi)沒有充分發(fa)揮主觀能動性。上述不(bu)足,自己決心在今(jin)后的工(gong)作中(zhong)將認(ren)真加以改正。

一、增強財務(wu)服務(wu)意識

二、問題點:

1、生(sheng)(sheng)產部提(ti)供(gong)(gong)的(de)人工工時報表不(bu)準確,直接影響(xiang)到生(sheng)(sheng)產成本(ben)的(de)正確分配,生(sheng)(sheng)產部應適時檢查并監(jian)督提(ti)供(gong)(gong)工時的(de)直接人員的(de)正確性。

2、生產(chan)部的(de)人(ren)工(gong)(gong)浪費,在前一種機(ji)型清尾,更(geng)換(huan)(huan)新的(de)機(ji)型生產(chan)時,中(zhong)間換(huan)(huan)線時間過長,造成工(gong)(gong)時浪費。

3、生(sheng)產部的物(wu)料耗廢,由于作業人員不負責任造成品質不良導致(zhi)超領(ling)物(wu)料,造成總成本(ben)增加(jia),PMC應做一個全面的生(sheng)產計劃,超領(ling)物(wu)料,追究(jiu)相(xiang)關(guan)人員責任并減少此種浪費。

4、原材料(liao)采購(gou)單價過(guo)高,在購(gou)買材料(liao)前,采購(gou)員應通過(guo)各種途徑(jing)做一(yi)個全面的價格(ge)調研,從而控(kong)制材料(liao)采購(gou)成本。

5、倉庫(ku)實(shi)物與其帳本和(he)報上財務的數據不一(yi)(yi)致(zhi),各(ge)倉管(guan)(guan)員還需花多時間對這一(yi)(yi)部(bu)分(fen)的監(jian)管(guan)(guan)。

收(shou)費(fei)是學校(xiao)最(zui)為繁瑣,也(ye)是政策最(zui)強的一項工作,為了做(zuo)(zuo)好(hao)這項工作,我們及早做(zuo)(zuo)好(hao)申報(bao)審批(pi)工作,做(zuo)(zuo)到收(shou)費(fei)的依據,嚴格(ge)執行收(shou)費(fei)標準(zhun)。及時(shi)出具票據,期未做(zuo)(zuo)好(hao)結算(suan)工作,做(zuo)(zuo)到多退少不補,同時(shi)做(zuo)(zuo)好(hao)代(dai)收(shou)費(fei)“報(bao)告書”的上報(bao)。

三、認真做好決(jue)算工作

五、努力完成學(xue)校的后勤(qin)工作(zuo)

后(hou)勤工(gong)作將直接影響到學(xue)校的一切工(gong)作,搞(gao)好食堂(tang)更為重要,為此總在(zai)放(fang)學(xue)前擬定好下學(xue)期的伙食收費報(bao)表報(bao)局(ju)計(ji)劃出納(na)科,嚴格執行計(ji)劃出納(na)科核(he)定的標(biao)準(zhun)收取。本著服務于學(xue)生目(mu)的,規范伙食成本,控制伙食利潤,按規定時間上報(bao)食堂(tang)報(bao)表。
