為深入學習實踐科學發展觀,貫徹落實龍煤礦業控股集(ji)團黨(dang)委、龍煤礦業控股集(ji)團開(kai)展“增收節(jie)支”活動精(jing)神,積極應(ying)對國際金融(rong)危機對煤炭(tan)行業的沖擊和挑(tiao)戰,苦練內功、精(jing)細(xi)管理、挖潛(qian)降(jiang)耗,發動廣大(da)職工群(qun)眾積極投身“雙(shuang)增雙(shuang)節(jie)”活動中(zhong)去。為(wei)此,集(ji)團公(gong)(gong)司工會(hui)、團委決定:從5月中(zhong)旬起,在全公(gong)(gong)司工團系統實(shi)施“聚寶工程”,并以礦(廠(chang))為(wei)單位開(kai)展競賽評比活動。實(shi)施方案如下:

一、指導思想

按照科學發展觀的要求,堅持“厲行節約、反對浪費、勤儉辦企”原則,緊緊圍繞龍煤礦業控股集團工作會議確定的工作重心和集團公司“兩會”確定的工作目標,充分發揮工會系統聯系群眾、發動群眾、引導群眾的優勢,以“增收節支”為目標,引導廣大職工進一步增強“主人翁”意識,牢固樹立“省下的就是賺來的”思想,“變閑為寶、變廢為寶、變招為寶”,從我做起、從崗位做起、從小處做起,實現“聚沙成塔,集腋成裘”,不斷提升企業精(jing)細化管網理水平,為推動(dong)集(ji)團公司又(you)(you)好又(you)(you)快發展而努力奮斗(dou)。

二、范圍及層次

1、集(ji)團公司所屬(shu)礦(廠)級(ji)工團。

2、區隊(車間)工團。

4、全體職工。

三、“聚寶工程(cheng)”內(nei)涵及操作辦法(fa)

“聚寶工程”主要涵蓋四項競賽活動,即“三點”、“五小”、“一箱”、“一掃”。“三點”即“金點子、銀點子、好點子”合理化建議征集競(jing)賽(sai);“五(wu)小”即“小發明、小改造、小設計、小工藝(yi)、小竅門”競(jing)賽(sai);“一(yi)箱”即“節約箱”推(tui)廣競(jing)賽(sai);“一(yi)掃”即掃浮煤活動競(jing)賽(sai)。

1、“金(jin)點(dian)子、銀點(dian)子、好點(dian)子”合理(li)(li)化建議(yi)征(zheng)集(ji)競賽(sai)。本競賽(sai)主(zhu)要針對經(jing)營、管理(li)(li)、工(gong)(gong)(gong)(gong)藝(yi)和生產過程(cheng)中的(de)(de)跑冒滴(di)漏征(zheng)集(ji)改(gai)進方(fang)法。自“聚寶工(gong)(gong)(gong)(gong)程(cheng)”啟動之日起,每月由班組工(gong)(gong)(gong)(gong)團(tuan)(tuan)(tuan)(tuan)(tuan)小組向(xiang)區隊(車間)工(gong)(gong)(gong)(gong)團(tuan)(tuan)(tuan)(tuan)(tuan)整(zheng)理(li)(li)上報(bao)本單位職工(gong)(gong)(gong)(gong)提(ti)出的(de)(de)“好點(dian)子”合理(li)(li)化建議(yi);礦(廠)級工(gong)(gong)(gong)(gong)會(hui)、團(tuan)(tuan)(tuan)(tuan)(tuan)委分類梳(shu)理(li)(li)出具有(you)集(ji)團(tuan)(tuan)(tuan)(tuan)(tuan)公(gong)司推廣價值(zhi)(zhi)的(de)(de)“銀點(dian)子”上報(bao)集(ji)團(tuan)(tuan)(tuan)(tuan)(tuan)公(gong)司工(gong)(gong)(gong)(gong)會(hui)、團(tuan)(tuan)(tuan)(tuan)(tuan)委;集(ji)團(tuan)(tuan)(tuan)(tuan)(tuan)公(gong)司工(gong)(gong)(gong)(gong)會(hui)、團(tuan)(tuan)(tuan)(tuan)(tuan)委分類梳(shu)理(li)(li)出具有(you)全龍(long)煤推廣價值(zhi)(zhi)的(de)(de)“金(jin)點(dian)子”上報(bao)龍(long)煤集(ji)團(tuan)(tuan)(tuan)(tuan)(tuan)工(gong)(gong)(gong)(gong)會(hui)、團(tuan)(tuan)(tuan)(tuan)(tuan)委;龍(long)煤工(gong)(gong)(gong)(gong)會(hui)再分類梳(shu)理(li)(li)并上報(bao)龍(long)煤黨(dang)政(zheng)主(zhu)要領(ling)導,同時在《龍(long)煤專刊》和《聚寶工(gong)(gong)(gong)(gong)程(cheng)簡報(bao)》上。“金(jin)點(dian)子”合理(li)(li)化建議(yi)人(ren)必(bi)須清晰(xi)明確;各(ge)級檔案存檔備(bei)查。

2、“小(xiao)(xiao)發明(ming)、小(xiao)(xiao)改造、小(xiao)(xiao)設計、小(xiao)(xiao)工藝、小(xiao)(xiao)竅門(men)”競賽。本(ben)競賽主(zhu)(zhu)要著眼于技術與(yu)工藝環節(jie)的改進,以此降低生(sheng)產成本(ben)。本(ben)競賽梳理方(fang)法與(yu)上(shang)報(bao)程序同上(shang)。每月(yue)報(bao)表(biao)需(xu)要各(ge)級行(xing)政主(zhu)(zhu)要領導簽字確認后方(fang)可上(shang)報(bao);各(ge)級檔案存檔備查(cha)。

3、“節(jie)約(yue)箱(xiang)”推(tui)廣競(jing)賽(sai)。本競(jing)賽(sai)主(zhu)要(yao)針對廢舊(jiu)零件器(qi)材回(hui)收(shou)利用(yong)(yong)。從“聚寶(bao)工(gong)(gong)程”啟(qi)動之(zhi)日起,在(zai)集(ji)(ji)團(tuan)公(gong)(gong)(gong)司(si)(si)范(fan)圍(wei)內開展“千(qian)、百、萬”活動,逐級制定“增收(shou)節(jie)支”目標。各級工(gong)(gong)團(tuan)組(zu)織(zhi)要(yao)迅速(su)推(tui)廣普及“節(jie)約(yue)箱(xiang)”。要(yao)以班組(zu)為基本單(dan)位(wei),設立“節(jie)約(yue)箱(xiang)”。將(jiang)能(neng)夠回(hui)收(shou)利用(yong)(yong)的廢舊(jiu)零件、器(qi)材、碎材集(ji)(ji)中起來,由(you)采(cai)區(車(che)間)工(gong)(gong)會統一(yi)收(shou)集(ji)(ji)后,放(fang)入“節(jie)約(yue)點”,每月由(you)礦(廠(chang))工(gong)(gong)團(tuan)統一(yi)收(shou)集(ji)(ji)后,計算廢舊(jiu)用(yong)(yong)品價值并經礦(廠(chang))長簽字(zi)確(que)認后上(shang)(shang)報(bao)(bao)(bao)集(ji)(ji)團(tuan)公(gong)(gong)(gong)司(si)(si)公(gong)(gong)(gong)司(si)(si)工(gong)(gong)會,放(fang)入本單(dan)位(wei)“節(jie)約(yue)庫”。集(ji)(ji)團(tuan)公(gong)(gong)(gong)司(si)(si)工(gong)(gong)團(tuan)統計各礦廠(chang)廢舊(jiu)用(yong)(yong)品總值并經公(gong)(gong)(gong)司(si)(si)主(zhu)要(yao)領導(dao)簽字(zi)確(que)認后,上(shang)(shang)報(bao)(bao)(bao)龍煤工(gong)(gong)會。龍煤工(gong)(gong)會匯總后,上(shang)(shang)報(bao)(bao)(bao)龍煤黨政主(zhu)要(yao)領導(dao),同時在(zai)《龍煤專刊》和(he)《聚寶(bao)工(gong)(gong)程簡報(bao)(bao)(bao)》上(shang)(shang)。

各礦(kuang)(廠)工會(hui)(hui)、團(tuan)委要(yao)在各礦(kuang)(廠)設(she)立“節約(yue)庫”,每月監督礦(kuang)(廠)工會(hui)(hui)將可回收利用部分與供應、設(she)備部門(men)估值確認(ren)后回收利用。廢品外賣部分由集團(tuan)公司(si)工會(hui)(hui)、團(tuan)委統一(yi)設(she)立專門(men)帳戶(hu),作為“增收節支基金”。估值確認(ren)要(yao)有領導簽(qian)字,存檔備查。

4、“掃(sao)浮煤(mei)(mei)”活動競賽(sai)。本(ben)競賽(sai)主要(yao)(yao)目的(de)是(shi)(shi)反浪(lang)費促(cu)節約,增(zeng)強(qiang)一線(xian)干部職工(gong)(gong)的(de)成(cheng)本(ben)意識。一要(yao)(yao)算(suan)好(hao)一筆(bi)賬。例如(ru):各級(ji)工(gong)(gong)會尤其是(shi)(shi)各礦(廠)、采區(qu)工(gong)(gong)團要(yao)(yao)向全(quan)體采煤(mei)(mei)職工(gong)(gong)算(suan)一筆(bi)賬:在(zai)固定開(kai)拓成(cheng)本(ben)已經支付的(de)情況(kuang)下,集團公司30多個采煤(mei)(mei)工(gong)(gong)作(zuo)面(mian),每(mei)(mei)個工(gong)(gong)作(zuo)面(mian)每(mei)(mei)天(tian)(tian)掃(sao)浮煤(mei)(mei)20鍬(50公斤),每(mei)(mei)天(tian)(tian)就增(zeng)加煤(mei)(mei)炭15噸(dun),每(mei)(mei)年(nian)將近5千(qian)多噸(dun),約合200多萬元(yuan)。二(er)要(yao)(yao)做好(hao)一件事。各級(ji)工(gong)(gong)團要(yao)(yao)指定群監員(yuan)、青崗員(yuan)跟班對工(gong)(gong)作(zuo)面(mian)進行(xing)檢查驗收,并定期上報掃(sao)浮煤(mei)(mei)成(cheng)果。在(zai)各級(ji)工(gong)(gong)團日(ri)常(chang)安(an)全(quan)檢查時(shi),要(yao)(yao)將工(gong)(gong)作(zuo)面(mian)浮煤(mei)(mei)落地煤(mei)(mei)清理工(gong)(gong)作(zuo)做為重點內容進行(xing)檢查。

報表要有各單(dan)位行(xing)政主要領導簽字(zi)確認(ren),要由區(科)工團到礦(kuang)(廠)工會、團委再(zai)到礦(kuang)區工會、集團公司團委。逐級(ji)匯總上報至(zhi)龍(long)煤(mei)工會。

四、經費來源

“聚寶工(gong)(gong)(gong)(gong)程”競(jing)賽活動由群(qun)團(tuan)系統牽頭并(bing)將(jiang)長期(qi)開展(zhan)。礦(kuang)(kuang)區工(gong)(gong)(gong)(gong)會(hui)(hui)所需(xu)表(biao)彰獎勵資金,由礦(kuang)(kuang)區工(gong)(gong)(gong)(gong)會(hui)(hui)請示集團(tuan)公司黨委后從(cong)行(xing)政列支(zhi)。各基(ji)層(ceng)單位工(gong)(gong)(gong)(gong)會(hui)(hui)開展(zhan)競(jing)賽所需(xu)的(de)資金及表(biao)彰獎勵款由本級工(gong)(gong)(gong)(gong)會(hui)(hui)經費列支(zhi)。

六、幾點要求

1、各(ge)單(dan)位要(yao)充分(fen)認識(shi)開(kai)展“聚寶(bao)工(gong)(gong)程”競賽(sai)的重大意義,要(yao)緊密結合(he)本(ben)單(dan)位實際,迅(xun)速(su)制定(ding)指導(dao)性、針對性、可行性強的實施方案,成立強有力的組織機構,要(yao)指定(ding)專人(副主席(xi))牽頭(tou)開(kai)展工(gong)(gong)作,要(yao)迅(xun)速(su)召開(kai)各(ge)個(ge)層面的動(dong)員會(hui),把(ba)活動(dong)的意義、目的、操作辦法及時(shi)傳(chuan)達到廣大職工(gong)(gong)中。

2、要(yao)(yao)緊(jin)密聯系當(dang)前集團公司黨(dang)委(wei)正在進行的學習實踐科(ke)學發展觀活(huo)動(dong),結(jie)合(he)完善(shan)制(zhi)(zhi)度(du)(du)、創(chuang)(chuang)(chuang)新(xin)機制(zhi)(zhi)和精(jing)細(xi)化(hua)管理(li)開展競(jing)賽。“聚(ju)寶(bao)(bao)工(gong)程(cheng)(cheng)”從(cong)小處著眼,關(guan)注如何堵塞企業(ye)經(jing)營管理(li)的“跑冒滴(di)漏(lou)”和技改創(chuang)(chuang)(chuang)新(xin),從(cong)實質(zhi)上(shang)(shang)說,也是關(guan)注企業(ye)精(jing)細(xi)化(hua)管理(li)過程(cheng)(cheng)中相關(guan)制(zhi)(zhi)度(du)(du)的漏(lou)洞(dong),各單位(wei)要(yao)(yao)把實施“聚(ju)寶(bao)(bao)工(gong)程(cheng)(cheng)”作為今后(hou)經(jing)營管理(li)體制(zhi)(zhi)創(chuang)(chuang)(chuang)新(xin)的一項(xiang)重要(yao)(yao)基礎工(gong)作,通過實施“聚(ju)寶(bao)(bao)工(gong)程(cheng)(cheng)”,多思(si)考制(zhi)(zhi)度(du)(du)、機制(zhi)(zhi)上(shang)(shang)存在的問題,力爭在本單位(wei)健(jian)全制(zhi)(zhi)度(du)(du)、創(chuang)(chuang)(chuang)新(xin)機制(zhi)(zhi)上(shang)(shang)取得新(xin)突(tu)破。

3、要堅持常抓(zhua)不懈。“聚寶(bao)工(gong)程”將作(zuo)(zuo)為礦(kuang)區工(gong)會(hui)、團(tuan)(tuan)(tuan)委(wei)(wei)系統的常項工(gong)作(zuo)(zuo),堅持不懈地開展下去(qu)。各礦(kuang)(廠(chang))工(gong)會(hui)、團(tuan)(tuan)(tuan)委(wei)(wei)要做(zuo)到三(san)個確(que)保:一是(shi)要確(que)保每月10日前將綜合情況(kuang)上報礦(kuang)區工(gong)會(hui)、集團(tuan)(tuan)(tuan)公司團(tuan)(tuan)(tuan)委(wei)(wei),礦(kuang)區工(gong)會(hui)、集團(tuan)(tuan)(tuan)公司團(tuan)(tuan)(tuan)委(wei)(wei)確(que)保每月15日前報至龍煤工(gong)會(hui)。二是(shi)確(que)保報表數字(zi)真實準確(que);三(san)是(shi)要確(que)保鞏固成果不流失。

4、要讓職(zhi)工(gong)(gong)(gong)了解參與“聚(ju)寶工(gong)(gong)(gong)程(cheng)”競(jing)賽的基本(ben)方(fang)法(fa)(fa)。要教育職(zhi)工(gong)(gong)(gong)經常問問自(zi)己(ji):所在單位還有(you)(you)哪些減少浪費、勤儉節約的潛力?還有(you)(you)沒有(you)(you)增收、創效的方(fang)法(fa)(fa)和途徑?自(zi)己(ji)是怎樣做(zuo)的?提沒提出(chu)過可供推廣的節約方(fang)法(fa)(fa)、工(gong)(gong)(gong)作(zuo)方(fang)法(fa)(fa)和技改(gai)方(fang)法(fa)(fa)?有(you)(you)沒有(you)(you)小發明(ming)、小創造、好主意?切實把小文章做(zuo)大、做(zuo)好、做(zuo)實。

5、要(yao)加強對(dui)活動(dong)過程(cheng)的(de)監督檢(jian)查(cha)。每(mei)(mei)個月,礦(kuang)區工(gong)會(hui)、集(ji)(ji)團公司團委將(jiang)對(dui)各礦(kuang)(廠)工(gong)會(hui)、團委進(jin)行(xing)一次(ci)“聚寶工(gong)程(cheng)”開(kai)展情況(kuang)檢(jian)查(cha);每(mei)(mei)兩個月召開(kai)一次(ci)現場(chang)推(tui)進(jin)會(hui);每(mei)(mei)季度對(dui)先進(jin)集(ji)(ji)體和個人進(jin)行(xing)一次(ci)表彰獎勵;同時將(jiang)聯合集(ji)(ji)團公司紀檢(jian)、審計等(deng)部門不定期開(kai)展監督檢(jian)查(cha)和礦(kuang)廠(級)的(de)聯評、互檢(jian)活動(dong),以(yi)確保工(gong)作(zuo)效果的(de)真實性。

第一,事后(hou)維修(xiu)(xiu)(xiu)指(zhi)(zhi)的(de)(de)(de)(de)是(shi)當(dang)煤礦(kuang)設(she)備(bei)(bei)(bei)發生故障之(zhi)后(hou),無法(fa)正常運行(xing)(xing),被迫(po)停機維修(xiu)(xiu)(xiu)的(de)(de)(de)(de)方法(fa),這一類維修(xiu)(xiu)(xiu)需(xu)要較長的(de)(de)(de)(de)時間,會面(mian)臨較大的(de)(de)(de)(de)停產(chan)損(sun)失。第二(er),預知性維修(xiu)(xiu)(xiu)指(zhi)(zhi)的(de)(de)(de)(de)是(shi)在(zai)設(she)備(bei)(bei)(bei)正常運行(xing)(xing)工(gong)作(zuo)(zuo)狀(zhuang)態下,對(dui)設(she)備(bei)(bei)(bei)是(shi)否工(gong)作(zuo)(zuo)正常加以(yi)(yi)判斷。如果發現設(she)備(bei)(bei)(bei)出現異常,可以(yi)(yi)根據判斷,尋找設(she)備(bei)(bei)(bei)的(de)(de)(de)(de)故障點,并且(qie)(qie)及時通知維修(xiu)(xiu)(xiu)人(ren)員,以(yi)(yi)滿(man)足(zu)設(she)備(bei)(bei)(bei)及時維修(xiu)(xiu)(xiu)的(de)(de)(de)(de)要求。第三,預防性維修(xiu)(xiu)(xiu)指(zhi)(zhi)的(de)(de)(de)(de)是(shi)針對(dui)事后(hou)維修(xiu)(xiu)(xiu)存在(zai)明(ming)顯的(de)(de)(de)(de)確定,然(ran)后(hou)制(zhi)定出維修(xiu)(xiu)(xiu)制(zhi)度,并以(yi)(yi)時間為周期(qi)開展維修(xiu)(xiu)(xiu)工(gong)作(zuo)(zuo),這樣(yang)的(de)(de)(de)(de)操作(zuo)(zuo)可以(yi)(yi)滿(man)足(zu)設(she)備(bei)(bei)(bei)一定程(cheng)度上(shang)的(de)(de)(de)(de)正常運行(xing)(xing),但是(shi)由于(yu)增(zeng)加維修(xiu)(xiu)(xiu)次數(shu),會出現設(she)備(bei)(bei)(bei)頻繁停機的(de)(de)(de)(de)狀(zhuang)況,增(zeng)加維修(xiu)(xiu)(xiu)費用,且(qie)(qie)降(jiang)低設(she)備(bei)(bei)(bei)的(de)(de)(de)(de)使用效率(lv)。第四,主動預防性維修(xiu)(xiu)(xiu)指(zhi)(zhi)的(de)(de)(de)(de)是(shi)通過監(jian)測系統的(de)(de)(de)(de)工(gong)況作(zuo)(zuo)為依據,主要是(shi)對(dui)材(cai)料的(de)(de)(de)(de)實際磨損(sun)度以(yi)(yi)及性能下降(jiang)的(de)(de)(de)(de)根源(yuan)性參數(shu)進行(xing)(xing)監(jian)測,屬于(yu)一種避免材(cai)料出現失效情況的(de)(de)(de)(de)措施[1]。

2.煤礦設備維修與(yu)管理面(mian)臨的困難

2.1維修中

過去,在很(hen)長(chang)一(yi)段時間內(nei),煤礦(kuang)都采取的(de)自主設備維(wei)(wei)修方式,機械(xie)制造商提(ti)出技(ji)術(shu)服務上的(de)支持。但是(shi)由(you)于(yu)制造廠商技(ji)術(shu)方面存在迷你光纖的(de)差(cha)異,就算(suan)設備用途(tu)一(yi)樣(yang),由(you)于(yu)型號標準不一(yi),也(ye)難以統一(yi)維(wei)(wei)修標準,所(suo)以在煤礦(kuang)企(qi)業(ye)內(nei)部很(hen)難形成具備較(jiao)高專業(ye)化(hua)的(de)維(wei)(wei)修隊伍(wu)。

在(zai)維修煤礦設(she)備時(shi),還存在(zai)一(yi)(yi)個(ge)現(xian)象:絕(jue)大(da)部分(fen)煤礦企業(ye)(ye)對(dui)煤礦設(she)備進行維修時(shi),都(dou)是采取(qu)定期的(de)(de)簡(jian)冊與維修,對(dui)維修計劃(hua)的(de)(de)制定通常(chang)都(dou)是根據機械設(she)備的(de)(de)磨損規律來進行的(de)(de),但(dan)是機械設(she)備每一(yi)(yi)次的(de)(de)磨損度不(bu)可能(neng)保持完(wan)全的(de)(de)一(yi)(yi)致(zhi),它是根據實際的(de)(de)負載(zai)情(qing)況、生產環境的(de)(de)改變等,出(chu)現(xian)不(bu)同的(de)(de)變化,所以(yi),將(jiang)周期性的(de)(de)維修監測計劃(hua)制定出(chu)來,往(wang)往(wang)會延誤維修的(de)(de)最佳時(shi)間,導致(zhi)過度維修或者(zhe)是維修不(bu)及時(shi)等情(qing)況出(chu)現(xian)。如果出(chu)現(xian)過度維修,會嚴(yan)重影響到煤礦的(de)(de)正常(chang)生產,直接損害煤礦企業(ye)(ye)的(de)(de)經(jing)濟利益[2]。

另外,由于(yu)維(wei)(wei)(wei)修人員(yuan)(yuan)經濟與技術的(de)限制,在煤礦設(she)備(bei)維(wei)(wei)(wei)修時,很(hen)難讓(rang)每一位(wei)維(wei)(wei)(wei)修人員(yuan)(yuan)都具備(bei)等同的(de)技術經驗(yan)與技術水(shui)平,使得煤礦設(she)備(bei)所制定的(de)檢測標準也是(shi)含糊不清,這樣很(hen)容(rong)易(yi)出現(xian)維(wei)(wei)(wei)修失誤的(de)現(xian)象。傳統模式(shi)下,需要將(jiang)設(she)備(bei)完全(quan)停止,才能進行維(wei)(wei)(wei)修,但(dan)是(shi)部分設(she)備(bei)故障只有(you)在機(ji)械正常(chang)運行過程中才能檢測出來,這樣對(dui)維(wei)(wei)(wei)修人員(yuan)(yuan)的(de)安全(quan)會產生(sheng)影響(xiang)。所以,傳統的(de)機(ji)械維(wei)(wei)(wei)修監測無法(fa)滿足動態診斷以及早期(qi)預測的(de)要求(qiu),這也是(shi)維(wei)(wei)(wei)修環節最容(rong)易(yi)出現(xian)的(de)問題之(zhi)一。

2.2管理中

第(di)一,煤礦設(she)(she)備(bei)(bei)(bei)過于(yu)(yu)陳舊,大(da)部分煤礦企(qi)業為了節約成(cheng)本開支,不愿意更(geng)換設(she)(she)備(bei)(bei)(bei),就算設(she)(she)備(bei)(bei)(bei)超出(chu)(chu)使(shi)用壽命年限,依舊繼續使(shi)用,甚至帶故障開工,而井筒設(she)(she)備(bei)(bei)(bei)出(chu)(chu)現(xian)(xian)銹蝕,也沒有定期做好防腐處理;為了追趕生產(chan)(chan)周期,讓機械設(she)(she)備(bei)(bei)(bei)超負(fu)荷運轉(zhuan),但(dan)是(shi)(shi)卻(que)無法將(jiang)定時檢(jian)測工作(zuo)(zuo)跟進,這樣也容(rong)易頻頻出(chu)(chu)現(xian)(xian)電流表爆(bao)炸或(huo)者是(shi)(shi)電壓表爆(bao)炸等事故。第(di)二,對人(ren)(ren)員(yuan)(yuan)的(de)管理出(chu)(chu)現(xian)(xian)錯位。由于(yu)(yu)部分地方煤礦技(ji)術(shu)人(ren)(ren)員(yuan)(yuan)的(de)缺(que)失,無法通過技(ji)術(shu)來指導生產(chan)(chan),使(shi)得生產(chan)(chan)中(zhong)常(chang)(chang)常(chang)(chang)出(chu)(chu)現(xian)(xian)不規范、無設(she)(she)計約束(shu)的(de)現(xian)(xian)象;再加上(shang)地質條件過于(yu)(yu)復雜(za),由于(yu)(yu)資(zi)金的(de)約束(shu),導致(zhi)設(she)(she)備(bei)(bei)(bei)數量跟不上(shang)生產(chan)(chan)要求(qiu),再加上(shang)“搬家”,增加了機械設(she)(she)備(bei)(bei)(bei)的(de)安裝、維修與檢(jian)測費用,雖然(ran)工作(zuo)(zuo)人(ren)(ren)員(yuan)(yuan)的(de)工作(zuo)(zuo)量增大(da),但(dan)是(shi)(shi)待遇卻(que)得不到等比例的(de)提升(sheng),導致(zhi)高(gao)技(ji)術(shu)水平(ping)的(de)人(ren)(ren)員(yuan)(yuan)紛紛跳槽,將(jiang)煤礦安全生產(chan)(chan)工作(zuo)(zuo)陷(xian)入(ru)被動局面。

3.煤礦設備維修與(yu)管理面臨困難的解決途徑

在解決過程(cheng)中,主(zhu)要(yao)是參(can)照了(le)TPM的(de)基(ji)本理(li)念,即現場現物管(guan)理(li)、全(quan)過程(cheng)管(guan)理(li)、全(quan)效(xiao)率管(guan)理(li)、更(geng)新理(li)念、全(quan)員(yuan)參(can)與。

3.1利(li)用(yong)TPM,強化員工整(zheng)體意識

通(tong)過針對性的(de)(de)(de)培訓與不間斷的(de)(de)(de)小組活(huo)動,TPM可以提高設(she)備操(cao)作與維修人(ren)員(yuan)(yuan)的(de)(de)(de)技(ji)術(shu)水平。為了提高煤(mei)礦企業的(de)(de)(de)整體素(su)質,TPM的(de)(de)(de)實(shi)現是通(tong)過人(ren)與設(she)備的(de)(de)(de)素(su)質改善來得以實(shi)現的(de)(de)(de)。通(tong)過全員(yuan)(yuan)意識的(de)(de)(de)改善,讓(rang)全員(yuan)(yuan)擁有敬業思想,才能讓(rang)員(yuan)(yuan)工達到崗(gang)位所需求的(de)(de)(de)技(ji)術(shu)與知識水平,即(ji)設(she)備的(de)(de)(de)自我維修與保養能力[3]。

3.2利用TPM,改善并提高設備效(xiao)率(lv)

TPM的(de)(de)核心理念是(shi)“自(zi)主維(wei)護”,認為設備操作人員天天接觸(chu)設備,對(dui)設備的(de)(de)工作特(te)性以及技術性能(neng)狀(zhuang)態了解的(de)(de)非(fei)常(chang)熟(shu)悉。所以,讓設備操作人員掌握維(wei)修與保(bao)養技術,并致力(li)于這一方面的(de)(de)培訓,必(bi)定能(neng)減少設備故(gu)障,提升設備生(sheng)產效(xiao)率(lv)。

3.3利用TPM,建(jian)立專業(ye)維護體(ti)系

建立(li)專(zhuan)業(ye)的(de)(de)維(wei)(wei)護(hu)體系,即實現設備的(de)(de)維(wei)(wei)修(xiu)、加檢修(xiu)一體化,降低(di)使用成本(ben)。TPM通過(guo)信(xin)息共享機制的(de)(de)合理(li)設計,可以(yi)讓維(wei)(wei)修(xiu)人員(yuan)(yuan)與操(cao)作人員(yuan)(yuan)相互溝通,避免盲目、過(guo)渡的(de)(de)維(wei)(wei)修(xiu)帶來損失(shi)。另外(wai),通過(guo)材料、工具(ju)以(yi)及能源等多個方面消耗的(de)(de)降低(di),減少事故(gu)發(fa)生(sheng)的(de)(de)可能性,將(jiang)環境加以(yi)改善都是TPM推行的(de)(de)標準,所以(yi),通過(guo)TPM的(de)(de)推進(jin),就能增強煤(mei)礦(kuang)企業(ye)的(de)(de)市場競(jing)爭力,降低(di)其生(sheng)產成本(ben)。

3.4利用TPM,提高設備工作可(ke)靠性及(ji)安全性

開(kai)展TPM的(de)(de)(de)自主維護活動,需要一線的(de)(de)(de)生產人(ren)員做好(hao)設(she)(she)備的(de)(de)(de)整理與清掃工作,進而(er)通(tong)(tong)過觸覺、聽覺、視覺的(de)(de)(de)信息處理,發現設(she)(she)備可能(neng)(neng)存在的(de)(de)(de)異(yi)常,及(ji)時處理,避(bi)免生產事故(gu)的(de)(de)(de)發生,這樣(yang)就能(neng)(neng)降低(di)煤礦(kuang)設(she)(she)備的(de)(de)(de)故(gu)障率(lv),幫助一線礦(kuang)工養成自覺維護的(de)(de)(de)習慣,通(tong)(tong)過設(she)(she)備性能(neng)(neng)的(de)(de)(de)提升以及(ji)素質的(de)(de)(de)改善,就能(neng)(neng)夠將人(ren)為的(de)(de)(de)不安全行為以及(ji)設(she)(she)備的(de)(de)(de)故(gu)障率(lv)降低(di),滿足設(she)(she)備對安全系數提出(chu)的(de)(de)(de)要求(qiu)。

4.煤礦采煤機維修管理中TPM的應用

4.1方案設計

4.1.1維修與管(guan)理中(zhong)TPM應用的目標

為了(le)(le)滿(man)足(zu)煤(mei)礦先(xian)進(jin)(jin)采煤(mei)技(ji)術(shu)的(de)要求,在某(mou)煤(mei)礦的(de)3#中配備了(le)(le)先(xian)進(jin)(jin)的(de)綜采設(she)備,為了(le)(le)滿(man)足(zu)綜合機(ji)械化放頂煤(mei)開采技(ji)術(shu)要求,在該采煤(mei)工(gong)程中利(li)用了(le)(le)MG160/375-W采煤(mei)機(ji)以及相關(guan)的(de)設(she)備。將TPM推行出(chu)來(lai),滿(man)足(zu)了(le)(le)戰略目(mu)標的(de)根(gen)本要求,也是實現全面生產(chan)提(ti)(ti)升的(de)必然趨勢(shi),同(tong)時也滿(man)足(zu)了(le)(le)“跟(gen)設(she)備要效益”的(de)需求。所以,在維(wei)修與(yu)管理中應用TPM的(de)核心(xin)目(mu)標在于提(ti)(ti)高設(she)備效率,改善設(she)備管理方式(shi)[4]。

4.1.2維修與管理中TPM應用體系設計(ji)

在綜合機械化的(de)開采(cai)(cai)過程中,采(cai)(cai)煤機是主要(yao)的(de)開采(cai)(cai)設備,并(bing)配置通風(feng)、運(yun)輸以及支護等輔(fu)設備,每(mei)一個設備之間都(dou)需(xu)要(yao)相互協調,保持連續一致性的(de)生(sheng)產。為了讓制(zhi)定出(chu)的(de)TPM方案滿足實際的(de)生(sheng)產要(yao)求,在開采(cai)(cai)之前,需(xu)要(yao)對(dui)綜采(cai)(cai)工作面所有的(de)設備進行(xing)一次全面調查,并(bing)且做好(hao)股東一一記錄分析。

通過將(jiang)近兩(liang)個月(yue)的記錄與分(fen)析,導致綜采(cai)(cai)(cai)工作(zuo)面停機最關鍵因素就是MG160/375-W采(cai)(cai)(cai)煤(mei)(mei)機出(chu)現故(gu)障(zhang)(zhang)。MG160/375-W采(cai)(cai)(cai)煤(mei)(mei)機由于井下條件(jian)以(yi)及自身(shen)特點(dian)的限制,很容(rong)易發生故(gu)障(zhang)(zhang),使得其可靠性偏低,在綜采(cai)(cai)(cai)工作(zuo)面的開機率僅僅只有(you)55%左右,成為影(ying)響(xiang)整個煤(mei)(mei)礦(kuang)生產的“瓶(ping)頸”,所(suo)以(yi),為了滿足設(she)備高效率要求,采(cai)(cai)(cai)煤(mei)(mei)機故(gu)障(zhang)(zhang)頻發是首先需要解(jie)決的問題之一。所(suo)以(yi),在煤(mei)(mei)礦(kuang)的TPM推(tui)行小組中決定采(cai)(cai)(cai)煤(mei)(mei)機作(zuo)為示范設(she)備以(yi)及TPM的推(tui)行關鍵,在采(cai)(cai)(cai)煤(mei)(mei)機維修與管理工作(zuo)中添加TPM,以(yi)其實際的應用情(qing)況作(zuo)為全礦(kuang)TPM推(tui)行的基礎與試驗。

4.1.3維修與管理中TPM推行的計劃

為了滿足TPM的推行(xing),需(xu)要制(zhi)定(ding)具體、切實、有效(xiao)的推行(xing)計劃,共(gong)分為三階(jie)段:

第一,以1-3個月作為期限,做好前期的準備,主要是開展(zhan)TPM知識培訓(xun),讓全員(yuan)對TPM有一個了(le)解,充分地調動全員(yuan)積極性。針對TPM的具體實(shi)施(shi)過(guo)程,通過(guo)合理化(hua)(hua)建議、現(xian)場改善(shan)實(shi)施(shi)流程、6S內容(rong)培訓(xun)等,強化(hua)(hua)全員(yuan)的意(yi)識。

第(di)二,以6個月為(wei)期限(xian),將6S活(huo)動(dong)、現場(chang)合理化的(de)(de)(de)建議與改善措施作為(wei)基礎,根據(ju)自(zi)主維修的(de)(de)(de)實施流(liu)程,開展采煤(mei)機的(de)(de)(de)自(zi)主維護活(huo)動(dong)。

第三,全面實(shi)施采(cai)煤(mei)機TPM活(huo)(huo)動(dong)。以前兩個階段作為(wei)基(ji)礎,開展采(cai)煤(mei)機故障管理與檢測(ce)活(huo)(huo)動(dong),并以此為(wei)基(ji)礎,制(zhi)定出更(geng)符合生產需要、更(geng)科(ke)學、更(geng)合理的(de)維修策略。再(zai)配合實(shi)時的(de)跟蹤(zong),發現問題,做好相(xiang)應的(de)改(gai)進。再(zai)以制(zhi)度化(hua)和活(huo)(huo)動(dong)規范(fan)作為(wei)要求,建立出一體(ti)(ti)化(hua)的(de)維修與管理體(ti)(ti)系。

4.2實施采(cai)煤機TPM自主維護活動

4.2.1分析采(cai)煤機(ji)故障(zhang),制定相(xiang)應對策

分析(xi)并記錄煤(mei)(mei)礦采(cai)煤(mei)(mei)機(ji)的故障,通過魚骨(gu)分析(xi)法對其進(jin)行分析(xi),具體如下圖1所示。

首先,從設備本身而言(yan),由于電器、機(ji)械(xie)以(yi)及(ji)液壓等(deng)方面的原因,導(dao)致不牽引(yin)、漏(lou)油以(yi)及(ji)斷齒等(deng)現(xian)象(xiang)頻繁,迫使采(cai)煤機(ji)必(bi)須(xu)停機(ji)維(wei)修。其(qi)次,人(ren)員與干禮(li)上(shang)的原因。在分(fen)析(xi)采(cai)煤機(ji)故障后,可以(yi)清晰地了解到,降(jiang)低采(cai)煤機(ji)故障必(bi)須(xu)從三(san)個方面入手:第(di)一,改善現(xian)行的管(guan)理(li)(li)制度(du),制定維(wei)修制度(du)。第(di)二,做(zuo)好操作(zuo)人(ren)員以(yi)及(ji)維(wei)修人(ren)員的培訓工作(zuo)。第(di)三(san),提升維(wei)修與管(guan)理(li)(li)水平,滿(man)足才(cai)媒體正常工作(zuo)需要。

因此,作為采(cai)煤(mei)機(ji)(ji)操作人員,首(shou)先需要完善自我維(wei)(wei)護意識;其次,通過維(wei)(wei)修(xiu)管理(li)(li)來(lai)提高(gao)其維(wei)(wei)修(xiu)的效(xiao)率(lv)與維(wei)(wei)修(xiu)質量水平;再次,制定合理(li)(li)的維(wei)(wei)修(xiu)策略(lve)與維(wei)(wei)修(xiu)計(ji)劃,以(yi)預防為主,提高(gao)采(cai)煤(mei)機(ji)(ji)的開機(ji)(ji)率(lv),降低其事故(gu)發生率(lv)[5]。

4.2.2采煤(mei)現(xian)場(chang)改善(shan)活動(dong)

由于該(gai)采煤機屬于滾筒式(shi)采煤機,所(suo)以,故障是對(dui)其綜采產生影響的(de)關鍵因素。通過采煤機的(de)現(xian)場改善,即(ji)清掃困難、短(duan)板問題(ti)(ti)點(dian)、安全(quan)問題(ti)(ti)點(dian)等問題(ti)(ti),就能(neng)取得明(ming)顯的(de)效果(guo),具(ju)體的(de)改善實施(shi)如(ru)下表2所(suo)示。

通過現場實際(ji)問題的(de)(de)處理(li),降(jiang)低了采煤機的(de)(de)小(xiao)故(gu)障(zhang)頻率(lv),減少故(gu)障(zhang)等待時間,提高了開(kai)機率(lv),延(yan)長有效(xiao)生產(chan)(chan)時間,為煤礦企業贏得了高產(chan)(chan)高效(xiao)的(de)(de)機會(hui)。

5.結語

時代在(zai)(zai)進步(bu),社會在(zai)(zai)發(fa)展,人們(men)對于煤(mei)礦(kuang)設備的維修(xiu)與管理水平的重視度也(ye)在(zai)(zai)迅速提高(gao)。面對當前形(xing)勢(shi),只有對煤(mei)礦(kuang)設備的維修(xiu)與管理技術(shu)加以(yi)強度,才能改善(shan)現狀,確(que)保煤(mei)礦(kuang)生產得以(yi)順(shun)利進行,為煤(mei)礦(kuang)企業帶來直接的經濟效益,推動煤(mei)礦(kuang)企業可持續發(fa)展。

2、有效做(zuo)好(hao)了局(ju)部規(gui)劃調整(zheng)。對袁莊扶貧開發區、平陌白龍廟(miao)景區等(deng)用(yong)地問題積(ji)極開展規(gui)劃調整(zheng),主動制定規(gui)劃調整(zheng)方案(an),并報經省政府批復,共調整(zheng)規(gui)劃41.2公(gong)頃(qing),有效緩解了項目建設(she)用(yong)地的壓(ya)力。

3、積極響應市(shi)委(wei)、市(shi)政府的(de)重(zhong)大決(jue)策(ce),重(zhong)點支持了園區建設(she)。對鄭州(zhou)市(shi)下(xia)達的(de)2100公頃新增(zeng)建設(she)用地(di)指(zhi)標,優先安排**市(shi)產業(ye)聚集區、光伏產業(ye)園區、銀基(ji)服裝園區、云巖宮園區的(de)用地(di)需求(qiu),待鄉鎮(zhen)土(tu)地(di)利用規劃批復后,即可發揮(hui)土(tu)地(di)的(de)社會(hui)效益和經濟(ji)效益。

煤礦(kuang)井下生產(chan)是在特殊的(de)(de)環境(jing)條件下進(jin)行的(de)(de)一項(xiang)艱苦(ku)復雜的(de)(de)勞動,而且(qie)受頂板、水、火、瓦斯、煤塵等自然(ran)災害(hai)的(de)(de)威(wei)脅。安(an)全技術培訓是提高煤礦(kuang)職工(gong)安(an)全技術素質(zhi)的(de)(de)一個重要途徑,通過(guo)嚴格的(de)(de)培訓,強化職工(gong)的(de)(de)安(an)全意識;提高安(an)全生產(chan)技能,才能為煤礦(kuang)的(de)(de)安(an)全生產(chan)打(da)下堅實(shi)基礎(chu)。

1.2 堅持“以(yi)人為本” 維護職(zhi)工的合(he)法(fa)權益(yi)

安全技術培訓(xun)的(de)最終目的(de),是要(yao)(yao)(yao)堅持實(shi)際、實(shi)用、實(shi)效的(de)原則,看教師講到(dao)的(de)知(zhi)識是不(bu)是學員(yuan)需(xu)要(yao)(yao)(yao)的(de),要(yao)(yao)(yao)求學員(yuan)應掌握的(de)知(zhi)識掌握程度如何?這個信息就需(xu)要(yao)(yao)(yao)加強(qiang)職工培訓(xun)調(diao)查(cha)(cha),一(yi)是調(diao)查(cha)(cha)培訓(xun)需(xu)求,明確需(xu)要(yao)(yao)(yao)培訓(xun)的(de)內容、人員(yuan)等(deng)情況(kuang)。
