黨的十七大報告指出,要從制度上更好發揮市場在資源配置中的基礎性作用,形成有利于科學發展的宏觀調控體系。這就要求我們進一步加強和改善宏觀調控,合理配置宏觀調控部門職能,提高宏觀調控水平。
一(yi)、進一(yi)步加強(qiang)和改(gai)善宏觀(guan)調(diao)(diao)控(kong)(kong),形成有利(li)于(yu)科(ke)學發(fa)展的(de)宏觀(guan)調(diao)(diao)控(kong)(kong)體(ti)系
當前(qian)(qian),隨著我(wo)國改革的(de)不(bu)(bu)斷深入和對(dui)外開放程度(du)的(de)不(bu)(bu)斷擴大,國際經濟(ji)波動對(dui)國內經濟(ji)的(de)影響程度(du)加大,不(bu)(bu)確(que)定因(yin)素增多(duo),使(shi)經濟(ji)社(she)會保(bao)持(chi)又好又快發(fa)展、實現經濟(ji)增長(chang)與社(she)會發(fa)展目標面臨許(xu)多(duo)新情況新問題(ti),這對(dui)政府宏觀調(diao)控的(de)科學性(xing)(xing)、及時性(xing)(xing)、有效(xiao)性(xing)(xing)、前(qian)(qian)瞻性(xing)(xing)提(ti)出(chu)了更高的(de)要求。
加強和改善宏(hong)(hong)觀(guan)調控,必須以(yi)科學發(fa)展觀(guan)統領宏(hong)(hong)觀(guan)調控和經(jing)(jing)濟社會發(fa)展全(quan)局(ju)。要緊(jin)緊(jin)圍繞保持經(jing)(jing)濟又好又快發(fa)展、物價(jia)穩定、國(guo)際收支平衡和促進(jin)充分就業(ye),加強國(guo)民(min)經(jing)(jing)濟和社會發(fa)展規劃的(de)(de)研(yan)究制(zhi)定和組織(zhi)實施,進(jin)一(yi)步健(jian)全(quan)各種調控手段相互配(pei)合(he)的(de)(de)宏(hong)(hong)觀(guan)調控體系,科學規劃并合(he)理調整(zheng)產業(ye)布局(ju),統籌(chou)城鄉、區域經(jing)(jing)濟協調發(fa)展。
加強(qiang)和(he)改善宏(hong)觀調(diao)控(kong),必(bi)須始(shi)終抓住轉(zhuan)變政(zheng)府(fu)(fu)職能(neng)這(zhe)個(ge)關鍵(jian)。政(zheng)府(fu)(fu)轉(zhuan)變職能(neng)的(de)(de)關鍵(jian),就(jiu)(jiu)是(shi)要清晰劃分(fen)政(zheng)府(fu)(fu)與市(shi)場(chang)的(de)(de)作用邊界,堅持(chi)政(zheng)企分(fen)開、政(zheng)資(zi)分(fen)開、政(zheng)事(shi)分(fen)開、政(zheng)府(fu)(fu)與社會中(zhong)介組織分(fen)開,充分(fen)發揮市(shi)場(chang)配(pei)置資(zi)源(yuan)的(de)(de)基礎性(xing)作用。凡是(shi)公民、法(fa)(fa)人(ren)和(he)其他組織能(neng)夠(gou)自主解(jie)決(jue)的(de)(de)事(shi)項,凡是(shi)市(shi)場(chang)機(ji)制(zhi)能(neng)夠(gou)自行(xing)調(diao)節的(de)(de)事(shi)項,凡是(shi)行(xing)業(ye)組織通過自律(lv)能(neng)夠(gou)解(jie)決(jue)的(de)(de)事(shi)項,除法(fa)(fa)律(lv)有(you)規(gui)定的(de)(de)外,行(xing)政(zheng)機(ji)關不(bu)應干預(yu)。也就(jiu)(jiu)是(shi)說,凡屬于(yu)(yu)社會公共領(ling)域的(de)(de)事(shi)務,市(shi)場(chang)不(bu)能(neng)解(jie)決(jue)或不(bu)能(neng)有(you)效解(jie)決(jue)的(de)(de),政(zheng)府(fu)(fu)就(jiu)(jiu)必(bi)須到位,沒有(you)到位的(de)(de)應該逐(zhu)步到位;凡屬于(yu)(yu)可以通過市(shi)場(chang)機(ji)制(zhi)解(jie)決(jue)的(de)(de)領(ling)域,政(zheng)府(fu)(fu)就(jiu)(jiu)不(bu)要介入,已經介入的(de)(de)要逐(zhu)步退出,特別是(shi)要逐(zhu)步從一般競(jing)爭性(xing)和(he)經營性(xing)領(ling)域中(zhong)退出,盡(jin)量減少(shao)微觀干預(yu)。
加強和改(gai)善宏(hong)觀(guan)調控,必(bi)須(xu)改(gai)進政(zheng)府宏(hong)觀(guan)調控方式,著力為市(shi)(shi)場(chang)(chang)(chang)主(zhu)體服務(wu)和創造良好發(fa)展環境。要完(wan)善社會主(zhu)義市(shi)(shi)場(chang)(chang)(chang)經濟體制,建立比較完(wan)善的(de)(de)(de)資本市(shi)(shi)場(chang)(chang)(chang),以(yi)及土地、技術和勞動力等其他要素市(shi)(shi)場(chang)(chang)(chang),由市(shi)(shi)場(chang)(chang)(chang)機制形成(cheng)市(shi)(shi)場(chang)(chang)(chang)要素價格,減少政(zheng)府對市(shi)(shi)場(chang)(chang)(chang)資源與(yu)市(shi)(shi)場(chang)(chang)(chang)要素價格的(de)(de)(de)直接干(gan)預,提(ti)高宏(hong)觀(guan)調控政(zheng)策的(de)(de)(de)有(you)效性;政(zheng)府要向(xiang)市(shi)(shi)場(chang)(chang)(chang)與(yu)企業下放政(zheng)府經濟管理職能,主(zhu)要由市(shi)(shi)場(chang)(chang)(chang)自主(zhu)配置資源,由企業自主(zhu)經營,為市(shi)(shi)場(chang)(chang)(chang)主(zhu)體服務(wu)和創造良好的(de)(de)(de)經濟發(fa)展環境。
加強(qiang)和改善宏(hong)(hong)(hong)(hong)觀(guan)調(diao)(diao)控(kong),必須進一步健全宏(hong)(hong)(hong)(hong)觀(guan)調(diao)(diao)控(kong)體系。要(yao)發揮國(guo)家(jia)發展(zhan)規(gui)(gui)劃、計劃、產業政(zheng)(zheng)策(ce)(ce)在宏(hong)(hong)(hong)(hong)觀(guan)調(diao)(diao)控(kong)中的(de)導向作用(yong),充分發揮財(cai)政(zheng)(zheng)政(zheng)(zheng)策(ce)(ce)、貨(huo)幣政(zheng)(zheng)策(ce)(ce)的(de)調(diao)(diao)控(kong)作用(yong),綜合運(yun)用(yong)法律手(shou)段和經濟(ji)手(shou)段,加強(qiang)科學規(gui)(gui)劃、政(zheng)(zheng)策(ce)(ce)指導和信息,并通過技術、環(huan)境、能耗標準及科技創(chuang)新等手(shou)段規(gui)(gui)范市(shi)場(chang)準入(ru),提高宏(hong)(hong)(hong)(hong)觀(guan)調(diao)(diao)控(kong)水平;形成國(guo)家(jia)發展(zhan)戰略、經濟(ji)運(yun)行調(diao)(diao)節、財(cai)政(zheng)(zheng)稅收(shou)政(zheng)(zheng)策(ce)(ce)、貨(huo)幣金融政(zheng)(zheng)策(ce)(ce)、產業發展(zhan)政(zheng)(zheng)策(ce)(ce)互相(xiang)聯動的(de)宏(hong)(hong)(hong)(hong)觀(guan)調(diao)(diao)控(kong)機制。要(yao)加強(qiang)對(dui)(dui)宏(hong)(hong)(hong)(hong)觀(guan)經濟(ji)運(yun)行的(de)監(jian)測和預警,增強(qiang)宏(hong)(hong)(hong)(hong)觀(guan)調(diao)(diao)控(kong)的(de)科學性(xing)、預見性(xing)、針(zhen)對(dui)(dui)性(xing)、綜合性(xing)和有效(xiao)性(xing)。加強(qiang)經濟(ji)信息,通過信息服務引導企業減少(shao)盲目投(tou)資等行為。
總之,加強和改(gai)善宏(hong)觀(guan)調(diao)(diao)控,要(yao)(yao)堅持(chi)在(zai)政府調(diao)(diao)控下在(zai)更大程度發揮(hui)市(shi)場在(zai)資源配置中的(de)基礎性作(zuo)用;要(yao)(yao)從(cong)宏(hong)觀(guan)微(wei)觀(guan)都(dou)管、大事(shi)(shi)小事(shi)(shi)都(dou)抓轉(zhuan)到(dao)(dao)主要(yao)(yao)抓宏(hong)觀(guan)、抓大事(shi)(shi),著力為經(jing)(jing)濟(ji)發展創造良好(hao)的(de)環境;從(cong)片面追求(qiu)經(jing)(jing)濟(ji)增長(chang)(chang)轉(zhuan)到(dao)(dao)更加注(zhu)重(zhong)可持(chi)續發展和社會公平,促進(jin)經(jing)(jing)濟(ji)增長(chang)(chang)方式(shi)轉(zhuan)變;從(cong)習慣運用行政手(shou)(shou)段轉(zhuan)到(dao)(dao)以經(jing)(jing)濟(ji)手(shou)(shou)段和法律手(shou)(shou)段為主、多種手(shou)(shou)段相互配合的(de)方式(shi)調(diao)(diao)節經(jing)(jing)濟(ji)運行。
二(er)、加(jia)強(qiang)和改善宏觀調(diao)控必須轉變和合理(li)配置宏觀調(diao)控部(bu)門職能
目前(qian),我(wo)國政府部(bu)門(men)(men)(men)(men)特別是宏(hong)(hong)觀(guan)調控部(bu)門(men)(men)(men)(men)仍然(ran)管了(le)許多(duo)不(bu)(bu)該管、管不(bu)(bu)了(le)也管不(bu)(bu)好的事(shi),政府職能(neng)存在“越(yue)位”的現(xian)象。有的宏(hong)(hong)觀(guan)調控部(bu)門(men)(men)(men)(men)的宏(hong)(hong)觀(guan)管理職能(neng)和(he)微(wei)觀(guan)管理職能(neng)都很重,既管宏(hong)(hong)觀(guan)、又管微(wei)觀(guan)。為加(jia)強和(he)改善宏(hong)(hong)觀(guan)調控,首(shou)先必(bi)須轉變(bian)宏(hong)(hong)觀(guan)調控部(bu)門(men)(men)(men)(men)職能(neng),合(he)理配置宏(hong)(hong)觀(guan)調控部(bu)門(men)(men)(men)(men)職能(neng)。當(dang)前(qian)要(yao)重點做好如下(xia)工作:
第一(yi)(yi),充分發揮市場(chang)在(zai)資源配置中的(de)基(ji)礎性作(zuo)用(yong),進(jin)一(yi)(yi)步(bu)把政府不該管的(de)事交給企業(ye)、市場(chang)、事業(ye)單位和社會中介(jie)組織。要進(jin)一(yi)(yi)步(bu)轉變宏觀調控部門(men)的(de)職能,把一(yi)(yi)些(xie)應由地方(fang)政府、企業(ye)決策(ce)、可更充分發揮市場(chang)在(zai)配置資源方(fang)面基(ji)礎作(zuo)用(yong)的(de)事“放(fang)”出(chu)去(qu)。宏觀調控部門(men)要大幅收縮其(qi)對經(jing)濟(ji)(ji)的(de)直接干預(yu)范(fan)圍,進(jin)一(yi)(yi)步(bu)向地方(fang)下放(fang)經(jing)濟(ji)(ji)管理權限,集中力量(liang)履行好宏觀調控職能。
第二,更(geng)加(jia)突出宏(hong)(hong)觀(guan)(guan)(guan)調控(kong)部門的(de)(de)宏(hong)(hong)觀(guan)(guan)(guan)戰略管(guan)(guan)(guan)(guan)理(li)(li)與規(gui)劃職能。加(jia)強和改善宏(hong)(hong)觀(guan)(guan)(guan)調控(kong),要求宏(hong)(hong)觀(guan)(guan)(guan)調控(kong)部門強化制訂發展戰略、抓大(da)事的(de)(de)職責,減少對具體(ti)(ti)事項(xiang)的(de)(de)管(guan)(guan)(guan)(guan)理(li)(li)、確保其集中精力(li)抓宏(hong)(hong)觀(guan)(guan)(guan),提(ti)高調控(kong)水平(ping),增強宏(hong)(hong)觀(guan)(guan)(guan)調控(kong)的(de)(de)科學性、預見(jian)性、有(you)效性,促進國民(min)經濟又(you)好(hao)又(you)快發展。發展改革、財政(zheng)(zheng)、中央銀(yin)行等(deng)宏(hong)(hong)觀(guan)(guan)(guan)調控(kong)部門要重點搞好(hao)宏(hong)(hong)觀(guan)(guan)(guan)規(gui)劃、政(zheng)(zheng)策(ce)制定及監(jian)督(du)管(guan)(guan)(guan)(guan)理(li)(li),切(qie)實(shi)減少微(wei)觀(guan)(guan)(guan)管(guan)(guan)(guan)(guan)理(li)(li)和具體(ti)(ti)的(de)(de)審(shen)批事項(xiang),實(shi)現從“項(xiang)目管(guan)(guan)(guan)(guan)理(li)(li)”向“規(gui)劃管(guan)(guan)(guan)(guan)理(li)(li)”、從直接(jie)(jie)管(guan)(guan)(guan)(guan)理(li)(li)向間接(jie)(jie)管(guan)(guan)(guan)(guan)理(li)(li)的(de)(de)轉變(bian),切(qie)實(shi)把精力(li)轉到(dao)國家宏(hong)(hong)觀(guan)(guan)(guan)經濟管(guan)(guan)(guan)(guan)理(li)(li)大(da)政(zheng)(zheng)方針的(de)(de)制定上(shang)來。
第三,發(fa)展(zhan)(zhan)改(gai)(gai)革部門(men)(men)要(yao)(yao)實(shi)(shi)(shi)現工(gong)作重點(dian)的重大轉(zhuan)變。發(fa)展(zhan)(zhan)改(gai)(gai)革部門(men)(men),要(yao)(yao)突出(chu)其發(fa)展(zhan)(zhan)戰(zhan)略與規(gui)劃、發(fa)展(zhan)(zhan)政(zheng)策、對(dui)外開放框架、經濟體制(zhi)改(gai)(gai)革、生(sheng)產力布局與總量(liang)平(ping)衡、經濟安全、區域經濟協(xie)調及可(ke)持(chi)續發(fa)展(zhan)(zhan)等職責,特別是(shi)關(guan)(guan)系(xi)到國(guo)計民生(sheng)的資(zi)源、能(neng)源、戰(zhan)略物資(zi)儲備和(he)(he)在特殊情況下的重大事項(xiang)應急處理的調控和(he)(he)管理等等。發(fa)展(zhan)(zhan)改(gai)(gai)革部門(men)(men)要(yao)(yao)切實(shi)(shi)(shi)把工(gong)作重心(xin)轉(zhuan)移(yi)到編制(zhi)中長期(qi)規(gui)劃、提(ti)出(chu)思路(lu)、制(zhi)定政(zheng)策上(shang)來(lai),要(yao)(yao)用(yong)規(gui)劃規(gui)范發(fa)展(zhan)(zhan)行為,用(yong)規(gui)劃引(yin)導各項(xiang)工(gong)作,推(tui)動經濟社(she)會有序向前發(fa)展(zhan)(zhan);要(yao)(yao)切實(shi)(shi)(shi)把工(gong)作重點(dian)轉(zhuan)移(yi)到事關(guan)(guan)經濟社(she)會發(fa)展(zhan)(zhan)大局和(he)(he)提(ti)高(gao)人(ren)民群眾(zhong)(zhong)生(sheng)活水(shui)(shui)平(ping)的重大項(xiang)目建設上(shang)來(lai),同時加(jia)大教育(yu)、衛生(sheng)、就業、社(she)會保障、水(shui)(shui)利、交通等公共服務領域等薄弱環節的規(gui)劃和(he)(he)設計,夯實(shi)(shi)(shi)可(ke)持(chi)續發(fa)展(zhan)(zhan)的基礎,切實(shi)(shi)(shi)解決好人(ren)民群眾(zhong)(zhong)最關(guan)(guan)心(xin)的熱點(dian)、難(nan)點(dian)問題(ti)。
第四(si),深(shen)化(hua)(hua)(hua)行(xing)(xing)(xing)政(zheng)(zheng)審批(pi)制度改(gai)革和投(tou)(tou)資(zi)(zi)(zi)體(ti)制改(gai)革,使宏觀(guan)(guan)調(diao)控(kong)部門(men)(men)(men)盡快從一些不(bu)該管(guan)、管(guan)不(bu)了(le)也管(guan)不(bu)好的(de)(de)(de)具體(ti)事(shi)務(wu)(wu)中解脫出來。要減(jian)少(shao)和規范行(xing)(xing)(xing)政(zheng)(zheng)審批(pi),減(jian)少(shao)政(zheng)(zheng)府(fu)(fu)對(dui)(dui)(dui)微觀(guan)(guan)經濟運(yun)行(xing)(xing)(xing)的(de)(de)(de)干預,進(jin)一步(bu)發揮市場(chang)(chang)(chang)在資(zi)(zi)(zi)源配置中的(de)(de)(de)基(ji)礎(chu)性作用。宏觀(guan)(guan)調(diao)控(kong)部門(men)(men)(men)要簡化(hua)(hua)(hua)管(guan)理,減(jian)少(shao)行(xing)(xing)(xing)政(zheng)(zheng)審批(pi),對(dui)(dui)(dui)于應(ying)(ying)該由市場(chang)(chang)(chang)配置的(de)(de)(de)行(xing)(xing)(xing)為(wei),主要是搞(gao)好協調(diao)服務(wu)(wu)。要深(shen)化(hua)(hua)(hua)投(tou)(tou)資(zi)(zi)(zi)體(ti)制改(gai)革,要進(jin)一步(bu)減(jian)少(shao)投(tou)(tou)資(zi)(zi)(zi)審批(pi)權,落實企(qi)業(ye)投(tou)(tou)資(zi)(zi)(zi)自主權,逐步(bu)縮(suo)小政(zheng)(zheng)府(fu)(fu)對(dui)(dui)(dui)投(tou)(tou)資(zi)(zi)(zi)項目的(de)(de)(de)核準(zhun)(zhun)范圍,重(zhong)點實施好投(tou)(tou)資(zi)(zi)(zi)項目的(de)(de)(de)“備(bei)案(an)制”管(guan)理,讓企(qi)業(ye)能夠做到自主決策(ce)。合理界定政(zheng)(zheng)府(fu)(fu)投(tou)(tou)資(zi)(zi)(zi)范圍,規范政(zheng)(zheng)府(fu)(fu)投(tou)(tou)資(zi)(zi)(zi)行(xing)(xing)(xing)為(wei),建(jian)立政(zheng)(zheng)府(fu)(fu)投(tou)(tou)資(zi)(zi)(zi)決策(ce)責任追究制度。政(zheng)(zheng)府(fu)(fu)應(ying)(ying)通過提(ti)供投(tou)(tou)資(zi)(zi)(zi)信息服務(wu)(wu),禁(jin)止社(she)會資(zi)(zi)(zi)本進(jin)入領域的(de)(de)(de)目錄,設(she)立水(shui)平越來越高的(de)(de)(de)技術、質(zhi)量、環保、安(an)全、衛(wei)生等標準(zhun)(zhun)和市場(chang)(chang)(chang)準(zhun)(zhun)入門(men)(men)(men)檻,促進(jin)結構優化(hua)(hua)(hua)和產業(ye)升級。
第五,要正確處理(li)(li)宏(hong)(hong)觀(guan)調控部(bu)(bu)(bu)門(men)與(yu)行(xing)業(ye)主管(guan)部(bu)(bu)(bu)門(men)或(huo)(huo)產業(ye)管(guan)理(li)(li)部(bu)(bu)(bu)門(men)之(zhi)間關(guan)系。宏(hong)(hong)觀(guan)調控部(bu)(bu)(bu)門(men)與(yu)產業(ye)或(huo)(huo)行(xing)業(ye)管(guan)理(li)(li)部(bu)(bu)(bu)門(men),應(ying)當各負(fu)其責(ze)、相互協作。宏(hong)(hong)觀(guan)調控部(bu)(bu)(bu)門(men)主要是統籌研究制定(ding)國家(jia)戰略、規劃、政(zheng)策,協調國民經濟和社會(hui)發展中的重大問(wen)題,加強宏(hong)(hong)觀(guan)調控工作、政(zheng)策法規的監督(du)落實(shi)和評估等工作,對各個產業(ye)或(huo)(huo)行(xing)業(ye)存在的共性問(wen)題進行(xing)統籌協調。屬(shu)于(yu)行(xing)業(ye)或(huo)(huo)產業(ye)管(guan)理(li)(li)的具體職能應(ying)由行(xing)業(ye)主管(guan)部(bu)(bu)(bu)門(men)承(cheng)擔。
第(di)六,加強宏(hong)(hong)(hong)觀(guan)(guan)(guan)調(diao)(diao)(diao)控(kong)部門之間的(de)(de)協調(diao)(diao)(diao)配(pei)合(he)。發(fa)展改(gai)革、財(cai)(cai)政(zheng)(zheng)(zheng)(zheng)、中央(yang)(yang)銀行等宏(hong)(hong)(hong)觀(guan)(guan)(guan)調(diao)(diao)(diao)控(kong)部門要(yao)加強協調(diao)(diao)(diao)配(pei)合(he)。由于經(jing)濟(ji)(ji)運行機制(zhi)的(de)(de)復(fu)雜(za)性,實(shi)現某一或某些特定(ding)調(diao)(diao)(diao)控(kong)目標,需要(yao)多(duo)(duo)種宏(hong)(hong)(hong)觀(guan)(guan)(guan)調(diao)(diao)(diao)控(kong)政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)(ce)的(de)(de)協調(diao)(diao)(diao)配(pei)合(he)。對涉(she)及整(zheng)體改(gai)革、發(fa)展、宏(hong)(hong)(hong)觀(guan)(guan)(guan)調(diao)(diao)(diao)控(kong)等方(fang)面(mian)的(de)(de)目標、規劃、政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)(ce),應力求統一協調(diao)(diao)(diao),避免政(zheng)(zheng)(zheng)(zheng)出(chu)(chu)多(duo)(duo)門、各(ge)自為政(zheng)(zheng)(zheng)(zheng)。發(fa)改(gai)委負責宏(hong)(hong)(hong)觀(guan)(guan)(guan)經(jing)濟(ji)(ji)形勢分析和(he)(he)預(yu)測,提(ti)(ti)出(chu)(chu)國(guo)民經(jing)濟(ji)(ji)和(he)(he)社(she)會發(fa)展目標、任(ren)務,提(ti)(ti)出(chu)(chu)宏(hong)(hong)(hong)觀(guan)(guan)(guan)調(diao)(diao)(diao)控(kong)政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)(ce)的(de)(de)建議,制(zhi)訂需要(yao)配(pei)套實(shi)施的(de)(de)經(jing)濟(ji)(ji)政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)(ce);財(cai)(cai)政(zheng)(zheng)(zheng)(zheng)部門、中央(yang)(yang)銀行分別根據宏(hong)(hong)(hong)觀(guan)(guan)(guan)調(diao)(diao)(diao)控(kong)的(de)(de)政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)(ce)取向,提(ti)(ti)出(chu)(chu)財(cai)(cai)政(zheng)(zheng)(zheng)(zheng)政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)(ce)和(he)(he)貨(huo)幣(bi)(bi)政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)(ce)措施。財(cai)(cai)政(zheng)(zheng)(zheng)(zheng)政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)(ce)要(yao)在(zai)(zai)促進(jin)經(jing)濟(ji)(ji)增長(chang)、優(you)化經(jing)濟(ji)(ji)結構和(he)(he)調(diao)(diao)(diao)節收入分配(pei)方(fang)面(mian)發(fa)揮(hui)重要(yao)功能(neng),貨(huo)幣(bi)(bi)政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)(ce)要(yao)在(zai)(zai)保持幣(bi)(bi)值穩(wen)定(ding)和(he)(he)經(jing)濟(ji)(ji)問(wen)題平衡方(fang)面(mian)發(fa)揮(hui)作用(yong)。提(ti)(ti)高宏(hong)(hong)(hong)觀(guan)(guan)(guan)統計信息(xi)收集能(neng)力和(he)(he)信息(xi)服(fu)務水平、加快推進(jin)電子政(zheng)(zheng)(zheng)(zheng)務和(he)(he)宏(hong)(hong)(hong)觀(guan)(guan)(guan)經(jing)濟(ji)(ji)數(shu)據庫建設,實(shi)現宏(hong)(hong)(hong)觀(guan)(guan)(guan)調(diao)(diao)(diao)控(kong)部門的(de)(de)互(hu)聯互(hu)通和(he)(he)信息(xi)共享。
