全市派駐機構監督工作匯報

紀檢(jian)(jian)監(jian)(jian)(jian)察(cha)機關對(dui)紀檢(jian)(jian)監(jian)(jian)(jian)察(cha)派駐(zhu)(zhu)(zhu)機構實行(xing)統一管理,這(zhe)是改革和完善黨(dang)(dang)的(de)紀律(lv)檢(jian)(jian)查體制(zhi)(zhi)(zhi)、加強黨(dang)(dang)內監(jian)(jian)(jian)督的(de)一項(xiang)重(zhong)大舉措。但是,由于(yu)實行(xing)統一管理的(de)時間還不(bu)長、經驗(yan)還不(bu)多(duo),因此相關制(zhi)(zhi)(zhi)度(du)建(jian)設還處在(zai)起步(bu)階段,缺(que)少長遠規劃(hua),有的(de)制(zhi)(zhi)(zhi)度(du)還未制(zhi)(zhi)(zhi)定出臺,已有的(de)制(zhi)(zhi)(zhi)度(du)在(zai)執行(xing)過程中也出現一些問(wen)題,需(xu)要不(bu)斷完善。這(zhe)些都(dou)在(zai)一定程度(du)上制(zhi)(zhi)(zhi)約了(le)派駐(zhu)(zhu)(zhu)監(jian)(jian)(jian)督工(gong)(gong)作的(de)開(kai)展。本文想(xiang)結合近幾(ji)年(nian)來的(de)派駐(zhu)(zhu)(zhu)監(jian)(jian)(jian)督工(gong)(gong)作實踐就(jiu)構建(jian)派駐(zhu)(zhu)(zhu)機構監(jian)(jian)(jian)督工(gong)(gong)作制(zhi)(zhi)(zhi)度(du)體系作一初步(bu)探索。

 一、目前(qian)派駐機構監督工作制度體(ti)系建設中(zhong)存在(zai)的薄弱(ruo)環節

2012年(nian)開始,派(pai)(pai)(pai)駐(zhu)(zhu)(zhu)機(ji)(ji)構由(you)市紀委(wei)監(jian)(jian)(jian)(jian)察(cha)局(ju)(ju)直接(jie)領導(dao),使得(de)(de)派(pai)(pai)(pai)駐(zhu)(zhu)(zhu)機(ji)(ji)構保(bao)持(chi)了相對的(de)(de)(de)獨立性,權威性也得(de)(de)以(yi)增強。一方面,派(pai)(pai)(pai)駐(zhu)(zhu)(zhu)機(ji)(ji)構干部的(de)(de)(de)考察(cha)考核、提拔(ba)任(ren)用(yong)由(you)市紀委(wei)、監(jian)(jian)(jian)(jian)察(cha)局(ju)(ju)直接(jie)負(fu)責(ze),有利于(yu)他們放手大(da)(da)膽開展監(jian)(jian)(jian)(jian)督(du)工(gong)作(zuo);另一方面,派(pai)(pai)(pai)駐(zhu)(zhu)(zhu)機(ji)(ji)構的(de)(de)(de)業(ye)務工(gong)作(zuo)由(you)市紀委(wei)、監(jian)(jian)(jian)(jian)察(cha)局(ju)(ju)直接(jie)領導(dao),重要情況和(he)(he)問(wen)題直接(jie)向市紀委(wei)、監(jian)(jian)(jian)(jian)察(cha)局(ju)(ju)請示(shi)、報告。派(pai)(pai)(pai)駐(zhu)(zhu)(zhu)機(ji)(ji)構可以(yi)直接(jie)決定是(shi)(shi)否立案(an)調(diao)查駐(zhu)(zhu)(zhu)在部門有關干部的(de)(de)(de)問(wen)題,這(zhe)有利于(yu)派(pai)(pai)(pai)駐(zhu)(zhu)(zhu)機(ji)(ji)構充分(fen)發揮職能作(zuo)用(yong),加(jia)大(da)(da)查辦(ban)案(an)件的(de)(de)(de)工(gong)作(zuo)力度。近幾(ji)年(nian)來,各派(pai)(pai)(pai)駐(zhu)(zhu)(zhu)機(ji)(ji)構牢固樹立“加(jia)強監(jian)(jian)(jian)(jian)督(du)是(shi)(shi)本職,疏于(yu)監(jian)(jian)(jian)(jian)督(du)是(shi)(shi)失(shi)職,不(bu)善于(yu)監(jian)(jian)(jian)(jian)督(du)是(shi)(shi)不(bu)稱職”的(de)(de)(de)觀念,把監(jian)(jian)(jian)(jian)督(du)作(zuo)為派(pai)(pai)(pai)駐(zhu)(zhu)(zhu)機(ji)(ji)構第一位(wei)的(de)(de)(de)職責(ze),切實加(jia)強對權力運行(xing)的(de)(de)(de)制約(yue)和(he)(he)監(jian)(jian)(jian)(jian)督(du),派(pai)(pai)(pai)駐(zhu)(zhu)(zhu)機(ji)(ji)構監(jian)(jian)(jian)(jian)督(du)工(gong)作(zuo)不(bu)斷取得(de)(de)新(xin)的(de)(de)(de)明顯成效(xiao)。但(dan)同(tong)時,派(pai)(pai)(pai)駐(zhu)(zhu)(zhu)機(ji)(ji)構監(jian)(jian)(jian)(jian)督(du)工(gong)作(zuo)還處于(yu)摸(mo)著(zhu)石頭(tou)過(guo)河階段,尤其是(shi)(shi)這(zhe)些年(nian)查處的(de)(de)(de)中(zhong)央國家(jia)機(ji)(ji)關大(da)(da)量違紀違法案(an)件表明,派(pai)(pai)(pai)駐(zhu)(zhu)(zhu)監(jian)(jian)(jian)(jian)督(du)制度還不(bu)健全,還存在不(bu)少漏(lou)洞和(he)(he)缺(que)陷,需要我們在實踐中(zhong)不(bu)斷探索和(he)(he)完善。

一是(shi)(shi)缺少指導(dao)派(pai)駐(zhu)(zhu)機(ji)(ji)構(gou)工作的(de)(de)統一的(de)(de)規范性(xing)(xing)法(fa)規。從(cong)性(xing)(xing)質(zhi)定(ding)位(wei)上講(jiang),派(pai)駐(zhu)(zhu)機(ji)(ji)構(gou)是(shi)(shi)上級(ji)紀(ji)檢(jian)監(jian)(jian)察(cha)機(ji)(ji)關(guan)的(de)(de)重要(yao)組成部(bu)分,是(shi)(shi)受(shou)上級(ji)紀(ji)檢(jian)監(jian)(jian)察(cha)機(ji)(ji)關(guan)指派(pai)。并代表(biao)上級(ji)紀(ji)檢(jian)監(jian)(jian)察(cha)機(ji)(ji)關(guan)對駐(zhu)(zhu)在(zai)部(bu)門(men)實(shi)施黨內(nei)紀(ji)律(lv)檢(jian)查和行政監(jian)(jian)察(cha)的(de)(de)專門(men)監(jian)(jian)督(du)(du)(du)機(ji)(ji)構(gou)。派(pai)駐(zhu)(zhu)機(ji)(ji)構(gou)與駐(zhu)(zhu)在(zai)部(bu)門(men)主要(yao)是(shi)(shi)監(jian)(jian)督(du)(du)(du)與被監(jian)(jian)督(du)(du)(du)的(de)(de)關(guan)系。但由(you)于缺少制度保(bao)障(zhang),派(pai)駐(zhu)(zhu)機(ji)(ji)構(gou)監(jian)(jian)督(du)(du)(du)往往處(chu)于尷尬(ga)位(wei)置。有(you)的(de)(de)駐(zhu)(zhu)在(zai)部(bu)門(men)“穿新鞋走(zou)老路”,部(bu)分駐(zhu)(zhu)在(zai)部(bu)門(men)領導(dao)仍把派(pai)駐(zhu)(zhu)機(ji)(ji)構(gou)視同內(nei)設機(ji)(ji)構(gou);有(you)的(de)(de)派(pai)駐(zhu)(zhu)機(ji)(ji)構(gou)的(de)(de)角色定(ding)位(wei)仍有(you)偏差,遇到情況(kuang)多向駐(zhu)(zhu)在(zai)部(bu)門(men)領導(dao)請示匯報。因此,有(you)必要(yao)制定(ding)規范性(xing)(xing)法(fa)規以加強派(pai)駐(zhu)(zhu)監(jian)(jian)督(du)(du)(du)工作的(de)(de)權威性(xing)(xing)和規范性(xing)(xing)。

二是缺少完整的(de)工(gong)(gong)作(zuo)(zuo)(zuo)配套法(fa)規(gui)(gui)和(he)具(ju)體(ti)(ti)工(gong)(gong)作(zuo)(zuo)(zuo)細則(ze),導致派駐(zhu)(zhu)(zhu)(zhu)監(jian)(jian)督(du)工(gong)(gong)作(zuo)(zuo)(zuo)存在很大隨意性。一直(zhi)以來,派駐(zhu)(zhu)(zhu)(zhu)機(ji)構(gou)(gou)(gou)除貫徹執行(xing)《中國共產(chan)黨黨內(nei)監(jian)(jian)督(du)條(tiao)例(試(shi)行(xing))》外(wai),就沒有一套完整的(de)監(jian)(jian)督(du)制度來執行(xing),許(xu)多情況下造成(cheng)監(jian)(jian)督(du)失控、工(gong)(gong)作(zuo)(zuo)(zuo)被(bei)動,個別部(bu)門存在派駐(zhu)(zhu)(zhu)(zhu)機(ji)構(gou)(gou)(gou)邊(bian)緣化(hua)、監(jian)(jian)督(du)檢查表面(mian)化(hua)的(de)情況。以干部(bu)考(kao)核工(gong)(gong)作(zuo)(zuo)(zuo)為例,由(you)于(yu)沒有明確具(ju)體(ti)(ti)的(de)制度規(gui)(gui)定,派駐(zhu)(zhu)(zhu)(zhu)機(ji)構(gou)(gou)(gou)是否參加(jia)干部(bu)考(kao)核工(gong)(gong)作(zuo)(zuo)(zuo),往(wang)往(wang)由(you)駐(zhu)(zhu)(zhu)(zhu)在部(bu)門根據需(xu)要隨機(ji)決定,派駐(zhu)(zhu)(zhu)(zhu)機(ji)構(gou)(gou)(gou)給(gei)出的(de)意見(jian)也得不(bu)到駐(zhu)(zhu)(zhu)(zhu)在部(bu)門黨組的(de)足夠重視。派駐(zhu)(zhu)(zhu)(zhu)機(ji)構(gou)(gou)(gou)常常被(bei)架空(kong),監(jian)(jian)督(du)成(cheng)了(le)走(zou)過(guo)場,流于(yu)形式。一些派駐(zhu)(zhu)(zhu)(zhu)機(ji)構(gou)(gou)(gou)承(cheng)擔了(le)不(bu)少與紀檢監(jian)(jian)察(cha)關聯不(bu)大的(de)工(gong)(gong)作(zuo)(zuo)(zuo),有的(de)甚至還承(cheng)擔了(le)駐(zhu)(zhu)(zhu)(zhu)在部(bu)門的(de)具(ju)體(ti)(ti)業務,這在很大程(cheng)度上擠(ji)占了(le)派駐(zhu)(zhu)(zhu)(zhu)機(ji)構(gou)(gou)(gou)的(de)時(shi)間(jian)和(he)精(jing)力,不(bu)可避免(mian)地弱(ruo)化(hua)了(le)派駐(zhu)(zhu)(zhu)(zhu)機(ji)構(gou)(gou)(gou)本應履(lv)行(xing)的(de)工(gong)(gong)作(zuo)(zuo)(zuo)職能。

紀監派駐機構干部調研報告

一、協調三層關系

一是協調好派(pai)(pai)駐(zhu)(zhu)機(ji)構(gou)與(yu)駐(zhu)(zhu)在(zai)(zai)單位(wei)的關系。改革方案要求:為便(bian)于派(pai)(pai)駐(zhu)(zhu)(出(chu))機(ji)構(gou)履行(xing)職責,派(pai)(pai)駐(zhu)(zhu)(出(chu))紀(ji)(ji)檢組(zu)組(zu)長(chang)(紀(ji)(ji)工(gong)(gong)委書記)擔任駐(zhu)(zhu)在(zai)(zai)部(bu)門班子成員,參與(yu)駐(zhu)(zhu)在(zai)(zai)部(bu)門重大(da)(da)事項(xiang)(xiang)決策。系統紀(ji)(ji)檢組(zu)下轄的非駐(zhu)(zhu)在(zai)(zai)單位(wei)研究“三重一大(da)(da)”等事項(xiang)(xiang)的班子成員會(hui),也必須邀請(qing)紀(ji)(ji)檢組(zu)人員參加。同時,對重大(da)(da)工(gong)(gong)作部(bu)署和重大(da)(da)事項(xiang)(xiang)實行(xing)報(bao)紀(ji)(ji)檢組(zu)備案制。

近年來,全(quan)國各地都在不(bu)斷的(de)探(tan)索(suo)縣級紀檢監(jian)察(cha)派駐機構管理(li)體制(zhi)改革的(de)好方法好途徑,我(wo)市也在積極、穩(wen)妥、有(you)序的(de)開(kai)展這項工作(zuo)。筆者作(zuo)為(wei)現有(you)派駐機構的(de)其(qi)中(zhong)一(yi)員,更是(shi)多(duo)了(le)一(yi)份(fen)關注(zhu)。我(wo)曾用不(bu)同(tong)方式分別對(dui)20名同(tong)行(xing)去留意(yi)向進行(xing)了(le)非(fei)正式調查,態度不(bu)盡相同(tong),有(you)的(de)同(tong)行(xing)非(fei)常樂意(yi)統一(yi)管理(li)。有(you)的(de)不(bu)贊成統一(yi)管理(li),有(you)所(suo)顧(gu)慮,還有(you)部(bu)分認(ren)為(wei)無所(suo)謂(wei),這充分說明,統一(yi)管理(li)的(de)改革并非(fei)一(yi)帆風順,還有(you)許多(duo)工作(zuo)要做。

一、統一管理(li)改革看(kan)法不一的主(zhu)要(yao)原因

為什么在(zai)統一管理改革(ge)問題上表現出的態度有積極的,也有消極的呢?我認(ren)為主要原因有以下幾種(zhong):

一(yi)是(shi)有(you)擔(dan)(dan)心(xin)有(you)顧(gu)慮(lv),怕離開駐在單(dan)位(wei)。多數人(ren)(ren)認(ren)為(wei),紀檢(jian)(jian)監察(cha)工(gong)作肩負黨的(de)重(zhong)托,人(ren)(ren)民的(de)期望(wang),是(shi)有(you)位(wei)有(you)為(wei)的(de)事業。問(wen)題是(shi)統一(yi)管理后,職務、后勒保障、工(gong)作隸屬(shu)關系(xi)等等尚不(bu)(bu)明確,到底(di)怎(zen)么改,大家(jia)心(xin)里(li)沒(mei)底(di),心(xin)存(cun)(cun)顧(gu)慮(lv);部分(fen)現任紀檢(jian)(jian)組長,是(shi)在鄉鎮已工(gong)作了十幾年(nian),又在縣直單(dan)位(wei)任職十來(lai)(lai)年(nian)的(de)老同(tong)志,紀檢(jian)(jian)監察(cha)工(gong)作專業性強,統一(yi)管理后擔(dan)(dan)心(xin)難以適應新的(de)工(gong)作要求,心(xin)存(cun)(cun)顧(gu)慮(lv);有(you)的(de)求穩怕變,認(ren)為(wei)就(jiu)要面臨退(tui)居二線,不(bu)(bu)如在原(yuan)單(dan)位(wei)退(tui)下(xia)來(lai)(lai)省(sheng)事省(sheng)心(xin)。

二(er)是工(gong)作得(de)心應(ying)手,不愿(yuan)離開駐在(zai)(zai)單位。有的(de)(de)派駐人員在(zai)(zai)所駐的(de)(de)單位深得(de)一把手的(de)(de)重用,分管一方面或幾方面的(de)(de)工(gong)作,工(gong)作如魚得(de)水(shui),能充分展示(shi)自己的(de)(de)才華,實(shi)現自身價值,不愿(yuan)離開。

三是所(suo)駐單(dan)位強勢(shi),不想離開駐在(zai)單(dan)位。有(you)些人所(suo)駐在(zai)的單(dan)位職權范(fan)圍廣,后勒保障有(you)力(li),社會(hui)關系(xi)通達,他(ta)們(men)都希望保持(chi)現狀,不贊成統一管理。

加強派駐機構管理 促進紀檢監察工作

派駐機構

中央紀委(wei)(wei)二次全(quan)會(hui)強調:要積極(ji)穩妥地開展(zhan)對(dui)派(pai)出紀檢(jian)監(jian)(jian)察機(ji)(ji)構(gou)實行(xing)統(tong)一(yi)管理的試點工作(zuo),調整職能,理順關系(xi),總結經驗,有(you)序推進。遂川縣(xian)紀委(wei)(wei)、監(jian)(jian)察局對(dui)中紀委(wei)(wei)二次全(quan)會(hui)的這一(yi)要求(qiu)進行(xing)了不懈(xie)的努力和探(tan)索(suo)(suo),于2002年(nian)底完(wan)成(cheng)了對(dui)派(pai)駐機(ji)(ji)構(gou)的收編(bian)工作(zuo),初步形成(cheng)了一(yi)套加(jia)強對(dui)派(pai)駐機(ji)(ji)構(gou)統(tong)一(yi)管理的方法和制度,取得(de)了比較明顯(xian)的成(cheng)效。2003年(nian)1—5月與(yu)去(qu)年(nian)同期相比,派(pai)駐機(ji)(ji)構(gou)初查核(he)實案件線索(suo)(suo)26件,增長76%,立案14件,增長250%,立案面(mian)占所有(you)派(pai)駐機(ji)(ji)構(gou)40%,實施監(jian)(jian)督(du)檢(jian)查15項,增長84%,向上級(ji)紀檢(jian)監(jian)(jian)察機(ji)(ji)關投稿45篇(pian),增長160%等,有(you)力地促進了全(quan)縣(xian)紀檢(jian)監(jian)(jian)察工作(zuo)。

一、加強聯系與(yu)協調,落實(shi)派駐(zhu)機構的設置、定編與(yu)管理體制

遂川(chuan)縣(xian)(xian)(xian)紀(ji)(ji)委(wei)(wei)、監(jian)察(cha)(cha)(cha)局在認真學習和(he)領會(hui)中央、省、市紀(ji)(ji)委(wei)(wei)關(guan)(guan)(guan)于(yu)切實(shi)(shi)(shi)(shi)加強(qiang)對(dui)派(pai)(pai)(pai)駐(zhu)(zhu)機(ji)(ji)構(gou)實(shi)(shi)(shi)(shi)行(xing)(xing)統(tong)一管(guan)理(li)的(de)精(jing)神(shen)后,加強(qiang)與(yu)縣(xian)(xian)(xian)委(wei)(wei)組(zu)織部(bu)(bu)(bu)、縣(xian)(xian)(xian)編(bian)(bian)(bian)辦(ban)、縣(xian)(xian)(xian)人事(shi)(shi)勞動和(he)社(she)會(hui)保障局的(de)聯系與(yu)協,取得他們的(de)大力支持(chi)與(yu)配(pei)合,形成《關(guan)(guan)(guan)于(yu)縣(xian)(xian)(xian)直(zhi)單位(wei)(wei)(wei)紀(ji)(ji)檢(jian)(jian)監(jian)察(cha)(cha)(cha)機(ji)(ji)構(gou)設(she)置、人員編(bian)(bian)(bian)制(zhi)和(he)干(gan)(gan)部(bu)(bu)(bu)管(guan)理(li)的(de)意見》報縣(xian)(xian)(xian)委(wei)(wei)、縣(xian)(xian)(xian)政(zheng)(zheng)府批(pi)轉執行(xing)(xing)。對(dui)設(she)立黨委(wei)(wei)的(de)政(zheng)(zheng)府組(zu)成部(bu)(bu)(bu)門(men)原則上(shang)實(shi)(shi)(shi)(shi)行(xing)(xing)“單派(pai)(pai)(pai)”,即由(you)縣(xian)(xian)(xian)監(jian)察(cha)(cha)(cha)局派(pai)(pai)(pai)駐(zhu)(zhu)監(jian)察(cha)(cha)(cha)室(shi);對(dui)其(qi)他政(zheng)(zheng)府組(zu)成部(bu)(bu)(bu)門(men)和(he)有(you)(you)關(guan)(guan)(guan)政(zheng)(zheng)法機(ji)(ji)關(guan)(guan)(guan)以(yi)及(ji)歸口管(guan)理(li)的(de)行(xing)(xing)政(zheng)(zheng)機(ji)(ji)構(gou)實(shi)(shi)(shi)(shi)行(xing)(xing)“雙派(pai)(pai)(pai)駐(zhu)(zhu)”,即由(you)縣(xian)(xian)(xian)紀(ji)(ji)委(wei)(wei)派(pai)(pai)(pai)駐(zhu)(zhu)紀(ji)(ji)檢(jian)(jian)組(zu),縣(xian)(xian)(xian)監(jian)察(cha)(cha)(cha)局派(pai)(pai)(pai)駐(zhu)(zhu)監(jian)察(cha)(cha)(cha)室(shi);對(dui)其(qi)他直(zhi)屬機(ji)(ji)構(gou)及(ji)有(you)(you)關(guan)(guan)(guan)事(shi)(shi)業單位(wei)(wei)(wei),按(an)原有(you)(you)要求實(shi)(shi)(shi)(shi)行(xing)(xing)“雙派(pai)(pai)(pai)駐(zhu)(zhu)”。派(pai)(pai)(pai)駐(zhu)(zhu)縣(xian)(xian)(xian)直(zhi)單位(wei)(wei)(wei)紀(ji)(ji)檢(jian)(jian)監(jian)察(cha)(cha)(cha)機(ji)(ji)構(gou)的(de)人員編(bian)(bian)(bian)制(zhi)實(shi)(shi)(shi)(shi)行(xing)(xing)單列,在各單位(wei)(wei)(wei)機(ji)(ji)構(gou)改革方案中予以(yi)明確,由(you)縣(xian)(xian)(xian)紀(ji)(ji)委(wei)(wei)、縣(xian)(xian)(xian)監(jian)察(cha)(cha)(cha)局會(hui)同縣(xian)(xian)(xian)編(bian)(bian)(bian)辦(ban)統(tong)一管(guan)理(li),并可根(gen)據(ju)實(shi)(shi)(shi)(shi)際工作(zuo)需要調整(zheng)和(he)分配(pei)。如對(dui)實(shi)(shi)(shi)(shi)行(xing)(xing)“單派(pai)(pai)(pai)駐(zhu)(zhu)”的(de)紀(ji)(ji)檢(jian)(jian)監(jian)察(cha)(cha)(cha)機(ji)(ji)構(gou),考慮其(qi)工作(zuo)量較大,配(pei)備(bei)紀(ji)(ji)檢(jian)(jian)監(jian)察(cha)(cha)(cha)專(zhuan)干(gan)(gan)編(bian)(bian)(bian)制(zhi)1個(ge)(ge)。目前,全縣(xian)(xian)(xian)實(shi)(shi)(shi)(shi)行(xing)(xing)“單派(pai)(pai)(pai)駐(zhu)(zhu)”機(ji)(ji)構(gou)6個(ge)(ge),“雙派(pai)(pai)(pai)駐(zhu)(zhu)”機(ji)(ji)構(gou)13個(ge)(ge),派(pai)(pai)(pai)出(chu)機(ji)(ji)構(gou)1個(ge)(ge)。派(pai)(pai)(pai)駐(zhu)(zhu)單位(wei)(wei)(wei)共設(she)人員編(bian)(bian)(bian)制(zhi)40個(ge)(ge),其(qi)中公務員編(bian)(bian)(bian)制(zhi)20個(ge)(ge),事(shi)(shi)業編(bian)(bian)(bian)制(zhi)20個(ge)(ge)。

明確規定派(pai)(pai)(pai)駐(zhu)紀(ji)檢監(jian)(jian)察(cha)(cha)(cha)機(ji)構是縣(xian)(xian)紀(ji)委(wei)(wei)、縣(xian)(xian)監(jian)(jian)察(cha)(cha)(cha)局(ju)(ju)(ju)的(de)組(zu)成部(bu)(bu)分,受(shou)縣(xian)(xian)紀(ji)委(wei)(wei)、縣(xian)(xian)監(jian)(jian)察(cha)(cha)(cha)局(ju)(ju)(ju)和駐(zhu)在部(bu)(bu)門黨組(zu)織、行政領導的(de)雙(shuang)重領導,以(yi)縣(xian)(xian)紀(ji)委(wei)(wei)、縣(xian)(xian)監(jian)(jian)察(cha)(cha)(cha)局(ju)(ju)(ju)領導為主(zhu)。派(pai)(pai)(pai)駐(zhu)紀(ji)檢組(zu)長(chang)的(de)人選(xuan),由(you)縣(xian)(xian)紀(ji)委(wei)(wei)在考察(cha)(cha)(cha)的(de)基礎上(shang)提(ti)出,征求駐(zhu)在部(bu)(bu)門黨組(zu)織意見后,按干部(bu)(bu)任(ren)用程序辦理;派(pai)(pai)(pai)駐(zhu)監(jian)(jian)察(cha)(cha)(cha)室(shi)主(zhu)任(ren)的(de)任(ren)免(mian),由(you)縣(xian)(xian)監(jian)(jian)察(cha)(cha)(cha)局(ju)(ju)(ju)在考察(cha)(cha)(cha)的(de)基礎上(shang)提(ti)出擬任(ren)免(mian)人選(xuan),征求駐(zhu)在部(bu)(bu)門黨組(zu)織意見、報有關部(bu)(bu)門備案后,由(you)縣(xian)(xian)監(jian)(jian)察(cha)(cha)(cha)局(ju)(ju)(ju)下文(wen)任(ren)免(mian)。派(pai)(pai)(pai)駐(zhu)機(ji)構的(de)主(zhu)要負責人定期(qi)向縣(xian)(xian)紀(ji)委(wei)(wei)、縣(xian)(xian)監(jian)(jian)察(cha)(cha)(cha)局(ju)(ju)(ju)述職,任(ren)職滿5年的(de),一般應(ying)進行交流。各派(pai)(pai)(pai)駐(zhu)紀(ji)檢監(jian)(jian)察(cha)(cha)(cha)機(ji)構不得(de)與(yu)駐(zhu)在單位(wei)內設機(ji)構合并。

月21日(ri)下(xia)午和22日(ri)上午,分別召開(kai)了兩個紀檢組長(chang)工(gong)(gong)作(zuo)匯(hui)報座(zuo)談會,聽了大家的大會發言(yan)、看了書(shu)面發言(yan),很感動、很受啟發。大家工(gong)(gong)作(zuo)匯(hui)報得好,體會談得好。

談工(gong)(gong)作(zuo)(zuo)匯報得(de)好(hao),是因為大(da)家(jia)工(gong)(gong)作(zuo)(zuo)做(zuo)得(de)好(hao)。上(shang)半年,在(zai)剛剛實(shi)行統管(guan)的(de)新形勢下(xia),在(zai)市紀委(wei)的(de)具體管(guan)理尚不到位的(de)情況下(xia),同志們按照市紀委(wei)全會的(de)安排部署,自覺結(jie)合駐(zhu)在(zai)部門的(de)實(shi)際,努(nu)力(li)工(gong)(gong)作(zuo)(zuo),開拓進(jin)取(qu),各項工(gong)(gong)作(zuo)(zuo)都取(qu)得(de)了新的(de)進(jin)展,收到了新的(de)成效(xiao)。在(zai)此,我代(dai)表(biao)市紀委(wei)和監察局,對大(da)家(jia)半年多來所付(fu)出的(de)辛苦(ku)與汗水表(biao)示感謝(xie)。

今年(nian)上半年(nian),是(shi)派駐(zhu)機構(gou)實(shi)行統(tong)一(yi)管理(li)后(hou)的(de)第一(yi)個(ge)半年(nian)。同(tong)志們(men)結合自(zi)己的(de)工(gong)(gong)作(zuo)實(shi)際(ji),對(dui)統(tong)管后(hou)如何進(jin)一(yi)步(bu)做好(hao)紀檢組的(de)工(gong)(gong)作(zuo)進(jin)行了積(ji)極(ji)探索,并在會上介紹了自(zi)己的(de)探索成果,談了切身體會。大家的(de)體會,已經選登在《紀檢監察(cha)簡報》第15、16兩期(qi)上。盡管由于篇幅所限(xian),摘登得(de)比(bi)較簡短,但我認為對(dui)于大家相互(hu)學習、相互(hu)啟發、相互(hu)借鑒還是(shi)很有好(hao)處的(de),希望(wang)同(tong)志們(men)認真研讀一(yi)下(xia)。

萬事(shi)開(kai)頭難。統管(guan)后(hou)紀檢組的(de)(de)工作(zuo)也(ye)是如此。同志們在匯報座談(tan)中也(ye)談(tan)了一(yi)些(xie)工作(zuo)中遇(yu)到的(de)(de)具體問題(ti)和困難,還(huan)提(ti)(ti)出(chu)了一(yi)些(xie)建設性的(de)(de)意見和建議(yi)。下面,我重點(dian)針對大家提(ti)(ti)出(chu)的(de)(de)問題(ti)和我們日常了解(jie)的(de)(de)情況(kuang),綜合同志們所談(tan)的(de)(de)體會,就如何(he)適應統管(guan)后(hou)的(de)(de)新形勢,進一(yi)步做好(hao)紀檢組的(de)(de)工作(zuo)談(tan)幾點(dian)意見。

一、做(zuo)好新(xin)形勢(shi)下紀(ji)檢(jian)組(zu)的工作,必(bi)須牢牢把握紀(ji)檢(jian)工作的正確方向
