近兩(liang)年(nian)來,按照黨中央(yang)、國務院的統(tong)(tong)一(yi)部(bu)署,中央(yang)紀(ji)(ji)委、監察(cha)部(bu)逐步推進紀(ji)(ji)檢監察(cha)派(pai)駐(zhu)(zhu)機構(gou)(gou)統(tong)(tong)一(yi)管(guan)理(li)(li)工作(zuo)。**年(nian),中央(yang)紀(ji)(ji)委、監察(cha)部(bu)對(dui)(dui)36個雙(shuang)派(pai)駐(zhu)(zhu)機構(gou)(gou)實(shi)行(xing)了(le)統(tong)(tong)一(yi)管(guan)理(li)(li),**年(nian),又對(dui)(dui)20個單(dan)派(pai)駐(zhu)(zhu)機構(gou)(gou)實(shi)行(xing)了(le)統(tong)(tong)一(yi)管(guan)理(li)(li)。目前,中央(yang)紀(ji)(ji)委、監察(cha)部(bu)對(dui)(dui)派(pai)駐(zhu)(zhu)機構(gou)(gou)已經全面實(shi)行(xing)了(le)統(tong)(tong)一(yi)管(guan)理(li)(li)。

一、指導思想

向(xiang)政府(fu)(fu)投資重大建設項(xiang)(xiang)目派駐(zhu)(zhu)監(jian)督(du)檢(jian)查組(zu)是紀檢(jian)監(jian)察工(gong)作圍繞黨委政府(fu)(fu)中(zhong)心(xin)工(gong)作,服務經濟發展大局,強(qiang)化(hua)一線監(jian)督(du),保障項(xiang)(xiang)目建設又好又快發展的(de)重大舉措。通過(guo)推(tui)行(xing)向(xiang)重大建設項(xiang)(xiang)目派駐(zhu)(zhu)監(jian)督(du)檢(jian)查制度(du)組(zu)制度(du),更好地預防項(xiang)(xiang)目建設中(zhong)的(de)各項(xiang)(xiang)廉(lian)政風險,讓權力(li)在陽光下運行(xing),讓工(gong)程在監(jian)督(du)中(zhong)完成。

二、工作原則

向(xiang)政府投(tou)資(zi)重(zhong)大建設(she)項(xiang)(xiang)目派(pai)駐(zhu)監(jian)(jian)督(du)檢查組(zu)要堅(jian)持執法(fa)(fa)監(jian)(jian)察和(he)效能監(jian)(jian)察并重(zhong)的工作原(yuan)則。既要依法(fa)(fa)監(jian)(jian)督(du)監(jian)(jian)察項(xiang)(xiang)目法(fa)(fa)人和(he)相關人員(yuan)遵紀守法(fa)(fa),保證項(xiang)(xiang)目建設(she)各個程序(xu)環(huan)節合(he)法(fa)(fa)合(he)規、規范運行,又要監(jian)(jian)督(du)項(xiang)(xiang)目建設(she)管理部門、管理人員(yuan)和(he)執法(fa)(fa)單(dan)位規范工作行為、提(ti)高工作效率,努力營造良好的建設(she)環(huan)境,保障重(zhong)大建設(she)項(xiang)(xiang)目投(tou)資(zi)安全(quan)、質量優良、廉潔高效實施。

三、派駐范圍

對(dui)經中、省、市、縣政(zheng)府(fu)批準(zhun)在本行政(zheng)區域內實施的投資總額(e)在1000萬元(yuan)以上的重大建設項(xiang)目派駐監(jian)督檢查組(zu);未達到(dao)規定(ding)投資總額(e),紀檢監(jian)察機關認為有(you)必要派駐監(jian)督檢查組(zu)的建設項(xiang)目。

一、紀檢監(jian)察員任職(zhi)條件(jian)

(一)中共黨員(yuan),具(ju)有較高的思想覺悟和(he)政治理論(lun)水平,堅(jian)持原則(ze),熱(re)愛紀檢監察工作。

(二)具(ju)有較高的(de)工作能力和業務水平,熟悉黨紀政(zheng)紀條(tiao)規。

(三)具有較高的(de)群眾威信,忠于職(zhi)守(shou),以身(shen)作則,敢于擔當,不徇私情(qing),清正廉潔(jie)。

紀(ji)檢監(jian)察(cha)機關對紀(ji)檢監(jian)察(cha)派(pai)駐機構(gou)實(shi)(shi)行(xing)統一管理,這(zhe)是改革(ge)和完(wan)善黨的(de)(de)紀(ji)律(lv)檢查(cha)體(ti)制(zhi)、加強黨內監(jian)督(du)(du)的(de)(de)一項(xiang)重大舉措。但是,由于實(shi)(shi)行(xing)統一管理的(de)(de)時間還不長(chang)(chang)、經驗(yan)還不多,因(yin)此相關制(zhi)度(du)(du)(du)建(jian)設(she)還處在起步(bu)階段,缺少長(chang)(chang)遠規劃,有的(de)(de)制(zhi)度(du)(du)(du)還未制(zhi)定(ding)(ding)出臺(tai),已有的(de)(de)制(zhi)度(du)(du)(du)在執行(xing)過程(cheng)中(zhong)也出現一些(xie)問題,需要不斷完(wan)善。這(zhe)些(xie)都在一定(ding)(ding)程(cheng)度(du)(du)(du)上(shang)制(zhi)約了派(pai)駐監(jian)督(du)(du)工作(zuo)的(de)(de)開展。本(ben)文想結(jie)合近幾(ji)年來的(de)(de)派(pai)駐監(jian)督(du)(du)工作(zuo)實(shi)(shi)踐(jian)就構(gou)建(jian)派(pai)駐機構(gou)監(jian)督(du)(du)工作(zuo)制(zhi)度(du)(du)(du)體(ti)系(xi)作(zuo)一初步(bu)探(tan)索。

一、目(mu)前派駐機構(gou)監督工作制度體系建(jian)設中存在的薄弱環(huan)節(jie)

2012年(nian)開(kai)始,派(pai)(pai)(pai)駐(zhu)(zhu)(zhu)(zhu)機(ji)(ji)(ji)(ji)(ji)構(gou)(gou)由(you)市紀委(wei)監(jian)(jian)(jian)(jian)(jian)察局(ju)(ju)直接領(ling)導,使得派(pai)(pai)(pai)駐(zhu)(zhu)(zhu)(zhu)機(ji)(ji)(ji)(ji)(ji)構(gou)(gou)保(bao)持了相(xiang)對的(de)(de)(de)獨立性,權威性也得以(yi)增(zeng)強。一方面(mian),派(pai)(pai)(pai)駐(zhu)(zhu)(zhu)(zhu)機(ji)(ji)(ji)(ji)(ji)構(gou)(gou)干部(bu)的(de)(de)(de)考察考核、提拔任用(yong)由(you)市紀委(wei)、監(jian)(jian)(jian)(jian)(jian)察局(ju)(ju)直接負責,有利于他(ta)們(men)放手大膽開(kai)展監(jian)(jian)(jian)(jian)(jian)督(du)工(gong)作(zuo)(zuo);另一方面(mian),派(pai)(pai)(pai)駐(zhu)(zhu)(zhu)(zhu)機(ji)(ji)(ji)(ji)(ji)構(gou)(gou)的(de)(de)(de)業(ye)務工(gong)作(zuo)(zuo)由(you)市紀委(wei)、監(jian)(jian)(jian)(jian)(jian)察局(ju)(ju)直接領(ling)導,重(zhong)要情況和(he)(he)(he)問題直接向市紀委(wei)、監(jian)(jian)(jian)(jian)(jian)察局(ju)(ju)請(qing)示、報告。派(pai)(pai)(pai)駐(zhu)(zhu)(zhu)(zhu)機(ji)(ji)(ji)(ji)(ji)構(gou)(gou)可以(yi)直接決定是(shi)(shi)(shi)否立案調查(cha)(cha)駐(zhu)(zhu)(zhu)(zhu)在(zai)部(bu)門(men)有關干部(bu)的(de)(de)(de)問題,這(zhe)有利于派(pai)(pai)(pai)駐(zhu)(zhu)(zhu)(zhu)機(ji)(ji)(ji)(ji)(ji)構(gou)(gou)充分發揮職(zhi)(zhi)(zhi)能作(zuo)(zuo)用(yong),加大查(cha)(cha)辦案件的(de)(de)(de)工(gong)作(zuo)(zuo)力(li)度。近幾年(nian)來,各派(pai)(pai)(pai)駐(zhu)(zhu)(zhu)(zhu)機(ji)(ji)(ji)(ji)(ji)構(gou)(gou)牢固樹立“加強監(jian)(jian)(jian)(jian)(jian)督(du)是(shi)(shi)(shi)本職(zhi)(zhi)(zhi),疏于監(jian)(jian)(jian)(jian)(jian)督(du)是(shi)(shi)(shi)失(shi)職(zhi)(zhi)(zhi),不(bu)善于監(jian)(jian)(jian)(jian)(jian)督(du)是(shi)(shi)(shi)不(bu)稱職(zhi)(zhi)(zhi)”的(de)(de)(de)觀念,把監(jian)(jian)(jian)(jian)(jian)督(du)作(zuo)(zuo)為派(pai)(pai)(pai)駐(zhu)(zhu)(zhu)(zhu)機(ji)(ji)(ji)(ji)(ji)構(gou)(gou)第一位(wei)的(de)(de)(de)職(zhi)(zhi)(zhi)責,切實加強對權力(li)運行的(de)(de)(de)制(zhi)約和(he)(he)(he)監(jian)(jian)(jian)(jian)(jian)督(du),派(pai)(pai)(pai)駐(zhu)(zhu)(zhu)(zhu)機(ji)(ji)(ji)(ji)(ji)構(gou)(gou)監(jian)(jian)(jian)(jian)(jian)督(du)工(gong)作(zuo)(zuo)不(bu)斷(duan)取(qu)得新的(de)(de)(de)明顯成效。但同時,派(pai)(pai)(pai)駐(zhu)(zhu)(zhu)(zhu)機(ji)(ji)(ji)(ji)(ji)構(gou)(gou)監(jian)(jian)(jian)(jian)(jian)督(du)工(gong)作(zuo)(zuo)還(huan)處于摸著石頭(tou)過河階段,尤其是(shi)(shi)(shi)這(zhe)些年(nian)查(cha)(cha)處的(de)(de)(de)中央國家機(ji)(ji)(ji)(ji)(ji)關大量違紀違法(fa)案件表明,派(pai)(pai)(pai)駐(zhu)(zhu)(zhu)(zhu)監(jian)(jian)(jian)(jian)(jian)督(du)制(zhi)度還(huan)不(bu)健全,還(huan)存在(zai)不(bu)少漏洞和(he)(he)(he)缺陷,需要我們(men)在(zai)實踐中不(bu)斷(duan)探(tan)索和(he)(he)(he)完善。

一是(shi)缺(que)少指(zhi)導(dao)派(pai)(pai)(pai)駐(zhu)(zhu)(zhu)機(ji)(ji)(ji)構(gou)(gou)(gou)工作的(de)(de)統一的(de)(de)規(gui)范性(xing)法(fa)(fa)規(gui)。從性(xing)質定(ding)位(wei)上(shang)(shang)(shang)講,派(pai)(pai)(pai)駐(zhu)(zhu)(zhu)機(ji)(ji)(ji)構(gou)(gou)(gou)是(shi)上(shang)(shang)(shang)級(ji)(ji)紀(ji)(ji)檢監(jian)(jian)察機(ji)(ji)(ji)關的(de)(de)重(zhong)要組成部分(fen),是(shi)受上(shang)(shang)(shang)級(ji)(ji)紀(ji)(ji)檢監(jian)(jian)察機(ji)(ji)(ji)關指(zhi)派(pai)(pai)(pai)。并代(dai)表上(shang)(shang)(shang)級(ji)(ji)紀(ji)(ji)檢監(jian)(jian)察機(ji)(ji)(ji)關對駐(zhu)(zhu)(zhu)在部門實施黨內(nei)紀(ji)(ji)律檢查和行政(zheng)監(jian)(jian)察的(de)(de)專門監(jian)(jian)督(du)機(ji)(ji)(ji)構(gou)(gou)(gou)。派(pai)(pai)(pai)駐(zhu)(zhu)(zhu)機(ji)(ji)(ji)構(gou)(gou)(gou)與駐(zhu)(zhu)(zhu)在部門主要是(shi)監(jian)(jian)督(du)與被監(jian)(jian)督(du)的(de)(de)關系(xi)。但由于(yu)缺(que)少制度保障,派(pai)(pai)(pai)駐(zhu)(zhu)(zhu)機(ji)(ji)(ji)構(gou)(gou)(gou)監(jian)(jian)督(du)往(wang)往(wang)處(chu)于(yu)尷(gan)尬(ga)位(wei)置。有的(de)(de)駐(zhu)(zhu)(zhu)在部門“穿新(xin)鞋走老路”,部分(fen)駐(zhu)(zhu)(zhu)在部門領(ling)(ling)導(dao)仍把派(pai)(pai)(pai)駐(zhu)(zhu)(zhu)機(ji)(ji)(ji)構(gou)(gou)(gou)視同內(nei)設機(ji)(ji)(ji)構(gou)(gou)(gou);有的(de)(de)派(pai)(pai)(pai)駐(zhu)(zhu)(zhu)機(ji)(ji)(ji)構(gou)(gou)(gou)的(de)(de)角色(se)定(ding)位(wei)仍有偏差,遇到(dao)情況多向駐(zhu)(zhu)(zhu)在部門領(ling)(ling)導(dao)請示匯報。因此,有必要制定(ding)規(gui)范性(xing)法(fa)(fa)規(gui)以加強派(pai)(pai)(pai)駐(zhu)(zhu)(zhu)監(jian)(jian)督(du)工作的(de)(de)權威性(xing)和規(gui)范性(xing)。

二是缺少完整(zheng)的(de)(de)工(gong)(gong)作(zuo)配(pei)套法規和(he)具(ju)體工(gong)(gong)作(zuo)細(xi)則,導(dao)致派(pai)駐(zhu)(zhu)(zhu)(zhu)監(jian)(jian)(jian)督(du)工(gong)(gong)作(zuo)存(cun)在(zai)很大隨(sui)意性(xing)。一(yi)直以來(lai)(lai),派(pai)駐(zhu)(zhu)(zhu)(zhu)機(ji)(ji)構(gou)(gou)除貫徹執行(xing)《中國共(gong)產(chan)黨黨內監(jian)(jian)(jian)督(du)條例(li)(li)(試行(xing))》外,就沒有一(yi)套完整(zheng)的(de)(de)監(jian)(jian)(jian)督(du)制度(du)來(lai)(lai)執行(xing),許多情(qing)況下造(zao)成(cheng)監(jian)(jian)(jian)督(du)失控、工(gong)(gong)作(zuo)被動,個別部門(men)(men)存(cun)在(zai)派(pai)駐(zhu)(zhu)(zhu)(zhu)機(ji)(ji)構(gou)(gou)邊緣化、監(jian)(jian)(jian)督(du)檢(jian)查表面化的(de)(de)情(qing)況。以干(gan)部考(kao)(kao)核工(gong)(gong)作(zuo)為例(li)(li),由于沒有明確(que)具(ju)體的(de)(de)制度(du)規定,派(pai)駐(zhu)(zhu)(zhu)(zhu)機(ji)(ji)構(gou)(gou)是否參加干(gan)部考(kao)(kao)核工(gong)(gong)作(zuo),往往由駐(zhu)(zhu)(zhu)(zhu)在(zai)部門(men)(men)根據需要(yao)隨(sui)機(ji)(ji)決定,派(pai)駐(zhu)(zhu)(zhu)(zhu)機(ji)(ji)構(gou)(gou)給(gei)出的(de)(de)意見也得不到(dao)駐(zhu)(zhu)(zhu)(zhu)在(zai)部門(men)(men)黨組(zu)的(de)(de)足夠重(zhong)視。派(pai)駐(zhu)(zhu)(zhu)(zhu)機(ji)(ji)構(gou)(gou)常常被架(jia)空,監(jian)(jian)(jian)督(du)成(cheng)了(le)走過(guo)場,流于形式。一(yi)些派(pai)駐(zhu)(zhu)(zhu)(zhu)機(ji)(ji)構(gou)(gou)承擔了(le)不少與紀檢(jian)監(jian)(jian)(jian)察關聯不大的(de)(de)工(gong)(gong)作(zuo),有的(de)(de)甚至還承擔了(le)駐(zhu)(zhu)(zhu)(zhu)在(zai)部門(men)(men)的(de)(de)具(ju)體業務,這(zhe)在(zai)很大程度(du)上(shang)擠占(zhan)了(le)派(pai)駐(zhu)(zhu)(zhu)(zhu)機(ji)(ji)構(gou)(gou)的(de)(de)時(shi)間(jian)和(he)精力,不可避免地弱(ruo)化了(le)派(pai)駐(zhu)(zhu)(zhu)(zhu)機(ji)(ji)構(gou)(gou)本應履行(xing)的(de)(de)工(gong)(gong)作(zuo)職(zhi)能。

三是(shi)(shi)派(pai)(pai)(pai)(pai)駐機(ji)(ji)構(gou)與(yu)派(pai)(pai)(pai)(pai)出機(ji)(ji)關(guan)聯(lian)系不(bu)規(gui)范。派(pai)(pai)(pai)(pai)出機(ji)(ji)關(guan)與(yu)派(pai)(pai)(pai)(pai)駐機(ji)(ji)構(gou)是(shi)(shi)一種聯(lian)系、指導、協(xie)作(zuo)的關(guan)系,這種關(guan)系如(ru)何(he)在(zai)工作(zuo)中(zhong)體現卻(que)缺(que)少具(ju)體的制度保(bao)障。派(pai)(pai)(pai)(pai)駐機(ji)(ji)構(gou)往(wang)往(wang)與(yu)派(pai)(pai)(pai)(pai)出機(ji)(ji)關(guan)溝通交流不(bu)多,一方面,遇到(dao)重要(yao)情(qing)況和問題往(wang)往(wang)做(zuo)不(bu)到(dao)直(zhi)接(jie)向派(pai)(pai)(pai)(pai)出機(ji)(ji)關(guan)請示報告,而是(shi)(shi)向駐在(zai)部門黨組請示,結果(guo)經常是(shi)(shi)大事化小(xiao),小(xiao)事化了;另一方面,派(pai)(pai)(pai)(pai)出機(ji)(ji)關(guan)對派(pai)(pai)(pai)(pai)駐機(ji)(ji)構(gou)的支(zhi)持(chi)力度不(bu)夠。派(pai)(pai)(pai)(pai)出機(ji)(ji)關(guan)如(ru)何(he)支(zhi)持(chi)派(pai)(pai)(pai)(pai)駐機(ji)(ji)構(gou)大膽(dan)履行監督職責,遇到(dao)阻力如(ru)何(he)為派(pai)(pai)(pai)(pai)駐機(ji)(ji)構(gou)排憂(you)解難(nan)等都沒(mei)有具(ju)體的制度規(gui)定(ding)。

增強派駐紀檢機構管治意見

為(wei)了適(shi)應黨風廉(lian)政建設和反腐敗工作的需(xu)要(yao),進一步加強對全區派駐(出(chu))紀檢監察(cha)機構的管理,充分(fen)發揮其職能作用,根據有(you)關文件規定,結合我區實際,制(zhi)定本實施意見。

一、指導思想

堅(jian)持以鄧小(xiao)平理論(lun)和“三個代表”重(zhong)要思想為指(zhi)導,堅(jian)持從嚴治(zhi)黨、從嚴治(zhi)政(zheng)的(de)方(fang)針,全面履行“保護、懲(cheng)處、監督(du)、教育”的(de)職能,努力打造一支政(zheng)治(zhi)堅(jian)定、公(gong)正廉(lian)潔、紀律嚴明、業務(wu)精通、作風優良的(de)高(gao)素質紀檢監察(cha)干部隊伍,督(du)促、協調負(fu)責(ze)單位及(ji)其所屬單位扎實開(kai)展反腐倡廉(lian)工作,不斷推動我區黨風廉(lian)政(zheng)建設(she)和反腐敗工作深入開(kai)展。

二、機構設置

監察局派駐機構工作要點

2、抓好對機關(guan)效(xiao)能(neng)(neng)建設情況(kuang)的(de)監(jian)督檢查。以(yi)“提速增(zeng)效(xiao)年”活動為(wei)主線,以(yi)經濟管理、行(xing)(xing)(xing)政(zheng)(zheng)執法和公(gong)共服務部門(men)為(wei)重點(dian),切實發(fa)揮(hui)紀檢監(jian)察派駐機構職能(neng)(neng)優勢和能(neng)(neng)動作用,加強機關(guan)效(xiao)能(neng)(neng)建設的(de)一線監(jian)督和專項檢查,及時(shi)發(fa)現(xian)整改(gai)行(xing)(xing)(xing)政(zheng)(zheng)審批層(ceng)次環節多、效(xiao)率低下等問(wen)(wen)題,堅決糾正行(xing)(xing)(xing)政(zheng)(zheng)不作為(wei)、亂作為(wei)等現(xian)象,嚴格執行(xing)(xing)(xing)《縣干部有錯與無為(wei)問(wen)(wen)責(ze)辦法》及工作流(liu)程,督促(cu)各部門(men)單位規范(fan)行(xing)(xing)(xing)政(zheng)(zheng)行(xing)(xing)(xing)為(wei),提高辦事效(xiao)率。

紀工委派駐監督工作意見

為(wei)深入推進紀(ji)檢監(jian)察體制機制改革,強化紀(ji)檢監(jian)察機關的監(jian)督職能,現(xian)對縣紀(ji)工委監(jian)察分局加(jia)強派駐監(jian)督提出如下實施(shi)意見:

一(yi)、指導思想和基本(ben)原則

(一)派駐監(jian)督(du)(du)的(de)(de)指導(dao)思(si)想(xiang):以鄧(deng)小平理論和“三個(ge)代表”重要思(si)想(xiang)為指導(dao),全(quan)面落實科學發(fa)展觀,認真貫徹(che)黨的(de)(de)十(shi)八大及十(shi)八屆中央紀委五次全(quan)會精神,按照改革領導(dao)體(ti)制、強化(hua)監(jian)督(du)(du)職能、確保工作成效(xiao)的(de)(de)總體(ti)要求(qiu),以適應黨風(feng)廉政(zheng)建(jian)設和反腐敗(bai)工作新(xin)形勢、新(xin)任務的(de)(de)需要,切(qie)實加強對部門黨組織和領導(dao)班子(zi)及其成員的(de)(de)監(jian)督(du)(du),促進(jin)全(quan)縣各部門(單位)黨風(feng)廉政(zheng)建(jian)設和反腐敗(bai)工作深入開展。

(二)派駐監(jian)督的基本原則:

1、集中(zhong)設置(zhi)機構。整合紀檢監察(cha)資源,設定3個縣直紀工委(wei)、監察(cha)分局,實行大口派(pai)駐監督。

2、統一劃轉編制(zhi)。將縣直政府組成(cheng)部門和直屬事業(ye)單位(wei)原(yuan)紀檢機構編制(zhi)統一管理,實行(xing)編制(zhi)單列,組建紀工委監察分局。

兩新派駐黨建指導員制度

第一章總則

第一條為深入貫徹黨(dang)(dang)的**大和(he)(he)**屆**、**全會精神,進一步加強對“兩(liang)新(xin)”組(zu)(zu)(zu)(zu)織黨(dang)(dang)建(jian)工(gong)作(zuo)的領導(dao)和(he)(he)指導(dao),不斷擴大黨(dang)(dang)的工(gong)作(zuo)覆蓋面,增強黨(dang)(dang)的工(gong)作(zuo)影響(xiang)力,促進“兩(liang)新(xin)”組(zu)(zu)(zu)(zu)織的持續快速健康發展,根據《黨(dang)(dang)章》和(he)(he)省、州委關于加強“兩(liang)新(xin)”組(zu)(zu)(zu)(zu)織黨(dang)(dang)建(jian)工(gong)作(zuo)的有關文件精神,結合我州“兩(liang)新(xin)”組(zu)(zu)(zu)(zu)織黨(dang)(dang)建(jian)工(gong)作(zuo)實際,決定向“兩(liang)新(xin)”組(zu)(zu)(zu)(zu)織選派黨(dang)(dang)建(jian)工(gong)作(zuo)指導(dao)員,特制(zhi)定本制(zhi)度。

第(di)二條黨(dang)(dang)(dang)建指導員是(shi)指受黨(dang)(dang)(dang)組織(zhi)(zhi)(zhi)委派與建立了黨(dang)(dang)(dang)組織(zhi)(zhi)(zhi)的“兩(liang)(liang)新”組織(zhi)(zhi)(zhi)中(zhong)的黨(dang)(dang)(dang)組織(zhi)(zhi)(zhi)聯系(xi),并協助(zhu)、指導“兩(liang)(liang)新”組織(zhi)(zhi)(zhi)黨(dang)(dang)(dang)組織(zhi)(zhi)(zhi)開展好(hao)黨(dang)(dang)(dang)務(wu)工作以及(ji)受黨(dang)(dang)(dang)組織(zhi)(zhi)(zhi)委派在(zai)未建立黨(dang)(dang)(dang)組織(zhi)(zhi)(zhi)的“兩(liang)(liang)新”組織(zhi)(zhi)(zhi)中(zhong)從事(shi)黨(dang)(dang)(dang)的工作的中(zhong)共正式黨(dang)(dang)(dang)員。

第二章(zhang)黨(dang)建工作指導員(yuan)的派駐(zhu)范圍

第三條(tiao)全(quan)州范圍(wei)內已經建立(li)了黨(dang)組織的(de)“兩新”組織。

第四(si)條全州范圍內的“兩新”組織(zhi),凡員工(gong)人數在50人以上(shang)、生產經營穩(wen)定,而尚(shang)未建(jian)立(li)黨組織(zhi)的。
