2 通信工程建設監(jian)理(li)的問題

2.1 監理單位(wei)自身素質不高

從(cong)我國的(de)(de)(de)(de)監(jian)(jian)理(li)(li)單(dan)(dan)位(wei)的(de)(de)(de)(de)相關管(guan)理(li)(li)制(zhi)度(du)來看,不難發現(xian)有(you)許多(duo)單(dan)(dan)位(wei)都并(bing)沒(mei)(mei)有(you)按(an)照現(xian)代化企業建(jian)設的(de)(de)(de)(de)標準(zhun)來成立(li),其在(zai)管(guan)理(li)(li)的(de)(de)(de)(de)制(zhi)度(du)以及(ji)改革(ge)的(de)(de)(de)(de)制(zhi)度(du)都處于剛剛起步階段(duan),沒(mei)(mei)有(you)一(yi)個較(jiao)為(wei)成熟(shu)的(de)(de)(de)(de)制(zhi)度(du)使得不能適應(ying)監(jian)(jian)理(li)(li)行(xing)業的(de)(de)(de)(de)發展。另(ling)外,監(jian)(jian)理(li)(li)單(dan)(dan)位(wei)之間(jian)也(ye)沒(mei)(mei)有(you)較(jiao)為(wei)統一(yi)的(de)(de)(de)(de)規范、工作的(de)(de)(de)(de)流程、工作的(de)(de)(de)(de)制(zhi)度(du)以及(ji)監(jian)(jian)理(li)(li)的(de)(de)(de)(de)方(fang)法,導(dao)致了(le)監(jian)(jian)理(li)(li)單(dan)(dan)位(wei)之間(jian)的(de)(de)(de)(de)取費不一(yi),行(xing)業內部秩(zhi)序混亂(luan)不堪(kan)。

2.2 監(jian)理工程師隊伍綜(zong)合素質不高

監理(li)(li)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)師(shi)(shi)(shi)隊伍(wu)(wu)綜合素質不高(gao)主(zhu)要體現在工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)師(shi)(shi)(shi)的(de)(de)年(nian)(nian)齡(ling)結構、知識結構、專(zhuan)(zhuan)業(ye)技(ji)能(neng)(neng)(neng)等各方(fang)面(mian)(mian)。其中就隊伍(wu)(wu)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)師(shi)(shi)(shi)的(de)(de)年(nian)(nian)齡(ling)來(lai)看,很多都是由老年(nian)(nian)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)師(shi)(shi)(shi)組成,老年(nian)(nian)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)師(shi)(shi)(shi)雖然有較(jiao)強的(de)(de)工(gong)(gong)(gong)作經驗但是相比(bi)年(nian)(nian)輕工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)師(shi)(shi)(shi)來(lai)講(jiang)接受新事(shi)物的(de)(de)能(neng)(neng)(neng)力卻并(bing)沒有年(nian)(nian)輕工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)師(shi)(shi)(shi)的(de)(de)能(neng)(neng)(neng)力強,因此也使(shi)得在工(gong)(gong)(gong)作中很多老年(nian)(nian)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)師(shi)(shi)(shi)并(bing)不能(neng)(neng)(neng)適應監理(li)(li)的(de)(de)工(gong)(gong)(gong)作現場。另外(wai)(wai),就知識面(mian)(mian)以及專(zhuan)(zhuan)業(ye)技(ji)能(neng)(neng)(neng)方(fang)面(mian)(mian)來(lai)講(jiang),能(neng)(neng)(neng)夠(gou)(gou)勝任工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)監理(li)(li)工(gong)(gong)(gong)作“一(yi)協(xie)調、三管(guan)理(li)(li)、三控制”的(de)(de)綜合性(xing)人才過少,此外(wai)(wai),能(neng)(neng)(neng)夠(gou)(gou)熟(shu)悉國際(ji)化管(guan)理(li)(li)、精通(tong)計(ji)算機和外(wai)(wai)語,并(bing)且(qie)能(neng)(neng)(neng)夠(gou)(gou)在國際(ji)上有競爭力的(de)(de)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)師(shi)(shi)(shi)更是少之又少。

2.3 建設(she)監(jian)理在實踐中(zhong)缺(que)位(wei)現象嚴重

目前(qian),由于許多監(jian)(jian)(jian)(jian)(jian)理(li)(li)企業的監(jian)(jian)(jian)(jian)(jian)理(li)(li)和咨詢(xun)(xun)服務之(zhi)間的界限沒(mei)有(you)完(wan)(wan)全被打(da)破,導(dao)致了(le)許多監(jian)(jian)(jian)(jian)(jian)理(li)(li)企業在工(gong)程監(jian)(jian)(jian)(jian)(jian)理(li)(li)的過程中只是單純的借(jie)助質量監(jian)(jian)(jian)(jian)(jian)理(li)(li)為基礎進行(xing)工(gong)程建設(she)(she)施(shi)工(gong)階段(duan)的質量穩抓(zhua),而(er)不是針(zhen)對(dui)(dui)工(gong)程的制定計劃、設(she)(she)計方案、實(shi)施(shi)施(shi)工(gong)、完(wan)(wan)工(gong)驗(yan)收整個(ge)過程進行(xing)監(jian)(jian)(jian)(jian)(jian)理(li)(li),也沒(mei)有(you)對(dui)(dui)工(gong)程的造價、工(gong)程進度(du)以及(ji)合同管理(li)(li)等方面實(shi)施(shi)全面的管理(li)(li)。外加,工(gong)程監(jian)(jian)(jian)(jian)(jian)理(li)(li)咨詢(xun)(xun)服務缺乏(fa)前(qian)期的調查以及(ji)監(jian)(jian)(jian)(jian)(jian)理(li)(li)咨詢(xun)(xun)服務工(gong)作的經(jing)驗(yan)不足,這些都導(dao)致了(le)監(jian)(jian)(jian)(jian)(jian)理(li)(li)的結果無(wu)法(fa)滿足不同客戶的需求。

3 通信工程監理發展的趨勢

一、引言

伴隨著城(cheng)(cheng)(cheng)鎮化的(de)快速(su)發展(zhan),人(ren)口(kou)和產業不斷(duan)向(xiang)城(cheng)(cheng)(cheng)鎮聚集,城(cheng)(cheng)(cheng)市(shi)(shi)人(ren)口(kou)規(gui)模和空間尺度急劇擴張(zhang),城(cheng)(cheng)(cheng)市(shi)(shi)居民出行總量迅速(su)攀(pan)升,與此(ci)同時,城(cheng)(cheng)(cheng)市(shi)(shi)機(ji)動(dong)化也進入快速(su)發展(zhan)期,小(xiao)汽車(che)等個體(ti)機(ji)動(dong)交通的(de)迅速(su)發展(zhan),城(cheng)(cheng)(cheng)市(shi)(shi)中(zhong)心(xin)區的(de)交通擁堵日益嚴重,環境污染(ran)和能源消耗壓力(li)不斷(duan)加劇。城(cheng)(cheng)(cheng)市(shi)(shi)交通系統面臨前(qian)所(suo)未有的(de)壓力(li)。因此(ci)發展(zhan)公共交通,實施公交優先政策成為許(xu)多(duo)大城(cheng)(cheng)(cheng)市(shi)(shi)交通發展(zhan)的(de)意(yi)向(xiang)基本(ben)戰(zhan)略(lve)。

西(xi)安作為(wei)首批(pi)國家“公(gong)(gong)交都(dou)市(shi)(shi)”示(shi)范城市(shi)(shi),進行(xing)了積極(ji)的探索和研(yan)究(jiu),并且編制完(wan)成(cheng)了《西(xi)安市(shi)(shi)公(gong)(gong)交都(dou)市(shi)(shi)建(jian)設(she)示(shi)范工程五年行(xing)動方案》。在此基礎上(shang),本文(wen)通(tong)過對西(xi)安建(jian)設(she)“公(gong)(gong)交都(dou)市(shi)(shi)”發展(zhan)對策(ce)的研(yan)究(jiu),以西(xi)安國際港(gang)務區為(wei)例,提出了城市(shi)(shi)新區公(gong)(gong)共交通(tong)發展(zhan)對策(ce)和建(jian)議。

二、公(gong)交都(dou)市的概念

(一)公交都市的定義

公交(jiao)(jiao)都市(shi)是國際大都市(shi)發展(zhan)到(dao)高級階段,在(zai)交(jiao)(jiao)通資(zi)源(yuan)和(he)環境(jing)資(zi)源(yuan)約(yue)束的背景下,為應對(dui)小(xiao)汽車(che)高速增(zeng)長(chang)和(he)交(jiao)(jiao)通擁堵所采取的一項城市(shi)戰(zhan)略。一個(ge)城市(shi)能夠稱之為公交(jiao)(jiao)都市(shi),是它的公共交(jiao)(jiao)通服務與城市(shi)形態相互配合(he)默契(qi)可以有效(xiao)發揮公交(jiao)(jiao)優勢[1]。準確地說公交(jiao)(jiao)都市(shi)代(dai)表(biao)的是一種城市(shi)形態和(he)機動化環境(jing),是公共交(jiao)(jiao)通的發展(zhan)與城市(shi)形態的發展(zhan)相互協調,相互支(zhi)撐(cheng),相互促進的,能有效(xiao)替代(dai)小(xiao)汽車(che)出(chu)行的交(jiao)(jiao)通方式。

(二(er))公交都市的特點

1.高(gao)比例的公交(jiao)出(chu)行,通勤出(chu)行公交(jiao)分(fen)擔率一般能達60%以上;

2.緊湊的城(cheng)市結構,使70%的人口居(ju)住和(he)就業集(ji)聚在公交走廊兩側;

3.多(duo)元(yuan)化(hua)的公(gong)交模(mo)式(shi),形(xing)成(cheng)“軌道(dao)交通為骨架、常規公(gong)交為網絡、慢(man)行交通為延伸(shen)”的一體化(hua)都市(shi)公(gong)交體系(xi);

4.高效(xiao)便捷的換乘系(xi)統,實現地下和(he)地面交通(tong)、大(da)容量(liang)和(he)中低運量(liang)交通(tong)、機動(dong)(dong)化(hua)和(he)非機動(dong)(dong)化(hua)交通(tong)的有機結(jie)合和(he)有效(xiao)銜接(jie);

5.全方位的保(bao)障(zhang)措施,從多方面保(bao)障(zhang)公(gong)交優先(xian)發展[2]。

三、《西安(an)市(shi)公交(jiao)都市(shi)建設示范工程五年(nian)行(xing)動方案》解(jie)讀

1.規劃策略

樹立“以人為本(ben)”、“和諧(xie)發展”的城(cheng)市理念,建(jian)立以軌(gui)道交(jiao)(jiao)通(tong)為骨架、地面公交(jiao)(jiao)為網絡(luo)、慢行(xing)交(jiao)(jiao)通(tong)為補(bu)充的一體化公共(gong)交(jiao)(jiao)通(tong)體系,改善公交(jiao)(jiao)服(fu)務,引導城(cheng)市發展,吸引市民使用公共(gong)交(jiao)(jiao)通(tong)出行(xing),實(shi)現城(cheng)市發展與城(cheng)市交(jiao)(jiao)通(tong)的良(liang)性互動。

2.建設目標

到2017年,公(gong)(gong)共(gong)(gong)交(jiao)通(tong)(tong)機動化(hua)出行(xing)分擔率(lv)達(da)到60%,公(gong)(gong)共(gong)(gong)交(jiao)通(tong)(tong)出行(xing)分擔率(lv)(不含步行(xing))達(da)到50%,公(gong)(gong)共(gong)(gong)氣(qi)電(dian)車線路網比率(lv)達(da)到60%,公(gong)(gong)共(gong)(gong)交(jiao)通(tong)(tong)站點500米覆(fu)蓋率(lv)達(da)到90%。

四、對推動西安“公交都市”建(jian)設的發展對策(策略)研究

(一)科學推動城市與(yu)交通的(de)一體化(hua)規劃

公(gong)交(jiao)都(dou)市是指城(cheng)市的(de)(de)公(gong)共(gong)交(jiao)通服務與城(cheng)市形(xing)(xing)態相(xiang)(xiang)互配(pei)(pei)合默契(qi),可以(yi)有效發揮公(gong)交(jiao)優勢,是需要(yao)(yao)一種緊湊有序(xu)、集約的(de)(de)土(tu)(tu)地(di)利(li)(li)用(yong),公(gong)交(jiao)走廊、樞紐和(he)城(cheng)市形(xing)(xing)態結構相(xiang)(xiang)互契(qi)合,相(xiang)(xiang)互支撐[3]。因此(ci)在城(cheng)市規劃(hua)各個(ge)層面規劃(hua)的(de)(de)編制(zhi)中,要(yao)(yao)體現公(gong)交(jiao)優先和(he)構建公(gong)交(jiao)都(dou)市的(de)(de)要(yao)(yao)求(qiu)。要(yao)(yao)做到使土(tu)(tu)地(di)的(de)(de)利(li)(li)用(yong)方式和(he)城(cheng)市公(gong)共(gong)交(jiao)通形(xing)(xing)成(cheng)良好的(de)(de)銜接(jie),強調以(yi)公(gong)共(gong)交(jiao)通引(yin)導城(cheng)市緊湊集約發展(zhan),提高土(tu)(tu)地(di)利(li)(li)用(yong)效率。對于目前西安市的(de)(de)高強度土(tu)(tu)地(di)開發而言(yan),需有高承(cheng)載力的(de)(de)公(gong)交(jiao)通道(dao)及道(dao)路網(wang)與之匹配(pei)(pei)。

(二(er))合理加快交通基礎(chu)設(she)施建設(she)

整合公(gong)(gong)交(jiao)(jiao)資源,完(wan)善財政補(bu)貼機制,構建(jian)(jian)多層次公(gong)(gong)交(jiao)(jiao)網絡,加(jia)快(kuai)公(gong)(gong)交(jiao)(jiao)基礎設(she)(she)施建(jian)(jian)設(she)(she),全面提高公(gong)(gong)交(jiao)(jiao)服務質量(liang)。包括推進公(gong)(gong)交(jiao)(jiao)場(chang)站(zhan)(換乘樞紐(niu))建(jian)(jian)設(she)(she)、加(jia)強(qiang)公(gong)(gong)交(jiao)(jiao)停保場(chang)和(he)公(gong)(gong)交(jiao)(jiao)首(shou)末站(zhan)建(jian)(jian)設(she)(she)、大力發展軌(gui)道(dao)交(jiao)(jiao)通、加(jia)快(kuai)公(gong)(gong)交(jiao)(jiao)專(zhuan)用道(dao)和(he)慢行系統建(jian)(jian)設(she)(she)、推動(dong)公(gong)(gong)交(jiao)(jiao)智(zhi)能化建(jian)(jian)設(she)(she)、推廣“綠(lv)色公(gong)(gong)交(jiao)(jiao)”車輛、提高公(gong)(gong)交(jiao)(jiao)運(yun)營質量(liang)和(he)服務品質等(deng)。

(三)完善法制法規,加強公共交通體制改革

1.深化公交運營機制改革(ge)。

2.提(ti)高公(gong)交(jiao)企業自我發(fa)展能力。進一步加(jia)強(qiang)對公(gong)交(jiao)企業的(de)扶持(chi)力度(du),通過給予企業多種(zhong)經營方式的(de)辦法以實現(xian)公(gong)交(jiao)企業的(de)可(ke)持(chi)續(xu)發(fa)展。

3.探(tan)索公交(jiao)行業(ye)(ye)監管模(mo)式。建立實施公共交(jiao)通服務質量(liang)考(kao)(kao)核(he)制度,由政(zheng)府制定明確(que)的公共交(jiao)通服務考(kao)(kao)核(he)內容和方法,對企業(ye)(ye)所提供的公共交(jiao)通服務質量(liang)進行監督和考(kao)(kao)核(he),并將服務質量(liang)考(kao)(kao)核(he)結果作為市場準入、企業(ye)(ye)績效考(kao)(kao)核(he)、政(zheng)府補(bu)貼發放(fang)的重要(yao)依據。

五、西安國際港務區公共(gong)交通發(fa)展(zhan)對策和行動方案

1.推進公共交通導向型(xing)開(kai)發(fa)模式(即(ji)TOD模式)

城(cheng)市(shi)的發展形態(tai)在很大程度上受該(gai)城(cheng)市(shi)當時占主導地(di)位(wei)的交通工具的影響。對于城(cheng)市(shi)新區來(lai)說,城(cheng)市(shi)形態(tai)和(he)交通體系均處(chu)于待開(kai)發的狀態(tai),一方(fang)面(mian),要通過(guo)城(cheng)際鐵路(lu)、軌道交通和(he)快(kuai)速公(gong)交來(lai)推動“長線客運、快(kuai)速融(rong)城(cheng)”,彌(mi)補(bu)新增(zeng)城(cheng)區或城(cheng)市(shi)近郊(jiao)邊緣化的區位(wei)劣勢;另一方(fang)面(mian),集約型、大容量公(gong)交與節約型、可持(chi)續用地(di)發展模式緊(jin)密結(jie)合。以城(cheng)市(shi)公(gong)共交通樞紐(niu)場站(zhan)(zhan)或站(zhan)(zhan)點(dian)為中心,以合理步行距離(li)為半(ban)徑(jing),規劃建設(she)集辦公(gong)、商(shang)業、文化、教(jiao)育、居住等一體化的生活集中區,突出“公(gong)交優先、集約用地(di)”理念。

2.開(kai)通社區(qu)巴士來解決(jue)區(qu)域微循環交通問題

城(cheng)市(shi)新(xin)區(qu)距離(li)城(cheng)市(shi)中心較遠,公共交(jiao)(jiao)通(tong)發(fa)展滯后,并且在(zai)城(cheng)市(shi)新(xin)區(qu)的居住(zhu)區(qu)往(wang)往(wang)形成大社(she)區(qu)的特(te)點,出行(xing)(xing)難(nan)、進城(cheng)難(nan)是城(cheng)市(shi)新(xin)區(qu)居民主要(yao)難(nan)題。因此,可(ke)以(yi)通(tong)過開通(tong)社(she)區(qu)巴士以(yi)及微循環交(jiao)(jiao)通(tong)的方式來解(jie)決出行(xing)(xing)問(wen)題,實現社(she)區(qu)與主要(yao)公共交(jiao)(jiao)通(tong)樞紐的便捷聯(lian)系。

3.建設(she)公(gong)共(gong)停車場、公(gong)共(gong)自行車的公(gong)交末端接駁“P+R”出行功能

提(ti)高公(gong)(gong)(gong)(gong)交(jiao)出行(xing)(xing)的“門(men)到門(men)”直(zhi)達水平,盡可能降低出行(xing)(xing)過程(cheng)中的換(huan)(huan)(huan)乘(cheng)成本,是增(zeng)加城市(shi)公(gong)(gong)(gong)(gong)交(jiao)吸引力、提(ti)高公(gong)(gong)(gong)(gong)交(jiao)出行(xing)(xing)分擔(dan)率的關鍵。一方(fang)面(mian)對于(yu)(yu)市(shi)區的軌道公(gong)(gong)(gong)(gong)交(jiao)樞紐,應建(jian)設換(huan)(huan)(huan)乘(cheng)公(gong)(gong)(gong)(gong)共(gong)(gong)停車場,引導市(shi)民通(tong)過停車換(huan)(huan)(huan)乘(cheng)方(fang)式進入中心城區,減少中心城區的交(jiao)通(tong)流量。另一方(fang)面(mian)建(jian)設公(gong)(gong)(gong)(gong)共(gong)(gong)自行(xing)(xing)車停車換(huan)(huan)(huan)乘(cheng)系統,適用(yong)于(yu)(yu)不同公(gong)(gong)(gong)(gong)交(jiao)線路換(huan)(huan)(huan)乘(cheng)的短距離中轉(zhuan)銜接。能夠有效的提(ti)高公(gong)(gong)(gong)(gong)共(gong)(gong)交(jiao)通(tong)的服務水平和分擔(dan)率,徹底解決“最后一公(gong)(gong)(gong)(gong)里”問題,便(bian)民出行(xing)(xing)。

4.發展(zhan)中運量新公交。

合理搭配主(zhu)(zhu)干線(xian)路(lu)與末端交(jiao)通線(xian)路(lu)。在城市主(zhu)(zhu)要的客運走廊上(shang)布設城市軌道交(jiao)通或(huo)是BRT線(xian)路(lu),承擔(dan)沿(yan)線(xian)中長距(ju)離出行的交(jiao)通需求。

5.客貨分流,建(jian)設貨運專用通道提(ti)升城市(shi)形象

在(zai)大(da)力發展商貿物流(liu)業(ye)的(de)同時,需注(zhu)重城(cheng)(cheng)市(shi)品質(zhi)與(yu)形(xing)象提升。在(zai)產(chan)城(cheng)(cheng)融(rong)合發展的(de)同時,嚴格產(chan)業(ye)區(qu)域化管理,使“產(chan)”與(yu)“城(cheng)(cheng)”相(xiang)互(hu)推動、相(xiang)互(hu)依存。區(qu)域范圍內(nei)合理設置貨運車輛專用通道,加強交通管制,在(zai)產(chan)城(cheng)(cheng)大(da)發展的(de)基礎上(shang),實現客貨分流(liu),使各種交通方式有序運行,提升新區(qu)形(xing)象,打造西安市(shi)的(de)東部新城(cheng)(cheng)。

結語

本文通過對(dui)“公交都市”相(xiang)關內容研究(jiu),在西安市“公交都市”規劃(hua)解(jie)讀基(ji)礎(chu)上,以西安國際港(gang)務區為(wei)例,定性(xing)的(de)(de)(de)研究(jiu)了(le)城市新(xin)區公共交通系統的(de)(de)(de)發展(zhan)策略,提出了(le)適(shi)應新(xin)城發展(zhan)的(de)(de)(de)公共交通策略。

首(shou)先,隨著通(tong)信工(gong)(gong)(gong)(gong)(gong)程(cheng)建設(she)的(de)(de)(de)(de)不(bu)斷(duan)發(fa)(fa)展(zhan)(zhan)(zhan),其(qi)(qi)(qi)特性不(bu)斷(duan)地得(de)(de)到發(fa)(fa)展(zhan)(zhan)(zhan)和(he)(he)變(bian)革,其(qi)(qi)(qi)相(xiang)應的(de)(de)(de)(de)管(guan)(guan)(guan)(guan)理(li)(li)(li)模(mo)式也應當(dang)(dang)得(de)(de)到調整(zheng)和(he)(he)改變(bian)。而項目(mu)(mu)(mu)管(guan)(guan)(guan)(guan)理(li)(li)(li)由于其(qi)(qi)(qi)并未進(jin)(jin)(jin)行(xing)及(ji)時的(de)(de)(de)(de)更新和(he)(he)完善,使得(de)(de)項目(mu)(mu)(mu)管(guan)(guan)(guan)(guan)理(li)(li)(li)的(de)(de)(de)(de)模(mo)式無(wu)法(fa)(fa)與通(tong)信工(gong)(gong)(gong)(gong)(gong)程(cheng)建設(she)實時同步(bu),導致(zhi)項目(mu)(mu)(mu)管(guan)(guan)(guan)(guan)理(li)(li)(li)無(wu)法(fa)(fa)對(dui)(dui)(dui)通(tong)信工(gong)(gong)(gong)(gong)(gong)程(cheng)建設(she)進(jin)(jin)(jin)行(xing)有效的(de)(de)(de)(de)把握和(he)(he)掌控,一些(xie)信息(xi)出現偏差甚至矛盾,導致(zhi)其(qi)(qi)(qi)無(wu)法(fa)(fa)完成通(tong)信工(gong)(gong)(gong)(gong)(gong)程(cheng)建設(she)的(de)(de)(de)(de)有效管(guan)(guan)(guan)(guan)理(li)(li)(li),甚至出現相(xiang)反的(de)(de)(de)(de)作用(yong)。其(qi)(qi)(qi)次,項目(mu)(mu)(mu)管(guan)(guan)(guan)(guan)理(li)(li)(li)的(de)(de)(de)(de)發(fa)(fa)展(zhan)(zhan)(zhan)緩慢,導致(zhi)其(qi)(qi)(qi)管(guan)(guan)(guan)(guan)理(li)(li)(li)無(wu)法(fa)(fa)跟進(jin)(jin)(jin)通(tong)信工(gong)(gong)(gong)(gong)(gong)程(cheng)技(ji)術(shu)的(de)(de)(de)(de)發(fa)(fa)展(zhan)(zhan)(zhan),出現脫節(jie)和(he)(he)不(bu)對(dui)(dui)(dui)等。我國(guo)的(de)(de)(de)(de)項目(mu)(mu)(mu)管(guan)(guan)(guan)(guan)理(li)(li)(li)模(mo)式大(da)多由國(guo)外引進(jin)(jin)(jin),在運用(yong)當(dang)(dang)中也從國(guo)外先進(jin)(jin)(jin)企(qi)業中吸取(qu)經驗。而在實踐當(dang)(dang)中,往往忽視(shi)其(qi)(qi)(qi)不(bu)斷(duan)的(de)(de)(de)(de)發(fa)(fa)展(zhan)(zhan)(zhan)和(he)(he)更新,導致(zhi)其(qi)(qi)(qi)發(fa)(fa)展(zhan)(zhan)(zhan)落后(hou)。面對(dui)(dui)(dui)不(bu)斷(duan)更新的(de)(de)(de)(de)通(tong)信工(gong)(gong)(gong)(gong)(gong)程(cheng)技(ji)術(shu),其(qi)(qi)(qi)無(wu)法(fa)(fa)跟進(jin)(jin)(jin)發(fa)(fa)展(zhan)(zhan)(zhan)的(de)(de)(de)(de)步(bu)伐,造成脫節(jie)和(he)(he)不(bu)對(dui)(dui)(dui)等的(de)(de)(de)(de)情況發(fa)(fa)生。項目(mu)(mu)(mu)管(guan)(guan)(guan)(guan)理(li)(li)(li)無(wu)法(fa)(fa)跟進(jin)(jin)(jin)其(qi)(qi)(qi)管(guan)(guan)(guan)(guan)理(li)(li)(li)對(dui)(dui)(dui)象的(de)(de)(de)(de)發(fa)(fa)展(zhan)(zhan)(zhan),也就使得(de)(de)其(qi)(qi)(qi)功用(yong)大(da)大(da)削弱,不(bu)能保證通(tong)信工(gong)(gong)(gong)(gong)(gong)程(cheng)建設(she)的(de)(de)(de)(de)有效管(guan)(guan)(guan)(guan)理(li)(li)(li)[6]。另外,項目(mu)(mu)(mu)管(guan)(guan)(guan)(guan)理(li)(li)(li)的(de)(de)(de)(de)體制(zhi)較(jiao)落后(hou),現代項目(mu)(mu)(mu)管(guan)(guan)(guan)(guan)理(li)(li)(li)的(de)(de)(de)(de)效用(yong)得(de)(de)到制(zhi)約,無(wu)法(fa)(fa)實現其(qi)(qi)(qi)自(zi)身的(de)(de)(de)(de)有效發(fa)(fa)展(zhan)(zhan)(zhan)和(he)(he)對(dui)(dui)(dui)通(tong)信工(gong)(gong)(gong)(gong)(gong)程(cheng)建設(she)的(de)(de)(de)(de)有效支持(chi)。項目(mu)(mu)(mu)管(guan)(guan)(guan)(guan)理(li)(li)(li)的(de)(de)(de)(de)體制(zhi)落后(hou),造成人員的(de)(de)(de)(de)配置得(de)(de)不(bu)到優化,建設(she)和(he)(he)設(she)計(ji)人員無(wu)法(fa)(fa)進(jin)(jin)(jin)行(xing)有效溝通(tong),造成工(gong)(gong)(gong)(gong)(gong)期延誤,工(gong)(gong)(gong)(gong)(gong)程(cheng)建設(she)緩慢,無(wu)法(fa)(fa)保證其(qi)(qi)(qi)進(jin)(jin)(jin)度和(he)(he)質(zhi)量。

4 現(xian)代項目管(guan)理在通信工(gong)程中的(de)應(ying)用策略

4.1 選擇(ze)最佳的項目管理模式

要想(xiang)讓(rang)現代項(xiang)(xiang)目(mu)管(guan)(guan)理能(neng)夠(gou)(gou)在(zai)通信(xin)(xin)(xin)工程(cheng)中得(de)到很好(hao)的(de)(de)應(ying)用(yong)(yong),發揮其(qi)實效性,就應(ying)當對工程(cheng)項(xiang)(xiang)目(mu)進行(xing)具體分析(xi),運(yun)用(yong)(yong)最(zui)佳的(de)(de)項(xiang)(xiang)目(mu)管(guan)(guan)理模式(shi)。項(xiang)(xiang)目(mu)管(guan)(guan)理的(de)(de)模式(shi)有(you)三種(zhong),即項(xiang)(xiang)目(mu)管(guan)(guan)理的(de)(de)承包(bao)模式(shi)和(he)一(yi)體化(hua)項(xiang)(xiang)目(mu)管(guan)(guan)理模式(shi)以及型項(xiang)(xiang)目(mu)管(guan)(guan)理服務模式(shi)[7]。三種(zhong)模式(shi)各有(you)優劣(lie),應(ying)當在(zai)進行(xing)通信(xin)(xin)(xin)工程(cheng)運(yun)作時,根據通信(xin)(xin)(xin)工程(cheng)的(de)(de)主要特點(dian)和(he)需求,結合其(qi)類型和(he)規模,進行(xing)項(xiang)(xiang)目(mu)管(guan)(guan)理的(de)(de)模式(shi)選擇(ze)。只有(you)選擇(ze)最(zui)佳的(de)(de)管(guan)(guan)理模式(shi),才能(neng)夠(gou)(gou)更好(hao)地為(wei)實現通信(xin)(xin)(xin)工程(cheng)的(de)(de)建設提供最(zui)佳的(de)(de)管(guan)(guan)理和(he)把控。在(zai)此基礎上,建立項(xiang)(xiang)目(mu)管(guan)(guan)理的(de)(de)模型,以便輔助項(xiang)(xiang)目(mu)管(guan)(guan)理的(de)(de)實施,能(neng)夠(gou)(gou)直觀反映項(xiang)(xiang)目(mu)管(guan)(guan)理的(de)(de)具體規劃和(he)實施過程(cheng)。

5 結語

近年來通(tong)(tong)信業發展飛速(su),移(yi)動、聯(lian)通(tong)(tong)等大型電信運營商要(yao)對通(tong)(tong)信工程進行合理的(de)分層分類管理,這樣可(ke)以(yi)有效地節約成本,進而提高電信運營商的(de)經營效益。

1 從管理層(ceng)進行(xing)區(qu)分

目前,包含(han)移動、聯通(tong)在內的(de)較大(da)的(de)電信(xin)(xin)運營(ying)商(shang)(shang)都(dou)(dou)已(yi)經(jing)在海外上市(shi),這(zhe)些(xie)運營(ying)商(shang)(shang)一(yi)(yi)般(ban)(ban)都(dou)(dou)包含(han)地(di)(di)(di)(di)市(shi)、省(sheng)、集(ji)團(tuan)三(san)級結構(gou)(gou)(gou),從(cong)公(gong)(gong)(gong)司(si)(si)(si)(si)組織(zhi)結構(gou)(gou)(gou)上講(jiang),移動和電信(xin)(xin)是(shi)母子公(gong)(gong)(gong)司(si)(si)(si)(si)架(jia)構(gou)(gou)(gou),聯通(tong)等是(shi)股份公(gong)(gong)(gong)司(si)(si)(si)(si)、分(fen)公(gong)(gong)(gong)司(si)(si)(si)(si)架(jia)構(gou)(gou)(gou),而這(zhe)些(xie)電信(xin)(xin)運營(ying)商(shang)(shang)的(de)地(di)(di)(di)(di)市(shi)公(gong)(gong)(gong)司(si)(si)(si)(si)屬于本(ben)地(di)(di)(di)(di)網,由分(fen)公(gong)(gong)(gong)司(si)(si)(si)(si)對(dui)其進行管(guan)理。不論使用何種(zhong)架(jia)構(gou)(gou)(gou),從(cong)本(ben)質上來(lai)說,這(zhe)些(xie)大(da)運營(ying)商(shang)(shang)的(de)決策中(zhong)心都(dou)(dou)是(shi)集(ji)團(tuan)公(gong)(gong)(gong)司(si)(si)(si)(si),利(li)潤中(zhong)心是(shi)省(sheng)級公(gong)(gong)(gong)司(si)(si)(si)(si)。電信(xin)(xin)運營(ying)商(shang)(shang)的(de)地(di)(di)(di)(di)市(shi)級公(gong)(gong)(gong)司(si)(si)(si)(si)只是(shi)成本(ben)中(zhong)心或營(ying)銷(xiao)中(zhong)心。所以(yi),具(ju)有(you)全局戰(zhan)略意(yi)義(yi)的(de)重大(da)通(tong)信(xin)(xin)工(gong)(gong)程應由集(ji)團(tuan)公(gong)(gong)(gong)司(si)(si)(si)(si)進行統一(yi)(yi)規(gui)劃,再由地(di)(di)(di)(di)市(shi)級、省(sheng)級公(gong)(gong)(gong)司(si)(si)(si)(si)落實(shi),例(li)如調整(zheng)優化(hua)全網結構(gou)(gou)(gou)等。只有(you)這(zhe)樣才(cai)能使電信(xin)(xin)運營(ying)商(shang)(shang)的(de)經(jing)營(ying)順利(li)進行,才(cai)能保(bao)證通(tong)信(xin)(xin)工(gong)(gong)程的(de)質量。具(ju)有(you)局部戰(zhan)略意(yi)義(yi)的(de)通(tong)信(xin)(xin)工(gong)(gong)程則可(ke)以(yi)由省(sheng)級公(gong)(gong)(gong)司(si)(si)(si)(si)主導(dao),集(ji)團(tuan)公(gong)(gong)(gong)司(si)(si)(si)(si)只需要(yao)審批并進行指導(dao)。戰(zhan)略意(yi)義(yi)及影(ying)響較小的(de)通(tong)信(xin)(xin)工(gong)(gong)程可(ke)以(yi)交(jiao)由地(di)(di)(di)(di)市(shi)級公(gong)(gong)(gong)司(si)(si)(si)(si)來(lai)主導(dao),因為這(zhe)些(xie)項(xiang)(xiang)目一(yi)(yi)般(ban)(ban)具(ju)有(you)總投(tou)資大(da)、數量多(duo)的(de)特(te)點,由地(di)(di)(di)(di)市(shi)級公(gong)(gong)(gong)司(si)(si)(si)(si)對(dui)其進行立項(xiang)(xiang)并負責其投(tou)資回報率(lv),可(ke)以(yi)實(shi)現這(zhe)些(xie)通(tong)信(xin)(xin)工(gong)(gong)程項(xiang)(xiang)目收益(yi)最大(da)化(hua),有(you)利(li)于這(zhe)些(xie)電信(xin)(xin)運營(ying)商(shang)(shang)的(de)發展。

2 從市場角度進行區分

從市(shi)場角度講,運營商可(ke)以(yi)(yi)分為(wei)(wei)引導(dao)(dao)客戶(hu)需求(qiu)(qiu)(qiu)和滿(man)(man)足(zu)客戶(hu)需求(qiu)(qiu)(qiu)兩類,依(yi)據對市(shi)場的(de)(de)了(le)解(jie)程(cheng)度,把那些以(yi)(yi)占領市(shi)場、滿(man)(man)足(zu)客戶(hu)需求(qiu)(qiu)(qiu)為(wei)(wei)目標(biao)的(de)(de)通(tong)信(xin)(xin)工(gong)程(cheng)放在比較接近市(shi)場與用戶(hu)的(de)(de)本地網進(jin)(jin)行(xing)立項(xiang),可(ke)以(yi)(yi)有(you)效(xiao)地提(ti)高(gao)運營商的(de)(de)市(shi)場反應(ying)速度,進(jin)(jin)而(er)更好地滿(man)(man)足(zu)客戶(hu)需求(qiu)(qiu)(qiu)。省級(ji)集(ji)團客戶(hu)和全國(guo)性行(xing)業(ye)客戶(hu),應(ying)依(yi)據決策(ce)者(zhe)與信(xin)(xin)息所(suo)有(you)者(zhe)相一(yi)致的(de)(de)原(yuan)則,將其交由(you)省級(ji)公(gong)(gong)(gong)司或者(zhe)集(ji)團公(gong)(gong)(gong)司進(jin)(jin)行(xing)統(tong)一(yi)部署(shu),為(wei)(wei)用戶(hu)提(ti)供(gong)專(zhuan)業(ye)化、界面統(tong)一(yi)的(de)(de)服務。以(yi)(yi)引導(dao)(dao)客戶(hu)需求(qiu)(qiu)(qiu)為(wei)(wei)最終目標(biao)的(de)(de)通(tong)信(xin)(xin)工(gong)程(cheng)項(xiang)目如新(xin)技術、新(xin)業(ye)務的(de)(de)上線應(ying)該交由(you)集(ji)團公(gong)(gong)(gong)司進(jin)(jin)行(xing)統(tong)一(yi)部署(shu)、統(tong)一(yi)牽頭、分步實(shi)施,因為(wei)(wei)建設這些通(tong)信(xin)(xin)工(gong)程(cheng)項(xiang)目需要決策(ce)單位(wei)對整個通(tong)信(xin)(xin)行(xing)業(ye)十分了(le)解(jie),需要決策(ce)單位(wei)有(you)敏銳的(de)(de)洞察力和長遠的(de)(de)眼(yan)光。

現代都市中,人們的(de)(de)(de)生(sheng)活節奏加快,數字化(hua)與(yu)信(xin)息(xi)化(hua)成為(wei)(wei)如(ru)今時尚。互聯網逐(zhu)漸取(qu)代了(le)傳統(tong)的(de)(de)(de)溝通(tong)方式,演(yan)變為(wei)(wei)人們日常生(sheng)活中必(bi)不可(ke)少的(de)(de)(de)重要內(nei)容。多家電信(xin)運(yun)(yun)營(ying)商正在為(wei)(wei)如(ru)何做才能既(ji)能降低運(yun)(yun)營(ying)成本(ben)(ben)又(you)能保證通(tong)信(xin)質量而(er)焦頭爛額,本(ben)(ben)文主要分析了(le)當前在通(tong)信(xin)網絡中應用較廣(guang)的(de)(de)(de)MSTP和ASON,并提出(chu)各自的(de)(de)(de)應用發展方向。

(一(yi)(yi)(yi))SDH。SDH是一(yi)(yi)(yi)種將復接(jie)、線路(lu)傳(chuan)(chuan)輸及交換功能融(rong)為(wei)一(yi)(yi)(yi)體、并由統一(yi)(yi)(yi)網(wang)管(guan)系統操作的(de)(de)綜合(he)信息傳(chuan)(chuan)送網(wang)絡(luo)(luo)(luo),是美國貝爾通信技術研(yan)究所提出來的(de)(de)同步光(guang)網(wang)絡(luo)(luo)(luo)(SONET)。國際電(dian)報電(dian)話(hua)咨詢委員會(CCITT)(現(xian)ITU-T)于(yu)(yu)(yu)1988年接(jie)受(shou)了SONET概念并重(zhong)新命名為(wei)SDH,使其成為(wei)不(bu)僅適用(yong)(yong)于(yu)(yu)(yu)光(guang)纖也適用(yong)(yong)于(yu)(yu)(yu)微波(bo)和衛(wei)星傳(chuan)(chuan)輸的(de)(de)通用(yong)(yong)技術體制。它可(ke)實現(xian)網(wang)絡(luo)(luo)(luo)有(you)效管(guan)理、實時業務監控、動態網(wang)絡(luo)(luo)(luo)維(wei)(wei)護、不(bu)同廠商(shang)設備間(jian)的(de)(de)互通等多項功能,能大(da)大(da)提高(gao)網(wang)絡(luo)(luo)(luo)資源利用(yong)(yong)率、降低管(guan)理及維(wei)(wei)護費用(yong)(yong)、實現(xian)靈活可(ke)靠和高(gao)效的(de)(de)網(wang)絡(luo)(luo)(luo)運行與(yu)維(wei)(wei)護,因此是當今世界信息領域在傳(chuan)(chuan)輸技術方面的(de)(de)發展和應用(yong)(yong)的(de)(de)熱(re)點。

(二(er))WDM。WDM是(shi)新(xin)一(yi)代(dai)的(de)(de)(de)超高速(su)光(guang)(guang)(guang)纖(xian)技術(shu),又被稱(cheng)為波(bo)(bo)分(fen)復用技術(shu)。其工作原理是(shi)借(jie)助光(guang)(guang)(guang)發射機在單一(yi)光(guang)(guang)(guang)纖(xian)內同(tong)步傳輸(shu)(shu)多個不(bu)同(tong)波(bo)(bo)長(chang)(chang)(chang)的(de)(de)(de)光(guang)(guang)(guang)波(bo)(bo),使得數據傳輸(shu)(shu)速(su)度(du)與容(rong)量激增;利用單模光(guang)(guang)(guang)纖(xian)低損耗區的(de)(de)(de)巨大帶寬資源,通(tong)過合波(bo)(bo)器將發送端(duan)的(de)(de)(de)不(bu)同(tong)波(bo)(bo)長(chang)(chang)(chang)的(de)(de)(de)光(guang)(guang)(guang)波(bo)(bo)合并,再傳入單模光(guang)(guang)(guang)纖(xian);WDM接收(shou)時(shi)再通(tong)過合波(bo)(bo)器將不(bu)同(tong)波(bo)(bo)長(chang)(chang)(chang)的(de)(de)(de)光(guang)(guang)(guang)波(bo)(bo)分(fen)開,這樣雙向傳輸(shu)(shu)的(de)(de)(de)問(wen)題便迎刃而解。WDM可(ke)采用ADM和DXC、OADM和OXC實現光(guang)(guang)(guang)信(xin)號,無需OE轉換。根據相關統計(ji)(ji)可(ke)知,2013年第一(yi)季度(du)的(de)(de)(de)全(quan)球光(guang)(guang)(guang)WDM設備營收(shou)繼續增長(chang)(chang)(chang),同(tong)比上漲10%;預(yu)計(ji)(ji)今(jin)年仍將保持這種樂觀(guan)態(tai)勢。

(三)MSTP。MSTP系統是(shi)(shi)基于(yu)SDH的多(duo)業(ye)務傳輸平臺,以SDH為核(he)心擁(yong)有(you)SDH的保護恢復(fu)能(neng)(neng)力和OAM能(neng)(neng)力,不僅支持PDH、SDH、Ethernet、ATM、MPLS、以太網(wang)等多(duo)種業(ye)務傳輸,還能(neng)(neng)滿足VIP企業(ye)專線業(ye)務的高需求。眾所(suo)周知(zhi),企業(ye)的商務活動大多(duo)依賴(lai)于(yu)現代(dai)通信方(fang)式。隨著(zhu)企業(ye)信息化與(yu)互聯需求的猛(meng)增,企業(ye)出(chu)口(kou)帶寬急需從傳統的2Mb/s提升至10Mb/s、100Mb/s;加上(shang)近年(nian)來分組技術的彈性管道(dao)開始涉足企業(ye)專線,而(er)MSTP剛(gang)性管道(dao)無疑(yi)是(shi)(shi)VIP企業(ye)專線的最(zui)佳之選。

(四)ASON。ASON即自動(dong)(dong)交換光(guang)網(wang)絡(luo),其概念源于(yu)智(zhi)能光(guang)網(wang)絡(luo)(ION)。ASON是(shi)在選路(lu)和(he)信(xin)(xin)令的(de)控(kong)制(zhi)下完成自動(dong)(dong)交換功(gong)能的(de)新一(yi)代光(guang)網(wang)絡(luo),是(shi)一(yi)種(zhong)標準(zhun)化的(de)智(zhi)能光(guang)傳(chuan)(chuan)送(song)網(wang),是(shi)目前通信(xin)(xin)工程傳(chuan)(chuan)輸(shu)技術的(de)研究(jiu)熱點,是(shi)未來智(zhi)能光(guang)網(wang)絡(luo)發展的(de)主流方向(xiang)。ASON第(di)一(yi)次把(ba)選路(lu)和(he)信(xin)(xin)令引入(ru)傳(chuan)(chuan)送(song)網(wang),在智(zhi)能控(kong)制(zhi)層面(mian)(mian)(mian)保持呼叫連(lian)接,使交換、傳(chuan)(chuan)輸(shu)與數據三者(zhe)間發生新的(de)交集,真正實(shi)現路(lu)由設置、端到(dao)(dao)端的(de)業務(wu)調度以及網(wang)絡(luo)的(de)自動(dong)(dong)恢復等功(gong)能。ASON以SDH和(he)OTN為基礎,引入(ru)控(kong)制(zhi)平面(mian)(mian)(mian)來完成配置和(he)連(lian)接管理,控(kong)制(zhi)平面(mian)(mian)(mian)主要通過選路(lu)選擇最佳(jia)路(lu)徑,并通過信(xin)(xin)令建立、拆除、維護(hu)端到(dao)(dao)端的(de)連(lian)接等。與傳(chuan)(chuan)統傳(chuan)(chuan)輸(shu)技術相比,ASON具(ju)有高(gao)彈性與擴展性。

二(er)、通行工程傳輸技術(shu)的應用

(一)長(chang)途干(gan)線傳輸網。SDH因其性(xing)能(neng)優越而一直(zhi)備受關注,但瑕不(bu)掩瑜,MSC的(de)長(chang)距(ju)離再加上(shang)SDH產品在反(fan)射(she)、色(se)度及色(se)散等(deng)多方面不(bu)能(neng)滿足通信網絡(luo)要(yao)求。目前(qian)解決此類(lei)問(wen)題的(de)主要(yao)做(zuo)法是把WDM與(yu)SDH組合在一起,借(jie)助發射(she)機在單一光纖內同步傳輸多個不(bu)同波長(chang)的(de)光波來擴(kuo)大通信網絡(luo)傳輸容量。由于(yu)EDFA和光纖技術的(de)發展,ASON與(yu)WDM的(de)組合方式有利于(yu)克(ke)服光信號衰減及色(se)散的(de)障礙,可以實現遠距(ju)離無再生傳輸。

(二)本(ben)(ben)(ben)地光(guang)傳輸(shu)網(wang)。通常本(ben)(ben)(ben)地光(guang)傳輸(shu)網(wang)的(de)光(guang)纖(xian)資源容(rong)量較(jiao)小,無需(xu)使用(yong)(yong)EDFA。使用(yong)(yong)WDM有利(li)于經濟(ji)效(xiao)益最大價值(zhi)的(de)體現,目前(qian)在本(ben)(ben)(ben)地光(guang)傳輸(shu)網(wang)中大量應用(yong)(yong)密集波(bo)分DWDM系(xi)統,其主要基于光(guang)通道(dao)的(de)1+1或(huo)1:n的(de)保(bao)護(hu)、雙(shuang)發(fa)選收(shou)保(bao)護(hu)及(ji)收(shou)發(fa)雙(shuang)選保(bao)護(hu)來提(ti)高網(wang)絡的(de)安(an)全性,引起本(ben)(ben)(ben)身不靈活、運營成本(ben)(ben)(ben)高等缺陷,實際應用(yong)(yong)效(xiao)果卻并(bing)不顯著。因(yin)此可(ke)以(yi)保(bao)證(zheng)網(wang)絡經濟(ji)實用(yong)(yong)、安(an)全可(ke)靠的(de)光(guang)自動保(bao)護(hu)技術橫空出(chu)世。

(三)寬帶局域網(wang)與多業(ye)務(wu)傳輸平(ping)臺(tai)的(de)應(ying)用。寬帶局域網(wang)中SDH應(ying)用較廣,個人(ren)用戶主(zhu)要(yao)由(you)HFC、ASDL和Modem等方式接(jie)入,企業(ye)用戶則由(you)LAN接(jie)入,SDH作為接(jie)入傳輸網(wang)能滿足不同用戶的(de)不同需(xu)求。MSTP技術包(bao)括(kuo)了PDH、Ethernet、ATM、MPLS、以太(tai)網(wang)等多種業(ye)務(wu)傳輸技術,可(ke)因人(ren)而異,從客戶需(xu)求出發提供所需(xu)服務(wu)。

三、通信工(gong)程傳輸技術(shu)的未來

微型(xing)化可以降低(di)運輸(shu)(shu)(shu)成(cheng)(cheng)(cheng)(cheng)本,擴(kuo)大傳輸(shu)(shu)(shu)容量(liang)(liang),提(ti)高服務質量(liang)(liang),方便信號傳輸(shu)(shu)(shu)等,因此它(ta)成(cheng)(cheng)(cheng)(cheng)為(wei)(wei)通信設(she)備未(wei)來(lai)的(de)(de)一(yi)大發展趨勢,也(ye)是(shi)目(mu)前唯一(yi)的(de)(de)突(tu)破口。現階段PDH和SDH制式設(she)備的(de)(de)微型(xing)化已經做出了一(yi)些成(cheng)(cheng)(cheng)(cheng)績,相信在不久的(de)(de)將(jiang)來(lai),微型(xing)化必然會在通信工(gong)程的(de)(de)傳輸(shu)(shu)(shu)技術領域產生(sheng)蝴蝶效應。ASON成(cheng)(cheng)(cheng)(cheng)為(wei)(wei)迎接(jie)挑戰的(de)(de)最佳之選(xuan)。網絡(luo)規模日(ri)漸龐大,管理、運營(ying)與維護等方面存在問題,而ASON因其調度配置靈(ling)活、恢復能(neng)力(li)較(jiao)強得到業界關注。ASON必然成(cheng)(cheng)(cheng)(cheng)為(wei)(wei)光網絡(luo)未(wei)來(lai)的(de)(de)發展趨勢。

1 接入網在(zai)鐵路通信中的(de)應用及趨勢(shi)

1)高(gao)(gao)速(su)(su)率(lv)數字用戶環路(lu)技術。通(tong)過2-3對(dui)雙(shuang)絞(jiao)線雙(shuang)向對(dui)稱傳送基群(qun)數字速(su)(su)率(lv)信號,傳送距離為3 km-5 km,上(shang)(shang)行速(su)(su)率(lv)與下行速(su)(su)率(lv)相等(deng)。通(tong)過回波(bo)抵(di)消(xiao)技術實(shi)現在一對(dui)雙(shuang)絞(jiao)線上(shang)(shang)全(quan)雙(shuang)工傳輸(shu),通(tong)過特定的(de)(de)編碼(ma)和調制(zhi)方式(shi)提高(gao)(gao)傳輸(shu)質量(liang),用多線對(dui)并行傳輸(shu),以降低每(mei)對(dui)雙(shuang)絞(jiao)線上(shang)(shang)的(de)(de)傳輸(shu)速(su)(su)率(lv),增加無中繼傳輸(shu)距離。
