建設高效的董事會核心機制

二、工作目標

三、主要措施
(一)全面(mian)深化改(gai)革,推動銀(yin)行業(ye)轉型發展(zhan)

3.加快銀(yin)(yin)行產品服(fu)務(wu)創新(xin)。一是督促銀(yin)(yin)行以特色化(hua)為(wei)方(fang)向,立足本地(di)(di)市場(chang)需求實(shi)際開(kai)展業務(wu)創新(xin),探(tan)索(suo)差異化(hua)的金融服(fu)務(wu)。二是推動實(shi)施(shi)品牌化(hua)戰(zhan)略(lve)(lve),指導銀(yin)(yin)行根據自身實(shi)際開(kai)展產品服(fu)務(wu)營(ying)銷(xiao),打(da)造(zao)在全(quan)省(sheng)乃至全(quan)國(guo)有影響的特色服(fu)務(wu)品牌。推動符合(he)條件(jian)的農商行實(shi)施(shi)走(zou)出(chu)去戰(zhan)略(lve)(lve),選擇合(he)適地(di)(di)區設立異地(di)(di)支(zhi)行。
(二)嚴守(shou)風險底線,維護銀行業安全穩健運行
1.逐步緩釋(shi)地(di)方(fang)(fang)政(zheng)府(fu)融(rong)(rong)資(zi)平(ping)(ping)(ping)臺(tai)風(feng)險(xian)(xian)。一是堅持穩步控降目標。堅持“總量控制(zhi)、分類管(guan)理、區別對(dui)待、逐步化(hua)解”總原則,繼(ji)續認(ren)真落實(shi)(shi)《銀(yin)監(jian)(jian)(jian)局(ju)關(guan)于進(jin)一步做(zuo)好地(di)方(fang)(fang)政(zheng)府(fu)融(rong)(rong)資(zi)平(ping)(ping)(ping)臺(tai)授信(xin)風(feng)險(xian)(xian)管(guan)理的(de)(de)(de)意(yi)見(jian)》,擇(ze)優支持保障房等重(zhong)點(dian)項目建(jian)設,新增貸(dai)款(kuan)(kuan)必須符合監(jian)(jian)(jian)管(guan)政(zheng)策(ce)要求(qiu),力爭平(ping)(ping)(ping)臺(tai)貸(dai)款(kuan)(kuan)余額不超(chao)過年初水平(ping)(ping)(ping)。二是完善(shan)全(quan)口(kou)徑(jing)監(jian)(jian)(jian)測(ce)(ce)統(tong)計(ji)。通過加(jia)強(qiang)統(tong)計(ji)監(jian)(jian)(jian)測(ce)(ce),真正做(zuo)到(dao)動態統(tong)計(ji)、有(you)進(jin)有(you)出,進(jin)一步提高(gao)平(ping)(ping)(ping)臺(tai)名單的(de)(de)(de)全(quan)面(mian)性(xing)。進(jin)一步加(jia)強(qiang)融(rong)(rong)資(zi)全(quan)口(kou)徑(jing)管(guan)理,與(yu)地(di)方(fang)(fang)財(cai)政(zheng)、審(shen)計(ji)部門建(jian)立完善(shan)日常聯系和(he)季度信(xin)息(xi)交流制(zhi)度,督促(cu)銀(yin)行(xing)加(jia)強(qiang)監(jian)(jian)(jian)測(ce)(ce),全(quan)面(mian)了解平(ping)(ping)(ping)臺(tai)企業的(de)(de)(de)其(qi)他融(rong)(rong)資(zi)情況,嚴控平(ping)(ping)(ping)臺(tai)借道融(rong)(rong)資(zi),提高(gao)平(ping)(ping)(ping)臺(tai)融(rong)(rong)資(zi)全(quan)口(kou)徑(jing)統(tong)計(ji)監(jian)(jian)(jian)測(ce)(ce)的(de)(de)(de)準確性(xing),深(shen)入(ru)分析平(ping)(ping)(ping)臺(tai)銀(yin)行(xing)體外融(rong)(rong)資(zi)對(dui)銀(yin)行(xing)信(xin)貸(dai)安全(quan)性(xing)的(de)(de)(de)影響(xiang)。三(san)是落實(shi)(shi)到(dao)期還款(kuan)(kuan)來源(yuan)(yuan)。目前納入(ru)監(jian)(jian)(jian)測(ce)(ce)的(de)(de)(de)73戶融(rong)(rong)資(zi)平(ping)(ping)(ping)臺(tai)今明兩年到(dao)期貸(dai)款(kuan)(kuan)都將在46億元左右(you),督促(cu)銀(yin)行(xing)及早與(yu)平(ping)(ping)(ping)臺(tai)企業及地(di)方(fang)(fang)政(zheng)府(fu)部門溝通落實(shi)(shi)還款(kuan)(kuan)計(ji)劃(hua)及資(zi)金來源(yuan)(yuan),嚴防違約風(feng)險(xian)(xian)。四是強(qiang)化(hua)風(feng)險(xian)(xian)緩釋(shi)措(cuo)施。對(dui)于還款(kuan)(kuan)資(zi)金來源(yuan)(yuan)得不到(dao)落實(shi)(shi)的(de)(de)(de)平(ping)(ping)(ping)臺(tai),要求(qiu)銀(yin)行(xing)及早制(zhi)定風(feng)險(xian)(xian)處置預案;密(mi)切關(guan)注地(di)方(fang)(fang)政(zheng)府(fu)直(zhi)接融(rong)(rong)資(zi)政(zheng)策(ce)變化(hua)情況,逐步推動用直(zhi)接融(rong)(rong)資(zi)置換相應的(de)(de)(de)平(ping)(ping)(ping)臺(tai)貸(dai)款(kuan)(kuan)。
