摘要:鄉村振興背景下,促進農業發展阻止農村返貧十分重要。農產品銷售受周邊交通和物流條件的影響巨大,因此,本文以四川省廣元市為例,探究當前農產品物流發展現狀與趨勢。研究發現:物流方面,廣元市目前公路建設和航空貨運方面發展良好,鐵路貨運水平保持平穩,公路貨運出現波動;農產品方面,廣元市數字化基礎良好,移動網絡和固定寬帶普及率都在90%以上,具備數字化鄉村發展的基本要素。最后,針對農產品物流實際情況,本文從物流快速通道的搭建、物流行業的發展及農業發展三個方面提出相應對策,以期助力于數字鄉村振興。

1.1物流(liu)發(fa)展現狀分析

目前,廣(guang)元市的(de)物(wu)流(liu)基礎設(she)(she)施布局全面,涵蓋公路(lu)(lu)、鐵(tie)(tie)路(lu)(lu)、水運和(he)航(hang)運,但(dan)各個方面都不強(qiang)大(da)(da),鐵(tie)(tie)路(lu)(lu)設(she)(she)計速度(du)低,航(hang)道等級(ji)較低,通行(xing)(xing)能(neng)力不足,公路(lu)(lu)也存在同樣(yang)的(de)問題,可謂“全而不強(qiang)”。針對該情(qing)況(kuang),廣(guang)元市在《廣(guang)元市“十四五”現代物(wu)流(liu)發展(zhan)規劃(hua)》中提出,將要建設(she)(she)國際鐵(tie)(tie)路(lu)(lu)港(gang),公路(lu)(lu)、鐵(tie)(tie)路(lu)(lu)、港(gang)口物(wu)流(liu)園和(he)7個縣區的(de)物(wu)流(liu)分撥(bo)中心(xin),大(da)(da)力推(tui)進構建物(wu)資(zi)聯運樞(shu)紐(niu)。可見,廣(guang)元市在物(wu)流(liu)行(xing)(xing)業(ye)的(de)發展(zhan)上(shang),不論是(shi)現在還是(shi)未(wei)來都有著不錯的(de)基礎,給農產品銷售提供了良好的(de)支撐,可以(yi)有效助力廣(guang)元市的(de)鄉(xiang)村(cun)振興戰略。
2廣元市農產品數字化發展現狀分析
2.1廣元市農業發展現狀分析
《廣(guang)元(yuan)(yuan)市統計年(nian)(nian)(nian)鑒》數據顯(xian)示(shi),從2017年(nian)(nian)(nian)開(kai)始,廣(guang)元(yuan)(yuan)市的第一產(chan)業產(chan)值(zhi)逐年(nian)(nian)(nian)提高,呈現平(ping)穩上升趨勢(shi),從2017年(nian)(nian)(nian)的137.35億元(yuan)(yuan)上升到了2021年(nian)(nian)(nian)的198.64億元(yuan)(yuan)。此外,廣(guang)元(yuan)(yuan)市的糧(liang)食產(chan)量(liang)并沒有顯(xian)著(zhu)提高,多年(nian)(nian)(nian)來保持在(zai)150萬(wan)噸到160萬(wan)噸左右(見圖1),而(er)這(zhe)中間造成(cheng)廣(guang)元(yuan)(yuan)市產(chan)值(zhi)快速提升的主要原因(yin)(yin)是近年(nian)(nian)(nian)來大、小規模的電商的銷售(shou)重(zhong)心朝著(zhu)農(nong)產(chan)品(pin)方向傾斜(xie),各(ge)大網(wang)絡電商平(ping)臺都在(zai)響應(ying)鄉村振興戰略,花(hua)大力氣下鄉尋找(zhao)農(nong)產(chan)品(pin)銷售(shou)資源,這(zhe)對于農(nong)產(chan)品(pin)價格(ge)的提升有著(zhu)促進(jin)作用。而(er)網(wang)絡電商助農(nong)產(chan)業能成(cheng)功的最主要因(yin)(yin)素在(zai)于物(wu)流行(xing)業的蓬勃發(fa)展(zhan)。
2.2廣元(yuan)市數字化發展基礎現狀
頭部電(dian)(dian)商(shang)(shang)(shang)平臺已將重(zhong)心(xin)轉移至農(nong)(nong)(nong)產(chan)(chan)品,隨著信息的(de)流通,農(nong)(nong)(nong)民自己也有不少人自發加入電(dian)(dian)商(shang)(shang)(shang)領域(yu),銷(xiao)(xiao)售自家的(de)農(nong)(nong)(nong)產(chan)(chan)品。雖然農(nong)(nong)(nong)產(chan)(chan)品進入電(dian)(dian)商(shang)(shang)(shang)領域(yu)的(de)門檻不算太高,但(dan)是(shi)對于長期從事耕作的(de)農(nong)(nong)(nong)民來說,這(zhe)仍然是(shi)一個(ge)很大(da)的(de)挑(tiao)戰,區域(yu)數字(zi)化,通信、網絡(luo)普(pu)及化的(de)前提(ti)下,農(nong)(nong)(nong)產(chan)(chan)品電(dian)(dian)商(shang)(shang)(shang)模式才能夠得(de)到(dao)(dao)長久的(de)發展。截至2021年,根據《廣元市統計年鑒》數據(見(jian)表2),廣元市移動(dong)電(dian)(dian)話用戶(hu)達(da)到(dao)(dao)271.86萬(wan)戶(hu),固(gu)定電(dian)(dian)話用戶(hu)達(da)到(dao)(dao)55.57萬(wan)戶(hu),固(gu)定寬(kuan)帶(dai)(dai)普(pu)及率達(da)到(dao)(dao)92.39%,移動(dong)寬(kuan)帶(dai)(dai)普(pu)及率達(da)到(dao)(dao)96.28%,這(zhe)為農(nong)(nong)(nong)產(chan)(chan)品電(dian)(dian)商(shang)(shang)(shang)的(de)銷(xiao)(xiao)售模式提(ti)供了重(zhong)要的(de)基礎。無論(lun)是(shi)個(ge)體(ti)進行(xing)網絡(luo)農(nong)(nong)(nong)產(chan)(chan)品銷(xiao)(xiao)售,還是(shi)頭部電(dian)(dian)商(shang)(shang)(shang)企業下鄉批量采購農(nong)(nong)(nong)產(chan)(chan)品進行(xing)銷(xiao)(xiao)售,網絡(luo)及物流都(dou)是(shi)重(zhong)要的(de)基礎。離(li)開網絡(luo),便會缺乏(fa)銷(xiao)(xiao)售和通信的(de)渠道,離(li)開物流,缺少運(yun)輸渠道,因(yin)此,農(nong)(nong)(nong)產(chan)(chan)品要想賣得(de)好(hao),與物流行(xing)業的(de)發展及數字(zi)化的(de)普(pu)及都(dou)密不可(ke)分。
3農產品物流助力數字鄉村振興路徑分析
農(nong)(nong)業發(fa)(fa)展有助于提(ti)(ti)升(sheng)農(nong)(nong)產(chan)(chan)品(pin)(pin)產(chan)(chan)量,物流(liu)(liu)可(ke)以為農(nong)(nong)產(chan)(chan)品(pin)(pin)提(ti)(ti)供運(yun)輸渠道,為農(nong)(nong)產(chan)(chan)品(pin)(pin)銷售提(ti)(ti)供便捷,一定(ding)(ding)程度(du)上促進農(nong)(nong)產(chan)(chan)品(pin)(pin)的銷售,農(nong)(nong)產(chan)(chan)品(pin)(pin)的銷售運(yun)輸又為物流(liu)(liu)行業創造了直接利益,兩(liang)者相(xiang)互(hu)促進、相(xiang)互(hu)依(yi)存(cun)(cun)(見圖2)。農(nong)(nong)業產(chan)(chan)業的發(fa)(fa)展是鄉(xiang)村振興戰略(lve)的必要途徑(jing),物流(liu)(liu)產(chan)(chan)業同時在其中扮(ban)演(yan)著自(zi)身不(bu)可(ke)替代的角色,本(ben)文考慮兩(liang)者間(jian)相(xiang)互(hu)依(yi)存(cun)(cun)的關系(xi),制(zhi)定(ding)(ding)了以下幾(ji)條路徑(jing)。
3.1搭建(jian)農產品物流快速通道(dao)
當前社會或(huo)多或(huo)少還在受(shou)(shou)疫情的(de)影響,總體的(de)物(wu)(wu)流行業也受(shou)(shou)到(dao)一定影響。在農(nong)產(chan)(chan)(chan)品方面,物(wu)(wu)流的(de)通暢是十分重要的(de)。一方面,農(nong)產(chan)(chan)(chan)品往往是人們(men)生活(huo)必(bi)要的(de)糧食(shi)(shi)等物(wu)(wu)品,無論在何種(zhong)情況之(zhi)下,都需(xu)要農(nong)產(chan)(chan)(chan)品來滿足人民(min)基(ji)本的(de)食(shi)(shi)物(wu)(wu)需(xu)求;另一方面,農(nong)民(min)主(zhu)要依(yi)靠(kao)耕地種(zhong)植來維(wei)持(chi)生計,同時(shi)(shi)農(nong)產(chan)(chan)(chan)品的(de)保質期(qi)一般較(jiao)短,需(xu)要及時(shi)(shi)銷(xiao)售才能(neng)得到(dao)足夠的(de)經(jing)濟收入(ru)。因此,應由(you)政府牽頭,搭建一條農(nong)產(chan)(chan)(chan)品物(wu)(wu)流綠色快速(su)通道,保證(zheng)在各種(zhong)不利(li)影響下農(nong)民(min)也能(neng)夠保證(zheng)基(ji)本的(de)收入(ru),同時(shi)(shi)也為社會穩定提(ti)供一些(xie)保障措施。
