目前住房補貼的發放方式存在三種形式:即一次性住房補貼、基本補貼加一次性補貼和按月補貼等三種形式。從現階段許多單位對于新進職工的發放現狀來看,主要采取的是按月補貼的形式;但部分單位針對高層次的人才,也以住房購買資助的名義采取了一次性住房補貼的形式。單從發放方式來看,本身具有它的合理性。首先,住房補貼作為住房公積金的重要互補形式,扮演了靈活、可變現的功能。其次,有利于實現住房實物分配和住房貨幣化分配的銜接。再就是一次性補貼和按月補貼相結合,推進了住房補貼工作的順利進行。但也造成新老職工由于發(fa)放(fang)方式(shi)的不(bu)同存在一定程(cheng)度(du)的不(bu)平衡。
(二)對住房補(bu)貼標準的合理性認識

(四)住房公積金和(he)住房補貼的主要聯系

(三)提高住(zhu)(zhu)房(fang)(fang)補貼(tie)標準。當(dang)前的住(zhu)(zhu)房(fang)(fang)補貼(tie)標準較(jiao)低,不能(neng)達到職工的購房(fang)(fang)資(zi)本。政府應考(kao)慮物價上漲(zhang)等因素(su),采取隨行就市(shi)的原則,實現(xian)與房(fang)(fang)地(di)產市(shi)場的良性互動,發展可持續的住(zhu)(zhu)房(fang)(fang)補貼(tie)標準。對(dui)不同收入者區別(bie)對(dui)待,實現(xian)國民(min)平等住(zhu)(zhu)房(fang)(fang)權利。
(四(si))政(zheng)府多建一些(xie)小戶型為主的經濟(ji)適用房(fang)(fang)。政(zheng)府通過(guo)建設經濟(ji)適用房(fang)(fang),以較低的價(jia)格投入市場(chang),保障(zhang)居民需求的同時也(ye)平抑了房(fang)(fang)價(jia)的增長。小戶型的住(zhu)房(fang)(fang)還(huan)可以緩解急(ji)需住(zhu)房(fang)(fang)人(ren)員的經濟(ji)狀況,進行平穩過(guo)渡(du),逐步提高住(zhu)房(fang)(fang)條件。
(五(wu))加強和(he)完善對房地產(chan)市場的(de)相關(guan)統計工作(zuo)。對真實(shi)的(de)住房價(jia)格(ge)、建(jian)筑面(mian)積(ji)、房屋租(zu)金(jin)等(deng)相關(guan)資料進(jin)行收集整理,統計出切實(shi)有效的(de)房地產(chan)指標,指導住房補(bu)貼工作(zuo)的(de)實(shi)施。
(六)逐(zhu)步加以完(wan)善稅收制度、產權制度和二級住房(fang)市場(chang)的狀況。
綜上(shang)所述(shu),我國(guo)應結合實際,統籌規劃,以市場(chang)為導向,不(bu)斷完善住房補貼制度,讓國(guo)家(jia)、單位和個人安定、和諧。

我礦于2000年6月(yue)實(shi)施了(le)《關于加強企(qi)業內部(bu)退養管理規(gui)定(ding)》。該規(gui)定(ding)實(shi)施以來,對精干職(zhi)(zhi)工(gong)(gong)隊伍,提高勞(lao)(lao)動生產率,增強企(qi)業競爭力,保護老職(zhi)(zhi)工(gong)(gong)利益(yi)等方面起到了(le)積極的(de)推動作用。隨著企(qi)業的(de)發展(zhan),職(zhi)(zhi)工(gong)(gong)收入不斷提高,現有(you)勞(lao)(lao)動力分布狀況(kuang)矛盾(dun)加劇以及(ji)國家(jia)有(you)關政策的(de)變化,原規(gui)定(ding)已不能完全適應現階段企(qi)業發展(zhan)的(de)要求。根據上級有(you)關文(wen)件精神(shen),結(jie)合企(qi)業實(shi)際情(qing)況(kuang),在廣泛征求意(yi)見的(de)基礎(chu)上,特(te)制定(ding)本辦法。
一、辦理內部(bu)退養(yang)的(de)原則
1、堅(jian)持效(xiao)益優(you)先。各單位(wei)應根據(ju)本單位(wei)勞動力(li)的(de)構成和需求狀況(kuang),把效(xiao)益放在首位(wei)。要進(jin)行(xing)科學合(he)理(li)(li)的(de)定崗定編(bian),精減人(ren)員(yuan),對(dui)精減下來的(de)富余(yu)人(ren)員(yuan)中年齡偏大且(qie)符合(he)內退(tui)條件的(de)職工方可辦理(li)(li)內部退(tui)養。
2、確保(bao)內(nei)部退(tui)養(yang)職工(gong)(gong)的合法權益。正確處(chu)理好內(nei)部退(tui)養(yang)職工(gong)(gong)與(yu)在崗職工(gong)(gong)之(zhi)間的利益關系,內(nei)部退(tui)養(yang)職工(gong)(gong)的生活費待遇(yu)與(yu)本單位在崗職工(gong)(gong)收(shou)入掛鉤,共(gong)享企業改革發展成果(guo)。
二、辦理職工(gong)內(nei)部退養的范圍和(he)條件
公司所屬單位(wei)的富余人(ren)員(yuan)中距國(guo)家法定退休年齡不足五(wu)年(男職工(gong)周歲(sui)(sui)及以(yi)上(shang)(shang)(shang),符(fu)合國(guo)家規定提(ti)前退休條(tiao)件(jian)的男職工(gong)周歲(sui)(sui)及以(yi)上(shang)(shang)(shang);女(nv)(nv)工(gong)人(ren)周歲(sui)(sui)及以(yi)上(shang)(shang)(shang),符(fu)合國(guo)家規定提(ti)前退休條(tiao)件(jian)的女(nv)(nv)工(gong)人(ren)40周歲(sui)(sui)及以(yi)上(shang)(shang)(shang);年6月20日前轉(zhuan)為干部(bu)的女(nv)(nv)職工(gong)必須在50周歲(sui)(sui)及以(yi)上(shang)(shang)(shang),年6月20日后聘干的女(nv)(nv)職工(gong)在履(lv)行解聘程序(xu)后可視(shi)同女(nv)(nv)工(gong)人(ren))的全民合同制職工(gong)可以(yi)申請辦(ban)理內部(bu)退養。
三(san)、內部退養(yang)的審(shen)批程序
經職(zhi)工本(ben)人書(shu)面申請(qing),單位批準,報(bao)集團公司勞動工資部統一審(shen)批。今后辦(ban)理內部退(tui)養在每年(nian)6月、12月集中辦(ban)理。基(ji)層各單位對提出(chu)內退(tui)申請(qing)的(de)職(zhi)工應當經過集體研究,并對上(shang)報(bao)集團公司審(shen)批的(de)職(zhi)工按照(zhao)企務(wu)公開的(de)要(yao)求(qiu)進(jin)行公示。
四、內部退養職工的生活(huo)費(fei)待遇(yu)
企業(ye)內部退養職工生活費由三部分組成(cheng):
1、基本(ben)生活費(fei)。按(an)職工(gong)(gong)辦理內部退養(yang)時(shi)所在(zai)(zai)單位上年(nian)度地面(mian)(mian)在(zai)(zai)崗職工(gong)(gong)月(yue)平均(jun)工(gong)(gong)資(zi)和全集(ji)團公司上年(nian)度地面(mian)(mian)在(zai)(zai)崗職工(gong)(gong)月(yue)平均(jun)工(gong)(gong)資(zi)平均(jun)數的%計(ji)發。
2、年功津(jin)貼。按實(shi)際工(gong)齡每(mei)年元(yuan)標準計(ji)發,工(gong)作(zuo)年限不滿(man)一年的按一年計(ji)算(suan)。從事井下工(gong)作(zuo)滿(man)9年的職工(gong)按實(shi)際從事井下工(gong)作(zuo)年限,每(mei)年增加元(yuan)計(ji)發。
3、專項補(bu)(bu)貼。住房補(bu)(bu)貼、建房互助金、書刊(kan)費(fei)、洗理費(fei)、女工衛生費(fei)可(ke)繼續執行(xing),其中書刊(kan)費(fei)仍執行(xing)規定的標準。
各單位(wei)可根(gen)據(ju)本(ben)單位(wei)地面在崗職工(gong)收入水(shui)平和經(jing)濟承受能力,對基本(ben)生活費部(bu)分在%范(fan)圍內上、下浮動。內部(bu)退養生活費總額最(zui)低不得低于市區最(zui)低工(gong)資(zi)標準。
五、其他規定
1、富余(yu)人員中符(fu)合內部退養條件的(de)(de)職(zhi)工,本人沒有書面(mian)申請(qing)的(de)(de),不(bu)得辦理內部退養,納入待崗(gang)管理,發給待崗(gang)生活費。
2、對(dui)稀缺專業(ye)技術人員、特殊(shu)工(gong)種和勞(lao)動力相對(dui)緊張的生產一線崗(gang)(gang)位、集(ji)團(tuan)公司以上(含集(ji)團(tuan)公司)勞(lao)動模范(fan)可推(tui)遲辦理內(nei)部退(tui)養(yang)或不實(shi)行內(nei)部退(tui)養(yang),具體專業(ye)、工(gong)種、崗(gang)(gang)位由(you)各單位根據(ju)實(shi)際情況集(ji)體研究確定。
3、本辦(ban)法(fa)實施(shi)后,內(nei)部(bu)退(tui)(tui)(tui)養(yang)(yang)職(zhi)工(gong)的(de)生活(huo)(huo)費待(dai)遇(yu)采取新老辦(ban)法(fa)逐步(bu)過渡的(de)方式執行,過渡期(qi)至(zhi)2008年(nian)底止。本辦(ban)法(fa)實施(shi)前(qian)已辦(ban)理(li)內(nei)部(bu)退(tui)(tui)(tui)養(yang)(yang)手續(xu)的(de)職(zhi)工(gong),原生活(huo)(huo)費待(dai)遇(yu)高于(yu)按本辦(ban)法(fa)計算的(de)內(nei)部(bu)退(tui)(tui)(tui)養(yang)(yang)生活(huo)(huo)費標準部(bu)分可予以(yi)保(bao)留,逐步(bu)向(xiang)新辦(ban)法(fa)過渡;按本辦(ban)法(fa)計算的(de)內(nei)部(bu)退(tui)(tui)(tui)養(yang)(yang)生活(huo)(huo)費高于(yu)原生活(huo)(huo)費待(dai)遇(yu)110%部(bu)分,過渡期(qi)內(nei)按一定(ding)比例逐年(nian)保(bao)留,2006年(nian)保(bao)留%,2007年(nian)保(bao)留%,2008年(nian)保(bao)留%。過渡期(qi)內(nei)辦(ban)理(li)內(nei)部(bu)退(tui)(tui)(tui)養(yang)(yang)的(de)職(zhi)工(gong),均按照新老辦(ban)法(fa),自2009年(nian)元(yuan)月起,取消(xiao)新老辦(ban)法(fa)對比,直(zhi)接(jie)按本辦(ban)法(fa)規定(ding)計算內(nei)部(bu)退(tui)(tui)(tui)養(yang)(yang)待(dai)遇(yu)。
4、本辦法實施后,各(ge)單(dan)位(wei)要合理測定本單(dan)位(wei)內部退(tui)養職工(gong)基本生(sheng)活費(fei)部分(fen)的(de)基準(zhun)比例。今后每年元月份(fen)對內部退(tui)養職工(gong)生(sheng)活費(fei)標準(zhun)進行(xing)(xing)調整,屆時(shi)由各(ge)單(dan)位(wei)依據勞動工(gong)資(zi)部公(gong)布核定的(de)基數,結合本單(dan)位(wei)實際(ji)進行(xing)(xing)調整,并上報審批(pi)后執行(xing)(xing)。
5、內部退(tui)養職工的養老保(bao)險(xian)、失業保(bao)險(xian)、醫療(liao)保(bao)險(xian)、住房公積金、企業年金,個人(ren)繳納部分(fen)仍由(you)個人(ren)正(zheng)常繳納。

----二十年(nian)房(fang)改(gai),從制(zhi)度(du)改(gai)革意義上(shang)看,主(zhu)要做(zuo)了(le)(le)三件(jian)事:公有(you)住房(fang)向現住戶出售,以這種方(fang)式為主(zhu)實(shi)現了(le)(le)對(dui)存量住房(fang)福利制(zhi)的(de)改(gai)革;住房(fang)分配(pei)貨幣化,啟動(dong)了(le)(le)建(jian)立住房(fang)新制(zhi)度(du)的(de)進程;建(jian)立商品房(fang)市場,初(chu)步形成了(le)(le)一(yi)套(盡管很不完善)的(de)市場交易制(zhi)度(du)。圍(wei)繞建(jian)立新體制(zhi),主(zhu)要進行(xing)了(le)(le)三種方(fang)案的(de)試驗:
----――提(ti)租發(fa)補貼。這是(shi)房(fang)(fang)改(gai)的經典方案(an)。其基本路徑是(shi),從存(cun)量住(zhu)(zhu)房(fang)(fang)入手,在改(gai)變存(cun)量住(zhu)(zhu)房(fang)(fang)使(shi)用方式的同時,實現住(zhu)(zhu)房(fang)(fang)的貨幣化分配;也就是(shi)一(yi)手把房(fang)(fang)租提(ti)高到商品(pin)租金或商品(pin)價(jia)格(ge),一(yi)手發(fa)住(zhu)(zhu)房(fang)(fang)補貼。深圳房(fang)(fang)改(gai)就是(shi)依據這個方案(an)的成功實踐。
----――存量住房資(zi)產再(zai)(zai)分配。這是1993年提(ti)出(chu)的新思路。其基本路徑是:把(ba)存量住房資(zi)產,按職工(gong)工(gong)齡、職務(wu)等因素,公平地再(zai)(zai)分配給每(mei)個職工(gong),把(ba)單位原來(lai)用于建房的資(zi)金以貨幣(bi)形式發(fa)給職工(gong)。這就是貴(gui)州(zhou)省,包括貴(gui)陽市房改方(fang)案的核心。
----――老(lao)房老(lao)辦法,新(xin)(xin)房新(xin)(xin)制度(du)。隨(sui)著(zhu)存量(liang)住房按照個(ge)(ge)人負擔(dan)能力(li)逐步(bu)出售(shou),而且出售(shou)比例越來(lai)越大,逐步(bu)形成了這個(ge)(ge)思(si)路。存量(liang)住房按個(ge)(ge)人合(he)理負擔(dan)價格出售(shou),增量(liang)住房實(shi)行住房補貼制度(du),這是目前除深圳、貴陽(yang)、濟(ji)南、西安之外全國房改的(de)主(zhu)流方案。
----第一種(zhong)(zhong)方(fang)(fang)案(an),即提租(zu)(zu)補(bu)(bu)貼是一種(zhong)(zhong)理想方(fang)(fang)案(an),它源(yuan)于80年代(dai)廣泛而深入的(de)(de)(de)住(zhu)(zhu)房(fang)商品化(hua)(hua)的(de)(de)(de)研(yan)究,源(yuan)于對(dui)改革舊(jiu)的(de)(de)(de)存量住(zhu)(zhu)房(fang)福利(li)化(hua)(hua)使用方(fang)(fang)式的(de)(de)(de)關(guan)注(zhu)。但由于當(dang)時大氣候尚未(wei)形(xing)成,以至該方(fang)(fang)案(an)的(de)(de)(de)真正實(shi)施(shi)已(yi)經到了(le)(le)80年代(dai)中(zhong)后期,而改革環(huan)境(jing)的(de)(de)(de)變(bian)化(hua)(hua)最終使之(zhi)喪失了(le)(le)其實(shi)施(shi)的(de)(de)(de)體制(zhi)基礎(chu)和最佳時機(ji)。因(yin)為實(shi)行這(zhe)(zhe)種(zhong)(zhong)方(fang)(fang)案(an)必須(xu)通過財政統籌各單(dan)位(wei)住(zhu)(zhu)房(fang)租(zu)(zu)金,以解決缺房(fang)單(dan)位(wei)住(zhu)(zhu)房(fang)補(bu)(bu)貼來(lai)源(yuan),從(cong)而保證方(fang)(fang)案(an)實(shi)施(shi)的(de)(de)(de)資金循環(huan)。可(ke)是因(yin)為企業自的(de)(de)(de)擴大、單(dan)位(wei)利(li)益(yi)的(de)(de)(de)形(xing)成和日(ri)益(yi)強化(hua)(hua),這(zhe)(zhe)種(zhong)(zhong)做法遭遇了(le)(le)住(zhu)(zhu)房(fang)較多的(de)(de)(de)單(dan)位(wei)的(de)(de)(de)抵制(zhi)。這(zhe)(zhe)也是為什么提租(zu)(zu)方(fang)(fang)案(an)僅只(zhi)在深圳這(zhe)(zhe)個(ge)“新城市”和單(dan)個(ge)企業得以成功的(de)(de)(de)原因(yin)。
----第二(er)種方(fang)案(an)是一種思路清晰(xi)、測算復雜但(dan)操作簡便的(de)方(fang)案(an),它的(de)出發點是實現存量(liang)住(zhu)(zhu)房(fang)(fang)資源的(de)公平分配(pei)。但(dan)既(ji)然(ran)(ran)是住(zhu)(zhu)房(fang)(fang)利益(yi)的(de)再分配(pei),就(jiu)(jiu)必然(ran)(ran)會通(tong)過“多退(tui)少補”剝奪(duo)現有(you)住(zhu)(zhu)房(fang)(fang)占有(you)較(jiao)多者的(de)利益(yi)。而(er)剝奪(duo),類似一種急風(feng)(feng)暴雨式的(de)革命,就(jiu)(jiu)隱含著一定的(de)政治(zhi)風(feng)(feng)險,需要(yao)有(you)強(qiang)有(you)力(li)的(de)政治(zhi)支持。
----90年代的(de)房改(gai),實(shi)際上選擇了第三種方(fang)(fang)案(an)――一條(tiao)自(zi)(zi)愿性、漸進式改(gai)革道(dao)路(lu),即以(yi)增量改(gai)革為重點,逐步改(gai)革現有(you)住房使用方(fang)(fang)式的(de)方(fang)(fang)案(an)。這(zhe)個方(fang)(fang)案(an)之所以(yi)能夠(gou)成為“主(zhu)流(liu)”,主(zhu)要在于這(zhe)種方(fang)(fang)案(an)具備改(gai)革的(de)自(zi)(zi)愿性,以(yi)及改(gai)革的(de)漸進性和突(tu)變性相結(jie)合的(de)特點。
----改革的(de)(de)(de)自(zi)(zi)(zi)愿(yuan)(yuan)性(xing)體現(xian)(xian)在對存(cun)量住房(fang)(fang)使(shi)用方式(shi)的(de)(de)(de)調(diao)整上(shang),以(yi)售(shou)房(fang)(fang)為(wei)重點(dian),以(yi)提(ti)租為(wei)輔(fu)助。提(ti)高租金是強(qiang)制性(xing)的(de)(de)(de)、剛性(xing)的(de)(de)(de),而售(shou)房(fang)(fang)是以(yi)自(zi)(zi)(zi)愿(yuan)(yuan)購買為(wei)前提(ti)的(de)(de)(de);在對已出售(shou)的(de)(de)(de)公房(fang)(fang)的(de)(de)(de)處理上(shang),則主要(yao)是通過二(er)級(ji)市場來剝(bo)奪一部(bu)分(fen)過多的(de)(de)(de)住房(fang)(fang)利(li)益,即(ji)其(qi)住房(fang)(fang)上(shang)市時要(yao)向原產(chan)權單位繳納一部(bu)分(fen)利(li)益。這實質上(shang)是在住房(fang)(fang)利(li)益實現(xian)(xian)時進行公平自(zi)(zi)(zi)愿(yuan)(yuan)的(de)(de)(de)調(diao)節(jie),也(ye)是把強(qiang)制性(xing)的(de)(de)(de)利(li)益調(diao)節(jie)行為(wei)轉變為(wei)一種自(zi)(zi)(zi)愿(yuan)(yuan)性(xing)的(de)(de)(de)調(diao)節(jie)行為(wei)。
----當然(ran),在這種以(yi)自愿(yuan)行為(wei)為(wei)特征(zheng)的(de)漸進式(shi)改(gai)(gai)革(ge)基(ji)礎上,對增量住房(fang)(fang)和(he)職(zhi)(zhi)工實行一(yi)步到位的(de)貨幣性改(gai)(gai)革(ge),需(xu)要耐心,需(xu)要在新老職(zhi)(zhi)工間以(yi)及住房(fang)(fang)多(duo)和(he)住房(fang)(fang)少(shao)的(de)職(zhi)(zhi)工內部之間進行復雜的(de)利益平衡(或稱“打補丁”)。但(dan)這樣做財務成本小,改(gai)(gai)革(ge)阻(zu)力(li)小,能(neng)夠使中央(yang)放心、人(ren)民安心,有利穩定,促進發展,越來越受更多(duo)地區(qu)的(de)贊成,最終成為(wei)一(yi)種實踐的(de)選(xuan)擇(ze)。
----除了具有(you)改(gai)革(ge)阻(zu)力小(xiao)(xiao)的特(te)點(dian)外,主流方案能夠基(ji)本滿足房(fang)(fang)(fang)(fang)改(gai)的各種約束和(he)需求(qiu)(qiu)。它針對新職工(gong)(gong)和(he)無房(fang)(fang)(fang)(fang)、缺房(fang)(fang)(fang)(fang)職工(gong)(gong),補額資(zi)金需要(yao)量小(xiao)(xiao),適(shi)應(ying)了當前財政和(he)部分企業的承受能力,能夠以較小(xiao)(xiao)的財務成(cheng)本實(shi)現(xian)發展增(zeng)(zeng)量住(zhu)(zhu)房(fang)(fang)(fang)(fang)和(he)引導住(zhu)(zhu)房(fang)(fang)(fang)(fang)消費的要(yao)求(qiu)(qiu),進(jin)而拉(la)動消費,擴(kuo)大(da)內需,促進(jin)經濟增(zeng)(zeng)長需求(qiu)(qiu)。而發展增(zeng)(zeng)量,使房(fang)(fang)(fang)(fang)子越來(lai)越多,才能盡快(kuai)解決無房(fang)(fang)(fang)(fang)戶和(he)缺房(fang)(fang)(fang)(fang)戶的住(zhu)(zhu)房(fang)(fang)(fang)(fang)問題,從(cong)而實(shi)現(xian)最大(da)的公(gong)平。
房改更(geng)多要依(yi)靠市場力量
----今(jin)天的(de)(de)(de)房(fang)(fang)改(gai),同樣也正處于(yu)一(yi)個新的(de)(de)(de)十字路口(kou)。住房(fang)(fang)商品化的(de)(de)(de)改(gai)革目(mu)標(biao),是長期以來住房(fang)(fang)改(gai)革的(de)(de)(de)一(yi)面旗幟(zhi),引(yin)導了20年的(de)(de)(de)房(fang)(fang)改(gai)實踐(jian)(jian)。但在今(jin)天的(de)(de)(de)改(gai)革中,住房(fang)(fang)商品化已經成為一(yi)句空(kong)洞的(de)(de)(de)口(kou)號,不能(neng)繼續指導中國房(fang)(fang)改(gai)的(de)(de)(de)實踐(jian)(jian)。當前迫切需要的(de)(de)(de),是在商品化、市場(chang)化基礎(chu)上,勾勒出住房(fang)(fang)新體制的(de)(de)(de)具體目(mu)標(biao)與(yu)方向。
----目(mu)前,住(zhu)(zhu)房(fang)(fang)的(de)市(shi)場(chang)化進程已經開始加速。原(yuan)來的(de)一(yi)套適應高檔商品房(fang)(fang)市(shi)場(chang)的(de)交易(yi)行(xing)為與交易(yi)規(gui)則(ze)正處于分化、瓦解和調整之中,政(zheng)(zheng)府(fu)在繁榮住(zhu)(zhu)房(fang)(fang)市(shi)場(chang)中不能(neng)無所作(zuo)為。政(zheng)(zheng)府(fu)應該調整對(dui)住(zhu)(zhu)房(fang)(fang)市(shi)場(chang)的(de)管(guan)理思(si)路及原(yuan)來制訂的(de)一(yi)些交易(yi)制度(du)(du)(du)、交易(yi)規(gui)則(ze)。比(bi)如(ru)對(dui)市(shi)場(chang)的(de)調控(kong),是繼續實(shi)(shi)(shi)行(xing)固定資(zi)產投資(zi)的(de)計劃(hua)審批制度(du)(du)(du),還(huan)是通過(guo)規(gui)劃(hua)管(guan)理與財稅金融調節?再比(bi)如(ru),是繼續實(shi)(shi)(shi)行(xing)政(zheng)(zheng)府(fu)發證的(de)房(fang)(fang)權管(guan)理制度(du)(du)(du),還(huan)是實(shi)(shi)(shi)行(xing)交易(yi)人申(shen)報、政(zheng)(zheng)府(fu)監證制度(du)(du)(du)?另外,住(zhu)(zhu)房(fang)(fang)抵押權實(shi)(shi)(shi)現(xian)的(de)方便程度(du)(du)(du),是決定住(zhu)(zhu)房(fang)(fang)能(neng)否(fou)真正成為一(yi)項(xiang)投資(zi)品,從而把住(zhu)(zhu)房(fang)(fang)投資(zi)作(zuo)為一(yi)種儲蓄以改革居民消(xiao)費(fei)預期的(de)重(zhong)要因素,但能(neng)否(fou)簡化當前繁瑣(suo)的(de)抵押登(deng)記方式?

一、云南省金融社保卡推進過程(cheng)中存在的(de)難(nan)點問題
(一)基礎難點
1.云(yun)南(nan)(nan)(nan)省(sheng)(sheng)(sheng)社(she)(she)(she)會(hui)(hui)(hui)保(bao)(bao)障(zhang)(zhang)卡(ka)系(xi)統(tong)(tong)應(ying)用(yong)(yong)(yong)(yong)模(mo)(mo)(mo)式(shi)問(wen)題(ti)。云(yun)南(nan)(nan)(nan)省(sheng)(sheng)(sheng)是(shi)最早(zao)實施(shi)社(she)(she)(she)會(hui)(hui)(hui)保(bao)(bao)障(zhang)(zhang)卡(ka)推廣應(ying)用(yong)(yong)(yong)(yong)與(yu)(yu)銀行(xing)(xing)合作(zuo)(zuo)的(de)(de)省(sheng)(sheng)(sheng)區(qu)之(zhi)一。1999年(nian)12月(yue),國家人力(li)資源(yuan)和(he)社(she)(she)(she)會(hui)(hui)(hui)保(bao)(bao)障(zhang)(zhang)部首先在(zai)(zai)上(shang)(shang)海(hai)市進行(xing)(xing)了(le)(le)社(she)(she)(she)會(hui)(hui)(hui)保(bao)(bao)障(zhang)(zhang)卡(ka)工程試點,2000年(nian),云(yun)南(nan)(nan)(nan)省(sheng)(sheng)(sheng)、北京市成(cheng)為(wei)第二(er)批社(she)(she)(she)會(hui)(hui)(hui)保(bao)(bao)障(zhang)(zhang)卡(ka)應(ying)用(yong)(yong)(yong)(yong)試點地(di)區(qu),在(zai)(zai)全(quan)國形成(cheng)了(le)(le)兩(liang)種應(ying)用(yong)(yong)(yong)(yong)模(mo)(mo)(mo)式(shi),較(jiao)為(wei)發(fa)達地(di)區(qu)如上(shang)(shang)海(hai)、北京模(mo)(mo)(mo)式(shi)體現(xian)了(le)(le)“大(da)保(bao)(bao)障(zhang)(zhang)”的(de)(de)概念,社(she)(she)(she)會(hui)(hui)(hui)保(bao)(bao)障(zhang)(zhang)卡(ka)的(de)(de)應(ying)用(yong)(yong)(yong)(yong)領(ling)域涵(han)蓋(gai)勞動就(jiu)業、社(she)(she)(she)會(hui)(hui)(hui)保(bao)(bao)險、民政、公(gong)積(ji)金、公(gong)安、衛生等(deng)各種公(gong)共服務(wu)(wu)事務(wu)(wu)領(ling)域;云(yun)南(nan)(nan)(nan)模(mo)(mo)(mo)式(shi)應(ying)用(yong)(yong)(yong)(yong)領(ling)域目前主要集中(zhong)(zhong)在(zai)(zai)社(she)(she)(she)會(hui)(hui)(hui)保(bao)(bao)險業務(wu)(wu)上(shang)(shang),特(te)別是(shi)集中(zhong)(zhong)在(zai)(zai)醫療保(bao)(bao)險應(ying)用(yong)(yong)(yong)(yong)上(shang)(shang)。加之(zhi),社(she)(she)(she)保(bao)(bao)部門與(yu)(yu)銀行(xing)(xing)的(de)(de)合作(zuo)(zuo),又是(shi)銀行(xing)(xing)出錢(qian),社(she)(she)(she)保(bao)(bao)自成(cheng)體系(xi)運行(xing)(xing),銀行(xing)(xing)卡(ka)激(ji)活率(lv)非常低,銀行(xing)(xing)參與(yu)(yu)金融(rong)社(she)(she)(she)保(bao)(bao)卡(ka)的(de)(de)積(ji)極性大(da)打(da)折扣。隨著數據集中(zhong)(zhong)、資源(yuan)整合、聯網通用(yong)(yong)(yong)(yong)等(deng)信息系(xi)統(tong)(tong)建設(she)趨勢(shi)及社(she)(she)(she)會(hui)(hui)(hui)保(bao)(bao)障(zhang)(zhang)應(ying)用(yong)(yong)(yong)(yong)范圍的(de)(de)擴大(da),國家人力(li)資源(yuan)和(he)社(she)(she)(she)會(hui)(hui)(hui)保(bao)(bao)障(zhang)(zhang)部確定了(le)(le)上(shang)(shang)海(hai)模(mo)(mo)(mo)式(shi)為(wei)最終的(de)(de)發(fa)展方(fang)向,金融(rong)社(she)(she)(she)保(bao)(bao)卡(ka)的(de)(de)推廣應(ying)用(yong)(yong)(yong)(yong)也建立在(zai)(zai)此之(zhi)上(shang)(shang),造成(cheng)云(yun)南(nan)(nan)(nan)省(sheng)(sheng)(sheng)社(she)(she)(she)保(bao)(bao)卡(ka)系(xi)統(tong)(tong)需要全(quan)面改造和(he)解(jie)決(jue)與(yu)(yu)銀行(xing)(xing)合作(zuo)(zuo)的(de)(de)難點問(wen)題(ti)。
2.云(yun)(yun)南社保(bao)(bao)各險(xian)種統(tong)籌層次不(bu)一致問(wen)題。目前云(yun)(yun)南省(sheng)五個社保(bao)(bao)險(xian)種統(tong)籌模(mo)式不(bu)一,省(sheng)級、州市、縣級統(tong)籌都有,也未實現數據集(ji)中(zhong),按(an)照社保(bao)(bao)部門“全省(sheng)集(ji)中(zhong)、五險(xian)合一”的建(jian)設目標,勢(shi)必(bi)需(xu)要對原有社保(bao)(bao)系統(tong)進行全面改造(“金保(bao)(bao)”工程二期),投資(zi)巨(ju)大。如下表(biao)所示:

3.云南省社保系統數據(ju)分散(san)功能(neng)不(bu)(bu)全(quan)問題(ti)。云南省人(ren)力資源(yuan)和(he)社會保障廳在(zai)“十一(yi)五”期間完成了(le)“金保工(gong)(gong)程(cheng)”一(yi)期工(gong)(gong)程(cheng)建設任務,建成了(le)省和(he)16個州市(shi)數據(ju)中(zhong)心(xin),州市(shi)級(ji)(ji)和(he)區(qu)縣級(ji)(ji)聯網(wang)(wang)達(da)到100%、鄉鎮級(ji)(ji)聯網(wang)(wang)達(da)到70%,6000多點(dian)接入信息網(wang)(wang)絡,基本(ben)建成養(yang)老(lao)、工(gong)(gong)傷、生育、醫療(liao)、公務員考錄、勞(lao)動力市(shi)場等管理系統和(he)人(ren)事人(ren)才數據(ju)庫。但(dan)存在(zai)數據(ju)分散(san)、系統結構復雜、系統功能(neng)特別是卡功能(neng)不(bu)(bu)全(quan)、維護成本(ben)高的(de)問題(ti),尤其是現有(you)系統涉及不(bu)(bu)同的(de)經辦機構、不(bu)(bu)同的(de)開發(fa)商,系統改造時各涉及單(dan)位之(zhi)間的(de)協調和(he)統一(yi)也是難點(dian)。如下面(mian)兩個表格所示:

4.新老社(she)(she)(she)會保(bao)障(zhang)卡(ka)(ka)(ka)(ka)并(bing)(bing)行使用及換(huan)卡(ka)(ka)(ka)(ka)問題。存量社(she)(she)(she)會保(bao)障(zhang)卡(ka)(ka)(ka)(ka)更換(huan)是云南省推(tui)廣(guang)金(jin)融社(she)(she)(she)保(bao)卡(ka)(ka)(ka)(ka)的(de)(de)一個(ge)難(nan)點(dian)問題。2000年,云南省就成為全(quan)國3個(ge)人(ren)社(she)(she)(she)部(bu)門全(quan)國發行社(she)(she)(she)保(bao)IC卡(ka)(ka)(ka)(ka)的(de)(de)試點(dian)省市之一,2012年已(yi)經實現累計發卡(ka)(ka)(ka)(ka)900多萬張,并(bing)(bing)完成了大量定點(dian)醫院、藥店(dian)的(de)(de)受理環境建設。由于已(yi)發行的(de)(de)社(she)(she)(she)保(bao)IC卡(ka)(ka)(ka)(ka),既不(bu)符合新的(de)(de)國家(jia)人(ren)力資源和(he)社(she)(she)(she)會保(bao)障(zhang)部(bu)頒發的(de)(de)《社(she)(she)(she)會保(bao)障(zhang)卡(ka)(ka)(ka)(ka)(個(ge)人(ren))卡(ka)(ka)(ka)(ka)規(gui)范(fan)》,更不(bu)符合金(jin)融規(gui)范(fan),一方面需(xu)要換(huan)卡(ka)(ka)(ka)(ka),帶來成本(ben)高的(de)(de)問題,另(ling)一方面涉及到社(she)(she)(she)會保(bao)障(zhang)卡(ka)(ka)(ka)(ka)的(de)(de)新老并(bing)(bing)用,從而(er)要求新老系統(tong)長(chang)期兼容、平穩過渡,更對系統(tong)改造提出了嚴(yan)峻的(de)(de)挑戰(zhan)。
5.云南(nan)省金(jin)(jin)融(rong)(rong)(rong)IC卡(ka)(ka)(ka)(ka)發(fa)卡(ka)(ka)(ka)(ka)進展緩慢(man)問題。由于(yu)云南(nan)省處(chu)于(yu)“老、少、邊、窮”一(yi)體經濟欠發(fa)達(da)地(di)(di)(di)區,各(ge)家銀(yin)行(xing)(xing)并(bing)不(bu)把(ba)云南(nan)省作為金(jin)(jin)融(rong)(rong)(rong)服務創新的(de)(de)重(zhong)點扶持地(di)(di)(di)區。所以,與全(quan)國相(xiang)比(bi),云南(nan)省各(ge)商(shang)業銀(yin)行(xing)(xing)金(jin)(jin)融(rong)(rong)(rong)IC卡(ka)(ka)(ka)(ka)發(fa)卡(ka)(ka)(ka)(ka)進度處(chu)于(yu)落后狀(zhuang)況,主要原因(yin)在于(yu)除本地(di)(di)(di)性(xing)商(shang)業銀(yin)行(xing)(xing)外,各(ge)發(fa)卡(ka)(ka)(ka)(ka)行(xing)(xing)系統均(jun)實現了(le)(le)總(zong)(zong)行(xing)(xing)級數據集中,各(ge)總(zong)(zong)行(xing)(xing)金(jin)(jin)融(rong)(rong)(rong)IC卡(ka)(ka)(ka)(ka)系統建(jian)設進度不(bu)一(yi),且發(fa)卡(ka)(ka)(ka)(ka)計劃傾向(xiang)于(yu)發(fa)達(da)地(di)(di)(di)區機構,各(ge)行(xing)(xing)業務、技術(shu)都依賴各(ge)自總(zong)(zong)行(xing)(xing),處(chu)于(yu)被動狀(zhuang)態(tai),截(jie)至2012年(nian)第三季度,在云南(nan)本地(di)(di)(di)正式發(fa)行(xing)(xing)金(jin)(jin)融(rong)(rong)(rong)IC卡(ka)(ka)(ka)(ka)的(de)(de)商(shang)業銀(yin)行(xing)(xing)還只(zhi)有工、中、建(jian)、交四(si)家,本地(di)(di)(di)性(xing)商(shang)業銀(yin)行(xing)(xing)中,只(zhi)有曲靖(jing)市(shi)商(shang)業銀(yin)行(xing)(xing)、富滇銀(yin)行(xing)(xing)通過了(le)(le)金(jin)(jin)融(rong)(rong)(rong)IC卡(ka)(ka)(ka)(ka)發(fa)卡(ka)(ka)(ka)(ka)技術(shu)審核,發(fa)卡(ka)(ka)(ka)(ka)也(ye)只(zhi)處(chu)于(yu)試(shi)用階段。
(二)政策難點
1.兩種(zhong)不(bu)同業務(wu)相(xiang)互融合(he)問題。金(jin)融社(she)保(bao)(bao)卡(ka)(ka)(ka)形式上是(shi)(shi)(shi)社(she)會(hui)(hui)保(bao)(bao)障(zhang)卡(ka)(ka)(ka)與金(jin)融IC卡(ka)(ka)(ka)在介質(zhi)上的(de)(de)(de)(de)合(he)二為(wei)一,似乎只是(shi)(shi)(shi)個技(ji)術(shu)層面(mian)的(de)(de)(de)(de)問題,但實質(zhi)上需(xu)要的(de)(de)(de)(de)是(shi)(shi)(shi)兩個行(xing)業在技(ji)術(shu)層面(mian)、業務(wu)層面(mian)、管理層面(mian)、應(ying)(ying)用(yong)層面(mian)上的(de)(de)(de)(de)有機協作(zuo)和高度協同,其業務(wu)流(liu)(liu)程(cheng)和應(ying)(ying)用(yong)范(fan)圍已經超越了原有的(de)(de)(de)(de)社(she)會(hui)(hui)保(bao)(bao)障(zhang)卡(ka)(ka)(ka)和金(jin)融IC卡(ka)(ka)(ka),技(ji)術(shu)路線(xian)、管理制(zhi)度也(ye)不(bu)是(shi)(shi)(shi)簡單的(de)(de)(de)(de)疊(die)加,在其制(zhi)作(zuo)、發行(xing)、使(shi)用(yong)、維(wei)護過程(cheng)中,勢必會(hui)(hui)對人(ren)力資源和社(she)會(hui)(hui)保(bao)(bao)障(zhang)部(bu)門(men)、商業銀行(xing)現有的(de)(de)(de)(de)制(zhi)度、流(liu)(liu)程(cheng)造成影響。因(yin)此,合(he)理考慮制(zhi)度設計,降低對雙方固有流(liu)(liu)程(cheng)的(de)(de)(de)(de)沖擊,是(shi)(shi)(shi)保(bao)(bao)證(zheng)金(jin)融社(she)保(bao)(bao)卡(ka)(ka)(ka)在云南省(sheng)落地、使(shi)用(yong)的(de)(de)(de)(de)重點(dian)要求,也(ye)是(shi)(shi)(shi)最大難點(dian)。
2.頂層(ceng)設(she)計與(yu)基層(ceng)落實問題(ti)。人(ren)(ren)民銀行(xing)(xing)與(yu)人(ren)(ren)社(she)(she)部(bu)開展(zhan)了(le)(le)(le)行(xing)(xing)部(bu)合作,形成了(le)(le)(le)“頂層(ceng)設(she)計、總(zong)體規(gui)劃”的(de)戰略共識,先后出臺了(le)(le)(le)一系列指導性政策文件(jian),特(te)別是2011年人(ren)(ren)社(she)(she)部(bu)的(de)《人(ren)(ren)力資源(yuan)和社(she)(she)會保(bao)障(zhang)部(bu)中國人(ren)(ren)民銀行(xing)(xing)關于社(she)(she)會保(bao)障(zhang)卡加載金(jin)融功能的(de)通知》(后稱“83號文件(jian)”)對(dui)金(jin)融社(she)(she)保(bao)卡的(de)推廣應用框架進行(xing)(xing)了(le)(le)(le)規(gui)定(ding),但(dan)針對(dui)每個省的(de)不(bu)同情況,具(ju)體的(de)技術路線、合作模式、業務(wu)流程、運(yun)行(xing)(xing)管(guan)理(li)、服務(wu)要求(qiu)等直接影(ying)響(xiang)后續金(jin)融IC卡使(shi)用的(de)問題(ti)并未在文件(jian)中明確(que),尤其(qi)是云南省社(she)(she)保(bao)系統的(de)復雜情況,更需要在充分(fen)調(diao)研的(de)基礎上,確(que)定(ding)適合的(de)推進路線。如果在金(jin)融社(she)(she)保(bao)卡的(de)運(yun)營模式不(bu)明確(que),社(she)(she)保(bao)部(bu)門、發卡銀行(xing)(xing)、銀行(xing)(xing)的(de)職(zhi)責、義務(wu)、權利(li)不(bu)清的(de)情況下單純強調(diao)發卡,將(jiang)為(wei)金(jin)融社(she)(she)保(bao)卡后續的(de)順暢(chang)使(shi)用帶來(lai)隱患。
3.現有(you)政策(ce)(ce)界限難(nan)(nan)以突破問題(ti)。由于國家(jia)對社保(bao)資金(jin)(jin)管理(li)使用有(you)明確(que)的(de)政策(ce)(ce)規定,現有(you)的(de)社保(bao)資金(jin)(jin)財政專戶(hu)開(kai)立、資金(jin)(jin)歸集(ji)分配格局很(hen)難(nan)(nan)突破,給(gei)合作銀行的(de)選擇帶來難(nan)(nan)度(du);按照(zhao)人社部(bu)和相(xiang)關(guan)政策(ce)(ce)、有(you)關(guan)會議(yi)精神,目前金(jin)(jin)融社保(bao)卡主要(yao)滿足社會保(bao)障業務要(yao)求(qiu),僅僅開(kai)通借記應用,原(yuan)則上不(bu)能增(zeng)加(jia)其(qi)他行業應用,也不(bu)開(kai)通電子現金(jin)(jin)功(gong)能,給(gei)金(jin)(jin)融社保(bao)卡中的(de)金(jin)(jin)融應用拓展帶來了(le)困難(nan)(nan),從而(er)直(zhi)接影響金(jin)(jin)融方的(de)卡片激(ji)活率(lv)。
(三)實施難點
1.項(xiang)目投(tou)資規(gui)模過大問題(ti)。云(yun)南(nan)省(sheng)社(she)會保障(zhang)廳計(ji)劃在“十二(er)五”期(qi)間,在全(quan)(quan)省(sheng)范(fan)圍(wei)內推(tui)行標(biao)(biao)準(zhun)統(tong)一的(de)金融社(she)保卡2800萬張(zhang),根據省(sheng)發(fa)改(gai)委(wei)批準(zhun)的(de)收費標(biao)(biao)準(zhun),每(mei)張(zhang)卡發(fa)卡成(cheng)本22元,總(zong)卡片投(tou)入成(cheng)本約為(wei)6.16億元,加(jia)之“基礎難(nan)點”中(zhong)所述問題(ti),云(yun)南(nan)省(sheng)社(she)保系統(tong)、社(she)保機(ji)(ji)構網(wang)點機(ji)(ji)具(ju)(ju)、醫療(liao)機(ji)(ji)構終端(duan)機(ji)(ji)具(ju)(ju)需要(yao)進行全(quan)(quan)面(mian)改(gai)造,以實現“數據集中(zhong)、五險合一、新老并(bing)行”的(de)目標(biao)(biao),不考(kao)慮后續的(de)運(yun)行維護、卡片更(geng)換(huan)成(cheng)本,全(quan)(quan)省(sheng)的(de)項(xiang)目總(zong)投(tou)資規(gui)模就接近10億,與(yu)全(quan)(quan)國其他地區(qu)相比(bi),存在投(tou)資規(gui)模較大的(de)問題(ti)。
2.應(ying)用(yong)范圍面向落(luo)后地(di)區(qu)問(wen)題。目前云(yun)(yun)南省(sheng)已(yi)發放的(de)900多(duo)萬(wan)張社(she)會保障卡全(quan)(quan)部集(ji)中在(zai)城市(shi),覆(fu)蓋(gai)城鎮居民80%以上(shang),主要解決換卡及疊加(jia)其他(ta)險種應(ying)用(yong)問(wen)題,相(xiang)對容易組(zu)織實施。與其他(ta)發達省(sheng)市(shi)相(xiang)比,云(yun)(yun)南省(sheng)70%以上(shang)的(de)人(ren)口集(ji)中在(zai)經濟非常落(luo)后,也是(shi)金(jin)(jin)融(rong)服務(wu)極(ji)端薄弱缺失的(de)農(nong)(nong)村(cun)(cun)地(di)區(qu),以新型農(nong)(nong)村(cun)(cun)合作(zuo)醫療(新農(nong)(nong)合)為(wei)例(li),云(yun)(yun)南省(sheng)參(can)合人(ren)員(yuan)多(duo)達3400多(duo)萬(wan),許多(duo)居住在(zai)金(jin)(jin)融(rong)服務(wu)網點、社(she)保服務(wu)網點覆(fu)蓋(gai)不(bu)到的(de)行政村(cun)(cun)、自然村(cun)(cun)中,加(jia)上(shang)農(nong)(nong)村(cun)(cun)居民對傳統銀行卡的(de)接受程度非常低,只(zhi)習(xi)慣使用(yong)存折,如何在(zai)農(nong)(nong)村(cun)(cun)地(di)區(qu)普及金(jin)(jin)融(rong)社(she)保卡,同(tong)時安(an)全(quan)(quan)、便捷地(di)為(wei)持卡人(ren)提供社(she)保、金(jin)(jin)融(rong)服務(wu)是(shi)最大的(de)難(nan)點。
3.基礎性(xing)制度方(fang)(fang)(fang)案(an)滯后問(wen)題。83號文件中對金融社(she)(she)保(bao)(bao)(bao)卡的技術實現方(fang)(fang)(fang)式(shi)(shi)、應用領域、應用管理(li)、產品(pin)選擇等制定(ding)了框架式(shi)(shi)的總體方(fang)(fang)(fang)案(an),但要在云南落地,必(bi)須在充(chong)分(fen)研(yan)究社(she)(she)保(bao)(bao)(bao)、銀行(xing)兩個(ge)不同(tong)行(xing)業管理(li)模式(shi)(shi)的基礎上,制定(ding)出雙(shuang)方(fang)(fang)(fang)共同(tong)認可(ke)的指導意見、推廣計劃、業務流程、技術方(fang)(fang)(fang)案(an),特別是明確雙(shuang)方(fang)(fang)(fang)各自職責(ze)、合(he)作方(fang)(fang)(fang)式(shi)(shi)、運(yun)維模式(shi)(shi),否則單純追(zhui)求發(fa)卡速度,忽略可(ke)持續發(fa)展,會直接影響金融社(she)(she)保(bao)(bao)(bao)卡的聲譽,把“好(hao)事(shi)”辦(ban)成(cheng)了“壞事(shi)”。
4.合(he)作(zuo)銀(yin)(yin)行(xing)(xing)難(nan)以(yi)確定問(wen)題(ti)。“隔(ge)行(xing)(xing)如隔(ge)山”,社保部門與(yu)(yu)銀(yin)(yin)行(xing)(xing)在傳統業(ye)(ye)務(wu)上基本是“知(zhi)己,不(bu)(bu)知(zhi)彼”,雖(sui)然云(yun)南省社保部門曾與(yu)(yu)云(yun)南省農(nong)村信用聯社、富滇銀(yin)(yin)行(xing)(xing)等本地性商業(ye)(ye)銀(yin)(yin)行(xing)(xing)進行(xing)(xing)過合(he)作(zuo),但(dan)合(he)作(zuo)程度不(bu)(bu)深。金融社保卡推(tui)廣應用對(dui)(dui)雙方更是新生事物,所(suo)以(yi)一(yi)方面(mian)社保部門不(bu)(bu)清楚參(can)與(yu)(yu)銀(yin)(yin)行(xing)(xing)應具(ju)備的(de)(de)條件,業(ye)(ye)務(wu)需求(qiu)不(bu)(bu)明確,對(dui)(dui)銀(yin)(yin)行(xing)(xing)的(de)(de)要求(qiu)也就不(bu)(bu)明確,出現想合(he)作(zuo)的(de)(de)銀(yin)(yin)行(xing)(xing)不(bu)(bu)具(ju)備技術(shu)(shu)條件,具(ju)備技術(shu)(shu)條件的(de)(de)銀(yin)(yin)行(xing)(xing)在網點設置(zhi)等方面(mian)又不(bu)(bu)符合(he)要求(qiu)的(de)(de)情況(kuang);另一(yi)方面(mian),由于銀(yin)(yin)行(xing)(xing)對(dui)(dui)該項目(mu)的(de)(de)復雜程度認識不(bu)(bu)清,面(mian)對(dui)(dui)較(jiao)大投(tou)資,在投(tou)入產出“經(jing)濟賬(zhang)”算(suan)不(bu)(bu)清,不(bu)(bu)但(dan)銀(yin)(yin)行(xing)(xing)之(zhi)間不(bu)(bu)能達成共識,甚至(zhi)同一(yi)個(ge)銀(yin)(yin)行(xing)(xing)的(de)(de)技術(shu)(shu)、業(ye)(ye)務(wu)、財務(wu)部門之(zhi)間都還存在分歧的(de)(de)情況(kuang)下,就盲目(mu)參(can)與(yu)(yu)競爭(zheng)。
二、對策建議
經過對上述(shu)難點的分析(xi),歸納起(qi)來,要(yao)穩妥推(tui)進(jin)云南(nan)省金融社保卡應用需要(yao)解(jie)決四個關鍵問題:一是(shi)盡可能降低(di)投資成本;二是(shi)解(jie)決農(nong)村發(fa)卡和受理(li)(li)環境問題;三是(shi)合理(li)(li)選(xuan)擇合作銀行,擬定可行的管理(li)(li)制度和實(shi)施方(fang)案。
(一)分步實(shi)施、資源共(gong)享、責任分擔降低投資成本
一是試點(dian)先行(xing),逐步鋪開。從銀行(xing)方面,昆明(ming)、曲靖作(zuo)為(wei)(wei)全國金融(rong)IC卡試點(dian)城市,相對云南(nan)省其他(ta)地區(qu),在政(zheng)策(ce)理解、技術準(zhun)備、受(shou)理環(huan)境(jing)改造、人員準(zhun)備方面都有(you)明(ming)顯優勢,可以選(xuan)擇作(zuo)為(wei)(wei)具有(you)代表性地區(qu)進行(xing)試點(dian),成熟后(hou)再擴(kuo)大范圍(wei)。
二是一(yi)(yi)次發卡(ka),先(xian)易后難。不(bu)再考慮隱性磁條卡(ka)過(guo)渡方案(an),直接采用“一(yi)(yi)芯兩用”社(she)(she)保(bao)卡(ka),同時統一(yi)(yi)規劃,先(xian)將(jiang)條件成(cheng)熟(shu)、需求緊迫的險(xian)種和服(fu)務納入社(she)(she)會保(bao)障卡(ka)“一(yi)(yi)卡(ka)通”應(ying)用平臺,再逐步建(jian)設、實(shi)現(xian)所(suo)有(you)險(xian)種和服(fu)務的集成(cheng),從云南情(qing)況看(kan),可(ke)在昆明(ming)、曲靖城市區域(yu)先(xian)在新金融社(she)(she)保(bao)卡(ka)中實(shi)現(xian)“醫保(bao)”應(ying)用,在農村地區試發行(xing)“新農合”應(ying)用金融社(she)(she)保(bao)卡(ka)。
三(san)是(shi)集(ji)(ji)中采購,降(jiang)低成(cheng)(cheng)本(ben)(ben)。IC卡推(tui)廣初期,由于需求(qiu)量(liang)小(xiao),所(suo)以成(cheng)(cheng)本(ben)(ben)較(jiao)高,但隨(sui)著人民銀(yin)行推(tui)動磁條卡向(xiang)金融(rong)IC卡遷移(yi)戰略的實施,IC卡需求(qiu)已(yi)成(cheng)(cheng)幾(ji)(ji)何倍數增長(chang),規模化(hua)生產已(yi)大大降(jiang)低了卡片成(cheng)(cheng)本(ben)(ben),據向(xiang)發(fa)卡銀(yin)行了解,IC卡成(cheng)(cheng)本(ben)(ben)已(yi)從幾(ji)(ji)十元減(jian)低到十幾(ji)(ji)元,如果全省4000多萬張卡片集(ji)(ji)中采購,成(cheng)(cheng)本(ben)(ben)可以大幅降(jiang)低。
四是(shi)整合(he)資(zi)源(yuan),充(chong)分利用(yong)。銀行(xing)業信息(xi)化(hua)(hua)建設一直處于領(ling)先水平,2003年,云南(nan)省(sheng)就實現了(le)所有銀行(xing)銀行(xing)卡(ka)(ka)、所有ATM、POS機(ji)具的聯網通用(yong),2012年,在人(ren)民銀行(xing)統一組(zu)織領(ling)導下,截至(zhi)第(di)三(san)季度,全省(sheng)近20萬臺POS終(zhong)(zhong)端、近5000臺ATM終(zhong)(zhong)端已(yi)能(neng)夠(gou)受(shou)理金融(rong)IC卡(ka)(ka)。在金融(rong)社保卡(ka)(ka)推廣應用(yong)中,社保部門、銀行(xing)應充(chong)分整合(he)雙方網點(dian)、積(ji)聚(ju)資(zi)源(yuan),尤(you)其是(shi)充(chong)分利用(yong)銀行(xing)已(yi)有的較為先進、規(gui)范的信息(xi)化(hua)(hua)建設資(zi)源(yuan),避免重復投(tou)資(zi)造(zao)成浪(lang)費。
五(wu)是惠民(min)工(gong)程(cheng)(cheng),各(ge)擔(dan)責任。金融社保卡(ka)推廣(guang)應(ying)用(yong)是一項重(zhong)大(da)的(de)(de)(de)民(min)生工(gong)程(cheng)(cheng),政府(fu)部門(men)、商業(ye)銀行(xing)、人(ren)(ren)民(min)銀行(xing)有責任積極推動,商業(ye)銀行(xing)具有強大(da)的(de)(de)(de)資金優(you)勢,理所(suo)當(dang)然要盡到(dao)應(ying)用(yong)的(de)(de)(de)社會責任,承(cheng)擔(dan)主要的(de)(de)(de)投入。同時(shi)政府(fu)部門(men)也應(ying)把該項工(gong)程(cheng)(cheng)當(dang)作自己的(de)(de)(de)“形象”工(gong)程(cheng)(cheng),在財政、稅收(shou)(shou)政策上予以(yi)扶(fu)持。在卡(ka)片成本上,建(jian)議針對(dui)實(shi)際情(qing)況由(you)(you)多方承(cheng)擔(dan)解決,例如(ru)城鎮(zhen)職(zhi)工(gong)首(shou)發(fa)卡(ka)卡(ka)費(fei)由(you)(you)職(zhi)工(gong)所(suo)在單位承(cheng)擔(dan);低收(shou)(shou)入人(ren)(ren)群和農村地區(qu)居民(min)首(shou)發(fa)卡(ka)費(fei)用(yong)由(you)(you)銀行(xing)承(cheng)擔(dan);換卡(ka)費(fei)用(yong)由(you)(you)個人(ren)(ren)承(cheng)擔(dan),農村居民(min)可以(yi)進行(xing)適當(dang)補貼。
(二)機構網(wang)點(dian)與惠農(nong)支付點(dian)結合覆蓋農(nong)村(cun)應用
截至2012年9月末,全省(sheng)已建成(cheng)6125個(ge)惠(hui)(hui)農(nong)支(zhi)(zhi)付(fu)服(fu)(fu)務點(dian),服(fu)(fu)務惠(hui)(hui)及109個(ge)縣(xian)的1119個(ge)鄉(xiang)鎮4956個(ge)行政(zheng)村,加上(shang)社保(bao)部門(men)經辦機(ji)構,已基本(ben)滿足縣(xian)一(yi)級(ji)以(yi)上(shang)金融社保(bao)卡應(ying)用服(fu)(fu)務需(xu)求,全省(sheng)1373個(ge)鄉(xiang)鎮,15300個(ge)社區行政(zheng)村的應(ying)用問題可(ke)以(yi)通過(guo)機(ji)構網點(dian)和惠(hui)(hui)農(nong)支(zhi)(zhi)付(fu)點(dian)相結合的方式(shi)解(jie)決。
一(yi)是通過“惠(hui)農(nong)(nong)(nong)支(zhi)付(fu)點”解(jie)決網點覆(fu)蓋問題。2011年7月,中(zhong)國(guo)人(ren)民銀(yin)(yin)行(xing)了《中(zhong)國(guo)人(ren)民銀(yin)(yin)行(xing)關(guan)于(yu)推廣(guang)銀(yin)(yin)行(xing)卡助(zhu)農(nong)(nong)(nong)取款服(fu)(fu)(fu)(fu)(fu)務(wu)(wu)的(de)通知》(銀(yin)(yin)發(fa)〔2011〕177號),明確在2013年底前(qian),實現銀(yin)(yin)行(xing)卡助(zhu)農(nong)(nong)(nong)取款服(fu)(fu)(fu)(fu)(fu)務(wu)(wu)在全國(guo)范(fan)圍內(nei)農(nong)(nong)(nong)村(cun)(cun)鄉(xiang)鎮的(de)基本覆(fu)蓋。目前(qian)云南(nan)省十六(liu)個(ge)州(zhou)市已(yi)全部開通了惠(hui)農(nong)(nong)(nong)支(zhi)付(fu)服(fu)(fu)(fu)(fu)(fu)務(wu)(wu)業(ye)務(wu)(wu),截至2012年3月31日(ri),全省共建成6125個(ge)“惠(hui)農(nong)(nong)(nong)支(zhi)付(fu)服(fu)(fu)(fu)(fu)(fu)務(wu)(wu)業(ye)務(wu)(wu)點”,預計年底網點數量將突破(po)10000個(ge),基本可以覆(fu)蓋行(xing)政村(cun)(cun)。作為支(zhi)持“三農(nong)(nong)(nong)”創新(xin)農(nong)(nong)(nong)村(cun)(cun)金融服(fu)(fu)(fu)(fu)(fu)務(wu)(wu)的(de)新(xin)舉措(cuo),惠(hui)農(nong)(nong)(nong)支(zhi)付(fu)服(fu)(fu)(fu)(fu)(fu)務(wu)(wu)業(ye)務(wu)(wu)破(po)解(jie)了鄉(xiang)鎮金融服(fu)(fu)(fu)(fu)(fu)務(wu)(wu)缺(que)位(wei)的(de)難(nan)題,進一(yi)步改善了農(nong)(nong)(nong)村(cun)(cun)地區金融服(fu)(fu)(fu)(fu)(fu)務(wu)(wu)環境。實質上,惠(hui)農(nong)(nong)(nong)支(zhi)付(fu)點已(yi)作為“代(dai)銀(yin)(yin)行(xing)網點”延(yan)伸(shen)到了廣(guang)大(da)農(nong)(nong)(nong)村(cun)(cun)地區。
二是通過拓展功(gong)能(neng)解決用卡問題。云南省惠農支付服務業務
具(ju)有的(de)借記卡小額取款(kuan)(kuan)、小額轉賬匯款(kuan)(kuan)、刷卡繳(jiao)費、查詢(xun)、刷卡消費等(deng)五項功(gong)能已能夠滿足金(jin)融社(she)保(bao)(bao)卡的(de)金(jin)融應用需求。建議人民銀行(xing)牽頭組織相(xiang)關成員機(ji)構,會同(tong)(tong)社(she)保(bao)(bao)部門共同(tong)(tong)探討(tao)在惠農支(zhi)付點POS機(ji)上添加(jia)社(she)保(bao)(bao)應用功(gong)能的(de)可行(xing)性,把“惠農支(zhi)付點”同(tong)(tong)時(shi)也發展為“社(she)保(bao)(bao)服務點”,既(ji)方面農村(cun)居民的(de)用卡又可以減少(shao)重復投入。
三是(shi)督(du)促(cu)(cu)重點銀(yin)行(xing)(xing)加快金(jin)(jin)融IC卡(ka)(ka)推廣(guang)進度(du)。目前農(nong)(nong)業(ye)銀(yin)行(xing)(xing)云(yun)南(nan)(nan)(nan)省(sheng)分(fen)(fen)行(xing)(xing)、云(yun)南(nan)(nan)(nan)省(sheng)農(nong)(nong)村信用社聯(lian)合社、中國(guo)郵政儲(chu)蓄銀(yin)行(xing)(xing)云(yun)南(nan)(nan)(nan)省(sheng)分(fen)(fen)行(xing)(xing)、建(jian)(jian)設銀(yin)行(xing)(xing)云(yun)南(nan)(nan)(nan)省(sheng)分(fen)(fen)行(xing)(xing)、中國(guo)銀(yin)行(xing)(xing)云(yun)南(nan)(nan)(nan)省(sheng)分(fen)(fen)行(xing)(xing)(及上(shang)述銀(yin)行(xing)(xing)的分(fen)(fen)支機構)和銀(yin)聯(lian)商務云(yun)南(nan)(nan)(nan)分(fen)(fen)公司是(shi)云(yun)南(nan)(nan)(nan)省(sheng)已(yi)審核確定的惠農(nong)(nong)支付服務收單機構。截至第(di)三季度(du),建(jian)(jian)行(xing)(xing)、中行(xing)(xing)已(yi)正(zheng)式在省(sheng)內(nei)發(fa)(fa)卡(ka)(ka),而(er)農(nong)(nong)村地區網(wang)點數最多的農(nong)(nong)村信用社發(fa)(fa)卡(ka)(ka)系統尚未(wei)建(jian)(jian)成,農(nong)(nong)業(ye)銀(yin)行(xing)(xing)、郵儲(chu)銀(yin)行(xing)(xing)已(yi)具(ju)備(bei)條件但還未(wei)正(zheng)式發(fa)(fa)卡(ka)(ka),必須(xu)督(du)促(cu)(cu)這些重點銀(yin)行(xing)(xing)加快進度(du),以滿足(zu)金(jin)(jin)融社保卡(ka)(ka)的發(fa)(fa)卡(ka)(ka)、資金(jin)(jin)結算(suan)需求(qiu)。
(三(san))合(he)理(li)選擇合(he)作銀行,擬定可行的管理(li)制度(du)和實(shi)施方案
人(ren)民(min)(min)銀行李東榮副行長(chang)曾在金(jin)融社(she)保卡(ka)推廣應用工(gong)(gong)作(zuo)會(hui)議上(shang)強調(diao)要從(cong)“建(jian)設(she)民(min)(min)生社(she)會(hui)”的(de)(de)高度(du)來(lai)認識和領導這項(xiang)工(gong)(gong)作(zuo);要從(cong)“利(li)為民(min)(min)所謀”的(de)(de)角度(du)來(lai)組織和落實這項(xiang)工(gong)(gong)作(zuo);要從(cong)“把好事辦(ban)好”的(de)(de)尺度(du)來(lai)協調(diao)和管理好這項(xiang)工(gong)(gong)作(zuo)。
適(shi)合云南模式的(de)金融IC卡推(tui)進(jin)策略應該是按照“服務民生,穩中求(qiu)(qiu)進(jin),基(ji)礎先行”的(de)工作思路,堅(jian)持不求(qiu)(qiu)快、但求(qiu)(qiu)好;不只(zhi)顧眼前(qian),而注重長遠(yuan);既考慮(lv)社會利(li)益,又兼顧經濟效益,探索(suo)合理(li)科學(xue)的(de)解(jie)決方案。
一是要從(cong)“設(she)門檻,定規矩,讓(rang)合格者參(can)與(yu)(yu)”入手選擇合作(zuo)銀(yin)行。一方(fang)面(mian)鼓勵更多(duo)的(de)銀(yin)行積極(ji)參(can)與(yu)(yu),另一方(fang)面(mian)明確(que)所需的(de)發卡條(tiao)件、機具條(tiao)件、網點(dian)條(tiao)件、資金(jin)條(tiao)件、技術條(tiao)件,根據金(jin)融社(she)保卡總體推進計(ji)劃,對于第(di)一批試(shi)點(dian)銀(yin)行,必須在(zai)項目計(ji)劃要求的(de)時間內,達到提出的(de)要求,同時優先考(kao)慮其他省市(shi)已(yi)參(can)與(yu)(yu),具有成功(gong)經驗的(de)銀(yin)行,以保證項目資金(jin)的(de)到位(wei)、技術的(de)先進、順暢的(de)實施和長效的(de)發展。
二是應建立合(he)(he)作(zuo)銀(yin)行(xing)(xing)退(tui)(tui)出(chu)機制。金融機構在(zai)成為項(xiang)(xiang)目合(he)(he)作(zuo)銀(yin)行(xing)(xing)后,對于有(you)嚴重阻礙項(xiang)(xiang)目進度、無法(fa)承擔(dan)項(xiang)(xiang)目投入資金、未能(neng)履行(xing)(xing)協議中合(he)(he)作(zuo)銀(yin)行(xing)(xing)需(xu)承擔(dan)的義務等情況時,人保廳和人行(xing)(xing)將(jiang)給予警告,并限期整改,如在(zai)規(gui)定時限內(nei),仍未能(neng)有(you)效解決(jue)問(wen)題(ti)的合(he)(he)作(zuo)銀(yin)行(xing)(xing),將(jiang)責(ze)令其退(tui)(tui)出(chu)項(xiang)(xiang)目,并取消合(he)(he)作(zuo)銀(yin)行(xing)(xing)資格。
三是(shi)要兼(jian)顧社(she)會效(xiao)益和經濟(ji)效(xiao)益。面(mian)對(dui)金融(rong)(rong)(rong)社(she)保(bao)(bao)卡項(xiang)(xiang)目較大的(de)(de)(de)(de)投(tou)資規模,一方面(mian)該項(xiang)(xiang)工作的(de)(de)(de)(de)推進既是(shi)商(shang)業(ye)(ye)銀(yin)行履行社(she)會責任(ren)(ren)的(de)(de)(de)(de)具(ju)體舉措,也是(shi)對(dui)商(shang)業(ye)(ye)銀(yin)行承擔社(she)會責任(ren)(ren)和企(qi)業(ye)(ye)責任(ren)(ren)的(de)(de)(de)(de)全局觀和大局意識的(de)(de)(de)(de)充分考驗;但另一方面(mian),商(shang)業(ye)(ye)銀(yin)行畢竟是(shi)企(qi)業(ye)(ye),應(ying)(ying)(ying)從(cong)尊重市場規律、遵循金融(rong)(rong)(rong)活(huo)動(dong)規律的(de)(de)(de)(de)前提(ti)下合理有序開展此項(xiang)(xiang)業(ye)(ye)務,否(fou)則盲目競爭、不計成本投(tou)入、低價(jia)傾銷、隨意減免費用,很可能(neng)(neng)帶來卡片雖(sui)然發出卻用不好、不可用的(de)(de)(de)(de)嚴(yan)重問題(ti)。所(suo)以(yi),應(ying)(ying)(ying)從(cong)社(she)保(bao)(bao)卡中金融(rong)(rong)(rong)功能(neng)(neng)的(de)(de)(de)(de)激活(huo)、社(she)保(bao)(bao)資金的(de)(de)(de)(de)分配、應(ying)(ying)(ying)用行業(ye)(ye)拓展方面(mian)來探(tan)索提(ti)高(gao)金融(rong)(rong)(rong)社(she)保(bao)(bao)卡整體運營效(xiao)益的(de)(de)(de)(de)辦法(fa)。
例如,對于社保(bao)(bao)資(zi)金(jin)的(de)(de)(de)分配,在政策可(ke)以突破(po)(po)的(de)(de)(de)情(qing)(qing)況(kuang)(kuang)下(xia),可(ke)以考慮按照(zhao)資(zi)金(jin)投(tou)入大小,將(jiang)社保(bao)(bao)資(zi)金(jin)收入、支出(chu)賬戶(hu)開(kai)立(li)在合作(zuo)銀(yin)行(xing),同(tong)(tong)時將(jiang)農(nong)村養老保(bao)(bao)險、工傷、生(sheng)育(yu)保(bao)(bao)險、機關養老保(bao)(bao)險的(de)(de)(de)財(cai)政專用賬戶(hu)按照(zhao)出(chu)資(zi)比例開(kai)立(li)在合作(zuo)銀(yin)行(xing);在政策不(bu)能突破(po)(po)的(de)(de)(de)情(qing)(qing)況(kuang)(kuang)下(xia),項(xiang)目資(zi)金(jin)投(tou)入和(he)社保(bao)(bao)資(zi)金(jin)沉淀不(bu)掛鉤,但建議通(tong)過財(cai)政給(gei)予合理的(de)(de)(de)補(bu)償(chang)。同(tong)(tong)時,由于城(cheng)鎮和(he)農(nong)村卡片(pian)使(shi)用率存在差異,給(gei)銀(yin)行(xing)帶來的(de)(de)(de)利益不(bu)同(tong)(tong),可(ke)按照(zhao)一定的(de)(de)(de)權重予以區分。

一、要加快實施優先發展城區(qu)公(gong)共交(jiao)通戰略
優先(xian)發(fa)展城市公(gong)共交(jiao)(jiao)通是黨(dang)和政(zheng)府在(zai)城市建(jian)設(she)中(zhong)作出的一項重大戰(zhan)略(lve)決策。早在(zai)XX年,建(jian)設(she)部(bu)就了《關于(yu)優先(xian)發(fa)展城市公(gong)共交(jiao)(jiao)通的意見》,XX年9月(yue)23日,國務院辦(ban)公(gong)廳轉發(fa)建(jian)設(she)部(bu)、國家發(fa)展和改革委員會、科(ke)技部(bu)、公(gong)安(an)部(bu)、財政(zheng)部(bu)、國土資源(yuan)部(bu)《關于(yu)優先(xian)發(fa)展城市公(gong)共交(jiao)(jiao)通的意見》,要求各地區和有(you)關部(bu)門(men)進一步(bu)提高認識,確立公(gong)共交(jiao)(jiao)通在(zai)城市交(jiao)(jiao)通中(zhong)的優先(xian)地位。此(ci)(ci)后,省(sheng)、市也(ye)相繼出臺了相應的政(zheng)策,我區《關于(yu)優先(xian)發(fa)展城市公(gong)共交(jiao)(jiao)通的實施意見》也(ye)已經(jing)出臺。為此(ci)(ci),建(jian)議加快實施步(bu)伐。
(一(yi))要充分認識到公交優先是我區城(cheng)市交通的最佳出路。
優先發展公(gong)共交通(tong)作為城區交通(tong)發展的(de)(de)重(zhong)點,是國內外城市交通(tong)發展的(de)(de)方向(xiang),是建設節約型社會(hui)、構建和(he)諧社會(hui)的(de)(de)重(zhong)要舉(ju)措。公(gong)共交通(tong)所具(ju)備的(de)(de)運量大、價格低、節省(sheng)道路資源、人(ren)均廢氣排放量低等優勢,是解決城區交通(tong)兩難的(de)(de)最佳出路。

一是(shi)(shi)(shi)(shi)人(ren)(ren)(ren)(ren)(ren)(ren)力(li)營(ying)(ying)運(yun)三(san)(san)(san)(san)輪(lun)車(che)(che)(che)(che)數(shu)量(liang)眾多(duo)。我(wo)(wo)區(qu)(qu)目前(qian)擁有(you)(you)(you)營(ying)(ying)運(yun)三(san)(san)(san)(san)輪(lun)車(che)(che)(che)(che)940輛,且營(ying)(ying)運(yun)證(zheng)無年限。這些(xie)三(san)(san)(san)(san)輪(lun)車(che)(che)(che)(che)基本(ben)在(zai)(zai)老城區(qu)(qu)范圍內騎行(xing)(xing),嚴重影響我(wo)(wo)區(qu)(qu)的(de)(de)(de)(de)(de)城市(shi)(shi)品位和(he)交(jiao)通秩序。現(xian)有(you)(you)(you)的(de)(de)(de)(de)(de)客運(yun)人(ren)(ren)(ren)(ren)(ren)(ren)力(li)三(san)(san)(san)(san)輪(lun)車(che)(che)(che)(che)基本(ben)已(yi)不是(shi)(shi)(shi)(shi)車(che)(che)(che)(che)主(zhu)本(ben)人(ren)(ren)(ren)(ren)(ren)(ren)在(zai)(zai)營(ying)(ying)運(yun),全(quan)部(bu)(bu)承包給(gei)了外(wai)地(di)(di)務(wu)(wu)工(gong)人(ren)(ren)(ren)(ren)(ren)(ren)員(yuan),更增(zeng)加了管理難度。二是(shi)(shi)(shi)(shi)電(dian)瓶(ping)(ping)三(san)(san)(san)(san)輪(lun)車(che)(che)(che)(che)日益泛濫。該(gai)車(che)(che)(che)(che)型已(yi)禁止上(shang)(shang)牌(pai),但(dan)仍在(zai)(zai)我(wo)(wo)區(qu)(qu)大量(liang)銷(xiao)售。有(you)(you)(you)資料表明,我(wo)(wo)區(qu)(qu)目前(qian)擁有(you)(you)(you)電(dian)瓶(ping)(ping)三(san)(san)(san)(san)輪(lun)車(che)(che)(che)(che)2.3萬輛,近80%的(de)(de)(de)(de)(de)車(che)(che)(che)(che)輛為(wei)(wei)外(wai)地(di)(di)人(ren)(ren)(ren)(ren)(ren)(ren)使用,且集(ji)中(zhong)在(zai)(zai)商(shang)業(ye)(ye)城、水(shui)果蔬菜批發(fa)(fa)市(shi)(shi)場等(deng)商(shang)貿(mao)、集(ji)市(shi)(shi)周邊(bian)。三(san)(san)(san)(san)是(shi)(shi)(shi)(shi)非法(fa)摩(mo)(mo)(mo)的(de)(de)(de)(de)(de)有(you)(you)(you)恃無恐。在(zai)(zai)我(wo)(wo)區(qu)(qu)火車(che)(che)(che)(che)站(zhan)及開發(fa)(fa)區(qu)(qu)一帶(dai),從(cong)事(shi)摩(mo)(mo)(mo)的(de)(de)(de)(de)(de)非法(fa)營(ying)(ying)運(yun)的(de)(de)(de)(de)(de)二輪(lun)摩(mo)(mo)(mo)托(tuo)(tuo)車(che)(che)(che)(che)有(you)(you)(you)一定數(shu)量(liang)存(cun)在(zai)(zai),甚(shen)至在(zai)(zai)不斷增(zeng)加,基本(ben)上(shang)(shang)都是(shi)(shi)(shi)(shi)外(wai)地(di)(di)人(ren)(ren)(ren)(ren)(ren)(ren)在(zai)(zai)從(cong)事(shi)非法(fa)營(ying)(ying)運(yun)活(huo)動,但(dan)鑒于政(zheng)策允許(xu)外(wai)地(di)(di)人(ren)(ren)(ren)(ren)(ren)(ren)在(zai)(zai)我(wo)(wo)區(qu)(qu)進行(xing)(xing)摩(mo)(mo)(mo)托(tuo)(tuo)車(che)(che)(che)(che)上(shang)(shang)牌(pai)業(ye)(ye)務(wu)(wu),此(ci)類車(che)(che)(che)(che)輛目前(qian)都為(wei)(wei)牌(pai)照,因(yin)(yin)此(ci)區(qu)(qu)交(jiao)警(jing)(jing)大隊(dui)劃(hua)定針(zhen)對(dui)(dui)外(wai)地(di)(di)摩(mo)(mo)(mo)托(tuo)(tuo)車(che)(che)(che)(che)的(de)(de)(de)(de)(de)禁行(xing)(xing)區(qu)(qu)域對(dui)(dui)上(shang)(shang)述車(che)(che)(che)(che)輛沒(mei)(mei)有(you)(you)(you)約束(shu)性,給(gei)管理帶(dai)來了很大難度。調研中(zhong)我(wo)(wo)們發(fa)(fa)現(xian),城區(qu)(qu)四小(xiao)車(che)(che)(che)(che)管理工(gong)作還存(cun)在(zai)(zai)一些(xie)客觀問題(ti),其產生也(ye)有(you)(you)(you)客觀的(de)(de)(de)(de)(de)原因(yin)(yin):一是(shi)(shi)(shi)(shi)交(jiao)警(jing)(jing)部(bu)(bu)門(men)對(dui)(dui)四小(xiao)車(che)(che)(che)(che)問題(ti)的(de)(de)(de)(de)(de)處(chu)罰依據不足。例(li)如(ru),四小(xiao)車(che)(che)(che)(che)中(zhong)的(de)(de)(de)(de)(de)黑摩(mo)(mo)(mo)的(de)(de)(de)(de)(de)牌(pai)照齊全(quan),駕駛(shi)員(yuan)證(zheng)件(jian)符(fu)合,交(jiao)警(jing)(jing)部(bu)(bu)門(men)很難僅僅針(zhen)對(dui)(dui)交(jiao)通違法(fa)行(xing)(xing)為(wei)(wei)對(dui)(dui)其進行(xing)(xing)大力(li)整(zheng)治。又例(li)如(ru)電(dian)瓶(ping)(ping)三(san)(san)(san)(san)輪(lun)車(che)(che)(che)(che),根據目前(qian)法(fa)律已(yi)定性為(wei)(wei)機動車(che)(che)(che)(che),而作為(wei)(wei)大多(duo)數(shu)的(de)(de)(de)(de)(de)電(dian)瓶(ping)(ping)三(san)(san)(san)(san)輪(lun)車(che)(che)(che)(che)主(zhu),交(jiao)警(jing)(jing)部(bu)(bu)門(men)僅可以針(zhen)對(dui)(dui)無證(zheng)駕駛(shi)、違反(fan)禁行(xing)(xing)標志等(deng)違法(fa)行(xing)(xing)為(wei)(wei)進行(xing)(xing)查扣(kou),但(dan)當事(shi)人(ren)(ren)(ren)(ren)(ren)(ren)要求處(chu)理罰款后使三(san)(san)(san)(san)輪(lun)車(che)(che)(che)(che)重新流入社會。二是(shi)(shi)(shi)(shi)社會保障機制未(wei)能及時跟(gen)上(shang)(shang)。殘疾人(ren)(ren)(ren)(ren)(ren)(ren)專用車(che)(che)(che)(che)、人(ren)(ren)(ren)(ren)(ren)(ren)力(li)三(san)(san)(san)(san)輪(lun)車(che)(che)(che)(che)主(zhu)多(duo)為(wei)(wei)生活(huo)困難者(zhe),有(you)(you)(you)些(xie)三(san)(san)(san)(san)輪(lun)車(che)(che)(che)(che)主(zhu)還是(shi)(shi)(shi)(shi)失地(di)(di)農民(min),由于上(shang)(shang)述弱勢人(ren)(ren)(ren)(ren)(ren)(ren)群能力(li)所限以及收(shou)入等(deng)原因(yin)(yin),在(zai)(zai)政(zheng)府沒(mei)(mei)有(you)(you)(you)提供(gong)更多(duo)就業(ye)(ye)崗(gang)位的(de)(de)(de)(de)(de)情況下(xia),只能從(cong)事(shi)營(ying)(ying)運(yun)業(ye)(ye)務(wu)(wu)為(wei)(wei)生。三(san)(san)(san)(san)是(shi)(shi)(shi)(shi)城市(shi)(shi)公(gong)交(jiao)體系尚(shang)不發(fa)(fa)達。在(zai)(zai)摩(mo)(mo)(mo)的(de)(de)(de)(de)(de)等(deng)集(ji)中(zhong)出沒(mei)(mei)的(de)(de)(de)(de)(de)地(di)(di)區(qu)(qu),也(ye)往(wang)往(wang)是(shi)(shi)(shi)(shi)公(gong)交(jiao)未(wei)完(wan)全(quan)延伸(shen)之地(di)(di)。因(yin)(yin)公(gong)交(jiao)尚(shang)未(wei)完(wan)全(quan)覆蓋,一些(xie)群眾尤其是(shi)(shi)(shi)(shi)外(wai)來務(wu)(wu)工(gong)人(ren)(ren)(ren)(ren)(ren)(ren)員(yuan)出行(xing)(xing)較為(wei)(wei)困難或受原籍地(di)(di)交(jiao)通習慣(guan)的(de)(de)(de)(de)(de)影響,選擇殘的(de)(de)(de)(de)(de)、摩(mo)(mo)(mo)的(de)(de)(de)(de)(de)出行(xing)(xing),使得殘的(de)(de)(de)(de)(de)、摩(mo)(mo)(mo)的(de)(de)(de)(de)(de)仍有(you)(you)(you)一定市(shi)(shi)場空間。
為此,提出(chu)以下建議:
(一)盡快出臺政策,適時取(qu)締城(cheng)區四小車。
1、燃(ran)油(you)(you)助動(dong)車(che)。我區早(zao)期為(wei)燃(ran)油(you)(you)助動(dong)車(che)主上(shang)牌近(jin)4萬輛(liang),隨著群(qun)眾生(sheng)活水(shui)平(ping)不斷提高、燃(ran)油(you)(you)助動(dong)車(che)隨時(shi)間自然更(geng)新(xin)淘汰(tai),目前尚在使(shi)用(yong)的不到1000輛(liang),在城區使(shi)用(yong)的更(geng)是寥(liao)寥(liao)無幾。建議區政府在城區范圍內全面禁止(zhi)燃(ran)油(you)(you)助動(dong)車(che),致使(shi)現有燃(ran)油(you)(you)助動(dong)車(che)被迫淘汰(tai)。
2、摩(mo)托(tuo)車(che)。自XX年底以來,我區(qu)摩(mo)托(tuo)車(che)上牌人(ren)群中(zhong)本地人(ren)明顯(xian)下(xia)降,這說(shuo)明我區(qu)群眾使用摩(mo)托(tuo)車(che)人(ren)群在不(bu)斷(duan)減少。鑒于此,建議區(qu)政府擴大摩(mo)托(tuo)車(che)禁(jin)行范(fan)圍(wei),尤其在主城區(qu)范(fan)圍(wei)內全面(mian)禁(jin)止摩(mo)托(tuo)車(che)行駛,這樣就不(bu)會產生黑(hei)摩(mo)的在城區(qu)泛濫的現(xian)象。
3、營運(yun)(yun)三輪車(殘(can)的(de))。可(ke)根據及其他(ta)城市(shi)(shi)的(de)成功(gong)經(jing)驗,采取一(yi)(yi)次性補償(chang)或補償(chang)與就(jiu)業(ye)安(an)置并行的(de)置換(huan)方法。同(tong)時,可(ke)考慮適(shi)當增加出租車數量,一(yi)(yi)來補足(zu)了(le)城市(shi)(shi)非公交客運(yun)(yun)能力,二來解決了(le)置換(huan)營運(yun)(yun)三輪車的(de)經(jing)費(fei)問題。對(dui)不愿置換(huan)的(de),可(ke)向城郊及臨浦、瓜瀝等鎮(zhen)分流。
4、電(dian)瓶三(san)輪(lun)車。根(gen)據(ju)國家《機動(dong)車運行(xing)安全(quan)技術條件》(gb7258-XX)的規定,目前在(zai)我(wo)區(qu)使(shi)用的所有電(dian)瓶三(san)輪(lun)車均不符合標(biao)準要求,應該予以取(qu)締。建議由政府牽頭,工商(shang)、質監等部門具體負(fu)責(ze),一方面(mian)對我(wo)區(qu)生產企(qi)業進(jin)行(xing)嚴格管理,對源(yuan)頭進(jin)行(xing)控制(zhi);另一方面(mian)在(zai)銷售等流通領域進(jin)行(xing)管理,從根(gen)本上消(xiao)除電(dian)瓶三(san)輪(lun)車在(zai)城(cheng)區(qu)使(shi)用的現(xian)象(xiang)。
(二)加大(da)管(guan)理(li)力度,杜絕黑四小(xiao)車(che)非法營運。
建議強(qiang)化對(dui)(dui)四小(xiao)車非法營運(yun)行為的(de)(de)聯(lian)合執(zhi)法管理(li),公安交警部(bu)(bu)門要(yao)(yao)與交通(tong)運(yun)管部(bu)(bu)門聯(lian)合執(zhi)法,對(dui)(dui)查獲(huo)的(de)(de)車輛不(bu)僅要(yao)(yao)按照運(yun)輸管理(li)、交通(tong)管理(li)等法律法規進(jin)行處(chu)罰(fa),還要(yao)(yao)由(you)工商、稅務部(bu)(bu)門尤其(qi)對(dui)(dui)其(qi)無證經營、逃稅漏稅等情(qing)況,采(cai)取罰(fa)沒(mei)其(qi)生(sheng)產經營工具等方式進(jin)行處(chu)罰(fa),增加其(qi)違法成(cheng)本,可(ke)達到重罰(fa)后(hou)不(bu)再犯的(de)(de)目的(de)(de)。
同時(shi),建議區(qu)(qu)政府協調(diao)我區(qu)(qu)加(jia)油站,參照北京的做(zuo)法(fa),開展斷糧行動(dong),杜絕為駛入城(cheng)區(qu)(qu)的非(fei)法(fa)四小車提供燃油。(三)加(jia)大(da)宣傳(chuan)力度,提高補助(zhu)標(biao)準。整治四小車問(wen)題(ti)(ti),是(shi)一項(xiang)得民心(xin)的工程,不但要(yao)請新聞媒(mei)體營造(zao)輿論氛圍,而且要(yao)讓(rang)老百姓參與。要(yao)使廣大(da)群眾充(chong)分認識到整治四小車,不僅(jin)僅(jin)是(shi)一個交通問(wen)題(ti)(ti),也(ye)是(shi)一件(jian)關(guan)系(xi)到環境(jing)保護、城(cheng)市形象(xiang)的大(da)事(shi)。
與此同時,要充分認識到(dao)四(si)小車的車主極大部分是殘疾、無正當職業和失業(下崗)人員,且又(you)屬于(yu)社會(hui)弱(ruo)勢群體的現狀(zhuang)。在整治過程中(zhong)的經濟補(bu)償和涉及相關經濟政(zheng)策中(zhong),要予以充分考慮(具體做法可參照市)。
(四)層層落實、責(ze)(ze)任到人。整治四小車的(de)工作(zuo),涉及到千家萬戶,難度是(shi)比較大的(de),工作(zuo)必須做細,相關政策要有法律依據(ju)。什(shen)么(me)(me)時候開始,分幾個階段,什(shen)么(me)(me)部(bu)門負責(ze)(ze),要落實責(ze)(ze)任。要選調素質較高(gao),責(ze)(ze)任心比較強的(de)同志(zhi)負責(ze)(ze)此項工作(zuo)。
三(san)、要切實(shi)解決城區停車難(nan)問題(ti)
目前,我區汽車(che)(che)(che)(che)(che)(che)擁有(you)量(liang)已(yi)超(chao)過(guo)12萬(wan)輛,據公安交警部門統計僅城區車(che)(che)(che)(che)(che)(che)輛每日(ri)流量(liang)已(yi)逾5萬(wan)輛。而(er)統計資(zi)料表明(ming),我區共(gong)有(you)各類停(ting)車(che)(che)(che)(che)(che)(che)位僅1萬(wan)個(ge)左(zuo)右,其中(zhong)(zhong)公共(gong)停(ting)車(che)(che)(che)(che)(che)(che)位只(zhi)有(you)約1200個(ge),平均每輛車(che)(che)(che)(che)(che)(che)只(zhi)擁有(you)0.08個(ge)泊(bo)位,加上車(che)(che)(che)(che)(che)(che)輛在(zai)流動過(guo)程中(zhong)(zhong)的臨時停(ting)車(che)(che)(che)(che)(che)(che),這些(xie)泊(bo)位遠(yuan)遠(yuan)不(bu)能滿足現實需(xu)要。調(diao)研(yan)中(zhong)(zhong)我們發現,一(yi)方面停(ting)車(che)(che)(che)(che)(che)(che)泊(bo)位嚴重供應不(bu)足,但(dan)另一(yi)方面,一(yi)些(xie)停(ting)車(che)(che)(che)(che)(che)(che)場(chang)仍處于大(da)量(liang)閑(xian)置(zhi)狀(zhuang)態或被移作他用(yong)(yong),如城郊結合部的一(yi)些(xie)新建停(ting)車(che)(che)(che)(che)(che)(che)場(chang)使用(yong)(yong)率較低,又如二輕大(da)廈(sha)地(di)下(xia)停(ting)車(che)(che)(che)(che)(che)(che)庫(ku)、三江超(chao)市地(di)下(xia)停(ting)車(che)(che)(che)(che)(che)(che)庫(ku)、國貿大(da)廈(sha)地(di)下(xia)停(ting)車(che)(che)(che)(che)(che)(che)庫(ku)等(deng)都(dou)存在(zai)改變用(yong)(yong)途或改變公共(gong)停(ting)車(che)(che)(che)(che)(che)(che)場(chang)性質的現象。
這幾年有(you)關職能部(bu)門也在改(gai)善停車(che)設施,添建了幾處停車(che)場所(suo),但(dan)是建設的步伐還(huan)是遠遠落后于車(che)輛增多的速度,小區車(che)輛停放(fang)無序,沒有(you)泊位,堵塞通(tong)道(dao),互(hu)相磕損碰傷,損壞綠(lv)化帶等糾紛時有(you)發生(sheng)。特別(bie)是一旦(dan)小區發生(sheng)火災等險(xian)情,外來救(jiu)援車(che)輛進不去,里(li)面車(che)輛出(chu)不來,勢必釀成嚴重(zhong)后果,為此居民(min)意見較多。
為此建議:
(一)恢(hui)復原來已被改作他用的停車(che)場(chang),使其重新歸市民使用,不能只(zhi)顧經濟(ji)效益而不顧社會效益,將停車(che)矛盾推給社會。
(二)在(zai)居民居住密(mi)集地區、農(nong)貿市場及缺少夜間停車點的非重(zhong)點路(lu)(lu)段(duan),設立(li)路(lu)(lu)邊停車泊(bo)位或建立(li)立(li)體停車庫,以此緩解附近居民夜間停車的問題。
(三)規范停車場收(shou)費(fei),建議城(cheng)區周(zhou)邊的停車場免費(fei)開(kai)放,城(cheng)區中心的停車場適(shi)當增加收(shou)費(fei),用價格杠桿適(shi)當分流(liu)一(yi)些進城(cheng)車輛。
(四(si))在規劃用地時,老城(cheng)區要避免新上交通(tong)流量較大(da)的(de)項目,并(bing)盡可(ke)能地增(zeng)辟停(ting)車場地;新城(cheng)區大(da)型項目的(de)停(ting)車場面(mian)積與經(jing)營用房面(mian)積的(de)比例,至少要大(da)于1:1.5的(de),進出口的(de)設計交警部門(men)應提前參(can)與。
(五)盡快啟動老住宅小(xiao)區(qu)停車(che)場改(gai)造試點(dian)。老住宅小(xiao)區(qu)由(you)于沒有(you)(you)汽車(che)停車(che)泊位,加(jia)上小(xiao)區(qu)內道路比較(jiao)(jiao)狹窄,夜間停車(che)問題較(jiao)(jiao)為(wei)突出(chu)。因此,建設部門(men)早在(zai)幾年前就已(yi)經著(zhu)手研(yan)究(jiu)解決方案,并(bing)針對各個(ge)小(xiao)區(qu)的不(bu)同情況提出(chu)了多個(ge)技術方案,有(you)(you)些已(yi)經比較(jiao)(jiao)成(cheng)(cheng)熟,如小(xiao)區(qu)的整體(ti)改(gai)造,綠化帶地下停車(che)庫(ku),綠化帶生(sheng)態(tai)停車(che)場等。但(dan)由(you)于種種原因,如拆遷成(cheng)(cheng)本過大,住戶思想不(bu)統一(yi)等,一(yi)直(zhi)沒有(you)(you)實施(shi)。建議組織專門(men)力(li)量,選擇(ze)幾個(ge)操作難度相(xiang)對較(jiao)(jiao)小(xiao)的小(xiao)區(qu)作為(wei)試點(dian),確(que)保試點(dian)成(cheng)(cheng)功,以(yi)后(hou)以(yi)點(dian)帶面逐(zhu)個(ge)推進(jin)。
四、要(yao)強化上下班(ban)上下學的錯時效應
早(zao)晚(wan)上(shang)(shang)(shang)(shang)(shang)下(xia)班(ban)(ban)期間(jian)是城區(qu)交通(tong)最為擁堵(du)(du)的(de)(de)時(shi)(shi)(shi)(shi)段(duan),通(tong)常在早(zao)7:30至8:30、晚(wan)4:30至6:00之間(jian),特別是上(shang)(shang)(shang)(shang)(shang)下(xia)學(xue)(xue)(xue)(xue)時(shi)(shi)(shi)(shi)段(duan),老城區(qu)的(de)(de)人(ren)民路小(xiao)學(xue)(xue)(xue)(xue)、勁松(song)小(xiao)學(xue)(xue)(xue)(xue)、洄(hui)瀾小(xiao)學(xue)(xue)(xue)(xue)、湘師附(fu)小(xiao)、高橋(qiao)小(xiao)學(xue)(xue)(xue)(xue)、高橋(qiao)初(chu)中等幾所學(xue)(xue)(xue)(xue)校門口,家長們的(de)(de)接送車輛(liang)排起長龍,讓(rang)上(shang)(shang)(shang)(shang)(shang)下(xia)班(ban)(ban)時(shi)(shi)(shi)(shi)段(duan)原本(ben)就擁擠(ji)不(bu)堪(kan)的(de)(de)交通(tong)雪(xue)上(shang)(shang)(shang)(shang)(shang)加霜。為緩(huan)解上(shang)(shang)(shang)(shang)(shang)下(xia)班(ban)(ban)上(shang)(shang)(shang)(shang)(shang)下(xia)學(xue)(xue)(xue)(xue)時(shi)(shi)(shi)(shi)段(duan)的(de)(de)交通(tong)擁堵(du)(du),區(qu)政府(fu)早(zao)在幾年前曾下(xia)發通(tong)知,要求行(xing)政機關和事(shi)業單(dan)位(wei)實行(xing)錯(cuo)時(shi)(shi)(shi)(shi)上(shang)(shang)(shang)(shang)(shang)下(xia)班(ban)(ban),各學(xue)(xue)(xue)(xue)校年級段(duan)也實行(xing)了錯(cuo)時(shi)(shi)(shi)(shi)放(fang)(fang)學(xue)(xue)(xue)(xue)。但現(xian)在看來,效果不(bu)是很明顯。主要是實行(xing)錯(cuo)時(shi)(shi)(shi)(shi)上(shang)(shang)(shang)(shang)(shang)下(xia)班(ban)(ban)的(de)(de)范圍不(bu)夠廣(guang),時(shi)(shi)(shi)(shi)間(jian)錯(cuo)得不(bu)夠開(kai)。建議進一(yi)步強化錯(cuo)時(shi)(shi)(shi)(shi)上(shang)(shang)(shang)(shang)(shang)下(xia)班(ban)(ban)效應(ying),動(dong)員更多的(de)(de)單(dan)位(wei)實行(xing)錯(cuo)時(shi)(shi)(shi)(shi)上(shang)(shang)(shang)(shang)(shang)下(xia)班(ban)(ban)。大型商場、超市的(de)(de)開(kai)門營業時(shi)(shi)(shi)(shi)間(jian)務必推遲到上(shang)(shang)(shang)(shang)(shang)午(wu)9時(shi)(shi)(shi)(shi)以后(hou)。中小(xiao)學(xue)(xue)(xue)(xue)放(fang)(fang)學(xue)(xue)(xue)(xue)時(shi)(shi)(shi)(shi)間(jian)提前到4:30之前。
