(一)各級(ji)領導(dao)對農業(ye)行(xing)政綜合執法(fa)工作的重視(shi)程(cheng)度越(yue)(yue)來越(yue)(yue)高。農業(ye)行(xing)政綜合執法(fa)工作從(cong)無到(dao)有,從(cong)小到(dao)大,其自身的工作性質(zhi)和重要意義正在為各級(ji)農業(ye)部門的領導(dao)所(suo)認識,農業(ye)法(fa)制化(hua)建(jian)設和農業(ye)產業(ye)化(hua)、農業(ye)標準化(hua)一起,正在成為新世紀拉動農業(ye)發展的“三駕馬車(che)”。
(二)農業(ye)行政(zheng)綜(zong)合(he)(he)執法隊伍(wu)不斷(duan)壯大(da)(da)。我區農業(ye)行政(zheng)綜(zong)合(he)(he)執法隊伍(wu)不斷(duan)擴大(da)(da),各(ge)種管理制度的(de)建立和完善,農業(ye)行政(zheng)綜(zong)合(he)(he)執法工(gong)作的(de)專業(ye)化、規范化水平正在不斷(duan)提高。
(三)農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)(ye)(ye)違法(fa)(fa)(fa)(fa)(fa)案件(jian)得(de)到及時查(cha)(cha)處,廣(guang)大(da)農(nong)(nong)(nong)(nong)民(min)群眾的利(li)益得(de)到有(you)效(xiao)維護。我區自年成立農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)(ye)(ye)綜(zong)(zong)合(he)(he)(he)執(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)法(fa)(fa)(fa)(fa)(fa)隊(dui)以來,農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)(ye)(ye)行政(zheng)執(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)法(fa)(fa)(fa)(fa)(fa)力度不斷加大(da),至年10月共出動執(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)法(fa)(fa)(fa)(fa)(fa)人(ren)(ren)員(yuan)4182人(ren)(ren)次,組(zu)織配(pei)合(he)(he)(he)相關執(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)法(fa)(fa)(fa)(fa)(fa)檢(jian)查(cha)(cha)1161次,檢(jian)查(cha)(cha)生產經營單位和(he)個(ge)體工(gong)(gong)商(shang)戶共計6538家(次),查(cha)(cha)處各類農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)(ye)(ye)違法(fa)(fa)(fa)(fa)(fa)違規行為367起,調(diao)解農(nong)(nong)(nong)(nong)民(min)和(he)經營者糾紛154起,挽回(hui)農(nong)(nong)(nong)(nong)民(min)經濟損失600余(yu)萬元(yuan)。實(shi)(shi)踐證明實(shi)(shi)行農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)(ye)(ye)行政(zheng)綜(zong)(zong)合(he)(he)(he)執(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)法(fa)(fa)(fa)(fa)(fa)主要表現為“五(wu)個(ge)有(you)利(li)”:一是(shi)有(you)利(li)于規范農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)(ye)(ye)行政(zheng)執(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)法(fa)(fa)(fa)(fa)(fa)主體。實(shi)(shi)行綜(zong)(zong)合(he)(he)(he)執(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)法(fa)(fa)(fa)(fa)(fa),有(you)效(xiao)地克(ke)服了(le)政(zheng)事不分的狀況。二是(shi)有(you)利(li)于增(zeng)強執(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)法(fa)(fa)(fa)(fa)(fa)合(he)(he)(he)力,加大(da)執(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)法(fa)(fa)(fa)(fa)(fa)力度。三是(shi)有(you)利(li)于提(ti)高執(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)法(fa)(fa)(fa)(fa)(fa)隊(dui)伍素(su)質。實(shi)(shi)行綜(zong)(zong)合(he)(he)(he)執(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)法(fa)(fa)(fa)(fa)(fa),使執(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)法(fa)(fa)(fa)(fa)(fa)人(ren)(ren)員(yuan)從兼職(zhi)化變成專業(ye)(ye)(ye)(ye)(ye)化,執(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)法(fa)(fa)(fa)(fa)(fa)人(ren)(ren)員(yuan)的素(su)質和(he)辦案水平不斷提(ti)高。四是(shi)有(you)利(li)于提(ti)高農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)(ye)(ye)部(bu)(bu)(bu)門(men)執(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)法(fa)(fa)(fa)(fa)(fa)主體地位。通過(guo)專門(men)的執(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)法(fa)(fa)(fa)(fa)(fa)機構(gou)集(ji)中執(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)法(fa)(fa)(fa)(fa)(fa),有(you)力打擊了(le)各類農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)(ye)(ye)違法(fa)(fa)(fa)(fa)(fa)份(fen)子,樹立起了(le)農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)(ye)(ye)部(bu)(bu)(bu)門(men)依法(fa)(fa)(fa)(fa)(fa)護農(nong)(nong)(nong)(nong)、依法(fa)(fa)(fa)(fa)(fa)治農(nong)(nong)(nong)(nong)的形象。五(wu)是(shi)有(you)利(li)于加強與工(gong)(gong)商(shang)、質監(jian)、食品(pin)安全(quan)管理、公安等相關部(bu)(bu)(bu)門(men)的協調(diao)與配(pei)合(he)(he)(he)。
二、農業行(xing)政綜(zong)合執法工作存在(zai)的問題
目前(qian)農業(ye)執法(fa)工(gong)作仍存在(zai)執法(fa)隊(dui)伍薄弱(ruo)、執法(fa)水平低、缺乏必(bi)要(yao)的投入等問題,與全面(mian)推(tui)進依法(fa)行政(zheng)、建設法(fa)治(zhi)政(zheng)府的客觀(guan)要(yao)求(qiu)相比,還存在(zai)著不少差(cha)距。
(一(yi))執法(fa)人(ren)員素質參差不齊,執法(fa)水平有(you)待提高。現有(you)農(nong)業執法(fa)人(ren)員大多(duo)是(shi)從事農(nong)業技(ji)術(shu)(shu)推(tui)廣的非法(fa)律專業的農(nong)業技(ji)術(shu)(shu)人(ren)員,從原來的農(nong)業技(ji)術(shu)(shu)推(tui)廣工(gong)作(zuo)轉化到農(nong)業行政綜合執法(fa)工(gong)作(zuo)崗位(wei),屬“半(ban)路出(chu)家”,執法(fa)水平有(you)待提高。
(二(er))執(zhi)(zhi)法(fa)工(gong)作(zuo)(zuo)(zuo)經費(fei)嚴重(zhong)不足,工(gong)作(zuo)(zuo)(zuo)開展舉步為艱(jian)。農(nong)業行政綜合執(zhi)(zhi)法(fa)工(gong)作(zuo)(zuo)(zuo)具有復(fu)雜性、艱(jian)巨性和長期性的特點(dian),涉及面廣,工(gong)作(zuo)(zuo)(zuo)量大,案件錯綜復(fu)雜,執(zhi)(zhi)法(fa)辦案成(cheng)本較高。執(zhi)(zhi)法(fa)經費(fei)雖依法(fa)納(na)入財政預(yu)算,但由于預(yu)算額度太低,每年僅2萬元(yuan),無法(fa)滿足現階段推進農(nong)業行政綜合執(zhi)(zhi)法(fa)工(gong)作(zuo)(zuo)(zuo)的需要,導致農(nong)業綜合執(zhi)(zhi)法(fa)中市(shi)場檢查、現場勘測、交通(tong)通(tong)訊等辦公設施落后,執(zhi)(zhi)法(fa)手段弱化,日常監管面不能完全(quan)到(dao)位,嚴重(zhong)制(zhi)約了農(nong)業行政綜合執(zhi)(zhi)法(fa)工(gong)作(zuo)(zuo)(zuo)的正(zheng)常開展。
(三)農(nong)業法制(zhi)宣(xuan)(xuan)傳的(de)廣度(du)和深度(du)仍然不夠,管(guan)理(li)相(xiang)對人法律意(yi)識(shi)淡(dan)薄(bo)。由于受(shou)經費(fei)的(de)限制(zhi),農(nong)業法律法規規章在(zai)宣(xuan)(xuan)傳的(de)廣度(du)、深度(du)上與其它行業的(de)法律法規宣(xuan)(xuan)傳相(xiang)比(bi),尚有較(jiao)大差距,直接(jie)導致農(nong)產(chan)品生產(chan)者(zhe)、加工者(zhe)、經營者(zhe)和管(guan)理(li)相(xiang)對人的(de)法律意(yi)識(shi)淡(dan)薄(bo)。在(zai)日常監(jian)管(guan)過程中,管(guan)理(li)相(xiang)對人受(shou)到處(chu)罰時以不懂法、不知法為(wei)由,推卸責任,逃(tao)避處(chu)罰。同時農(nong)民群眾(zhong)的(de)法制(zhi)觀念薄(bo)弱,保(bao)護(hu)意(yi)識(shi)差,往往在(zai)受(shou)到侵(qin)害(hai)時不知或不能有效(xiao)地保(bao)護(hu)自己的(de)合(he)法利益(yi)。
(四(si))管(guan)(guan)理機制(zhi)(zhi)尚需完善。多年來農(nong)(nong)(nong)業執法(fa)(fa)(fa)(fa)(fa)在農(nong)(nong)(nong)資監管(guan)(guan)上取得可喜成績(ji)。法(fa)(fa)(fa)(fa)(fa)律(lv)、法(fa)(fa)(fa)(fa)(fa)規(gui)授權農(nong)(nong)(nong)業行(xing)政執法(fa)(fa)(fa)(fa)(fa)支隊(dui)行(xing)使種子、農(nong)(nong)(nong)藥(yao)、漁(yu)政、肥料(liao)、飼(si)料(liao)及(ji)飼(si)料(liao)添加劑、獸藥(yao)、種畜禽、農(nong)(nong)(nong)產品質量安全保護(hu)等方面的(de)(de)執法(fa)(fa)(fa)(fa)(fa)檢查和行(xing)政處罰(fa)職能。畜牧(mu)獸醫局肩負對(dui)獸藥(yao)、飼(si)料(liao)的(de)(de)監管(guan)(guan)職責,執法(fa)(fa)(fa)(fa)(fa)隊(dui)負責對(dui)獸藥(yao)、飼(si)料(liao)違法(fa)(fa)(fa)(fa)(fa)案(an)件(jian)的(de)(de)處罰(fa)。在獸藥(yao)、飼(si)料(liao)的(de)(de)監管(guan)(guan)與(yu)獸藥(yao)、飼(si)料(liao)違法(fa)(fa)(fa)(fa)(fa)案(an)件(jian)的(de)(de)處罰(fa)工作(zuo)上畜牧(mu)獸醫局、執法(fa)(fa)(fa)(fa)(fa)隊(dui)兩個單位(wei)尚需進(jin)一(yi)步密切,進(jin)一(yi)步理順管(guan)(guan)理機制(zhi)(zhi),形成農(nong)(nong)(nong)業大(da)綜合(he)的(de)(de)行(xing)政執法(fa)(fa)(fa)(fa)(fa),有效(xiao)堵(du)住日(ri)常(chang)監管(guan)(guan)上的(de)(de)漏洞,確保依法(fa)(fa)(fa)(fa)(fa)治(zhi)農(nong)(nong)(nong)、依法(fa)(fa)(fa)(fa)(fa)護(hu)農(nong)(nong)(nong)、依法(fa)(fa)(fa)(fa)(fa)興農(nong)(nong)(nong)目標(biao)的(de)(de)實現。
三、對農業(ye)綜合(he)執法(fa)的幾點建(jian)議
(一)爭(zheng)取領(ling)導和各界支持(chi)(chi),加(jia)大農業執(zhi)(zhi)法(fa)宣傳力度(du)。爭(zheng)取各級(ji)領(ling)導高度(du)重視,在解決機(ji)構設置、人(ren)(ren)員(yuan)選(xuan)調、執(zhi)(zhi)法(fa)經(jing)費等難點問題上給予大力支持(chi)(chi),做到人(ren)(ren)員(yuan)、編制(zhi)、經(jing)費三落(luo)實(shi)。建議(yi)進一步加(jia)大執(zhi)(zhi)法(fa)經(jing)費投入力度(du),改善執(zhi)(zhi)法(fa)條件(jian)(jian),強化執(zhi)(zhi)法(fa)手段。執(zhi)(zhi)法(fa)工(gong)作經(jing)費依法(fa)納入財政預算,并足額撥(bo)付(fu)到位。在隊伍建設、人(ren)(ren)員(yuan)裝備等方面適當增加(jia)投入,提高必(bi)要的(de)(de)(de)辦公、辦案條件(jian)(jian),配備調查取證、交通、質(zhi)量(liang)檢(jian)查檢(jian)測(ce)儀(yi)器和檔案信息處理設備,逐步改善執(zhi)(zhi)法(fa)條件(jian)(jian)。在保障機(ji)制(zhi)完備的(de)(de)(de)條件(jian)(jian)下,集中(zhong)行(xing)使法(fa)律法(fa)規賦(fu)予農業行(xing)政主管(guan)部門承擔的(de)(de)(de)種(zhong)子、獸藥、飼(si)料(liao)及飼(si)料(liao)添加(jia)劑(ji)、農產品質(zhi)量(liang)安全保護(hu)、漁業監管(guan)等執(zhi)(zhi)法(fa)職能,形成(cheng)名符其實(shi)的(de)(de)(de)農業行(xing)政綜合執(zhi)(zhi)法(fa)。
(二)推(tui)行(xing)(xing)(xing)農業(ye)(ye)(ye)行(xing)(xing)(xing)政(zheng)(zheng)(zheng)執(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)法(fa)責任(ren)(ren)(ren)制(zhi),強(qiang)化執(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)法(fa)隊伍管理(li)。推(tui)行(xing)(xing)(xing)農業(ye)(ye)(ye)行(xing)(xing)(xing)政(zheng)(zheng)(zheng)執(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)法(fa)責任(ren)(ren)(ren)制(zhi)是更(geng)好(hao)地實行(xing)(xing)(xing)農業(ye)(ye)(ye)綜合執(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)法(fa)的(de)(de)前提。結合農業(ye)(ye)(ye)執(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)法(fa)工作特點(dian),依照法(fa)律規定,對(dui)執(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)法(fa)依據(ju)、職(zhi)能職(zhi)責、執(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)法(fa)權限、法(fa)律責任(ren)(ren)(ren)、責任(ren)(ren)(ren)追究、執(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)法(fa)程(cheng)序(xu)、執(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)法(fa)文書(shu)等應做出明確規定,嚴格實行(xing)(xing)(xing)評議考(kao)核制(zhi)和行(xing)(xing)(xing)政(zheng)(zheng)(zheng)執(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)法(fa)過錯追究制(zhi)度(du)。一是強(qiang)化領(ling)導,為推(tui)進依法(fa)行(xing)(xing)(xing)政(zheng)(zheng)(zheng)、實行(xing)(xing)(xing)農業(ye)(ye)(ye)綜合執(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)法(fa)提供組織保(bao)障;二是強(qiang)化內(nei)部監督機制(zhi),建立(li)執(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)法(fa)人(ren)(ren)員(yuan)日(ri)常執(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)法(fa)活動考(kao)勤和記錄制(zhi)度(du),強(qiang)化執(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)法(fa)人(ren)(ren)員(yuan)的(de)(de)責任(ren)(ren)(ren)意識;建立(li)健(jian)全執(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)法(fa)人(ren)(ren)員(yuan)的(de)(de)獎懲管理(li)制(zhi)度(du),做到(dao)持證上崗、亮證執(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)法(fa),按(an)崗定責,依法(fa)辦事,樹立(li)農業(ye)(ye)(ye)行(xing)(xing)(xing)政(zheng)(zheng)(zheng)執(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)法(fa)良好(hao)形(xing)象。三(san)是層層抓好(hao)行(xing)(xing)(xing)政(zheng)(zheng)(zheng)執(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)法(fa)責任(ren)(ren)(ren)制(zhi)各個環節的(de)(de)落實,形(xing)成農業(ye)(ye)(ye)局對(dui)執(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)法(fa)隊,執(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)法(fa)隊對(dui)執(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)法(fa)人(ren)(ren)員(yuan)的(de)(de)一整(zheng)套責任(ren)(ren)(ren)管理(li)體(ti)系,做到(dao)指標細化,責任(ren)(ren)(ren)到(dao)人(ren)(ren),人(ren)(ren)人(ren)(ren)有(you)崗,崗崗有(you)責,不(bu)留(liu)執(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)法(fa)空白(bai)。
(三)強(qiang)(qiang)化(hua)培(pei)(pei)訓(xun)(xun),提高執(zhi)(zhi)(zhi)(zhi)(zhi)法(fa)人(ren)(ren)員(yuan)(yuan)(yuan)綜合(he)(he)(he)素(su)(su)質(zhi)。執(zhi)(zhi)(zhi)(zhi)(zhi)法(fa)人(ren)(ren)員(yuan)(yuan)(yuan)綜合(he)(he)(he)素(su)(su)質(zhi)如(ru)何,關系到農(nong)業執(zhi)(zhi)(zhi)(zhi)(zhi)法(fa)的(de)(de)水平、力(li)度、成效和(he)形象。因此(ci),要求農(nong)業執(zhi)(zhi)(zhi)(zhi)(zhi)法(fa)人(ren)(ren)員(yuan)(yuan)(yuan)必須做到:政治思(si)想素(su)(su)質(zhi)高;專(zhuan)業素(su)(su)質(zhi)強(qiang)(qiang);法(fa)律(lv)知(zhi)(zhi)識(shi)(shi)廣;有(you)一(yi)定的(de)(de)膽量和(he)膽識(shi)(shi)。提高農(nong)業執(zhi)(zhi)(zhi)(zhi)(zhi)法(fa)人(ren)(ren)員(yuan)(yuan)(yuan)的(de)(de)綜合(he)(he)(he)素(su)(su)質(zhi)要在兩(liang)個方面(mian)下工(gong)夫(fu)。一(yi)是在調選或錄(lu)用執(zhi)(zhi)(zhi)(zhi)(zhi)法(fa)人(ren)(ren)員(yuan)(yuan)(yuan)上(shang)要嚴格(ge)標準,擇優錄(lu)用,把好(hao)進入(ru)(ru)關。二是對在崗和(he)新(xin)上(shang)崗的(de)(de)執(zhi)(zhi)(zhi)(zhi)(zhi)法(fa)人(ren)(ren)員(yuan)(yuan)(yuan),加強(qiang)(qiang)專(zhuan)業知(zhi)(zhi)識(shi)(shi)培(pei)(pei)訓(xun)(xun)和(he)知(zhi)(zhi)識(shi)(shi)更新(xin),把行(xing)政執(zhi)(zhi)(zhi)(zhi)(zhi)法(fa)人(ren)(ren)員(yuan)(yuan)(yuan)的(de)(de)培(pei)(pei)訓(xun)(xun)納入(ru)(ru)日常管(guan)理(li)的(de)(de)范(fan)圍(wei),通過(guo)采(cai)取分(fen)層次逐級(ji)培(pei)(pei)訓(xun)(xun)、專(zhuan)業法(fa)規對口培(pei)(pei)訓(xun)(xun)和(he)相關法(fa)律(lv)集中培(pei)(pei)訓(xun)(xun)相結合(he)(he)(he)的(de)(de)方式,對所有(you)的(de)(de)行(xing)政執(zhi)(zhi)(zhi)(zhi)(zhi)法(fa)人(ren)(ren)員(yuan)(yuan)(yuan)和(he)法(fa)制工(gong)作人(ren)(ren)員(yuan)(yuan)(yuan)進行(xing)有(you)計(ji)劃(hua)、有(you)重點(dian)的(de)(de)業務(wu)知(zhi)(zhi)識(shi)(shi)和(he)法(fa)律(lv)知(zhi)(zhi)識(shi)(shi)培(pei)(pei)訓(xun)(xun),促(cu)使其(qi)學法(fa)、知(zhi)(zhi)法(fa)、守法(fa)、用法(fa)、護法(fa),為嚴格(ge)依(yi)法(fa)行(xing)使農(nong)業執(zhi)(zhi)(zhi)(zhi)(zhi)法(fa)職權(quan)奠定良(liang)好(hao)的(de)(de)基礎,使每個執(zhi)(zhi)(zhi)(zhi)(zhi)法(fa)人(ren)(ren)員(yuan)(yuan)(yuan)都(dou)能(neng)切實履行(xing)職能(neng),獨擋(dang)一(yi)面(mian)。
(四)提高執法(fa)能力,強化(hua)執法(fa)手段。執法(fa)能力建設(she)(she)是搞好綜合(he)執法(fa)的(de)基本保障。為確(que)保我區農(nong)業(ye)執法(fa)工(gong)作順利進行,建議每年(nian)按一(yi)定(ding)的(de)比(bi)例增加(jia)農(nong)業(ye)執法(fa)工(gong)作經費預算,實(shi)行罰(fa)繳(jiao)分離(li)、收支兩條線。在此基礎上,千方百計(ji)籌措資金完善農(nong)業(ye)執法(fa)裝備設(she)(she)施,配備必(bi)要的(de)辦(ban)公、檢測設(she)(she)備和(he)執法(fa)監督車輛。建立與省農(nong)業(ye)執法(fa)總隊、各相關部(bu)門和(he)各鄉鎮直接(jie)連通的(de)農(nong)業(ye)執法(fa)信(xin)息統(tong)計(ji)網絡系統(tong)。
