農業信息化建設中優化研究

摘 要:隨著大數據時代的到來,信息化技術對各行各業的發展產生了較大的影響,在現階段農業發展的過程中,傳統的管理模式已不能適應現代農業的發展需求,農業信息化(hua)建設(she)(she)是保障(zhang)農業(ye)(ye)發展(zhan)(zhan)與(yu)時俱進的(de)重(zhong)要(yao)途(tu)徑。但(dan)我國農業(ye)(ye)信(xin)息(xi)(xi)化(hua)的(de)起步較晚(wan),在信(xin)息(xi)(xi)化(hua)建設(she)(she)過程中仍存在各種問題。基于此,筆(bi)者闡述了中國農業(ye)(ye)信(xin)息(xi)(xi)化(hua)建設(she)(she)在農業(ye)(ye)生(sheng)產(chan)發展(zhan)(zhan)中的(de)重(zhong)要(yao)作用,優化(hua)農村現有的(de)信(xin)息(xi)(xi)化(hua)發展(zhan)(zhan)方(fang)式,大(da)力建設(she)(she)農業(ye)(ye)信(xin)息(xi)(xi)化(hua)是我國“三農”工作未(wei)來的(de)主流趨(qu)勢。實踐證明,通過信(xin)息(xi)(xi)化(hua)建設(she)(she)可以提(ti)升我國農業(ye)(ye)發展(zhan)(zhan)的(de)現代(dai)化(hua)水平,同時對于農業(ye)(ye)生(sheng)產(chan)的(de)提(ti)質增效(xiao)具有突出(chu)的(de)促進作用,切(qie)實保障(zhang)了我國農業(ye)(ye)現代(dai)化(hua)健康穩定發展(zhan)(zhan)。

我國農業信息化建設主要由以下幾(ji)個方(fang)面組成:

第(di)二(er),農(nong)(nong)產品(pin)流(liu)通信息化(hua)。現階(jie)段農(nong)(nong)產品(pin)所(suo)面臨的最大(da)問題(ti)就是銷路問題(ti),在信息化(hua)建設的基礎上,可(ke)以應(ying)用互聯網技術(shu)進行產品(pin)信息宣(xuan)傳,拓寬農(nong)(nong)產品(pin)的銷售路徑(jing),擴大(da)農(nong)(nong)產品(pin)銷售范圍,提升農(nong)(nong)民的收入(ru)[1]。

2農業信息化建設中存在的問題

2.1農業信(xin)息化起步較晚

雖然(ran)我(wo)國是農(nong)(nong)(nong)業(ye)大(da)(da)國,但是農(nong)(nong)(nong)業(ye)信(xin)(xin)息(xi)(xi)化(hua)(hua)建設相對(dui)于其他(ta)國家而言起步(bu)較晚(wan),我(wo)國于20世(shi)紀80年代開始逐步(bu)進行農(nong)(nong)(nong)業(ye)信(xin)(xin)息(xi)(xi)化(hua)(hua)建設,并(bing)且為了提(ti)升建設的(de)(de)效率,先后(hou)開啟了信(xin)(xin)息(xi)(xi)化(hua)(hua)系(xi)統(tong)工程和(he)數據庫系(xi)統(tong)工程。在農(nong)(nong)(nong)業(ye)信(xin)(xin)息(xi)(xi)化(hua)(hua)后(hou)續(xu)的(de)(de)建設過程中(zhong),科學(xue)技(ji)術和(he)信(xin)(xin)息(xi)(xi)技(ji)術的(de)(de)發(fa)展為農(nong)(nong)(nong)業(ye)信(xin)(xin)息(xi)(xi)化(hua)(hua)建設提(ti)供了強大(da)(da)的(de)(de)支撐力,使得農(nong)(nong)(nong)業(ye)經濟信(xin)(xin)息(xi)(xi)化(hua)(hua)發(fa)展的(de)(de)速(su)度(du)越來越快,在兩種技(ji)術的(de)(de)支持下,我(wo)國農(nong)(nong)(nong)業(ye)信(xin)(xin)息(xi)(xi)化(hua)(hua)建設先后(hou)開啟了信(xin)(xin)息(xi)(xi)網絡基礎、農(nong)(nong)(nong)業(ye)多媒體等相關的(de)(de)信(xin)(xin)息(xi)(xi)系(xi)統(tong)。

2.2農(nong)(nong)民對農(nong)(nong)業(ye)信息化的理解(jie)不(bu)夠深刻(ke)

隨著信息(xi)時(shi)代的(de)到來,各(ge)(ge)(ge)類信息(xi)數據對(dui)于(yu)各(ge)(ge)(ge)行各(ge)(ge)(ge)業(ye)的(de)發(fa)(fa)展都有著較(jiao)大(da)的(de)影響,但(dan)是農(nong)(nong)(nong)村地(di)(di)區(qu)的(de)很多農(nong)(nong)(nong)民對(dui)于(yu)信息(xi)化(hua)(hua)的(de)理解相(xiang)對(dui)較(jiao)淺(qian),對(dui)于(yu)信息(xi)化(hua)(hua)建設(she)的(de)認知程度有待提升。想(xiang)要(yao)解決(jue)這(zhe)一問題(ti),就需要(yao)各(ge)(ge)(ge)地(di)(di)政(zheng)(zheng)府加大(da)農(nong)(nong)(nong)業(ye)信息(xi)化(hua)(hua)建設(she)的(de)宣傳(chuan)力度以(yi)及相(xiang)關信息(xi)技(ji)術的(de)推廣力度,但(dan)是從實際情(qing)況來看(kan),很多地(di)(di)區(qu)的(de)政(zheng)(zheng)府對(dui)于(yu)信息(xi)化(hua)(hua)的(de)宣傳(chuan)工作(zuo)并沒(mei)有做(zuo)到位,使得農(nong)(nong)(nong)民對(dui)于(yu)信息(xi)化(hua)(hua)認識(shi)不足(zu)。在這(zhe)種情(qing)況下,農(nong)(nong)(nong)民對(dui)于(yu)信息(xi)化(hua)(hua)的(de)主動追(zhui)求(qiu)意識(shi)相(xiang)對(dui)薄弱,仍會固執地(di)(di)發(fa)(fa)展傳(chuan)統農(nong)(nong)(nong)業(ye),導致(zhi)農(nong)(nong)(nong)業(ye)信息(xi)化(hua)(hua)建設(she)受到阻礙[5]。

2.3缺乏法(fa)規(gui)支(zhi)撐,信息化(hua)建設難(nan)以提(ti)升

目前(qian),國(guo)家雖(sui)然(ran)加強(qiang)了(le)對(dui)農業(ye)信息(xi)(xi)化發展的(de)宣傳與普(pu)及力度(du),但一直沒(mei)有(you)出臺相(xiang)應規(gui)定(ding),使得(de)農業(ye)信息(xi)(xi)化技術推廣備受限(xian)制。不(bu)少農戶的(de)觀念比較落后(hou),不(bu)會輕(qing)易使用新(xin)(xin)技術產品(pin),這對(dui)推廣應用方面造成了(le)很大的(de)阻礙。因為沒(mei)有(you)相(xiang)應政府法規(gui)的(de)保障,他們對(dui)新(xin)(xin)模式具有(you)抵觸(chu)心(xin)理,不(bu)愿意相(xiang)信信息(xi)(xi)化產生的(de)效益。所以在現實開發環境(jing)中,信息(xi)(xi)化開發就顯得(de)越來越艱難,達不(bu)成預(yu)定(ding)目標[6]。

2.4資(zi)金(jin)不足(zu),扶持力度不夠

經濟基礎決(jue)定了(le)上層建(jian)筑,而(er)農(nong)(nong)(nong)業(ye)信(xin)(xin)息(xi)化建(jian)設(she)則需要(yao)政府資金投入的(de)保障。要(yao)想(xiang)推(tui)進農(nong)(nong)(nong)業(ye)信(xin)(xin)息(xi)化建(jian)設(she)步(bu)伐,完成(cheng)農(nong)(nong)(nong)業(ye)現(xian)代(dai)化工(gong)程,就需要(yao)在(zai)這方(fang)面投入大(da)批(pi)資金。由(you)于(yu)農(nong)(nong)(nong)戶的(de)人均收入不(bu)高,要(yao)讓他們用大(da)量資金投入配置各(ge)類現(xian)代(dai)化設(she)施,就相(xiang)當(dang)困難(nan)。盡管國家對農(nong)(nong)(nong)業(ye)有扶(fu)持措施,并(bing)且每年扶(fu)持經費也有增長,但是扶(fu)持經費終(zhong)究(jiu)是有限的(de)。由(you)于(yu)人口眾多(duo)(duo),農(nong)(nong)(nong)戶人數比較多(duo)(duo),在(zai)農(nong)(nong)(nong)業(ye)信(xin)(xin)息(xi)化的(de)實際(ji)應(ying)用進程中(zhong)遇到的(de)問題很多(duo)(duo),推(tui)進的(de)速度慢,農(nong)(nong)(nong)業(ye)信(xin)(xin)息(xi)化推(tui)廣(guang)無法取得理想(xiang)成(cheng)效。有的(de)地區更是干脆放棄(qi)農(nong)(nong)(nong)業(ye)信(xin)(xin)息(xi)化建(jian)設(she)項目,導致(zhi)大(da)量資金損失,這也是當(dang)前(qian)農(nong)(nong)(nong)業(ye)信(xin)(xin)息(xi)化建(jian)設(she)項目進程中(zhong)所面臨(lin)的(de)阻(zu)礙(ai)。

3加快農業信息化建設的有效策略

3.1發揮政府的主導(dao)作(zuo)用

沒有相關(guan)的立法(fa)保障,會讓農(nong)(nong)業(ye)信息(xi)化(hua)(hua)推廣遭遇阻礙(ai)。政(zheng)(zheng)(zheng)府(fu)部門也要實(shi)(shi)施(shi)有關(guan)優惠政(zheng)(zheng)(zheng)策(ce),起好帶(dai)頭作用。如在實(shi)(shi)施(shi)農(nong)(nong)業(ye)信息(xi)化(hua)(hua)建(jian)設(she)的過(guo)程(cheng)中,地(di)方政(zheng)(zheng)(zheng)府(fu)部門要為(wei)(wei)(wei)農(nong)(nong)戶提供優惠政(zheng)(zheng)(zheng)策(ce)支(zhi)持,積(ji)極建(jian)設(she)現(xian)代化(hua)(hua)的農(nong)(nong)村生產系統,從(cong)政(zheng)(zheng)(zheng)府(fu)資(zi)金投入方面予以保障,并以好的政(zheng)(zheng)(zheng)策(ce)為(wei)(wei)(wei)導向,使廣大農(nong)(nong)戶切身體會到農(nong)(nong)業(ye)信息(xi)化(hua)(hua)建(jian)設(she)的重要性,提高他們(men)的應用積(ji)極性,從(cong)而全面提高農(nong)(nong)戶的信息(xi)化(hua)(hua)素養,為(wei)(wei)(wei)農(nong)(nong)業(ye)現(xian)代化(hua)(hua)建(jian)設(she)夯實(shi)(shi)基礎(chu)[7]。

3.2提升農(nong)業信息服(fu)務水平(ping)

有關政府主(zhu)管部門應(ying)進一步完(wan)善農(nong)(nong)(nong)產(chan)(chan)品(pin)(pin)(pin)(pin)(pin)(pin)信息(xi)(xi)結構,根(gen)據(ju)(ju)農(nong)(nong)(nong)戶需(xu)(xu)要(yao)(yao)和(he)(he)本(ben)地(di)條件,提(ti)(ti)(ti)供符(fu)合(he)(he)(he)本(ben)地(di)農(nong)(nong)(nong)產(chan)(chan)品(pin)(pin)(pin)(pin)(pin)(pin)特性(xing)的(de)(de)(de)數據(ju)(ju)來源,為農(nong)(nong)(nong)民生產(chan)(chan)前(qian)期、生產(chan)(chan)中期以(yi)及生產(chan)(chan)后期提(ti)(ti)(ti)供合(he)(he)(he)理(li)建(jian)議,提(ti)(ti)(ti)高實踐性(xing)和(he)(he)可操(cao)作性(xing)。數據(ju)(ju)采(cai)集(ji)期間(jian)要(yao)(yao)健全收(shou)集(ji)指標體系,把與經濟(ji)生產(chan)(chan)有關的(de)(de)(de)數據(ju)(ju)列入收(shou)集(ji)范疇中,提(ti)(ti)(ti)高收(shou)集(ji)方法的(de)(de)(de)科學性(xing)和(he)(he)高效性(xing),減少(shao)人(ren)為干(gan)擾。技(ji)術人(ren)員(yuan)要(yao)(yao)深入第一線開展(zhan)調查分析工作,了解(jie)更(geng)多(duo)農(nong)(nong)(nong)產(chan)(chan)品(pin)(pin)(pin)(pin)(pin)(pin)信息(xi)(xi),且還(huan)需(xu)(xu)建(jian)設(she)完(wan)備的(de)(de)(de)農(nong)(nong)(nong)產(chan)(chan)品(pin)(pin)(pin)(pin)(pin)(pin)信息(xi)(xi)庫(ku),合(he)(he)(he)理(li)使(shi)用農(nong)(nong)(nong)產(chan)(chan)品(pin)(pin)(pin)(pin)(pin)(pin)數據(ju)(ju),提(ti)(ti)(ti)供新(xin)(xin)品(pin)(pin)(pin)(pin)(pin)(pin)種、新(xin)(xin)產(chan)(chan)品(pin)(pin)(pin)(pin)(pin)(pin)和(he)(he)新(xin)(xin)型商品(pin)(pin)(pin)(pin)(pin)(pin)信息(xi)(xi)等。信息(xi)(xi)公布時要(yao)(yao)拓寬發(fa)(fa)(fa)行(xing)途徑,建(jian)立有效的(de)(de)(de)發(fa)(fa)(fa)行(xing)機(ji)制(zhi),由(you)行(xing)政部門主(zhu)導,建(jian)立權威(wei)性(xing)較(jiao)強(qiang)的(de)(de)(de)公開發(fa)(fa)(fa)行(xing)途徑,增(zeng)強(qiang)農(nong)(nong)(nong)村信息(xi)(xi)系統的(de)(de)(de)可用性(xing)和(he)(he)有效性(xing)。還(huan)要(yao)(yao)注(zhu)重農(nong)(nong)(nong)戶的(de)(de)(de)培(pei)訓教育,提(ti)(ti)(ti)高其(qi)運(yun)用計算機(ji)技(ji)術的(de)(de)(de)水(shui)平,增(zeng)強(qiang)其(qi)技(ji)術素養。有關單位要(yao)(yao)發(fa)(fa)(fa)展(zhan)職業和(he)(he)科技(ji)培(pei)訓,為農(nong)(nong)(nong)戶創造更(geng)多(duo)的(de)(de)(de)平臺,使(shi)他(ta)們能(neng)夠合(he)(he)(he)理(li)運(yun)用計算機(ji)技(ji)術,促進現代農(nong)(nong)(nong)業的(de)(de)(de)迅速(su)發(fa)(fa)(fa)展(zhan)[8]。

3.3培養專業人才(cai)

社會的(de)(de)(de)發展離不(bu)(bu)開(kai)專(zhuan)業(ye)(ye)的(de)(de)(de)人(ren)(ren)(ren)(ren)(ren)才。在農(nong)業(ye)(ye)信(xin)息(xi)(xi)化發展的(de)(de)(de)進(jin)(jin)程(cheng)中,需要(yao)(yao)建(jian)立(li)完備的(de)(de)(de)專(zhuan)業(ye)(ye)人(ren)(ren)(ren)(ren)(ren)才隊伍,實現農(nong)村(cun)(cun)發展方(fang)式(shi)的(de)(de)(de)轉換,推(tui)進(jin)(jin)農(nong)業(ye)(ye)信(xin)息(xi)(xi)化的(de)(de)(de)進(jin)(jin)程(cheng)。目前,農(nong)村(cun)(cun)不(bu)(bu)少(shao)的(de)(de)(de)農(nong)民(min)工更愿意去城市打(da)工,不(bu)(bu)愿意長期(qi)留守農(nong)村(cun)(cun)從(cong)事(shi)農(nong)業(ye)(ye)相關工作,這也造成了農(nong)村(cun)(cun)人(ren)(ren)(ren)(ren)(ren)才匱乏(fa)。因(yin)此,基(ji)層政府部門(men)要(yao)(yao)加大對中國當代新型職業(ye)(ye)農(nong)民(min)的(de)(de)(de)培(pei)訓(xun),通(tong)過(guo)設(she)立(li)專(zhuan)門(men)的(de)(de)(de)農(nong)村(cun)(cun)培(pei)訓(xun)部門(men),選擇各類培(pei)訓(xun)人(ren)(ren)(ren)(ren)(ren)才,并引入(ru)市場(chang)主體參(can)與,以(yi)不(bu)(bu)斷(duan)提升農(nong)村(cun)(cun)生產力的(de)(de)(de)整(zheng)體素質。同(tong)時(shi),建(jian)立(li)健(jian)全(quan)的(de)(de)(de)人(ren)(ren)(ren)(ren)(ren)員招(zhao)(zhao)聘機制(zhi),吸納(na)先進(jin)(jin)的(de)(de)(de)技(ji)術,鼓勵企(qi)業(ye)(ye)與農(nong)村(cun)(cun)勞動(dong)者進(jin)(jin)行雙(shuang)向流動(dong),加快農(nong)村(cun)(cun)人(ren)(ren)(ren)(ren)(ren)才隊伍建(jian)設(she)。此外,還應引入(ru)競(jing)爭(zheng)激勵機制(zhi),鼓勵農(nong)業(ye)(ye)信(xin)息(xi)(xi)技(ji)術人(ren)(ren)(ren)(ren)(ren)員對本(ben)職工作高度負責,逐步實行定期(qi)考(kao)核制(zhi)度,只(zhi)有通(tong)過(guo)考(kao)核的(de)(de)(de)人(ren)(ren)(ren)(ren)(ren)員才可(ke)以(yi)進(jin)(jin)入(ru)特(te)定崗位。在人(ren)(ren)(ren)(ren)(ren)才招(zhao)(zhao)聘方(fang)面也應嚴格把關,制(zhi)定全(quan)面嚴格的(de)(de)(de)招(zhao)(zhao)聘標(biao)(biao)準與要(yao)(yao)求(qiu),引進(jin)(jin)數量合(he)理且專(zhuan)業(ye)(ye)達(da)標(biao)(biao)的(de)(de)(de)信(xin)息(xi)(xi)管理人(ren)(ren)(ren)(ren)(ren)才,實現提升信(xin)息(xi)(xi)服(fu)務水平的(de)(de)(de)目標(biao)(biao)[9]。信(xin)息(xi)(xi)技(ji)術人(ren)(ren)(ren)(ren)(ren)員必須(xu)參(can)與專(zhuan)業(ye)(ye)培(pei)訓(xun),合(he)格并頒發證書后,才可(ke)以(yi)從(cong)事(shi)相關農(nong)業(ye)(ye)信(xin)息(xi)(xi)工作。

3.4增(zeng)加資金(jin)投(tou)入(ru)

在農業(ye)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化發(fa)展的(de)(de)過程中,公共(gong)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)服(fu)務(wu)是決定信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化建(jian)(jian)(jian)設(she)(she)(she)效率(lv)的(de)(de)重(zhong)要(yao)(yao)因素(su)。要(yao)(yao)進(jin)(jin)一(yi)步(bu)提升農業(ye)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化的(de)(de)建(jian)(jian)(jian)設(she)(she)(she)效率(lv)和(he)質量(liang)(liang),就需(xu)(xu)要(yao)(yao)盡快構建(jian)(jian)(jian)一(yi)套完整的(de)(de)公共(gong)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)服(fu)務(wu)體系,而該(gai)體系的(de)(de)構建(jian)(jian)(jian)需(xu)(xu)要(yao)(yao)大量(liang)(liang)的(de)(de)資金(jin)(jin)作為支持。各級政府(fu)(fu)需(xu)(xu)要(yao)(yao)設(she)(she)(she)立專項(xiang)資金(jin)(jin)來滿足(zu)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化建(jian)(jian)(jian)設(she)(she)(she)的(de)(de)資金(jin)(jin)需(xu)(xu)求。農業(ye)發(fa)展是我國經濟建(jian)(jian)(jian)設(she)(she)(she)和(he)現(xian)代(dai)化建(jian)(jian)(jian)設(she)(she)(she)的(de)(de)重(zhong)要(yao)(yao)內容,各級政府(fu)(fu)應該(gai)明確農業(ye)發(fa)展的(de)(de)投(tou)入以及(ji)回(hui)報效果(guo),在農業(ye)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化建(jian)(jian)(jian)設(she)(she)(she)方面的(de)(de)資金(jin)(jin)投(tou)入不該(gai)吝嗇[10]。此外,政府(fu)(fu)的(de)(de)農業(ye)主管部(bu)門也可以通(tong)過多(duo)種方式鼓勵并吸引個人、單(dan)位或者企(qi)業(ye)進(jin)(jin)行資金(jin)(jin)參與,共(gong)同(tong)建(jian)(jian)(jian)設(she)(she)(she)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)服(fu)務(wu)體系。最(zui)后,需(xu)(xu)要(yao)(yao)政府(fu)(fu)對投(tou)入資金(jin)(jin)的(de)(de)支出進(jin)(jin)行監督,確保(bao)各項(xiang)資金(jin)(jin)都(dou)切(qie)實地用(yong)于(yu)農業(ye)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化建(jian)(jian)(jian)設(she)(she)(she)之中,每一(yi)筆資金(jin)(jin)使用(yong)的(de)(de)合法(fa)性。

4結語

伴隨信(xin)(xin)息(xi)時代(dai)(dai)(dai)的到來,互聯網(wang)開始(shi)被應用(yong)到各行(xing)各業(ye)(ye)。我(wo)國農(nong)(nong)村(cun)經濟正(zheng)處(chu)于大轉型(xing)時期,正(zheng)由常(chang)規(gui)農(nong)(nong)業(ye)(ye)向現代(dai)(dai)(dai)農(nong)(nong)業(ye)(ye)轉化(hua),現代(dai)(dai)(dai)農(nong)(nong)業(ye)(ye)必(bi)須(xu)跟上時代(dai)(dai)(dai)發(fa)(fa)展(zhan)(zhan)腳步,充分利用(yong)信(xin)(xin)息(xi)技術是現代(dai)(dai)(dai)農(nong)(nong)業(ye)(ye)發(fa)(fa)展(zhan)(zhan)的必(bi)然趨勢。農(nong)(nong)業(ye)(ye)信(xin)(xin)息(xi)化(hua)和(he)現代(dai)(dai)(dai)農(nong)(nong)業(ye)(ye)密切(qie)銜(xian)接,將現代(dai)(dai)(dai)信(xin)(xin)息(xi)技術運用(yong)到農(nong)(nong)業(ye)(ye)農(nong)(nong)村(cun)工(gong)作中(zhong),可以(yi)科學(xue)地提出農(nong)(nong)產品信(xin)(xin)息(xi)化(hua)戰略(lve),發(fa)(fa)揮(hui)信(xin)(xin)息(xi)化(hua)在(zai)農(nong)(nong)村(cun)工(gong)作中(zhong)的優勢,推進(jin)農(nong)(nong)村(cun)經濟社會(hui)發(fa)(fa)展(zhan)(zhan),推動農(nong)(nong)業(ye)(ye)發(fa)(fa)展(zhan)(zhan)走上新型(xing)規(gui)模化(hua)之(zhi)路,實現現代(dai)(dai)(dai)農(nong)(nong)業(ye)(ye)高效穩定可持續發(fa)(fa)展(zhan)(zhan)。
