一、政(zheng)府財(cai)政(zheng):科技、教(jiao)育(yu)的主要(yao)“經(jing)濟基礎”

在現代(dai)市(shi)場(chang)(chang)經(jing)(jing)濟(ji)條(tiao)件下,強有(you)力(li)的(de)(de)人力(li)、物(wu)力(li)和(he)財力(li)保障是(shi)現代(dai)科(ke)(ke)技(ji)、教(jiao)(jiao)(jiao)育(yu)(yu)(yu)發展(zhan)(zhan)的(de)(de)重要前提。如何(he)解決(jue)科(ke)(ke)技(ji)、教(jiao)(jiao)(jiao)育(yu)(yu)(yu)發展(zhan)(zhan)所需的(de)(de)物(wu)質條(tiao)件,換言之,是(shi)否(fou)應(ying)該由(you)政府來承擔(dan)促(cu)進科(ke)(ke)技(ji)進步(bu)和(he)發展(zhan)(zhan)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)所需資源的(de)(de)供給責(ze)任,這決(jue)定(ding)于科(ke)(ke)技(ji)、教(jiao)(jiao)(jiao)育(yu)(yu)(yu)事業活動(dong)的(de)(de)社(she)會經(jing)(jing)濟(ji)屬性。從(cong)公(gong)共(gong)財政原理上(shang)講,由(you)于科(ke)(ke)技(ji)、教(jiao)(jiao)(jiao)育(yu)(yu)(yu)具有(you)明顯的(de)(de)公(gong)共(gong)物(wu)品的(de)(de)特(te)征,因而科(ke)(ke)技(ji)、教(jiao)(jiao)(jiao)育(yu)(yu)(yu)事業活動(dong)的(de)(de)所需投人不可能(neng)完全(quan)由(you)市(shi)場(chang)(chang)來有(you)效提供,即無法通過市(shi)場(chang)(chang)來完全(quan)有(you)效解決(jue)發展(zhan)(zhan)科(ke)(ke)技(ji)和(he)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)所需的(de)(de)物(wu)質基礎問題(ti)。因此,政府從(cong)財力(li)和(he)財政稅收(shou)政策上(shang)給予支持,是(shi)科(ke)(ke)技(ji)、教(jiao)(jiao)(jiao)育(yu)(yu)(yu)事業順利發展(zhan)(zhan)的(de)(de)主(zhu)要經(jing)(jing)濟(ji)基礎。

我(wo)國(guo)財(cai)政收(shou)入在(zai)經歷了(le)五年(nian)(nian)的(de)(de)(de)(de)高速增長之后,2008年(nian)(nian)8月(yue)首現拐點,同(tong)(tong)年(nian)(nian)10月(yue)更(geng)是(shi)出(chu)現了(le)負增長。2008年(nian)(nian)12月(yue)份,全(quan)(quan)國(guo)財(cai)政收(shou)入3248.69億(yi)元,比去(qu)年(nian)(nian)同(tong)(tong)月(yue)增長3.3%。其中(zhong)(zhong),中(zhong)(zhong)央本(ben)級(ji)(ji)(ji)收(shou)入756.16億(yi)元,同(tong)(tong)比下(xia)(xia)(xia)降(jiang)(jiang)(jiang)(jiang)15.5%;地(di)方(fang)本(ben)級(ji)(ji)(ji)收(shou)入2492.53億(yi)元,同(tong)(tong)比增長10.8%。2009年(nian)(nian)1月(yue),全(quan)(quan)國(guo)財(cai)政收(shou)入6131.61億(yi)元,比去(qu)年(nian)(nian)同(tong)(tong)月(yue)減少1265.03億(yi)元,下(xia)(xia)(xia)降(jiang)(jiang)(jiang)(jiang)17.1%,其中(zhong)(zhong),中(zhong)(zhong)央本(ben)級(ji)(ji)(ji)收(shou)入2964.82億(yi)元,下(xia)(xia)(xia)降(jiang)(jiang)(jiang)(jiang)28.4%;地(di)方(fang)本(ben)級(ji)(ji)(ji)收(shou)入3166.79億(yi)元,下(xia)(xia)(xia)降(jiang)(jiang)(jiang)(jiang)2.7%。從(cong)數(shu)據對(dui)比中(zhong)(zhong)我(wo)們清晰的(de)(de)(de)(de)看到,全(quan)(quan)國(guo)財(cai)政收(shou)入自金融(rong)危(wei)機以(yi)來,出(chu)現了(le)明(ming)顯的(de)(de)(de)(de)下(xia)(xia)(xia)降(jiang)(jiang)(jiang)(jiang)。而地(di)方(fang)財(cai)政收(shou)入由(you)同(tong)(tong)比增長10.8%到同(tong)(tong)比下(xia)(xia)(xia)降(jiang)(jiang)(jiang)(jiang)2.7%,下(xia)(xia)(xia)降(jiang)(jiang)(jiang)(jiang)幅度更(geng)加明(ming)顯。我(wo)國(guo)實施分(fen)稅制改革之后,中(zhong)(zhong)央財(cai)政收(shou)入一(yi)(yi)(yi)直占據著(zhu)全(quan)(quan)國(guo)財(cai)政收(shou)入的(de)(de)(de)(de)主體,收(shou)入來源穩定,中(zhong)(zhong)央財(cai)政一(yi)(yi)(yi)直處(chu)于相對(dui)寬松的(de)(de)(de)(de)環境(jing);相比之下(xia)(xia)(xia),地(di)方(fang)財(cai)政收(shou)入來源分(fen)散,支出(chu)壓(ya)力過大,有些(xie)甚至長期(qi)處(chu)于入不敷(fu)出(chu)的(de)(de)(de)(de)境(jing)況(kuang)。雖然地(di)方(fang)財(cai)政收(shou)入下(xia)(xia)(xia)降(jiang)(jiang)(jiang)(jiang)幅度較小,但地(di)方(fang)財(cai)政收(shou)入的(de)(de)(de)(de)剛性較強,這不到三個(ge)百分(fen)點的(de)(de)(de)(de)變(bian)動(dong),可能(neng)對(dui)地(di)方(fang)政府的(de)(de)(de)(de)運(yun)行(xing)造成(cheng)巨(ju)大的(de)(de)(de)(de)影(ying)響。以(yi)河(he)南省濮陽市為(wei)例(li),2009年(nian)(nian)一(yi)(yi)(yi)季度財(cai)政一(yi)(yi)(yi)般(ban)預算(suan)收(shou)入完成(cheng)4.2億(yi)元,同(tong)(tong)比下(xia)(xia)(xia)降(jiang)(jiang)(jiang)(jiang)21.6%,三月(yue)份一(yi)(yi)(yi)般(ban)預算(suan)收(shou)入完成(cheng)1.5億(yi)元,同(tong)(tong)比下(xia)(xia)(xia)降(jiang)(jiang)(jiang)(jiang)達(da)到了(le)驚人的(de)(de)(de)(de)43.6%。濮陽市的(de)(de)(de)(de)情況(kuang)也(ye)許不能(neng)以(yi)偏概全(quan)(quan),但足以(yi)向我(wo)們展(zhan)示金融(rong)風(feng)暴已經對(dui)我(wo)國(guo)的(de)(de)(de)(de)地(di)方(fang)財(cai)政造成(cheng)的(de)(de)(de)(de)巨(ju)大危(wei)害,而且這種影(ying)響還在(zai)進(jin)一(yi)(yi)(yi)步的(de)(de)(de)(de)深化(hua)。

財(cai)政轉(zhuan)(zhuan)移(yi)(yi)支(zhi)(zhi)付法(fa)(fa)(fa)是(shi)調(diao)整(zheng)上(shang)級(ji)政府為均(jun)衡財(cai)力狀況,協調(diao)地區經(jing)濟(ji)發展,實施(shi)宏(hong)觀調(diao)控,將所掌(zhang)握的(de)(de)一部分(fen)財(cai)力轉(zhuan)(zhuan)移(yi)(yi)給下(xia)級(ji)政府支(zhi)(zhi)配、使用過程中所發生的(de)(de)社會關系(xi)的(de)(de)法(fa)(fa)(fa)律規范(fan)的(de)(de)總稱(cheng)。它是(shi)中國(guo)(guo)財(cai)政法(fa)(fa)(fa)的(de)(de)重要部門法(fa)(fa)(fa)。深化財(cai)稅體(ti)制(zhi)改革,加(jia)強財(cai)政法(fa)(fa)(fa)制(zhi)建設是(shi)進一步(bu)完善中國(guo)(guo)社會主義市(shi)場經(jing)濟(ji)體(ti)制(zhi)的(de)(de)重要舉措(cuo)。本文擬就(jiu)財(cai)政法(fa)(fa)(fa)定(ding)主義與中國(guo)(guo)財(cai)政轉(zhuan)(zhuan)移(yi)(yi)支(zhi)(zhi)付立法(fa)(fa)(fa)作初步(bu)探討,以就(jiu)教(jiao)于(yu)方家。

一、中國財政轉移支付(fu)立法的主(zhu)要問(wen)題

按照財(cai)政(zheng)(zheng)(zheng)法定主(zhu)義的(de)(de)精(jing)神(shen),我(wo)們可以(yi)簡要(yao)分析一(yi)下中國(guo)目(mu)前的(de)(de)財(cai)政(zheng)(zheng)(zheng)轉移支(zhi)(zhi)(zhi)付(fu)(fu)立(li)法。嚴格意義上講,中國(guo)的(de)(de)財(cai)政(zheng)(zheng)(zheng)轉移支(zhi)(zhi)(zhi)付(fu)(fu)制(zhi)度是在1994年開始實行(xing)的(de)(de)分稅(shui)制(zhi)財(cai)政(zheng)(zheng)(zheng)管理體制(zhi)的(de)(de)基礎(chu)上建立(li)起來的(de)(de)。現行(xing)財(cai)政(zheng)(zheng)(zheng)轉移支(zhi)(zhi)(zhi)付(fu)(fu)的(de)(de)主(zhu)要(yao)規范性(xing)文(wen)件是1995年財(cai)政(zheng)(zheng)(zheng)部頒(ban)發的(de)(de)《過(guo)渡期(qi)財(cai)政(zheng)(zheng)(zheng)轉移支(zhi)(zhi)(zhi)付(fu)(fu)辦法》(以(yi)下簡稱“辦法”)。中國(guo)過(guo)渡期(qi)財(cai)政(zheng)(zheng)(zheng)轉移支(zhi)(zhi)(zhi)付(fu)(fu)的(de)(de)核(he)心(xin)是地區收支(zhi)(zhi)(zhi)均衡問題(ti)。作為一(yi)種過(guo)渡性(xing)的(de)(de)制(zhi)度,“辦法”帶有較(jiao)深的(de)(de)舊(jiu)體制(zhi)的(de)(de)烙印。其存在的(de)(de)主(zhu)要(yao)問題(ti)如下:

1.政(zheng)(zheng)(zheng)(zheng)(zheng)府(fu)間(jian)事(shi)權(quan)、財(cai)權(quan)劃(hua)分(fen)(fen)(fen)不清。事(shi)權(quan)是(shi)指(zhi)各級(ji)(ji)政(zheng)(zheng)(zheng)(zheng)(zheng)府(fu)基于其(qi)自身的(de)地位和(he)(he)職(zhi)能所享有(you)的(de)提供公共(gong)物品、管理公共(gong)事(shi)務的(de)權(quan)力。財(cai)權(quan)是(shi)各級(ji)(ji)政(zheng)(zheng)(zheng)(zheng)(zheng)府(fu)所享有(you)的(de)組織(zhi)財(cai)政(zheng)(zheng)(zheng)(zheng)(zheng)收(shou)入、安排(pai)財(cai)政(zheng)(zheng)(zheng)(zheng)(zheng)支(zhi)出的(de)權(quan)力。目(mu)前(qian),在上(shang)下(xia)(xia)級(ji)(ji)政(zheng)(zheng)(zheng)(zheng)(zheng)府(fu)之(zhi)(zhi)間(jian),很多(duo)事(shi)項(xiang)也是(shi)難(nan)以區分(fen)(fen)(fen)清楚,許(xu)多(duo)本應(ying)由(you)地方(fang)(fang)(fang)財(cai)政(zheng)(zheng)(zheng)(zheng)(zheng)負(fu)擔(dan)的(de)支(zhi)出,卻(que)由(you)中央政(zheng)(zheng)(zheng)(zheng)(zheng)府(fu)承(cheng)擔(dan),而許(xu)多(duo)本應(ying)由(you)中央財(cai)政(zheng)(zheng)(zheng)(zheng)(zheng)負(fu)擔(dan)的(de)支(zhi)出,卻(que)推給地方(fang)(fang)(fang)財(cai)政(zheng)(zheng)(zheng)(zheng)(zheng)。上(shang)下(xia)(xia)級(ji)(ji)政(zheng)(zheng)(zheng)(zheng)(zheng)府(fu)之(zhi)(zhi)間(jian)事(shi)權(quan)劃(hua)分(fen)(fen)(fen)和(he)(he)財(cai)政(zheng)(zheng)(zheng)(zheng)(zheng)支(zhi)出范圍(wei)的(de)劃(hua)分(fen)(fen)(fen)隨意性很大,同樣(yang)的(de)事(shi)項(xiang),在一處由(you)上(shang)級(ji)(ji)政(zheng)(zheng)(zheng)(zheng)(zheng)府(fu)承(cheng)擔(dan),在另一處則由(you)下(xia)(xia)級(ji)(ji)政(zheng)(zheng)(zheng)(zheng)(zheng)府(fu)承(cheng)擔(dan),在一時由(you)上(shang)級(ji)(ji)政(zheng)(zheng)(zheng)(zheng)(zheng)府(fu)承(cheng)擔(dan),在另一時則下(xia)(xia)放地方(fang)(fang)(fang)政(zheng)(zheng)(zheng)(zheng)(zheng)府(fu)承(cheng)擔(dan),它們之(zhi)(zhi)間(jian)區分(fen)(fen)(fen)的(de)標準很模(mo)糊,或者(zhe)根本沒有(you)標準可循。這種事(shi)權(quan)劃(hua)分(fen)(fen)(fen)的(de)模(mo)糊和(he)(he)財(cai)政(zheng)(zheng)(zheng)(zheng)(zheng)支(zhi)出范圍(wei)劃(hua)分(fen)(fen)(fen)的(de)混(hun)亂,導(dao)(dao)致(zhi)許(xu)多(duo)政(zheng)(zheng)(zheng)(zheng)(zheng)府(fu)機關人(ren)浮于事(shi),也很難(nan)對其(qi)進行績效(xiao)審計(ji)和(he)(he)考(kao)核,由(you)此導(dao)(dao)致(zhi)了財(cai)政(zheng)(zheng)(zheng)(zheng)(zheng)支(zhi)出整體效(xiao)益的(de)低(di)下(xia)(xia)。中國現行的(de)分(fen)(fen)(fen)稅(shui)制主要是(shi)劃(hua)分(fen)(fen)(fen)了中央和(he)(he)省(sheng)一級(ji)(ji)的(de)財(cai)政(zheng)(zheng)(zheng)(zheng)(zheng),但對事(shi)權(quan)界(jie)定不夠明(ming)晰,財(cai)權(quan)和(he)(he)事(shi)權(quan)不統一。同時,對省(sheng)、市、縣分(fen)(fen)(fen)別(bie)有(you)哪(na)些(xie)財(cai)權(quan),應(ying)對哪(na)些(xie)事(shi)情負(fu)責,還規定不夠明(ming)確(que),各級(ji)(ji)之(zhi)(zhi)間(jian)扯皮很多(duo)。

2.財政轉(zhuan)移(yi)支付資金(jin)的(de)分(fen)(fen)配不規范,缺乏(fa)合理的(de)標準。中(zhong)(zhong)(zhong)國地(di)(di)區間財政資金(jin)的(de)橫(heng)向(xiang)轉(zhuan)移(yi)是(shi)(shi)(shi)(shi)通過中(zhong)(zhong)(zhong)央政府集中(zhong)(zhong)(zhong)收入再分(fen)(fen)配的(de)方式實現(xian)的(de)。但是(shi)(shi)(shi)(shi),由于這種橫(heng)向(xiang)轉(zhuan)移(yi)的(de)過程是(shi)(shi)(shi)(shi)與中(zhong)(zhong)(zhong)央政府直(zhi)接(jie)增加可用(yong)(yong)財力(li)相(xiang)向(xiang)而行的(de),因而對(dui)中(zhong)(zhong)(zhong)央增加的(de)財力(li)是(shi)(shi)(shi)(shi)用(yong)(yong)于中(zhong)(zhong)(zhong)央本身開(kai)支,還是(shi)(shi)(shi)(shi)用(yong)(yong)于補助某些經濟不發(fa)達地(di)(di)區,在認識上難免不一致。另外,在財力(li)轉(zhuan)移(yi)上,也沒(mei)有建(jian)立一套科學(xue)而完(wan)善的(de)計算公式和測算辦法,資金(jin)的(de)分(fen)(fen)配缺乏(fa)科學(xue)的(de)依(yi)據(ju),要么根(gen)據(ju)基(ji)數法,要么就(jiu)是(shi)(shi)(shi)(shi)根(gen)據(ju)主觀判(pan)斷,而不是(shi)(shi)(shi)(shi)依(yi)法根(gen)據(ju)一套規范的(de)計算程序和公式來(lai)分(fen)(fen)配。

農村財政論文:農村財政使用與管理詮釋

由于(yu)經濟(ji)、歷史、自(zi)然等(deng)多方面原因,貴州(zhou)(zhou)貧(pin)(pin)(pin)困(kun)問題十分突出。貴州(zhou)(zhou)目前是全(quan)國農(nong)(nong)(nong)村(cun)(cun)(cun)(cun)貧(pin)(pin)(pin)困(kun)人口最多、貧(pin)(pin)(pin)困(kun)面最大、貧(pin)(pin)(pin)困(kun)程度(du)最深(shen)、扶(fu)(fu)(fu)(fu)貧(pin)(pin)(pin)開發(fa)(fa)任務(wu)最重的(de)省(sheng)(sheng)份。截(jie)至(zhi)2010年(nian)(nian)(nian)(nian)底,全(quan)省(sheng)(sheng)農(nong)(nong)(nong)村(cun)(cun)(cun)(cun)貧(pin)(pin)(pin)困(kun)人口有418萬人,貧(pin)(pin)(pin)困(kun)發(fa)(fa)生(sheng)率(lv)121%。如果按(an)照(zhao)2300元(yuan)(yuan)的(de)新標準,截(jie)至(zhi)2011年(nian)(nian)(nian)(nian)底,全(quan)省(sheng)(sheng)共有農(nong)(nong)(nong)村(cun)(cun)(cun)(cun)扶(fu)(fu)(fu)(fu)貧(pin)(pin)(pin)對象1149萬人,居全(quan)國首(shou)位。擺脫貴州(zhou)(zhou)農(nong)(nong)(nong)村(cun)(cun)(cun)(cun)貧(pin)(pin)(pin)困(kun)面貌,加快“三農(nong)(nong)(nong)”發(fa)(fa)展(zhan),是貴州(zhou)(zhou)省(sheng)(sheng)面臨的(de)首(shou)要(yao)任務(wu)。國家一(yi)(yi)直高度(du)重視(shi)貴州(zhou)(zhou)省(sheng)(sheng)的(de)農(nong)(nong)(nong)村(cun)(cun)(cun)(cun)扶(fu)(fu)(fu)(fu)貧(pin)(pin)(pin)開發(fa)(fa)工作。2001—2010年(nian)(nian)(nian)(nian),共安排(pai)中(zhong)央財政(zheng)扶(fu)(fu)(fu)(fu)貧(pin)(pin)(pin)資(zi)金(jin)105.69億(yi)元(yuan)(yuan),年(nian)(nian)(nian)(nian)均(jun)增(zeng)幅(fu)達(da)10.30%。2011年(nian)(nian)(nian)(nian),中(zhong)央財政(zheng)又安排(pai)農(nong)(nong)(nong)村(cun)(cun)(cun)(cun)扶(fu)(fu)(fu)(fu)貧(pin)(pin)(pin)資(zi)金(jin)22.95億(yi)元(yuan)(yuan),比(bi)上(shang)一(yi)(yi)年(nian)(nian)(nian)(nian)增(zeng)加32.5%。其中(zhong)2008至(zhi)2010年(nian)(nian)(nian)(nian)3年(nian)(nian)(nian)(nian)間就投入農(nong)(nong)(nong)村(cun)(cun)(cun)(cun)財政(zheng)扶(fu)(fu)(fu)(fu)貧(pin)(pin)(pin)資(zi)金(jin)45億(yi)元(yuan)(yuan),具體使用情況見表(biao)1。通過表(biao)1我們知(zhi)道,目前貴州(zhou)(zhou)農(nong)(nong)(nong)村(cun)(cun)(cun)(cun)財政(zheng)扶(fu)(fu)(fu)(fu)貧(pin)(pin)(pin)資(zi)金(jin)主要(yao)投向(xiang)種植(zhi)業(ye)、養殖業(ye)、交通建設、培訓以及水利設施建設等(deng)方面,極大改善了貧(pin)(pin)(pin)困(kun)農(nong)(nong)(nong)村(cun)(cun)(cun)(cun)地區生(sheng)產、生(sheng)活條件,提高了貧(pin)(pin)(pin)困(kun)群(qun)眾生(sheng)活水平,促(cu)進了貴州(zhou)(zhou)經濟(ji)社會全(quan)面發(fa)(fa)展(zhan)。

貴州農(nong)村財政扶(fu)貧(pin)資金使用及管理存(cun)在問題

e)(de)(de)(de)管(guan)(guan)(guan)(guan)(guan)理、責任(ren)和(he)任(ren)務卻(que)沒(mei)有(you)完(wan)全(quan)落實(shi)(shi)到位。(七)農(nong)(nong)(nong)(nong)民(min)培(pei)訓(xun)經費(fei)投(tou)入(ru)(ru)(ru)不(bu)(bu)(bu)(bu)(bu)(bu)足(zu),管(guan)(guan)(guan)(guan)(guan)理不(bu)(bu)(bu)(bu)(bu)(bu)到位影響貧(pin)(pin)(pin)(pin)(pin)(pin)(pin)困(kun)地(di)(di)區(qu)發(fa)展(zhan)(zhan)最(zui)大的(de)(de)(de)(de)(de)阻力是(shi)農(nong)(nong)(nong)(nong)民(min)缺(que)乏科學文(wen)化知識(shi),沒(mei)有(you)一(yi)技之長(chang),且多(duo)(duo)數農(nong)(nong)(nong)(nong)民(min)缺(que)乏自(zi)我學習的(de)(de)(de)(de)(de)意識(shi)和(he)動力。一(yi)方(fang)(fang)面貴(gui)(gui)州(zhou)對培(pei)訓(xun)資(zi)(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)投(tou)入(ru)(ru)(ru)不(bu)(bu)(bu)(bu)(bu)(bu)多(duo)(duo),從表1看(kan),還呈下(xia)降趨(qu)勢,使(shi)(shi)(shi)得(de)很多(duo)(duo)人不(bu)(bu)(bu)(bu)(bu)(bu)能得(de)到較好(hao)的(de)(de)(de)(de)(de)學習培(pei)訓(xun)機(ji)會(hui);另一(yi)方(fang)(fang)面,雖(sui)然安排了(le)(le)一(yi)定的(de)(de)(de)(de)(de)培(pei)訓(xun),但由(you)于(yu)疏于(yu)管(guan)(guan)(guan)(guan)(guan)理,常常使(shi)(shi)(shi)培(pei)訓(xun)流(liu)于(yu)形式,沒(mei)有(you)起到培(pei)訓(xun)的(de)(de)(de)(de)(de)效(xiao)(xiao)果。

不斷(duan)增加農(nong)(nong)(nong)村(cun)(cun)(cun)公(gong)共(gong)產(chan)(chan)品(pin)的(de)有效供(gong)(gong)給(gei),擴大(da)公(gong)共(gong)財(cai)政(zheng)覆(fu)蓋農(nong)(nong)(nong)村(cun)(cun)(cun)的(de)范圍,大(da)力發(fa)展農(nong)(nong)(nong)村(cun)(cun)(cun)公(gong)共(gong)事業(ye),是(shi)推(tui)進社會(hui)主(zhu)義新農(nong)(nong)(nong)村(cun)(cun)(cun)建設的(de)重要(yao)內容(rong)。改(gai)革(ge)開放20多年來,市場取向(xiang)農(nong)(nong)(nong)村(cun)(cun)(cun)改(gai)革(ge)不斷(duan)深(shen)入,農(nong)(nong)(nong)民日(ri)益成為農(nong)(nong)(nong)村(cun)(cun)(cun)社會(hui)經濟活動(dong)的(de)主(zhu)體(ti),農(nong)(nong)(nong)村(cun)(cun)(cun)已不可逆轉地融(rong)入城市化(hua)、現代(dai)化(hua)的(de)進程中(zhong)。然而,由于我國公(gong)共(gong)產(chan)(chan)品(pin)的(de)供(gong)(gong)給(gei)長期(qi)是(shi)“重城市,輕農(nong)(nong)(nong)村(cun)(cun)(cun)”,城鄉二元的(de)公(gong)共(gong)產(chan)(chan)品(pin)供(gong)(gong)給(gei)政(zheng)策,致使農(nong)(nong)(nong)村(cun)(cun)(cun)公(gong)共(gong)產(chan)(chan)品(pin)供(gong)(gong)給(gei)嚴重短缺,農(nong)(nong)(nong)村(cun)(cun)(cun)公(gong)共(gong)服務長期(qi)不足(zu),農(nong)(nong)(nong)村(cun)(cun)(cun)社會(hui)事業(ye)發(fa)展舉步維艱(jian)。如何合理配置公(gong)共(gong)產(chan)(chan)品(pin)資(zi)源,真正(zheng)賦予農(nong)(nong)(nong)民國民待遇,讓公(gong)共(gong)財(cai)政(zheng)的(de)陽光(guang)普(pu)照農(nong)(nong)(nong)村(cun)(cun)(cun),成為當前迫切(qie)需(xu)要(yao)研究(jiu)和解決的(de)重大(da)課題。

一、農(nong)村公(gong)共產品:邊界(jie)范(fan)圍(wei)與基本特征(zheng)

農村公(gong)共產品(pin)是指滿足農村公(gong)共需求,市場不能(neng)提供(gong)或(huo)者不能(neng)完(wan)全由市場提供(gong),具有非(fei)競爭性和(he)非(fei)排(pai)他性的社(she)(she)會產品(pin)或(huo)服(fu)(fu)務(wu)[1](P89—94)。很顯(xian)然,這些(xie)社(she)(she)會產品(pin)或(huo)服(fu)(fu)務(wu)會使農村受益,農民受惠,但外部性的存在又使得其中有些(xie)社(she)(she)會產品(pin)或(huo)服(fu)(fu)務(wu)的受益范圍不僅(jin)僅(jin)局(ju)限于(yu)農村地區(qu)。

區財政科研工作的調研報告

今(jin)年(nian)(nian)以來(lai),全區(qu)財(cai)政(zheng)(zheng)克服(fu)金(jin)融危機帶來(lai)的(de)負面(mian)影(ying)響(xiang),認(ren)真貫徹落(luo)實上級保(bao)增(zeng)(zeng)長(chang)、保(bao)穩定、保(bao)民生(sheng)(sheng)的(de)各(ge)項政(zheng)(zheng)策(ce),強化組織(zhi)收入(ru),優化支出管理(li),在保(bao)增(zeng)(zeng)長(chang)、調結構、促(cu)改革、惠民生(sheng)(sheng)方面(mian)取(qu)得顯(xian)著成(cheng)效(xiao),有力地促(cu)進(jin)了全區(qu)經濟社會又好(hao)又快(kuai)發展。截至(zhi)10月份,*區(qu)累計完成(cheng)一(yi)般預算收入(ru)25.91億元,增(zeng)(zeng)長(chang)11.3%,完成(cheng)財(cai)政(zheng)(zheng)總收入(ru)47.11億元,增(zeng)(zeng)長(chang)11.6%,扭轉了年(nian)(nian)初的(de)負增(zeng)(zeng)長(chang)、個(ge)位(wei)數(shu)增(zeng)(zeng)長(chang)的(de)不良勢(shi)頭,進(jin)入(ru)兩(liang)位(wei)數(shu)增(zeng)(zeng)長(chang)的(de)快(kuai)車道。財(cai)政(zheng)(zheng)工作這些(xie)成(cheng)績的(de)取(qu)得,是(shi)(shi)廣大(da)財(cai)政(zheng)(zheng)干部開拓創(chuang)新、頑(wan)強拼(pin)搏的(de)結果,也是(shi)(shi)全區(qu)財(cai)政(zheng)(zheng)深入(ru)研究、努力探索的(de)具(ju)體體現。

財(cai)(cai)(cai)政(zheng)(zheng)科研工作(zuo)是(shi)財(cai)(cai)(cai)政(zheng)(zheng)工作(zuo)的(de)(de)“謀事之(zhi)(zhi)道、成事之(zhi)(zhi)基”。財(cai)(cai)(cai)政(zheng)(zheng)理論和政(zheng)(zheng)策(ce)的(de)(de)科學研究,作(zuo)為財(cai)(cai)(cai)政(zheng)(zheng)工作(zuo)的(de)(de)重(zhong)要(yao)組成部分(fen),對(dui)于解(jie)決財(cai)(cai)(cai)政(zheng)(zheng)經濟(ji)運行中出現的(de)(de)各種矛盾,推進財(cai)(cai)(cai)政(zheng)(zheng)改(gai)革、發展和創新,促進區域經濟(ji)持續健康發展,具有十分(fen)重(zhong)要(yao)的(de)(de)作(zuo)用。

一、我區財(cai)政科研工作的基本(ben)情況

近年來,全區(qu)(qu)(qu)財(cai)政(zheng)堅持為中(zhong)心工作服(fu)務(wu)和為實際工作服(fu)務(wu)的“兩為”方針,財(cai)政(zheng)科研工作取得了(le)新的可喜成(cheng)績,先后出版了(le)調(diao)研論(lun)文集二冊,選題涉及地方債務(wu)管(guan)理、區(qu)(qu)(qu)域財(cai)稅體(ti)(ti)制、總部經濟(ji)、財(cai)源建設、公有資產管(guan)理及城建運行體(ti)(ti)制等,視角新穎、切中(zhong)實際。具體(ti)(ti)來說,我(wo)區(qu)(qu)(qu)財(cai)政(zheng)科研工作有如(ru)下三個特點(dian):

(一)財(cai)(cai)(cai)政(zheng)(zheng)(zheng)科研(yan)(yan)(yan)工(gong)作(zuo)的(de)(de)管理力(li)度(du)明(ming)顯增(zeng)強。近兩(liang)年,我(wo)區(qu)(qu)財(cai)(cai)(cai)政(zheng)(zheng)(zheng)領導堅持(chi)把(ba)科研(yan)(yan)(yan)工(gong)作(zuo)作(zuo)為指導和推動(dong)財(cai)(cai)(cai)政(zheng)(zheng)(zheng)業務(wu)(wu)工(gong)作(zuo)的(de)(de)有效(xiao)途徑,注重培(pei)養財(cai)(cai)(cai)政(zheng)(zheng)(zheng)職工(gong)的(de)(de)思考意識、創新精神(shen),帶(dai)頭開展(zhan)課(ke)題研(yan)(yan)(yan)究,帶(dai)領和支(zhi)持(chi)財(cai)(cai)(cai)政(zheng)(zheng)(zheng)干(gan)部下到(dao)基層(ceng)、一線開展(zhan)調查研(yan)(yan)(yan)究,大(da)大(da)調動(dong)了全局人(ren)員對科研(yan)(yan)(yan)工(gong)作(zuo)的(de)(de)重視度(du)和主動(dong)性,財(cai)(cai)(cai)政(zheng)(zheng)(zheng)科研(yan)(yan)(yan)工(gong)作(zuo)呈現出從少(shao)數人(ren)寫到(dao)大(da)多數人(ren)投入鉆(zhan)研(yan)(yan)(yan)的(de)(de)可喜局面(mian)。同時,我(wo)區(qu)(qu)財(cai)(cai)(cai)政(zheng)(zheng)(zheng)還從制度(du)上加強對科研(yan)(yan)(yan)工(gong)作(zuo)的(de)(de)管理,將科研(yan)(yan)(yan)課(ke)題任(ren)務(wu)(wu)編入全局全年計劃,明(ming)確(que)責任(ren)科室、責任(ren)人(ren)、時間節點,強化監(jian)督管理。財(cai)(cai)(cai)政(zheng)(zheng)(zheng)科研(yan)(yan)(yan)干(gan)部圍繞(rao)中心(xin),圍繞(rao)大(da)局,主動(dong)找問題、出主意、想辦法,積極發揮財(cai)(cai)(cai)政(zheng)(zheng)(zheng)科研(yan)(yan)(yan)的(de)(de)參(can)謀助(zhu)手作(zuo)用。
