(3)做好(hao)各類設(she)備(bei)管理人(ren)員、操(cao)作(zuo)人(ren)員、維修(xiu)人(ren)員的(de)培(pei)訓工作(zuo),定期組織(zhi)開展各類施工設(she)備(bei)技(ji)術培(pei)訓,以實(shi)現設(she)備(bei)管理科學化、設(she)備(bei)操(cao)作(zuo)規范(fan)化、設(she)備(bei)維修(xiu)專(zhuan)業化;

(4)設(she)備(bei)配件(jian)的(de)采購(gou)供應(ying),這也是設(she)備(bei)管理(li)的(de)重要環節,業主方應(ying)制(zhi)定(ding)科(ke)學有效(xiao)的(de)設(she)備(bei)配件(jian)采購(gou)計劃,在切實滿足設(she)備(bei)運(yun)行需(xu)求的(de)同時,也應(ying)有效(xiao)節約成本。

工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)監(jian)(jian)理(li)(li)是(shi)我國建(jian)設(she)(she)(she)(she)管(guan)理(li)(li)體(ti)制(zhi)中一項(xiang)重(zhong)要的(de)(de)(de)(de)(de)改革內容(rong),實(shi)施工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)監(jian)(jian)理(li)(li)制(zhi)的(de)(de)(de)(de)(de)主要目(mu)(mu)的(de)(de)(de)(de)(de)在(zai)(zai)于(yu)(yu)(yu),確保工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)建(jian)設(she)(she)(she)(she)投資(zi)、工(gong)(gong)(gong)(gong)(gong)(gong)期、質(zhi)量(liang)及(ji)安(an)全(quan)等目(mu)(mu)標的(de)(de)(de)(de)(de)實(shi)現,同(tong)時(shi)協調(diao)好工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)各參與方的(de)(de)(de)(de)(de)關(guan)(guan)系。因(yin)此,對(dui)于(yu)(yu)(yu)建(jian)筑工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)而言(yan),實(shi)施工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)監(jian)(jian)理(li)(li)制(zhi),可(ke)有效(xiao)提升工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)建(jian)設(she)(she)(she)(she)的(de)(de)(de)(de)(de)質(zhi)量(liang),可(ke)保證工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)的(de)(de)(de)(de)(de)進度(du)(du),還(huan)能節約工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)投入和提升工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)的(de)(de)(de)(de)(de)建(jian)設(she)(she)(she)(she)效(xiao)益。但(dan)目(mu)(mu)前由于(yu)(yu)(yu)一些(xie)單位更注重(zhong)工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)管(guan)理(li)(li),對(dui)于(yu)(yu)(yu)施工(gong)(gong)(gong)(gong)(gong)(gong)設(she)(she)(she)(she)備(bei)管(guan)理(li)(li)的(de)(de)(de)(de)(de)重(zhong)視程(cheng)(cheng)度(du)(du)較低,這(zhe)一使得(de)在(zai)(zai)實(shi)際的(de)(de)(de)(de)(de)工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)監(jian)(jian)理(li)(li)中,對(dui)施工(gong)(gong)(gong)(gong)(gong)(gong)設(she)(she)(she)(she)備(bei)的(de)(de)(de)(de)(de)監(jian)(jian)理(li)(li)無法(fa)面(mian)面(mian)俱到,表現為只關(guan)(guan)注設(she)(she)(she)(she)備(bei)的(de)(de)(de)(de)(de)布(bu)置、配(pei)置及(ji)人員配(pei)置等方面(mian),但(dan)對(dui)設(she)(she)(she)(she)備(bei)的(de)(de)(de)(de)(de)維護、維修(xiu)、保養、配(pei)件更換等細節問題,缺乏關(guan)(guan)注。因(yin)而,在(zai)(zai)設(she)(she)(she)(she)備(bei)所有權(quan)與使用權(quan)相分離的(de)(de)(de)(de)(de)情況下,有必要制(zhi)定(ding)和實(shi)施設(she)(she)(she)(she)備(bei)監(jian)(jian)理(li)(li)制(zhi)。在(zai)(zai)施工(gong)(gong)(gong)(gong)(gong)(gong)設(she)(she)(she)(she)備(bei)整個(ge)壽命期間,主要涉及(ji)到設(she)(she)(she)(she)備(bei)的(de)(de)(de)(de)(de)設(she)(she)(she)(she)計(ji)、招標采購、運輸(shu)、安(an)裝拆除、修(xiu)理(li)(li)、運行(xing)等多個(ge)環節,這(zhe)也(ye)使得(de)設(she)(she)(she)(she)備(bei)監(jian)(jian)理(li)(li)的(de)(de)(de)(de)(de)工(gong)(gong)(gong)(gong)(gong)(gong)作內容(rong)有所不同(tong),但(dan)都圍繞著(zhu)質(zhi)量(liang)、進度(du)(du)和造(zao)價這(zhe)3個(ge)目(mu)(mu)標開(kai)展。其中,在(zai)(zai)設(she)(she)(she)(she)備(bei)運行(xing)階段,設(she)(she)(she)(she)備(bei)監(jian)(jian)理(li)(li)需要重(zhong)點關(guan)(guan)注這(zhe)幾個(ge)方面(mian)的(de)(de)(de)(de)(de)內容(rong):

(1)設備交接的監(jian)理,組織進行(xing)設備到貨(huo)清點驗收和檢(jian)查(cha)。

(2)設(she)(she)備(bei)(bei)安裝(zhuang)與拆(chai)除過程的(de)監理,加強設(she)(she)備(bei)(bei)安裝(zhuang)與拆(chai)除方(fang)(fang)案的(de)審批(pi),對現場的(de)人(ren)員到位(wei)情況(kuang)是(shi)否滿足設(she)(she)備(bei)(bei)的(de)安裝(zhuang)與拆(chai)除要(yao)求(qiu)進(jin)行檢查(cha),確保設(she)(she)備(bei)(bei)的(de)安裝(zhuang)與拆(chai)除嚴(yan)格按照(zhao)設(she)(she)計(ji)的(de)方(fang)(fang)案進(jin)行,完成(cheng)設(she)(she)備(bei)(bei)安裝(zhuang)與拆(chai)除后,也需要(yao)及時進(jin)行質量(liang)驗收。

(3)對設(she)(she)(she)(she)備使用(yong)期(qi)間進(jin)行監(jian)理(li),應定期(qi)對設(she)(she)(she)(she)備的完整性、重要部位保養情(qing)況、設(she)(she)(she)(she)備整體性能、使用(yong)情(qing)況等(deng)加強檢查(cha),對設(she)(she)(she)(she)備操作人(ren)員(yuan)的相(xiang)關資質進(jin)行不定期(qi)檢查(cha),同(tong)時加強受監(jian)理(li)方提出的設(she)(she)(she)(she)備事故(gu)報告(gao)及處理(li)意見的審批。

(4)對(dui)設備維修(xiu)保養過程進行監理(li),若設備修(xiu)理(li)中出現疑難故(gu)障(zhang),則需要(yao)(yao)采用合理(li)的(de)方法進行分析(xi)和(he)確(que)診。另需要(yao)(yao)對(dui)受監理(li)方配件(jian)領(ling)用計(ji)劃和(he)報告進行審查確(que)認。

(5)對(dui)人(ren)(ren)員(yuan)培(pei)訓過(guo)程進行監(jian)理,要求在受(shou)監(jian)理方認真落實人(ren)(ren)員(yuan)培(pei)訓工(gong)作(zuo),協(xie)調其(qi)開展培(pei)訓工(gong)作(zuo),同(tong)時針(zhen)對(dui)參(can)訓人(ren)(ren)員(yuan)的資(zi)格(ge)也要加強審核,另外還需要對(dui)操(cao)作(zuo)人(ren)(ren)員(yuan)、維修人(ren)(ren)員(yuan)持證(zheng)上崗(gang)的情況(kuang)進行檢查。

1.4重視設備(bei)安全(quan)

管(guan)理安(an)全是設備(bei)管(guan)理中重點關注(zhu)的(de)一個因素(su),應采取各(ge)種有(you)效的(de)措施(shi),將可(ke)能存在(zai)的(de)各(ge)種安(an)全隱患消除,以防出現設備(bei)損(sun)壞、人員遭受傷害等問(wen)題,進而降低(di)成(cheng)本。在(zai)設備(bei)安(an)全管(guan)理過程中,需要重點做好這幾個方面(mian)的(de)工作。

(1)建立完(wan)善的設備安全管理體系,從組織機構、工(gong)作流程和工(gong)作標(biao)準這(zhe)幾個方(fang)面(mian)著手(shou),確保(bao)設備安全管理工(gong)作順利進行(xing)。

(2)完善設備安全管理的各項制(zhi)度(du),包(bao)括安全檢查制(zhi)度(du)、事故責任追(zhui)究制(zhi)度(du)、維修保養規程等。

(3)做好人(ren)員(yuan)安全教育培訓工作,增強設(she)備管理人(ren)員(yuan)、設(she)備操作人(ren)員(yuan)及設(she)備維修(xiu)人(ren)員(yuan)的(de)安全意識,提升他(ta)們安全防(fang)范能(neng)力。

(4)設(she)立(li)專門的(de)安(an)全監察部(bu)門,主要(yao)對設(she)備的(de)安(an)全運行、違章(zhang)指揮及作業進行檢查(cha)和監督。

2大型工程施工機械設備管理的信息技術

2.1信息(xi)技術應(ying)用的(de)必要性
