摘要:為了解決北江大橋建設對白沙取水口的影響和肇慶高新區需水量的大幅增長,基于高新區取水、供水現狀及存在問題,采用數理統計法和單位人口綜合用水量指標法,對高新區近遠期、遠景需水量進行了分析,提出將白沙取水口遷建到一村供水方案,并對(dui)供(gong)水的保障率和(he)可靠性進行了探討,為(wei)同類供(gong)水項目(mu)建(jian)設提供(gong)了借鑒(jian)。

肇慶市規劃在白(bai)(bai)沙(sha)取(qu)(qu)水口上游(you)300m處新建(jian)大(da)旺至三(san)水蘆苞(bao)北(bei)江大(da)橋,該大(da)橋是落實“廣佛肇經濟圈”交通一體(ti)化(hua)的(de)重要(yao)舉措,具有巨大(da)的(de)社會效(xiao)益,但隨之會對下(xia)游(you)300m處的(de)白(bai)(bai)沙(sha)取(qu)(qu)水口造成影響,需(xu)對白(bai)(bai)沙(sha)取(qu)(qu)水口遷建(jian)工程進行探討。
1概況
肇慶高新技術產業開發(fa)區(qu)(qu)(以下簡稱肇慶高新區(qu)(qu))位于肇慶市區(qu)(qu)東部、北江(jiang)(jiang)與綏江(jiang)(jiang)交(jiao)匯處,總(zong)面積96.7km2[1],現有(you)人(ren)口36萬人(ren)。肇慶高新區(qu)(qu)是西江(jiang)(jiang)先(xian)進制造業走廊的(de)領(ling)頭(tou)羊,2020年實(shi)現GDP200.07億元、增(zeng)長5%,增(zeng)速居全市第一(yi)。
2肇慶高新區取、供水現狀及存在問題
2.1取水現狀及(ji)存在問題(ti)
2.1.1取水現狀
根(gen)據《肇(zhao)(zhao)慶市“十三五”實(shi)行最嚴格水(shui)(shui)資源管理制度考核工作實(shi)施方(fang)案》,肇(zhao)(zhao)慶高(gao)新(xin)(xin)區(qu)2020年(nian)用(yong)水(shui)(shui)總量(liang)(liang)控制指標為(wei)0.8億m3[2]。目前,肇(zhao)(zhao)慶高(gao)新(xin)(xin)區(qu)共有(you)(you)4處(chu)取(qu)(qu)水(shui)(shui)口(kou)(kou),取(qu)(qu)水(shui)(shui)水(shui)(shui)源均為(wei)北(bei)江,已批(pi)復(fu)年(nian)取(qu)(qu)水(shui)(shui)量(liang)(liang)合計7437萬m3。其中(zhong),隸(li)屬(shu)于廣東精英(ying)紡織服飾(shi)科技有(you)(you)限公司的取(qu)(qu)水(shui)(shui)口(kou)(kou),年(nian)取(qu)(qu)水(shui)(shui)量(liang)(liang)200萬m3;隸(li)屬(shu)于肇(zhao)(zhao)慶市大旺永華紡織廠的取(qu)(qu)水(shui)(shui)口(kou)(kou),年(nian)取(qu)(qu)水(shui)(shui)量(liang)(liang)327萬m3;隸(li)屬(shu)于肇(zhao)(zhao)慶高(gao)新(xin)(xin)區(qu)粵海水(shui)(shui)務有(you)(you)限公司的白(bai)沙取(qu)(qu)水(shui)(shui)口(kou)(kou)年(nian)取(qu)(qu)水(shui)(shui)量(liang)(liang)5110萬m3,古塘取(qu)(qu)水(shui)(shui)口(kou)(kou)年(nian)取(qu)(qu)水(shui)(shui)量(liang)(liang)1800萬m3。
2.1.2取水存在問題
根據調研,白沙(sha)取(qu)(qu)(qu)水(shui)(shui)(shui)(shui)(shui)口上游(you)(you)300m處擬新(xin)建大(da)旺至三水(shui)(shui)(shui)(shui)(shui)蘆苞北江(jiang)大(da)橋(qiao)(qiao)(qiao),在(zai)(zai)橋(qiao)(qiao)(qiao)梁下游(you)(you)河段,由于(yu)水(shui)(shui)(shui)(shui)(shui)流(liu)流(liu)過橋(qiao)(qiao)(qiao)孔(kong)時流(liu)速增(zeng)大(da),致使下游(you)(you)近橋(qiao)(qiao)(qiao)段成為(wei)沖(chong)刷區(qu)。再往下,水(shui)(shui)(shui)(shui)(shui)流(liu)又恢(hui)復原來流(liu)速,沖(chong)積物(wu)(wu)在(zai)(zai)此落淤(yu)。因此,取(qu)(qu)(qu)水(shui)(shui)(shui)(shui)(shui)構(gou)筑物(wu)(wu)一般設在(zai)(zai)橋(qiao)(qiao)(qiao)后1000m以外(wai)的地方。古(gu)(gu)塘(tang)(tang)取(qu)(qu)(qu)水(shui)(shui)(shui)(shui)(shui)口及取(qu)(qu)(qu)水(shui)(shui)(shui)(shui)(shui)泵(beng)房設計規模(mo)為(wei)6萬(wan)m3/d,不(bu)能滿足古(gu)(gu)塘(tang)(tang)水(shui)(shui)(shui)(shui)(shui)廠(chang)(chang)(chang)擴建后的規模(mo)。目前(qian),白沙(sha)取(qu)(qu)(qu)水(shui)(shui)(shui)(shui)(shui)口和(he)古(gu)(gu)塘(tang)(tang)取(qu)(qu)(qu)水(shui)(shui)(shui)(shui)(shui)口都(dou)歸(gui)高(gao)新(xin)區(qu)粵(yue)海水(shui)(shui)(shui)(shui)(shui)務(wu)有限公(gong)司(si)管(guan)理,將軍(jun)(jun)山水(shui)(shui)(shui)(shui)(shui)廠(chang)(chang)(chang)與古(gu)(gu)塘(tang)(tang)水(shui)(shui)(shui)(shui)(shui)廠(chang)(chang)(chang)分別(bie)取(qu)(qu)(qu)水(shui)(shui)(shui)(shui)(shui)管(guan)理不(bu)方便。2.2供水(shui)(shui)(shui)(shui)(shui)現狀及存在(zai)(zai)問題2.2.1供水(shui)(shui)(shui)(shui)(shui)現狀目前(qian),肇(zhao)慶(qing)高(gao)新(xin)區(qu)由粵(yue)海水(shui)(shui)(shui)(shui)(shui)務(wu)有限公(gong)司(si)負(fu)責(ze)供水(shui)(shui)(shui)(shui)(shui)[3]。肇(zhao)慶(qing)高(gao)新(xin)區(qu)粵(yue)海水(shui)(shui)(shui)(shui)(shui)務(wu)有限公(gong)司(si)目前(qian)總供水(shui)(shui)(shui)(shui)(shui)能力為(wei)12萬(wan)m3/d,公(gong)司(si)下轄2座水(shui)(shui)(shui)(shui)(shui)廠(chang)(chang)(chang),分別(bie)是將軍(jun)(jun)山水(shui)(shui)(shui)(shui)(shui)廠(chang)(chang)(chang)(9萬(wan)m3/d)和(he)古(gu)(gu)塘(tang)(tang)水(shui)(shui)(shui)(shui)(shui)廠(chang)(chang)(chang)(3萬(wan)m3/d)。
(1)將(jiang)軍山水(shui)(shui)(shui)(shui)(shui)(shui)廠(chang)(chang)。將(jiang)軍山水(shui)(shui)(shui)(shui)(shui)(shui)廠(chang)(chang)目前總(zong)供水(shui)(shui)(shui)(shui)(shui)(shui)能力(li)為(wei)9萬(wan)(wan)(wan)(wan)m3/d,已建一、二、三期(qi)工程;預留四期(qi)工程規模為(wei)5萬(wan)(wan)(wan)(wan)m3/d。將(jiang)軍山水(shui)(shui)(shui)(shui)(shui)(shui)廠(chang)(chang)取水(shui)(shui)(shui)(shui)(shui)(shui)口為(wei)白沙取水(shui)(shui)(shui)(shui)(shui)(shui)口,取水(shui)(shui)(shui)(shui)(shui)(shui)泵房總(zong)規模為(wei)14萬(wan)(wan)(wan)(wan)m3/d,土建一次實施,設備一期(qi)9萬(wan)(wan)(wan)(wan)m3/d、二期(qi)14萬(wan)(wan)(wan)(wan)m3/d。根(gen)據粵海(hai)水(shui)(shui)(shui)(shui)(shui)(shui)務(wu)有限公司提供的2011—2018年肇慶高新區用(yong)(yong)(yong)(yong)(yong)水(shui)(shui)(shui)(shui)(shui)(shui)統計(ji)資料,水(shui)(shui)(shui)(shui)(shui)(shui)廠(chang)(chang)供水(shui)(shui)(shui)(shui)(shui)(shui)范圍內2018年全(quan)年取水(shui)(shui)(shui)(shui)(shui)(shui)總(zong)量(liang)為(wei)3015.09萬(wan)(wan)(wan)(wan)m3,總(zong)售(shou)水(shui)(shui)(shui)(shui)(shui)(shui)量(liang)為(wei)2860.44萬(wan)(wan)(wan)(wan)m3,其中工業(ye)用(yong)(yong)(yong)(yong)(yong)水(shui)(shui)(shui)(shui)(shui)(shui)量(liang)1716萬(wan)(wan)(wan)(wan)m3、居(ju)民用(yong)(yong)(yong)(yong)(yong)水(shui)(shui)(shui)(shui)(shui)(shui)量(liang)572萬(wan)(wan)(wan)(wan)m3、經(jing)濟(ji)服務(wu)用(yong)(yong)(yong)(yong)(yong)水(shui)(shui)(shui)(shui)(shui)(shui)量(liang)372.44萬(wan)(wan)(wan)(wan)m3、行政事(shi)(shi)業(ye)用(yong)(yong)(yong)(yong)(yong)水(shui)(shui)(shui)(shui)(shui)(shui)量(liang)200萬(wan)(wan)(wan)(wan)m3。用(yong)(yong)(yong)(yong)(yong)水(shui)(shui)(shui)(shui)(shui)(shui)比(bi)例為(wei):工業(ye)用(yong)(yong)(yong)(yong)(yong)水(shui)(shui)(shui)(shui)(shui)(shui)約(yue)(yue)占(zhan)(zhan)60%,居(ju)民用(yong)(yong)(yong)(yong)(yong)水(shui)(shui)(shui)(shui)(shui)(shui)約(yue)(yue)占(zhan)(zhan)20%,經(jing)濟(ji)服務(wu)用(yong)(yong)(yong)(yong)(yong)水(shui)(shui)(shui)(shui)(shui)(shui)約(yue)(yue)占(zhan)(zhan)13%,行政事(shi)(shi)業(ye)用(yong)(yong)(yong)(yong)(yong)水(shui)(shui)(shui)(shui)(shui)(shui)約(yue)(yue)占(zhan)(zhan)7%。
(2)古(gu)塘水(shui)(shui)(shui)(shui)(shui)廠(chang)。古(gu)塘水(shui)(shui)(shui)(shui)(shui)廠(chang)設計(ji)規模(mo)(mo)為(wei)(wei)6萬(wan)m3/d,目前(qian),一期建成為(wei)(wei)3萬(wan)m3/d,采用(yong)常規沉淀+過濾處理(li)工藝,出水(shui)(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)(shui)質達到國家飲用(yong)水(shui)(shui)(shui)(shui)(shui)標準。2.2.2供(gong)水(shui)(shui)(shui)(shui)(shui)存在問(wen)(wen)題(ti)目前(qian),肇(zhao)慶(qing)高(gao)(gao)新(xin)(xin)區供(gong)水(shui)(shui)(shui)(shui)(shui)系統(tong)最急(ji)迫的(de)問(wen)(wen)題(ti)是現(xian)有(you)供(gong)水(shui)(shui)(shui)(shui)(shui)能力(li)無法滿足(zu)(zu)迅猛增長的(de)用(yong)水(shui)(shui)(shui)(shui)(shui)需求。近5a來(lai),肇(zhao)慶(qing)高(gao)(gao)新(xin)(xin)區內(nei)的(de)用(yong)水(shui)(shui)(shui)(shui)(shui)量(liang)(liang)逐年(nian)(nian)上(shang)升,其中2016年(nian)(nian)和(he)(he)2017年(nian)(nian)的(de)年(nian)(nian)用(yong)水(shui)(shui)(shui)(shui)(shui)量(liang)(liang)增長率分別為(wei)(wei)9.20%和(he)(he)9.40%。2017年(nian)(nian),肇(zhao)慶(qing)高(gao)(gao)新(xin)(xin)區粵(yue)海水(shui)(shui)(shui)(shui)(shui)務(wu)有(you)限(xian)公司最高(gao)(gao)日供(gong)水(shui)(shui)(shui)(shui)(shui)量(liang)(liang)為(wei)(wei)90499m3,已(yi)經超過粵(yue)海水(shui)(shui)(shui)(shui)(shui)務(wu)各水(shui)(shui)(shui)(shui)(shui)廠(chang)總供(gong)水(shui)(shui)(shui)(shui)(shui)規模(mo)(mo),水(shui)(shui)(shui)(shui)(shui)廠(chang)超負荷運(yun)行(xing)(xing)。雖(sui)然2017年(nian)(nian)粵(yue)海水(shui)(shui)(shui)(shui)(shui)務(wu)有(you)限(xian)公司成功收購古(gu)塘水(shui)(shui)(shui)(shui)(shui)廠(chang)并即將并網(wang)運(yun)行(xing)(xing),但可以預見現(xian)有(you)各水(shui)(shui)(shui)(shui)(shui)廠(chang)的(de)供(gong)水(shui)(shui)(shui)(shui)(shui)能力(li)仍然無法滿足(zu)(zu)未來(lai)肇(zhao)慶(qing)高(gao)(gao)新(xin)(xin)區的(de)用(yong)水(shui)(shui)(shui)(shui)(shui)量(liang)(liang)需求。
3需水量預測
3.1供水范圍及對(dui)象
本項(xiang)目(mu)遷建取(qu)(qu)(qu)水(shui)(shui)(shui)(shui)(shui)口為(wei)將(jiang)軍山水(shui)(shui)(shui)(shui)(shui)廠(chang)、古塘(tang)水(shui)(shui)(shui)(shui)(shui)廠(chang)服務(wu),供(gong)水(shui)(shui)(shui)(shui)(shui)范圍覆蓋整個肇(zhao)慶高新區。本項(xiang)目(mu)近期設計(ji)取(qu)(qu)(qu)水(shui)(shui)(shui)(shui)(shui)規(gui)模為(wei)14萬m3/d,可取(qu)(qu)(qu)代將(jiang)軍山水(shui)(shui)(shui)(shui)(shui)廠(chang)白沙取(qu)(qu)(qu)水(shui)(shui)(shui)(shui)(shui)口的14萬m3/d。項(xiang)目(mu)建成投(tou)入運行后(hou),將(jiang)關閉白沙取(qu)(qu)(qu)水(shui)(shui)(shui)(shui)(shui)口,保留古塘(tang)取(qu)(qu)(qu)水(shui)(shui)(shui)(shui)(shui)口,以便(bian)于充分發揮本工程效益。設計(ji)基準年為(wei)2020年;設計(ji)水(shui)(shui)(shui)(shui)(shui)平年近期為(wei)2025年,遠期為(wei)2030年,遠景為(wei)2035年。
3.2預(yu)(yu)測(ce)方法(fa)本次通過供水(shui)(shui)年(nian)增長(chang)率(lv)法(fa)(數(shu)理(li)統計法(fa))和單位人口綜合用(yong)水(shui)(shui)量指標法(fa)來(lai)預(yu)(yu)測(ce)肇慶高(gao)新(xin)區2025年(nian)的(de)用(yong)水(shui)(shui)量,綜合對比分析后確定其水(shui)(shui)平(ping)年(nian)的(de)用(yong)水(shui)(shui)情況。
3.2.1供水年增長率(lv)法(數理(li)統計法)
供水(shui)(shui)(shui)(shui)年(nian)增長(chang)率(lv)法(fa)(數(shu)理統計(ji)法(fa))是根據城鎮(zhen)供水(shui)(shui)(shui)(shui)多年(nian)的(de)(de)統計(ji)資料,通過數(shu)理統計(ji)的(de)(de)方法(fa)預(yu)測用水(shui)(shui)(shui)(shui)量(liang)(liang)[4],它建立在大量(liang)(liang)的(de)(de)統計(ji)數(shu)據基(ji)礎之上,因此可(ke)信度較高(gao)(gao)(gao)(gao)。從(cong)粵海水(shui)(shui)(shui)(shui)務有限公司(si)收(shou)集(ji)的(de)(de)2013—2020年(nian)肇(zhao)慶(qing)高(gao)(gao)(gao)(gao)新區(qu)年(nian)取供水(shui)(shui)(shui)(shui)量(liang)(liang)增長(chang)情況,詳見表(biao)1。由表(biao)1可(ke)知,從(cong)2016年(nian)起,肇(zhao)慶(qing)高(gao)(gao)(gao)(gao)新區(qu)水(shui)(shui)(shui)(shui)廠的(de)(de)總取供水(shui)(shui)(shui)(shui)增長(chang)率(lv)較2016年(nian)以(yi)前增長(chang)明顯(xian),這與(yu)肇(zhao)慶(qing)高(gao)(gao)(gao)(gao)新區(qu)2016年(nian)起經濟高(gao)(gao)(gao)(gao)速發展密切相(xiang)關(guan),取水(shui)(shui)(shui)(shui)量(liang)(liang)年(nian)增長(chang)率(lv)基(ji)本(ben)在9%內,年(nian)均總取水(shui)(shui)(shui)(shui)量(liang)(liang)增長(chang)率(lv)為6.15%。但考慮到2020年(nian)以(yi)來全國經濟增速放緩,年(nian)取水(shui)(shui)(shui)(shui)增長(chang)率(lv)亦不會維(wei)持高(gao)(gao)(gao)(gao)值,本(ben)次按年(nian)均總取水(shui)(shui)(shui)(shui)量(liang)(liang)增長(chang)率(lv)6.0%考慮,預(yu)測各規劃水(shui)(shui)(shui)(shui)平年(nian)水(shui)(shui)(shui)(shui)廠總取水(shui)(shui)(shui)(shui)量(liang)(liang),預(yu)測結果(guo)詳見表(biao)4。
3.2.2單位人(ren)口(kou)綜合(he)用水量指標法
單位(wei)(wei)人(ren)口(kou)(kou)綜(zong)(zong)(zong)(zong)合(he)(he)(he)用(yong)(yong)(yong)水(shui)(shui)(shui)(shui)(shui)量(liang)(liang)(liang)(liang)(liang)指標(biao)法需水(shui)(shui)(shui)(shui)(shui)量(liang)(liang)(liang)(liang)(liang)為(wei)規(gui)劃(hua)供水(shui)(shui)(shui)(shui)(shui)人(ren)口(kou)(kou)數(shu)(shu)乘單位(wei)(wei)人(ren)口(kou)(kou)綜(zong)(zong)(zong)(zong)合(he)(he)(he)用(yong)(yong)(yong)水(shui)(shui)(shui)(shui)(shui)量(liang)(liang)(liang)(liang)(liang)[5,6]。根據(ju)肇(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)慶(qing)(qing)(qing)市歷年(nian)(nian)統計(ji)年(nian)(nian)鑒查得肇(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)慶(qing)(qing)(qing)高(gao)新區(qu)(qu)近年(nian)(nian)常住人(ren)口(kou)(kou),并計(ji)算歷年(nian)(nian)人(ren)口(kou)(kou)增長(chang)(chang)率,由肇(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)慶(qing)(qing)(qing)高(gao)新區(qu)(qu)歷年(nian)(nian)水(shui)(shui)(shui)(shui)(shui)資源(yuan)(yuan)公報查得人(ren)均(jun)綜(zong)(zong)(zong)(zong)合(he)(he)(he)用(yong)(yong)(yong)水(shui)(shui)(shui)(shui)(shui)量(liang)(liang)(liang)(liang)(liang)指標(biao),統計(ji)成(cheng)果詳(xiang)見(jian)表2。從(cong)表2可見(jian),自2016年(nian)(nian)起,肇(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)慶(qing)(qing)(qing)高(gao)新區(qu)(qu)人(ren)口(kou)(kou)增長(chang)(chang)明(ming)(ming)顯(xian),這(zhe)與(yu)高(gao)新區(qu)(qu)經濟發展及(ji)水(shui)(shui)(shui)(shui)(shui)廠取供水(shui)(shui)(shui)(shui)(shui)變(bian)化趨勢較為(wei)一致,也從(cong)側面反映了基(ji)(ji)(ji)礎數(shu)(shu)據(ju)的(de)(de)(de)(de)(de)合(he)(he)(he)理性(xing)。而人(ren)均(jun)綜(zong)(zong)(zong)(zong)合(he)(he)(he)用(yong)(yong)(yong)水(shui)(shui)(shui)(shui)(shui)量(liang)(liang)(liang)(liang)(liang)自2016年(nian)(nian)起有(you)所(suo)下降(jiang),這(zhe)與(yu)肇(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)慶(qing)(qing)(qing)市實行(xing)《肇(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)慶(qing)(qing)(qing)市“十三五(wu)”實行(xing)最(zui)嚴(yan)格水(shui)(shui)(shui)(shui)(shui)資源(yuan)(yuan)管理制度考(kao)核工作實施(shi)方案(an)》后(hou)社(she)(she)會(hui)整體(ti)加(jia)(jia)強節水(shui)(shui)(shui)(shui)(shui)意(yi)識(shi)有(you)關(guan)。由于(yu)2016年(nian)(nian)后(hou)人(ren)口(kou)(kou)增長(chang)(chang)變(bian)化明(ming)(ming)顯(xian)且2017—2019年(nian)(nian)人(ren)口(kou)(kou)增長(chang)(chang)率較為(wei)穩(wen)定,結合(he)(he)(he)社(she)(she)會(hui)的(de)(de)(de)(de)(de)發展趨勢,本次(ci)采用(yong)(yong)(yong)2017—2019年(nian)(nian)的(de)(de)(de)(de)(de)數(shu)(shu)據(ju)作為(wei)預(yu)測(ce)人(ren)口(kou)(kou)增長(chang)(chang)率的(de)(de)(de)(de)(de)基(ji)(ji)(ji)礎數(shu)(shu)據(ju)。2017—2019年(nian)(nian)年(nian)(nian)均(jun)人(ren)口(kou)(kou)增長(chang)(chang)率為(wei)5.14%,而這(zhe)2a增長(chang)(chang)率基(ji)(ji)(ji)本維持在5.0%左右(you),考(kao)慮到疫情(qing)常態(tai)化后(hou)經濟有(you)所(suo)放緩且周邊城市人(ren)口(kou)(kou)增長(chang)(chang)率逐(zhu)年(nian)(nian)下降(jiang)等實際情(qing)況,本次(ci)肇(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)慶(qing)(qing)(qing)高(gao)新區(qu)(qu)人(ren)口(kou)(kou)增長(chang)(chang)率取4.0%。由于(yu)人(ren)均(jun)綜(zong)(zong)(zong)(zong)合(he)(he)(he)用(yong)(yong)(yong)水(shui)(shui)(shui)(shui)(shui)量(liang)(liang)(liang)(liang)(liang)變(bian)化較大(da)且變(bian)化無明(ming)(ming)顯(xian)規(gui)律(lv),考(kao)慮到社(she)(she)會(hui)整體(ti)的(de)(de)(de)(de)(de)節水(shui)(shui)(shui)(shui)(shui)意(yi)識(shi)及(ji)措施(shi)加(jia)(jia)強,未來人(ren)均(jun)綜(zong)(zong)(zong)(zong)合(he)(he)(he)用(yong)(yong)(yong)水(shui)(shui)(shui)(shui)(shui)量(liang)(liang)(liang)(liang)(liang)變(bian)化應不大(da),且這(zhe)幾(ji)年(nian)(nian)人(ren)均(jun)綜(zong)(zong)(zong)(zong)合(he)(he)(he)用(yong)(yong)(yong)水(shui)(shui)(shui)(shui)(shui)量(liang)(liang)(liang)(liang)(liang)圍繞600m3上下波動,而該數(shu)(shu)字恰好為(wei)2014—2019年(nian)(nian)人(ren)均(jun)綜(zong)(zong)(zong)(zong)合(he)(he)(he)用(yong)(yong)(yong)水(shui)(shui)(shui)(shui)(shui)量(liang)(liang)(liang)(liang)(liang)的(de)(de)(de)(de)(de)平均(jun)值,故本次(ci)預(yu)測(ce)各規(gui)劃(hua)水(shui)(shui)(shui)(shui)(shui)平年(nian)(nian)的(de)(de)(de)(de)(de)人(ren)均(jun)綜(zong)(zong)(zong)(zong)合(he)(he)(he)用(yong)(yong)(yong)水(shui)(shui)(shui)(shui)(shui)量(liang)(liang)(liang)(liang)(liang)均(jun)取600m3。由于(yu)肇(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)慶(qing)(qing)(qing)市水(shui)(shui)(shui)(shui)(shui)資源(yuan)(yuan)公報明(ming)(ming)確(que)了其統計(ji)的(de)(de)(de)(de)(de)用(yong)(yong)(yong)水(shui)(shui)(shui)(shui)(shui)量(liang)(liang)(liang)(liang)(liang)為(wei)分配(pei)給用(yong)(yong)(yong)戶的(de)(de)(de)(de)(de)包(bao)括輸水(shui)(shui)(shui)(shui)(shui)損失在內的(de)(de)(de)(de)(de)毛(mao)用(yong)(yong)(yong)水(shui)(shui)(shui)(shui)(shui)量(liang)(liang)(liang)(liang)(liang),所(suo)以本次(ci)由單位(wei)(wei)人(ren)口(kou)(kou)綜(zong)(zong)(zong)(zong)合(he)(he)(he)用(yong)(yong)(yong)水(shui)(shui)(shui)(shui)(shui)量(liang)(liang)(liang)(liang)(liang)指標(biao)法預(yu)測(ce)的(de)(de)(de)(de)(de)用(yong)(yong)(yong)水(shui)(shui)(shui)(shui)(shui)量(liang)(liang)(liang)(liang)(liang)即為(wei)取水(shui)(shui)(shui)(shui)(shui)量(liang)(liang)(liang)(liang)(liang)。根據(ju)人(ren)口(kou)(kou)增長(chang)(chang)率及(ji)人(ren)均(jun)綜(zong)(zong)(zong)(zong)合(he)(he)(he)用(yong)(yong)(yong)水(shui)(shui)(shui)(shui)(shui)量(liang)(liang)(liang)(liang)(liang),預(yu)測(ce)各規(gui)劃(hua)水(shui)(shui)(shui)(shui)(shui)平年(nian)(nian)的(de)(de)(de)(de)(de)用(yong)(yong)(yong)水(shui)(shui)(shui)(shui)(shui)量(liang)(liang)(liang)(liang)(liang)、人(ren)口(kou)(kou)及(ji)取水(shui)(shui)(shui)(shui)(shui)量(liang)(liang)(liang)(liang)(liang),成(cheng)果詳(xiang)見(jian)表3。
3.2.3綜合分析
由供(gong)水(shui)年(nian)增長(chang)(chang)率法(fa)(數(shu)理(li)統計(ji)(ji)法(fa))及單位人(ren)口綜合(he)用水(shui)指標(biao)法(fa)分(fen)別預測肇(zhao)慶高(gao)新區各規劃水(shui)平年(nian)取水(shui)量(liang),成(cheng)果(guo)(guo)詳(xiang)見表4。根(gen)據(ju)上述(shu)兩種(zhong)計(ji)(ji)算方法(fa)所得(de)的(de)(de)肇(zhao)慶高(gao)新區取水(shui)量(liang)偏差(cha)(cha)基(ji)本在19%內,有一定差(cha)(cha)距。因供(gong)水(shui)年(nian)增長(chang)(chang)率法(fa)(數(shu)理(li)統計(ji)(ji)法(fa))是根(gen)據(ju)水(shui)廠供(gong)水(shui)多年(nian)的(de)(de)統計(ji)(ji)資料,通過數(shu)理(li)統計(ji)(ji)的(de)(de)方法(fa)預測用水(shui)量(liang),它建立在大量(liang)的(de)(de)統計(ji)(ji)數(shu)據(ju)基(ji)礎之上,可(ke)信度(du)較高(gao),因此本次論(lun)證最終采用供(gong)水(shui)年(nian)增長(chang)(chang)率法(fa)(數(shu)理(li)統計(ji)(ji)法(fa))的(de)(de)預測成(cheng)果(guo)(guo)。
4供水方案分析
4.1工程建設內容
為了解(jie)決肇(zhao)慶(qing)高(gao)新(xin)區(qu)(qu)的(de)供水(shui)(shui)(shui)(shui)(shui)需(xu)求(qiu),規劃將(jiang)白沙取(qu)(qu)水(shui)(shui)(shui)(shui)(shui)口(kou)(kou)遷(qian)建(jian)(jian)到一(yi)(yi)村(cun)取(qu)(qu)水(shui)(shui)(shui)(shui)(shui)口(kou)(kou)。肇(zhao)慶(qing)高(gao)新(xin)區(qu)(qu)一(yi)(yi)村(cun)取(qu)(qu)水(shui)(shui)(shui)(shui)(shui)口(kou)(kou)遷(qian)建(jian)(jian)工程位(wei)于(yu)廣東省肇(zhao)慶(qing)市大(da)(da)旺(wang)高(gao)新(xin)區(qu)(qu)古塘取(qu)(qu)水(shui)(shui)(shui)(shui)(shui)口(kou)(kou)上游約200m處(chu)。取(qu)(qu)水(shui)(shui)(shui)(shui)(shui)頭部擬建(jian)(jian)在(zai)(zai)大(da)(da)旺(wang)圍K2+050處(chu)的(de)距離(li)堤(di)頂165m的(de)北(bei)江(jiang)河床中。取(qu)(qu)水(shui)(shui)(shui)(shui)(shui)頭部為2個D1620喇叭口(kou)(kou),用5根(gen)DN500鋼(gang)管(guan)樁固(gu)定,四周用PLW型(xing)攔(lan)污格網圍護,兩側進水(shui)(shui)(shui)(shui)(shui),上、下游分別設(she)(she)導流板除(chu)去雜草等漂、懸(xuan)浮物,在(zai)(zai)常水(shui)(shui)(shui)(shui)(shui)位(wei)以上設(she)(she)檢修平臺以利巡(xun)視、清(qing)渣,格柵按順(shun)水(shui)(shui)(shui)(shui)(shui)方(fang)向成(cheng)45°角布置(zhi),以減少(shao)堵塞。引水(shui)(shui)(shui)(shui)(shui)管(guan)采用2根(gen)DN1600鋼(gang)管(guan),自流引水(shui)(shui)(shui)(shui)(shui)管(guan)水(shui)(shui)(shui)(shui)(shui)平軸(zhou)線長(chang)228m。取(qu)(qu)水(shui)(shui)(shui)(shui)(shui)泵房(fang)擬建(jian)(jian)在(zai)(zai)大(da)(da)旺(wang)圍K2+050處(chu)堤(di)防背水(shui)(shui)(shui)(shui)(shui)側,距離(li)堤(di)頂80m,在(zai)(zai)原(yuan)取(qu)(qu)水(shui)(shui)(shui)(shui)(shui)口(kou)(kou)(白沙取(qu)(qu)水(shui)(shui)(shui)(shui)(shui)口(kou)(kou))的(de)上游約4km的(de)位(wei)置(zhi)。原(yuan)水(shui)(shui)(shui)(shui)(shui)輸水(shui)(shui)(shui)(shui)(shui)管(guan)從取(qu)(qu)水(shui)(shui)(shui)(shui)(shui)泵房(fang)出來后,沿大(da)(da)旺(wang)圍管(guan)理界線外(wai)的(de)區(qu)(qu)域平行大(da)(da)堤(di)敷(fu)設(she)(she)約1.5km,沿亞鋁(lv)大(da)(da)街北(bei)側敷(fu)設(she)(she)約1km,沿長(chang)岸(an)排渠左岸(an)敷(fu)設(she)(she)2km,最后拐入(ru)古塘南路旁接入(ru)現狀DN800、DN600、DN400管(guan)道(dao)。
4.2供水量分析

4.3供水可靠性分析
規劃(hua)選用北(bei)江(jiang)作為大(da)(da)旺片區的水(shui)(shui)(shui)廠的取水(shui)(shui)(shui)水(shui)(shui)(shui)源。備用水(shui)(shui)(shui)源選用四會大(da)(da)沙水(shui)(shui)(shui)廠綏江(jiang)取水(shui)(shui)(shui)口以北(bei)或大(da)(da)南山水(shui)(shui)(shui)庫。
4.3.1取水可行性(xing)分析(xi)
北江馬房—思賢(xian)滘河段水(shui)(shui)(shui)(shui)量(liang)(liang)(liang)豐富(fu),多(duo)年平均(jun)徑流(liu)(liu)量(liang)(liang)(liang)為(wei)1620m3/s[8],豐水(shui)(shui)(shui)(shui)期平均(jun)流(liu)(liu)量(liang)(liang)(liang)為(wei)2520m3/s,枯水(shui)(shui)(shui)(shui)期平均(jun)流(liu)(liu)量(liang)(liang)(liang)為(wei)714m3/s,歷年枯水(shui)(shui)(shui)(shui)期最小平均(jun)流(liu)(liu)量(liang)(liang)(liang)為(wei)235m3/s。根(gen)據水(shui)(shui)(shui)(shui)文監測數(shu)據,取(qu)(qu)水(shui)(shui)(shui)(shui)斷面天然來水(shui)(shui)(shui)(shui)97%保(bao)證率的日(ri)均(jun)徑流(liu)(liu)量(liang)(liang)(liang)為(wei)225m3/s,取(qu)(qu)水(shui)(shui)(shui)(shui)泵站最大(da)引(yin)水(shui)(shui)(shui)(shui)量(liang)(liang)(liang)為(wei)4.40m3/s,取(qu)(qu)水(shui)(shui)(shui)(shui)流(liu)(liu)量(liang)(liang)(liang)僅占97%保(bao)證率的日(ri)均(jun)徑流(liu)(liu)量(liang)(liang)(liang)的1.96%,對(dui)北江水(shui)(shui)(shui)(shui)資源(yuan)量(liang)(liang)(liang)的影響(xiang)不大(da)。因此(ci),本(ben)工程(cheng)在(zai)北江取(qu)(qu)水(shui)(shui)(shui)(shui)是有保(bao)障的。
4.3.2水源水質情況(kuang)
北(bei)江在(zai)本區(qu)(qu)的(de)河段(duan)(duan)水(shui)(shui)(shui)(shui)(shui)(shui)質(zhi)(zhi)清澈,目前擬建取水(shui)(shui)(shui)(shui)(shui)(shui)點位于二級(ji)水(shui)(shui)(shui)(shui)(shui)(shui)源(yuan)保(bao)護(hu)區(qu)(qu)范(fan)圍,待肇慶(qing)(qing)高(gao)新區(qu)(qu)調(diao)整(zheng)飲用水(shui)(shui)(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)(shui)(shui)源(yuan)保(bao)護(hu)區(qu)(qu)后,位于一級(ji)水(shui)(shui)(shui)(shui)(shui)(shui)源(yuan)保(bao)護(hu)區(qu)(qu)范(fan)圍。根據2020年(nian)(nian)肇慶(qing)(qing)市地(di)表水(shui)(shui)(shui)(shui)(shui)(shui)環境質(zhi)(zhi)量(liang)公示成(cheng)果,2020年(nian)(nian)北(bei)江流域大旺區(qu)(qu)段(duan)(duan)全年(nian)(nian)水(shui)(shui)(shui)(shui)(shui)(shui)質(zhi)(zhi)情(qing)況為Ⅱ類(lei)(lei),汛(xun)期(qi)和非汛(xun)期(qi)河段(duan)(duan)水(shui)(shui)(shui)(shui)(shui)(shui)質(zhi)(zhi)均(jun)為Ⅱ類(lei)(lei)。肇慶(qing)(qing)高(gao)新區(qu)(qu)粵海水(shui)(shui)(shui)(shui)(shui)(shui)務有(you)限公司每(mei)日、每(mei)月對(dui)水(shui)(shui)(shui)(shui)(shui)(shui)源(yuan)水(shui)(shui)(shui)(shui)(shui)(shui)不(bu)同水(shui)(shui)(shui)(shui)(shui)(shui)質(zhi)(zhi)指標(biao)(biao)進(jin)行檢(jian)測(ce)。由檢(jian)測(ce)結(jie)果可(ke)知,本項目水(shui)(shui)(shui)(shui)(shui)(shui)源(yuan)北(bei)江水(shui)(shui)(shui)(shui)(shui)(shui)質(zhi)(zhi)歷年(nian)(nian)來均(jun)可(ke)達(da)到地(di)表水(shui)(shui)(shui)(shui)(shui)(shui)環境質(zhi)(zhi)量(liang)標(biao)(biao)準Ⅱ類(lei)(lei)標(biao)(biao)準。
5結語
通過分析探討可知,將白(bai)沙(sha)取(qu)水(shui)(shui)(shui)(shui)口遷建到一(yi)村,從北江吸取(qu)優質原(yuan)水(shui)(shui)(shui)(shui),水(shui)(shui)(shui)(shui)量充足、水(shui)(shui)(shui)(shui)質有保(bao)障,近(jin)期(qi)向(xiang)將軍山(shan)水(shui)(shui)(shui)(shui)廠(chang)提(ti)供(gong)(gong)原(yuan)水(shui)(shui)(shui)(shui),遠期(qi)和(he)遠景(jing)向(xiang)將軍山(shan)水(shui)(shui)(shui)(shui)廠(chang)、古(gu)塘水(shui)(shui)(shui)(shui)廠(chang)、新(xin)規劃水(shui)(shui)(shui)(shui)廠(chang)提(ti)供(gong)(gong)原(yuan)水(shui)(shui)(shui)(shui),以滿足肇慶高新(xin)區人(ren)民日常生產(chan)生活需要,方案可行,為項目建設提(ti)供(gong)(gong)了科學依據。
