一、引言
21世紀,世界各國(guo)(guo)(guo)(guo)紛(fen)紛(fen)將海(hai)(hai)(hai)(hai)(hai)(hai)(hai)洋(yang)(yang)(yang)(yang)(yang)開(kai)發(fa)與(yu)(yu)利用(yong)提到國(guo)(guo)(guo)(guo)家(jia)戰略(lve)的(de)(de)重(zhong)要地(di)位,海(hai)(hai)(hai)(hai)(hai)(hai)(hai)洋(yang)(yang)(yang)(yang)(yang)在國(guo)(guo)(guo)(guo)際(ji)(ji)政治、經(jing)濟、軍事、科(ke)技競爭中(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)的(de)(de)戰略(lve)地(di)位日(ri)益顯著。黨中(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)央、國(guo)(guo)(guo)(guo)務院多次強(qiang)調海(hai)(hai)(hai)(hai)(hai)(hai)(hai)洋(yang)(yang)(yang)(yang)(yang)在中(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)國(guo)(guo)(guo)(guo)政治、經(jing)濟發(fa)展格局中(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)的(de)(de)重(zhong)要作(zuo)用(yong),在中(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)國(guo)(guo)(guo)(guo)的(de)(de)對(dui)外開(kai)放(fang)中(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)的(de)(de)舉足(zu)輕重(zhong)的(de)(de)地(di)位。海(hai)(hai)(hai)(hai)(hai)(hai)(hai)洋(yang)(yang)(yang)(yang)(yang)意(yi)(yi)識(shi)(shi)中(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)的(de)(de)海(hai)(hai)(hai)(hai)(hai)(hai)(hai)洋(yang)(yang)(yang)(yang)(yang)權益意(yi)(yi)識(shi)(shi)與(yu)(yu)國(guo)(guo)(guo)(guo)家(jia)主權、安(an)全(quan)、發(fa)展利益息息相關,不(bu)可(ke)忽視。在中(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)國(guo)(guo)(guo)(guo)生(sheng)態(tai)文(wen)明建設中(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)(zhong),海(hai)(hai)(hai)(hai)(hai)(hai)(hai)洋(yang)(yang)(yang)(yang)(yang)面(mian)積(ji)占中(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)國(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)土總面(mian)積(ji)的(de)(de)1/3,海(hai)(hai)(hai)(hai)(hai)(hai)(hai)洋(yang)(yang)(yang)(yang)(yang)環境是(shi)生(sheng)態(tai)文(wen)明建設不(bu)可(ke)或缺的(de)(de)一部(bu)分。由(you)此可(ke)見,為(wei)實現(xian)中(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)國(guo)(guo)(guo)(guo)強(qiang)國(guo)(guo)(guo)(guo)夢以(yi)及實現(xian)中(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)華民(min)族(zu)偉大(da)復興,海(hai)(hai)(hai)(hai)(hai)(hai)(hai)洋(yang)(yang)(yang)(yang)(yang)強(qiang)國(guo)(guo)(guo)(guo)戰略(lve)勢在必(bi)行。海(hai)(hai)(hai)(hai)(hai)(hai)(hai)洋(yang)(yang)(yang)(yang)(yang)意(yi)(yi)識(shi)(shi)是(shi)在人們認知層面(mian)建立的(de)(de)對(dui)海(hai)(hai)(hai)(hai)(hai)(hai)(hai)洋(yang)(yang)(yang)(yang)(yang)的(de)(de)全(quan)面(mian)、深刻(ke)的(de)(de)認識(shi)(shi)。海(hai)(hai)(hai)(hai)(hai)(hai)(hai)洋(yang)(yang)(yang)(yang)(yang)意(yi)(yi)識(shi)(shi)不(bu)僅僅是(shi)單(dan)純的(de)(de)對(dui)海(hai)(hai)(hai)(hai)(hai)(hai)(hai)洋(yang)(yang)(yang)(yang)(yang)資源或是(shi)海(hai)(hai)(hai)(hai)(hai)(hai)(hai)洋(yang)(yang)(yang)(yang)(yang)環境的(de)(de)簡單(dan)認識(shi)(shi)。目前國(guo)(guo)(guo)(guo)民(min)的(de)(de)海(hai)(hai)(hai)(hai)(hai)(hai)(hai)洋(yang)(yang)(yang)(yang)(yang)意(yi)(yi)識(shi)(shi)大(da)多還停留在淺層,缺乏系統全(quan)面(mian)的(de)(de)海(hai)(hai)(hai)(hai)(hai)(hai)(hai)洋(yang)(yang)(yang)(yang)(yang)意(yi)(yi)識(shi)(shi)。中(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)國(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)民(min)海(hai)(hai)(hai)(hai)(hai)(hai)(hai)洋(yang)(yang)(yang)(yang)(yang)意(yi)(yi)識(shi)(shi)的(de)(de)低下嚴重(zhong)阻礙了中(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)國(guo)(guo)(guo)(guo)建設發(fa)展海(hai)(hai)(hai)(hai)(hai)(hai)(hai)洋(yang)(yang)(yang)(yang)(yang)相關產業,進(jin)而拉大(da)了中(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)國(guo)(guo)(guo)(guo)與(yu)(yu)國(guo)(guo)(guo)(guo)際(ji)(ji)海(hai)(hai)(hai)(hai)(hai)(hai)(hai)洋(yang)(yang)(yang)(yang)(yang)強(qiang)國(guo)(guo)(guo)(guo)之間(jian)的(de)(de)差距。連(lian)云(yun)港市位于江蘇(su)省的(de)(de)東(dong)北部(bu),有著“海(hai)(hai)(hai)(hai)(hai)(hai)(hai)州”之稱。連(lian)云(yun)港是(shi)個名副其(qi)實的(de)(de)港口(kou)城市,具有背山臨海(hai)(hai)(hai)(hai)(hai)(hai)(hai)的(de)(de)得(de)天獨厚地(di)理優勢,受(shou)到了大(da)海(hai)(hai)(hai)(hai)(hai)(hai)(hai)的(de)(de)眷(juan)顧(gu)。海(hai)(hai)(hai)(hai)(hai)(hai)(hai)洋(yang)(yang)(yang)(yang)(yang)成(cheng)為(wei)連(lian)云(yun)港市民(min)生(sheng)活中(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)必(bi)不(bu)可(ke)少的(de)(de)一部(bu)分。本文(wen)以(yi)連(lian)云(yun)港市民(min)為(wei)研究(jiu)對(dui)象(xiang),通過文(wen)獻閱讀以(yi)及問卷調查方法,發(fa)現(xian)連(lian)云(yun)港市民(min)海(hai)(hai)(hai)(hai)(hai)(hai)(hai)洋(yang)(yang)(yang)(yang)(yang)政治意(yi)(yi)識(shi)(shi)和文(wen)化意(yi)(yi)識(shi)(shi)有所(suo)欠(qian)缺,進(jin)而提出增強(qiang)海(hai)(hai)(hai)(hai)(hai)(hai)(hai)洋(yang)(yang)(yang)(yang)(yang)意(yi)(yi)識(shi)(shi)的(de)(de)相關建議。
二、文獻回顧
通過對關鍵詞“居民海洋意識”檢索發現在CNKI中的北大核心、CSSCI以及CSCD發表成果中,較少學者對此領域進行研究。由于(yu)(yu)本(ben)文(wen)(wen)研(yan)(yan)究(jiu)(jiu)(jiu)(jiu)(jiu)(jiu)需要(yao),現將檢(jian)索(suo)范圍擴(kuo)大(da)(da)(da)(da)至(zhi)CNKI全部(bu)(bu)文(wen)(wen)獻檢(jian)索(suo),關鍵詞擴(kuo)大(da)(da)(da)(da)至(zhi)“海(hai)(hai)(hai)(hai)(hai)洋(yang)(yang)(yang)(yang)(yang)意(yi)(yi)(yi)(yi)識(shi)研(yan)(yan)究(jiu)(jiu)(jiu)(jiu)(jiu)(jiu)”,時間仍然固(gu)定在(zai)(zai)(zai)2000年(nian)至(zhi)2020年(nian),共(gong)有(you)148篇(pian)(pian)理(li)論成(cheng)(cheng)果(guo)。運(yun)用(yong)可(ke)視(shi)(shi)(shi)(shi)化(hua)分(fen)析對(dui)(dui)(dui)(dui)文(wen)(wen)獻來(lai)源以及分(fen)布學(xue)(xue)(xue)(xue)(xue)(xue)科進(jin)行分(fen)析可(ke)以得出(chu),此領(ling)域研(yan)(yan)究(jiu)(jiu)(jiu)(jiu)(jiu)(jiu)在(zai)(zai)(zai)2010年(nian)起有(you)大(da)(da)(da)(da)量成(cheng)(cheng)果(guo)產(chan)出(chu)。說明(ming)(ming)在(zai)(zai)(zai)2010年(nian)開(kai)始,學(xue)(xue)(xue)(xue)(xue)(xue)者(zhe)(zhe)已(yi)經開(kai)始重(zhong)視(shi)(shi)(shi)(shi)對(dui)(dui)(dui)(dui)全社(she)會(hui)海(hai)(hai)(hai)(hai)(hai)洋(yang)(yang)(yang)(yang)(yang)意(yi)(yi)(yi)(yi)識(shi)進(jin)行探(tan)(tan)究(jiu)(jiu)(jiu)(jiu)(jiu)(jiu),理(li)論成(cheng)(cheng)果(guo)在(zai)(zai)(zai)2014年(nian)最多(duo)(duo)達到22篇(pian)(pian),以后年(nian)份研(yan)(yan)究(jiu)(jiu)(jiu)(jiu)(jiu)(jiu)成(cheng)(cheng)果(guo)波(bo)動顯(xian)(xian)(xian)著。其(qi)中(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)文(wen)(wen)獻多(duo)(duo)來(lai)源于(yu)(yu)中(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)國(guo)(guo)海(hai)(hai)(hai)(hai)(hai)洋(yang)(yang)(yang)(yang)(yang)社(she)會(hui)學(xue)(xue)(xue)(xue)(xue)(xue)研(yan)(yan)究(jiu)(jiu)(jiu)(jiu)(jiu)(jiu)、中(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)國(guo)(guo)海(hai)(hai)(hai)(hai)(hai)洋(yang)(yang)(yang)(yang)(yang)大(da)(da)(da)(da)學(xue)(xue)(xue)(xue)(xue)(xue)、大(da)(da)(da)(da)連海(hai)(hai)(hai)(hai)(hai)事大(da)(da)(da)(da)學(xue)(xue)(xue)(xue)(xue)(xue)、山(shan)東師(shi)范大(da)(da)(da)(da)學(xue)(xue)(xue)(xue)(xue)(xue)、天津師(shi)范大(da)(da)(da)(da)學(xue)(xue)(xue)(xue)(xue)(xue)等(deng)(deng)(deng)(deng)(deng)(deng)沿(yan)(yan)海(hai)(hai)(hai)(hai)(hai)城市重(zhong)點高等(deng)(deng)(deng)(deng)(deng)(deng)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao),說明(ming)(ming)沿(yan)(yan)海(hai)(hai)(hai)(hai)(hai)城市對(dui)(dui)(dui)(dui)海(hai)(hai)(hai)(hai)(hai)洋(yang)(yang)(yang)(yang)(yang)意(yi)(yi)(yi)(yi)識(shi)探(tan)(tan)究(jiu)(jiu)(jiu)(jiu)(jiu)(jiu)與發展是(shi)比(bi)較重(zhong)視(shi)(shi)(shi)(shi)的(de)(de)。相(xiang)比(bi)較而(er)言,內(nei)陸學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)和相(xiang)關機構發文(wen)(wen)不(bu)顯(xian)(xian)(xian)著。其(qi)中(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)(zhong),研(yan)(yan)究(jiu)(jiu)(jiu)(jiu)(jiu)(jiu)學(xue)(xue)(xue)(xue)(xue)(xue)科多(duo)(duo)分(fen)布于(yu)(yu)海(hai)(hai)(hai)(hai)(hai)洋(yang)(yang)(yang)(yang)(yang)學(xue)(xue)(xue)(xue)(xue)(xue)、中(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)等(deng)(deng)(deng)(deng)(deng)(deng)教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)、高等(deng)(deng)(deng)(deng)(deng)(deng)教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)等(deng)(deng)(deng)(deng)(deng)(deng)學(xue)(xue)(xue)(xue)(xue)(xue)科。說明(ming)(ming)對(dui)(dui)(dui)(dui)現代海(hai)(hai)(hai)(hai)(hai)洋(yang)(yang)(yang)(yang)(yang)意(yi)(yi)(yi)(yi)識(shi)的(de)(de)探(tan)(tan)究(jiu)(jiu)(jiu)(jiu)(jiu)(jiu)與培養(yang)多(duo)(duo)集中(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)在(zai)(zai)(zai)中(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)高等(deng)(deng)(deng)(deng)(deng)(deng)教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)方(fang)面(mian)(mian),與“教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)應(ying)從娃娃抓起”的(de)(de)觀點契合。在(zai)(zai)(zai)研(yan)(yan)究(jiu)(jiu)(jiu)(jiu)(jiu)(jiu)內(nei)容上,多(duo)(duo)位學(xue)(xue)(xue)(xue)(xue)(xue)者(zhe)(zhe)對(dui)(dui)(dui)(dui)中(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)高等(deng)(deng)(deng)(deng)(deng)(deng)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)海(hai)(hai)(hai)(hai)(hai)洋(yang)(yang)(yang)(yang)(yang)意(yi)(yi)(yi)(yi)識(shi)做了(le)調(diao)查(cha)(cha)研(yan)(yan)究(jiu)(jiu)(jiu)(jiu)(jiu)(jiu),其(qi)中(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)學(xue)(xue)(xue)(xue)(xue)(xue)者(zhe)(zhe)盧成(cheng)(cheng)森、王靜等(deng)(deng)(deng)(deng)(deng)(deng)人分(fen)地(di)(di)域對(dui)(dui)(dui)(dui)中(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)國(guo)(guo)大(da)(da)(da)(da)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)海(hai)(hai)(hai)(hai)(hai)洋(yang)(yang)(yang)(yang)(yang)意(yi)(yi)(yi)(yi)識(shi)進(jin)行抽樣調(diao)查(cha)(cha)研(yan)(yan)究(jiu)(jiu)(jiu)(jiu)(jiu)(jiu)并進(jin)行對(dui)(dui)(dui)(dui)比(bi)研(yan)(yan)究(jiu)(jiu)(jiu)(jiu)(jiu)(jiu),研(yan)(yan)究(jiu)(jiu)(jiu)(jiu)(jiu)(jiu)發現在(zai)(zai)(zai)東部(bu)(bu)地(di)(di)區讀書的(de)(de)大(da)(da)(da)(da)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)海(hai)(hai)(hai)(hai)(hai)洋(yang)(yang)(yang)(yang)(yang)意(yi)(yi)(yi)(yi)識(shi)普遍高于(yu)(yu)西(xi)部(bu)(bu)地(di)(di)區。其(qi)中(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)學(xue)(xue)(xue)(xue)(xue)(xue)者(zhe)(zhe)盧成(cheng)(cheng)森研(yan)(yan)究(jiu)(jiu)(jiu)(jiu)(jiu)(jiu)發現,雖然東部(bu)(bu)地(di)(di)區大(da)(da)(da)(da)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)海(hai)(hai)(hai)(hai)(hai)洋(yang)(yang)(yang)(yang)(yang)意( 三、調查結果

課(ke)(ke)堂(tang)是學生(sheng)接受(shou)知識(shi)的(de)(de)主要途(tu)徑(jing),連云港市(shi)教(jiao)(jiao)(jiao)育(yu)相關部門(men)應(ying)在海(hai)(hai)(hai)洋(yang)(yang)意(yi)(yi)(yi)識(shi)的(de)(de)課(ke)(ke)堂(tang)教(jiao)(jiao)(jiao)學中(zhong),由教(jiao)(jiao)(jiao)師引導并通過教(jiao)(jiao)(jiao)學方式提(ti)升(sheng)學生(sheng)海(hai)(hai)(hai)洋(yang)(yang)興趣(qu)和海(hai)(hai)(hai)洋(yang)(yang)意(yi)(yi)(yi)識(shi)。目(mu)前(qian),連云港已經擁(yong)有一所(suo)較為完(wan)備(bei)的(de)(de)海(hai)(hai)(hai)洋(yang)(yang)類大學,但(dan)尚未建成成熟的(de)(de)海(hai)(hai)(hai)洋(yang)(yang)意(yi)(yi)(yi)識(shi)教(jiao)(jiao)(jiao)育(yu)體(ti)系(xi)。因此(ci),連云港高校(xiao)應(ying)繼續推進海(hai)(hai)(hai)洋(yang)(yang)課(ke)(ke)程(cheng)體(ti)系(xi)建設(she),與此(ci)同(tong)時(shi),在建成后具(ju)體(ti)的(de)(de)實施過程(cheng)中(zhong),要盡量避免中(zhong)國(guo)教(jiao)(jiao)(jiao)育(yu)體(ti)制(zhi)對升(sheng)學的(de)(de)規(gui)定(ding)等主客(ke)觀因素對學生(sheng)海(hai)(hai)(hai)洋(yang)(yang)意(yi)(yi)(yi)識(shi)教(jiao)(jiao)(jiao)育(yu)的(de)(de)消極影(ying)響,盡量平均(jun)安排各(ge)個學科的(de)(de)課(ke)(ke)時(shi)。統一教(jiao)(jiao)(jiao)學用材,保證連云港學生(sheng)所(suo)接受(shou)的(de)(de)海(hai)(hai)(hai)洋(yang)(yang)意(yi)(yi)(yi)識(shi)教(jiao)(jiao)(jiao)育(yu)課(ke)(ke)程(cheng)的(de)(de)質(zhi)量,不斷提(ti)升(sheng)學生(sheng)海(hai)(hai)(hai)洋(yang)(yang)意(yi)(yi)(yi)識(shi)。同(tong)時(shi),連云港市(shi)政(zheng)府應(ying)大力鼓勵學校(xiao)開展海(hai)(hai)(hai)洋(yang)(yang)相關教(jiao)(jiao)(jiao)育(yu)活動,營造出連云港海(hai)(hai)(hai)洋(yang)(yang)文化意(yi)(yi)(yi)識(shi)和海(hai)(hai)(hai)洋(yang)(yang)政(zheng)治意(yi)(yi)(yi)識(shi)氛圍,從而提(ti)高全民(min)海(hai)(hai)(hai)洋(yang)(yang)意(yi)(yi)(yi)識(shi)。
(三)重視海洋(yang)文化發展(zhan)
