廣東茂(mao)名市(shi)下轄有高州、信宜、化州3個縣級(ji)市(shi),目前這三個縣級(ji)市(shi)都已(yi)完(wan)成了(le)縣級(ji)融媒(mei)體中心組建(jian),通(tong)過近年來(lai)縣級(ji)媒(mei)體融合方面的(de)不斷探索(suo),取得了(le)一(yi)定發展成效。
(一)深化改革整合(he)資源(yuan),完成融媒(mei)體中(zhong)心機(ji)構(gou)組建
在2018年至2020年間,高州、信宜、化州三(san)市陸續將屬地新(xin)聞中心(xin)、廣播電(dian)視臺(tai)進(jin)(jin)行合(he)并(bing),成(cheng)立縣(xian)級(ji)融(rong)媒(mei)體(ti)中心(xin),納入事業單位(wei)進(jin)(jin)行管理。前期通過財政投入、廣電(dian)有線電(dian)視業務(wu)(wu)分成(cheng)、單位(wei)自籌等(deng)方式籌集資金,用于(yu)對融(rong)媒(mei)體(ti)中心(xin)辦(ban)公(gong)場所(suo)改造升級(ji),軟硬(ying)件更新(xin)換代等(deng)方面。每(mei)個(ge)縣(xian)級(ji)融(rong)媒(mei)體(ti)中心(xin)建立了統一的機構組織架構,制定出(chu)《融(rong)媒(mei)體(ti)中心(xin)三(san)審制度(du)》《融(rong)媒(mei)體(ti)中心(xin)采編制度(du)》等(deng)規范性管理制度(du),合(he)并(bing)整合(he)兩個(ge)媒(mei)體(ti)業務(wu)(wu)的報紙、電(dian)視欄目(mu)、電(dian)臺(tai)頻道(dao)及新(xin)媒(mei)體(ti)號等(deng)資源,以(yi)適應新(xin)時代下融(rong)媒(mei)體(ti)發展需(xu)求(qiu)。
(二)引入“中央廚房”新聞采編模式,構建數字化內容產生、傳播和運營體系
各縣(xian)級(ji)融媒(mei)體中心都與省級(ji)媒(mei)體建(jian)(jian)立合(he)作關系,依托省媒(mei)南方日報“南方+”、省廣電(dian)“觸電(dian)新(xin)聞”的(de)(de)傳(chuan)播(bo)渠道(dao)與技(ji)術支撐,推進(jin)融媒(mei)體中心指揮(hui)調(diao)度、演播(bo)發(fa)布、機(ji)(ji)房(fang)播(bo)控、全媒(mei)體內容(rong)管理等方面(mian)建(jian)(jian)設。建(jian)(jian)立起縣(xian)級(ji)融媒(mei)體新(xin)聞資訊發(fa)布指揮(hui)調(diao)度機(ji)(ji)制,重構(gou)新(xin)聞生產流程,實現對(dui)新(xin)聞報道(dao)進(jin)行統一(yi)策劃部(bu)署,統一(yi)調(diao)配采(cai)(cai)編(bian)人員,統一(yi)安排(pai)采(cai)(cai)訪任務,構(gou)建(jian)(jian)起一(yi)次采(cai)(cai)集(ji)、多(duo)角度報道(dao)、多(duo)平(ping)臺(tai)發(fa)布、多(duo)渠道(dao)傳(chuan)播(bo)的(de)(de)融媒(mei)體傳(chuan)播(bo)一(yi)體化(hua)新(xin)格局。
(三)實施移(yi)動優先戰略,推(tui)出(chu)縣(xian)域特色客戶端APP
基于我(wo)國(guo)半(ban)數以上(shang)網(wang)民有(you)使用(yong)手(shou)機(ji)(ji)獲取資(zi)(zi)訊(xun)(xun)的習慣,各縣級(ji)融媒(mei)體中(zhong)心相(xiang)繼(ji)推出了“看(kan)高州(zhou)”“云(yun)上(shang)化州(zhou)”“云(yun)端(duan)(duan)(duan)信(xin)宜”等(deng)(deng)面向(xiang)(xiang)本地(di)(di)用(yong)戶(hu)(hu)的手(shou)機(ji)(ji)新(xin)聞(wen)客(ke)戶(hu)(hu)端(duan)(duan)(duan)APP。其功(gong)能(neng)集(ji)新(xin)聞(wen)發布(bu)、直(zhi)播(bo)點(dian)播(bo)、政務民生(sheng)服(fu)(fu)務等(deng)(deng)多(duo)功(gong)能(neng)于一體,除了報(bao)道新(xin)聞(wen)外(wai),還在客(ke)戶(hu)(hu)端(duan)(duan)(duan)APP搭建(jian)起縣域公(gong)共服(fu)(fu)務平(ping)臺(tai),線上(shang)鏈接(jie)各縣鄉(xiang)行政職能(neng)窗口部門,為當地(di)(di)城鄉(xiang)用(yong)戶(hu)(hu)提供(gong)(gong)各類新(xin)聞(wen)資(zi)(zi)訊(xun)(xun)及(ji)政務業(ye)務網(wang)上(shang)辦理。目前,“看(kan)高州(zhou)”客(ke)戶(hu)(hu)端(duan)(duan)(duan)累計(ji)下(xia)載總(zong)量15.8萬(wan)(wan)人(ren)次(ci)(ci),“云(yun)上(shang)化州(zhou)”客(ke)戶(hu)(hu)端(duan)(duan)(duan)累計(ji)下(xia)載總(zong)量8.6萬(wan)(wan)人(ren)次(ci)(ci),“云(yun)端(duan)(duan)(duan)信(xin)宜”客(ke)戶(hu)(hu)端(duan)(duan)(duan)累計(ji)下(xia)載總(zong)量7.5萬(wan)(wan)人(ren)次(ci)(ci),基本實現APP平(ping)臺(tai)向(xiang)(xiang)縣、鎮、村(cun)三級(ji)黨員的推廣(guang)覆(fu)蓋(gai)。(四)組建(jian)全媒(mei)體矩陣,提升縣級(ji)融媒(mei)體傳(chuan)(chuan)(chuan)播(bo)力影響力。茂名三個縣市融媒(mei)體中(zhong)心以客(ke)戶(hu)(hu)端(duan)(duan)(duan)APP作為信(xin)息(xi)(xi)發布(bu)的中(zhong)心樞紐,通過(guo)在客(ke)戶(hu)(hu)端(duan)(duan)(duan)APP首發本地(di)(di)新(xin)聞(wen)信(xin)息(xi)(xi),組織所屬電臺(tai)頻(pin)道、電視欄目、電子報(bao)、公(gong)眾號(hao)、視頻(pin)號(hao)、鄉(xiang)村(cun)大喇(la)叭、戶(hu)(hu)外(wai)大屏(ping)等(deng)(deng)平(ping)臺(tai)同(tong)步(bu)聯動(dong)轉播(bo),實現一點(dian)多(duo)聯、網(wang)點(dian)交織、平(ping)臺(tai)全覆(fu)蓋(gai)的模(mo)式(shi),構(gou)建(jian)起縣級(ji)主流媒(mei)體傳(chuan)(chuan)(chuan)播(bo)矩陣。比如,高州(zhou)融媒(mei)體中(zhong)心建(jian)立(li)的“廣(guang)播(bo)電視報(bao)網(wang)端(duan)(duan)(duan)微屏(ping)”傳(chuan)(chuan)(chuan)播(bo)機(ji)(ji)制,以“看(kan)高州(zhou)”APP為載體,整合(he)發布(bu)中(zhong)央到地(di)(di)方的實時(shi)新(xin)聞(wen)動(dong)態,提供(gong)(gong)覆(fu)蓋(gai)本地(di)(di)的各類生(sheng)活資(zi)(zi)訊(xun)(xun)服(fu)(fu)務,不間斷向(xiang)(xiang)省媒(mei)平(ping)臺(tai)、各商(shang)業(ye)網(wang)站、社交平(ping)臺(tai)輸出本地(di)(di)優質內容,讓信(xin)息(xi)(xi)傳(chuan)(chuan)(chuan)播(bo)有(you)融有(you)分(fen)、統分(fen)結合(he),有(you)效發揮了縣級(ji)融媒(mei)體中(zhong)心服(fu)(fu)務屬地(di)(di)對(dui)外(wai)宣(xuan)傳(chuan)(chuan)(chuan)、網(wang)上(shang)輿(yu)論引導、基層信(xin)息(xi)(xi)服(fu)(fu)務供(gong)(gong)給(gei)的橋梁功(gong)能(neng)。
二、縣級融媒體中心在賦能鄉村振興戰略中發揮的作用
(一)重塑縣(xian)域“頭部媒體”,政治宣傳向(xiang)鄉村(cun)下沉
“頭部(bu)(bu)媒(mei)體(ti)”是(shi)指(zhi)在(zai)傳(chuan)媒(mei)行業及(ji)一(yi)定(ding)區域(yu)(yu)內關注度(du)相(xiang)對集中(zhong)的(de)媒(mei)體(ti)。在(zai)當前移動(dong)互聯網時代(dai),由于信(xin)息傳(chuan)播高(gao)度(du)泛(fan)化、社(she)會化、移動(dong)化[2],作為“頭部(bu)(bu)”的(de)傳(chuan)統主流(liu)媒(mei)體(ti)傳(chuan)播力(li)(li)和影響(xiang)力(li)(li)正被網絡新媒(mei)體(ti)崛(jue)起不斷稀釋,在(zai)資(zi)金、技術、人才等方(fang)面(mian)(mian)緊缺下(xia),茂(mao)名三(san)個縣級(ji)市融(rong)(rong)(rong)媒(mei)體(ti)中(zhong)心(xin)及(ji)時整(zheng)合了當地(di)分(fen)散的(de)媒(mei)體(ti)資(zi)源,重塑了縣域(yu)(yu)頭部(bu)(bu)主流(liu)媒(mei)體(ti)政治宣(xuan)傳(chuan)功能。一(yi)方(fang)面(mian)(mian),縣級(ji)融(rong)(rong)(rong)媒(mei)體(ti)中(zhong)心(xin)在(zai)其(qi)運營的(de)平臺上,及(ji)時將中(zhong)央、地(di)方(fang)最新重大決策(ce)部(bu)(bu)署(shu)及(ji)工作措施(shi)向(xiang)農(nong)村基(ji)(ji)層下(xia)沉傳(chuan)播,在(zai)鄉(xiang)(xiang)村文明(ming)創(chuang)建(jian)、脫貧攻(gong)堅(jian)、疫情防控、農(nong)村危房改造、惠(hui)農(nong)政策(ce)等方(fang)面(mian)(mian),實現“三(san)微一(yi)端”全媒(mei)體(ti)聯動(dong)覆蓋,加深鄉(xiang)(xiang)村群(qun)眾對國家(jia)政策(ce)的(de)認同擁護。另一(yi)方(fang)面(mian)(mian),縣級(ji)融(rong)(rong)(rong)媒(mei)體(ti)中(zhong)心(xin)在(zai)各個村鎮設有消息聯絡點,定(ding)期或不定(ding)期地(di)組織下(xia)到基(ji)(ji)層開展“三(san)農(nong)”題(ti)材采風,開展文化、科技、衛生、法律宣(xuan)講,挖(wa)掘報道鄉(xiang)(xiang)村好(hao)人好(hao)事,弘揚中(zhong)華傳(chuan)統美(mei)德,倡(chang)導文明(ming)鄉(xiang)(xiang)風,充分(fen)發揮其(qi)新時代(dai)基(ji)(ji)層意識形態主陣地(di)作用。
(二(er))搭建經(jing)濟供需信息(xi)平臺,主動參與網絡助(zhu)農行(xing)動
當(dang)前(qian)連(lian)接我國(guo)城鄉(xiang)之間(jian)的(de)(de)(de)公路(lu)已基本打通(tong)(tong),讓農(nong)產(chan)品(pin)(pin)輸(shu)出得以(yi)實現,但要(yao)進一步擴大和贏得市(shi)場(chang),對基層農(nong)村而(er)言打通(tong)(tong)連(lian)接市(shi)場(chang)的(de)(de)(de)信(xin)息(xi)高(gao)速公路(lu)則更尤為(wei)重要(yao)。目前(qian)雖有(you)(you)一些產(chan)業成規模的(de)(de)(de)鄉(xiang)村有(you)(you)電商(shang)平(ping)(ping)臺(tai)入駐,但一般都是在農(nong)產(chan)品(pin)(pin)豐收時(shi)才運(yun)轉,具有(you)(you)臨時(shi)性、季節性。要(yao)實現日常農(nong)產(chan)品(pin)(pin)上(shang)市(shi)信(xin)息(xi)暢通(tong)(tong),則必須有(you)(you)一個安(an)全穩定(ding)(ding)、信(xin)息(xi)可靠的(de)(de)(de)線上(shang)銷(xiao)售平(ping)(ping)臺(tai),而(er)縣級(ji)融(rong)媒(mei)體(ti)中心則充(chong)當(dang)了(le)這一角色(se),為(wei)農(nong)企、農(nong)消(xiao)之間(jian)搭(da)建(jian)(jian)起一條信(xin)息(xi)高(gao)速公路(lu)。茂名市(shi)三(san)(san)(san)個縣級(ji)融(rong)媒(mei)體(ti)中心不僅(jin)開(kai)設有(you)(you)助(zhu)農(nong)電商(shang)銷(xiao)售平(ping)(ping)臺(tai),還把全媒(mei)體(ti)建(jian)(jian)設與脫(tuo)貧(pin)攻(gong)堅、助(zhu)農(nong)直(zhi)播帶貨(huo)緊密結合,探索出“直(zhi)播+扶貧(pin)+助(zhu)農(nong)”“報道+推銷(xiao)”線上(shang)工作方(fang)式(shi),搭(da)建(jian)(jian)起與“三(san)(san)(san)農(nong)”深度關聯的(de)(de)(de)經濟供需信(xin)息(xi)平(ping)(ping)臺(tai)。例如,高(gao)州融(rong)媒(mei)體(ti)中心策劃了(le)主持人(ren)為(wei)鄉(xiang)親“帶貨(huo)”直(zhi)播活動,為(wei)當(dang)地39條省定(ding)(ding)貧(pin)困(kun)村農(nong)產(chan)品(pin)(pin)免費直(zhi)播促銷(xiao);化州融(rong)媒(mei)體(ti)中心舉辦“基層宣(xuan)講(jiang)能人(ren)”選拔賽現場(chang)云直(zhi)播,將助(zhu)農(nong)惠農(nong)政(zheng)策向基層普(pu)及;信(xin)宜融(rong)媒(mei)體(ti)中心圍繞特色(se)農(nong)產(chan)品(pin)(pin)“三(san)(san)(san)華李”帶貨(huo)直(zhi)播,精心攝制《錢排(pai),一個因“李”而(er)興的(de)(de)(de)村莊(zhuang)》等專題片全網宣(xuan)傳(chuan)推送,帶動了(le)內部生產(chan)與外部消(xiao)費,解決了(le)貧(pin)困(kun)山村特優農(nong)產(chan)品(pin)(pin)銷(xiao)路(lu)難(nan)的(de)(de)(de)問(wen)題。
(三)挖(wa)掘傳(chuan)播鄉村(cun)文旅資源,活(huo)化(hua)鄉村(cun)傳(chuan)統(tong)文化(hua)
“人氣”旺不旺是衡量鄉村振興發展的(de)(de)一(yi)項重(zhong)要(yao)指標。美麗(li)宜人(ren)(ren)(ren)風景、淳樸民(min)風習俗、歷史名勝古跡、別(bie)具(ju)特(te)(te)(te)色(se)瓜(gua)果,這些(xie)都是(shi)(shi)(shi)鄉(xiang)(xiang)村吸引(yin)人(ren)(ren)(ren)、留住(zhu)人(ren)(ren)(ren)的(de)(de)自帶流量(liang)。為了(le)(le)(le)挖(wa)掘和(he)激活(huo)(huo)這些(xie)潛(qian)在流量(liang),茂名三市縣(xian)級融(rong)媒(mei)(mei)體中心(xin)(xin)充當(dang)了(le)(le)(le)鄉(xiang)(xiang)村文(wen)旅“推(tui)(tui)(tui)介官”角色(se)。一(yi)是(shi)(shi)(shi)積極(ji)對接鄉(xiang)(xiang)村旅游景區,拓展(zhan)(zhan)“媒(mei)(mei)體+文(wen)旅”傳(chuan)播渠道。各(ge)縣(xian)級融(rong)媒(mei)(mei)體中心(xin)(xin)與當(dang)地(di)景區進(jin)行合作,開(kai)發推(tui)(tui)(tui)出1-2天鄉(xiang)(xiang)村旅游精品(pin)(pin)路線(xian),并(bing)進(jin)行全媒(mei)(mei)體線(xian)上推(tui)(tui)(tui)廣和(he)銷售服務。二是(shi)(shi)(shi)挖(wa)掘報(bao)道鄉(xiang)(xiang)村非物質(zhi)文(wen)化(hua)(hua)遺(yi)產(chan),讓(rang)逐漸式微、散落在民(min)間的(de)(de)傳(chuan)統習俗技(ji)藝(yi)再度(du)“活(huo)(huo)化(hua)(hua)”。例如高(gao)州木偶戲、信宜鎮(zhen)隆飄色(se)、化(hua)(hua)州跳花棚等民(min)間技(ji)藝(yi)民(min)俗,通(tong)過(guo)縣(xian)級融(rong)媒(mei)(mei)體中心(xin)(xin)聚焦宣傳(chuan)報(bao)道,引(yin)起了(le)(le)(le)政府、社會(hui)各(ge)界(jie)對其(qi)(qi)傳(chuan)承(cheng)與保護(hu)的(de)(de)重(zhong)視,在每逢春(chun)節至元宵前后(hou)或(huo)(huo)喜慶(qing)節日,非遺(yi)傳(chuan)承(cheng)人(ren)(ren)(ren)或(huo)(huo)行業團體會(hui)受(shou)邀在粵西一(yi)帶巡回表(biao)演、展(zhan)(zhan)示,使(shi)其(qi)(qi)再度(du)回歸到鄉(xiang)(xiang)村文(wen)娛休(xiu)閑生活(huo)(huo)中。三是(shi)(shi)(shi)創新(xin)開(kai)展(zhan)(zhan)農產(chan)品(pin)(pin)宣傳(chuan),助力特(te)(te)(te)色(se)鄉(xiang)(xiang)村產(chan)業品(pin)(pin)牌打造。例如,每年5月荔(li)(li)枝(zhi)成(cheng)熟季節,高(gao)州融(rong)媒(mei)(mei)體中心(xin)(xin)開(kai)展(zhan)(zhan)“5.20我愛荔(li)(li)”大(da)(da)型(xing)荔(li)(li)枝(zhi)營銷行動,向世界(jie)推(tui)(tui)(tui)介展(zhan)(zhan)示高(gao)州荔(li)(li)枝(zhi)品(pin)(pin)種和(he)荔(li)(li)枝(zhi)文(wen)化(hua)(hua)。化(hua)(hua)州融(rong)媒(mei)(mei)體中心(xin)(xin)則(ze)抓(zhua)住(zhu)當(dang)地(di)獨(du)有“化(hua)(hua)橘(ju)紅(hong)”珍貴藥材資源(yuan)和(he)文(wen)化(hua)(hua),通(tong)過(guo)化(hua)(hua)橘(ju)紅(hong)云賞花、化(hua)(hua)橘(ju)紅(hong)封壇大(da)(da)典網(wang)絡視頻直播等活(huo)(huo)動,擴大(da)(da)特(te)(te)(te)色(se)農產(chan)品(pin)(pin)網(wang)上宣傳(chuan)。這些(xie)都極(ji)大(da)(da)提升了(le)(le)(le)當(dang)地(di)特(te)(te)(te)色(se)農產(chan)品(pin)(pin)地(di)理(li)標識的(de)(de)知名度(du)、美譽度(du)。

實施數(shu)(shu)(shu)(shu)(shu)字(zi)鄉(xiang)村(cun)(cun)(cun)戰(zhan)略是鄉(xiang)村(cun)(cun)(cun)振興(xing)的一(yi)(yi)項重(zhong)要內容。國(guo)家(jia)“十四五”規劃和(he)2035年遠景(jing)目標綱要指出,數(shu)(shu)(shu)(shu)(shu)字(zi)鄉(xiang)村(cun)(cun)(cun)建(jian)(jian)設(she)要“構(gou)建(jian)(jian)面向農(nong)業農(nong)村(cun)(cun)(cun)的綜合(he)信(xin)息(xi)服務(wu)體(ti)(ti)(ti)系,建(jian)(jian)立涉(she)農(nong)信(xin)息(xi)普惠(hui)服務(wu)機制,推動鄉(xiang)村(cun)(cun)(cun)管理(li)服務(wu)數(shu)(shu)(shu)(shu)(shu)字(zi)化。”[3]茂(mao)名縣(xian)(xian)級(ji)融媒(mei)體(ti)(ti)(ti)中(zhong)心(xin)(xin)在(zai)服務(wu)數(shu)(shu)(shu)(shu)(shu)字(zi)鄉(xiang)村(cun)(cun)(cun)建(jian)(jian)設(she)上(shang)做了(le)(le)大量工作(zuo)。一(yi)(yi)是承擔(dan)數(shu)(shu)(shu)(shu)(shu)字(zi)鄉(xiang)村(cun)(cun)(cun)政(zheng)務(wu)信(xin)息(xi)平(ping)臺(tai)建(jian)(jian)設(she)。由(you)于考慮人(ren)員技(ji)術、公共服務(wu)及數(shu)(shu)(shu)(shu)(shu)據安全等多(duo)方因素,縣(xian)(xian)級(ji)融媒(mei)體(ti)(ti)(ti)中(zhong)心(xin)(xin)一(yi)(yi)般作(zuo)為該(gai)(gai)平(ping)臺(tai)建(jian)(jian)設(she)的首(shou)選對象。例如(ru),茂(mao)名高(gao)州市在(zai)2020年入選首(shou)批國(guo)家(jia)數(shu)(shu)(shu)(shu)(shu)字(zi)鄉(xiang)村(cun)(cun)(cun)試點(dian)(dian)地區(qu)后,就明(ming)確該(gai)(gai)縣(xian)(xian)級(ji)市融媒(mei)體(ti)(ti)(ti)中(zhong)心(xin)(xin)作(zuo)為當地數(shu)(shu)(shu)(shu)(shu)字(zi)鄉(xiang)村(cun)(cun)(cun)平(ping)臺(tai)承建(jian)(jian)方。目前該(gai)(gai)平(ping)臺(tai)已完(wan)成(cheng)搭建(jian)(jian),通(tong)過融媒(mei)體(ti)(ti)(ti)“看(kan)高(gao)州”APP可為農(nong)村(cun)(cun)(cun)地區(qu)提供政(zheng)策(ce)信(xin)息(xi)咨(zi)詢、證件申請辦理(li)等便民線(xian)上(shang)服務(wu),它打通(tong)了(le)(le)鎮(街)、村(cun)(cun)(cun)(社區(qu))一(yi)(yi)級(ji)的政(zheng)務(wu)數(shu)(shu)(shu)(shu)(shu)據,實現了(le)(le)基(ji)層(ceng)政(zheng)務(wu)“網(wang)上(shang)辦手機辦”與村(cun)(cun)(cun)級(ji)“窗口辦”同步,提升基(ji)層(ceng)群(qun)眾“一(yi)(yi)次性辦成(cheng)”效率(lv)。二是提供助農(nong)惠(hui)農(nong)信(xin)息(xi)資訊(xun)服務(wu)。縣(xian)(xian)級(ji)融媒(mei)體(ti)(ti)(ti)中(zhong)心(xin)(xin)依托對其數(shu)(shu)(shu)(shu)(shu)據信(xin)息(xi)抓(zhua)取(qu)優(you)勢,整合(he)全網(wang)資源,在(zai)“數(shu)(shu)(shu)(shu)(shu)字(zi)鄉(xiang)村(cun)(cun)(cun)”政(zheng)務(wu)平(ping)臺(tai)上(shang)發布涉(she)農(nong)最新(xin)經濟、科(ke)技(ji)、金融等資訊(xun),為農(nong)民謀(mou)生活促(cu)生產有(you)“好點(dian)(dian)子”相助。三(san)是強化輿論監督(du)促(cu)鄉(xiang)村(cun)(cun)(cun)管理(li)服務(wu)改善。各縣(xian)(xian)級(ji)融媒(mei)體(ti)(ti)(ti)中(zhong)心(xin)(xin)除(chu)了(le)(le)做好日常宣傳工作(zuo)外(wai),還在(zai)其融媒(mei)APP上(shang)開設(she)有(you)網(wang)絡(luo)問(wen)政(zheng)板(ban)塊,聚焦“為民辦實事”項目,以現場新(xin)聞(wen)報道+連線(xian)各職能(neng)部門(men)方式,發揮新(xin)聞(wen)輿論監督(du),助推農(nong)村(cun)(cun)(cun)基(ji)層(ceng)熱點(dian)(dian)難點(dian)(dian)問(wen)題(ti)解(jie)決。
三、縣域融媒體中心對接鄉村振興戰略實現自身傳播發展的制約瓶頸
(一)媒體融合機制不完(wan)善(shan),技(ji)術模塊依賴外包
目前茂名(ming)三(san)個(ge)縣(xian)(xian)級融(rong)媒(mei)(mei)體(ti)(ti)(ti)(ti)中(zhong)心(xin)(xin)在(zai)機構(gou)職能深度融(rong)合上(shang)還不(bu)夠,存在(zai)以下不(bu)足。一是(shi)內(nei)部機構(gou)設(she)(she)置(zhi)基本(ben)套用(yong)電(dian)(dian)視(shi)臺(tai)原有(you)模式。如化州市融(rong)媒(mei)(mei)體(ti)(ti)(ti)(ti)中(zhong)心(xin)(xin)設(she)(she)立了10個(ge)內(nei)設(she)(she)機構(gou)和3個(ge)直屬(shu)事業單位(廣(guang)播(bo)(bo)中(zhong)心(xin)(xin)、電(dian)(dian)視(shi)中(zhong)心(xin)(xin)、網絡中(zhong)心(xin)(xin)),整體(ti)(ti)(ti)(ti)運營上(shang)仍側重于廣(guang)播(bo)(bo)電(dian)(dian)視(shi)業務,新(xin)(xin)媒(mei)(mei)體(ti)(ti)(ti)(ti)部僅是(shi)負責(ze)APP的(de)常規(gui)維(wei)護。二是(shi)融(rong)媒(mei)(mei)體(ti)(ti)(ti)(ti)人員創新(xin)(xin)思(si)維(wei)欠(qian)缺。縣(xian)(xian)級融(rong)媒(mei)(mei)體(ti)(ti)(ti)(ti)中(zhong)心(xin)(xin)全(quan)是(shi)原電(dian)(dian)視(shi)臺(tai)、新(xin)(xin)聞中(zhong)心(xin)(xin)人員,因長(chang)(chang)期(qi)在(zai)傳統媒(mei)(mei)體(ti)(ti)(ti)(ti)工作,形成廣(guang)播(bo)(bo)電(dian)(dian)視(shi)采(cai)編思(si)維(wei),很難在(zai)短時(shi)間內(nei)轉換為(wei)新(xin)(xin)媒(mei)(mei)體(ti)(ti)(ti)(ti)宣傳思(si)路。個(ge)別縣(xian)(xian)級融(rong)媒(mei)(mei)體(ti)(ti)(ti)(ti)中(zhong)心(xin)(xin)仍然使用(yong)記者采(cai)訪—總編室制作—電(dian)(dian)視(shi)播(bo)(bo)放后,再通過(guo)APP進行傳播(bo)(bo)這種傳統媒(mei)(mei)體(ti)(ti)(ti)(ti)采(cai)編模式,“互聯網+新(xin)(xin)聞”創新(xin)(xin)思(si)維(wei)欠(qian)缺。三(san)是(shi)融(rong)媒(mei)(mei)體(ti)(ti)(ti)(ti)APP功(gong)能需求(qiu)拓展(zhan)不(bu)足。茂名(ming)三(san)個(ge)縣(xian)(xian)級融(rong)媒(mei)(mei)體(ti)(ti)(ti)(ti)中(zhong)心(xin)(xin)新(xin)(xin)聞客戶(hu)端多由省(sheng)觸電(dian)(dian)傳媒(mei)(mei)公司“珠江云”來推(tui)進,要(yao)滿足各地差異化功(gong)能需求(qiu),融(rong)媒(mei)(mei)體(ti)(ti)(ti)(ti)中(zhong)心(xin)(xin)只能向省(sheng)級平臺(tai)提出委(wei)托開發申請,但又(you)面臨(lin)研發等待時(shi)間較長(chang)(chang)、費用(yong)成本(ben)過(guo)高(gao)的(de)情況。
(二)農村用戶覆蓋面不廣,傳播力(li)影響(xiang)力(li)不強(qiang)
茂名三(san)個縣級市(shi)常住人口均超(chao)過百萬,融(rong)(rong)媒(mei)體(ti)(ti)宣傳受(shou)眾體(ti)(ti)量潛(qian)力(li)(li)(li)大,但融(rong)(rong)媒(mei)體(ti)(ti)對農村(cun)基層宣傳影響力(li)(li)(li)仍處于低位(wei)。一方面,目前雖然手機上網在(zai)(zai)農村(cun)基本(ben)普及,但是留守在(zai)(zai)農村(cun)的(de)多為(wei)中(zhong)老年(nian)人、婦(fu)女及兒(er)童,由于受(shou)教(jiao)育程(cheng)度不(bu)高,以時(shi)政(zheng)(zheng)綜合新(xin)聞(wen)為(wei)主的(de)融(rong)(rong)媒(mei)體(ti)(ti)APP對其吸引力(li)(li)(li)不(bu)強(qiang);另一方面,融(rong)(rong)媒(mei)體(ti)(ti)APP內(nei)容(rong)不(bu)夠接地氣,與農民個體(ti)(ti)切身(shen)利益維護的(de)關聯度不(bu)夠緊密,刊載內(nei)容(rong)多以領導視(shi)察、鄉村(cun)建設會(hui)議、農業產(chan)業項目等政(zheng)(zheng)務新(xin)聞(wen)報道為(wei)主,表現形式單一,內(nei)容(rong)籠統(tong),對農村(cun)用戶(hu)吸引力(li)(li)(li)較(jiao)弱(ruo)。例如,2021年(nian)三(san)縣市(shi)融(rong)(rong)媒(mei)體(ti)(ti)APP推送(song)信(xin)息年(nian)均2000多條次,但轉(zhuan)發本(ben)地電視(shi)新(xin)聞(wen)就占了80%,在(zai)(zai)獨立創作的(de)H5等新(xin)媒(mei)體(ti)(ti)產(chan)品數量上比例不(bu)到2%。
(三)運維模式缺(que)乏可持(chi)續性,自主造血功(gong)能薄(bo)弱
在調研中(zhong)(zhong)(zhong)(zhong)發現,三個(ge)縣級(ji)融(rong)(rong)媒(mei)(mei)體(ti)(ti)中(zhong)(zhong)(zhong)(zhong)心(xin)普遍(bian)還(huan)沿用了(le)原先單位(wei)創收(shou)(shou)(shou)模式(shi),在互(hu)聯網新技(ji)術沖擊(ji)下(xia)(xia),其(qi)整體(ti)(ti)營收(shou)(shou)(shou)逐年下(xia)(xia)滑,與(yu)每年流量渠道拓展、技(ji)術設備更新及人員薪酬等支出(chu)相(xiang)比(bi),資金缺(que)口較大(da)。為增強造血功能,拓寬收(shou)(shou)(shou)入(ru)來源,各地(di)融(rong)(rong)媒(mei)(mei)體(ti)(ti)中(zhong)(zhong)(zhong)(zhong)心(xin)都做(zuo)了(le)努力嘗試(shi),如信宜、化州(zhou)融(rong)(rong)媒(mei)(mei)體(ti)(ti)中(zhong)(zhong)(zhong)(zhong)心(xin)通過承接(jie)商業營銷H5制作、鄉村文旅線上推廣、網絡(luo)直播帶貨提成等方式(shi)創收(shou)(shou)(shou),但(dan)其(qi)新媒(mei)(mei)體(ti)(ti)業務(wu)創收(shou)(shou)(shou)占總收(shou)(shou)(shou)入(ru)不足8%。高(gao)州(zhou)融(rong)(rong)媒(mei)(mei)體(ti)(ti)中(zhong)(zhong)(zhong)(zhong)心(xin)還(huan)曾(ceng)申(shen)請將全(quan)市高(gao)速公路出(chu)入(ru)口廣告(gao)位(wei)、戶(hu)(hu)外(wai)公共LED屏(ping)、戶(hu)(hu)外(wai)大(da)型廣告(gao)牌經營權爭取(qu)讓其(qi)統籌管理運營,但(dan)因缺(que)乏(fa)政策依據未能實現。可以說,各地(di)融(rong)(rong)媒(mei)(mei)體(ti)(ti)中(zhong)(zhong)(zhong)(zhong)心(xin)創收(shou)(shou)(shou)手段相(xiang)對單一,新媒(mei)(mei)體(ti)(ti)業務(wu)收(shou)(shou)(shou)入(ru)占比(bi)較低,收(shou)(shou)(shou)效不明顯,亟需進一步(bu)挖(wa)掘(jue)提升(sheng)融(rong)(rong)媒(mei)(mei)體(ti)(ti)服務(wu)與(yu)創收(shou)(shou)(shou)潛(qian)力。
(四)優質內容(rong)生(sheng)產量較少,引才留才政策乏力(li)
目前(qian)互聯網已全面(mian)(mian)進(jin)入(ru)(ru)(ru)優質內(nei)容(rong)時代(dai),前(qian)幾年依靠購買(mai)資源渠道“流量為王”時代(dai)已經過(guo)去(qu)。優質內(nei)容(rong)的(de)生(sheng)(sheng)產離不(bu)開傳媒(mei)人才(cai)、先進(jin)產品理念、生(sheng)(sheng)產流程(cheng)再造等支撐。縣級(ji)融(rong)媒(mei)體(ti)中(zhong)心(xin)在(zai)(zai)職員工(gong)大多(duo)為原電視臺、報社人員,在(zai)(zai)內(nei)容(rong)生(sheng)(sheng)產上(shang)采(cai)取傳統(tong)方(fang)式進(jin)行簡單制(zhi)作(zuo),在(zai)(zai)信息(xi)傳播(bo)上(shang)滿足(zu)(zu)于(yu)一稿多(duo)用的(de)機械(xie)單調狀態。雖搭建了先進(jin)的(de)移動(dong)終端和傳播(bo)平臺,但在(zai)(zai)信息(xi)品質、用戶體(ti)驗、版面(mian)(mian)設計、服(fu)務(wu)功能(neng)等方(fang)面(mian)(mian)原創力(li)明顯不(bu)足(zu)(zu)。雖然(ran)近年來各縣級(ji)融(rong)媒(mei)體(ti)中(zhong)心(xin)都在(zai)(zai)加大高(gao)層次人才(cai)引進(jin)力(li)度,但因縣級(ji)總體(ti)工(gong)資福利待遇(yu)較(jiao)低,晉升空間(jian)有限(xian),引進(jin)的(de)人才(cai)在(zai)(zai)掙(zheng)得(de)一定工(gong)作(zuo)經驗后(hou)就選擇跳(tiao)槽。而對(dui)于(yu)一般新招聘人員,因存在(zai)(zai)身(shen)份體(ti)制(zhi)內(nei)外(wai)之別,同工(gong)不(bu)同酬,且差距較(jiao)大,導致長期人才(cai)留(liu)不(bu)住,又缺乏新鮮血液輸入(ru)(ru)(ru)補給,陷入(ru)(ru)(ru)內(nei)生(sheng)(sheng)創新乏力(li)、事業拓展后(hou)繼無人的(de)窘境。
四、鄉村振興背景下縣級融媒體中心傳播發展對策路徑思考
(一)堅定正確政治(zhi)導向(xiang),發揮鄉村振(zhen)興(xing)宣傳主陣地作(zuo)用
鄉村振興,宣(xuan)傳(chuan)(chuan)先(xian)行。縣(xian)(xian)級(ji)融(rong)媒體(ti)(ti)中(zhong)心(xin)作為(wei)黨的(de)(de)(de)基(ji)層(ceng)主流媒體(ti)(ti),要發(fa)(fa)揮好縣(xian)(xian)域(yu)意識形態工作主陣地(di)(di)、主渠道(dao)作用(yong),為(wei)鄉村振興發(fa)(fa)展提(ti)供有力宣(xuan)傳(chuan)(chuan)輿(yu)(yu)論支(zhi)撐。一(yi)是強化(hua)(hua)政(zheng)(zheng)治(zhi)宣(xuan)傳(chuan)(chuan)引(yin)領(ling)。縣(xian)(xian)級(ji)融(rong)媒體(ti)(ti)中(zhong)心(xin)要加(jia)強“臺(tai)報(bao)網(wang)微端”等(deng)平臺(tai)在農(nong)村覆(fu)蓋(gai)面(mian),加(jia)強鄉村振興戰略(lve)在基(ji)層(ceng)宣(xuan)傳(chuan)(chuan)解讀,跟進(jin)報(bao)道(dao)中(zhong)央(yang)(yang)重(zhong)大決策部署(shu)和地(di)(di)方貫徹落實(shi)措(cuo)施、助農(nong)惠(hui)農(nong)措(cuo)施及成(cheng)效,讓基(ji)層(ceng)群眾熟悉政(zheng)(zheng)策,擁護黨中(zhong)央(yang)(yang)決策,充分發(fa)(fa)揮縣(xian)(xian)級(ji)融(rong)媒體(ti)(ti)中(zhong)心(xin)在基(ji)層(ceng)“聚民(min)(min)心(xin)”的(de)(de)(de)重(zhong)要作用(yong)。二是提(ti)升正能量傳(chuan)(chuan)播(bo)(bo)效能。縣(xian)(xian)級(ji)融(rong)媒體(ti)(ti)中(zhong)心(xin)要發(fa)(fa)揮榜樣價值引(yin)領(ling)作用(yong),采取喜聞(wen)樂見的(de)(de)(de)方式,對農(nong)村基(ji)層(ceng)先(xian)進(jin)典(dian)型(xing)人(ren)物(wu)或(huo)事(shi)件(jian)進(jin)行報(bao)道(dao),促進(jin)鄉村地(di)(di)區社會(hui)主義核心(xin)價值觀培育。要加(jia)強對本地(di)(di)歷(li)史人(ren)文(wen)(wen)資源(yuan)的(de)(de)(de)活化(hua)(hua)利用(yong),通(tong)過具體(ti)(ti)化(hua)(hua)、本土化(hua)(hua)、特色化(hua)(hua)、故事(shi)化(hua)(hua),凝聚村民(min)(min)對社會(hui)主義核心(xin)價值觀內涵的(de)(de)(de)文(wen)(wen)化(hua)(hua)認同。三是做(zuo)好基(ji)層(ceng)輿(yu)(yu)論引(yin)導。縣(xian)(xian)級(ji)融(rong)媒體(ti)(ti)中(zhong)心(xin)要依托其平臺(tai)開(kai)辟鄉村網(wang)絡問政(zheng)(zheng)渠道(dao),收(shou)集民(min)(min)意、監(jian)測(ce)輿(yu)(yu)情,圍繞農(nong)村熱點(dian)話題和突發(fa)(fa)事(shi)件(jian),積極(ji)主動發(fa)(fa)聲,借助農(nong)村廣播(bo)(bo)電視“村村響”“戶戶通(tong)”等(deng)鄉村輿(yu)(yu)論陣地(di)(di)及時發(fa)(fa)布權(quan)(quan)威信息,澄清謠言,解答(da)群眾疑問,第(di)一(yi)時間(jian)把(ba)握輿(yu)(yu)論傳(chuan)(chuan)播(bo)(bo)的(de)(de)(de)主動權(quan)(quan)領(ling)導權(quan)(quan),為(wei)縣(xian)(xian)域(yu)經濟發(fa)(fa)展和民(min)(min)生改(gai)善提(ti)供有力的(de)(de)(de)輿(yu)(yu)論支(zhi)持。
(二)融合匯聚平臺資源,主動承接鄉(xiang)村振興項目促發
縣(xian)(xian)級媒(mei)(mei)體(ti)(ti)(ti)要(yao)(yao)抓住(zhu)實施鄉(xiang)(xiang)村(cun)(cun)振(zhen)興(xing)戰略利(li)好因(yin)素,加強業務項(xiang)(xiang)目向基層(ceng)下沉拓展(zhan),提(ti)升(sheng)自身發展(zhan)“造血”能力。一要(yao)(yao)融(rong)匯(hui)平(ping)臺(tai)。縣(xian)(xian)級融(rong)媒(mei)(mei)體(ti)(ti)(ti)中心要(yao)(yao)打通多(duo)(duo)個信息(xi)渠道(dao),積極(ji)吸納(na)本地官商媒(mei)(mei)體(ti)(ti)(ti)入(ru)駐平(ping)臺(tai),實現(xian)采集信息(xi)的(de)多(duo)(duo)元化,構建(jian)縣(xian)(xian)域全媒(mei)(mei)體(ti)(ti)(ti)信息(xi)資(zi)(zi)源(yuan)綜合體(ti)(ti)(ti)。只有當融(rong)媒(mei)(mei)體(ti)(ti)(ti)平(ping)臺(tai)擴(kuo)充變強了,用戶體(ti)(ti)(ti)量(liang)(liang)流量(liang)(liang)變大了,才能讓(rang)盈利(li)性廣告業務收(shou)(shou)入(ru)得到重新(xin)回(hui)歸。二(er)要(yao)(yao)融(rong)活資(zi)(zi)源(yuan)。縣(xian)(xian)級融(rong)媒(mei)(mei)體(ti)(ti)(ti)作(zuo)為記錄(lu)傳播宣(xuan)傳鄉(xiang)(xiang)村(cun)(cun)振(zhen)興(xing)“頭部(bu)媒(mei)(mei)體(ti)(ti)(ti)”,要(yao)(yao)通過(guo)媒(mei)(mei)體(ti)(ti)(ti)流量(liang)(liang)資(zi)(zi)源(yuan)優勢(shi)來盤(pan)活農(nong)村(cun)(cun)資(zi)(zi)源(yuan),促進雙方互利(li)共贏。要(yao)(yao)集中力量(liang)(liang)組建(jian)新(xin)媒(mei)(mei)體(ti)(ti)(ti)團隊(dui),重點打造涉(she)“三農(nong)”短視頻精(jing)品(pin)賬號(hao),創新(xin)推出更多(duo)(duo)的(de)新(xin)媒(mei)(mei)體(ti)(ti)(ti)作(zuo)品(pin),吸引外(wai)部(bu)游客(ke)觀(guan)光,盤(pan)活鄉(xiang)(xiang)村(cun)(cun)旅(lv)游消費經(jing)濟。要(yao)(yao)加強與(yu)農(nong)村(cun)(cun)生產(chan)(chan)合作(zuo)社(she)對接,做實做好“媒(mei)(mei)體(ti)(ti)(ti)+直播+電商”“融(rong)媒(mei)(mei)+產(chan)(chan)業”等新(xin)模式,通過(guo)銷售提(ti)成的(de)方式,拓寬融(rong)媒(mei)(mei)體(ti)(ti)(ti)中心收(shou)(shou)入(ru)來源(yuan)。三要(yao)(yao)主動(dong)承接項(xiang)(xiang)目。縣(xian)(xian)級融(rong)媒(mei)(mei)體(ti)(ti)(ti)中心要(yao)(yao)加強與(yu)各鄉(xiang)(xiang)鎮(zhen)政府(fu)溝通對接,開展(zhan)“私(si)人訂(ding)制”服(fu)務,策(ce)劃各鎮(zhen)村(cun)(cun)特色品(pin)牌(pai)提(ti)升(sheng)項(xiang)(xiang)目,承辦特色水(shui)果節等活動(dong),發揮自身優勢(shi)參(can)與(yu)鄉(xiang)(xiang)村(cun)(cun)文化建(jian)設,在鄉(xiang)(xiang)村(cun)(cun)項(xiang)(xiang)目承接中擴(kuo)大收(shou)(shou)入(ru)來源(yuan)渠道(dao)。
(三)優化制(zhi)度機制(zhi)改(gai)革,提升組織(zhi)創新效能(neng)與(yu)人才活力
